- Fun Personified: He's a comedian, so it's expected. The logo for Customerpalooza being a smiley face just adds to this.
- Perpetual Smiler: As a comedian, he's barely seen frowning unless he's dissatisfied with the food. That said, the Bakeria cleanup changes his mouth to a wider grin with teeth showing and even the logo for Kingsley's Customerpalooza is a smiley face decked with his outfit's colors.

- Meaningful Rename: He changed his legal name to Sarge Fan to signify his love for the final boss of Papa Louie: When Pizzas Attack!.

Quinn
- Amoral Attorney: Downplayed, as she's a Closer in every single one of her appearances, but is regarded as one of the top lawyers in town and offers legal representation for Papa Louie. At the finale for the "Chicken Sandwich Wars" in Cluckeria, she handles the case against the Crumple Sisters after they stole Papa's secret recipe.

- The Host: He's a traveling game show host, and also the host of the mini-games that you play after every day in the Gamerias.
Hank
- Donut Mess with a Cop: While it's never stated if he particularly likes donuts, this trope is probably the reason why he's a closer in Donuteria.
- Trademark Favorite Food: Pumpkin Pie, as his Flipdeck states.
Johnny
- Bee Afraid: He doesn't like bees, according to his Flipdeck card.
- Mighty Lumberjack: As he is a lumberjack, he has been a closer several times in the games, including in Pancakeria, his debut game.

Pinch Hitwell
- Meaningful Name: His name is Pinch Hitwell and he's described to be a "pinch-hitter", meaning that he is a pinch-hitter that performs well.
- One-Steve Limit: Pinch's Flipdeck mentions that he changed his name from Johnny to "avoid confusion." This references how in Pizzeria and Burgeria, an unobtainable customer named Johnny can briefly be seen when flipping through the customer files, and he resembles a younger version of Pinch Hitwell, and a separate character named Johnny would later be featured in Pancakeria.
- Unlimited Wardrobe: He has an outfit for every baseball team in the Flipverse, as well as a generic white-and-brown baseball uniform.
Radlynn
- Eye-Obscuring Hat: Her eyes are always covered by her radish hat.
- Meaningful Name: Her name sounds like radish and she loves radishes, even if she rarely gets to display it due to the games' design.
- Trademark Favorite Food: Radishes, though it wasn't until Sushiria that anything radish-related was offered as an item.
- Tends to order pink foods, because of the radishless-ness of most of the games.
- Red velvet flavoring as well.
Introduced in Papa's Cupcakeria:
Mayor Puffleton Mallow
- Gentle Giant: He's really nice and has a huge heart.
- Meaningful Name: His last name sounds like "Marshmallow" and he loves Marshmallows.
- Trademark Favorite Food: Marshmallows.
Santa
- Anti-Frustration Features: He usually unlocks already having a Silver Customer Appreciation Award, meaning you only have to serve him five orders he likes to get a Gold CAA for him, rather than the fifteen most customers need. This is to counteract the potential frustration from him not appearing outside of Christmas.
- Holiday Mode: Except for Cupcakeria, he only shows up while the restaurant is celebrating Christmas.
- Santa Claus: He is Santa Claus.
Trishna
- Pimped-Out Dress: An alternate style in When Sundaes Attack! as well as her Halloween costume.

- Unaffected by Spice: She really loves spicy foods, particularly buffalo sauce, jalapeños, and Sriracha sauce (sometimes she will order them together), and goes with the juxtaposition of her being a fire fighter.
- One promotional image shows her holding a fire hose, pointing it at a red-faced Hacky Zak, who has just taken one bite out of a spicy wing.
Iggy
- Black and Nerdy: He's the grandson of a Mad Scientist and a straight-A student at Eclair Academy.

Chester
- Cool Old Guy: He's built up a hefty amount of survival skills.
- Crazy Survivalist: He's constantly preparing for the end of the world.
Guy Mortadello
First appeared in: Papa's Cheeseria
- 0% Approval Rating: Given the progressively bad food quality his meat pies turned to, Guy's reputation either wasn't great at all or took a toll (as his meat pie store chain was very successful back then, even with all his shady practices). However, it really plummeted by the time Papa started opening his restaurants, which Guy's customers flocked to in hope of getting better food. It doesn't help that he later tried to recover his reputation with a chicken sandwich restaurant in Cluckeria, only to be quickly turned down when the Oilseed Springs Health Department investigated the source of his ingredients and shut him down as the culmination of repetitive warnings and fines to him.
- All Your Base Are Belong to Us: Flipline's April Fools blog post for 2017 narrates that Guy has taken over the entirety of Papa's restaurant franchise and replaced all of the employees with BotWursts. A fake tournament named "Guy's Last Chef 2017" (of a similar nature to Papa's Next Chefs) has the public vote on out of all the chefs that Guy plans to fire, who gets to stay behind on the BotWursts' maintenance.
- Arch-Enemy: He supposedly serves as one to Papa Louie. But much like his restaurants, he's mostly gone unnoticed.
- Astonishingly Appropriate Appearance: His design is of a semi-realistic gritty and greasy chef, which heavily contrasts the bright, jolly and cartoony chef Papa Louie.
- Big Bad: Serves as a recurring one for the gamerias. After losing all of his meat pie stores to Papa, he sometimes causes trouble to him and his employees in retaliation, as it happens in the beginning of both Cheeseria and Scooperia.
- Big Bad Ensemble: In Cluckeria, his chicken sandwich restaurant, Mortadello's Bird Meat, is one of Papa's Cluckeria's three opponents in the Chicken Sandwich Wars at Oilseed Springs, alongside NuMarcus' Nucoop Fry Lab and the Crumple Sisters' Crumple Family Chicken. His restaurant gets shut down first due to its poor health conditions, which prompted the health department of Oilseed Springs to take action on it.
- Evil Counterpart: To Papa Louie. While the former may trick people into getting hired for his restaurants from time to time, he still offers them a legitimate job if they seek to get one, and gives them coverage like a place to stay if they need to; his cooking is also praised for being of top quality. Mortadello, on the other hand, won't hesitate to degrade the quality of his food to favor his business (even breaking health laws by the time of Cluckeria), and scam whoever he meets by giving them horrible food or outright robbing them; he also appears to treat his BotWursts as expendable, as following his chicken sandwich restaurant's shutdown in Cluckeria, he seemingly abandoned the sole BotWurst that he used there (which got re-located to a "robo-shelter").
- Evil Is Petty: While most of his villainous acts are based on retaliation against Papa for getting his meat pie restaurant chain shut down, he also went his way to hurt unrelated people (although most of them end up being employed by Papa anyway) a few times.
- Evil Laugh: He lets out a written one in the intro of Scooperia while running away from the protagonist.
- Job-Stealing Robot: As clarified in a flipdeck dedicated to them (after being first implied in the "Guy's Last Chef 2017" joke tournament), the cooking jobs in Guy's former restaurant chain were done by a bunch of copies of a robot model known as BotWurst, with Guy only needing at least a single human employee to maintain the robots at best, and even getting to sell grocery store versions of his food with them. They seem to be pretty effective in serving, as the chicken sandwich restaurant Guy later sets up in Cluckeria only required a single BotWurst to function properlynote , although how well-received they were by Guy's customers is never stated.
- Lethal Chef: His constant downgrading of his meat pies' quality eventually made them barely palatable, a contributing factor to the downfall of his meat pie store chain in favor of Papa's restaurants. In Cluckeria, he also had his shady ingredient sources investigated by the Oilseed Springs Health Department, which then shut his chicken sandwich restaurant down after giving him constant notices and fines.
- Overly Narrow Superlative: According to his flipdeck, he took advantage of this while Mortadello's Meat Pies was the largest and most successful restaurant chain in the series' world, as before Papa opened his Pizzeria, there weren't many choices of food servers available at the time, leaving Guy the freedom to use as much cheap ingredients for his food.
- Red and Black and Evil All Over: Beneath his white apron and brown beanie, Guy wears a dark red shirt and black pants and shoes.
- Unknown Rival: Every restaurant Papa opened took a blow to his meat pie franchise due to customers flocking to Papa's restaurants for better-quality food. By the time he first appears in Cheeseria, Guy's last outlet got shut down, and he's not seen or talked about much since then.
Rhonda

- Badass Driver: A truck driver, to be exact.
- Big Beautiful Woman
- Official Couple: With Rico.
Introduced in Papa's Bakeria:
Cherissa
- Punny Name: Between "Carissa" and "cherry".

Duke Gotcha
- Ascended Extra: He initially serves as one of many customers in the game, but from Papa's Cluckeria onwards, there's breaking news segments featuring him after reaching certain rank in the game where he will report events relevant to the game's plot.
- Character Catchphrase: He has a catchphrase that he uses whenever he ends his news reports."Well, It seems like once again, Duke... GOTCHAAAAH!"
- Intrepid Reporter: Works with Shannon, and won an award for his investigations into Guy Mortadello's shady ingredient sources.
- Jerk with a Heart of Gold: Although he's a Closer in Mocharia and Cluckeria, he's still willing to investigate any wrongdoing such as those by Guy Mortadello.
Janana
- Meaningful Name: Her name is a pun on "banana", and she loves bananas.
- Punny Name: Between "Jane" and "banana".
- Trademark Favorite Food: Bananas.

Introduced in Papa's Pizzeria HD:

Moe / The Dynamoe
First appeared in: Papa's Hot Doggeria To Go!
- Arch-Enemy: As The Dynamoe, he is this to Ninjoy, though with a bit of subtext thrown into it.
- Bitch in Sheep's Clothing: Moe is all around nice guy to other people, but he's also a supervillain under the alias of "The Dynamoe".
- Clark Kenting: Equipping his alternate outfit changes his name to "The Dynamoe".
- Likes Clark Kent, Hates Superman: It's implied that he gets along with Joy just fine and has a bit of romantic feeling for her, but he's also an Arch-Enemy to Ninjoy, her vigilante persona.
- Mad Bomber: If some of his artworks in Flipline Studios social media is anything to go by, he has a thing for explosives, hence his villain name.
- Nerd Glasses: Moe wears glasses and runs a comic book shop.
- Punny Name: A portmanteau of "Dynamite" and "Moe".
- Villain of Another Story: His villainous acts doesn't shown directly in the games, including his rivalry with Ninjoy.
- Villains Out Shopping: Whenever he's not terrorizing the city, he could be seen ordering foods at one of Papa's restaurants on his free time.
Introduced in Papa's Scooperia:
Amy
First appeared in: Papa's Scooperia
The winning fan-made character of Kingsley's Customerpalooza 2017, who made her proper debut in Papa's Scooperia. She was created by Faithesque.
- Artsy Beret: Probably the reason why she is portrayed as an artist in many Flipline fan works, even though we don't know much about her canonical personality since she is ineligible to receive a Flipdeck.
- One-Steve Limit: Another character named Amy (created by Skarlet) was featured in the Top 32 of the 2017 Customerpalooza, which is incidentally the same Customerpalooza installment that this Amy participated in.
- Trademark Favorite Food: Tends to be associated with chocolate and red fruits like strawberries, raspberries and dragonfruit. It ties in to her color scheme.
Mousse
- Brother–Sister Team: In his flipdeck, a duo of criminals.
- Coat, Hat, Mask: Replace "mask" with "shades" and you essentially get him. Even moreso in his Style B.
- Cool Shades: None of his outfits reveal his bare eyes, possibly to keep a "mysterious" aura on him.
- Girls Love Chocolate: Gender inverted. Apparently, between the two siblings, the one chosen to love chocolate is the male one. (And yes, he really, REALLY loves it)
- Master Forger: Forgery is part of his criminal record.
- Meaningful Name: He is named after chocolate mousse, thus he orders a lot of chocolate in sweet gamerias. He also contrasts with Whippa, who is named after whipped cream.
- Not-So-Badass Longcoat: His Style B.
- Reformed Criminal: If you read Whippa's flipdeck, you will notice that Mousse, who used to be a known Oniontown gangster, has not fully reformed and now sides with the police.
- Sibling Yin-Yang: The Yin to Whippa's Yang. He's decked in all brown and his flipdeck establishes him and Whippa as notorious criminals. He also tends to be the more "picky" eater, as he has a closer status in Cluckeria whilst Whippa doesn't. note
- Trademark Favorite Food: Chocolate. Every sweet gameria that he appears will have him order as much chocolate as possible, most noticeably in Bakeria To Go! where he orders a pie with only fudge fillings and chocolate toppings.
Whippa
- Brother–Sister Team: In her flipdeck, a duo of police informants.
- Cool Shades: Same with Mousse, she doesn't have a single outfit where she takes off her glasses.
- Meaningful Name: Her name sounds like "whip" and she loves whipped cream. She also contrasts with Mousse, who is named after chocolate mousse.
- No Celebrities Were Harmed: Zig-Zagged. When she was first revealed, many fans compared her to Lady Gaga and Sia. Both Matt and Tony would later address this, but in completely opposite approaches. One forum conversation reveals that Matt may have intentionally based Whippa on said singers, but Tony instead claimed in another forum that she was based on 70's spy movies.
- Pretty in Mink: Her Style B.
- Reformed Criminal: According to her flipdeck, she forgoes her criminal past and now works with the police as a detective and informant.
- Sibling Yin-Yang: The Yang to Mousse's Yin. She has predominantly white outfits and her flipdeck establishes her and Mousse as lawful informants.
- Trademark Favorite Food: Whipped cream.
- White Hair, Black Heart: Since Mousse's flipdeck was introduced first, she was portrayed as one of Oniontown's most dangerous folks. That is, until her own flipdeck is revealed, and this trope ended up being subverted.
Introduced in Papa's Wingeria To Go!:
Sprinks the Clown
- Girlish Pigtails: She has two very fluffy pigtails.
- Non-Ironic Clown
- Sad Clown: Her Style B outfit, complete with a change in posture to make her slump over.
Introduced in Papa's Donuteria To Go!:
Boopsy & Bill
First appeared in: Papa's Donuteria To Go!
An alleged customer duo consisting of an elderly man, named Boopsy, and his ventriloquist puppet Bill, whom Boopsy always carries around and uses to talk and express himself. Because of this, Boopsy barely shows any expression in his own face.
- Consulting Mister Puppet: Downplayed, as Boopsy is more mellow than outright crazy. Regardless, he's never seen without Bill, not even daring to speak or make facial expressions on his own (at best only changing his eyes).
- Enemy Mime: Boopsy's Halloween costume as a mime is implicitly this to go on tandem with Bill's Perverse Puppet appearance, although he doesn't have much of an evil look.
- Mad Eye: Boopsy's far-side eye (which changes between his right and left eye due to his Ambidextrous Sprite) is much smaller than the other one, emphasizing his quirky manners in communication.
- Maybe Magic, Maybe Mundane: While using Bill to express his emotions is one thing, it's never made clear how Boopsy manages to talk through the puppet, on top of the actual games lacking evidence pointing to it being because of any reason across the supernatural and mundane. An animated promo showcasing their Halloween costumes, however, implies that Bill could possibly be sentient, as in one shot he's seen posing menacingly while out of Boopsy's hands.
- Palette Swap: Their Style B costume in the gamerias swaps their respective outfits with each other.
- Perverse Puppet: Invoked by Bill's Halloween costume, which resembles Chucky from Child's Play.
- Puppet Shows: According to their Flipdeck, this is Boopsy's job (plus Bill's principal use) at Powder Point's Dunkeridoo Theater.
- Ventriloquism: Boopsy is the human of the duo, and Bill is the puppet.
Mr. Dob Bombolony
- Embarrassing Relative Teacher: To Wylan B.
