Agent Watson finally makes her move and arrests Oliver for being the Green Arrow. While he's in custody, Cayden James and Black Siren return to kick their evil plan into high gear.

  • Actor Allusion: It's impossible to see James as anything but an evil version of Harold Finch, complete with dry humor.
  • Ax-Crazy: Black Siren is complaining to Cayden James like a spoiled little child during the mission, as she hasn't been able to kill anybody yet. She, much to her enjoyment, gets to smash all of the shit instead.
  • Bail Equals Freedom: Oliver is set free on bail. Subverted as the judge points out that with a five million bail, Oliver would be wise not to go anywhere.
  • Batman Gambit: James uses the threat of his bomb to lure Team Arrow to the stadium, where his Mooks, dressed as police officers, fight them, before leaking the footage. To the public's view, the vigilantes are attacking the police, so vote for the anti-vigilante law. If they had realized there was no bomb in time, the plan would not have worked.
    • He also set up the whole thing so he could talk to the Green Arrow. Ironically, he almost ended up with the wrong Green Arrow.
  • Bittersweet Ending: Nobody is killed in this episode, and Thea finally wakes up from her coma. But thanks to Cayden James' manipulations the city has voted for the anti-vigilante bill and Oliver is facing trial for being the Green Arrow, while Diggle's nerve damage turns out to be much worse than previously thought.
  • Call-Back: Diggle mentions the illusionary Star City during the Dominators crossover the team was trapped in, and actually admits that being the Green Arrow himself is his deepest wish and he didn't realize it until then.
  • The Cameo: Footage of Billy Joel performing in concert is shown while Team Arrow tries to stop the bomb.
  • The Comically Serious: James of all people when directing Black Siren what to do.
  • Converse with the Unconscious: After falling out with Diggle, Oliver visits Thea's bedside and begs her to wake up. Maybe she did hear him after all, because she eventually does.
  • Disappointed in You
Oliver: I've been mad at you before, John. This is... the first time I've ever been disappointed.
  • Foregone Conclusion: The "Crisis on Earth-X" trailers and publicity show Thea awake and Ollie as the Green Arrow again, and this is the last Arrow episode before the crossover.
  • From Bad to Worse: Agent Watson arrests Oliver for his vigilante actives. Then Cayden James and Black Siren come back.
  • Gone Horribly Wrong: The prototype made for John's nerve damage almost gets him killed during the mission.
  • He's Back!: Oliver dons the hood again because Diggle can't.
    • Thea waking up from her coma.
  • Hidden Depths: Rene is a Billy Joel fan. The team is surprised, and he says he has a wide range of musical tastes.
  • Internal Reveal:
    • Oliver and Felicity learn about Diggle's problems.
    • Quentin learns about Black Siren working with Cayden James, as well as that Vigilante is Dinah's former lover. In turn, he tells Dinah that he had the chance to kill Black Siren, but didn't take it.
  • It's All My Fault:
    • Curtis beats himself up over John almost dying in the field, but John reassures him that it was his own descision to use the prototype.
    • Both Dinah and Quentin blame themselves for not ending Vigilante and Black Siren when they had the chance to.
  • It's Personal:
    • Oliver gets very pissed about Watson arresting him right in front of his son and threatens to sue her with malicious prosecution once he is out.
    • James thinks that Oliver cost him his son, though how is currently unknown.
  • Jerkass: Agent Watson arrests Oliver right in front of his son and arranges it so the District Attorney who happens to be Oliver's friend is the one prosecuting the case.
  • Put on a Bus: Agent Watson leaves town to go back to DC, promising to return for Oliver's trial.
  • The Reveal: Why is Cayden James targeting Star City? Because he blames the Green Arrow for costing him his son. The team actually looks into this, and are baffled why James blames them — he has a son but he's currently missing, they've never encountered him or were involved in his disappearance, and he disappeared while James was in ARGUS custody which the team had nothing to do with.
  • Stealth Pun: The team follows leads to a concert to look for James thermobaric bomb. Turns out there's no bomb, he just wanted to talk to Ollie. It's Billy Joel concert, and James didn't start the fire.
  • Unflinching Walk: Black Siren walks away from an explosion like this.
  • The Un-Reveal: We don't find out what the evidence is for the basis of Agent Watson's case against Oliver
  • What the Hell, Hero?:
    • Averted when Quentin finds out that Team Arrow didn't openly tell him than Black Siren is back, he shrugs it off as he no longer cares about her after what happened in the premiere.
    • Oliver and Felicity are both upset about Diggle keeping his injuries and drug use from them. Felicity is also mad that Curtis used their prototype on Dig without telling her first. Curtis fires back that it's his prototype seeing how he invented it and how she doesn't have much room to talk when she leaves him out of important decisions.
  • You're Insane!: Oliver says this when he finds out that Cayden James faked a bomb situation just so they could talk. James merely replies that (according to the late, famous psychiatrist Thomas Szasz) insanity is not a thing.
