    Brok the InvestiGator
https://static.tvtropes.org/pmwiki/pub/images/brok_the_investigator.png
Voiced by: Bryan J. Olson
Species: Croc / Gator (unidentified)
Age: 35

The titular character of the game. An (unlicensed) private detective (and part-time handyman, and former professional boxer) living in the Slums with his stepson, Graff.

  • Barefoot Cartoon Animal: He doesn't wear shoes and is an anthropomorphic crocodile/alligator private investigator. He wears a pair of white sandals when he is 85-year-old in the "Till the End of Time" ending, however, making this a Zig-Zagging Trope.
  • Baritone of Strength: Brok has a deep and smooth voice befitting that of a private eye who can put up his dukes if push comes to shove.
  • Big Eater: Brok has quite the healthy appetite, to say the least. There are several moments in the game where he talks about foods in a favorable way, and he has to resist helping himself to some leftover energy biscuits at a crime scene in Chapter 4.
  • Bruiser with a Soft Center: Despite his hardships, Brok can be a Nice Guy by defending the Tramp from the Squealers, forgiving Sin, saving RJ's life, etc.
  • Chekhov's Gun: The magatama necklace that he wears is noted by The Gloom to be made out of heptamide, an alloy that can act as an extremely powerful source of energy. It is later used to power Shay's time machine in certain endings.
  • Determinator: Brok possesses a strong will to forge ahead and get to the bottom of a case, even if the odds are stacked against him. He even boasts that he will never stop "as long as (he) keeps living."
  • Does Not Like Spam: Examining the goat cheese in his apartment's fridge will make Brok mentions his distaste for cheese and similar things "produced by another person's body," and that he only buys it for Graff.
  • Driven to Suicide: His ultimate fate in the "Fall" ending. After accidentally killing Graff and realizing with Shay's letter that he has become no better than the criminals he's fighting against, Brok throws himself off the top of the building where he and Lia often meets 5 years ago, hoping to join her, Graff, and his grandpa in the afterlife.
  • Fedora of Asskicking: Dons a classy purple fedora as part of his detective getup. He even wears it while sleeping or napping, and only takes it off during showers. It was a gift from Graff, received recently enough to prove that a picture of Brok wearing it years ago is suspiciously anachronistic. In the "Out of Loop" ending, it vanishes from the top of his head after a time paradox erases Graff alongside Shay's garage.
  • Genius Bruiser: A former boxer and a competent investigator (and handyman).
  • Green Gators: He's bright green, like most cartoon gators out there.
  • Hair-Trigger Temper: He struggles with reining in his temper in certain situations; a flaw that becomes more and more pronounced if Brok relies too much on brute force when solving puzzles. This will bite him hard in the "Fall" ending, where Brok not only kills the Squealers Chief despite Dee and/or Ott's plea for mercy, but he also snaps and beats Graff to death in the midst of a heated argument at their apartment. By the time Brok manages to cool off, it was too late to resuscitate him.
  • I Meant to Do That: Brok sometimes comes up with flimsy justifications as to why he's doing things that are nonsensical and/or are questionably legal, such as walking around on a table or taking food that doesn't belong to him, with varying degrees of success.
  • The Immune: The effects of the Haze that plagues other Slumers, Graff included, somehow doesn't affect him. He volunteers to let scientists use him as a lab rat in an effort to create a permanent vaccine to it in the "Rupture" ending, with little to no success.
  • I Will Wait for You: A platonic example with Graff in the "Till the End of Time" ending, where Brok does his best to wait for him after he used Shay's time machine to travel 5 years into the past in an attempt to save his mother and Ott, who got killed by the Squealers. While he waited, Brok pulled all stops to improve life for himself and a few others still residing in the Slums, and he succeeded. Eventually, Graff, who has failed his mission and is still a teenager, reunites with an 85-year-old Brok sitting alone on a rocking chair in 3085 A.R. They share one last hug before Brok passes away from natural causes.
  • Only One Name: He doesn't have a last name. He's just Brok.
  • Perpetual Poverty: More often than not, Brok complains about being broke and not having enough money for a lot of things. His preference for eating real foods, which are mentioned to be a lot more expensive compared to meal replacement tubes, also contributes to his financial problems. It's revealed later in the game that he has access to a bank account under Lia's name with 100,000 Unis on it. However, he intends on having Graff inherits it upon his sixteenth birthday, so he won't be poor after becoming a Drumer.
  • Punny Name: He's an alligator who's also an investigator. Subverted in that nobody, not even Brok himself, knows whether he's a crocodile or an alligator.
  • Real Men Wear Pink: Aside from being a skilled fighter and a competent investigator, Brok is also a decent cook. He can potentially cheer Graff up by cooking up a fantastic meal near the end of Chapter 2, regardless of whether or not he succeeds at making it to the Science Fair at the Consciousness Center on time.
  • Stout Strength: Brok used to be a heavyweight boxer and currently weighs at 220lb (while his character design suggests considerably more), so this is to be expected. It's also mentioned on his reference sheet and in an in-game tutorial that he's much more agile than he looks.
  • Take My Hand!: He tries to get Graff to hold his hand when his stepson gets caught in the time paradox in the "Out of Loop" ending. He doesn't succeed.
  • Taking the Bullet: In the "Rupture" ending, Brok leaps in front of Graff to protect him from getting shot by Wes, or rather, P-26 during the climatic confrontation at the Garbage Dumps. He gets badly injured as a result, and when he regains consciousness in a hospital one week later, Graff informs him that he can no longer walk since his spine was permanently damaged. However, after the Slums' fighting pits gets reopened an unspecified amount of time later, Brok is later shown making his grand comeback as a professional boxer while standing on his own two feet, confirming that the damage was far from long-lasting.
  • Trademark Favorite Food: Antburgers. In the Non-Standard Game Over screen obtained from losing in a plot-mandated Virtual Arena fight, two of them are even seen spinning above his head!
  • Tragic Keepsake: The magatama necklace he wears used to belong to Lia.
  • Would Hit a Girl: Brok can accept (or refuse) Dee's request to fight her after he knocks her down for the first time in the Virtual Arena. He can also hit Shay, the Merchant at Sector 56X, and Dee, once she joins him in the latter half of his investigation, for no reasons.

    Graff Filsh
https://static.tvtropes.org/pmwiki/pub/images/graff_brok_the_investigator.png
Voiced by: Michael Kovach
Species: Cat
Age: 16 (reference sheet) 15 (in-game, days away from 16)

Brok's stepson and son of Lia (Brok's deceased wife), whose birth father is not a part of his life. He is a student at the Consciousness Center and is working to become a Drumer.

  • But Now I Must Go: He leaves Brok's apartment permanently in the "Canonical" ending, but not before putting a farewell letter on the table for him to find, in an attempt to lead a more independent life away from Brok while also trying to find a way to pay him back for the money he foolishly spent on getting The Gloom to change his test result.
  • Disappeared Dad: Not Brok, but his biological father Remn. In an optional conversation with Klay at the Bunker, Graff mentions that he left him and his mother when he was about five years old, with his current status and whereabouts unknown.
  • Fragile Speedster: Graff is a good fighter who uses his speed to his advantage, and his moveset includes a slide kick (replacing Brok's Powerful Punch), a Goomba Stomp that can be executed thrice, and a 360-degree leg sweep as his backward attack (which differs from Brok's Tail Slap). However, he can't take as many hits as Brok. Justified as he's still just a teenager, and the enemies he faces are either adult thugs or robots who are physically stronger than him. Managing to get off his special attack helps this for a short time, as he gets temporary buffs to offense and defense afterward.
  • Hates Being Touched: Graff has haphephobia and is a survivor of abuse.
  • It's All My Fault: He blames himself for being the (indirect) cause of Ott's death on the path to the "Till the End of Time" ending, and his guilt motivates him to get inside Shay's time machine and use it to travel back into the past in a desperate attempt to save not only him, but also his mother. Unfortunately, his effort was unsuccessful.
  • I Know Mortal Kombat: Zigzagged. His primary means of gaining XP and leveling up is through playing the Virtual Arena game on his tablet computer in his bedroom since Shay doesn't allow him to use Brok's VR cabin or enter the room where it's located. However, he has some actual combat experience thanks to the self-defense lessons he took at the Consciousness Center, and it's likely that Brok, who used to be a pro heavyweight boxer, has given him some pointers.
  • Jerk with a Heart of Gold: Moody teenager tendencies aside, Graff can be a nice kid who cares deeply for his family and friends. He even goes out of his way to help clean The Tramp's stove after using it to melt down a plastic figurine to fix his damaged science project, courtesy of Klay.
  • Ret-Gone: He gets erased alongside everything related to Shay after getting caught in a time paradox in the "Out of Loop" ending. He's not completely forgotten, however, as Brok - now a professional boxer in the rewritten timeline - decides to name his future child after him.
  • Trademark Favorite Food: Cheese, which he cheerfully describes as "the best thing in the world" should he examines the meal replacement tubes next to the food incubator at Shay's garage. Using the goat cheese as one of the cooking ingredients while playing as Brok in Chapter 2 is a surefire way to cheer Graff up and raise his Relationship Values with Brok.
  • You're Not My Father: In the "Canonical" ending, Graff shouts this phrase word for word to Brok before storming off to his room once and for all.

Slumers

    Shay
https://static.tvtropes.org/pmwiki/pub/images/shay_brok_the_investigator.png
Voiced by: Daisy Guevara
Species: Bird (Buzzard)
Age: 35
A brilliant but eccentric inventor and Brok's best friend since childhood.
  • Affectionate Nickname: Frequently calls Brok "Bro".
  • Hopeless Suitor: The "Diary" ending reveals that Shay harbored romantic feelings for Brok, but she couldn't tell him partly because she never found the courage to say how she truly felt for him and Brok returning those feelings will result in them becoming Ret-Gone together.
  • Ret-Gone: Her very existence is dependent on the time loop she sets up in the "Canonical" ending, causing her and all traces of her existence, including people's memories, to be erased in every other ending.
  • This Cannot Be!: This is her reaction if Brok dies in the Virtual Arena fight against Dee Silver.
  • Walking Spoiler: Due to her creating a time machine that plays a huge role in nearly every ending.

    The Tramp
https://static.tvtropes.org/pmwiki/pub/images/the_tramp_brok_the_investigator.png
Voiced by: Matthew "MegaPiemanPHD" Simmons
Species: Muskrat
Age: 48
A former soldier of the Atlasian military now living his life as a beggar trying to survive the harshness of the slums.
  • Connected All Along: He eventually turns out to be Ric, a friend of Brok's Grandpa who chose to squat near Brok and Graff's apartment to keep an eye on the investigator.
  • Hobo Gloves: Wears a pair of fingerless gloves not only to showcase his poverty, but also his past as a soldier.

    Seller/Merchant Girl
Voiced by: Ginger Sue
Species: Goose
Age: 47
A female goose selling trinkets related to the Untail on a street outside Sin's apartment.
  • Granola Girl: She rambles about a god called the Untail and has high hopes for the Slumers.

    Bolt
https://static.tvtropes.org/pmwiki/pub/images/bolt_brok_the_investigator.png
Voiced by: Mike Varker
Species: Robot
A depressed robot that Brok finds in the border of the Drums and the Slums, awaiting decommissioning after being fired from his job as a postman.
  • Strange-Syntax Speaker: He speaks - in this fashion, which - can be attributed - to him - being an old robot.

    Wes
https://static.tvtropes.org/pmwiki/pub/images/wes_brok_the_investigator.png
Voiced by: John Van Doren
Species: Otter
Age: Over 70 years
The Chief of Police of the Slums and an old acquaintance of Brok.
  • Accidental Misnaming: He has a habit of referring to Brok as "Pork".
  • Terrible Artist: Although he was known for being a good profile artist back in the day, the pictures currently scattered throughout his office show that he's since lost his touch. This, combined with a clue stating that "AIs have no artistic ability", foreshadows his true identity in the latter half of Brok's investigation.

    The Director
https://static.tvtropes.org/pmwiki/pub/images/the_director_brok_the_investigator.png
Voiced by: Melissa Medina
Species: Robot
Age: ???
A female robot and the director of the Consciousness Center. She is the adoptive mother of Klay.
  • Heroic Sacrifice: On the path to "Canonical" "Fall", and "Slumer" endings, once she realizes that Wes - aka P-26 - has no intention of changing of genocidal ways, the Director opts to blow herself up alongside him to put a stop to his plan.
  • Super Prototype: The majority of robots seen throughout the setting are mass-produced and simplistic "Tribot" models, but she displays a degree of sentience comparable to a real person. Her official designation is even "Prototype 19", aka P-19.
  • Taking You with Me: Unable to convince P-26 to change his genocidal ways, and unable to permanently contain him, she ends up self-destructing while holding him down in order to put an end to his plans.

    Ott
https://static.tvtropes.org/pmwiki/pub/images/ott_brok_the_investigator.png
Voiced by: Lee Foster
Species: Otter/Warthog mix
Age: 16
An Otter/Warthog hybrid, a fellow student and best friend of Graff and nephew of Wes.
  • A Dog Named "Dog": He's an otter/warthog hybrid named Ott.
  • Fat Best Friend: He's Graff's best friend, and quite pudgy. It might be because he's part Warthog.
  • Kill the Cutie: Falls victim to this in the "Till the End of Time" ending, where he gets murdered by a frightened Kins in a kneejerk reaction after Graff, who has defeated most of the Squealers in self-defense, threatened to kill him. The guilt of being the (indirect) cause of his best friend's death motivates Graff to use Shay's time machine to travel back in time to not only save him, but also his mother.
  • Mistaken for Murderer: Brok can deliberately choose to accuse Ott of being the murderer in Chapter 4, even though he rightfully points out that there is no evidence to indicate that he's guilty of the crime. If Brok goes through with the accusation anyway, then he will fail the investigation and will be reprimanded by Wes.
  • Potty Failure: Should Brok choose the violent option of knocking Ott out whilst in Wes' office (as opposed to getting him to run to the bathroom via subtle suggestions), he will notice that he has "relieved" himself. Justified, as Ott stated earlier that he was holding his bladder to watch over his uncle's office until Wes came back.

    Klay
https://static.tvtropes.org/pmwiki/pub/images/klay_brok_the_investigator.png
Voiced by: Brandon Jenkins
Species: Mountain Lion
Age: 16
An insufferably arrogant student of the Consciousness Center, son of the Director and rival of Graff.

    Stubot
Voiced by: Philip Sacramento (like other Tribots)
Species: Robot
Age: ?
A special Tribot meant to serve as the "baseline" for tests held at the Consciousness Center.
  • Here We Go Again!: If both he and Klay are alive when an ending is reached, Klay decides to appoint Stubot as the new Director rather than take command of the conscious center himself. Stubot immediately starts preparing its first lesson plan, titled "Humans Never Learn".

    R.J.
https://static.tvtropes.org/pmwiki/pub/images/rj_brok_the_investigator.png
Voiced by: Michael Kovach
Species: Bear
Age: 38
A very strong, but somewhat dim, policeman of the slums police department (and one of the very few organic staff of said police department)
  • Accidental Murder: If Brok gets into a fight with R.J. and loses, Brok dies, it’s even implied that his neck got broken during the fight. R.J. then realizes in horror he killed another person. This naturally gives the player a game over.
  • All There in the Manual: Zig-zagged. His first name is indeed stated in the game, but only the official Cowcat games twitter account reveals that his initials stand for "Ray Junior".
  • Bear Hug: Fittingly enough, he gives this twice during the game. He gives one to Brok should the detective save him by giving him a Toxout pill, and another to Ott when Ott gives him his job back. Both characters complain how his hugs are too strong.
  • Mighty Glacier: R.J. isn't a nimble fighter by any means, but he's built like a tank and hits like a truck. He can also uses a telegraphed Counter-Attack, Mike Haggar-style flying body presses, and a running charge that will leave him dizzy for a few seconds if he runs into a wall.
  • This Is Unforgivable!: He considered Sin to be his friend. However, Sin destroyed his friendship with him after Sin attempted to steal his identity by drugging him and stealing his uniform and equipment. Whilst Sin did have a rather sympathetic motive, R.J. is understandably not in the forgiving mood considering that he was drugged, robbed and risked losing his job. Ironically, he also blames Brok for ruining his life, but easily forgives him after he manages to save him from the pollution.

    The Gloom/Hacker
Voiced by: Edwyn Tiong
Species: Mouse
Age: ???
A shifty hacker who hides out at one of the Slums' more dilapidated areas and makes a living carrying out less-than-legal activities on the Triweb. He's more than willing to help other people dig up private information and break into secure channels...for the right price.
  • Insistent Terminology: Hates being called a "rat" instead of a "mouse".
  • Sdrawkcab Alias: On the final day, Graff learns about his existence due to a letter he sends to Brok under the alias "REKCAH".

Drumers

    Sin Silver
https://static.tvtropes.org/pmwiki/pub/images/sin_silver.png
Voiced by: Philip Sacramento
Species: Kangaroo
Age: 33
A new recruit to the slums police department who hires Brok to help him with a problem.
  • Accidental Murder: If Brok keeps hitting Sin for no reason or he deduces that Sin is the Pharmacy Thief, Sin will attack Brok. If the player’s fighting skills are not good it is possible for Brok to get killed by Sin. Sin didn’t mean to kill Brok as he was either provoked if attacked, or backed into a corner if Brok found out about his Pharmacy theft. Needless to say this nets the Player a Game Over.
  • Interspecies Romance: He's a kangaroo who's married to Dee, who's a dingo.
  • Ironic Name: Sin is a rather unusual name for a high-strung police officer whose only 'crime' was losing his gun. Subverted when it was revealed he drugged his partner and friend R.J., stole his uniform and gun, and then break into a pharmacy on Drumers Street to get his hands, or rather, paws on a drug called Oblivion that will wipe his wife's memory just so he can see his young daughter after he got caught having an extramarital affair. Subverted again when it turns out much later in the game that the footage of him cheating on his wife was doctored, meaning he was never guilty of committing adultery in the first place.
    • In the mid-credits scene where he and Dee are alive, his wife finds out that he's treating their daughter to some anties, which he has also been eating. After Sin admitted to his "crime" and wonders if he should return to jail to get more Oblivion, Dee reassures him by declaring him innocent.
  • Long-Range Fighter: His only form of offense consists of him hurling his large collection of glasses at Brok while hopping around like, well, a roo.
  • Plot-Inciting Infidelity: When he is exposed as a fake cop, he admits that the main reason why he's staying in the slums is that his wife discovered a video of him cheating on her with another woman. Though Sin denies having cheated on her, this still resulted in his wife throwing him out of the house. However, his wife, Dee, later discovers that the footage was faked and Sin was completely innocent, making it a Plot-Inciting Fake Infidelity.
  • What the Hell, Hero?: Keep hitting him without deducing that he is the pharmacy thief and he will engage in a fight with you, this causes the current game to be unwinnable until you continue after the death/game over screen as the only thing you can do is get killed by Sin or you kill him, but killing him causes Brok to resign in shame since he just killed an innocent person.

    Dr. Mink
https://static.tvtropes.org/pmwiki/pub/images/dr_mink_brok_the_investigator.png
Voiced by: Austin Schmidt
Species: Mink
Age: 37
A Drumer scientist who specializes in nanotechnology.
  • A Dog Named "Dog": He's a mink scientist whose name is Dr. Mink.
  • But Now I Must Go: Should the real culprit of Chapter 4 be exposed, then the after-credits reveals that Dr. Mink will quit his job, because he realizes that he's been a scientist for so long that he doesn't know anything else. So, he's leaving to live a normal life.
  • Everyone Has Standards: Despite his petty rivalry with Dr. Hush, he is horrified by his attempted murder at the hands of his own butler bot, Tidy.
  • Not That Kind of Doctor: Said word for word when Brok asks him if he could help him with the Tramp's medical prescription. Still, Dr. Mink updates the prescription, allowing Brok to gain a bagful of the Tramp's medicine.
  • What the Hell, Hero?: Hit him, and he will understandably be pissed at you, keep hitting him and he will call for the Rat Guard to kill you.

    Dr. Hush
https://static.tvtropes.org/pmwiki/pub/images/dr_hush_brok_the_investigator.png
Voiced by: Brandon Jenkins
Species: Tiger
Age: ?
Dr. Mink's coworker, who appears to have been the victim of a great tragedy.
  • Et Tu, Brute?: If he is saved and learns that his robot butler, Tidy is the culprit behind his murder, he's heartbroken.
  • Neat Freak: It's noted repeatedly in the investigation concerning his supposed death that he was obsessed with tidiness and order.
  • Reports of My Death Were Greatly Exaggerated: The investigation concerning his murder turns on its head at the end, when Brok comes to the conclusion that the only way the body could've been moved from its intended position is because Dr. Hush is still alive, thanks to Accel500 - medicinal pills he takes to boost his physical activity while working in a largely-sedentary lab environment - causing the poison in his system to have a less potent effect.

    Tidy
https://static.tvtropes.org/pmwiki/pub/images/tidy_brok_the_investigator.png
Voiced by: John Van Doren
Species: Robot
Age: ?
Dr. Hush's robot assistant.
  • A.I. Is a Crapshoot: It was the one that attempted to murder Dr. Hush, because Dr. Hush tried to install firmware on it from the creator of the Prototypes, which gave it the emotional capability to resent its "Daddy" treating it as nothing more than a maid and guinea pig.
  • The Butler Did It: Tidy was the one who attempted to murder its creator just because it was sick of cleaning up after him and given no respect for its work.
  • The Nudifier: Apparently, one of the features that Dr. Hush programmed on Tidy was the ability to strip clothes, because "he likes getting naked" in the robot's own words. Tidy even proposes to do this feature on Brok, in which the latter politely declines.

    Guard
Voiced by: Michael Kovach
Species: Rat
Age: ?
A Squealer trying to make an honest living as the security guard for the laboratory Dr. Mink and Dr. Hush work in.
  • Reformed Criminal: He tries his best to distance himself from the other Squealers, but it's hard due to sharing the same race.
  • What the Hell, Hero?: If Brok keeps hitting him for no reason, the Guard will arrest Brok. This results in a death/game over.

    Dee
https://static.tvtropes.org/pmwiki/pub/images/dee_silver_brok_the_investigator.png
Voiced by: Erin Lillis
Species: Dingo
Age: ?
A Virtual Arena fighter who battles Brok and later plays a critical role in resolving his investigation.
  • Action Girl: She employs an agility-based fighting style which incorporates the use of a pair of escrima sticks. She is also an Action Mom once it's revealed she is Sin's wife and mother to their unnamed daughter, who is well-aware of her vigilante activities.
  • Chekhov's Gunman: She makes a very brief appearance early in the game, as part of an activity not directly connected to the main plot, and is then not seen again until playing a very important role in the story's climax.
  • Connected All Along: Her full name is Dee Silver, and she turns out to be the wife of Sin Silver.
  • Good Is Not Nice: She may be a vigilante journalist fighting to unravel The Conspiracy along with Brok, but that doesn't mean she will shy away from committing morally-questionable actions to further her goals. While taking refuge at the Bunker, the same one where Graff and Klay's second Drumer trial took place, with Brok and Dr. Gherkin from a mob of homicidal Tribots, she straps the doctor to a panel on the wall, which is hooked up to a button that will electrocute him when pressed, while trying to get him to spill the beans on certain topics.
  • Interspecies Romance: She's a dingo who's married to Sin, who's a kangaroo.
  • Intrepid Reporter: She's a professional journalist whose search for the truth led to the government sabotaging her life, which drives her to search harder instead of deterring her.
  • It's Personal: She was made to believe that her husband, Sin, was being unfaithful to her. However, she later discovered that the footage of the supposed cheating was in fact faked because the government wanted to prevent her from exposing their nefarious secrets. Now she's on a quest for retribution on the government for having ruined her life and tore her family apart.
  • Sixth Ranger: She becomes a vital ally to Brok near the end of the game, even fighting alongside him during the dramatic final confrontation.
  • What the Hell, Hero?: If Brok hits her, she will retaliate by hitting him back, and her attacks actually do a bit of damage to Brok. Do it too much and it is possible for Brok to get killed by her.

    Dr. Gherkin
Voiced by: Anthony Ray Morales
Species: Stork
Age: 65
A man of significant social standing who has heard of Brok before, and calls the investigator to act as his bodyguard after a check-up at the Tribot factory goes awry.
  • Plot Armor: Despite being stylized as a character who can die, the closest he can do is being Ret-Gone in the "Drumer" or "Till the End of Time" endings.
  • Token Human: Well, stork. He is the only member of the Triangle that isn't a robot.

Antagonists

    Squealers Chief
https://static.tvtropes.org/pmwiki/pub/images/squealers_chief.png
Voiced by: Joseph Wilson
Species: Rat
Age: 45
The big cheese of the squealers who makes all of the rules.
  • At Least I Admit It: He has a habit of comparing himself to Brok, but freely admits his love of brutality and thinks that Brok is lying about his own love of it.
  • Even Evil Has Standards: He tells a tied-up Graff that he and his subordinates only kills people when it's necessary.
  • It's Personal: He has a vendetta specifically against Brok, seemingly for messing with his gang early in the game but actually due to Brok helping the Atlasian military when the Squealers were revolting against the government for unfair treatment.
  • Sadistic Choice: If Graff is unable to escape from the Squealers after they have kidnapped him and Ott, the Chief will forces him to pick between saving his best friend or some Slumers at a hospital from getting killed via hidden bombs they have planted beforehand, going as far as to order Kins to gag Ott in the next room to put extra pressure on the cat. After rubbing the fact that Graff has become a murderer in his face, the Chief reveals that it was all a ruse: there are no bombs, and the sound of an explosion actually comes from speakers that the Squealers have set up in their lair.
  • No Name Given: Unlike Kins and Dart, he is only known as the Chief of the Squealers.

    Dart
Voiced by: Joshua Cookingham
Species: Rat
Age:: 32

  • Co-Dragons: With Kins to the Chief.
  • Mighty Glacier: He's not as agile compared to Kins, but his attacks deals a ton of damage and he's more than capable of taking out Brok, but Graff moreso, with just a few hits on Hardcore difficulty.

    Kins
Voiced by: Joshua Cookingham
Species: Rat
Age: 25

  • Co-Dragons: With Dart to the Chief.
  • Lean and Mean: Kins is a lot skinnier than the Squealers Chief and Dart but are just as cruel as them. Like Graff, he can also uses a slide kick that can knock down the cat or Brok.
  • Momma's Boy: In the Modular Epilogue, if the Squealers Chief is killed, Kins and Dart start bickering about who should take charge of the Squealers, before an off-screen female voice tells them to pipe down because of the sleeping babies, which Kins responds to "Sorry, moms..."
  • My God, What Have I Done?: In the "Till the End of Time" ending, he's legitimately shocked after he accidentally kills Ott, whom he has taken hostage, in a fit of panic when Graff threatened to kill him.

    Prototype 26 (MAJOR SPOILERS
https://static.tvtropes.org/pmwiki/pub/images/p_26_brok_the_investigator.png
Voiced by: John Van Doren
Species: Cyborg
Age: ?

  • Big Bad: Both the mass execution of former prisoners and the defective medication provided to Slumers are due to him.
  • Creative Sterility: Part of Brok's realization that Wes was converted into a robot is that robots are incapable of creativity, which explains why Wes became a Terrible Artist following his accident.
  • Even Evil Has Loved Ones: Despite his vile nature and genocidal plans, he still loves his nephew, Ott. If Ott is present, he will saddened that his nephew knows his true identity and goals, having wanted to spare Ott the truth. One of Brok's dialogue options once Wes in his mechsuit grabs Brok has the former informing Wes that his nephew might be in danger, causing Wes to give out a shocked "What?!".
  • Flunky Boss: When he traps Brok and Dee, he summons dozens of bots to aid him.
  • Hero Killer: He can end up killing Brok and/or Dee during the meeting at the Garbage Dumps, which will lead to different endings.
  • Karma Houdini: Wes gets away scot-free in the "Broken Detective" ending after killing Brok and Dee and letting all the Slumers sans Graff and Ott to die to the Haze outside the Dome. He's also still at-large in the "Fight Together" ending, where, without Brok to deduce that Wes has an ulterior motive, Dee gets betrayed and killed after giving Wes her memory card.
  • Misplaced Retribution: A robotic criminal from the Drums caused his accident and is directly responsible for his Unwilling Roboticisation, but he unfairly takes it out at the Slums instead.
  • My God, What Have I Done?: This can occur in the "Rupture" ending. If Ott and Graff escape from the Squealers together, they'll arrive at the final confrontation Brok and Dee have with Wes at the Garbage Dumps before it actually begins, which culminates in Brok taking a near-fatal shot from Wes to protect Graff. Wes, who believed that all criminals were irredeemable and that Brok was a criminal for not saving his wife, is stunned by his act of selflessness. When he walks away to parts unknown, Dee dissuades Graff and Ott from giving chase, convinced that he has realized the error of his ways.
  • Not Me This Time: When Brok accuses him of starting the fire that killed Lia, Wes denies any involvement. Wes admits that he did all he could to investigate Lia's death but was ultimately uncertain if there was any foul play, and so concluded that the fire that killed Lia was really just an accident that occurred during the global power shutdown.
  • Not-So-Well-Intentioned Extremist: His motivation is ending crime. He's going about this by executing imprisoned criminals and sabotaging the life support of the demographic most likely to turn to crime to make ends meet. However, he has no qualms in also killing Drumers and innocent Slumers and refuses to acknowledge that doing so makes him worse than the criminals he killed.
  • Pragmatic Villainy: He allows Graff to enter the Dome alongside Ott in the "Broken Detective" ending, likely knowing that his nephew will never forgive him if he lets his one and only best friend succumbs to the Haze along with the other Slumers.
  • Unwilling Roboticisation: Five years ago, during the investigation of Lia's death, Wes was in an Aircar accident. Unable to save his physical body, his brain was converted into data by the same inventor that made the Director, and Wes gained new life as P-26.
  • Walking Spoiler: He only shows up on the game's final day, is a different version of an already-mentioned character, and is behind the conspiracy that most of Brok's investigation is dedicated to unraveling.
