The main threat of the story. A rising coalition of villains lead by a man known only as Nine, the Consortium's goal is to destroy hero society and rebuild it into a status quo where the strong rule over the weak.


  • Adaptational Badass: While the crew itself was pretty deadly during the Nabu Island arc, they are even more here. Not only they have access to galons of Trigger to supply an entire army, but also bring along Hood, the High End Nomu, to help kill All Might at the USJ.
  • Adaptational Early Appearance: Nine and his crew are only introduced during the Heroes Rising movie, which is set between the Meta Liberation Army arc and the Endeavor Agency arc. Here, they debut during the USJ arc.
  • Ascended Extra: The group went from the villains of a single movie, to main threat to overall story.
  • Badass Crew: What makes them more dangerous than the League used to be until the Trainning Camp attack. They are smart, experienced and deadly individuals, who killed both heroes and other villains in the past, and will stop at nothing to achieve Nine's goals.
  • Bad Guy Bar: Much like the League in canon, their main base is bar located at Kamino Ward, Yokohama. Although they do mention having other bases, specially somewhere they keep the barrels of Trigger.
  • Evil Versus Evil: Despite being the main antagonists of the story, the Consortium repeatdly finds itself against other major villains.
    • First with the Humarise, whose cell in Hokkaido was destroyed by them during the prologue arc, and whom they stole the Trigger barrels for the USJ attack.
    • Played With when it comes to the Meta Liberation Army. While most the MLA top brass clearly doesn't take Nine seriously, certain elements actually seem interested in them. Geten likes their Might Makes Right ideology, while Curious is more than ready to betray her employers and join Nine. After Re-Destro's death, she starts helping Nine by getting of anyone who will oppose their plans.
    • After their brawl against the Shie Hassaikai, that ends with Mummy and Katsukame dead, the Consortium it's pretty clear the two organizations will clash with each other, since one of their leader can be the Future King.
  • Faux Affably Evil: With an exception of Mummy, the other members of the Consortium are able to hide their villainy and sinister intentions behind a veil of charm and charisma - one that could break at any time at the easiest provoktion. Nine acts kind to Izuku when he's clearly in emotional turmoil holding him and Slice off, advising him to take a deep breath and offering to talk; Slice, meanwhile, can hide her genuinely repugnant personality behind a kind face, as shown when she infiltrates UA and runs into Ochako; and Chimera, while not hiding his true personality, his generally affable and shows a bit of Villainous Valor to Itsuka and Ochako when they insult him.
  • The Heavy: Serves as this to the Inner Circle - much of their more overt and villainous plans are in partnership with the Consortium, with the more blatantly obvious villains taking credit for the Circle's schemes.
  • Hero Killer / Villain Killer: They will kill anyone who stands in their way, hero or villain. They brutally murdered the Humarise terrorists to secure the Trigger gallons for the USJ Invasion, as well as two heroes who had their Quirks stolen by Nine, and Nine mentions that he also executed Slidin' Go at some point before the story.
  • Knight of Cerebus: The first 13 chapters of the story were relatively lighthearted, even if a bit angsty at some points, but still with plenty upbeat. Until they showed up during the USJ. And then the arc develops into something straight out of horror story, with the main characters almost dying in the process.
  • Near-Villain Victory: Had All Might showed up during the USJ and hadn't they underestimated Class 1-A's strength, their attack would have been the biggest massacre in hero society history.
  • The Scapegoat: They act as such for the Inner Circle, taking the fault for the terrorist campaign they are about to enact.
  • Super Supremacist: An entire group of them. They believe themselves to be stronger than everyone else and want to make their social darwinist views the status quo.
  • Villainous Friendship: Nine regards all of his allies as friends, specially Slice. He explicitly tells the Nomu to save his friends when the students manage to restrain them. Later chapters make this Played With, since despite knowing each other since childhood, Slice was the last member of the Consortium to join in, with Nine being a lot closer to Chimera and Mummy by the time the story begun.
  • Wake-Up Call Boss: Their attack at the USJ leads to an improve at the dynamics for Hero Course students, specially Izuku.

The leader of the Consortium, Nine a sinister villain who operates behind the scenes and boasts overwhelming strength. His original Quirk is Weather Manipulation, which allows him to control the weather.


  • Achilles' Heel: His multiple quirks, as well as his precious Weather Manipulation quirk, have the unfortunate side effect of causing him cellular degeneration. The more he uses his quirk, the more weakened he will become.
  • Adaptation Origin Connection: Nothing is known about Nine's backstory in canon. Here, he was one of the countless orphan children that lived in All for One's orphanages, more specifically the one that Toya burned to ground after waking from his coma.
  • Adaptation Relationship Overhaul:
    • In canon, his relationship with Slice is purely professional, with her acting as his caretaker when he's ill and otherwise acts as his Dragon. Here, while she still retains her position as The Dragon, she is also his mistress and someone he knew from his childhood.
    • In the movie, he merely viewed Izuku as an obstacle in his way and tried to get rid of him as much as he could. Here, Nine has a more personal interest in Izuku's growth as a hero, desiring his quirk and seeking to break him down.
  • Adaptational Wimp: A justified example - he's only recently gotten the copy All for One Quirk, and only has access to his Super-Senses and Barrier Warrior Quirks. With that said, he's still quite a threat to the heroes.
  • Affably Evil: He speaks very in a very politely, respectfully and calm tone during the invasion, even while fighting his adversaries.
  • Always Save the Girl: A villain example. When Nejire causes a tsunami during the USJ, he rushes to protect Slice with his shield quirk, and when Eraserhead attempts to land a hit on her during their fight, he steps in, saying he will not let anyone hurt his friend.
  • Ambiguously Human: Is shown having a minor case of Body Horror in Chapter 30, puking up black vomit while his body warps. It may be a reaction of the Trigger in his system, but it's currently up in the air how human Nine is at this point - or if he was even human in the first place.
  • Analogy Backfire: While meeting with Overhaul, Nine once again brings up his speech about Might Makes Right and how he and his followers are lions while anyone weaker than them are monkeys. This time however, Teko makes sure to point out how flawed this point of view is, since lions are not the most powerful animals in the jungle, that much stronger animals like elephants and hippopotamus can just as easily scare or kill a lion, so Nine's entire line of thought only works in way to make himself a lot more powerful than he actually is. And when things don't go his way he's just as likely to run with his tail between his legs.
  • Aura Vision: One of the earliest Quirks that he stole was Scanning, giving him the ability to identify other people's Quirks. He uses this to identify Aizawa when he attacked their group, and later discovered that Itsuka had a lot more power than a transformation Quirk like hers could handle.
  • Arch-Enemy: To Izuku. Both of them clearly despise the other, with Nine, despite forming a bit of Villain Respect for Izuku, making it clear that he's going to destroy the young man personally for upstaging his attempt to kill All Might, steal his quirk for himself, and has Ms. Curious run a smear campaign against the young man, just to have her prove her loyalty to the Villain Consortium and without any care of what will happen to Izuku.
  • A Taste of Their Own Medicine: His attempt to use a lightning strike to end All Might is interrupted by Izuku using his own lightning strike to send Nine flying.
  • Bad Black Barf: Pukes up a bunch of this during one of his cellular attacks.
  • Bad Guys Do the Dirty Work: Downplayed. He only decides to take matters on his own hands after the Nomu is blasted away, his henchmen defeated and Hood sent back to All for One because he became to much of a Wild Card.
  • Bad Powers, Bad People: His Quirk allows him to cause storms, hurricanes and tornadoes at will and he is an unhinged social darwinist.
  • Barrier Warrior: His second stolen Quirk let him create a shield of compressed air, which he used to defend himself from Nejire's tsunami and Itsuka's attacks.
  • Benevolent Boss: More of a case Pragmatic Villainy, but after seeing how Dusty Ash actually bothered to help Bearhead after he got maimed fighting Overhaul, he decides to spare her life. He also arranges for Giran to get Bearhead a new artificial leg and has the Wild Villains to stay out of the attack in Hosu, seeing they proved themselves loyal to him when the came.
  • Berserk Button: Do not call him weak. As a man bent on creating a society where strong rule over weak, he will overreact in the most bloody way possible. Izuku makes this mistake during the USJ. Nine's reaction? Sic Hood onto him.
  • Big Bad: The fanfic's main villain, with his rivalry with Izuku being set up as a major confrontation in the future.
  • Big Bad Ensemble: One of the main antagonists of Ignited Spark, with him and his Villain Consortium working with All for One. He also shares the spotlight as the main antagonist with Daikoku Yaoyorozu/Flect Turn and two others, though they have no ties to each other.
  • Big Bad Wannabe: It's downplayed, but it's clear that no one properly takes Nine seriously due to his defeat at the hands of Class 1A, and Garaki outright states that Nine is a mere pawn in the Inner Circle's schemes, making it clear that, should the Inner Circle and the Villain Consortium eventually fight, All For One is confident he can destroy them, and the Meta Liberation Army, according to Curious, are probably going to simply use him for their own ends. On the other hand, this only makes Nine more dangerous, as it's clear that all of these camps are Underestimating Badassery, and Nine shows to be frighteningly competant, what with secretly allying with Curious behind Re-Destro's back and planning to run a smear campaign against Izuku.
  • Blessed with Suck: His Weather Manipulation quirk, as he notes, would make him one of the most powerful villains in the world, on par with All Might, had it not been for his cellular degeneration.
  • Blue-and-Orange Morality: Seems to run on this, as shown during his meeting with the Meta Liberation Army in Chapter 35. He discusses the fact that the strong should rule over the weak in complete sincerity, believing the members of his Consortium to be victims of the current society when they should be strong, and simply seeks to unite the villains to change the world in his favor.
  • Bond Villain Stupidity: Even when he had Izuku at his mercy, Nine instead chose to have him die a slow and painful death at the hands of the hooded man. This ended up biting Nine seriously in the ass, seeing as Izuku managed to survive and thwart Nine's last-ditch attempt to kill All Might.
  • Boring, but Practical: His choice in additional quirks - the ability to scan other quirks and a shield quirk to defend himself - are hardly flashy or offensive, but they give him an advantage over others and the ability to defend himself.
  • The Chessmaster: He orchestrates the invasion like brilliant strategist. Months prior, he and the Consortium kill the members of the Humarise cell operating at Hokkaido before stealing their Trigger galons. After that, he supplies his forces with syringe full with the drug. All of this as part of a massive overkill plan to eliminate All Might.
  • Childhood Friend Romance: A rare villainous example. Nine and Slice know each other since they were kids, since he saved her (presumably from her Abusive Parents) and have being together ever since, with her being his first and most loyal follower and lover.
  • Combat Pragmatist: For all his boasts about strength, he's a dirty fighter, taking advantage of his combatants' weaknesses or distractions to get the advantage on them, such as distracting Aizawa with Slice to cave in the roof or using All Might's obvious weakened state to hit him with a bolt of lightning.
  • Composite Character: Since Tenko Shimura (known in canon as Tomura Shigaraki) underwent a case of Adaptational Heroism, Nine takes his role as Izuku's Arch-Enemy and the Big Bad of the story.
  • Couldn't Find a Pen: After stealing the Trigger barrels from the Humarise cell in Chapter 8, Nine left his name written with blood back in their hideout in Hokkaido.
  • Create Your Own Hero: Unintentional on his part, but his invasion of the USJ, plus threatening Ochako and Itsuka with Hood, pretty much prompted Izuku to get over his fear of using his Quirk on others, and prompted him to take the first step to becoming a hero. Exploited and discussed in Chapter 19. Nine reveals he is glad that Izuku had let go of his restrictions, because this will allow him to make his Quirk stronger for the villain to eventually steal.
  • Creepy Monotone: His soft, lethargic tone of voice is pointed out several times during the fic, as he leads the massive army of villains to slaughter the students of Class 1A.
  • Dark and Troubled Past: From the little backstory we know about him, he was found in a public bath house, raised into one of All for One's orphanages before the place was destroyed by Touya, and he had to live on the streets for a while before being forced to go back and serve All for One.
  • Dark Lord on Life Support: Nine is terminally ill thanks to the side effects of his Weather Manipulation Quirk.
  • Dark Messiah: He presents himself as one. From his god-like power to cause natural disasters, the Mystical White Hair, to his goal of destroying and reshaping the current society into one where the strong rule over the weak and group of followers who share his ideals and have an Undying Loyalty towards him.
  • Deadpan Snarker: Incredibly so. Nine has no qualms about making snidy remarks to people, either his allies or All for One. His response when the villain revealed that he saw his own death in every possible timeline of his Multiple-Choice Future Quirk? "Womp, womp".
  • Didn't See That Coming:
    • He clearly didn't expect that the students he and the rest of his Consortium were attacking to fight back, let alone with power comparable to his, as shown by Nejire blowing up the lake and turning it into a tsunami.
    • His final attack on All Might, which he believed was his last resort for victory, was instantly deflected when Izuku struck him with a bolt of lightning, leaving Nine reeling in pain and rage.
  • Disease Bleach: He has unnaturally pale skin and hair, presumably from both his cellular degeneration and the experiments All For One and Dr. Garaki perform on him.
  • Domestic Abuse: Downplayed in that they're not married, but Nine has absolutely no problems with emotionally abusing and gaslighting Slice in his schemes.
  • Dragon with an Agenda: He's well aware that ultimately, All For One is the superior to him in their partnership, but he is clearly scheming and planning for the Inner Circle's inevitable betrayal.
  • Even Evil Has Loved Ones: He genuinely cares for Slice, Chimera and Mummy, prioritizing their safety during the USJ and being a genuinely good comrade to them. This doesn't mean, however, that he's not above manipulating them, and his other minions may or may not receive the same affection.
  • Evil Counterpart: To Izuku. Both of them are people who have lightning themed quirks that are mere extensions of their true abilities, with Izuku's quirk absorbing lightning as its first element and Nine capable of summoning lightning storms and commanding where lightning strikes. They both also suffer from the same kind of cellular degeneration thanks to their quirks, with Nine being a dark mirror of the kind of struggles Izuku could come across if he doesn't get control of his quirk.
  • Evil Is Petty: When Curious offers him her services, Nine has the choice of using her power as a reporter to ruin the reputation of an enemy. His decision? Tell Curious to run a smear campaign against Izuku, stating that he needs Izuku broken.
  • Faux Affably Evil: He drops all the politeness and sweet talk from his tone as the Invasion goes off the rails, such as when Izuku calls him weak or the students prevent the Nomu from killing All Might.
  • Genre Savvy: When All Might attempts to bluff the Consortium into escaping the USJ, Nine is smart enough to see through the pro hero's attempts to look strong, and even as he prepares to finish off All Might, orders the Consortium to leave, leaving himself, Kurogiri and Slice behind just to be safe.
  • Greed: Nine taking on a duplicate version of All For One means that he's filled with the desire to steal quirks, even when he doesn't have the space. He forms a particular obsession with Izuku's quirk, expressing the desire to steal it and planning to make it one of his personal objectives once he has everything he needs to become the Future King.
  • In the Hood: Spends the entirety of the USJ arc with a large cloak with a hood over his head, obscuring his features from the protagonists, and they only get a glimpse of his face at the end when Izuku's lightning blasts him back and knocks it off. It's averted for all his appearances afterwards as he abandons the cloak and goes bare headed.
  • It's Personal: He's made it his personal objective to destroy Class 1-A for frustrating his plan and humiliating him and his allies. It's even more personal with Izuku, whom he wants to become strong enough so he can steal his Quirk.
  • Hannibal Lecture: He takes a good chunk of his time during the USJ to lecture people like Aizawa and Izuku with his Social Darwininst beliefs.
  • Made of Iron: He took a small beating from Aizawa and seemed relatively alright, and being struck in the chest from a bolt of lightning by Izuku only makes him retreat, albeit to recover since being hit by a bolt of lightning isn't something one can just walk off. He also manages to stand up and have a conversation with All For One after an excruciating operation for three days straight, showing that he's a lot tougher than one would think he is.
  • Manipulative Bastard: While he seems to genuinely care about Slice and the rest of his crew, it's clear Nine's ambition is a lot bigger than any affection he holds for them. Best shown in Chapter 44, while still mourning Mummy's death, he is also clearly using it as motivation to drive his remaining companions to achieve the Consortium's goals. Also, after Chimera leaves, he acts very charming and caring towards Slice, promising they would have time together after the next step of their plan, while over 2 chapters prior he had no problem being very flirtartious towards Curious in front of his lover.
  • Meaningful Name: His real name, Mikumo Akatani:
    • "Mikumo" means "Beautiful. Excellent. Splendid" which fits his self-centered personality, and "Akatani" which means "Red-Valley-Sea-cloud", a reference to how his eyes turn red when he uses his Weather Manipulation Quirk.
    • The "Ku" in "Mikumo" is also kanji for "Nine" the number of Quirks his body can handle.
    • On a meta example, "Mikumo Akatani" was Izuku's original name in early canon story drafts. This fits perfectly for his Arch-Enemy and Evil Counterpart.
  • Named by Adaptation: Nine's name is unknown in canon. Here is Mikumo Akatani.
  • Nice Job Fixing It, Villain: Nine's defeat at the USJ can be owned in part to his wounded ego and pettiness. Hadn't he decided to send Hood to kill Izuku because the boy pissed him off, Hood would not have been overwhelmed by Blood Lust and lost control, which forced Kurogiri to warp him away before he started to kill everyone, friend or foe alike, and both the Nomu and the High-End, plus a couple of Trigger Villains, would definitely managed to kill All Might.
  • No-Respect Guy: Gets a lot of crap from any villain not in the Villain Consortium. Kurogiri tends to snark at him, Giran treats him as just another employer, Garaki tells him to his face that he's nothing more than a test subject to All For One, Re-Destro seems to look down on him, and the rest of the Meta Liberation Army seem to treat him as a valuable pawn. This aggravates Nine to no end. Ironically, the heroes avert this, with Hawks considering Nine a Not-So-Harmless Villain who's clearly waiting to make his next move.
  • Not So Above It All: Seeing Izuku and Ochako nearly launching themselves into orbit during the Sports Festival causes him to chuckle at the students predicament.
  • Pet the Dog: The Villain Consortium's members actually see a relatively nice side to Nine. Aside from his clear emotional manipulation of Slice, he does treat her well and trusts her enough to act as his caretaker; he tends to ignore Mummy's ignorant side and treats him with respect; trusts Chimera enough to allow him to scout other potential members of the Consortium and judge them as he sees fit; Camie's more essentric side just gets vague amusement from Nine; and he actually rewards Giran fairly when the broker gives him good news and does good work for him.
  • Power Parasite: He's in the early stages of getting All for One's Quirk, and as the USJ shows, he currently has the capacity to hold two additional Quirks.
  • Pragmatic Villainy: He states several times that he doesn't really want to kill All Might, knowing that this would bring the full might of the pro heroes down on them, but finds that if hero society is to take them seriously, he'll have no choice but to make All Might a martyr for their cause.
    • This also applies to his using D-list villains despite their weak Quirks - if he were to only try and get people with strong Quirks, he wouldn't get anywhere, and lures them in with promises of Trigger to enhance their abilities.
  • Properly Paranoid: He's very well aware of All For One and Garaki keeping select parts of their plans out of their explanations to him, and it's clear that he's very much expecting the Inner Circle to backstab the Consortium.
  • Red Eyes, Take Warning: Thanks to his Weather Manipulation quirk, Nine's eyes are frequently glowing red, which, thanks to the natural darkness created by the cloak he was wearing over his head, give him a very intimidating appearance.
  • Shadow Archetype: To Izuku, with Nine serving as his Evil Counterpart. Basically, Nine is what Izuku could have become had the boy become consumed with the power that his quirk gives him. Their mutual problems with cellular degeneration also contrasts them - while Izuku seeks to find a way to downplay and push off its affects safely, Nine instead seeks to completely remove the illness and is willing to kill and injure anyone to do so. The way they treat their love interests is also contrasted - while Izuku loves both Ochako and Itsuka equally and treats them with respect, Nine shows no problem with Slice and Curious hating each other as long as it doesn't disturb him, and has no problem making it clear that he'll willingly walk into a situation with Curious intending to seduce him, despite Slice's clear uncomfortableness.
  • The Social Darwinist: Goes on a rant about how the weak rule over the strong, and his desire to change the status quo while instructing his henchmen to take Trigger.
  • The Sociopath: He never shows any emotion during the USJ Invasion, often spending most of his time admiring the storms that he caused. At least until the plan starts to go wrong. Then he goes from mildly annoyed to livid with rage.
  • The Starscream: Slice says that one of his goals is to overthrow All for One and take his throne as the ruler of the world.
  • Supernatural Gold Eyes: His eyes glow golden when he is using his Aura Vision Quirk.
  • Teeth-Clenched Teamwork: Clearly dislikes Dr. Ujiko and gives him several warnings not to press his luck around Nine once he begins to take over. Garaki, for his part, merely laughs off Nine's threats.
  • Tom the Dark Lord: "Nine" doesn't sound like a very intimidating name for the leader of a rising villain organization bent on destroying society. He makes up for it by being utterly terrifying.
  • Underestimating Badassery: On both the giving and receiving ends of this trope:
    • On the giving end, he very much underestimates the powers of Class 1A, thinking that they would be easy prey for the Trigger villains to stoke their blood lust for when All Might arrived, and when they actually come up with a trap that takes the Consortium offguard, Nine is caught flatfooted for a moment before he quickly gets the situation back under his control.
    • On the receiving end, many villains, especially those with higher power, consider Nine to be a mere pawn that they can manipulate and use however they wish, with the Meta Liberation Army openly discussing ways that they can use his weather quirk to their advantage while making secret deals with the Inner Circle, to the Shie Hassaikai thinking they can boss him around. This ends up making Nine even more dangerous, as them constantly underestimating and mocking him has driven him to decide to escalate the Hosu attack into something he can benefit from.
  • Villain Killer: He kills Slidin Go off-page one month before the Sports Festival, and during his meeting with Shie Hassaikai, Nine brutally crushes Katsukame to death with his Air Wall.
  • Villain Respect:
    • As a social darwinist, he truly respects All Might, to the point he regrets having to kill the hero to achieve his goals.
    • Seems to be growing to have this for Izuku. While he was enraged for being maimed and forced to retreat during the USJ, seeing Izuku at the Sports Festival, he doesn't seem to hold a grudge against the young man for the nasty scar he left on Nine's chest. He even chuckles when both him and Ochako accidentally launch themselves into orbit.
  • Weather Manipulation: His original Quirk allows him to cause rain, lightning and hurricanes, which he uses to isolate the USJ from the rest of the campus.
  • White Hair, Black Heart: Long white hair, and no compunctions over attacking and killing children.
  • World's Strongest Man: His goal, once his procedure to receive the original All for One Quirk is complete.
  • Would Harm a Child: Has absolutely no problems with having Class 1A die brutal deaths at the hands of the Trigger villains and the Nomu he brought along.
  • Your Cheating Heart: Despite being in a relationship with Slice, he responds to Curious's seduction attempts.
  • Xanatos Gambit: After Ovehaul gets on his bad side, he arranges for the MLA to go after the Shie Hassaikai by revealing about the Quirk erasing bullets Overhaul is producing. Either Overhaul is killed by them, or the Yakuza kills the MLA lieutenants that will be a problem to him, whichever happens, Nine gets rid of competition.

    Slice 

Kiruka Hasaki — Slice

Quirk: Slice

A villain working with Nine. She was betrayed in the past and is unable to trust anyone, though she agrees with Nine's ideals. Her titular Quirk allows her to use her long hair as a melee weapon or shield, and to launch powerful ranged attacks as well.


  • Absurdly Sharp Blade: How she primarily uses her Prehensile Hair, using them as multiple blades to stab at and threaten her victims.
  • Adaptation Relationship Overhaul: In Heroes Rising, Slice merely acts as Nine's minion, albeit one that's shown to take care of him when he's incapacitated by his quirk. Here, however, she's his lover, and revealed to have been in a Childhood Friend Romance with him.
  • Arch-Enemy: Word of God confirms that she will serve as this to Ochako.
  • Berserk Button: Harming or insulting Nine is a major one. After Izuku hits him with a lightning bolt to save All, the only thing that stops Slice from killing the hero is Toga arriving and stabbing her in the shoulder.
  • Bitch in Sheep's Clothing: Slice is capable of pulling a very convincing Nice Girl act when she wants to. When Ochako meets her disguised as reporter one day before the USJ, she remarks that she was the nicest person amongst the sea of vultures surrounding the school.
  • Blood Knight: She's very excited about the possibility of fighting Aizawa in hand-to-hand combat despite her Quirk's potential at long range combat.
  • The Caretaker: She's Nine's bodyguard during the USJ invasion, sticking close by him no matter what despite her own desire to engage in combat.
  • Childhood Friend Romance: A rare villainous example. Nine and Slice know each other since they were kids, since he saved her (presumably from her Abusive Parents) and have being together ever since, with her being his first and most loyal follower and lover.
  • Daddy's Little Villain: Much like her father, Moonfish, she is very sadistic psycopath. Although, unlike him, she is way saner.
  • Dark Action Girl: The sole woman in the Consortium during the USJ and one of its most dangerous members, being a skilled and dangerous close-up fighter that gave Aizawa trouble.
  • Dark and Troubled Past: A given, considering her father is Moonfish.
  • Dark Mistress: She is Nine's lover, and his right-hand woman.
  • The Dragon: Nine's closest ally.
  • Early-Bird Cameo: Appears in the crowd of reporters in Chapter 13, disguised as one of them to infiltrate the school and steal the schedule, before she makes a proper appearance at the end of that chapter with the rest of the Villain Consortium.
  • Even Evil Has Standards: She lets the boy that was about to be devoured by Moonfish run away before talking to him. This likely rooted from her own traumatic childhood.
  • Evil Counterpart: To Ochako. Both of them, in the trios of main heroes and villains, have powers that are relatively smaller scale in comparison (Izuku and Nine both have destructive abilities, and Itsuka and All for One both have multiple quirks); both are love interests to the main villain and the main hero respectively; and both are examples of Childhood Friend Romance. However, where they differ is that Ochako and Izuku's relationship is clearly on equal terms, and Ochako is not afraid to yell at Izuku when he endangers himself, while Slice is completely devoted to Nine and does little to temper his impulses.
  • Evil Redhead: She is a sadistic villain with bright red hair.
  • Face of an Angel, Mind of a Demon: Kiruka is arguably one of the most beautiful women on the story, which is a lot given its large ensemble of attractive ladies. She is also a sadistic psychopath who will stop at nothing to achieve Nine's goals.
  • Florence Nightingale Effect: She is Nine's caretaker, childhood friend and lover. After being injured by Izuku, she has no problem letting Nine lay on her lap, in the middle of the room, with Mummy, Chimera and All for One present.
  • Power Perversion Potential: She uses her hair to tickle Nine during sex.
  • Prehensile Hair: Her Quirk lets her telekinetically manipulate her hair into blades, shields, or spear-like spikes, which she used in her fight against Aizawa, and used it to hold Izuku, Itsuka and Ochako hostage.
  • Smug Snake: She acts very cocky and arrogant during the USJ Invasion, until the tides turn and everyone realises that the battle is lost.
  • They Look Just Like Everyone Else!: Slice is by far the most normal looking member of the Consortium, which is why she was chosen to infiltrate U.A. and steal the schedules for the USJ trip. It wasn't until she let slip up that she met the kids before the attack that Ochako realized that Slice was the reporter she bumped into on the prior day.
  • The Ugly Guy's Hot Daughter: Slice, one of the best examples of Ms. Fanservice in the story is Moonfish's daughter here. Even if you take aside the fact that Moonfish is an Ax-Crazy cannibal that dresses himself like a gimp, you can help but notice Slice problably inherited, well, anything related to beauty from her mother, whoever she is.
  • Villainous Breakdown: Underwent one of these when Izuku blasted Nine with a bolt of lightning and injured him, with Slice screaming at a nearby henchmen to rip Izuku to pieces in retaliation.
  • Violently Protective Girlfriend: A rare villainous example. She is Nine's right-hand woman and lover.

    Chimera

A villain who faced persecution and discrimination due to his appearance, and thus seeks revenge against society. His titular Quirk gives him the characteristics of various animals.


  • Animal-Themed Superbeing: Yep. He's got the head of a wolf, the claws of a bird of prey, and a snake-like tail.
  • Arc Villain: Downplayed, but he serves as this to the Introduction arc, being the one testing the Sludge Villain as a potential candidate against All Might.
  • Beast Man: Like his namesake, his Quirk gives him the characteristics of various animals.
  • Breath Weapon: He can breathe fire, using it to blast at Itsuka, Ochako, Momo and Kyouka, or lighting up his cigar.
  • The Brute: He's the muscle of Nine's inner circle.
  • Cigar Chomper: One of the earliest clues to his involvement in Chapter 3 is asking someone over the phone to save him a cigar.
  • Commonality Connection: Strikes up an interest in Bearhead upon meeting him.
  • Early-Bird Cameo: Appears during Chapter 3 while watching Izuku fight the sludge villain, and hints that the Consortium was deliberately testing the sludge villain to see if he would be powerful enough to join their ranks.
  • The Heavy: Seems to serve as this to the Consortium, being the one in charge of the recruits and testing them to see whether or not they can join their ranks.
  • The Juggernaut: Easily serves as this to the core leaders of the Villain Consortium, large and powerful enough to hold his own against several heroes, having to be restrained by a charged-up Dark Shadow, and can easily fight against those of equal or higher strength.
  • Pet the Dog: Despite being brass and cruel, Chimera shows a softer side around Camie, pointing out the unfairness of expecting a teenage girl to be able to corner the UA traitor, and tells her that if she ever runs into trouble, she can come to him for protection.
  • Savage Wolf: Has a wolf-like head, and is eager to rip into the girls that happened to come across him at the USJ.
  • Villain Respect: Acts cordial with Itsuka and Ochako, and laughs off their insults of them good naturedly. After they dropped a mountain on them, he's the one urging Nine to get rid of them, knowing how dangerous they were.
  • Villainous Friendship: While already friends with the rest of the Consortium crew, he quickly becomes friends with Bearhead of the Wild Villains. In fact, he goes balistic when Overhaul destroys Bearhead's leg after their meeting, and his friend needing immeadiate medical attention is the only reason he doesn't try to kill Overhaul.

    Mummy

A villain with a ninja-like appearance and wears a full-body bandage. His Quirk, "Mummification", allows him to control things that get caught in said bandages.


  • Alas, Poor Villain: Very downplayed. It's hard to feel sorry for Mummy when the readers only met him as an arrogant and smug prick, but his death deeply shakes his friends from the Consortium.
  • Bandage Mummy: Is frequently referenced for his mummy-like appearance.
  • Death by Adaptation: Alive by the end of Heroes Rising, here he dies at the hands of Teko during the Revengers Agency arc.
  • Dislikes the New Guy: He is annoyed by Camie's ditzy personality.
  • Evil Is Petty: His first reaction to seeing Izuku, the boy who had narrowly escaped him and rammed into him, lying broken and bleeding on the ground? Taunting him before kicking him in the stomach.
  • Evil Puppeteer: Can control things and people using his Quirk, and uses this to keep control of the Trigger henchmen in his area.
  • Hate Sink: An utterly detestable man, deeply unpleasant and smug, and each scene has him growling threats and insults at others.
  • Mook Maker: The main usage of his bandages it to take random objects and use them to construct vaguely humanoid mummies to fight for him. He uses this ability primarily to wrap up any Trigger henchmen that give him trouble.
  • Off with His Head!: Teko punches head clean off his shoulders when Mummy tries to kill him.
  • People Puppets: As mentioned above, when the Trigger henchmen under his control give him trouble, he wraps them up and controls them to keep them in line.
  • Sole Survivor: Of the Abegawa Tenchu Kai He was being groomed to take control of the gang before Teko killed its leaders and the whole crew turned into infighting, forcing him to kill anyone else who was left.
  • Yakuza: He was a member of the Abegawa Tenchu Gang before its leaders deaths.
  • You Killed My Father: Attempts to get revenge against Teko for the deaths of the Abegawa Tenchu Kai clan, most of which were his family. It fails, miserably.

The Recruits

    Camie Utsushimi

  • Adaptational Badass: As a consequence of being possesed by Queen Bee, she also posesses the villain's Attack Drone Quirk.
  • Adaptational Early Appearance: She is introduced before the Sports Festival arc instead of the Provisional License arc.
  • Adaptational Villainy: She only pretends to be a Shiketsu student here. In reality, she is the newest member of the Consortium. Subverted with the revelation in Chapter 41 that Camie is being possessed by Queen Bee, using her body and Quirk to continue serving All for One.
  • Ambiguously Bi: She seems to have developed a crush on Izuku and Nejire, and she also considers Momo very beautiful.
  • Attack Drone: Her bees can be used to spy on others.
  • The Baby of the Bunch: Is the youngest member of the Villain Consortium, being only a teenager in comparison to all the adults around. Subverted with the reveal that she is being possesed by Queen Bee, making the villain as old, if not older, than her teammates.
  • Beauty Is Bad: Everyone that meets her always mentions how gorgeous and attractive she looks, specially on a skintight suit. Nobody has an idea that she is a recruit of a villain organization, not mention sadistic that can drive people insane with her illusions.
  • Beware the Silly Ones: She comes off as ditzy, upbeat and flirtatious girl, only to turn out to be a member of a rising villain organization. In terms of her role in the Consortium, this is invoked - she's charismatic and silly enough that Nine entrusts her with finding the UA traitor and cozying up to them, with the purpose of manipulating the traitor into the Consortium's pocket.
  • Bitch in Sheep's Clothing: While she may appear to be very bubbly and kind-hearted, in reality she is the Consortium newest member and spy.
  • Brainwashed and Crazy: Chapter 42 reveals she's been possessed by Queen Bee.
  • Breath Weapon: Her illusions seem to be created from the air in her lungs.
  • Chekhov's Gunman: Nezu mentioned back in Chapter 12 that Kuin had survived the events of the Naruhata Lockdown arc, and she was locked on Tartarus, only for Kuin, possesing Camie, debut in Chapter 22 and reveal the truth about her identity in Chapter 42.
  • Cloudcuckoolander: As pointed out during her talk with Nine in Chapter 34:
    Camie: Huuuuh? Oh, c'mon, your assignment is ez! Just gotta find the stupid school traitor and cozy up to them, that's super easy! Why can't I come up and help out with negotiations?
    Nine: Because, quite frankly, I believe you have a few screws loose, and you'll probably make things worse. So no. Go do your job.
    Camie: Pooey.
  • Composite Character:
    • She takes Himiko's place as the silly yet dangerous member of the Consortium with a crush on Izuku and a cute girl from 1-A. Even her backstory of being a teenager being on the run after attacking some of her classmates with her Quirk is similar, but unlike Himiko, who did by reaching her breaking point due her Quirk supression, it's implied Camie did it on purpose or rather, Queen Bee forced Camie to do it.
    • Many reviewers also pointed out that since her Quirk creates hyper-realistic illusions, she can also count as one to Twice.
    • Chapter 41 reveals she's also controlled by Queen Bee.
  • Eating the Eye Candy: She wastes no time checking Nejire out while the blue-haired girl is in a bikini.
  • Evil Counterpart: To Nejire. She is the bubbly, gorgeous ditzy yet badass member of the crew loves to tease people.
  • Evil Is Petty: Assuming that Camie is somehow conscious inside her own body, Kuin is forcing her to watch the poor girl's mother pleading on TV for her daughter to come back and laughing about her host's misery, not to mention how she used Camie's Quirk to drive her own classmates insane for seemingly no reason.
  • Evil Smells Bad: Izuku, and later Nejire mention that she had a very bad scent, like sweat or something. The smell can most likely be attributed to her illusions.
  • Expy: Of Himiko Toga from canon. Both of them are blonde, underaged girls associated with the main antagonistic faction of the stories (The League of Villains for Himiko, and the Villain Consortium for Camie), both are able to use their quirks to disguise themselves easily, both hide their insidious dark sides behind a peppy attitude. And both start to develop a crush on Izuku and one of his love interests, for Himiko is Izuku and Ochako, for Camie is him and Nejire. For double irony, Toga disguised herself as Camie during the Provisional License Arc.
  • Five-Second Foreshadowing: Right before it's revealed that Camie is being controlled by Queen Bee, she tells Inasa and Shishikura to let her have some time for herself or she will tell them to buzz off. Anyone familliar with Kuin's personality knows she loves to make bee puns.
  • Glamour: Queen Bee uses Camie's Quirk to hide the effects of her possessing the young girl, by hiding the effect of her missing eye.
  • He Was Right There All Along: Is capable of pulling this off to unnerving effect, using her illusion quirk to make herself invisible. She used this to approach Izuku and Nejire during their date in Chapter 22, and then in Chapter 37 to spy on Class 1A and 1B at the beach with them none the wiser to her presence. It gets even more unnerving when she reveals that she was inside U.A during their exercise with the Isamu students and no one detected her presence.
  • Honey Trap: Nine assigns her with the task of approaching and seducing the U.A. traitor.
  • Invisibility: She can turns herself invisible by coating her body with Glamour. It's so effective, Camie managed to spend and entire day watching Class 1-A's exercises, and no one noticed her.
  • The Man Behind the Man: She is the true mastermind behind the Shiketsu Trio, only letting Shishikura believe he is in charge.
  • Manipulative Bitch: She is playing Yoarashi and Shishikura around her fingers to get access to Nine and his All for One Quirk, planning to get rid of them once she is done.
  • Master of Illusion: Her Quirk, "Glamour", allows her to cast illusions.
  • Mind Rape: Apparently Camie is on the run after using her Quirk while controlled by Queen Bee against her classmates and causing them to have hallucinations so horrible, they can't tell reality from illusion anymore.
  • Obfuscating Stupidity: She puts on the act of Brainless Beauty Dumb Blonde with the weakest Quirk of the trio to hide how easily she is manipulating her teammates.
  • Puppy-Dog Eyes: Attempted to pull this in order to get Nine to take with him for his meeting with the MLA. It doesn't work.
  • Shameless Fanservice Girl: Weaponized - she flaunts herself off to two boys and convinces them to let her know if they see any villains around, probably to keep tab on any potential recruits.
  • Signature Headgear: Like all Shiketsu students, she has a nice policeman cap. She is hinted to have stolen it to keep up her disguise.
  • Spy Catsuit: Her hero costume is a black catsuit that really shows off her curves.
  • The Spymaster: She managed to gather information about all 20 students of Class 1-A in a single day, with Izuku and Nejire only noticing her because she wanted to. She's also shown to be able to follow them and spy on them without anyone noticing.
  • Stalker with a Crush: She's been following all the members of Class 1A around, but shows a special interest in both Izuku and Nejire, admiring them on the beach enough to come out of hiding and potentially blow her cover.
  • Superior Successor: This version of Queen Bee is far more powerful and deadly than the original one, currently locked on Tartarus.
  • The Vamp: Camie is very good at using her sex appeal to charm people, like the two boys that she met, pretending to be a student on patrol.
  • Walking Spoiler: Her Adaptational Villainy via possession by Queen Bee is a major plot twist for the story.

    Moonfish

  • Abusive Parents: He's mentioned to have neglected Slice during her childhood, being more interested in hunting for 'flesh', and Slice coming into the room and greeting him is answered by an attempt to skewer her with his teeth - although that one may have been more out of reaction.
  • Adaptational Early Appearance: Instead of debuting during the Training Camp arc, he is introduced right after the Sports Festival arc.
  • Ax-Crazy: To call this man insane, it's a massive understatement.
  • Godzilla Threshold: Slice seems to consider him this, and judging by his insanity and cannibalism, it's hard to argue. Nine, however, wants him as a reliable thug, so he pushes for her to recruit him.
  • I'm a Humanitarian: What's only really heavily implied in canon is outright here, with Moonfish being introduced in the story feasting on some poor fool's leg while a middle school kid is huddled in the corner clearly next on the menu.
  • Parental Neglect: A particularly dark example of this trope, since Slice implies that he spent most of his time "hunting for food" instead of being with his family.
  • Related in the Adaptation: It's unknown if Moonfish has any siblings in canon. Here, he is Slice's father.
  • Would Hurt a Child: He was about to devour a teenage boy before Slice walked in the room and helped the kid run away.

The Wild Villains

  • Even Evil Has Loved Ones: Genuinely cares for Bearhead as his friend, rushing to his side when he gets crippled by Overhaul.
  • I Fight for the Strongest Side!: His reasons for having the Wild Villains join the Villain Consortium - upon hearing Nine's plans, Curator is more interested on being on the winning side than standing against them.
  • Opportunistic Bastard: Joins the Villain Consortium to get a high rank in their new world order.
  • Two-Faced: The right of his looks normal, and his left side that the mask covers is black and grotesque.

  • Commonality Connection: He befriends Chimera instantly since they are the only heteromorphs in their respective groups. It gets to the point that they genuinely bond and Chimera is in favor of him joining more than any of the other recruits.
  • Dark and Troubled Past: Chimera mentions that during their talks, he learned Bearhead head been through some 'serious shit'.
  • Villainous Friendship: Befriends Chimera due to both of them having gone through persecution due to being heteromorphs.
  • Villainous Rescue: Saves Nine from getting killed by Overhaul during their fight in Chapter 44, at the cost of his leg, unfortunately.

The Volcano Thieves

The leader of the Volcano Thieves. His Quirk, "Eruption", allows him to burn his fat to produce a lava-like substance as hot as magma. His right hand can scatter a wide range of magma, and his left hand can extrude lava lasers.


  • Astonishingly Appropriate Appearance: He is a Magma Man, with flame shaped hair.
  • Canon Foreigner: He and the other Volcano Thieves came from the Clash! Heroes Battle arcade game.
  • Fiery Redhead: Obviously, it's the only color that would fit him.
  • The Friend Nobody Likes: Amongst all the recruits, Volcano is by far the most troublesome, making clear he just cares about the Trigger, and will disobey his superiors given the chance.
  • Hot-Blooded: Fittingly, for a guy with a lava-based Quirk. The first thing he does when meeting the Villain Consortium is pretty much demand to know where they're keeping their supply of Trigger.
  • Jerkass: After Mummy's death during the meeting with Overhaul, Volcano has no problem in voicing his disappointment with the Consortium and makes clear he might actually jump the ship and help the Yakuza if things don't go any better.
  • Lack of Empathy: As the aftermath of the Consortium's fight against the Shie Hassaikai shows, he couldn't care less about dead teammates, only concerned about how it affects him in any way. Needless to say that is the moment Nine realizes they need to get rid of him before he betrays their crew.
  • What You Are in the Dark: Not only he stands back doing nothing during the fight against the Shie Hassaikai in Chapter 44, after it ends with one of their members dead, Volcano makes clear if things don't go any better, he will abandon the Consortium in the favor of Overhaul. That doesn't bids well with Nine's already bad mood, and prompts the villain leader to get rid of Volcano and Gust Boy during the upcoming Hosu attack.

    Dusty Ash

  • Everyone Has Standards: Implied to be the reason she helps Bearhead after his leg is blown off by Overhaul.

  • The Reliable One: Presents herself as such, since despite not joining the fight against the Shie Hassaikai in Chapter 44, Dusty Ash at least tried to help Bearhead after he lost a leg fighting Overhaul. This prompts Nine to spare her from being disposed off like her teammates.
  • What You Are in the Dark: Despite standing behind during the brawl between the Consortium and the Shie Hassaikai in Chapter 44, unlike her colleagues, Dusty Ash at least tried to help Bearhead after he got maimed by Overhaul, despite having no reason to do so.
  • You Will Be Spared: Out of the Volcano Thieves, she is the only who was perceived as loyal and reliable by Nine. The rest of her teammates not so much.

    Gast Boy

The Villain Consortium's Associates

    USJ Thugs 

Trigger Villains

Nine's army, and one of the main threats of the USJ arc.


  • Adaptational Badass: As consequence of taking the syringes of Trigger, they evolve from simple Cannon Fodder to straight up Elite Mooks.
  • Body Horror: Not only their bodies grow to monstruous sizes, their tongues also extend and adquire a horrible shade of black.
  • Drunk with Power: Trigger boosts over their Quirks, at cost of driving them insane, or depending of the person, more insane than they already are.
  • Walking Spoiler: Their introduction is a major plot twist for the USJ arc.
  • Zerg Rush: This was supposed to be their role during the attack. Overwhelm All Might in number, make him waste time to weaken him enough so Hood and the Nomu would finish him off.

    Giran

  • Brutal Honesty: Tells Nine to his face that his puking up Bad Black Barf was disgusting.
  • Consummate Professional: Giran is remarkably diligent and dedicated to those who request his services, from giving them advice to only selling top quality products, all the while remaining completely loyal to them.
  • Couldn't Find a Lighter: His revolver doubles as a lighter.
  • Deadpan Snarker: Can't help but snark at Nine directly to his face.
  • Friend in the Black Market: He is the main responsible for recruiting people for the Consortium, as well as providing themcontact with other villain groups.
