During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.

Specific issues include:

  • Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
  • A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
  • Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
  • Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
  • Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.

It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Here you discuss any potential redeeming or sympathetic features the character has, the character's Freudian Excuse if they have one, as well as any other potential mitigating factors like Offscreen Villainy or questions of moral agency. Try to present these as objectively as possible by presenting any evidence that may support or refute the mitigating factors.

Do they meet the Heinousness Standard?

Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard

Simply state whether or not you think the character counts or not.

Nothing I've seen actually suggests the bear Dosent know What it's doing, and that's the problem, You have to provide evidence the Charachter Might not know what it's doing, not the other way around.

Okay...but nothing suggests that the bear does know what it's doing. Everything in the article seems very vague in terms of its behavior. It's all theories. And even if the bear does know what its doing, does it know what it's doing is wrong? We don't know how sapient it is, or even if it's sapient at all.

I'm leaning towards [tdown] here, having read the article. Not voting up a character based solely on Alternative Character Interpretation.

Yeah, there's a difference between "assume it has moral agency" and "assume if it's even sapient". If 1048 doesn't show signs of the latter, I'm not comfortable voting it up. [tdown] to it

  • Attack on Titan:
    • Sergeant Major Gross of the Kingdom of Marley military forces is introduced in a flashback when he catches young Eldians Grisha and Fay Yeager trying to see the airships at a field. Ordering Grisha savagely beaten, Gross leaves to take the eight-year-old Fay home, but instead feeds her to his dogs while she's alive and makes his own sons watch. Years later, Gross is in charge of turning the Eldians into mindless, man-eating Titans while releasing one man to be chased and ultimately devoured by his former comrades. Mocking Grisha himself for being Eldian, Gross states his reason for his actions is his desire to exterminate all Eldians and his belief that such cruelty is simply "fun". He then proceeds to turn the last of Grisha's comrades into a small Titan just for the fun of seeing Grisha and the Titan fight before Grisha is devoured.
    • The first King of Eldia and the mythical Devil of All Earth, King Fritz, as shown in Chapter 122 "To You, 2,000 Years Ago", was a cruel tyrant who ran an empire on conquest, with countless slaves endlessly abused out of their very sense of self, many having tongues removed. When the young slave Ymir was accused of freeing pigs, the King tried to have her hunted for sport, whereupon she found the power of the Titan. Using her to exterminate and kill all in his path, the King raped her to produce children to inherit her power and upon her death, forced his daughters to eat her corpse raw, unleashing the new Titans on all his enemies to found an empire on genocide and blood.
  • Fushigi Yuugi: The Emperor of Kutou is a draconian ruler who leads his armies on campaigns of extermination and conquest, having done so to Nakago's village where Nakago's people were slaughtered and his beloved mother raped by the Emperor's soldiers. Seeing potential in Nakago after his power allowed him to slaughter the Emperor's aforementioned soldiers, the Emperor opted to turn Nakago into his own lethal weapon to cause more bloodshed. Worse still, the Emperor also turned the boy into his own personal Sex Slave after being captivated by his beauty, warping the mind of the child who would become the series's Big Bad.
  • GeGeGe no Kitarō (2018 anime):
    • Backbeard is the wicked ruler of the western Yōkai. A monstrous tyrant who intends to complete the Brigadoon and convert humanity to his zombified Yokai slaves, Backbeard exterminates the Hantu of Malay for not submitting to him, attacking Gegege Forest to massacre the Japanese Yokai within, and sends his servants to cause chaos throughout Japan. Also attempting to force the young witch Agnes to sacrifice herself, Backbeard had forced her mother to do the same to protect her and her sister Adele, who Backbeard likewise is fine with sacrificing to complete the Brigadoon. Backbeard shows no regard for any collateral damage, trying to kill Kitaro's young human friend Mana, gloating that nothing matters but submission to him.
    • Tamamo-no-Mae, the Nine-Tailed Fox, is the last, and worst, of the Four Traitorous Yokai Generals and the one who massacred the Kidoshu village, leaving only one survivor. Escaping the underworld, Tamamo-no-Mae overflows it with souls to empower herself, using her doubles to seduce world leaders so she may start a war between Japan and another nation to flood the netherworld with even more souls for power until she unleashes them on Earth, gloating how she will destroy both worlds in her quest for power.
  • YU-NO (2019 anime): The entity who controls Ryuuzouji is an extraterrestrial criminal who usurped the body of Eriko Takeda's lover, Abel, during their research on other dimensions. Slowly getting bored with Abel's body, he then brutally murders a man named Ryuuzouji and controls his body. To cover up his tracks, the entity then made up a curse by brutally murdering several innocent people. Taking an interest on a device known as Reflector Device that Kodai Arima and his son, Takuya, had, the entity then used the powerful brainwashing power known as Niarb to control several people so that he could gain the device. Revealed to be one of the notable figures in another dimension known as Dela Granto, it was soon revealed that he manipulated the Great AI and the God Emperor for his own gains before being sealed by the latter. Escaping from his confinement, the entity then attempts to stop the ritual of Dela Granto which would wipe out both Dela Granto and Earth, and it was revealed that he already destroyed 3 dimensions for his own amusement. When stopped, the entity then summons the ghosts from other dimensions to attack the innocent people in Dela Granto.
  • Batman/Teenage Mutant Ninja Turtles III: Crisis in a Half Shell: Krang is an Utrom warlord and one of the sworn enemies of the Turtles. Discovering the existence of the Omniverse, a collection of different multiverses, Krang decides to destroy it and create his own multiverse out of its parts. To this end he tracked down the Anti-Monitor from Batman's multiverse, killed him and used him as his new body. Creating his Ultra-Technodrome from the parts of Batman's universe, Krang finds the original versions of Batman and the Turtles and captures them, using them to forcefully merge the entire Omniverse into two universes, Dimension X and New Earth, erasing all the rest. When the Turtles and Batman find out about this and started thwarting Krang's schemes by trying to separate their multiverses once again and restore the Omniverse, an angry Krang tries to destroy the whole Earth, so he could rebuild it again, only without the heroes.
  • Mortal Kombat X canon prequel comics: Havik is an anarchic cleric from the Chaosrealm who was hired by Quan Chi to retrieve the Amulet of Shinnok in exchange for Blood Magik. Havik plans to betray the sorcerer when he obtains the amulet for his own twisted goals and manipulates the Outworld general Reiko by fabricating a prophecy that preys on his ego and ambitions, in which Havik convinces Reiko to join forces with him to use the Kamidogu and the Blood Code to make Reiko a god, but will actually use him as vessel to release the Amulet. To obtain the Kamidogu, Havik uses the Blood Code to corrupt and possess others, including Raiden, Shujinko and Sub-Zero. Havik also possesses Forrest Fox and has him slaughter the Shirai Ryu excluding Takeda and poison Hanzo Hasashi, aka Scorpion, forcing him to relive his clan's massacre and family's murder, to release his Revenant persona and try and enslave him. Havik has the captured Jacqui Briggs beaten to a pulp to try and bring out Cassie Cage's ancestral powers, then kills Hanzo to try and bring out Scorpion one last time. Using the blood of several champions and the Kamidogu, Havik transforms Reiko into a "Blood God", to which the cleric kills Reiko and retrieves the Amulet, which he uses to destroy a Shokan ship, killing hundreds of them aboard it. Havik, after being attacked by Takeda, tortures the young boy while promising that Earthrealm's people will die slowly and painfully. Wanting to destroy Order throughout the realms, Havik would create a universe drowned in chaos and madness, consumed by nothing but endless suffering and death.
  • Wonder Woman: Bloodlines: Medusa, upon being freed, murders Dr. Cyber and then kills Dr. Poison before using Poison's serum to strengthen herself. Going on a killing spree, Medusa petrifies and slaughters Amazons, proclaiming her intent to exterminate all of Themyscira, threatening to torture Hippolyta to death before trying to kill Diana in front of her people.
  • Morpheus is the opportunistic, power-hungry leader of the Children of the Cathedral. Originally a member of the sadistic Rippers, Morpheus left the gang to form his own doomsday cult and eventually joined The Master as the High Priest of the Unity's religious branch. Indifferent towards the Master's teachings and good intentions, and believing himself to be his equal, Morpheus is setting up hospitals with free medical care in towns as a recruitment tool for Unity, luring victims to his church where people regularly go missing and are made into fresh subjects for the Master to use as soldiers in his war against humanity, but not before Morpheus introduces them to the belief that being "baptized" in FEV—Forced Evolutionary Virus—is essential to their lives, a process that can give an excruciating and painful death to those who fail to become Super Mutants, allowing one of his men to "discipline" his believers with a cattle prod. Using his group to make the enemies of Unity simply "disappear", Morpheus shows an interest in destroying the Followers of the Apocalypse, and if his church is set to explode, then Morpheus will run away by himself, abandoning all of his people to die.
  • James Bond (Skyfall & Spectre) fanfics Skyfall 1969 & SPECTRE 1971: Ernst Stravo Blofeld, real name Franz Oberhauser, is as villainous as ever. Following up his murder of Tracy Bond, Blofeld aids Raoul Silva in his revenge on M, resulting in M's death. After surviving Bond's attempt to kill him, Blofeld retains control over SPECTRE through the alias of Doctor Shatterhand, allowing the Serrafimo brothers to murder his current Number 4 despite the man's loyalty and efficient service while also putting his endgame into effect. Generating a lethal virus that only activates on contact by synthesizing various poisons, Blofeld plans to coat diamonds mined from South Africa with the virus before distributing them all over the world, creating a pandemic that will cause society to collapse and allow SPECTRE to emerge as a Fourth Reich. When Bond survives the virus due to Tiffany Case performing a Heel–Face Turn, Blofeld has Bond and Case captured before torturing James with a power drill to the brain, all the while gloating that Bond will be "a blank slate, neither alive or dead". When his plans fall apart due to Bond escaping and the United States Marines raiding his lair, Blofeld engages Bond in a final battle, sadistically attempting to crush his chest with his robotic leg before finally being dying. Underneath his charm and elegance, Blofeld was ultimately a sadistic monster willing to kill millions to get what he wanted.
  • Un futur d'enfer: XANA surpasses its canon counterpart in sheer depravity. Managing to keep William under its control, XANA uses him to kill Franz Hopper and starts an invasion on the real world a week later, killing millions in only a few days. When the world unites against it, XANA sends the brainwashed William to Earth, whereupon he proceeds to slaughter 10 soldiers per day. Years later, taking 20 soldiers hostage, XANA interrogates each soldier, killing anyone who doesn't answer. XANA later lures Ulrich, Odd and their team to one of its factories, where Kankrelats fires on boxes containing explosives, killing several soldiers. Civilians aren't spared, as XANA attacks a base and anyone inside of it indiscriminately, killing Odd and indirectly Sam. It goes even farther, spreading a deadly virus, the Eradicator, and killing soldiers and civilians alike, including Aelita and Jérémie. When a teenage Yumi reappears 100 years after Franz Hopper's death, XANA tries to kill her to prevent her from going back to the past. In the bad ending, when Yumi manages to use a hundred-year Return to the Past, XANA remembers everything from the future and kills Yumi, securing its victory.
  • Book of Monsters (2018): The Shapeshifter is the monster that butchered young Sophie's mother in front of her. Returning to kill Sophie on her 18th birthday to complete a ritual to unleash its demonic kin on mankind, the Shifter tortures a man to death and unleashes monsters to slaughter the partygoers at Sophie's house, even taking its first victim and fusing him to a monster while leaving him in horrible agony. Manipulating the others, it tries to kill Sophie's Love Interest Jess while mocking Sophie over her mother's death before trying to kill her as well.
  • The Butchering (2015): Will Gilbert and Kaitlin are attempting to use the legend of murderer Tommy Gilbert to their own ends. First murdering one survivor of Gilbert's rampage and her sister, the two begin targeting and killing to keep the legend going, all for their own benefit and satisfaction, even killing their supposed friends. Targeting Ryan, the only other survivor, and his niece Julie, the two torture Julie, murdering her former boyfriend and even their other partner in the endeavor before trying to kill whoever is connected to them to get away with it.
  • City of Life and Death: Second Lieutenant Osamu Ida is the soldier in charge of conquering Nanjing for the Imperial Japanese Army. Under his military command, Nanjing is turned into a slaughterhouse where people are raped, tortured and killed in a variety of sadistic ways, disgusting even John Rabe, a man affiliated with the Nazi Party. After over 500 prisoners are executed en masse and the Nanjing Safety Zone is established, Ida and his men frequently force themselves into the zone to rape more women and children, and uses a collaborator, Mr. Tang, to get information on incapacitated Chinese soldiers, invading the hospital to cowardly execute them when they were unable to fight back; Tang is rewarded by having his daughter thrown out of the window to her death. Promising to call his troops and destroy everything in the zone if Rabe doesn't give him at least a hundred Sex Slaves, his soldiers murder some of the "comfort women" in the process, with Ida personally raping and killing Tang's sister-in-law, later executing Tang himself. Sending Chinese soldiers to execution when they were promised to be spared if they turned themselves, Ida allows civilians to claim at least one prisoner for each after an American missionary interfered, but sent a woman to be gang-raped when she tried to save more people.
  • The Conjuring: Bathsheba Sherman is a sadistic Satanist who, having tried and failed to sacrifice her own newborn son before her suicide, shows her devotion to Satan by possessing mothers to murder their own children before forcing their own suicides. Bathsheba torments the most recent family to inhabit her lands until the paranormal investigators Ed and Lorraine Warren arrive. When Bathsheba's attempts to drive them off fail, she heads to their house and frees Annabelle, a demon trapped in a doll, so the two can murder the Warrens' young daughter. When she succeeds in distracting them, Bathsheba possesses the original family's mother to try to murder her own children and tries to drag the mother to death with her while being exorcised.
  • Doctor X: Dr. Wells is the true Serial Killer, intending to harvest enough flesh to create a perfect synthetic skin so he can be famous and satisfy a savior complex. Targeting people under the full moon, Wells kills them with a scalpel and takes so much flesh that it appears the victims have been cannibalized. Upon investigation, Wells murders one of the other suspects, targeting all around him while trying to murder his employer's daughter Joan to take her skin as well.
  • Mister Frost: Mister Frost is a charming, ruthless figure who claims to be Satan made flesh, out to destroy his doctor Sarah. A Serial Killer who tortured dozens to death, children included, Frost allows himself to be arrested and sets to ruining and manipulating others, causing suicides and madness to prove his power and the nature of evil. At last swaying Sarah into corruption to murder him, Frost promptly possesses her in his victory.
  • Parents: Nick Laemie is the father of the young hero Michael and a cannibalistic Serial Killer who murders people for food. A brutal sociopath, Nick keeps a meat locker full of corpses and pulled his wife into the cannibal lifestyle. Murdering his son's guidance counselor, Nick tries to force Michael into cannibalism. When Michael resists, Nick tries to murder him, killing his own wife when she tries to protect Michael.
  • Slaughterhouse Rock (1988): Commandant Mordecai Lansing was a soldier during The American Civil War, as well as an occultist who became a demon by eating and torturing innocents. Inviting people, especially women, over, Lansing would murder and devour them, eventually running a line of prostitutes into his home to make them vanish. Eventually preying on Natives, Lansing killed so many they banded together to imprison him in the Earth. Later haunting Alcatraz, Lansing kills anyone he can there, keeping their souls in thrall to hold them there and strengthen himself. Upon the arrival of Alex and friends, Lansing possesses Alex's brother, raping one member of the group and attempting to slaughter the others.
  • Spellcaster (1988): Cyril Diablo is a demon who uses fake contests to lure in the greedy to bargain for their souls. Inducing them to damn themselves, Diablo torments them with their fears or other horrible visions and has them murdered to reap their souls for him to take to hell. Trying to lure the protagonists into such a pact, Diablo kills the other contestants. Even after they are freed, Diablo promptly starts a new contest to lure in new victims.
  • Trespassers (aka Hell Is Where the Home Is) (2018): Sergeant Daniels is the leader of the Cartel forces laying siege to the vacation home. Caught on camera presiding over executions, Daniels murders the journalists and tries to recover the evidence. Having his men invade the house, Daniels has his partner murdered and has heroine Sarah's husband stabbed and left for dead. Torturing Sarah and her friend Estelle, Daniels then has Estelle murdered when he judges her of no further use to him.
  • Universal Soldier (1992): Andrew Scott was a sergeant in The Vietnam War, where he goes renegade as he starts butchering civilians and kills his own squad when they try to stop him. He cuts off the ears of his victims and wears them in a necklace. He orders Private Luc Deveraux to kill the two remaining "traitors", two Vietnamese children, doing the job himself when Deveraux refuses. Both are reborn years later as memory-wiped Super Soldiers, and as soon as Scott regains his memories, he kills his controllers and goes on a blood-filled vendetta across the States to punish Deveraux for disobeying his illegal orders back in Vietnam, graphically killing anyone who gets in his way. At the end, he takes Deveraux's elderly parents and his love interest hostage, awarding all of them the death penalty. Despite claims earlier in the film that he thinks he's still fighting the insurgents in Vietnam, Scott later plainly admits that he's fully aware where he is and what he's doing, and his only motive is revenge for Deveraux refusing to partake in his atrocities.
  • White Ghost (1988): The unnamed commander of the Vietnamese prisoner camp during the war subjects prisoners to various terrible punishments and brutal executions. Determined to capture the mysterious American known as the White Ghost, the camp commander brutally tortures the captive Thi Hau in front of the American mercenary who he believes is the White Ghost in order to gain information on why he's there. When the torture fails, the commander executes the mercenary, shooting his kneecaps first as revenge for the mercenary insulting him. After the real White Ghost, Steve Shepard, tries and fails to save Thi, the commander attaches explosives to her, planning on setting them off when he comes to save her. Later, when he starts losing a fight with Shepard, he makes one last attempt to blow Thi up just to spite him.
  • A View to a Kill: Maximilian "Max" Zorin, the former KGB operative in charge of Zorin Industries, presents himself as an affluent and fashionable individual, but is in truth a vicious, greedy psychopath who will do anything to further his own gains. Abandoning the KGB in order to pursue his scheme to submerge Silicon Valley and monopolize the global microchip supply, not caring that his plan will cost millions of lives, Zorin proceeds to involve his investors in his scheme, having a detractor ejected from his airship when the latter refuses to co-operate. When James Bond and Stacey Sutton go to San Francisco city hall to investigate, Zorin kills a city official and a CIA Agent, framing Bond for the murders before setting the building on fire. After placing explosives along the Hayward and San Andreas fault lines, Zorin floods the mines where the explosives were placed, proceeding to gun down any fleeing employees, despite their loyalty, driven by a combination of resource disposal and schadenfreude, and allows his mistress May Day to die in an explosion alongside his remaining employees. When Bond sabotages his plot, Zorin attacks Bond and Sutton atop the Golden Gate Bridge with an axe. Despite his civilized facade, Zorin makes his mark as a particularly vicious individual.
  • Alien Hunters: Skrum, the Big Bad of the first book, is a lord within the Skelkrin Empire and a devout follower of Emperor Lore. As Lore's follower, Skrum murdered his parents when he was ordered to, and later participated in wiping out most of the pirilians. After Midnight, a pirilian Skrum kidnapped and tortured, escapes from the skelkrins, Skrum and his forces chase after her on Cirona. While there, Skrum's forces burn down several farms and callously slaughter any civilians they run into. When they finally recapture Midnight, Skrum gloats how the skelkrins intend to torture her and clone her millions of times over so they can use her powers to conquer the entire galaxy.
  • Night Huntress:
    • Halfway to the Grave: The Human Trafficking network is a vast conspiracy, run by a ruthless vampire gangster, and backed by the Governor of Ohio.
      • Hennessey is a Master Vampire who functions as the ringleader of the human trafficking network. Adopting a veneer of geniality, Hennessey captures women, including drug dealers, drug addicts, vagrants, and prostitutes, forcing them into a life of vicious forced prostitution and hemophagia. Upon discovering the identity of Catherine "Cat" Crawfield as his attempted murderer, Hennessey kills the former's grandparents and captures her mother in order to lure her into a trap alongside his nemesis, Crispin "Bones" Russell III. When Cat and Bones confront him, Hennessey mocks the latter for his constant pursuit over the course of many years.
      • Governor Ethan Oliver is the benefactor of the human trafficking network, and a sleazy, corrupt, and ambitious figure who hides under a good reputation. Originally frequenting Hennessey's brothels in order to rape women, Oliver eventually begins colluding with Hennessey, destroying any documents relating to missing women captured by Hennessey's organization, having Hennessey traffic the destitute and disenfranchised in order to further his political career. Upon being confronted by Catherine "Cat" Crawfield, Oliver holds her at gunpoint, and boasts about his intentions to become the President of the United States, as well as to continue the process he started.
    • Devil to Pay: Xaphan is a primordial being who makes a habit of possessing people and driving them to violence. Having taken possession of Blake Turner after his previous host ran in front of a car, Xaphan regularly forces Blake to commit acts of murder, occasionally having the incidents recorded in order to taunt Blake. When the vampire Elise, along with Cat and Bones, are in the midst of bringing Blake to Mencheres, their sire, to see if they can save him, Xaphan taunts Cat using the voices of her deceased grandparents. In his first encounter with Mencheres, Xaphan refuses to leave Blake's body, preferring to inflict whatever suffering he can before the latter expires. Upon realizing that he is trapped in Blake's body, Xaphan tries to force Elise to negotiate with him, threatening to kill the vampires in addition to Blake if they trap him in the Bonneville Salt Flats as intended. After the vampires expunge Xaphan from Blake's body via hypothermia, Xaphan attacks them and demands that Blake be revived so he can repossess the latter, only to be neutralized by Mencheres.
  • The Replacement: The Lady is a narcissistic Fay clinging to the last vestiges of power and authority. With her pact with the town of Gentry, she reigns over them, and has them sacrifice children once every seven years that she keeps as a pet, torments and eventually kills and devours, with a girl named Natalie the next of her victims. Setting fire to a church which causes a fatality upon being challenged, the Lady also tries to kill Mackie Doyle and others by handing them over to her Torture Technician, the Cutter, to gruesomely murder.
  • Helix: The immortal Brother Michael, aka Vincente Michel Du Bois, obsessed with producing a child like himself, presides over a cult of his own descendants, sterilizing the men and impregnating the women for generations. Any woman who refuses to go along with this voluntarily is strapped to a gurney, has her teeth and vocal cords removed and is forcibly impregnated, then tube-fed for nine months before being killed when her child is born; a huge boneyard full of toothless skulls outside the cult's grounds shows this has been going on for a very long time. Whenever Michael feels the cult has grown beyond his control, he performs what he calls a "thinning"—killing all but a handful of its members—before starting afresh.
  • God himself is a primordial being who existed before all creation. Growing lonely, God created the universe, Heaven and Hell, and angels and demons to keep him company, which led to the eternal bloody war between the two races. Unsatisfied with the love that the angels gave him, God decided to create another species that would love him more. First he created the dinosaurs, which he wiped out after he saw one of them eating its own excrement. Then he created humanity and started manipulating them into doing horrible things to see how much they loved him, such as ordering Abraham to sacrifice his son, only stopping him at the last moment to make it look like a test of faith. At one point in time, after arranging the events that would take the lives of the Saint of Killers's family, God grew slowly bored with humanity. In the present day, escaping from Heaven, God leads the ancient Christian organization, the Grail, in preparing the Apocalypse, in order to destroy all of humanity and replace it with another species, which he created to love him above all.
  • Two Sentence Horror Stories:
    • Doug, from "Squirm", drugs the women under his employment before raping their unconscious bodies. He would then take photos of his atrocities and send them to his victims with note suggesting he infected them with parasites, chipping away at their sanity as they inflict self-harm; he brags about his deeds to his most recent victim, Keisha, while gloating that she won't be able to prove what he's done.
    • The Shape-Shifting Demon, from "Little Monsters", enjoys eating children, having already eaten many. When the demon learns that a trio of kids knows of its sadistic appetite, the demon kidnaps one of them, Marcus, and attempts to eat him. When the kids rescue Marcus, the demon follows them to Khalil's home and shape-shifts into Khalil's mother before attempting to devour the children and the mother.
  • Mortal Kombat X canon prequel comics: Havik is an anarchic cleric from the Chaosrealm who was hired by Quan Chi to retrieve the Amulet of Shinnok in exchange for Blood Magik. Havik plans to betray the sorcerer when he obtains the amulet for his own twisted goals and manipulates the Outworld general Reiko by fabricating a prophecy that preys on his ego and ambitions, in which Havik convinces Reiko to join forces with him to use the Kamidogu and the Blood Code to make Reiko a god, but will actually use him as vessel to release the Amulet. To obtain the Kamidogu, Havik uses the Blood Code to corrupt and possess others, including Raiden, Shujinko and Sub-Zero. Havik also possesses Forrest Fox and has him slaughter the Shirai Ryu excluding Takeda and poison Hanzo Hasashi, aka Scorpion, forcing him to relive his clan's massacre and family's murder, to release his Revenant persona and try and enslave him. Havik has the captured Jacqui Briggs beaten to a pulp to try and bring out Cassie Cage's ancestral powers, then kills Hanzo to try and bring out Scorpion one last time. Using the blood of several champions and the Kamidogu, Havik transforms Reiko into a "Blood God", to which the cleric kills Reiko and retrieves the Amulet, which he uses to destroy a Shokan ship, killing hundreds of them aboard it. Havik, after being attacked by Takeda, tortures the young boy while promising that Earthrealm's people will die slowly and painfully. Wanting to destroy Order throughout the realms, Havik would create a universe drowned in chaos and madness, consumed by nothing but endless suffering and death.
  • Mrs. Dyer, The Old Baby Farmer: In this Victorian Ballad, Amelia Dyer is an old woman notorious for violating a Victorian Britain taboo by practicing an activity known as baby farming, a practice of accepting custody of accepting custody of an infant child in exchange for payment. During her tenure as a baby farmer, it was soon revealed that she callously murdered several infants under her care before meeting her end in the gallows.
  • Shin Megami Tensei I & II: The original incarnation of YHVH is a self-centered and fascist dictator with a malignant need for attention. As the supreme leader of the demons associated with Law, YHVH's ultimate goal is to create his own totalitarian definition of the Thousand Year Kingdom on Earth, an ultra-collectivist society ruled by him where freedom of thought is a crime and only those who are willingly obedient to him shall thrive. In the first game, YHVH spearheads a global nuclear holocaust to pave the way for his kingdom to become a reality, allowing the militant Messian gangs to roam the streets in the post-apocalypse, and years later, YHVH summons a massive flood to destroy the suburbs around Tokyo. With the Messians gaining political support in the sequel and rising in power to become the dominant faction, YVHV succeeds in creating his kingdom, Tokyo Millennium, but ultimately abandons its people and decides to build an Ark for a select few that were chosen by him before activating a Kill Sat within the city to eliminate all unworthy life as his form of divine judgement to rule over a "new world filled with my thralls".
  • Batman/Teenage Mutant Ninja Turtles III: Crisis in a Half Shell: Krang is an Utrom warlord and one of the sworn enemies of the Turtles. Discovering the existence of the Omniverse, a collection of different multiverses, Krang decides to destroy it and create his own multiverse out of its parts. To this end he tracked down the Anti-Monitor from Batman's multiverse, killed him and used him as his new body. Creating his Ultra-Technodrome from the parts of Batman's universe, Krang finds the original versions of Batman and the Turtles and captures them, using them to forcefully merge the entire Omniverse into two universes, Dimension X and New Earth, erasing all the rest. When the Turtles and Batman find out about this and started thwarting Krang's schemes by trying to separate their multiverses once again and restore the Omniverse, an angry Krang tries to destroy the whole Earth, so he could rebuild it again, only without the heroes.
  • 300: March to Glory:
    • Xerxes, lacking the redeeming qualities that he had in the movies and the comics, is the self-proclaimed "God-King" of all Persia, who seeks to conquer the entire world and bend it to his will. Conquering many lands in his bloody campaign and turning thousands of people into his slaves, who are forced to fight for him, Xerxes sets his eyes on Sparta and after the Spartans refused to bend their knee to him, he orders his army to attack them. As King Leonidas and his 300 Spartans defend their land, fighting off Persian army, Xerxes orders his men to burn down Greek villages and desecrate temples of Greek gods, brutally murdering hundreds of innocent Greeks. Mercilessly executing his commanders for failing to defeat the Spartans, Xerxes eventually managed to surround them and slaughter nearly all of them.
    • Hydarnes is one of Xerxes's top two generals and the leader of the Immortals, the deadliest of Persian assassins. Leading his forces in pillaging and burning a large Greek village, brutally killing countless innocent Greeks in the process, Hydarnes attaches their dead bodies to a large tree, leaving only one little girl live long enough to serve as a message to the Spartans. Assisting the rest of Persian armies in invading Greece and murdering innocent people, Hydarnes also places his tent in the Persian camp near a large chunk of dead mutilated bodies, all of whom were killed by his soldiers.
  • Amnesia: Justine: Justine Florbellerevealed to be the Player Character—growing into a narcissistic psychopath, takes innocents and places them in her "Cabinet of Perturbation" to test them, torture them—both physically and psychologically—and murder them. Taking her lovers, or her "Suitors", Justine tortures them and blinds them, driving them insane and turning them into murderous monsters that will target anyone in her chambers while leaving innocents there to even test herself on saving them. A gleeful and sadistic psychopath, Justine feels alive upon testing her humanity and will imprison any survivors to torture and kill later.
  • Code Vein: Juzo Mido is the leading Revenant researcher who participates in the Revenant project known as Project QUEEN. When participating the project, he callously experiments on and tortures the test subject of the project, Cruz Silva, which turned her into becoming destruction incarnate that tries to destroy everything in her path. It was soon revealed that before the Great Collapse, Mido adopted several innocent orphans, repeatedly conducting experiments on them and ultimately sold them to the military so that they could become soldiers in the battlefield. Responsible for the creation of Successors—beings who possess high affinity for the QUEEN but become feral, insane husks when they were near objects known as Relics—Mido's ultimate plan is to disable the Red Mist that barricaded the human race from the monsters roaming outside known as Aragami, evolve all of the humanity into becoming Successors and pit them against Aragami. When encountered in his hideout, Mido kills all of his henchmen and uses the relics to turn the man who protected humanity from Aragami, Gregorio Silva, into a Successor. Despite his rhetoric, at the end of the day, Mido is a lunatic madman who only cares about his twisted view of evolution.
  • Devil Came Through Here trilogy:
    • The Cat Lady: While all Parasites are undoubtedly evil, the first and final Parasites stand out even more:
      • Dr. Xavier Zelmann, aka Doctor X, is Susan's psychiatrist. A seemingly good-hearted man who cares for his patients, Xavier is in fact a Soft-Spoken Sadist who uses his job as a way to finding women for him to take down to his basement and kill; one of his victims being his own co-worker Liz, whom he impaled on a wall with a metal rod through her neck. After killing his victims, he uses their bodies to recreate Renaissance art pieces and puts them on display in his own twisted gallery. When Susan finds Xavier after he stabbed her multiple times, he is torturing a woman tied to a chair, and dancing blindfolded so he can better hear her screams, which he associates to a song and "poetry without words". Despite only being the first Parasite, he manages to be one of the worst.
      • Adam, also known by his online pseudonym The Eye of Adam, is the fifth Parasite and the one whose presence is felt throughout almost the entire game. A spiteful, wheelchair-bound young man with grandiose delusions, Adam surfs around internet forums so he can find depressed people and give them ways to commit suicide. Prior to the events of the game, Adam got in contact with Mitzi's boyfriend, Jack, who suffered from depression after discovering his girlfriend's brain cancer, and convinced him into locking himself inside his car and inhale hydrogen sulfide. Having implanted a device which would release poisonous gas in his apartment, he activates it in an attempt to stop Susan and Mitzi, killing his own father in the process, despite everything the latter had done for him. Inside his flammable, gas-filled room, Adam tries to coerce Mitzi into shooting him, knowing this would end with the room exploding. Adam was not only Susan's polar opposite, but he also served as an example of the evils a simple troll can do if given the chance.
    • Lorelai: John, aka the Stepfather, is Lorelai's Wicked Stepfather, and is implied to be the sixth Parasite himself. An Afghanistan veteran who became involved with Lorelai's mother, Miranda, and eventually fathered Lorelai's half-sister, Bethany, John is in fact a sociopathic thug who regularly beats Miranda, wastes all of their money on alcohol, and introduces the kind of man that he is by offering to "help" Lorelai when he thinks that she was masturbating in her room. When John's abuse drives Miranda to hang herself in the bathroom, John is so satisfied that he considers taking a picture of her corpse for the family album to capture the "beautiful moment" and shatters a glass bottle on his friendly neighbor's head, Zack, for breaking his door, before impulsively stabbing Lorelai in the neck with the broken bottle. Deciding to drown Bethany, his own biological baby daughter, in the bathtub to complete the Pater Familicide, John murders two police officers after Lorelai comes back to life and saves her sister, executing Lorelai again with a bullet to the head. Taking the bodies to his old workplace for him to grind them to shreds, John impales Zack with a metal rod and throws Bethany from the top of a mountain down the ocean, killing them both.
  • DonPachi series: Colonel Schwarlitz Longhena/Longhener, debuting in DoDonPachi, organized the Elemental Dolls' attack on mankind and humanity's near extinction. Thinking humans to be irreparably flawed, Longhena founds the DonPachi, to be conditioned via slaughtering their own comrades, to fight the "invaders". In truth, these invaders are a human fleet trying to stop Longhena's insanity. Gleefully revealing the truth, Longhena attempts to simply wipe out humanity.
  • Gunvolt Chronicles: Luminous Avenger iX: In this game based on the bad ending of Azure Striker Gunvolt, Asimov lacks the redeeming qualities that he has in the main timeline. After killing Gunvolt and Joule—the heroes of the first game—Asimov then overtakes Sumeragi Corporation and become an AI known as Demerezel. It was soon revealed that he initiated a genocide against humanity so that Adepts, humans with supernatural powers, would reign supreme. To crush the resistance, he forces all of the Adepts to fight against them, even using threats to do so. One of his victims that was forced to fight for his side was Blade, the sister of Kohaku, the leader of the Mino children, whom Asimov brainwashed by testing a Septima Transplant so that he could turn Blade into an effective assassin. Ultimately, Asimov's greatest evil is when he turned an ill girl, Mytyl, into an AI called Butterfly Effect by torturing her and reducing her body into nothing but a brain and keep her consciousness intact to control all of the Adepts across the world. In the end, Asimov is a genocidal madman who is obsessed with his own power.
  • Seis Manos: El Balde, real name Baldemar, the Orphan Maker, is a brutal drug lord who seeks power and the expansion of his organization. Having been manipulated by his mother Alejandra to murder his father as a child, Balde became a gangster who kills parents while leaving their children to become orphans, having killed Silencio's father and pregnant mother and mutilated the young Silencio's tongue. Discovering the power of Alejandra, he locked her in a tomb once she grew old, using her blood, tears, and flesh to turn himself and his own men into monsters, which Balde plans to use to take over San Simon. With zero care for anybody, even his own men, once Balde takes over San Simon, he kills the drunk Piyojo; murders the town mayor in front of the townsfolk to send a message, while also fatally wounding Garabina; murders every adult in town; and keeps the children as slave labor for his drug operation. Faced with Alejandra, Balde sheds all love for his mother by trying to kill her in order to prove himself as a true man, a sadist without a heart.
  • House of M: In this timeline, before Magneto takes over the world, Dr. Bolivar Trask is the Vice President under Richard Nixon. Trask is also the director of the Sentinel program and a major player in an anti-mutant conspiracy. Trask has set up forced labor camps across America that use mutants as slave labor. When Magneto assassinates anti-mutant activist Graydon Creed, Trask uses that as an excuse to send a strike force to Genosha to kill Magneto. Under Trask's orders, Bucky Barnes threatens to blow up key facilities in Genosha, including a hospital, if Magneto does not let Bucky kill him; Bucky kills Charles Xavier in the process. After killing Bucky, Magneto goes to the White House for revenge. Trask uses this as an excuse to launch a nuclear strike against Genosha. When Blackbolt disables the nuclear missiles heading to Genosha, Trask considers nuking the Inhumans' city of Attilan as well. When confronted by Magneto, Trask sends his special Theta Sentinels to kill Magneto, not caring whether he or his SHIELD subordinates die in the process.
  • Lights Out (audio; script): Mr. George Stewart, based on murderer H.H. Holmes, from "Murder Castle", is a man who runs a murder palace in his mansion. Luring young women to his home, he traps them in the manor and places them in death traps, gleefully experimenting with ways to kill them. One woman in the prologue is placed in wet cement to die there, another having been dropped into lime previously. When another woman comes, Stewart tries to shut her in a chamber where the air will be pumped out so she will slowly and painfully asphyxiate.

I'm abstaining on the SCP, having read the page, it's probably heinous enough but it doesn't have enough of a clear cut personality to determine it's awareness of it's actions, especially since all but one of it's horrible actions were committed by the other bears.

Question about on-screen villainy.

I’m currently playing New Vegas Bounties and one target is a serial rapist, who castrates and tortures her victims four hours before killing them. There’s a note from her that describes the whole thing. In here hideout there’s also skull and a few organs from what's presumably a previous victim.

Would that be enough to make her actions count as on-screen or not? I’m honestly not sure myself.
