- Stargate SG-1 is mentioned at one point. Her actress had a prominent recurring role as Dr. Janet Fraser in the show.
- The Dragon Ball anime is mentioned in The Flash. Her actresses voiced Mai of the Pilaf Gang in the Ocean Group's English Dub of the series.
- Decomposite Character: Her role as Ray's Love Interest was filled by both a Posthumous Character named Anna, and later Felicity. Legends of Tomorrow reveals that Anna shares her surname, suggesting a familial relationship between the two. There is an offscreen character named Jean who was a Mythology Gag for the original character, while her role as Sue Dearbon's enemy was given to a Gender Flipped character named John Loring.

A boxing trainer who owns a gym, where he likes to help people blow off steam. Laurel comes to him in an attempt to deal with the anger she's been facing. It turns out that he was also a vigilante named Wildcat before the Arrow came on the scene.
- Adaptational Distillation: In the comics he was the The Mentor to several superheroes, here he only trains Laurel.
- Adaptational Wimp: In the comics he's a world-class boxer who was an accomplished superhero in his own right, while here he was a relatively unknown vigilante who serves as The Mentor to Laurel but otherwise is mostly a Satellite Character.
- Age Lift: Ted is usually an old man in the comics (post-Golden Age), while he's played by J.R. Ramirez in the show, who is in his 30's.
- Badass Normal: Able to fight one on one with the Arrow, and does a pretty good job. Plus he was a former professional boxer (and a pretty good one, apparently), as well as a former vigilante.
- Chuck Cunningham Syndrome: He hasn't been seen since Season 3.
- Doesn't Like Guns: He tells his former sidekick that they never used guns like the criminals, because they were better than them.
- The Empath: Being a boxer, Ted is able to read that Laurel is holding in some deep trouble.

- Obstructive Bureaucrat: Isn't presented in the best light initially, putting as many legal obstacles in the way of Dinah and Oliver as possible.
- Superhero Paradox: One of the reasons why she despises vigilantism so much.
- Took a Level in Kindness: Initially a pretty big Jerkass, she later agrees to deputize all of Team Arrow.

- Bald of Authority: Bald and also Quentin's superior.
- By-the-Book Cop: And not overly fond of Quentin's habit of not being so. But changes his mind in "Streets of Fire", and even gives back his badge.
- Da Chief: In charge of the police, at least until Lance is promoted to Captain in the start of season three. In Season 5, he is promoted to Captain and leads the ACU.
- Handicapped Badass: Get's stabbed in Season 5, courtesy of Prometheus, which renders him comatose until Season 6, where he then needs a cane to walk for a few months.
- Inspector Javert: After he is handed the evidence of Billy Malone's killer being the Green Arrow, he orchestrates a manhunt for him.
- Jerkass: When Quentin comes looking for Laurel in the Season Two premiere, Lt. Pike is angry because he thinks Quentin is interviewing a witness.

Sergeant F. Bingsley

A police sergeant in the SCPD as of Arrow Season 7, who is very annoyed at Team Arrow's rulebreaking.

- Inspector Javert: He grills Team Arrow during the investigation of the two security guards Roy killed in a bloodlust.
- Number Two: Dinah's second-in-command.
- Teeth Clenched Team Work: With the deputized Team Arrow, though they do eventually manage to work together effectively.
- Took a Level in Kindness: After being saved by the vigilantes, he stops the manhunt for them, finally admitting that they are nothing short of true heroes.
- Uncertain Doom: He is last seen heavily wounded and barely alive during Emiko's attack on the SCPD, though we don't see him succumb to his wounds. Luckily, he is shown to have survived in the Season 7 finale.
Detective Lucas Hilton

- Fair Cop: To the point where Curtis is quickly smitten when he first sees his profile.
- Nice Guy: As befitting for a boyfriend of Curtis.
- Redeeming Replacement: Unlike Paul, he is more accepting of Curtis' vigilantism.
- Second Love: For Curtis, following his divorce from Paul. He even plans to propose to him.
Kelton

- Non-Action Guy: He's not combat proficient.

- Benevolent Boss: She still have her composure while confronting Laurel when the latter Blackmailed her for the first time.
- Blackmail: Is on the receiving end from Laurel, in-order to get her job back.
- Death by Adaptation: She didn't became Manhunter.
- Decomposite Character: Her character's usual lawyer/vigilante aspect was given to Laurel Lance in the show.
- Hello, Attorney!: And she's the District Attorney to boot.
- Horrible Judge of Character: While the city is going into a full on riot due to Slade's Mirakuru army/Blood Cultists, she ends up staying with Blood of all people. She dies because of this mistake.
- In Name Only: The only thing she shares with the Manhunter is her civilian name (her job is close, although in the comics she's specifically a prosecuting attorney).
- Satellite Character: She's strongly tied with Laurel's arc as a lawyer, and that's it.

- Amoral Attorney: He is on Ricardo Diaz's payroll, just like Captain Hill.
- Even Evil Has Loved Ones: The reason he supports Diaz is because the latter is paying for his son's expensive cancer treatment.
- False Friend: Initially presented as a personal friend of Oliver who got forced by Agent Watson to work against him. Later it is revealed that he is actually on Ricardo Diaz's payroll and has been collecting evidence to end Oliver's term as the mayor.
- Nothing Personal: He's forced to prosecute Agent Watson's case against Oliver against his will. Until it's revealed he's on Diaz's payroll.

- Jerkass: Makes Laurel prosecute Moira Queen, despite her being a friend of the family. Later, he sets Laurel up as part of a trap for the Huntress, pretending to rehire her just so he can have an "expendable" lawyer there for show in case things go bad.
- Jerkass Has a Point: His reasons for not helping Laurel investigate Sebastian Blood are actually fairly reasonable: Her evidence is very flimsy against a very popular figure, and as the ADA who passed out from Vertigo during a high-profile trial, he wasn't willing to take that big a risk to his career.
- Karma Houdini: He used Laurel as bait in a death trap and gets away scot-free, even keeping his job as an attorney.

- Good All Along: While many people thought she was a Bitch in Sheep's Clothing at first, she really does care about Oliver and even agrees to keep his secret after she is convinced that he means well.
- Intrepid Reporter: She's very good at her job. Maybe too good because she uncovers evidence that Oliver was in Russia when he was supposedly stranded on Lian Yu.
- Love Interest: For Oliver in Season 5.
- Outside-Context Problem: Most of Oliver's adversaries are either corrupt businessmen or criminals, that have been soundly defeated. But Susan Williams possibly poses a greater danger when she finds a photo of Oliver's time in the Bratva]
- The Password Is Always "Swordfish": Felicity didn't have to try very hard to hack Susan's computer.Felicity: Her password is "1234" and she has a folder on her desktop labeled "Oliver Queen Info."
- Red Herring: In What We Leave Behind, there's vodka in her apartment similar to what Oliver had seen in Russia, leading the audience to suspect that she's somehow the main villain or at least connected to the villain while working to destroy Oliver. However, it turns out that vodka wasn't a clue to Susan being a villain and Susan herself turns out to be Good All Along.

Ted Kord

A wealthy businessman and the CEO of Kord Industries.- Adaptational Wimp: Due to a sad case of Executive Meddling. He was originally the one slated to appear as Brandon Routh's character, but the DC higher-ups didn't allow the show to use him. As a result, he didn't become a hero despite being mentioned several times throughout the show. Routh played Ray Palmer instead.
- Butt-Monkey: His company is often the target of robbery by everyone in Star City... and that includes the heroes.
- Decomposite Character: Again, as a result of Executive Meddling, most of his character elements, specifically the billionaire tech-hero, was fused with Ray Palmer.
- Exiled from Continuity: He's reduced to being The Ghost and later a Decomposite Character with Ray Palmer, due to the DC higher ups not green lighting him for the show.
- The Ghost: He and his company are often mentioned, but he has yet to make a personal appearance.
- One-Steve Limit: Shares the same first name as Ted Gaynor and Ted Grant.
- The Rival: With Oliver Queen and later Ray Palmer, through their companies, as Kord Industries is Queen Consolidated/Palmer Tech's main competitor.
