- Origins: Gaius Julius Rufio (crimes are too generic and is genuinely well-intentioned)
- Odyssey: Podarkes the Cruel (his most heinous crime, feeding children to pigs, is Offstage Villainy)
- Baldur's Gate III: Orin the Red (seems to genuinely love Sarevok)
- Batman: Arkham Series: The Penguin (becomes too much of a joke villain in Suicide Squad: Kill the Justice League)
- Batman: The Animated Series (Game Boy): Joker (relies too much on Fridge Horror to pass the standard enough)
- Battlefield Hardline: Carl Stoddard (not bad enough)
- Bayonetta series:
- First game: Father Balder (corrupted by Loptr into becoming evil)
- Bayonetta 2: Loptr (heavily outclassed by Singularity from the third game, who is also a god and thus has similar resources yet destroys thousands of universes note )
- Bendy and the Ink Machine: Alice Angel/Susie Campbell (is indicated to have moral agency issues, not heinous enough and most of her crimes are Offstage Villainy)
- Blood Knights: Blood Fox (actions were no worse than other vampire antagonists of similar status, re-appears reformed and keeps her word in one of the alternate paths)
- Bonnie's Bakery: Bonnie (seems to care for the Bear and has an Even Evil Has Standards moment against killing children)
- The Bourne Conspiracy: Devandelin (proposed by a ban-evader; also not heinous enough)
- Bravely Default: Fiore DeRosa (undergoes a Heel–Face Turn in Bravely Second)
- Call of Duty: Modern Warfare:
- Imran Zakhaev (his reaction to his son's death indicates he cares for him; he later ends up failing the heinous standard set by Makarov in the sequels)
- Khaled Al-Asad (outdone by Makarov and Zakhaev in the role in nuking his city despite his complicity; outdone by Waraabe in terms of his dictatorship, vile as it is)
- Waraabe (most crimes are Offscreen Villainy and is merely complicit in the chemical gas attacks)
- Zombies: Shadowman (moral agency issues)
- Castlevania 64/Castlevania: Legacy of Darkness: Actrise (her worst crime, sacrificing a hundred children for Dracula, is Offstage Villainy)
- Condemned: Criminal Origins: Serial Killer X/Leland Vanhorn (fails the heinous standard and was corrupted by the Oro)
- Criminal Case: Omar Bahir and Albert Tesla (both fail the game's massive heinous standard, even for their resource tier)
- Cult of the Lamb: Narinder/The One Who Waits (grows to regret causing his siblings' deaths, befriends the Lamb if recruited, and is no more evil than said siblings)
- Danganronpa Another Episode: Ultra Despair Girls: Monaca Towa (despite being intentionally created to be despicable, she genuinely cares for her master Junko beyond fanatical devotion, is insufficiently heinous compared to Junko despite available resources, Nagito managed to unintentionally make her quit on her own, and being associated with Junko indicates moral agency issues)
- Darkwatch: Tala (has a horrific Freudian Excuse of being sold into slavery and has an Alas, Poor Villain moment)
- Dead by Daylight: Michael Myers (doesn't stand out compared to the myriad of other killers in the game)
- Dead Rising: Carlito Keyes (genuinely loves his sister and shows remorse for shooting her; gets an Alas, Poor Villain death)
- Deathloop: Harriet Morse (cares for Frank, and is a Graceful Loser)
- Deltarune: King (Chapter 2 reveals that he cares about his son and had no intentions of killing him)
- Demon's Souls: the Old Monk (possibly lacks agency due to being possessed by a demon, the circumstances behind his possession is too ambiguous and is likely not bad enough)
- Dept. Heaven: Nessiah (uncertainty on whether or not he shows any legitimate redeeming qualities in the untranslated prequel, Blaze Union)
- Disgaea 2: Cursed Memories: Overlord Zenon (doesn't stand out compared to all other Disgaea villains, and even some of the heroes do worse than him)
- Do You Copy?: The Gracewind Goatman (game lacks substantial plot and his serial killings are Offstage Villainy)
- Dragalia Lost: Werner (not bad enough for the game)

- Before Crisis: Fuhito (is a Well-Intentioned Extremist who wants to kill all life in order to use their life energy to save the dying planet)
- Final Fantasy Type-0: Gala (the initial effortpost was discovered to have falsely attributed another character's crimes to him, warranting a cut to remove any potential misinformation)
- Final Fantasy XV: Ardyn Izunia (backstory was expanded, clarifying that he's meant to be a sympathetic figure; ends up sacrificing himself to save the day)
- Dissidia Final Fantasy: Shinryu (all of its crimes are Offstage Villainy, and most of its entry was inaccurate)
- Fire Emblem: Genealogy of the Holy War: Queen Hilda (possibly sincere about her desire of Avenging the Villain, even if the writer says she's pure evil)
- The Forgotten City: Sentius (fails the heinous standard compared to others within the setting)
- Fran Bow: Dr. Oswald Harrison (cares about his accomplice and shows concern for her safety)
- Gears of War: Queen Myrrah (has a Freudian Excuse of being traumatized by horrific experiments and genuinely loved her daughter)
- Ghostrunner: Hel (agency issues due to being a cyborg who had her brain tampered with)
- God of War Ragnarök: Raven Keeper (loyal to Odin; possible agency issues)
- Grand Theft Auto IV: Eddie Low (so insane that he has moral agency issues, has a Freudian Excuse, Offstage Villainy, genuinely loved his mother and regretting killing her)
- Harvester:
- Steve Mason (his entry was based on the game's bad ending, but Steve displays redeeming qualities throughout the rest of the game)
- Mr. Pottsdam (being a part of the simulation, it is unlikely that he has any agency)
- Steve's mom (fails the heinous standard, and has agency issues on account of being a part of the simulation)
- Hatred: The Antagonist, aka "Not Important" (the game lacks a substantial plot beyond "bad guy commits mass murder For the Evulz")
- Heroes of Might and Magic: Biara (uncertainty over whether or not the information provided was accurate)
- Hitman 2: The Censor (fails the standard since his crimes are not particularly distinct)
- Honkai Impact 3rd:
- The Overseer (doesn't stand out enough in his organization)
- Herrscherr of the Erosion (has a traumatic Freudian Excuse, lacks agency and has a possible redemption moment)
- Horace: The Man in Black (is genuinely grateful to Horace for saving him in one of the endings)
- Kingdom Hearts: Master Xehanort (has a Heel Realization in the finale of III, resulting in him accepting his defeat and rekindling his friendship with Master Eraqus as they both move on to the afterlife together)
- League of Legends: Singed (revealed in Arcane to have had a daughter he cared about)
- The Legend of Zelda: Majora's Mask: Majora (agency is questionable, and displays Blue-and-Orange Morality)
- The Legendary Starfy:
- Densetsu no Stafy 3: Evil (too generic and entry likely relied on inaccurate information)
- Fifth game: Mashtooth (relies too much on Fridge Horror to stand out)
- Len'en: Suzumi Kuzu (one of her personalities shows genuine standards against Cold-Blooded Torture and another wants to reconcile with the cast)
- Lucius: Lucius Wagner (felt bad for killing his mother, and can potentially make a Heel–Face Turn in the third game)
- Mary Skelter: Nightmares: Snark (Well-Intentioned Extremist and his spirit later pulls a full Heel–Face Turn in the sequel)
- The Medium: The Maw (likely a Tortured Monster, due to being spawned by the psyche of a rape victim)
- Mortal Kombat X prequel comic: Havik (his race is Always Chaotic Evil)
- Mr. Maze: Maze Meister (revealed to care for his daughter in a hidden ending)
- Myst: Sirrus (doesn't pass the baseline)
- Obscure: Professor Richard James (fails the heinous standard compared to Herbert)
- Odin Sphere: General Brigan (not heinous enough compared to other villains)

- Resident Evil 0: Dr. James Marcus (cares about Wesker and Birkin and calls them the only two people he can trust during his descent into madness)
- Revelations: Colonel Morgan Lansdale (fails the franchise's high heinous standard, as he doesn't come even remotely close to compare to literal supervillains like Albert Wesker or heinous individuals with unique crimes like Chief Irons or Lucas Baker. He's also genuinely Affably Evil)
- Scarface: The World Is Yours: Nacho "El Gordo" Contreras (worst crimes are Offstage Villainy)
- Siren 2:
- Mother (not enough personality or motivation)
- Otoshigo (not heinous enough and has an Alas, Poor Villain moment)
- Sniper Elite III: General Franz Vahlen (not heinous enough, especially compared to the other Nazis in the series)
- Solatorobo: Red the Hunter: Captain Grumpf (the side-story "A Captain's Final Adventure" has him undergo a Heel–Face Turn)

- Original Timeline: Astaroth (agency issues due to being possessed by Keres)

- Arcturus Mengsk (cares about his parents and his sister)

- Dr. Theolen Krastinov (as awful as he is, all of his actions are replicated on grander scales)
- Kil'Jaeden (displays some regret for his actions in his final moments)
- Denathrius (is indicated to be a Well-Intentioned Extremist since he is aware of his master's goals)
- Xenoblade Chronicles 1: Dickson (Alas, Poor Villain death showing some respect for Shulk)
- Yakuza: Kyohei Jingu (fails the series' high heinous standard; his only major crime is starting a Mob War, which is common for the series)
