10 Ichiya Vandalay Kotobuk Fairy Tail
An ugly and stout man who always hits on Erza whenever he has a chance, which only creeps her out. This ironically makes him one of the few characters to ever scare Erza, who is normally feared by the other members of Fairy Tail.
9 Esdeath Akame ga Kill!
The most powerful, brutal, and dangerous general serving the Empire, Esdeath wants a lover for herself, and Tatsumi matches all the requirements for her. Unfortunately for her, Tatsumi also happens to be a member of Night Raid, a team of assassins fighting the empire, and their personalities can't be anymore incompatable. Tatsumi wants to bring peace to the empire, while Esdeath wants to maintain the status quo because of her "strong devour the weak" philosophy and her lust for bloodshed. While Tatsumi is willing to reason with her, it soon becomes clear she has no intention of changing, and Tatsumi's fear of her grows into hatred for her countless murders to the point he doesn't even hesitate to tell her he's fallen in love with someone else.
8 Gibby Norton and Sadie Mae Scroggins Scooby-Doonote 
Both characters are notable enough in the franchise to get a spot on this list. Gibby is a recurring character in What's New, Scooby-Doo? who practically worships the ground Velma walks on and does everything he can to impress Velma. All his efforts end up annoying Velma instead. She pratically tells him that she wouldn't be impressed even if he made robotic version of Velma (all the while telling him not to get any funny ideas when his eyes light up at those words). Sadie in Scooby-Doo Meets the Boo Brothers, while not exactly unfriendly or unattractive, still comes off as too strongly for Shaggy's tastes. It gets to the point that Shaggy is just as afraid of her as the ghosts.
7 Lena Hyena Who Framed Roger Rabbit
When Eddie Valient seemingly comes across Jessica Rabbit, it soon turns out to be a comically hideous, psychotic, Love Hungry toon woman named Lena Hyena, who immediately chases after Eddie out of a desire to give affection to a man. Eddie spends the entirety of her screentime trying to escape from her.
6 Toko Fukawa/Genocider Jill Danganronpa
While not exactly ugly, Toko is still an unpleasant person with a creepy lust for Byakuya. The latter only tolerates it just to take advantage of her and has no qualms verbally abusing, something that Toko seems to like all too well. Her other pesonality, a deranged Serial Killer, also likes Byakuya the same way, and it's just as creepy.
5 Sierra Total Drama Series
One of the newest contestants for the third season of Total Drama, Sierra establishes her obsession with Cody all too well. While at first indifferent, Cody soon grows to fear her after seeing just how obsessed she is, though he does eventually warm up to her and become her friend.
4 Motoyasu Kitamura The Rising of the Shield Hero
A self-proclaimed ladies man, Motoyasu establishes himself to be a pedophile who develops an obsession with Filo at first sight, trying to free her from Naofumi despite how his attempt to free Raphtalia went. Filo had already met Motoyasu once in her Filorial form and kicked in the crotch for insulting her, so when she hears him insult him again (Motoyasu wasn't aware that the Filorial and the girl he's trying to free are one and the same), history repeats itself. Motoyasu's obsession only grows after losing his sanity.
3 Gaston Beauty and the Beast
The local hero of the town Belle once lived in, Gaston is seen as the most handsome man in town, even having a trio of girls attracted to him. Despite this, he only has eyes for Belle, who clearly has no interest in him due to how rude and conceited he is and rejects when he proposes to her. When he resorts to blackmailing her, then trying to kill the Beast when he realizes she loves him instead, Belle outright calls him the real monster and shows no concern when his last underhanded attempt to murder the Beast results in him falling to his Karmic Death.
2 The Kanker Sisters Ed, Edd n Eddy
The most recurring antagonists to the Eds, the Kanker sisters are infamous for always smothering the Eds in kisses and invading their personal space. Anytime they appear, something bad is bound to happen to the Eds. Even when they get the upper hand in "A Twist in Ed", it sadly didn't last.

1 Wendy Oldbag Ace Attorney
This rude elderly lady tends to flirt with men younger than her, with the most notable being Miles Edgeworth. Understandably, Edgeworth is uncomfortable being in her presence to the point he states mentally he would rather avoid her.

10 Karina Braun Attack on Titan
Reiner's mother who had an affair with a Marleyan, resulting in Reiner's birth. When Karina's ex-lover ran away and refused to associate with her any further, she grooms her son and niece into being warriors for Marley, indoctrinating them into an Anti-Eldian mindset just so she can get back at her lover by becoming an honorary Marleyan and expose his indiscretion. She really brought out the worst in Reiner and Gabi, and seems all too happy to have them be child soldiers to further her own goals. By the time she finally realizes and regrets her actions, it feels too little, too late.
9 Ren Sohma Fruits Basket
Ren is the mother of Akito, and the biggest reason she became an abuser towards the Sohma family. Out of jealously that Akito could potentially take away her husband's attention away from her, she threatened to go for an abortion if Akira did not allow her to raise the child as a boy. After Akira's death, she continued to emotionally abuse and demean Akito, shaping her to abuse the Zodiac members of the family.
8 Emperor Charles zi Britannia and Empress Marianne vi Britannia Code Geass
Charles fathered many children within his empire, having take dangerous jobs and subtly encouraging them to war and kill each other. His favorite son, Lelouch was no exception, getting disowned, screamed at, and used as a political hostage when he gets angry at Charles for not apparently not caring about the assassination of Lelouch's mother or the crippling of his little sister in the same incident. Nunally's blindness is revealed to be a result of Charles inflicting it on her with his Geass, ostensibly to protect her by making it look like she wasn't a threat. Lelouch's mother, Marianne, not only supported the abuse, but never stopped to check on her children despite her survival, prioritizing her husband's goal above all else. She attempts to emotionally manipulate him into supporting their goal, and when he rejects it, calls him an "ungrateful, foolish child". Little wonder Lelouch wanted nothing to do with them.
7 Hayate's parents Hayate the Combat Butler
Despite never appearing onscreen in the first episode (Only appearing as faceless shadows), their monstrous neglect and abuse of Hayate is established all too well when it's revealed their unemployment and compulsive gambling lead to their bankruptcy and forced Hayate to take jobs just to support himself. They even sold his organs to the Yakuza to pay off their debts, and the only reason Hayate still lives is because Nagi paid the money to the gang. When they finally make their appearance in the manga, they sabotaged Hayate's job just for the fun of ruining his life, which makes their comeuppance all so satisfying.
6 Precia Testarossa Magical Girl Lyrical Nanoha
Her Establishing Character Moment has her whipping her daughter Fate just because she failed to bring enough Jewel Seeds. It's revealed her reason for doing this is because Fate is a clone of her deceased daughter, Alicia, and the fact that Fate didn't actually have her personality, making her an imperfect copy caused her to loathe her. Even when Fate is willing to forgive her mother, she spurns Fate's words about still seeing her as a mother and refuses to acknowledge her as her daughter. It becomes jarring when it's revealed she used to be a loving mother to Alicia, and by the time she remembers how much Alicia wanted a sister, it's already too late.
5 Kotaro Shimura My Hero Academia
While Endeavor was a better known example, he does have a Jerkass Realization and is trying to atone for it, even if it's clear he has a lot to do. So in place of him, I decided to use Kotaro for this list. Because of his grudge against his mother for leaving him in an orphanage (He wasn't aware that she did so for his protection, since her husband was killed by a dangerous supervillain and she had to cut ties to keep that villain from targeting her family), Kotaro physically abused his son Tenko whenever he expressed his dream to be a hero, locking him outside and condemning him to suffer from his allergies unless he apologized. He also beats Tenko when he saw a picture of his grandmother Nana Shimura. Though he does realize he went too far, he doesn't learn anything from this incident, since he first resorts to violence when Tenko's Quirk manifests itself and causes him to accidentally kill his other family members and destroy the house. Kotaro ultimately dies a hypocrite, and his actions are directly responsible for Tenko becoming the main antagonist, Tomura Shigaraki.
4 Medusa Gorgon Soul Eater
Medusa saw her child Crona only as a Guinea Pig for her unethical experiments, intending to raise them to become a Kishin and even replaced their blood with the Black Blood. She locks them in a dark room whenever they show reluctance to carry out her orders to kill a rabbit (A dragon in the anime) in 3 different ways. It got to the point when she shows kindness to Crona for the first time, Crona ends up killing her for not acting like the mother they knew, which was Medusa's plan from the start. Hearing what she did to her own child actually enrages Maka's father Spirit.
3 Mayu's mother and stepfather Elfen Lied
Mayu's stepfather sexually abused her every night, and when Mayu tries to tell her mother about it, she receives a slap to the face instead, because her mother cared for her new husband not paying attention to her rather than the fact her daughter is suffering from abuse. She doesn't even hesitate to sign away guardianship of her child to someone else. The fact they don't get punished at all makes them more loathsome.
2 Shou Tucker Fullmetal Alchemist
While at first appearing to be a friendly and humble father who loves his daughter, he shows his true colors when his desperation to keep his State Alchemist license makes him resort to irreversibly turn his daughter and dog into a tortured chimera. It's even revealed he did the same thing to his wife and lied to Nina about what happened to her. Despite being a minor villain, his actions led to one of the darkest moments in the Elric brothers' journey.

1 Ragyo Kiryuin Kill la Kill
Emotionally and sexually abusive towards Satsuki, this Evil Matriarch is quite possibly one of the worst parents in all of fiction. She treats her own daughters as test subjects and resources, even disposing of Ryuko when it looked like she was a failed subject. When she discovers Ryuko is still alive, she goes on to mistreat her and Satsuki even more, torturing the latter and brainwashing the former.

Animated Films

5 Zira The Lion King II: Simba's Pride
Zira's relationship with Nuka is physically and verbally abusive, and it's bad enough to terrify both Kovu and Vitani. She does grieve for his death, but completely negates all sympathy by blaming Kovu and scarring him in the same place as Scar. Her willingness to threaten Vitani for joining Simba's pride also turns all of her lionesses against her.
4 Lady Tremaine Cinderella
An Evil Stepmother who treats Cinderella as a slave, constantly belittling and mistreating while encouraging her biological daughters to do the same. Even Anastasia and Drizella aren't safe from her abuse, as Tremaine only cares for their social status, is psychologically abusive towards Anastasia (especially when she starts to show doubt), and even terrifies Drizella.
3 Judge Claude Frollo The Hunchback of Notre Dame
He only took in Quasimodo to save his own soul from damnation for killing Quasimodo's mother on the steps of Notre Dame, and before that he was going to drown him for his physical deformities. The name he gives Quasi means "half-formed", and he verbally abuses him and makes him emotionally dependent on him. He even tries to murder him when Quasimodo rebels against him.
2 The Other Mother Coraline
While she isn't a parent to anyone (unless one counts her own creations), her behavior certainly fits parental abuse towards the children she lures into her world. She's shallowly doting, providing Coraline and the other children with endless wonders and gifts without real emotional attention just to earn their trust and make it easier to consume them. Her Other World is seemingly perfect, but once Coraline resists, it all turns into a nightmare where everything is trying to hurt her, embodying a dramatic shift in abusive parents when they get angry with their children and start to lose control. She has no sense of personal space for children, offering unwanted "motherly" contact even when the child is clearly uncomfortable. When challenged, she'll blame the child for making her angry, try to guilt trip them into meeting unrealistic expectations ("You may come out when you've learned to be a loving daughter"), and even physically manhandles them. And finally she uses verbally abusive language ("You horrible, cheating girl!"; "You selfish brat!"), outright insulting and belittling the child as soon as she loses control.
1 Mother Gothel Tangled
After kidnapping the baby Rapunzel, Mother Gothel preys on her fear and doubts to keep her in the tower and isolate her from everyone, gaslighting her into thinking she can't do anything without her, and victim blames her when there's a confrontation. Probably best shown in the song Mother Knows Best.

Top 10 Characters who are more Heroic in other adaptations

10 Phoebus The Hunchback of Notre Dame
In the original novel written by Victor Hugo, Phoebus was a shameless womanizer who took advantage of Esmerelda's innocence, before letting her be executed on charge of his murder (despite surviving and knowing she didn't actually attack him). The worst thing that happens to him is that he goes through an Awful Wedded Life. The Disney film changes him to become a genuinely heroic character who goes from a loyal soldier to a revolutionary opposing Frollo's tyranny, while being rewarded for his actions by getting Esmerelda as the love of his life.
9 Lex Luthor (Injustice) Injustice: Gods Among Us
While this is actually an alternate version of Lex Luthor, he still counts as this trope. The Luthor of the Injustice universe never becomes a super villain, having been friends with the alternate Superman since Smallville, funds Batman's insurgency and acts as his mole, and deciding to take fight to Superman when he seizes the world by force.
8 Dr. Tenma Astro Boy
Dr. Tenma in the the original manga and anime rejects Astro because of his failure to replace his deceased son as a result of his inability to age or act like him, becoming the Big Bad in the process. The animated feature film here makes Tenma a Decomposite Character, causing him to grow to love Astro while his role as the main villain goes to Canon Foreigner President Stone.
7 Mokuba Kaiba Yu-Gi-Oh!
Mokuba in the manga tries to kill Yugi and his friends, while in the second anime, he is only briefly antagonistic towards them before eventually becoming friends with them.
6 Lusamine and the Aether Foundation Pokémon
Lusamine is the main antagonist of Pokémon Sun and Moon, becoming an abusive mother, a Corrupt Corporate Executive and a Bitch in Sheep's Clothing as a result of her obsession with the Ultra Beasts, disowning her children when they rebel against her. The anime has Lusamine at her most sympathetic, being a kinder mother towards Lillie and Gladion while being absent and neglectful at work at worst. The Aether Foundation also becomes more heroic in the anime right up to making Ash and his friends-of-the-season members of it as the Ultra Guardians, whereas in the original games they were morally grey under Lusamine, with several Employees acting like typical grunts during the invasion. This however makes Team Skull more villainous in the anime as a result.
5 Crona Soul Eater (Anime) and Soul Eater: Troubled Souls
While Maka manages to befriend Crona and convince them to attend DWMA, Medusa manipulates Crona into helping her before returning to her side in the manga. This doesn't happen in the anime or the fanfiction "Troubled Souls", with Crona remaining an ally to Maka and her friends.
4 Terra Teen Titans (2003)
In the original comics, Terra was The Mole and evil enough to horrify even Deathstroke. The animated series here turns Terra into a Broken Bird who was Driven to Villainy due to a desperate need for a normal life. She was also genuinely friends with the Titans, shows remorse for her actions, performs a Heel–Face Turn with some convincing from Beast Boy, and performs a Heroic Sacrifice. Terra in the comics dies as result of losing control of her powers and remains unrepentant to the very end.
3 Starscream Transformers: Armada
Starscream is the Trope Namer for the treacherous lackey of a villain. This Starscream actually becomes one of the most sympathetic incarnations of the character, turning on Megatron due to mistreatment rather than a lust for power, and briefly defecting to the Autobots but still changed by his experience with them, especially through his friendship with the humans. He also sacrfices his life to motivate Galvatron to join forces with the Autobots against Unicron.
2 Mukuro Ikubsaba Never Say Never
Mukuro in Danganronpa Zero and Danganronpa: Trigger Happy Havoc IF was a reserved girl subservient to Junko, following her orders just to make her happy. Throughout the Danganronpa franchise, she is portrayed as Ambiguously Evil, with even her Heel–Face Turn in IF having shaky motives (She does turn on Junko out of love for Makoto, but also to make Junko happy by feeling the despair of betrayal). In Danganronpa 3: The End of Hope's Peak High School, her sympathetic qualities are downplayed with her villainous actions as Junko's accomplice being shown more, even going so far as to call Makoto a loser and suggest killing him. Never Say Never is probably one of the few fanfictions that portray Mukuro at her most humane and sympathetic yet. When she is betrayed by Junko and saved by Makoto, she performs a Heel–Face Turn by turning on Junko completely, undergoing a Redemption Quest by helping to save and comfort her classmates throughout their time trapped in the school, and finally standing up to her sister.

1 Most of the characters from RWBYnote  RWBY: Destiny of Remnant
A lot of characters here get more sympathetic and heroic in this story over time compared to their counterparts. Raven becomes a pragmatic and aloof, but loyal and supportive ally who keeps tabs on and cares for her family, Cardin Winchester becomes more kind and courageous as a result of Jaune saving him, Neo Politan becomes a genuine ally to the heroes, James Ironwood never goes through a real Face–Heel Turn, and Winter is not blindly obedient to her superior and prefers to do what's actually right.

Top 10 Characters who are Villains in other Adaptations

10 Frollo The Hunchback of Notre Dame
Anyone who watched the Disney film before reading the original novel will be shocked to learn that while Frollo is still the main antagonist, he's actually far more sympathetic than his Disney counterpart. He's still driven to villainy by his lust for Esmeralda, but he willingly took in Quasimodo and raised him instead of attempting to drown him in a well and being forced to take care of him as penance for killing his mother. He's also more tolerant of gypsies than his animated counterpart. It's believed this is because Frollo was the archdeacon in the original novel, and Disney was worried that casting a priest as the main villain would be offensive, so they made Frollo a Decomposite Character by making him a tyrannical judge while giving his position and good qualities to a separate, kindly character.
9 Hades Hercules
Hades, as commonly depicted in modern-day fiction, is a Satan-like figure who tries to overthrow Zeus. Hades in the original myth was a neutral, but fair ruler who isn't worse than the other Greek gods. Hades had no antagonism towards Heracles, only meeting the hero when Heracles asked to borrow Cerberus for one of his twelve labors. Heracles's original divine enemy was Hera, his stepmother and Zeus's wife. Hades also never tried to overthrow Zeus. While Hades did kidnap Persephone (with Zeus's permission), he was nowhere near as bad a husband as his brothers Zeus and Poseidon.
8 King Louie The Jungle Book (2016)
In the Disney animated feature, King Louis is a goofy, bebopping orangutan who gets a bit cross but ultimately isn't terribly threatening when Mowgli honestly tells him he doesn't know how to make a fire. In the new movie, he's a Gigantopithicus with the mannerisms of a mob boss who tries to crush Mowgli to death when he doesn't get his way.
7 King Stephan Maleficent
King Stephan in Sleeping Beauty was a loving Bumbling Dad and fiercly protective of Aurora. Here, he is the main villain of the film, having betrayed Maleficent and cut off her wings, provoking her into cursing Aurora. Throughout the film, he becomes increasingly tyrannical, paranoid, and unstable, showing little love to his wife and daughter.
6 Ryuk Death Note and Death Note (2017)
Ryuk in the original manga and anime was an amoral and neutral figure, having dropped the Death Note into the human world just to see what a human would do with it. He makes it clear he is not on Light's side and will only observe how he uses it, and won't help him unless he gets something in return. In both the live-action series and film, Ryuk intentionally has Light find the Death Note while encouraging him to use it. The film also adds that he has betrayed former Death Note keepers as well.
5 Cecil Turtle The Looney Tunes Show
Cecil Turtle in the original shorts was only antagonistic towards Bugs when the latter was antagonizing him first, existing to bruise the arrogant rabbit's pride. This adaptation of Cecil is given a Jerkass personality reminiscent of the various antagonists that justifiably deserve Bugs' Karmic Trickster antics. In Customer Service, he intentionally torments Bugs by messing with his cable service and being as unhelpful as possible, and in "Shell Game" he entangles Bugs and Porky in an insurance fraud scheme, and when Bugs tries to catch him in the act he holds Bugs and Porky at gunpoint.
4 Pumyra ThunderCats (2011)
The original cartoon had Pumyra as one of the three survivors who joined the Thunder Cats and was otherwise loyal to her teammates. Here, she joins Mumm-Ra to exact revenge on Lion-O, admittedly for poor reasons.note 
3 Sentinel Prime Transformers: Dark of the Moon
His earliest appearances in the Transformers comics had Sentinel as Optimus Prime's predecessor as Autobot leader, and is usually depicted as a good guy. Here however, while he still starts out as Optimus's predecessor as leader of the Autobots and acted as his father figure, Sentinel is revealed to be the film's Big Bad, having betrayed the Autobots and sided with the Decepticons to enslave humanity if it means restoring Cybertron. Granted, this isn't the first time Sentinel was portrayed in an antagonistic role, but this is the first time that he's depicted as an outright villain (Granted, had Animated continue, Sentinel would have gotten worse over time.)
2 Darkrai Pokémon Mystery Dungeon: Explorers
In the mainline Pokémon games, Darkrai is usually a case of Dark Is Not Evil, as their power to inflict nightmares on victims is merely a defense mechanism and they voluntarily go into hiding to make sure they don't inflict nightmares onto others, even making sure that their counterpart Cresselia is close by to treat anyone affected. Here, Darkrai serves as the Big Bad and is portrayed as an outright villain, seeking to plunge the world into eternal darkness by messing with time and space, and also serves as the Arch-Enemy of Cresselia. However, after Palkia attacks him while he's traveling through the Dimensional Hole, Darkrai loses his memories and can be recruited postgame.

1 Thomas and Martha Wayne, Vicki Vale Batman: The Telltale Series
Thomas and Martha were both well-known for being a good people in a corrupt city. Here, while Bruce did remember them fondly, they were revealed to be ruthless criminals, with Thomas being a mob boss in league with Carmine Falcone and Hamilton Hill. Thomas was also responsible for driving Esther Copplepot insane, which caused Vicki Vale to become the terrorist leader of the Children of Arkham, with Penguin as her lieutenant.
