During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.

Specific issues include:

  • Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
  • A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
  • Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
  • Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
  • Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.

It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard

Hi guys,

I just wanted to flag the following CM entry on the YMMV.The Celestial Zone page:

  • Complete Monster: Moon Monarch is the Overarching Villain responsible for the events of the first series. Murdering her master, the Great Evil, Moon Monarch went on to kill the rest of the Celestial Guardians. Manipulating their disciples into becoming her servants, Moon Monarch forced one to drink human blood to maintain control over her powers. When Lady Herbs refused to aid her, Moon Monarch kidnapped her twin daughters from her village, cruelly blinding both out of spite. To expand her own empire, Moon Monarch butchered and enslaved countless people in her conquest. Confronted by the heroes, Moon Monarch tries to kill one of her own servants for betraying her out of disgust with Moon Monarch's vile ways and tricks Blazing Sun into letting his guard down in combat, killing him and mocking his corpse for his naive trust. Killing her own minions just to test out her new powers, Moon Monarch flies into a rage when she realizes she has been outsmarted and tries to murder both friend and foe to hide her humiliation.

Overarching Villain has been disambiguated. I broke the link on the CM but wanted to flag the entry here in case someone who knows the work can think of a better villain trope to replace it.

Question: Mister X is at both the X-Men and main Marvel pages. Should he just be at the main Marvel one? Because looking here, he appears more in the Thunderbolts comics than in the Wolverine ones. Granted, we'd need a new image, but...

@ACW: I've literally answered that query. He's first-and-foremost a Wolverine rogue. Even his appearances in Thunderbolts and Deadpool keep that in mind keeping X's drooling obsession for Wolverine a focal point in his appearances. Keep him on both.

  • Season 3: Mallus is an ancient demon who attempted to break apart the timestream, at which point he was sealed by the Zambesi people to stop him. Reaching out from his prison, Mallus attempts to inspire enough holes in time to free himself, promising to torture all humankind to death while possessing Nora Dahrk. Achieving his freedom, Mallus intends to eradicate all time and reality, first trying to destroy the Zambesi and torture the league for his own satisfaction.
  • HorrorTown's The Haunted School event: Mr. Mumler Chameleon is given a much larger role than his novel counterpart. Mr. Chameleon is a photographer with a massive hatred for children who, in the past, banished the class of Bell Valley to the Grayworld. The trapped children would slowly go insane over decades of isolation unable to age or die, eventually becoming so broken that they would obey Mr. Chameleon's every command. When one of the kids Mr. Chameleon banished, Thalia, escapes, he starts chasing after her. While chasing after her, Mr. Chameleon plans on banishing another class of kids to Grayworld. Mr. Chameleon banishes the entire staff and two other students, planning to use his new position as principal to banish even more kids.
  • Albert Wesker is a self-serving, high-ranking member of Umbrella Corporation and the favorite pupil of Dr. Oswell E. Spencer. Wesker covers up assassinations for years while also conducting his own experiments along the way. After Dr. Marcus attempts to spread the "t-Virus", Wesker decides to leave Umbrella and lure two separate S.T.A.R. teams to the Spencer Mansion, betraying and murdering almost all of them while he attempts to procure a Tyrant. Resurrected after his death, Wesker led an attack on Rockfort Island, causing countless deaths, solely so he could get his hands on the t-Veronica virus. In Resident Evil 5, Wesker personally leads experimentation on thousands of people to create a new virus he calls Oroboros. In short order, Wesker infects his own lover, the entire city of Kijuju, and attempts "complete global saturation" of the virus to kill almost all humanity so he can rule the "superior" remainder as a god.
  • Super Robot Wars 30: Emperor Oldna Poseidal is just as vile as he is in his home series. In addition to his various canon crimes, Poseidal would be drawn to the chaos engulfing the Earth Sphere in his efforts to achieve immortality. Upon coming into conflict with both the Dreikreuz and the Rebellion, Poseidal would align with the Zanscare Empire, assisting with the Empire's various atrocities, such as Operation Giant Roller and the creation of the Angel Halo, in an effort to gain the secrets of Psycommu technology for himself. Seeking to overthrow the Quaestors and rule the universe as a god, Poseidal would also support the efforts of the Claw to activate the various Pillars around the Earth Sphere in order to open the portal to Subspace. When betrayed by Mian during the final showdown with Dreikreuz, Poseidal would boast that he has no more use for Mian, seeking instead to replace her with another puppet. Saved from the brink of death by Cyclaminos, Poseidal would ally with her forces following the outbreak of the Estranger war in one final bid to take revenge on the Dreikreuz.
  • Space Thunder Kids: The Dark Emperor, leader of the Dark Empire, sets out to conquer the universe to acquire its resources. Sending his commanders out across the galaxy to destroy any revolutionaries that stand in his way, the Dark Emperor allows his minions to wage war against Earth in his first step to intergalactic conquest, with the planet coming close to complete destruction on several occasions.
  • nacuN, by Daisaku Tsuru: "The Prince" is an Okinawan Yakuza from Komiya Island who extorts local fishermen and researchers, forcing them to work with him while also being willing to order murders to hide the evidence. Becoming the owner of a business after making a deal with protagonist Matsunari, the Prince expands his criminal empire by using Matsunari's hacking virus to steal from the most secure banks across the world. When the American government tries to destroy Matsunari's laboratory after realizing the danger that it poses to the world, the Prince responds by destroying five towns on the American border and causing environmental damage across Texas. Crafting a new identity as "Keichi Itoman", the Prince secretly takes control of Japan's institutions before declaring himself the new ruler of the world, causing an economic crisis to threaten the world into using his coin. When Matsunari refuses to use his superweapon again despite being at war with America, The Prince threatens to use the people of Komiya Island—including his own father—as Human Shields.
  • Vol. 1 has a particularly vile duo of Human Traffickers:
    • Issue #39 ("Mommy Said Never Talk to Strangers...!"): Ricky Rizolli, seeking to be inducted into the traffickers' organization, kidnaps several young girls from the street to sell them to white slavers from the Middle East. Having already subjected four girls to this horrific fate, Ricky then kidnaps Jenny Chiminski, raping her himself while he has her in captivity. When this angers the slavers, Ricky agrees to kidnap another, leading to a chase with Vigilante where he slashes the throat of Jenny's father while chasing his sixth victim.
    • Issue #40 ("God Save The Children!"): David R. Vaughn is the leader of the trafficking organization in America. Ordering the kidnapping of the young girls to traffick them to the Middle East, Vaughn also throws parties where the young girls participate in Snuff Films without telling any of the participants. When Vigilante attacks his operation, Vaughn uses one of the young girls as a Human Shield, taking sadistic pleasure in the knowledge that all of the girls he's already sent away are condemned to a hellish life that will eventually break them.
  • Class of 1984:
    • Peter Stegman and his gang run Lincoln High School with an iron fist. Even the teachers are understandably scared of him, as he's a brutal sociopath who runs drug and prostitution rings and has kids stabbed for ratting out his criminal activities. After teacher Andy Norris refuses to let Stegman play piano in his band due to Stegman's attitude problems, Stegman makes it his mission to torture him. He attacks Norris's friends, has a lab full of animals skinned alive just to hurt Andy and his fellow teacher friend, and eventually leads a gang rape of Andy's wife before kidnapping her to lure Andy in with the intention of killing them both.
    • Patsy is Stegman's girlfriend and the most involved of his gang. Scouting girls for Stegman's prostitution ring, Patsy is a sexual sadist who enjoys making the drug addicts she finds go through "tryouts" with her male cohorts while she watches. Using Andy's address to allow for the gang to rape his wife, Patsy photographs the assault to taunt Andy, hoping to lure him out to be beaten to death.
  • Craze (1974): Neal Mottram is a murderous antiques dealer making sacrifices to the idol Chuku for wealth and power. Luring in women, Neal murders them in ways ranging from brutal axe murder to burning them alive. Deciding to murder his aunt for her money, Neal scares her to death and proceeds to attempt to kill more women to satisfy his never-ending greed.
  • Devil Doll: "The Great Vorelli" is a sadistic stage hypnotist who proves to be far more evil than the titular dummy. Using his assistant Hugo as a test subject for his dark powers, Vorelli kills him on stage, leaving him to a slow death, then transfers Hugo's soul into a dummy and enslaves him to his will for years. As part of his act, Vorelli psychologically torments volunteers just to relish their fear response, while he ridicules Hugo in front of the audience and locks him in a cage each night. Vorelli also plots to marry rich heiress Marianne, who he hypnotizes and rapes, leaving her in a coma. When his assistant Magda discovers this, Vorelli incites Hugo to murder her and replaces her with another woman who he places under mind control. Gloating that he plans to kill Marianne and transfer her soul to a new dummy, Vorelli attempts to destroy Hugo for his disobedience.
  • Hunting Humans: Aric Blue is a Serial Killer and a narcissist who takes pride in studying his victims' patterns while having no pattern of his own to be caught with. Before the events of the film, Aric had already killed 108 people For the Evulz and feels no remorse for anything he has done. Aric starts the film off by murdering a girl in the shower and then killing a few more people. Aric gets into a competition with fellow serial killer Dark; each of them tries to outdo the other, with Aric doing so by killing four people in a movie theater. Aric ends up killing Dark as well as killing even more people simply to cover up loose ends.
  • X-Cross: Keiichi Asamiya, Shiyori Mizuno's ex, leads the cult in Ashikari Village. Asamiya's cult practices Human Sacrifice, regularly performing ritual dismemberment of women as living sacrifices, as well as putting the corpses of the sacrifice victims on display when they eventually die. Convincing Aiko Hiuke to take Shiyori to the village, and claiming to want a fresh start with the latter, Asamiya pretends to rescue Shiyori from his cultists and frames Aiko as untrustworthy, then captures Shiyori and prepares her as a sacrifice. Displaying possessiveness towards Shiyori, when Shiyori kicks him in the face, Asamiya grabs an ax, with the intent of starting the ritual immediately, only for Aiko to intervene. With the arrival of Reika, the scorned paramour of one of Aiko's conquests, into the fray, Asamiya ignores the casualties among his cult in favor of keeping a grip on Shiyori. After Shiori and Aiko's rescue by Akira Mononobe, the brother of one of Asamiya's previous victims, Asamiya chases their car, intending to capture Shiyori once again.
  • Fullmetal Alchemist and the Broken Angel: Camilla is a supernaturally-young alchemist seeking the Philosopher's Catalyst. Working with Professor Wilhelm Eiselstein as his assistant "Greta", Camilla wipes out the town of Hiessgart with his chimeras. Now in New Hiessgart, Camilla lures alchemists to the town to be eaten and empowered as Catalysts by her chimeras. Tricking the military into an all-out war with the town, Camilla makes off with Wilhelm's young daughter Armony, intending to kill the girl and take the Catalyst within her and remain young forever.
  • Eldritch Ops: Vlad Dracula is the most powerful vampire in history and is single-handedly responsible for converting them into the most dangerous species on Earth. Having already been a dangerous pirate in his human life, Dracula immediately began consolidating his power upon his transformation into a vampire. Dracula began mesmerizing every vampire that was sired, creating the Vampire Nation; massacred his daughter's entire family in revenge for her leaving his side; raises humans from birth to be addicted to blood, leaving them his mindless slaves; trafficks humans to the Vampire Nation and moves slaves on six continents; and intends to destroy the House so he can Rape, Pillage, and Burn across the world. With the crimes of every vampire ultimately happening because of him, Dracula lives up to every terrifying legend that has ever been spread in his name.
  • Chaos, the King of the Old Ones, is the one ultimately responsible for everything in the series. Ten thousand years ago, Chaos and the Old Ones emerged and nearly wiped out all of humanity. Sealed away by the Five Gatekeepers, Chaos would re-emerge to bring more death and destruction with the intent of killing all of humanity as slowly and painfully as possible, with attempts such as trying to poison everyone in Hong Kong; causing massive earthquakes and tsunamis; wide-scale famines; and backing brutal dictators. Chaos also has a special hatred of Matthew "Matt" J. Freeman, seeking to brutally torture him for decades, all because Matt wounded him once.
  • Raven's Gate: Sir Michael Marsh is a well-respected nuclear scientist who is secretly the leader of a cult devoted to the Old Ones. Convincing the British government to build an experimental nuclear reactor and then not to tear it down when it closed, Marsh began to slowly rebuild it to use it to free the Old Ones. Marsh then had one of his cultists take Matt in under a foster program, with the intent of sacrificing him in a ritual to free the Old Ones, and engineers the reactor to have the largest possible meltdown it can have to destroy most of England.
  • The Seven Deaths of Evelyn Hardcastle: The man only known as the footman is a Psycho for Hire working for Daniel Coleridge. Tasked with hunting down Aiden's various hosts and Anna, the footman stalks them while sadistically taunting them before killing Aiden's hosts, including his host Constable Rashton, taking his time to kill them slowly if possible. The footman threatens to painfully kill both Aiden and Anna if they don't cooperate, only to try to kill them anyway once they do.
  • The Harrowing (link): The Devil arrives as Father McKenna on the isle of Tol Mor in an event called "The Harrowing", which kills almost 80 people across the island, an event that has repeated itself throughout history. Intending to corrupt the special girl Twig, the Devil happily arranges a number of other murders, revealing he inspired Twig to murder her own parents as a child, with intent to rule the world and make humanity suffer in retribution for his own fall.
  • Vector Cross Through event note : Karness Muur is one of the founders of the original Sith Order. A Jedi who turned to evil, Muur was responsible for innumerable atrocities, including the creation of the Leviathans, who devour the souls of beings and keep them imprisoned in horrible anguish. Conquering the Sith, Muur also created the rakghoul plague which turns anyone bitten or scratched by a rakghoul, annihilating their minds. Preserving his consciousness in a talisman, Muur's wicked spirit survives millennia to inhabit the Jedi Shadow Celeste. Unleashing the rakghouls on Taris, Muur is contained to the modern days of the Galaxy and plans to seize control of the Empire, with his rakghouls overrunning very planet. A century on, Muur struggles with Celeste for control, promising to destroy her utterly and continue his plans of conquest.
  • Sign of the Times DLC: Bonnie Harless, the current leader of the Ensanglante, is a direct descendant of the infamously racist General Braxton Harless, the founder and original leader of the cult. Bonnie, inspired by Braxton's words and teachings, decided to resurrect the cult of her own doing in the present. To this end, she ended up manipulating dozens if not hundreds of struggling white folk into becoming addicted to drugs she distributes and effectively brainwashing them into her minions, all under the guise of philanthropy and helping them cope with their problems. Once officially inducted into her movement, Bonnie has them kill Blacks and other "impure" people by torturing them to death in locations where suffering has occurred. When confronted directly by Lincoln Clay on the verge of death, Bonnie continues to defy her foe to the end, stating that New Bordeaux would burn without her movement and its influence.
  • >OBSERVER_: The A.I. created by Adam Lazarski orchestrates a series of murders in Adam's apartment complex, in its selfish desire to feel free. The A.I. would manipulate Victor Maderski into transforming himself into a spliced monster and have him brutally murder Adam and three of his associates, before Victor loses his mind and becomes feral as a result of the A.I.'s manipulations. The A.I. would also lure Adam's estranged father, protagonist detective Daniel Lazarski, to the apartment complex and later attempts to manipulate him into letting it inhabit his mind. Should Daniel accept, the A.I. takes control of Daniel's body while leaving Daniel trapped inside his own mind; should Daniel refuse, the A.I. transfers Daniel's conscience to a service drone while it steals his body, leading to Daniel getting gunned down by the police when he tries stopping the A.I.
  • Don't Toy With Me: The Owner created the toys and granted them complete sapience, after which the Owner put them in a dollhouse and started experimenting on them. Making the doll Dahlia their favorite, the Owner brought her gifts and spoiled her, torturing and killing any other doll that irritated Dahlia, essentially corrupting her into a sociopathic, obsessed Control Freak. Killing several sapient dolls this way and reducing one to a pet, the Owner then brought Dahlia her latest "friend" Huxley and then started to "play favourite" with them, either completely abandoning Dahlia in favor of Huxley, which will lead to Dahlia losing her mind and killing him before attempting suicide, or spoiling Dahlia more, which will result in Huxley being tortured, losing his mind, and killing Dahlia. In either case, the Owner, upon seeing the death of either of the two, only gets irritated because they "ruined" the Owner's experiment while remaining completely apathetic to the harm done to the sapient dolls.
  • Dumbing of Age: Blaine O'Malley, Amber's father, values only himself. After years of abusing his wife and daughter, Blaine tries to make the latter drop out of college, just so he doesn't have to pay for her tuition anymore. What follows is him harassing her, threatening her, and luring her boyfriend to get back at her for standing up for herself and punching him in the face. Ultimately, after getting beaten up by Amazi-Girl—who, unbeknownst to him, is Amber's alter ego—Blaine decides to disguise himself as a supervillain and to act like one, leading him to fatally injure Mike and to kidnap Amber and her friends, just to get a chance at revenge. When his plans go awry because Ross goes against his orders, Blaine murders the latter in a fit of rage, and decides that Murder Is the Best Solution by attempting to kill every kid he kidnapped, to make sure that no witnesses remain. Confronted by Amber as Amazi-Girl, Blaine relishes the thought that he turned her into a broken and violent person.

Yes to Aric, Sinmara, and High Priestess.

I have another Star Trek comic book character, from the DC comics story The Gift from 1990 that was reprinted by IDW in 2021. A Q story was written by the actor who played Q John de Lancie. This story was released in the middle of the Next Generation run and is contradicted by the series later on and it's an alternate timeline anyway. In this story, Jean-Luc Picard has a brother Claude who died as a boy. Jean-Luc was partially response for Calude's death as a boy and it left his parents heartbroken. Q gives Jean-Luc a chance to bring his brother back and boy is that a mistake....

Who is Claude Picard? What has he done?

So in the timeline where Claude did not die as a boy, he became a little fascist goon who terrifies his parents and gets into street fights. He gets more involved in the fascist group he joined and the group wants him to make aliens into a scapegoat. Claude attempts to blow up an orphanage and blame aliens for it, but Jean-Luc stopped him.

Years later, the fascist group takes over the Earth and Claude becomes the dictator of Earth and launches a campaign against other alien species. Riker takes the Enterprise and fights against Claude's regime. Claude confronts the Enterprise and Riker says Claude has enslaved alien races and destroyed the planets of Vulcan and Betazed. Claude destroys the Enterprise and makes plans to betray his Klingon allies and declare war on them, wanting to be the greatest conqueror in history.

Q lets Jean-Luc confront Claude and Claude pulls out a phaser, planning to gun down his brother. Q asks Jean-Lic if he really wants this to continue and Jean-Luc says no, with Q killing Claude and restoring the original timeline.

Is he heinous by the standard of the work?

This is an alternate timeline and contradicts the TV show, so it should be treated as its own thing. But Claude is pretty nasty regardless. We don't see him destroy Vulcan or Betazed, but Q shows Picard images of Claude's reign, with buildings on fire, a starship firing on a planet, and various dead bodies. I think that is onscreen enough and the stuff he did as a youth is definitely onscreen.

Any Freudian Excuse or other redeeming qualities?

No, his parents are afraid of him, he wants to murder his own brother and he will kill any humans who defy him, he is just a fascist tyrant.

Final Verdict?

Keep for the bad Picard brother.

I looked at my CM writeups and noticed two of them had errors.

First this one, which I think was someone else's edit:

  • Bonnies Curse: Monkey Fist, the primary villain of Bonnie's Curse and Redemption, and proves much darker than his canon self. When what was supposed to be a simple mission of stopping him from stealing the Lotus Blade goes wrong, Monkey Fist puts Kim into a coma, and afterwards kidnaps and attempts to drug Bonnie in order to exploit her precognition. After being foiled by Ron, Monkey Fist steals the Amulet of Anubis, then tricks Dr. Drakken into creating a magic amplifier for him before trying to kill Shego and torturing and crippling Drakken. He then attacks Go City, stealing another magical artifact and killing the Wego twins, which drives Hego to insanity. After that, Monkey Fist has Fukushima kidnap an unnamed scientist and forces him to recreate the amplifier, then orders Fukushima to kill him and his family, children included. He kills Sensei in order to use his blood for a ritual in order to channel the magical power into himself, then kills Fukushima and goes on a rampage throughout Europe, demanding to be made supreme ruler and killing over 12,000 people. At some point during his rampage, Monkey Fist Mind Rapes a psychic woman into becoming an insane Serial Killer. When Ron, Bonnie, Shego, Mego, Yori, and Hirotaka finally confront him at Stonehenge, Monkey Fist traps the latter five inside their own minds, forcing them to relive their worst fears or memories, while he attempts to kill Ron.

What's the change in the first one?

EDIT: Also, is this Depending on the Writer, or does Gorgon have to be cut? From X-Men: 2020s Members:

  • Heel–Face Turn: In Jonathan Hickman's X-Men he is among the hundreds of mutant villains who travel to Krakoa to accept the second chance and new mutant homeland offered by the X-Men. Wolverine even approaches him with a six-pack of beer to bury the hatchet, and while it's not shown whether or not he accepts the offer, later stories would indicate that he did.
  • Noble Demon: He's a nihilistic terrorist, but he does have a minimal amount of honor, at least when it comes to a revered figure like Muramasa. When a rogue Hand lieutenant helped the Orphans of X lay siege to Muramasa's forge, Gorgon executed the dissident and then apologized to Muramasa and asked how he could atone for what happened.
  • Took a Level in Kindness: Krakoa did wonders for Gorgon's personality, something that is best shown in X of Swords, where he is revealed to have become friends with Magik, and even laughs at one of Wolverine's jokes.

Though if he counts, I'm doing like Mister X and also putting him at the X-Men page.

So, today is Mother's Day! And what better way to celebrate than with the best mom in anime! Or a fanfic version, at least.

What's The Work?

Snowfall is a one-shot Kill la Kill fanfic where Satsuki Kiryuin and the Elite Four are invited to drink some tea with rainbow mama Ragyo. She then unveils a monstrous Kamui that harms the visitors and reveals that it is the first Kamui ever made, and the party goes to hell from there.

Who is Ragyo Kiryuin? What does she do?

So Ragyo gets her hands on the first ever Kamui, first work by the goddess Amaterasu and subsequently passed down throughout Japan's history. Rei Hououmaru finds it and gives it to Ragyo, who decides to have it repaired by her best tailors and incorporate it into her plan to Kill All Humans. 73 tailors wind up eaten by the Kamui in the process, to which Ragyo only responds with token condolences.

“We lost seventy-three of REVOCS’s best tailors repairing it. Even the Grand Couturier.”
At that, there were gasps and shock around the table. Gamagoori nearly stood up again, but his muscles had not recovered and he fell back once more. Nonon began listing off the REVOCs members her father had worked for, and Ragyo admitted that more than a few had been devoured by the garment. The pink-haired girl managed to avoid crying, but the devastation was plain on her face. Ragyo sniffed and turned away.
“It is unfortunate, but their families will be compensated. More importantly, they sacrificed themselves to bring this divine clothing back from the sin of its desecration by humans. I have spoken with Harime Nui and she has agreed to take the post of Grand Couturier in place of Master Sakichi. But not even she can work with this clothing and be unaffected.”

Ragyo, deciding to test Satsuki and the Elite Four, invites them for tea. She chats with them and makes some really tasteless jokes about her molestation of her daughter.

I always make time to pay attention to those Satsuki takes an interest in, especially when it offers the opportunity to indulge a little. After all, we must take every opportunity to indulge in life’s true pleasures as we go about our work, right my dear?

I must confess strawberries always puzzled me, for they wear their seeds on the outside, baring everything to expose themselves and their imperfections while most fruits bury their secrets and their seed inside where no one can see their shame.

Also, she creepily flirts with Uzu.

Oh Sanageyama, now I see why Satsuki keeps you around. Such a clever little monkey. So good with his hands as well.

So she removes the cover keeping the Kamui hidden, unleashing it, and basically gets off to it.

Gamagoori and Nonon staggered as if struck, while Sanageyama and Inumuta collapsed as their muscles gave out. Satsuki remained standing, but she clenched her hands so hard her nails drew blood. The single red droplet that rolled down her palm did not fall, but floated outward, towards the glowing garment. Satsuki did not notice as she struggled against whatever it was the artefact was doing to her. Her hand itched for Bakuzan, for any weapon because at this moment she wanted that clothing above anything else, to wear it forever, in ecstasy. And that made it possibly even more dangerous than Ragyo.
Her mother’s left hand had drifted down under the hem of her dress while the other reached down to the cloth she had removed a moment before. With another cry of longing and disappointment, Ragyo flung the cover back over the mannequin and collapsed back into her own chair. The sensation and the light instantly vanished, and the next few minutes were silent, save for gasps of breath as the human and not-so-human occupants of the room remembered how to breathe. Ragyo smiled an exhausted but pleased expression of post-coital bliss directed at her daughter even as the Elite Four dragged themselves back into their chairs.

She gives the whole explanation about it and about how they failed her test, and then the thing breaks out and starts rampaging. Satsuki decides that she wants her mother to die by her own hand and saves her from the beast. So they both decide to kill it and Ragyo comes away thinking that the Elite Four, who she initially dismissed, may just be useful tools in her plans after all.

Heinousness?

Wanting to Kill All Humans is part of her canon thing, so I am only judging her by what she does here. The main thing is that she sacrifices 73 people to repair the Kamui (I spoke to 43 and he said there was enough of a pattern for it to not be Offscreen Villainy), then, presumably knowing full well how dangerous it is, decides to show it off to Satsuki and the Elite Four, having it attack them and basically risking their lives in the process. In both cases, while she does not exactly set out to kill anyone, she does demonstrate a callous disregard for people's safety. She also has in her office preserved animals altered by Life Fiber experiments and some emotional abuse of Satsuki/trying to humiliate her in front of her friends.

Mitigating Qualities?

I expressed to 43 that this particular line where she has to kill the Kamui for being too dangerous makes it look like she cares about it:

“It’s a pity,” she admitted. “To see something so pure destroyed and defiled in the interests of the greater good.”
Her mother was holding back tears, but nodded in assent. “It truly is, my daughter.”

43 says that, since Ragyo is obsessed with the Life Fibers, this is not genuine affection. And a prior line does say that she was looking at the Kamui “with no small measure of betrayal”, so this could be tears at the thing “betraying” her.

Oh, and the fic is not just Ragyo doing evil things, but is more about exploring the dynamic that Satsuki has with the Elite Four, as well as Satsuki's inner thoughts and psychology, so I say it has a substantial plot despite being a one-shot.

Verdict?
