Main Characters

     Chifusa Manyuu 
The series' protagonist is the former heir of the Manyuu Clan Shogunate, who defected in order to put an end to the cruelty imposed on the small and flat-chested women of their society. A decision that has made her the target of her own family.
  • Action Girl: She betrayed the Manyuu Clan, so she frequently has to defend herself and Kaede against their assassination attempts. While, at the same time, protecting the Manyuu Family scroll of secret arts to cultivate large breasts.
  • Adaptational Attractiveness: The anime adaptation tones down her athleticism in favor of giving her a more voluptuous figure.
  • Amazonian Beauty: In the manga version, Chifusa is shown to have a naturally athletic physique, with clearly defined abs, biceps, and thigh muscles.
  • Ambiguously Bi:
    • Episodes 7 and 8 show she at least has an attraction to men, such as when she blushes and becomes giddy when she thinks Sakuji wants to paint a nude portrait of her. She has a similar reaction at the end of the following episode after the emperor proves his chivalry by avenging a local village woman's honor.
    • She initially voices concerns about Kaede swinging "that way," when she first becomes aware of Kaede's infatuation with her. Yet, the OVA specials show she still allows Kaede to wash her back and her boobs, despite Kaede's habit of molesting her. The furo scene in episode 7 reverses their roles by having Chifusa grope Kaede's breasts. When Kaede calls her naughty, Chifusa denies it despite her blush deepening. She continues until she sees that they're fake.
  • Big Beautiful Woman: The anime version of her is noticeably chubbier and stockier than the manga version. If anything this only enhances her beauty to all those who see her.
  • Break Her Heart to Save Her: In the manga version, Chifusa watches from a nearby tree as Kaede waits for her on the path leading out of their village. Chifusa apologizes (via internal monologue) and says she wants Kaede to enjoy a peaceful life, rather than have her become a fugitive. Though it gets subverted since Kaede gets captured right after Chifusa leaves!
  • Childhood Friends: Revealed by the flashback in episode 7, which shows her childhood years with Kaede.
  • Defector from Decadence: The OP of each episode explains that she defected from her House because she could no longer abide the unfairness and cruelty of the caste system they've enforced. She intends to use the secret teachings of her family's scroll to restore equality among the social classes.
  • Even the Girls Want Her: In her era, a woman's worth and social status are determined by the size of their breast, which makes Chifusa especially desirable to both sexes, though Kaede is her main suitor. Kagefusa also molests her, but only as a means to regain her own breast size.
  • If It's You, It's Okay: While Chifusa is frequently molested by other women, her expression ranges from indifference, to mild annoyance, or resignation - depending on the scene. The lone exception is Kaede, as noted under Ambiguously Bi.
  • I Have Boobs, You Must Obey!: Weaponized for heroic purposes. Chifusa is happy to exploit the country's obsession with breasts, which becomes especially easy as she steals more and more bustiness.
  • Just Like Robinhood: She intends to use the Chichinagashi sword art to absorb the breasts of the corrupt nobility, then use Chichinagare to transfer it to the small breasted women who are looked down upon. Thereby, establishing equality among the social classes.
  • Lust Object:
    • She's been groped and suckled by local villagers, Lord Mie (who quickly becomes fixated on her breasts), and even a group of kids. In episode 3, a female bar patron groped her ass, while a later scene had a different patron try to force her legs open so he could see up her kimono.
    • In episode 4, Oiso bumps Kaede out of her way and starts flirting with Chifusa while groping her breasts at the same time. The second time she does it, Oiso leans in close and tries to convince Chifusa to stay with her, until Kaede stops her.
    • But the main offender by far is her horny handmaiden, Kaede. Chifusa's well aware that Kaede wants her body, so she's always on guard whenever Kaede offers to "attend" her while she's bathing. These attempts usually fail, or they're short-lived, but she persists and has managed to succeed... sometimes.
  • Ms. Fanservice: For anyone with a fetish for large breasts, or lactation. Her breasts, along with her natural athleticism, make her a frequent target of molestation by men and especially by other women.
  • Not So Above It All: Chifusa doesn't like seeing large breasted women flaunt their status in front of the less fortunate, but she's been known to do it herself. Usually when she's alone in the furo, where she'll even play with them sometimes.
  • Screw the Rules, I'm Doing What's Right!: Her goal and the show's premise in a nutshell.
  • Senseless Sacrifice: Played for laughs at the end of the manga's first chapter. Chifusa didn't want Kaede to become a fugitive, so she abandons her. But the moment she's gone, a hit squad shows up looking for Chifusa and finds Kaede instead. She's last seen crying as she's being taken away.
  • Tomboy with a Girly Streak: On one hand, she's a travelling swordswoman who punishes the unjust. On the other, she's busty young maiden who can become giddy over a compliment, or moved by acts of chivalry.
  • World's Most Beautiful Woman: Becomes this in the end due to her breasts reaching a truly colossal size, which other characters dub "Oppai Maximum". Some characters even suggest worshipping Chifusa, much to her confusion.

     Kaede 
Chifusa's loyal handmaiden, who defects from the Manyuu Clan in order to remain at her side. She doubles as the series' deuteragonist and its primary comic relief character.
  • A-Cup Angst: Her fate as a result of having her breasts taken from her, as punishment for choosing to defect from the Manyuu Clan along with Chifusa. Now she's treated as a traitor and an outcast.
  • Ascended Extra: Kaede is only seen in chapter 1 and a single flashback panel near the beginning of chapter 2. She's plays a much larger role in the anime adaptation, where she serves as Chifusa's travelling companion/faithful sidekick. She even gets her own spotlight episode (7) when she meets a young painter, named Sakuji, who falls in love with her.
  • Break the Cutie: Because she's flat-chested, she's considered undesirable and worthless by the laws of their social class system. Nobles and even local villagers treat her with contempt. The only exception, aside from Chifusa, is Sakuji, a young painter who becomes smitten with Kaede because he has grown disillusioned with large breasts. He attempts to propose to Kaede after finishing her portrait, but she politely declines.
  • Childhood Friends: As previously noted, though there are strong indications that Kaede wants more out of their relationship.
  • Clingy Jealous Girl: Downplayed example. Kaede doesn't seem to mind sharing Chifusa with others. It only becomes a problem if it looks like they're trying to steal Chifusa away from her. First seen episode 3, where she smashes a wash pail over a bar patron's head for trying to force Chifusa's legs open. The next episode has Kaede stop Oiso twice for hitting on Chifusa and groping her at the same time.
  • The Cutie: It's hard to not take pity on her when she's so cute and vulnerable looking. Made moreso because she's repeatedly shown to be a polite, albeit, pervy attendant.
  • Establishing Character Moment: Her introductory scene quickly establishes two things about her:
    • First and foremost is her loyalty to Chifusa by having the other two assassins attack Chifusa, until she incapacitates them. Whereas Kaede halfheartedly throws a single pair of kunai, before removing her mask to plead with Chifusa to not abandon her.
    • Immediately after she faints from Kagefusa raping her, we're treated to two consecutive panshots of her legs, from two different camera angles. The first being an overhead shot, focused on her thighs, calves, and backside which all have muscle tone.
  • Forced Orgasm: In episode 1, Kagefusa molests Kaede as a punishment for choosing to defect from the Manyuu Clan.
  • Lovable Sex Maniac: She's got a huge lady boner for Chifusa and takes every opportunity to grope and suckle her melons. She goes further in the first OVA by tribbing Chifusa, until she makes Kaede stop by clocking her.
  • Ms. Fanservice: Kaede is designed to appeal to foot fetishists, hence the reason she's often barefoot when she isn't wearing her sandals. She's also subject to frequent upskirt shots of her camel toe and buttocks, and she's the main source of lesbianism in the anime adaptation.
  • Nice Gal: Her loyalty to Chifusa and her kindness, in general, are her main defining qualities. Even when they argue, it isn't long before they makeup again.
  • Please, Don't Leave Me: Said verbatim during her introductory scene as she pursues Chifusa:
    Kaede: (Tearing up) "Chifusa-sama, WAIT!! Why are you doing this??"
    (Chifusa continues running, without giving a reply.)
    Kaede: (Now desperately screaming) "DON'T LEAVE ME!! At least... TAKE ME WITH YOU! PLEASE!!"
  • Straight Gay: Her style of dress and her mannerism is neither "butch," or overly feminine.
    • She keeps her hair short, though she neatly fashions the pair of locks framing her face with hair ribbons. Likewise, her attire is similar to what a Yakuza, or "tough guy" type in their era might wear, but the coloring is pastel.
    • The same is true of her flirtations with Chifusa, which come across as lighthearted perversion, rather than formal courtship or fluff. Even though her feelings for Chifusa are shown to be genuine affection and not simply lust for her body.
  • Undying Loyalty: To Chifusa.
    • At the end of episode 7, Kaede even politely declines Sakuji's attempted marriage proposal in order to remain at Chifusa's side.
    • Further lampshaded during episode 10, which is a flashback of Chifusa and Kaede's childhood. Kaede attended Chifusa, when she fell ill as a result of accidentally using Chichinagashi, which prompted Muneyuki to appoint her as his sister's handmaiden.
    Muneyuki: (At child Kaede) "You've done well in caring for Chifusa. Your name is Kaede, yes?"
    (Kaede nods.)
    Muneyuki: "Then from this day forward, you will be her handmaiden."
    Kaede: "Hai!"

     Kagefusa Manyuu 
The series' primary antagonist, who hunts Chifusa out of resentment because she was chosen to be the Clan's successor instead of her. She is also a sadist who derives pleasure from sexually assaulting other women.
  • Bad Boss: A comical example. Ouka has learned that it's better to simply do as Kagefusa says, or risk ending up on her bad side again.
  • Bald Mystic: After becoming a nun she shaved her head.
  • Break the Haughty: She was smug because of the gargantuan size of her breasts and the prestige that they gave her within the Clan's ranks. That ended when Chifusa absorbed her breasts with Chichinagashi (episode 1), which left Kagefusa flat-chested. So she uses fake breasts to maintain her status, until she can find a way to reclaim her real ones.
  • Cain and Abel: Due to the perceived slight by their Clan's Elders. But, even if she had been chosen for succession, Kagefusa would still be a sadist and would continue to enforce the same regime. This is in contrast to her sister, who seeks to change it.
  • Depraved Lesbian: She has yet to show any interest in men, while all of her victims have been other women. Most notably, Kaede, Chifusa, and especially Ouka who seems to be her favorite.
  • Dark Action Girl: She’s a skilled swordswoman and a sadistic Depraved Lesbian.
  • Establishing Character Moment: Her introduction scene has her sexually assault Oumen.
  • Evil Counterpart: To Chifusa, both in terms of their moral alignments and their relationships with their respective handmaidens. While Chifusa is kind toward Kaede and protects her, Kagefusa usually bullies Ouka without a second thought.
  • Friendly Enemy: During the OVA specials 3 and 4, she and Ouka are shown to be on friendlier terms with Chifusa and Kaede. The four of them share an outdoor bath an engage in skinship with each other.
  • I Have You Now, My Pretty: The fate of almost any female she corners, even if it's her own sister. Though her favorite "victim" seems to be her handmaiden, Ouka. Amusingly, Kaede approves because she hopes to establish a similar relationship with Chifusa.
  • The Heavy: Despite the Manyuu Clan ordering a hit on Chifusa and Kaede, Kagefusa is the only major recurring villain sent after them.
  • The Immodest Orgasm: She finally orgasms quite loudly in OVA 3, from Ouka polishing her breasts.
  • The Resenter: By feudal law, Kagefusa should've been the Manyuu Clan's successor because she's the eldest daughter of the family and one of their best warriors. But Chifusa was chosen for the position instead once it was discovered that she could use Chichinagashi (lit. "Breast Flow") at an early age. Kagefusa felt slighted by their decision and has resented her sister ever since.
  • Shameless Fanservice Girl: Kagefusa is perfectly fine with people ogling her and even flaunts her breast size. Nor does she have any problem with sexually assaulting other women, regardless whether any witnesses are present.
  • Slasher Smile: Played straight and for laughs. It's her default expression, except for when she's deep in thought.
  • Villainous Breakdown: She is left totally shocked when Chifusa absorbs her breasts and later screams angrily at her.
  • You Taste Delicious: After raping Kaede, Kagefusa holds up her hand to show that her fingers are moist with Kaede's cum. Then she licks them clean.

Support Characters

     Ouka Sayama 
An assassin for the Manyuu Clan and Muneyuki's secret admirer. She became his handmaiden after she was cast out by her father for losing a duel and her breasts to Chifusa.
  • Aloof Darkhaired Girl: In the series proper, she's a stern woman and brooding assassin. Few, other than Muneyuki, get to see her gentler side.
  • Because You Were Nice to Me: The 10th episode is a flashback, showing that Muneyuki recognized Ouka for her swordsmanship, which lead him to take her in as his servant and bodyguard. Ouka was moved to tears by the gesture and happily accepted.
  • The Chew Toy: The OVA specials make it a point to show that serving Kagefusa is a thankless job. Not only is she demanding, she's a bully up to and including raping Ouka offscreen. In the next OVA, Ouka finds it's easier to simply do as she's told.
  • Dark and Troubled Past: Despite being from a low-ranking branch family of the Manyuu Clan, Ouka used to be a prestigious swordswoman. Her father believed she had the potential to elevate their position by accepting a challenge from the main house. Unfortunately, neither she or her father knew the duel would be against Chifusa, or that she had learned Chichinagashi. After losing the duel and her breasts, her father's aspirations were crushed. So he disowned Ouka and cast her out, leaving her homeless.
  • Dude, Where's My Respect?: She'd probably ask if she thought Kagefusa would listen... or care. So the once coldhearted assassin ends up being used as her mistress' favorite toy.
  • Evil Counterpart: To Kaede. Both had their breasts taken from them and they've both suffered the derision that comes from being flat-chested. But, unlike Kaede, the experience has hardened Ouka and made her resentful towards Chifusa. Whereas Kaede has found happiness in serving Chifusa and remains cheerfully optimistic.
  • The Immodest Orgasm: Kagefusa does it to her offscreen in OVA special 4, as punishment for catching Ouka playing with her own breasts. The screen cuts away to show Kaede and Chifusa's reactions to it. When the screen pans back to Ouka, she's seen sprawled on her back with an ahegao expression and still trembling in orgasm.
  • Knight of Cerebus: The series is relatively lighthearted and comical, until the episode when Ouka first appears which marks the beginning of a tonal shift by having her kill Momoha onscreen.

     Munenori Manyuu 
Leader of the Manyuu clan, using the clan's techniques to control the country from the shadows. The main antagonist of the series.

     Muneyuki Manyuu 
One of the top members of the Manyuu clan, he's sent to evaluate the buxomness of the various noble families and thus establish their status, but all of this has made him nauseated by large breasts. He's Ouka's superior and love interest.
  • Buxom Beauty Standard: Averted. In spite of being a Manyuu, Muneyuki is secretly disgusted by large breasts, to the point of being physically ill after evaluating a whole castle worth of large-breasted girls. Tellingly enough, he doesn't have the same reaction to Ouka's far more modest breasts.
  • Comically Serious: He works with boobs with incredible seriousness, only letting himself go when alone.
  • The Dragon: Technically to Munenori, he's also the closest direct threat the family sent against Chifusa.
  • Irony: One of the elite of the Manyuu clan, who upholds the ideal that large breasts are good... who's secretly revolted by large breasts.

     Chichi 
A glamorous but despotic noblewoman with large breasts and a bad disposition. She's featured in the introduction of each episode.
  • Ascended Extra: Downplayed, she only appeared once in the manga, so that the arc's villain could actually be introduced. She appears in the introduction of the anime and even in the opening song.
  • Break the Haughty: She's scolded by Chifusa in public and humiliated when Ame (Okami in the anime) takes away all the attention from her by exposing their much bigger breasts.
  • Disproportionate Retribution: She blames the kid who bumped her (apparently it was her fault) and tries to beat him up with her umbrella when he refuses to apologize and insults her back. Chifusa even calls her out on being so immature.
  • Graceful Ladies Like Purple: She's a rich noblewoman dressed in a dark purple kimono. The graceful part is thin though.
  • Makeup Is Evil: Downplayed, as she's more petty and despotic than evil, but she's the only character in the show aside from Toyo to have conspicuous lipstick over her mouth.
  • No Name Given: Her name comes from supplementary materials in the anime.
  • Not So Above It All: In the anime, when the Landlady unrobes and proceed to captivate the men around her by swaying her boobs, Chichi can be seen for a moment gazing them with a blush.
  • Parasol of Prettiness: Carries a parasol, and almost used it to beat up the kid who bumped into her.
  • Pet the Dog: In the introduction, she does toss a coin at the poor flat-chested beggar.
  • Rich Bitch: Chichi is pretty much an example of why the boob-based society of the series doesn't work.
  • Screw This, I'm Outta Here: When the Landlady flashes the crowd with her much bigger breasts and captivates them all, Chichi, who was already defied and insulted in public by Chifusa, feels humilated and leaves in a huff.
  • We Will Meet Again: Shout this at Chifusa as she leaves. They do not meet.

     Landlady/Okami 
The busty landlady of an inn whose secrectly a Manyuu assassin.
  • Bitch in Sheep's Clothing: She's at first seems like a polite and kind innkeeper, but is actually a Manyuu assassin that plans to kill Chifusa.
  • Composite Character: The anime version of her is largly the same as her manga counterpart, except that her introduction in the anime is the same as Ame Shuji's in the manga (who was Adapted Out of the anime).
  • Easily Forgiven: Despite trying to assassinate Chifusa, Chifusa and Kaede leave behind a hand-made bra and a manual with techniques to keep her breasts from sagging along with their pay for the night's stay. Justified in that they're showing gratitude for her hospitality, and Okami is genuinely grateful for these gifts.
  • Everyone Calls Her "Barkeep": She only ever referred to as "landlady" or "hostess" by Chifusa and Kaede.
  • No Name Given: She's never officially been given a real name.
  • Show Some Leg: In the anime, she prevents a fight between Chifusa and Chichi by showing her breasts in public and jiggling them around to distract everyone.
  • Slippery Skid: In the manga, she accidently slips on a puddle of breast polishing lotion and hits her head on a bucket, knocking her out. This doesn't knock her out in the anime.

     Toyo 
The representative for the boob-shaking festival from the rival village, she competes against Chifusa and tries to use her humongous "explosive breasts" to win.
  • Big-Breast Pride: She's clearly not ashamed of her Brobdingnagian assets, and more than willing to use them.
  • Break the Haughty: She's rather smug and confident that Hatomune would fall for her. She's left dumbstuck and humiliated when Hatomune's own... philosophy over what's more fanserviceful allows Chifusa's team to win... by sheer chance.
  • Cheaters Never Prosper: Zigzagged in that Toyo herself actually follows the rule of the competition to a T and ultimately loses because of a Wardrobe Malfunction and Hatomune's philosophy on Fanservice, but on the other hand her team did hire an assassin with a Breast-cutter to deal with their rivals and tried to sabotage the competition.
  • Makeup Is Evil: Like Chichi, she's the only other character who wears visible lipstick, and is a haughty antagonist.
  • Sarashi: Her challenge outfit features hakama and sarashi, nothing else. How she manages to not suffer a Wardrobe Malfunction like Chifusa, despite having even bigger breasts than she does, and putting more effort into making them bounce, is a mystery.
  • Shameless Fanservice Girl: Shaking breasts, making them bob up and down? She even looks joyful about it. She was even willing to show Hatomune her naked boobs, which she does.
  • Suspiciously Similar Substitute: In the anime, she is quite similar to Chichi from the previous episode/chapter, though not to the extent the Manyuu Hikencho wikia claims.

     Hatomune Mie 
A perverted but just Daimyo who adores breasts and becomes enamored with Chifusa. Despite his unassuming looks and habits, he can sometimes be a force to be reckoned with.
  • Bunny-Ears Lawyer: In his first appearence, he's seemingly completely charmed by Toyo's Explosive Breasts... but after the tournament ends he makes her no favor and makes sure her party pays for their sabotage.
  • Butt-Monkey: In episode 4 he's caught and groped by the perverted Octopus, while in the fifth he falls into a trap and is left Bound and Gagged by the "monsters", and when Chifusa and Kaede meet him they pretend they haven't seen him.
  • Chivalrous Pervert: A boob-loving pervert of a man who's surprisingly nice: when he rescues Chifusa and she's willing to let him grope her as a reward, Mie gallantly refuses.
  • Crouching Moron, Hidden Badass: A comically short, pudgy middle-aged man who nearly dies at the sight of some Gainaxing. Nothing remarkable until he notices that someone left a scratch on Chifusa's beautiful breasts he goes all out and takes down all the garrison of the castle she was kept in.
  • Distracted by the Sexy: After the boobs-shaking festival he gives a long and serious speech... all while looking intently at Chifusa's breasts.
  • King Incognito: When he reappears, Mie is pretending to be a commoner. He's surprisingly well-liked.
  • Lovable Sex Maniac: He's a sucker for boobs, but apparently, aside from Chifusa and Kaede, commoner girls apparently like him well enough.
  • Unstoppable Rage: When he realizes that someone cut Chifusa's beautiful breasts, the arc villain soon run out of henchmen.

     Oiso 
A diver with huge breasts who's dissatisfied with them, as they're an obstacle to her career.
  • Ambiguously Brown: Given that she works at sea, she could be very tanned.
  • Blessed with Suck: Her huge breasts make her highly desirable... but she's above all a diver, and they're in the way of her job.
  • D-Cup Distress: One of the few people in the show who doesn't like her huge mammaries and is grateful when Chifusa absorbs them. Kaede hates her for this.
  • Damsel in Distress: In the climax of episode 4, she's captured by the perverted Octopus and Chifusa has to rescue her underwater before she's subjected to... that.
  • Lovable Sex Maniac: She loves to fondle Chifusa and at one point pretty much asks her to stay with her. Kaede isn't amused.
  • No Sense of Personal Space: Loves to clinge to Chifusa and grope her.

     Momoha Munamori 
A girl from the Munamori clan who acts under the identity of "Oppai Kozo", the thief of boobs who steals from the busty and gives to the flat-chested.
  • Just Like Robin Hood: Rumored to steal from the busty, she actually doesn't know Chichinagashi, only a series of techniques to enhance the growth of breasts.
  • Killed Off for Real: She's cut down by Ouka and dies in Chifusa's arms to show that things got serious.

     Tsuyuha Munamori 
Guardian of the Munamori village were the secret of Chichinagashi and Nyuuki (Boobs' Energy) is kept.
  • Action Mom: At first she looks like a harmless mother, but do not be fooled, she manages to defeat at least one of the Manyuu's elite assassins on her own.
  • Let's Get Dangerous!: When the assassins and Ouka arrive, she wields a Naginata, dons a jinbaori and proceeds to show that yes, she can use the unpolished Chichinagashi.
  • Naginatas Are Feminine: She's a motherly samurai lady and of course her weapon is a naginata, which has the same proprieties as a Chichigiri sword.
  • True Blue Femininity: A Yamato Nadeshiko mother dressed in a light blue kimono.

     Manyuu Assassins 
A quartet of elite assassins sent by Muneyuki to kill Chifusa before she can learn the Chichinagashi.
  • All There in the Manual: Their names come from the anime character sheet. We have Yasha (the red-head), Kirino (the brunette with the ponytail), Kasumi and Kagero (the twins).
  • Arrogant Kung-Fu Guy: All four of them are overconfident and arrogant. Losing their breasts to Kagefusa and Tsuyuha deflates their ego.
  • Bullying a Dragon: They all treat Ouka with contempt and downright insults her in spite of her superior skills, and all because she has little breasts compared to their massive chests.
  • Creepy Twins: Kagero and Kasumi are twins with white hair and creepy looks.
  • The Immodest Orgasm: The Manyuu style Chichigiri is painful for the receiver, but when Kirino is sliced across the chest by Tsuyuha and is subjected to the true Chichinagashi she screams how pleasurable it feels before fainting with a blissful face, visibly blushing.
  • Laser-Guided Karma: They mock Ouka as a disgrace to the Manyuu clan for her lack of breasts. By the end of the episode, they are now flat while Ouka recovered her bust.
  • Ninja: They are the Elite Mook counterpart of the standard Manyuu Kunoichi fought by Chifusa.
  • The Stoic: Yasha, the red-headed one, is much more collected and calm than her colleagues.
  • Wolfpack Boss: They have no qualms fighting Chifusa four on one. When Tsuyuha and Kagefusa lend a hand though, they're proven powerless.
  • The Worf Effect: They're apparently among the top brass the Manyuu clan can muster... they're promptly defeted and lose their boobs to Tsuyuha and Kagefusa.

Top
