How about something with a relatively simple control scheme, like with Super Smash Bros. A normal attack button, a special attack button, a grab button, and all variations on attacks are produced by pressing the control stick in a direction while pressing the button. Except unlike smash bros, make several combos available. Nothing too long, but, for example, a down normal followed by a down special could result in something like a sweep attack followed by something other than the normal down special. And make grabbing allow a variaty of grappling attacks instead of just a throw, with a second press of the grab button resulting in a throw.
And include an adventure mode, where the characters progress in a beat'em up style game. Except instead of generic enemies that go down in one or two hits, make all of them follow the same combat format as the playable characters. And make all of them unlockable characters (except for a handful of bosses that break the character format).
And make all of the characters knockoffs of comic book characters vying in a massive brawl for the chance to star in their own comic book. And at the end, have them become "famous" video game characters instead. And by famous, we mean in the sense that they're in a video game. Which at least one of them has to point out is a total crap prize. Bonus points if they look at the player before saying it.
And include a multiplayer mode for the adventure mode. Except at the end of it, have all the players kill each other until only one remains.

Some people have called Ninja Gaiden the Xbox's most notable 3rd-party action title, kind of like Devil May Cry is to the Playstation. That and several Dead or Alive games were Xbox exclusive. So Ryu Hayabusa has earned his way into the Xbox pantheon.
Okay. Ryu works. It's just that I didn't want to go overboard on the third-parties. I want to reach at least 30 characters (not including third-parties).
Iron Brigade wouldn't work. You pilot a Humongous Mecha. The main character had his legs crushed by a tank, so you couldn't even make it one of those characters who uses a mech for a level 3 and fights normally for the rest of the time.
Could you really get a moveset out of the duo from ilomilo?

For the Fable rep, people often suggest Theresa. But does she actually have many combat abilities?

Of course, don't you know anything about ALCHEMY?!- Twin clones of Ivan the GreatYeah, I choose Shao Ting because he is arguably the greatest character in that game. He's funny and isn't shallow like the rest of the cast, who don't have any real characterisation.
And besides, the defacto main character (either Master Sho-Yu or Ninja Fu Hiya) is way more boring and generic, both appearance and fighting style-wise.
So now I have two new additions to the roster:
- Ilo & Milo (Thank you to Alucard for the suggestion. I also looked up some footage and saw a few things that would work for moves, such as a portable block and springs)
- I.R.I.S.
And that makes 22 First-Party characters.

As for Fable, I think we should use a named character, like the Guildmaster or Jack of Blades, to avoid dealing with the messy issues involving the Featureless Protagonist(s) with no official appearance. (Also, yes, I have only played the first one.)

Most people like to start with a roster before they think of a combat system. Something to guide the game towards an ideal that benefits both sides of the crossover.
That would need some serious Power Creep, Power Seep if it's just v.s. SF. Or else most of the SF characters would be easily befriended.
...ehehIf it's just Lyrical Nanoha vs. Street Fighter, just tone down the characters from the former a little bit, like how Street Fighter X Tekken handled the Devil Gene powers of both Kazuya and Jin, but if it's Seven Arcs vs. Capcom, then it's free-for-all.
To answer that Alucard, here's my idea for one movelist, though I'll skip normal and command moves, and probably throw in a little Canon Foreigner moves, like Cyclops with Gene Splicer and Cyclone Kick, so here goes:
Nanoha Takamachi
Specials
QCF + Punch = Divine Shooter
Punch button determines direction; light punch/jab aims for the lower body, medium punch/strong aims for the upper body, and high punch/fierce is anti-air. Can be done in mid air. EX version (if you press all three punch buttons) is Axel Shooter. Both versions can be done in the air.
FDPM (forward dragon punch motion or specifically, forward, down, down-forward) + punch = Strike Flame.
Any Punch button after Strike Flame = Strike Scythe
After Strike Flame, the tip part turns into an energy scythe, in which Nanoha will do a Shoryuken-style sword slash. Punch button determines number of hits, namely, light punch/jab Strike Flame, then press light punch/jab again for 1-hit Strike Scythe, medium punch Strike Flame, then press medium punch/strong for 2-hit Strike Scythe, and high punch/fierce Strike Flame = 3-hit Strike Scythe. EX version is a two-hit Strike Flame then a 3-hit Strike Scythe.
HCB (half-circle backward) + punch button = Starlight Fall
Punch button determines number of hits.
QCB + press any kick button twice = A.C.S. Driver
After enemy is hit, Nanoha will do a roundhouse.
Any punch button after 2nd hit of A.C.S. Driver = Maneuver Shooting Star Assault
Any kick button after 2nd hit of A.C.S. Driver = a slamming overhead kick
If done in mid air, the second hit will be a slamming overhead kick, and any move after cannot be done.
EX version of A.C.S. Driver ends in a roundhouse kick, then a high kick.

If you'd started with a move-set, there'd be nothing wrong with your being in that thread. Instead you came in with a game idea.
Alright, so I went and added Square Enix. That one took the longest mainly because I was never quite satisfied with it.
For those rosters as a whole, I want people reading them to keep in mind that I prefer to approach the 3rd-party publishers with a Sony-centric mindset. That means there's going to be more than a few missing faces, more often than not because their games have never touched a Playstation console (in Sora and Riku's case, I'm not really sure how much control Squeenix has over them without a say from Disney).
Feel free to point out bad/senseless match-ups. I'll try to explain them.
P.S: You might notice that a few of them come up to 32 matches, the perfect size for a tournament.

I think it's debatable whether Eternal Champions, Killer Instinct, or Way of the Warrior are really "failed". I mean, Eternal Champions and Killer Instinct still got sequels; Killer Instinct still has a following, especially. And Way of the Warrior way have stunk like a week-old doggy doo, but it still sold enough copies to keep Naughty Dog afloat.
