- Marcus (his worst crimes are Offstage Villainy)
- Ryan Anderson (only commits a couple of murders, which is nowhere near heinous enough by the standards of the Buffyverse)
- The Angel's Game series: The Collector (loves his girlfriend)
- Are You Afraid of the Dark?: Peter Kirlian III (Alas, Poor Villain)
- Arrow:
- Daniel Brickwell (not bad enough for his tier and heinous standard)
- Konstantin Kovar (out-heinoused hard for a high-resource villain, with his single Mind Rape not being special enough on its own)
- Onyx Adams (entry was partially inaccurate, and she is fairly standard for a Villain of the Week in the show)
- Banshee:
- Damien Sanchez (the pattern for his rapes is only vaguely implied, and he fails the heinous standard compared to the Albino)
- Calvin Bunker (is genuinely upset at being forced to kill one of his own men)
- Battlestar Galactica (2003): Admiral Helena Cain (her Freudian Excuse is legit, and in her final appearance she decides not to carry through on her planned assasination of Adama)
- Bellisarioverse:
- Hawaii Five-0: Ray Beckett (entry overstates his crimes; especially not bad enough compared to other franchise villains)
- NCIS: Rico and his partner (outheinoused by other villains with larger-scale plans)
- Bitten:
- Roman Navikev (had remorse for killing his daughter despite refusing to take responsibility for it)
- Malcolm Danvers (last word is literally telling Elena to "run" to escape Aleister)
- Black Mirror: Matthew Trent (fails the heinous standard and his fate is played for sympathy)
- Beverly Hills, 90210: Douglas Atherton (not heinous enough)
- Blue Bloods: The Phantom/Donald Washington and Uri Denko (neither are bad enough, both in general and by the standards of the series)
- Blue Heelers: Vincent Platt, Ashley Barker and Luke Knight (none of them pass the baseline, especially for the genre; probably fail the heinous standard of the series)
- Breaking Bad:
- The Cousins (cared about each other)
- Jack Welker (cared about his nephew Todd)
- Chilling Adventures of Sabrina
- Lilith/Madame Satan (falls in love with the human Adam and later pulls a Heel–Face Turn in part 2)
- Satan (grows to genuinely care about Sabrina Morningstar in part 4)
- Chouseishin Gransazer: Karin Saeki (not particularly heinous by the standards of the show and has genuine feelings for Akira)
- The Closer: Roger Stimple and Judd Whaley (neither pass the high heinous standard of the series)

- Billy "Prince of Darkness" Flynn (has a Pet the Dog moment and a sympathetic Freudian Excuse)
- Frank Breitkopf (monstrous Serial Killer who both has an triple-digit bodycount and brutally dissects his victims, but is indicated to be too unstable to have agency)
- Karl "The Fox" Arnold; (outclassed by Billy "Prince of Darkness" Flynn note , who not only also targets entire families, but kills and rapes over 200 people)
- Floyd Feylinn Ferrell, Clark Preston, J.B. Allen, and John Curtis (all of them fail the series' massive heinous standard, as their body counts do not reach double digits compared to other UnSubs, nor do they stand out compared to the actual CMs who either have a body count ranging from the 20s to the triple digits, did something so viscerally horrible and unique to make up for low victim counts, or even both)
- Eduardo Ramos (his crimes are entirely offscreen)
- CSI-verse:
- CSI: Jenny Carroll (fails the massive heinous standard compared to many other killers in the series)
- CSI: NY: Colin Clark (may have the biggest number of rapes, but not significantly worse than the series's murderers and pedophiles)

- Rayanne Leland (only behind the deaths of 2 people, which isn't heinous enough by the standards of the show)
- Daniel Patterson (doesn't pass the baseline)
- Roger Mulvaney (standard Domestic Abuser who is only slightly nastier than average)
- Jim Larkin (doesn't have a clear victim count beyond the two seen onscreen)
- Without a Trace:
- Emil Dornvald (doesn't pass the baseline with only 1 kill and threatening a few people)
- Isaac Garang (a pattern for his crimes is not properly established)
- Dexter: Alex Timmons (fails the standard compared to the numerous other killers in the series)
- Designated Survivor: Patrick Lloyd (is shown in season 2 to believe in his ideals and be motivated by his father's wrongful imprisonment leading to his death; he also sent his estranged son money)

- ER: Steve Curtis (fails the massive heinous standard of the show and allows Sam to save Luca)
- Fear the Walking Dead: Theodore "Teddy" Maddox (regretted killing his mother)

- Ryuki: Masashi Sudoh/Kamen Rider Scissors (not heinous enough)
- Double: Shinkuro Isaka/Weather Dopant (is indicated to care for Saeko)
- OOO: Kazari/the Feline Greeed (every one of his crimes is replicated and surpassed by other villains, and he frequently gets subjected to Eviler than Thou moments by said villains)
- Gaim: Ryoma Sengoku/Kamen Rider Duke (shown to care for Takatora in the sequel movie)
- Ex-Aid:
- Kuroto Dan/Kamen Rider Genm (loved his mother)
- Masamune Dan/Kamen Rider Cronus (loved his wife)
- Kingdom (2019): Queen Consort Cho (Freudian Excuse regarding her father)
- Law & Order: Special Victims Unit:
- Joseph Serumaga (his worst crimes are Offstage Villainy)

- Legends of Tomorrow: Vandal Savage (befriends Ray Palmer in a cameo that is entirely Played for Laughs in season 4)
- Legion (2017): Amahl Farouk (develops care for David in season 3)
- Lie to Me: Paul Russel (fails the heinous standard compared to the listed villains)
- Locke & Key (2020): The demon possessing Dodge (teams up with the heroes to save the world from Gideon in season 3)
- The Man from U.N.C.L.E.: Randolph (doesn't pass the baseline and likely fails the standard of the show)
- Marco Polo: Jia Sidao (visibly cries when the concubine who betrayed him commits suicide out of shame. He even says "I loved you" to her beforehand)

- The Originals: Monique Deveraux (not bad enough for the setting even with her attempt at killing a baby)
- The Orville: Kaylon Primary (realizes his Absolute Xenophobe beliefs are wrong and agrees to peace with the Union)
- Oz: Claire Howell (indicated to care about her unseen brother)
- Power Rangers:
- Lost Galaxy: Deviot (not heinous enough)
- Samurai: Master Xandred (fails the heinous standard compared to Serrator)
- Pretty Little Liars: Lyndon James (only commits a couple of murders, which fails the baseline and doesn't compare to the other villains who use psychological torture on top of murders)
- Revolution: Will Strausser (honored a deal he made to Mia with no evidence that it was done out of pragmatism)
- Ripper Street: Jedediah Shine (becomes fond of Reid's daughter and spares Reid so as to not leave her an orphan)
- Slasher: Iain Vaughn (showed remorse for killing his girlfriend)
- The Sopranos:
- Livia Soprano (genuinely cares for her grandchildren, there are numerous hints that she's mentally ill, and the only person she ever tries to kill is her mob boss son)
- Richie Aprile (while his personality is venal, he fails the show's high heinous standard)

- Star Trek: The Next Generation: Lore (Alas, Poor Villain death scene and only became evil due to an error in his programming)
