From left to right: The original Moebius Y, Z, and X.

A mysterious group pulling the strings behind the Keves/Agnus war.

    In General
  • 0% Approval Rating: Even people in the Colonies who dislike Ouroboros prove to despise the Consuls even more when push comes to shove. The sole exception is Triton, who is well-liked by Colony 15... even if they like to take the piss out of him from time to time.
  • The Ageless: Moebius are immortal; when someone becomes Moebius, they stay at that same age for all eternity. The original 3 have been around since the beginning of Aionios, yet, as the rulers of this world, they don't age either.
  • Alphabetical Theme Naming: There is a Moebius for almost every letter of the Latin alphabet. The only letter for the Moebius theme naming whom doesn't appear in the game is A.
  • Always Chaotic Evil: Justified; Moebius are deliberately screened for membership before they become Moebius, meaning that one has to already be someone who would already turn their back on humanity to preserve the Forever War at all costs for whatever reason, even before they get that power. As shown by J, awakening to all their Past-Life Memories sends those who still had qualms over the deep end, with the realization of how inescapable the war is causing them to draw into themselves and come to see strength as the only measure of worth. It ends up being subverted as the game goes on — Moebius aren't inherently evil, but their hedonism, power, and immortality means they usually just naturally end up becoming psychopathic monsters as a result. Triton found other ways to live out his immortality that were much less destructive, travelling the world and seas; I, despite her actions, is implied to have honestly cared for Fiona; and M didn't even want to be a Moebius in the first place.
  • Amazing Technicolor Population: When unmasked, some members of Moebius are shown to have chalk white skin. It's unknown if this is due to a lack of sunlight or something that happens to the older members of the group, as the newer members like J and S have regular skintones.
  • Ambiguous Situation: So far (beyond a mention by a Colony Mu soldier that information they uncovered from Moebius I indicates there are — or were, at the time of her writing it — 26 Moebius), there is no indication of the status of Consul A, or if they even exist at this point in time. Future Redeemed confirms that there would never be a Consul A, as A represents "the Beginning" and only two people in Aionios were fit to bear that title, those being A and Alpha — and like with Z, Alpha was spawned from the depths of Origin as a result of the Ontos core being the foundation for Origin.
  • Arc Symbol: The lemniscate, the "sideways eight" symbol for infinity, is associated with them. The lemniscate happens to be one form of a shape known as a Möbius strip.
  • Arch-Enemy: As the ones in charge of maintaining the world and its Forever War, they are the main enemy of Ouroboros.
  • Asskicking Leads to Leadership: As Moebius, they are granted powers that (usually) make them stronger than the Commanders of the Colonies they are Consuls of.
  • Attack Its Weak Point: It's revealed in Future Redeemed that breaking the purple core in the middle of their chest will instantly kill themnote . That said, it's not very easy to do so; in fact, the power of Ouroboros was made specifically to do the job.
  • Bad Boss: Most of them treat their Colony Commanders like dirt, no matter how many times they watch their companions doing the same lead to a Mistreatment-Induced Betrayal. The Ouroboros make so much progress on freeing Colonies from the control of the Consuls almost entirely because they can't stop doing this.
  • Being Evil Sucks: Any humans turned into a Moebius who don't simply go crazy with hedonism or embrace the Endless Now with zealous fervor tend to live miserable existences. N and M are described as being regret incarnate, Triton basically gave up on thinking once it became clear how powerless he was to go against the Flame Clock system, I is implied to have wanted to be killed for her crimes, etc. Exacerbating this is that there is no readily available escape once someone becomes a Moebius; they cannot die by normal means and thus must continue to live, draining life from humans just by simply existing as a part of Moebius.
  • Big Red Devil: In their Moebius form, they become giant monsters with skin in the same bright red color as the armor they wear in their human Consul form.
  • Broken-System Dogmatist: They're this taken to its logical conclusion: people who exist to perpetuate a Forever War in a world that's literally falling apart at the seams, because to them that's better than an unknown future.
  • Brought to You by the Letter "S": Most of the Consuls have an element of their armor that reflects their One-Letter Name, such as X having an X-shaped helmet and H having a helmet with many snake heads (like a hydra).
  • The Caligula: Given that the Queens are actually just duplicates serving as their mouthpieces, the Consuls are the ones who really rule Aionios, and the vast majority of them are decadent, immortal hedonists that are the reason for Aionios being a Crapsack World. Their rule involves enforcing 10-year lifespans on Aionios's human inhabitants, perpetuating a Forever War where Child Soldiers kill each other for the Consuls' entertainment, and feeding on the highest-ranking Colonies' lifeforces for nourishment. According to Ashera, at the very beginning — prior to the Homecoming system being set up — the Consuls would just personally execute soldiers who'd manage to make 10 years in a supposedly celebratory ceremony, a death described as far more humiliating than any suffered at an enemy's Blade. Some Consuls also go out of their way to sabotage the Colonies they are officially assigned to with Uriah Gambits even before they reach Gold Rank, usually for petty reasons.
  • Cast of Snowflakes: All of the Consuls have unique character designs, including their armour, masks, and transformations.
  • Co-Dragons: X and Y. The two are the oldest Moebius short of Z himself, part of the last lines of defense before the party fight him, and two of the biggest administrators in the Forever War.
  • Control Freak: The root of all true Moebius (separate from the humans they transform) is a singular human desire and concept, that being to have and maintain a world that can be controlled so they don't have to face the terror of an unknowable future. Aionios is the product of that all too human desire, a small, carefully maintained world where everyone follows the whims of the Moebius and the Moebius usually need only concern themselves with alleviating their boredom. This desire is ultimately self destructive, but the Moebius are too fearful and hateful toward such a reality to accept it.
  • Contrasting Sequel Antagonist: To Torna (a.k.a. the main villainous organization from the previous game). While Torna seeks to personally end Alrest, Moebius seeks nothing more than to keep the world of Aionios stagnant. While the main five members of Torna have Undying Loyalty to each other, the Consuls regularly snipe at each other, compete, and express No Sympathy for dead members (with Triton and M even going against the goals of Moebius assuming the player recruited the former as a hero). Though some Moebiuses DO have good friendship to each other, legit and/or faked.
  • Contrived Coincidence: All of their members' aliases covering the entire Latin alphabet relies on each members' former names (outside the original Moebius) starting with each of said letter, without any overlap.
  • Cool Helmet: As Consuls, they wear Collapsible Helmets that come in a variety of unique shapes and sizes. The only exceptions are N and M, who swap the helmet for a Domino Mask that works the same way, as well as Z, who doesn't cover his face at all.
  • Corrupt Corporate Executive: Per Aionios Moments, the Consuls are intended to symbolize various symbols of systemic oppression, among them greedy executives who exploit the poor.
  • Create Your Own Hero: Ouroboros was initially content to just continue fighting in the war like before, but Moebius brainwashing the colonies to attack them causes Ouroboros to fight Moebius out of self-preservation before deciding to oppose them for real.
  • Create Your Own Villain: Ironically enough, their Forever War, hedonism on Aionios, and hijacking of Origin is what caused Ontos to reawaken as Alpha prior to Future Redeemed, who then decided that save for the people of the City, all of Aionios was beyond saving — leading to Alpha's plan to transport the people of the City away to a new world while destroying Aionios and everyone within it.
  • Dark Is Evil: Their powers are associated with shadows and purple energy.
  • Death-Activated Superpower: In order for someone to attain Moebius powers, they have to die first.
  • Disappears into Light: Moebius that die disappear into blue motes of light.
  • Elderly Immortal: While members of Moebius have immortality, their bodies are frozen at the same age they were when they became Moebius, including the more elderly ones.
  • Evil Counterpart: To Ouroboros. Like the main characters, members of Moebius can transform, but they don't need to Interlink in order to do so — but to do so requires becoming a Life Drinker. Which isn't to say they can't Interlink.
  • Expy: The non-original Moebius Consuls as a whole to Xenosaga's Testaments, being mortals who were resurrected and given immortality and a new Tin Tyrant costume by the Big Bad in exchange for helping him to maintain a cycle.
  • Face Death with Despair: Upon defeat, most of them spend their final moments screaming that they don't want to die and/or begging Z to save them.
  • The Faceless: Most of the minor Consuls are never shown without their face-concealing helmets.
  • Fatal Flaw:
    • The inability to change. As they are obsessed with living in an "endless now", most of them are unable to go beyond being hedonistic Life Drinkers even as the heroes liberate Colonies under their (often abusive) control and defeat many of its members.
    • Their hedonism also frequently leads to their deaths. The "endless now" that Moebius cling to is so boring (their home base being perceived by them as a simple dark room thanks to Z) that most of them obsess over gaining some form of stimulation by manipulating human lives, often just for the thrill of it enacting plans or willingly putting themselves into situations that end up getting them killed by Ouroboros (this in spite of the fact that the "change" of death is the thing most of them fear most).
    • Sadism is another. The enjoyment they get from making the lives of everyone else in Aionios absolutely miserable is ultimately what marks the beginning of the end for most of them — M was correctly able to deduce that N would decide to torment Ouroboros instead of just killing them when they were dead to rights, which is why her "Freaky Friday" Flip with Mio ended up working.
  • For the Evulz: Most of their evil actions are justified by them as being nothing more than a game to entertain themselves.
  • The Ghost: Moebius A is never mentioned once during the base game, their existence only hinted at via documents a Colony Mu resident recovered from I's hideout, which confirm there are 26 Moebius despite only 25 being encountered in the base game. Future Redeemed implies I was mistaken or misinformed, as it's noted that no one in Aionios other than the incarnations of Ontos have a right to be called by the name "A."
  • Given Name Reveal: All of the sympathetic Moebius members plus D either have their birth names revealed to the player or are simply introduced as such in the first place.
  • Go Mad from the Revelation: J reveals that when a person is elevated to Moebius, they immediately regain all of the memories of their past selves at once (and more pointedly, vivid recollections of their many past deaths), which explains why many of their members have gone insane despite having previously been regular humans. Mio implies when telling Joran to try to remember them that good memories from past lives are more difficult to recall. The experience usually leads the new Moebius to the conclusion that there is no hope for any kind of future beyond the endless cycle Z has enacted, no escape from his rule, nor any point to anything they do. In one scene, J invites Lanz to see for himself just how broken he is inside.
J: Oh! Here's a thought! How about you try Interlinking with me for a lark? I bet you'd cry at the state of me!
  • Hate Sink: A majority of them are utterly detestable and loathsome, save for Triton/T, M, Shania/S, Crys/C, Irma/I, Joran/J, and N.
  • Heart Drive: Moebius members have a Core located where their heart would be, leading to their deaths if someone manages to break it.
  • The Hedonist: The main motive they have beyond eradicating Ouroboros, their natural adversaries, is finding ways to entertain themselves. This is part of the pitch Z gives to potential members, because as immortals, the only thing they need to do is stave off boredom, allowing them to live in an "endless now" where they don't need to give a rip about the future or the past.
  • Helmets Are Hardly Heroic: Downplayed. All of the Moebius with sympathetic traits (C, I, J, M, N, S, and T) get to show their faces, while only a handful of the really nasty pieces of work (D, K, X, and Y) get the same honor.
  • Hoist by His Own Petard: By encouraging Agnus and Keves to constantly fight each other in the Forever War, they had them constantly develop weapons such as the Levnises. Those same weapons are used against them when they attack Origin along with the Ouroboros.
  • I Cannot Self-Terminate: Moebius cannot die by conventional means, as usually only an Ouroboros (or Annihilation Event) can kill them. For this reason, suicide is normally not an option no matter how bored or depressed they get unless they go for Suicide by Cop via an Ouroboros or certain other convoluted means such as M switching bodies with Mio. Another exception is enabled should Z decide to shut off a Moebius' powers, as he does to keep Mio from teleporting and such, rendering them mortal again.
  • Immortality Immorality: Among other factors, living forever combined with hedonism means the majority of Moebius lacks any concept of morality and are only concerned with following their desires, no matter how many people they need to harvest, or just kill for fun.
  • Immortals Fear Death: First implied early in the game with K's Face Death with Despair scene, and outright confirmed towards the end via Crys and Mio. This is because being removed from Aionios's cycle of death and rebirth by becoming Moebius makes it impossible for one to be reincarnated.
  • Impossible Hourglass Figure: Most Moebius have an incredibly narrow waist compared to the rest of their body. They are small enough to contain their core.
  • In It for Life: Once someone becomes Moebius, they cannot go back from it.
  • Irony: While they are all biologically immortal, all of them become Deader than Dead once they get killed off unlike many of the clone soldiers they mass-produce who simply get reborn once they die as long as they don't reach Homecoming.
  • It Amused Me: Z doesn't really have any particular standards for who he inducts into Moebius, other than whether the choice amuses him or not.
  • Killed Off for Real: Becoming Moebius removes a person from the cycle of rebirth, so if something does manage to kill them, they stay dead instead of reincarnating into a new body.
  • Legacy Character: The history of the Founders imply that many Moebius were killed throughout history and subsequently replaced by Z. Future Redeemed depict the predecessors of Consuls Q, R, and W from the base game, who were slain by the Founders and Liberators.
  • Life Drinker: Moebius are capable of absorbing the life-force of others. They can do this by sucking it up directly from those closest to them or by taking it from a nearby Flame Clock.
  • Light Is Not Good: Downplayed, as their powers are darkness-themed, but their abilities are directly stated to be based on the concept of living things — it just so happens that Nature Is Not Nice, hence their Life Drinker status due to the concept of predation.
  • Malevolent Masked Men: They wear face-concealing helmets while running Aionios into the ground for eternal life and amusement.
  • Meaningful Name:
    • A Consul was the name of the heads of state of the Roman Republic, alluding to their role as The Man Behind the Man for both Keves and Agnus.
    • Moebius, their true name and their transformation power, likely refers to the Möbius strip, a 3-dimensional object that has only one uninterrupted side. This is a direct contrast with Ouroboros, which is also named after a shape forming an uninterrupted circle.
  • Monster of the Week: While some of Moebius get more screentime to themselves and serve as primary villains, a fair number of them only serve to be the final boss of a Hero's recruitment quest.
  • Moral Myopia: The Consuls/Moebius enjoy a good Keves and Agnus fight, since it alleviates their boredom in the Endless Now, without any soldiers from either sides' consent. But if someone, in their eyes, rudely interrupts their fun, they will come down in righteous fury.
  • Morphic Resonance: Most of the Consuls' Moebius forms resemble their armor in some way.
  • Mundane Utility: A rather twisted version. They sometimes use their Sinister Surveillance to watch battles in the Forever War to snark on particularly cliché lines and take wagers on the outcome.
  • Mutual Disadvantage: Moebius seem to be at least partially immune to each other's special powers, as demonstrated by Mio being unaffected by X's sealing powers once she is in M's body.
  • Mysterious Past: K and T are the only Moebius that look outright elderly, which would imply some sort of association with the City, since they're the only settlement where people can grow old, and Consuls are otherwise frozen at whatever age they became a Moebius, but whatever relationship they have with the City if any remains unknown, and certainly isn't helped by the latter's long-term memory issues.
  • Never Grew Up: I and J became Moebius as children, so they're stuck in their child bodies forever.
  • No Body Left Behind: Upon dying, they turn into blue motes akin to those released by Off-Seen Kevesi and Agnian soldiers.
  • Not-So-Omniscient Council of Bickering: About the only commonality they share is their desire to live forever; they regularly snipe at each other, compete, and express No Sympathy for dead members.
  • The Omniscient Council of Vagueness: Their introduction as a group involves them meeting in the Amphitheater in face-hiding uniforms to make ominous statements about fate, revealing they are manipulating the war for their own amusement. Mio later reveals this is diagetic and on purpose, as Z only let them teleport into that dark room so none of them would know the layout of Origin.
  • One-Letter Name: All members are referred to as a single letter, like "D", "P", or "N". These are the initials of their original names (at least for the ones whose original identities are revealed).
  • One-Winged Angel: Each of them can transform into a more monstrous form called Moebius. They can also Interlink with one another to become even more powerful.
  • Optional Boss: A good number of Moebius are exclusive to Hero Quests.
  • Order Is Not Good: They are the protectors of the world, as opposed to Ouroboros, the enemies of the world. Said world is an utter nightmare, so Moebius are Always Chaotic Evil.
  • Our Vampires Are Different: They're shapeshifting monsters who were once human and died who feed on life force.
  • Out of Continues: A person's life as a Moebius is the last one they have, as they lose their ability to be reborn.
  • Personality Powers: Many members of Moebius have abilities that reflect their personality in some way, such as S immobilizing people like a painting.
  • Psycho for Hire: With some notable exceptions who are miserable, like N, M, and S, every single Moebius that Z selects are complete lunatics who have fun making others miserable, with Glimmer stating that they have a gleeful glint in their eyes that's filled with joy.
  • Red and Black and Evil All Over: They wear shiny red armor with black secondary pieces in their human Consul form while their monstrous Moebius forms have their skin in the same colors. As for the evil part, they are the true villains behind everything that's going on in Aionios.
  • Red Eyes, Take Warning: When in Moebius form the Consuls have bright red eyes, and they're all dangerous villains.
  • Running Both Sides: They are the ones who control both sides of the Forever War through their robotic puppet queens.
  • Sigil Spam: Lemniscates show up everywhere they have influence.
  • Sinister Surveillance: They can see events on Aionios projected into the Amphitheater. The main reason members of the Lost Numbers wear special eyepatches over their Ouroboros eye is because their irises emit a radio signal that Moebius can detect. Metal in the eyepatch blocks this signal, making them harder for Moebius to keep track of.
  • Smug Snake: Most Consuls in a nutshell as they start off confident in their superiority, and then suffer Villainous Breakdowns as the heroes gain the upper hand.
  • Stranger Behind the Mask: Throughout the story, Consuls D, K, T, X, and Y are all unmasked. None of them are anybody that the party has met before.
  • Suspiciously Similar Substitute: The original three Moebius, being born from Origin itself, share similarities to the three Cores forming the Trinity Processor that powers the Conduit:
    • X is one to Pneuma, a.k.a. Mythra. The two of them have the personalities of Bratty Teenage Daughters, serve as a foil towards whoever they're working alongside, be it Rex or Shania, and of their trios, the two perform the most direct work in the frontlines, whereas the rest of their trio take more of a backseat.
    • Y is one to Logos, a.k.a. Malos. Both are incredibly hammy villains, rely on technology to get their jobs done for them, and cause the most direct damage to their respective worlds of Alrest and Aionios, especially when compared to the people they directly work for.
    • Z is one to Ontos, a.k.a. Alvis. Although Z isn't actually a god like Alvis is, they were both the central Cores of the devices that created them, have absolute control over their worlds without anyone but their closest subordinates realizing it, and often get people to work for them simply by having conversations with them.
    • All the Moebius, by manipulating events to routinely kill everyone in order to subsist off of their life force, and what with all the talk about the "passage of fate" and "the flow," bring to mind red-clad versions of Zanza.
  • Teeth-Clenched Teamwork: Most of the Consuls don't especially get along with one another, only being unified by their shared hedonistic desires and desire to keep Ouroboros from taking that from them.
  • That Man Is Dead: By necessity of becoming Moebius for at least the ones who were human beforehand. They're no longer connected to the world's lifestream and thus go by only the first letter of their old names. Interestingly exemplified by N, who tells Noah that there can be only one [him], but never calls himself "Noah" or chooses to correct anyone calling him "N", and outright defied by Triton. Subverted with I, who goes by Irma — implied to be her original name — while going undercover as a soldier in her own Colony.
  • Tin Tyrant: Moebius are an antagonistic force who are all dressed in intimidating metallic armor, and it's noted many times they're the real power behind the war.
  • Two Names, One Character: On an organizational level; they are called both Moebius in private and the Consuls in public.
  • Villains Out Shopping: Subverted; they like hanging out in the dimly lit but otherwise mundane Amphitheater, but it's actually the method for their Sinister Surveillance; it just looks like a movie theater due to Moebius' hedonistic antics and occasionally using it for taking bets on battles (and due to Z wanting to disguise where the room actually is).
  • Villain Teleportation: Every member of Moebius has the ability to teleport wherever they want (though this and most of their other powers can be deactivated at will by Z).
  • What Happened to the Mouse?: In the main game of 3, all the Moebius are named after letters of the Latin alphabet, and all letters are accounted for — save for A. Future Redeemed makes it clear there was never a Consul A — Alpha/A was the newest form of Alvis/Ontos, which was built into the heart of Origin. Just as Z was spawned from the depths of Origin, so was Alpha; the key difference being that Alpha definitely did not have the Moebius' agenda in mind.

The Masked Queens

The masked rulers and god-empresses of Keves and Agnus. Every soldier in Aionios strives to survive for 10 years and make it to their Homecoming, where they return to their respective queen's embrace. They act as direct superiors to the Consuls and are in charge of the cycle of rebirth, but are shrouded in mystery.
    Tropes applying to both
  • Actually a Doombot: Both Queens are actually robotic Evil Knockoffs of Melia and Nia.
  • Advertised Extra: Both are advertised as major antagonists, but their screentime and impact are ultimately quite minor. The Queen of Keves has some prominence, but is still somewhat inconsequential even compared to her original who only appears in the final chapter but is still given a lot to do. The Queen of Agnus' role is even more marginal than her Kevesi counterpart, only making a single very short appearance before Chapter 5. The real Nia, on the other hand, plays a more important role and is even a postgame Hero.
  • Ambiguously Evil: It's unknown how much of how much of their own lies the false Queens actually believe. Their dialogue in battle and cutscenes shows that they are fixated on protecting the state and sanctity of the world, despite it being a Crapsack World. However, it's never made clear whether they genuinely believe they're doing the right thing or whether they're in on the lie as much as the rest of Moebius, or even if they're cognizant enough to be able to assess the situation in the first place, though they show enough sapience and interaction to rule out the possibility of just being toasters in gowns following automated routines. Both Queens are destroyed before the game can provide a meaningful answer.
  • Bad Boss: Both of them are willing to attack and sacrifice their own soldiers to further their goals; "Melia" threatens Colony 4 in order to force Ethel into compliance, while "Nia" attacks her own soldiers prior to her boss fight.
  • Beauty Equals Goodness: Enforced. This Melia's true face behind her mask is a black robotic skull, and she is evil. Her original, the true Melia, has a normal face and is very beautiful and heroic. By proxy, this also applies to the Queen of Agnus, although her true face is never seen.
  • Big Bad: As the two rulers of the world of Aionios and the ones who order the Consuls to perpetuate the Forever War (and therefore the Endless Now), they are revealed to be Ouroboros's ultimate enemies rather than being supposedly benevolent monarchs. Subverted when it's revealed that they are robotic (at least in Fake Melia's case) duplicates of Melia and Nia who are programmed to answer to Z whether they are aware of it or not.
  • Cool Mask: The Queen of Keves wears a mask of black and white, while the Queen of Agnus wears a golden one. It's the one feature that distinguishes them from their organic counterparts, as Moebius apparently didn't bother with Poppi-style facial animatronics.
  • Disc-One Final Boss: The second Queen Melia is revealed to be a robotic Evil Doppelgänger, she is quite literally shoved aside by Consul N, demonstrating that both she and the Queen of Agnus are both literal examples of a Puppet Queen who act as smokescreens to conceal the true power behind Aionios - Z.
  • Evil Doppelgänger: They are evil robotic duplicates of the real Melia and Nia, installed by the Consuls to perpetuate the war between Keves and Agnus.
  • Evil Knockoff: Moebius created these robotic Xerox copies of Melia and Nia to perpetuate the Forever War.
  • Fake King: Or Fake Queen, in this case. They are actually robotic doppelgangers of the real Melia and Nia, and nothing more than puppets to further Moebius' agenda. The real Melia is stuck being used as Z's personal battery for Origin, while the real Nia is sealed away in the Cloudkeep waiting for Ouroboros to return.
  • Forgot About His Powers:
    • While Melia used to be capable of performing a wide variety of elemental magic with all sorts of effects, the time between games has reduced her to just wind and earth in battle, and just fire in cutscenes. She's also forgotten her signature Starlight Kick, reducing her to just a blaster. The copy is greatly inferior to the original in both regards: the real Melia can now summon all of her elementals with a single Art, and can still perform the kick.
    • Much like her Kevesi counterpart, Nia appears to have forgotten essentially all of her abilities from the previous game, and fights the party using a Humongous Mecha instead of even attempting to engage them on foot. Also like her Kevesi counterpart, this is presumably because Moebius couldn't copy Nia's abilities, as the real Nia is no longer shy about having won the previous game's Superpower Lottery and if anything has gotten even stronger. Even the fake's Humongous Mecha powers are limited; while she can only use the throne as a mech, the real Nia turns her entire castle into a Ferronis during the final battle.
  • God Save Us from the Queen!: They are brutal tyrants who help perpetuate the Forever War.
  • King Mook: They are the most powerful members of the Kevesi and Agnian Forces fought in-game. More specifically, they are implied to be this to the humanoid "Droid" machine enemies found in Origin; the fake Melia's eyes glow with the same shade of purple as the Moebius energy holding Droids together, while her skull is the same metallic black color as the Origin metal that makes up the Droids' bodies. Given that Ferronises are created inside Origin and that it serves as Moebius' base of operations, it's all but implied that the fake Queens were created there as well, in the image of Origin's own creators, along with everything else pertaining to the Forever War.
  • Leitmotif: Both of them share a unique battle theme that incorporates Ominous Latin Chanting like most of the game's boss themes. The name of said theme? "The False Queens".
  • Malevolent Masked Woman: Both of them wear sinister-looking masks, and are major antagonists who willingly contribute to the endless cycle of war and rebirth in Aionios. Moebius did it to hide the fact that they're phony robot clones of Melia and Nia.
  • Mascot Villain: Despite not having as much screentime or personality as the actual Consuls (especially D, N and Z), they are the most heavily publicized and marketed among the game's antagonists, largely because of their Superdickery meant to convince players at first that they are Melia and Nia from previous games.
  • Mouth of Sauron: The phony queens are actually programmed to follow the directives of Moebius.
  • Nice Character, Mean Actor: The Queen of Keves we see at the start of the game is a Knight Templar killbot filling in for the heroic and kind queen Melia Antiqua. At Homecoming Ceremonies and in her public appearances, she presents herself as being a benevolent mother god-empress who is the source of all life in Keves. While not much of her Agnian counterpart's personality is shown, she is aligned with the villainous Moebius organization, and like her Kevesi counterpart she stands in for the heroic Queen Nia while pretending to be a benevolent holy figure.
  • Puppet King: It's stated that the Consuls serve them, but it's actually the other way around. Although the masked Queens seem to have some degree of autonomy and sapience, everything they do is under the purview of Moebius, likely because they have been programmed not to do otherwise.
  • Red Oni, Blue Oni: "Melia" is the Blue Oni, remaining cold and stoic throughout all her encounters and never raising her voice beyond a state of Tranquil Fury, while "Nia" is the Red Oni, showing more emotion and anger when fighting the Ouroboros and taunting them and attacking both allied and enemy soldiers in a fit of rage. This is downplayed in that they're both robots with the same base personality (a hatred of Ouroboros and an utter desire to protect the Crapsack World they "rule" over), but their difference in personalities echoes the much greater and more meaningful disparity between their originals, who are directly contrasted against each other more often.
  • Ridiculously Human Robots: While they're extensively dehumanized after The Reveal, they're still able to appear and act human even when up close and act of their own volition within the confines set by Moebius, and are sapient and possibly sentient. The Queen of Keves' pre-battle quote implies that she believes herself to be the actual Melia, at that.
Queen of Keves: I, Melia Antiqua, shall face you in mortal combat!
  • Rogue Protagonist: They are heavily implied to be Melia Antiqua and Nia, party members from Xenoblade Chronicles 1 and Xenoblade Chronicles 2 respectively, who have become major villains overseeing a Forever War. It's a load of hokey. The "Queen of Keves" is actually a malevolent robotic doppelganger of the real Melia, who is currently imprisoned inside Origin, while the "Queen of Agnus" is a pastiche of the real Nia, who is sleeping inside the Cloudkeep.
  • Rotten Robotic Replacement: An intentional example on Moebius' part. They kidnapped the real Melia, used her as a power source to unlock Origin, and installed a loyal robot in her place. Meanwhile, Nia went into hiding, but Moebius still installed an evil mechanical doppelganger in her absence.
  • Superdickery: They appear to be Melia Antiqua and Nia, popular characters from the previous two games, making their antagonism a mystery — and prior to her battle in Chapter 4, N appears to drop a Wham Line by referring to the Queen of Keves by name as Melia. Even the official artbook goes as far as to lump them together with the real Melia and Nia despite already being in the spoiler section, making it seem to curious newcomers that their true identities are indeed Melia and Nia, suggesting an invoked Captain Obvious Reveal like with promotional material. When one actually plays the game, one learns that they're just evil duplicates and the true Queens, who are in hiding, are a focal point of the second half of the game.
  • Take That!: The Queens are a blatant allegory for how authoritarian movements and regimes tend to appropriate religious and historical figures and use them to further their own agendas, even if it goes against the actual teachings of said religious/historical figure. Melia and Nia were freedom fighters in their respective worlds and were good friends who worked together on The Ark that would ensure their continued survival. However, Moebius appropriated their images to use as omnipotent pseudo-deities who are touted as benevolent mother figures, but enforce the brutal regime of the Flame Clocks and the Forever War while demanding total loyalty, holding up ideals that go against Melia's and Nia's actual values.
  • Walking Spoiler: They're barely seen prior to their boss battles because the entire point of their characters is that they're robotic copies of the real Queens aligned with Moebius, and actually much more minor villains than promotional materials implied.

    Queen of Keves

"Melia Antiqua" "(Melia Ancient)", Queen of Keves

Voiced by: Shiori Katsuta (Japanese), Jenna Coleman (English)

https://static.tvtropes.org/pmwiki/pub/images/img_3515.png
"Verily it is said... Ouroboros abhor this world. You must be erased, lest this world be destroyed."

The High Entia leader of Keves. Alleged to be the origin and endpoint of all life in Keves, and Eunie's personal idol. She is implied to be Melia Antiqua from the first game, but is shrouded in mystery.
  • Ambiguously Evil: With the reveal that the real Queen Melia can see through and influence her robotic counterpart, it's unclear whether the Android Queen was ever really evil - or sentient - to begin with, or if it was simply all an act that Melia was performing through her doppelgänger, possibly making her Good All Along.
  • Ambiguous Situation: The level of sentience and self-awareness she has is unclear, as is the amount of influence the real Melia has over her. Did she only have enough power to overload and shut down her duplicate, or was she literally acting and speaking through her the entire time, merely pretending to be the Big Bad for Ouroboros and Puppet Queen for N and Z?
  • Androids Are People, Too: A notable aversion. Despite being sapient enough to banter with the party and remember her previous encounter with them, she is treated by the human characters as more of an object or puppet and is referred to as "it" by multiple characters after The Reveal, particularly Crys.
  • Back for the Dead: Reappears in Noah's Ascension Quest in the final chapter only to be swiftly dispatched by Consul Crys. At this point, the player and characters are aware of the major plot twists and so she's treated as a complete joke.
  • Bait-and-Switch:
    • Prior to her boss fight, N refers to her by name as Melia Antiqua as if it were a Wham Line, and she refers to herself by name during the fight. Immediately after the boss fight, we see that her secret is that she isn't the real Melia.
    • She reappears later in the game, leading you to believe that she wants a rematch. However, she's swiftly taken out by Crys and he becomes the boss of Noah's Ascension Quest instead.
  • Canon Character All Along: The Queen goes up and down and all around with this trope. She is implied to be (and misleadingly stated to be) Melia Antiqua from the first game, but is immediately afterwards revealed to be an Evil Doppelgänger. However, in the final chapter, the real Melia reveals that she was able to see through her robot double's eyes the whole time, implying that she may or may not have been a puppet for the original who had her own charade piled under Moebius'. This would make her an example of Actually a Doombot truer to the Trope Namer and technically an avatar/remote body for Melia herself, though this is a highly Ambiguous Situation.
  • Captain Oblivious: Being unconditionally loyal to the Consuls, her programming failed to account for the possibility of a Consul betraying her.
  • Climax Boss: She is fought right before several big revelations about the nature of life on Aionios and the Forever War.
  • Cold Ham: She never raises her voice above a state of Tranquil Fury and is The Stoic, but always makes her presence known and even introduces herself to the party via an Incoming Ham moment.
  • Continuity Nod: Her mask is similar to the Empress Mask from the first game that the actual Melia wore during her initiation as Empress.
  • Dark Is Evil: Wears a black dress and a sinister-looking mask concealing a black robotic skeletal face, and is loyal to the Consul and fixated on her hatred of Agnus and killing anyone who gets in her way.
  • Disc-One Final Boss: Her defeat in Chapter 4 starts the story arc of awakening the true Queens and the Lost Numbers' deeper involvement in the plot.
  • Dramatic Unmask: After the fight with her, her mask falls off to reveal a skeletal robotic face.
  • Dual Boss: She is fought alongside Crys in stage 120 of the Archsage's Pro Gauntlet.
  • Evil Is Hammy: She is a Cold Ham and tends towards flowery language, in contrast to the real Melia who still speaks formally but in a more natural manner.
  • Fantastic Racism: She hates Agnians, and one of the things she chides Noah and his friends for is consorting with their "sworn enemy" (referring to the Agnians in the group), almost definitely because Moebius programmed her to react that way towards them.
  • Generic Doomsday Villain: Doesn't seem to have much motivation beyond preserving the status quo and killing Agnians. Justified as she's a robot who probably doesn't have much motivation beyond her pre-programmed directives.
  • Glass Cannon: Exaggerated. The Queen can use very potent magic and forces Noah to draw Lucky Seven against her with her combination of devastating elementals and impenetrable ether barriers. However, she breaks down and malfunctions very easily, first by her overloading herself with a giant fireball and/or the real Melia's interference, and much later on with Crys destroying her with a single blast. The actual Melia, true to her appearance in XC1, is more of a "normal" Glass Cannon.
  • Hoist by His Own Petard: She was programmed with unconditional loyalty and obedience to the Consuls. This leads her to ally herself with Crys, who turns out to be an Anti-Villain and who is able to catch her off guard and destroy her for good — something that the Ouroboros had struggled to accomplish before.
  • Irony:
    • The High Entia pride themselves on being a peaceful race, and Melia wanted to prove to Zanza that they're not killing machines like he created them to be. However, the Queen of Keves is a High Entia who is waging war against the nation of Agnus, because her personality is the opposite of the actual Melia's.
    • In the original game, Melia hired a body double to serve as a figurehead who would wear the Empress Mask and impersonate her. Here she got her wish, albeit for much more sinister reasons.
  • Just a Machine: Despite The Reveal and being sapient enough to remember her defeat, the human characters dismiss her as nothing but a machine and is referred to as "it" by others, particularly Crys.
Crys: What a terrible din... Only an imitation. Its empty words could never ring true.
  • Kicking Ass in All Her Finery: She wears her royal dress in combat with the party. Contrast the real Melia, who ditches her dress for some more practical clothing as an 11th-Hour Ranger and Secret Character.
  • Knight Templar: She claims that eliminating Ouroboros is necessary to protect the world and prevent its destruction. Given that the world of Aionios is an utter shithole, this is by no means a good thing. It's unclear how much of this she actually believes — or rather, how much knowledge of the real situation Moebius programmed into her.
  • Magic Staff: She carries a staff resembling the Imperial Staff from the original Xenoblade and uses it in battle to summon her signature elemental powers.
  • Mercury's Wings: As a High Entia, she naturally has a pair of white wings emerging from her head.
  • Mirror Match: In New Game Plus, it's possible to face her with the real Melia on your side. Fittingly, it's almost guaranteed to be a Curb-Stomp Battle unless you deliberately level down the party.
  • Misaimed Fandom: An in-universe example. After her Robotic Reveal, some soldiers in Colony 11 reminisce about her nature as a robot, with one wondering if she was as strong as a Levnis and another stating they'd have loved to have a fight to the death with her if that were the case.
  • Moveset Clone: Unsurprisingly, she shares many of her battle animations with the real Melia.
  • Mythology Gag: During her boss fight, she recites rather flowery incantations when using her elemental attacks, similar to Xenoblade Chronicles 1.
  • My Beloved Smother: Acts like an abusive, overprotective, and condescending mother to her subjects (who, according to the phony and Moebius-created Aionios belief system, originate from her and return to her upon death), referring to Noah and the party as "my beloved soldiers".
  • Nightmare Face: Her real face is a pitch-black robotic skull with purple Glowing Mechanical Eyes. Yikes.
  • Ninja Pirate Zombie Robot: She's a Robot Wizard replica of Melia Antiqua with some superficial similarities to Darth Vader and the Terminator, making her an exciting potential foe to the crazies in Colony 11.
  • No-Sell: At the end of her boss fight, she uses an ether barrier that shrugs off all attacks and forces Noah to consider using Lucky Seven in the following cutscene.
  • Posthumous Character: Once the real Melia is recruited to the party in the postgame, NPC's in Keves frequently mention the fake Queen, often comparing her in an unfavorable light to the real deal. Stefaan, the painter in the "An Artist" sidequest, even mistakes Melia (thanks to her Paper-Thin Disguise) for a "replacement Queen" that Ouroboros hired to replace the fake Queen.
  • Previous Player-Character Cameo: Subverted. She is a mechanical decoy of Melia from Xenoblade Chronicles 1, who appears later in the story.
  • Red Right Hand: Underneath her mask, she lacks a proper face and only has a robotic skull. Poppi shows that realistic robotic faces are indeed possible in the setting, so this mostly serves to distinguish her from the real Melia and enforce Beauty Equals Goodness.
  • Remote Body: In the endgame, the real Melia reveals that she was using her android double to survey the party's actions while in stasis, though it's not made clear whether she had control over the robot (thus making her evil all an act) or whether she was simply observing as a "passenger", and whether it was a conscious act of hers or whether Moebius created the robot as such to force her to watch as everything she stood for got torn down. However, Melia was able to exert enough control to cause the robot's systems to break down when the party's lives were threatened.
  • Robotic Reveal: When the Queen tries to murder the party with a giant fireball, she overloads and malfunctions, revealing her robotic nature and further causing her mask to fall off to reveal her metallic skull for a face. N suspects that this was the real Melia's doing.
  • Robot Me: She is a robotic Evil Knockoff of Melia created by Moebius.
  • Robot Wizard: Despite being a robotic knockoff of the real Melia, she can use at least some version of the real thing's elemental powers, although she is much weaker. Interestingly, she has access to Mind Blast, one of Melia's Arts from the original game, whereas the real deal doesn't.
  • Skelebot 9000: Her robotic face has a Terminator-esque design to it, which goes hand-in-hand with her directive to kill the Ouroboros on sight.
  • Smug Snake: Downplayed, as she's a robot without any grand designs of her own, but in Chapter 7, when encountering the Ouroboros again, she acts all high and mighty, calls them idiots, and prepares to incinerate them again despite her previous defeat, unaware that the heroes already know that she's an inferior fake and that her "underling", Crys, is getting ready to unceremoniously dispose of her.
  • The Stoic: No matter what situation she finds herself in, she always maintains the same stern Tranquil Fury tone and behavior towards the Ouroboros. One could attribute this to her being a machine, but the fake Queen of Agnus, who is presumably of the same nature, is more emotional during her fight and screams in pain and rage, showing that the fake Queens can show differing character traits like all human-acting robots in the Xenoblade series.
  • Terminator Impersonator: The Queen of Keves is explicitly shown to be a Rare Female Example, having more screentime to demonstrate it than her Agnian counterpart. She is a Killer Robot meant to impersonate a human-like being, and has purple Glowing Mechanical Eyes and a skull-like face. Behavior-wise, she is The Stoic and is laser-focused on destroying the Ouroboros, much like how villainous Terminators in their home franchise were fixated on killing the leaders of the human resistance. And of course, she isn't the actual Big Bad but is subservient to Moebius, as a killer machine following their command.
  • The Worf Effect: Crys destroys her in one hit during Noah's Ascension Quest and also hijacks her throne-mech.
  • Tombstone Teeth: Underneath her mask, her skull-like face has large, square teeth that give her a permanent snarl.

    Queen of Agnus

"Nia" "(Niyah)", Queen of Agnus

https://static.tvtropes.org/pmwiki/pub/images/img_3516.png
"Ouroboros... has no place in this world. Their existence must be erased without a trace!"

The leader of Agnus, and a mysterious masked figure that seems to be Nia from the second game. Alleged to be the origin and endpoint of all life in Agnus.
  • Ambiguously Human: Unlike the false Kevesi Queen, who is directly shown to be a robot, the nature of the false Agnian Queen is left ambiguous. The game goes out of its way to avoid showing whether or not she's a machine (particularly after her defeat), down to the characters referring to her in the vaguest terms possible. Her voice isn't heavily filtered despite wearing a mask just like her Kevesi counterpart, and she repeatedly screams in rage and pain prior to and during her boss fight. This suggests that she may be a living impersonator rather than a robot like with the false Melia.
  • Badass Boast: During her boss fight, though it's difficult to make out due to the reverb.
Queen of Agnus: You cannot hope to defeat me!
  • Cat Girl: She has cat ears like Mio, further hinting at her implied secret identity.
  • The Faceless: Unlike the Queen of Keves who is shown to have a skull-like robot face, her face is never seen underneath the mask. If her model is manipulated to remove the mask, Nia's actual face is underneath, though this is simply because she shares a model with the real Queen Nia and this has no bearing on the story.
  • Hope Crusher: She regularly has prisoners (mostly Lost Numbers) killed during a solar eclipse at a place directly called "Hope's Rest" in order to crush thoughts of rebellion.
  • Humongous Mecha: Pilots her throne as a mech during her boss fight. The fake Queen of Keves has one too, but it's used by Crys instead.
  • Irony: As the real Nia is a Flesh Eater, this version of her being a synthetic duplicate (robotic, if Melia's is anything to go by) makes her an "Artificial Blade" in the most literal sense possible.
  • Light Is Not Good: The Queen of Agnus uses her throne as a mech during her boss fight exhibiting light-based attacks.
  • Mirror Match: In New Game Plus, it's possible to face her with the real Nia on your side. While the decoy's fighting style is completely different from the real deal, it's still likely to be a Curb-Stomp Battle given the requirements.
  • Smug Snake: Downplayed; like her Kevesi counterpart, her one defining character trait is how she views and treats her opponents as being "below" her, but this is mostly seen through her in-battle quotes and her being a robot under Moebius' purview means she doesn't seem to have grand designs or a big ego of her own.
Queen of Agnus: How brittle, these impudent beings...
  • Unstoppable Rage: Her boss fight seems to be this (courtesy of X), assuming, or demonstrating that, she's as sapient as her Kevesi counterpart. During the battle, her vocalizations mostly consist of pained screams, and she gains the "Awakening" status when enraged, in contrast with her Kevesi counterpart who remains stoic throughout her entire battle.
  • Voice of the Legion: When piloting her mini-Ferronis, her voice gains a metallic reverb, making her nigh-incomprehensible in battle.
  • We Hardly Knew Ye: Unlike the false Queen of Keves, who at least got some characterization as a Generic Doomsday Villain and a surprise endgame reappearance, the false Queen of Agnus gets one command, one speech (largely relegated to background noise), and one boss fight before disappearing for the rest of the game. Furthermore, the fake Kevesi Queen appears as a Challenge Battle Boss alongside Crys in the Archsage's Gauntlet, while her Agnian counterpart does not.

The Consuls

Humans who were inducted into Moebius after their deaths.

    Consul A

A

An unknown Consul and the subject of mystery regarding Consul I's research.
  • Ambiguous Situation: Given their status as The Ghost, it's uncertain as to whether Consul A actually exists, as Consul I's research notes state that she's never met any Moebius bearing that name. Future Redeemed reveals that the position was never meant to be filled in the first place, nor does it actually refer to a Consul; "A" is used to represent Ontos, whose core is the foundation of Origin. The being known as "A" is one part of the core's Literal Split Personality and is not a Consul at all.
  • The Ghost: They make no appearances at all in the main game and in Future Redeemed. Consul I's research notes even question whether Consul A actually exists since as far as she knows, there has been no Consul bearing the name "A" in all the time she's been alive. For good reason, too, as Consul A doesn't exist and their position is merely a placeholder — rather "A" represents Ontos, as "A" means "the beginning", and only Ontos is fit to bear that title.
  • Red Herring: There is no Consul A; "A" is the designation given for the Ontos core (later known as Alpha and A) that serves as Origin's battery and foundation.
  • Shrouded in Myth: Consul I has research dedicated to finding out more about Consul A, specifically to figure out whether Consul A actually exists. There was never a Consul A; A represents "the Beginning", and the only being fit of bearing that title in Aionios was Ontos, whose core provided the foundation for Origin.

    Consul B

"You think you have a future? Well, you don't. Only suffering and despair."

The Consul assigned to Colony 9 and the one responsible for the protagonists from Keves being driven out of their home.
  • Big Ol' Eyebrows: His helmet is constructed in a way that gives him the appearance of having big intricate eyebrows, though his true face is never shown.
  • Defiant to the End: As he fades away, he uses his last moments to verbally spit on those that killed him. His choice of words also serve as an early hint to how the Consuls themselves feel just as helpless to make a meaningful change regarding anything in Aionios.
B: It's futile, you know? You won't change anything. You think you have a future? Well, you don't. Only suffering and despair.
  • Early-Bird Cameo: Appears in the intro leading Colony 9 in its fight against Colony Sigma and the Consul leading it.
  • Extremity Extremist: When he engages the team, he only attacks with his legs, kicking waves of energy at them and shattering stones with ease. This is dropped when he becomes a Moebius.
  • Perception Filter: Like K, he initially manipulates the members of Colony 9 into attacking Noah, Lanz and Eunie by making them perceive the party as shadow monsters. Unlike K, however, he isn't completely dependent on this strategy, and once it leads to K's death, B drops it.
  • Pet the Dog: Offers some sympathy for K, saying the plan was nearly foolproof and would've netted a victory against Noah and the party if the black fog didn't get in the way.
  • Power Nullifier: During his boss fight, he'll frequently shackle your Healers.
  • Rage Breaking Point: Once Noah destroys Colony 9's Flame Clock with Zeon's help and the entire Colony rises up against B, he loses it and transforms, deciding to straight up kill everyone, starting with Zeon.
    Zeon: Prepare yourself, Consul B!
B: Why, you... You good for nothing imbecile! (goes One-Winged Angel) ALL DEFECTORS MUST BE ERADICATED!
  • Say My Name: Furiously roars out Zeon's name at the start of his boss fight.
  • Small Role, Big Impact: He may be encountered a little later in the game, but he's the reason Noah, Lanz, and Eunie officially ally with Mio, Taion, and Sena by forcing them out of Colony 9 via brainwashing Zeon, Kite, and the members of Colony 9, branding them traitors in the process.
  • Speak Ill of the Dead: Criticizes the soldiers of Colony 9 for dying pointlessly, including Mwamba.
  • Wake-Up Call Boss: Serves as this if fought as soon as the quest becomes available. His ability to negate all healing for extended time periods means that making good tactical use of everything currently available to the party is important for beating him, especially on Hard mode. Brute forcing the fight without a level advantage is not likely to succeed.

    Consul C (UNMARKED SPOILERS

Crys

Voiced by: Daisuke Kishio (Japanese), Joe Pitts (English)

https://static.tvtropes.org/pmwiki/pub/images/9537f3c1_76ed_49d5_8f44_d9882ae716eb.jpeg
"Your melody... I hear it loud and clear. Now show it to me. Your conviction... and your smile!"

The Consul who attempts to stop the party from obtaining the last Origin metal, and Noah's mentor as an off-seer. After letting himself be killed on the battlefield, Crys was resurrected by Z as Moebius, and was driven by the hope he would have the chance to see Noah once again.
  • Ambiguously Related: Design notes point that his blonde hair, outfit, and kindly Messianic Archetype personality were created to be evocative of but not identical to Shulk, and lines up rather strongly with how the latter ends up being portrayed in Future Redeemed. While it's deliberately left unconfirmed, if true it would make Crys Nikol's brother.
  • Anti-Villain: There's nothing genuinely evil about his actions; his first on-screen action was to destroy the fake Queen of Keves, a dangerous foe who repeatedly ordered and attempted the destruction of the Ouroboros. While he does become Moebius and battle Noah and his party, it's apparent that it was merely to test their resolve, as he takes his loss in stride and encourages Noah with his dying words. Furthermore, he even went out of his way to avoid collateral damage by forcing the castle inhabitants into a slumber, which was broken upon his death.
  • Bait-and-Switch Boss: When the party infiltrates Keves Castle for a second time, the false Queen of Keves prepares to battle them once again, only to be unceremoniously cut down by Crys, who acts as the actual boss.
  • The Bard: One of his past incarnations came up with the Homecoming ceremony, which replaced the executions that occurred at the end of a person's tenth term. The first ceremony was marked by Crys playing the flute for the tenth-termer. The Crys Noah knows mentored him as an off-seer, and told him how the world works and why off-seeing is important.
  • Been There, Shaped History: He's revealed to have been the creator of Homecoming Ceremonies. Initially, Homecomings were unceremonious executions carried out by Consul V, but after Crys protests his methods and wishes to send tenth-Termers off, V relents per granted permission by Consul M, resulting in the method catching on and becoming an Aionios staple.
  • BFS: He wields a Heavy Guard-like greatsword that breaks down into a normal-sized sword in the first phase of his battle.
  • Benevolent Boss: He was a Commander in the lifetime where he came up with the Homecoming Ceremony, and he did it to spare one of his soldiers from being executed by V.
  • Curb-Stomp Battle: As the false Queen of Keves charges up fireballs to lob at the party, he dully mentions how annoying the noise is before he blasts the robot's mask off with one attack.
  • Driven to Suicide: He died only a few months before reaching his tenth term. It's very heavily implied that he killed himself by falling off a cliff as an act of rebellion and in order to have some control over his means of death, and his flute is found at the bottom of said cliff.
  • Dual Boss: In his second battle in the Archsage's Pro Gauntlet mode, he fights alongside his "master", the fake Queen of Keves.
  • Expy: While it's stated that his design was supposed to be inspired by Shulk, he ends up being one for Alvis from the first game. He has a detached, stoic demeanor and kind silver eyes, noted to be two of Alvis's most prominent traits. He is also initially introduced as a mysterious Trickster Mentor who attempts to steer Noah on the right path with cryptic advice, before the story later reveals him to be in the service of the Big Bad Z. Nevertheless he is a Friendly Enemy who does not commit atrocities like Z's other underlings, and even after the reveal, refuses to antagonize Noah, instead trying to help him on his journey by testing his willpower to commit to changing the world.
  • A Father to His Men: Crys stands up for a soldier about to executed by Consul V, saying that since he made it through the 10 years without dying in battle, he should die in peace. While V initially refuses at first, M convinces him that it's Z's will for any soldier who made it through the 10 years to die in peace via a ceremony, causing the Consul to relent and allow Crys to play a Homecoming melody, thus resulting in the creation of the Homecoming Ceremony.
  • Friendly Enemy: He never shows true hostility towards Noah and his friends as a Consul.
  • Go Out with a Smile:
    • After the party manages to defeat him, Noah sends him off with a melody and Crys perishes smiling as he compliments Noah's tune.
    • This is how he also died in his previous life, as Noah's last memory of him was him smiling before he killed himself (not wanting to experience the orchestrated death of the Homecoming he was almost due for).
  • The Kingslayer: After the party tried and failed to destroy the Queen of Keves, only being able to unmask her and expose her as a fake, Crys is ultimately the one who kills the Queen, using his position of power as Moebius to strike her down unsuspectingly.
  • Innocent Gray Eyes: Has gentle, unusual silver-colored eyes, and is also the kindest and most humane of the Consuls, only becoming one for the selfless reason of testing Noah's resolve and will to change the world.
  • Mentor Archetype: He taught the way of an off-seer to Noah, imparting many of his own beliefs in the process.
  • Messianic Archetype: He introduces many mercies to the soldiers of Aionios, such as a gentler death through the Homecoming ceremonies and the practice of Off-seeing, which allow them to cope with their difficult lives, and which eventually percolate to Noah and Mio in such a way that they are finally able to break the cycle of violence thanks to his teachings. Noah becomes a devotee of his thanks to his wisdom, and his reappearance as a Consul (the only one besides M to have become one for genuinely altruistic reasons rather than selfish ones for that matter) is treated like something of a resurrection, with his death at Noah's hands being a calculated sacrifice to test Noah's will and thus a crucial part of the process of bringing salvation to Aionios. The name Crys even sounds very similar to "Christ", underscoring the messianic imagery.
  • Mirror Character: To Miyabi. While Crys and her were Noah and Mio's mentors as off-seers respectively, and both never show any signs of malice, the two ultimately wound up on opposite sides. Crys ended up being resurrected as part of Moebius, whereas Miyabi initially became Y's zombified puppet before becoming a Hero that aids Ouroboros.
  • Moveset Clone: His Ferronis uses many of the same battle animations as the Queen of Agnus' very similar Ferronis.
  • Posthumous Character: C's true identity is Crys, Noah's off-seer mentor who died 4 years before the start of the game.
  • The Power of Rock: All of his special attacks are named after types of music.
  • The Starscream: He appears to be teaming up with the fake Queen of Keves (the alleged overseer of the Consuls) before destroying her for good just as she's about to attack the party again, and hijacks her throne-mech for the second part of his battle. As the fake Queens are merely puppet rulers for Moebius, this seems to have been him outright exploiting this fact and knowing that the Queen would have no foresight of, or no response to, a Consul betraying her.
  • Villain Has a Point: Crys does point out that there is no guarantee freeing Origin would actually return the worlds to the way they were before they collided.
  • Your Days Are Numbered: In Noah's last memory of him before he died and became a Moebius, it's noted he had only a week until his Homecoming when he killed himself (implied to be by falling off a ridge). Dying on his own terms is why he decided to die this way.

"You've got a real death wish."

A bloodthirsty Moebius who is the first one the party encounters.
  • Arch-Enemy: Out of everyone in Ouroboros, Eunie has the most hatred for D given he killed one of her past incarnations and gloats about it to her to get in her head.
  • Ax-Crazy: He lives for murder and bloodlust, and even describes remembering all the deaths he caused in his previous lives as "transcendent".
  • Bat Signal: A rare villainous version. He uses his eyes to project Moebius' crimson symbol on the sky to warn the other Consuls of the Ouroboros' rise, effectively declaring war on Noah and Mio's teams.
D: And now, the whole world will be your enemy. I wonder how your lives will turn out. I'll enjoy watching you.
  • Beauty Is Bad: Even D acknowledges how handsome of a Bishōnen he is, referring to himself as, "quite the looker." It doesn't take away from the fact that he's a fearsome mass murderer.
  • Be Careful What You Wish For: In the final battle with him, he demands that J give him more of his power so that he can crush Ouroboros with their Interlinked form, believing J is holding back. J obliges and feeds him enough power that the time limit for their Interlinked is rapidly reached. D cannot stop J from doing this, nor can he disengage the Interlink on his own, ensuring they both die via Annihilation Event.
  • Bitch in Sheep's Clothing: To another villain, Joran. While he has a Villainous Friendship with him that doesn't seem to be faked, he actually looks down on him worse than Garvel and his friends, even revealing his dislike for him.
  • Blade Below the Shoulder: He has a pair of shoulder blades in his Moebius form. He can also fire them as projectiles, which he calls "Unstoppable Spears".
  • But for Me, It Was Tuesday: Subverted during the cutscene after the second boss fight, where he sees Eunie cowering in fear despite being Interlinked with Taion in Ouroboros and remembers her from slaughtering Colony 18, saying they've met before.
  • Call-Back: When he returns to Origin after his first fight with Noah and their allies, he mentions the "passage of fate", which were the Arc Words for Xenoblade Chronicles 1. Given that Future Redeemed reveals that the Ontos core was used as the foundation of Origin, this may not be a coincidence either.
D: It's a wild ride, this "passage of fate".
  • Collector of the Strange: He used to collect the severed heads of his victims when he was Blackblaze Dirk.
  • Combat Pragmatist: He'll try to kill his target with a sneak attack before revealing himself.
  • Creepy Souvenir: D likes to collect the decapitated heads of his galled foes.
  • The Dreaded: Before he became Moebius, he was Blackblaze Dirk, an infamously bloodthirsty Agnian soldier who would cut off and collect the heads of enemies and allies alike. Even in the present day, Taion is aware of the name by reputation, having read about him in a textbook.
  • Expy: Of Mumkhar/Metal Face. He's the Token Motivational Nemesis who kicks off the game's main conflict and was once a soldier who backstabbed his own men, killed the main protagonist's female childhood friend (or at least a past incarnation of her), received the power to become his current form as a Consul by the major villainous faction of the game, and is introduced killing a Guest-Star Party Member, with said guest star even coming back towards the climax of the game's story. While he's less of an outright Gonk than Mumkhar in his real form, he also shares his sadism, goatee, wields near-identical Wolverine Claws gauntlets, and loves the power his new body gives him. Like Mumkhar, D's demise involves falling from a very great height and blowing up in the process, though it was caused by J, aka Joran not canceling the Interlink past the time limit rather than getting stabbed. Both even team up with a villain, though while Mumkhar teamed up with T-elos after being revived by Byaku Shin's gold chains, D teams up with J, who's from the same organization as him rather from another world.
  • Fangs Are Evil: Has visible canines whenever he opens his mouth. Fitting, considering he's one of the more monstrous Moebius.
  • Faux Affably Evil: Aside from his fake Villainous Friendship with J, there are moments of him being less smug when against Ouroboros, such as when he meets with them in Chapter 4. He's still a sadistic mass murderer, and none of it is genuine at all.
D: 'Sup? Been a while, eh?
  • Final Boss: Of the Archsage's Pro Gauntlet, while he's interlinked with J, alongside Moebius O & P as a Dual Boss (or perhaps a Quartet Boss?).
  • For the Evulz: Before he became Moebius, Dirk spent most of his free time killing innocent people. Why? Because it's fun, of course.
  • Freeze-Frame Bonus: When he makes his debut, his Moebius form has horns and dual cores that only appear upon Interlinking with another Moebius while his other appearances as Moebius shows him without the horns, resembling his human self more. And when he changes back into his Consul form upon returning to meet the other Consuls, we see a small Consul we later learn is named J appear next to him, showing they were Interlinked. That the Moebius can Interlink is not explicitly stated until much later in the story.
  • Fusion Dance: Interlinks with J during his third and fourth boss fights, though it's unwilling on J's part in the latter. They were also Interlinked in the first fight, but they were regarded as one mysterious foe before Moebius Interlinking is made known.
  • Hate Sink: Like Mumkhar before him, he has no redeeming qualities whatsoever and is written to be as depraved and heinous as possible. His "crowning achievement" comes when he impales Queen Nia right after the party wakes her up, though fortunately it ultimately fails. He doesn't even get the small bits of sympathy that Dunban gives Mumkhar. Whereas Mumkhar is stated to have not always been so bad, and only turned evil out of jealousy towards Dunban for being able to wield the Monado, D was apparently an unrepentant Serial Killer in every past life. Where Mumkhar killed out of vendettas, perceived past slights, and an inferiority complex, D kills out of a sadistic sense of pleasure. Where Mumkhar adored his new body for the power it gave him, D revels instead in the "transcendence" as a Moebius of being able to remember every killing and continue to add to his "collection" forever.
  • Hero Killer: Murders Mwamba and Hackt by crushing them with his bare hands and mortally injures Guernica with an Unstoppable Spear. He also killed one of Eunie's past selves, and almost succeeded in murdering the real Queen of Agnus.
  • Hitler Cam: When he is Interlinked, the camera is lower and angled upwards to emphasise how much bigger he is than the humans he fights. This is most prominent in Eunie's flashbacks of the final moments of her Colony 18 self.
  • Hoist by His Own Petard: During his final fight against the party, he forces J to Interlink with him. This results in his death as J chooses not to break the Interlink past the time limit, blowing both of them up as one last act of redemption.
  • Infinite: In the form of Moebius he has a lemniscate on each of the two "cores" in his chest, showing his allegiance to the Consul.
  • Interrupted Cooldown Hug: Pins J/Joran down just as he was about to renounce Moebius and Z's goal of keeping Aionios's Status Quo thriving.
D: Hey hey hey hey! Dontcha think you're gettin' carried away there? Urgh, what a loser. You good-for-nothing shit-for-brains!
  • It's Personal: Eunie in particular has a strong fear/dislike of him as he was the one who murdered one of Eunie's past-selves.
  • Know When to Fold 'Em: Despite his enthusiasm for bloodshed, he's not stupid enough to stay and fight when he's run out of time for Interlinking even if the other Consuls mock him for it.
  • Light Is Not Good: The claws on his Moebius form are summoned from light, and he uses one of his light projectiles to attempt to kill the true queen of Agnus, Nia.
  • More Despicable Minion: While most of Moebius are awful people, some of them are either actual allies (In the case of Crys, Triton and M) or have a sad backstory (Joran, Shania and N), with D being one of the few exceptions, and he surpasses even Z in his evil. While Z was the cause of all the evil to happen in the world, he is essentially a concept of all things negative in the world. D however is a massive Sadist, and a Sociopathic Soldier and Serial Killer back when he was a human, who just loves to murder people.
  • More Teeth than the Osmond Family: His Moebius form has a mouth full of long, spike-like teeth.
  • Mr. Exposition: Takes the time to explain how Interlinking works to Noah and Mio after they fuse for the first time before battling them.
  • Names to Run Away from Really Fast: Blackblaze Dirk is a name that does not sound inviting whatsoever, and with his reputation as The Dreaded who slaughtered both Kevesis and Agnians indiscriminately, he lives up to such an unflattering title.
  • Obviously Evil: From his enormous, hulking physique, glowing eyes, razor-sharp teeth and wine red armor that makes him look like a sort of demon with bits of flayed skin, D is pretty much designed to look as monstrous as possible.
  • Only One Finds It Fun: Unlike some of the other Consuls/Moebius, such as J/Joran and/or N, the original Noah, who didn't like seeing all their past lives and going mad from them, D/Blackblaze Dirk enjoys seeing all of his past lives, seeing it as "transcendence", since he gets to remember all of his kills before Z recruited him.
  • Psychotic Smirk: He gives several evil smirks to Eunie while tormenting her about her past self.
  • Recurring Boss: He's fought three times throughout the game.
  • Resurrected Murderer: He was originally a Sociopathic Soldier known as Blackblaze Dirk, who killed people and kept the victims heads as his trophies, going against his own people. After dying in war, he has become Consul D, and is just as vile as a Consul compared to when he was a human, destroying Colony 18, sadistically killing Gunerica, Mwamba, and Hackt, and attempting to kill Nia, only being foiled by her Flesh Eater biology.
  • Sadist: He takes great pleasure in the fear his enemies show right before they die, such as when he takes his time to slowly put his shoulder blade through the eye of Eunie's past incarnation in the flashback she has.
  • Serial Killer: In his human lives as Dirk, he'd murder Kevesi and Agnian soldiers alike and keep their heads in jars inside a Ferronis.
  • Slasher Smile: The most notable example is during the fight with him and J at the Annihilator, where he gives two of these to Eunie when he recognizes her from her past self. The second smile is briefly shown in his human form, but shortly shifts to his Moebius form. It’s only seen for a few seconds, but it’s particularly frightening.
  • Sociopathic Soldier: His true identity is that of Blackblaze Dirk, a psychotic Agnian soldier who enjoyed keeping the heads of his victims as trophies. He didn't only limit himself to the opposite side, as on at least one occasion he slaughtered the inhabitants of his own Colony.
  • Starter Villain: He's the first Moebius that the heroes go up against, and it's there where they're forced to team up for the first time and become Ouroboros.
  • Starter Villain Stays: He might be the first major opponent the heroes face, but he continues to be a recurrent threat and a personal antagonist to Eunie all the way through Chapter 6.
  • Super-Senses: His horns in Interlinked Moebius form allow him to sense movement through air currents, making him almost impossible to sneak up on. Key word being almost.
  • Team Killer: This guy is such a violent nutcase that he killed his own teammates back when he was an Agnian soldier.
  • That Man Is Dead: Subverted after his final defeat where he loudly admits his real name of Blackblaze Dirk, causing Taion to recognize who he is.
  • Trash Talk: While Eunie is his usual target for insults during the second and third fights against him, D also takes potshots at the rest of the party.
  • Villainous Breakdown: When it's clear he's losing to Noah and his friends, he starts trying to bully Joran into assisting him. All this does is make Joran stall past the time limit and D is reduced to begging Joran to cut the Interlink before Joran defiantly allows them to self-destruct.
  • Villainous Friendship: He's usually partnered up with J/Joran, even offering him sympathy when the other Consuls mock him for losing against his former friends and their Agnian allies, saying he was on the bench the whole time. When Noah and the party start getting through to him, however, he drops the friendly act and forces him to Interlink against his will.
  • Villains Want Mercy: Surprisingly, at the hands of another villain. When D realizes that Joran is purposefully overloading the Interlink so that the two of them can be killed by an Annihilation Event, he begs for Joran to break out of the Interlink, saying that he can't afford to die. Joran doesn't listen, and keeps them stuck together until the Annihilation Event comes and erases them from existence.
  • Wolverine Claws: As Dirk, he'd use clawed gauntlets while on killing sprees, and Taion makes a point out of noting that these were not Blades, but weapons he'd seemingly made himself.

"Ugh. I put a lot of effort into developing this drama, and now it's all wasted."

The Consul of Colony Iota.
  • Early-Bird Cameo: He's shown off in the first 20 minutes of the game as the Consul who attended the Colony 14 Homecoming Ceremony where Noah first met Crys.
  • Insistent Terminology: He prefers to be called "Master E".
  • Pet the Dog: Despite the rather abusive reputations of the Consuls as a whole, E seems to have taken a genuine liking to Alexandria and allowed her a lot more authority than other Colony Commanders, and even approved her Collectopedia Card system. After his death, one of the soldiers in Colony Iota notes that this is the only thing they respected about the late Consul.
  • Playing Both Sides: While he is currently the Consul for Colony Iota (an Agnus Colony), a flashback shows he was also a Consul for an unknown Keves Colony that fought against Colony Delta before leaving them to die at the hands of Cammuravi.
  • Prima Donna Director: Similar to Akhos, he treats his schemes like they're a play, arrogantly acts like he fashioned Alexandria into his ultimate pawn, and calls the party "side characters".
  • Screw This, I'm Outta Here: When Cammuravi reveals that he and Colony Delta aren't as weak as they are initially letting on in a flashback, E abandons his Colony just before the commander gets killed by the Delta Ferronis's flame spear.
  • Smug Snake: He thinks he's got Alexandria under his thumb and made her the ultimate soldier, but the truth is that Alexandria sees through his deceptions and is actually trying to gauge the Ouroboros's strength before getting them to attack Colony Iota and depose the Consul.

    Consul F

F

https://static.tvtropes.org/pmwiki/pub/images/5f90fe2d_85e2_49b4_89ee_497e091820ac.png
"The cry wafting from your spirit, it will water this endless world and make it bloom eternal!"

The Consul of Colony 0, who uses them as a special strike force to perpetuate the war between Keves and Agnus from behind the scenes.
  • Evil Cannot Comprehend Good: He's completely honest in his intentions that he and the party should work together, not understanding why they have an issue with continuing the war or treating soldiers as fodder.
  • Faux Affably Evil: Tries an honest effort to get Ouroboros to work with him — though unlike most examples of this trope, this only shows how detached he is from human life.
  • Hate Sink: Once his true colours are revealed, he is easily one of the most deplorable and loathsome of the Consuls alongside D, X, and Y. He is one of the Consuls for keeping the Forever War going alongside Y, and treats his soldiers as mere Human Resources. When he overclocks his soldiers, even after Segiri requests it to just be her, the party absolutely loathes him.
  • Human Resources: He claims to value the lives of Colony 0 more than anything, but judging by his reaction to No. 4 dying in Segiri's arms, it's only in the same sense as valuing a powerful weapon or fuel source; he couldn't care less about them as people.
  • Karmic Death: He is mortally injured by Segiri, whom he molded as a mindless killer, and Sena and Lanz finish him off soon afterwards.
  • Kick the Dog: When Segiri requests that only she be overclocked to fight the party and spare her fellow soldier's lives, he commends her but proceeds to overclock everyone anyway.
  • Minor Major Character: He's the Consul second only to Y in terms of keeping the Forever War going due to Colony 0 serving as a fifth column that helps prolong the conflict, but he's only faced in an optional sidequest.
  • Non-Action Guy: He's seemingly not much of a fighter, as he prefers to let his soldiers do the fighting, and after Segiri turns on F and mortally wounds him with her Ferron, he's easily finished off by Sena and Lanz in the former's Interlink form without him even bothering to try transforming into his Moebius form.
  • Pragmatic Villainy: He offers to stop sending Ferrons after Ouroboros in exchange for the safe return of Segiri. While he does care about her as an asset for the Colony, he is more concerned about continuing his campaign of destroying artefacts.
  • Secret Police: Colony 0 deals in information control, inciting sedition, and overall serving as the backbone keeping Aionios' Forever War chugging.
  • The Unfought: The only Moebius who is never engaged in a proper boss fight. Instead he sends the soldiers of Colony 0 after the party and is then killed in the cutscene following that.
  • We Can Rule Together: Tries to honestly get Ouroboros to join his side, not understanding that they find his way of doing things utterly amoral.

"...Very well. Then I shall make you and the traitors recant your folly... with the power of Moebius!"

The Consul of Colony Gamma. For reasons kept hidden by both, Teach is indepted to G and follows his instructions to dispose of Ouroboros.
  • Arc Villain: The main antagonist of Teach's Hero Quest.
  • The Flatwoods Monster: His mask greatly resembles the legendary creature, having a spade-shaped headpiece and pronounced circular cutouts for the eyes.
  • Offscreen Villainy: Brainwashed Colony Gamma's soldiers with his Iris into perceiving Mio, Taion, and Sena as enemies after they "desert" from fighting in the Forever War.
  • Pet the Dog: He was responsible for giving Teach his position and new identity so that he could repent for his actions as All-Slayer Oleg, in exchange for being oathbound never to speak of the past.
  • Secret-Keeper: At the start of the game, he is one of the few people that knows Teach's true identity.
  • This Cannot Be!: His final words before fading away after being killed reflect his disbelief that he lost and is dying.
    G: But... how...?

"It has been back-breaking to educate them so. They'll have to earn much, much more life for me before they're done."

The Consul responsible for the destruction of Colony 8. She is currently in charge of Moebius' warfare against the Lost Numbers.
  • Alas, Poor Villain: Even though she was a despicable Consul, she initially gets some sympathy from Garvel and his friends, with Garvel wondering what to do now that their Consul is dead, since fighting is all they know.
Layla: Wh-what just happened? Th-the Consul, she...!
    Hoope: She just disappeared...
Garvel: Lady Consul... Lady Consul...! What... What am I supposed to...?!
  • Evil Matriarch: Unlike most Consuls, she sees her soldiers as her own children. However, she installed a green Flame Clock so they could kill each other to sustain it.
  • Hartman Hips: In her Moebius form, she has wide, jutting hips that help emphasize her Evil Matriarch role which contrasts the Impossible Hourglass Figure typical of most Moebius. She is still a demonic-looking biomechanical monster in this form, so this is not meant to double as Fanservice as is typical for the trope.
  • An Ice Person: In keeping with her Gorgon motif, she uses ice-based attacks as a boss that freeze.
  • Mama Bear: H calls Garval and the various denizens of Colony 8 her children, saying she raised and lavished them with love and care to be an anti-City special unit, though she also says it's been back-breaking to teach them and vows to protect them from the "evil" Ouroboros.
H: I hate failed investments. So you see... (turns into her Moebius form) I'll take you brats out myself to protect mine!
  • Not Completely Useless: She finds a use for the green Flame Clock, which can be filled up by the people of its Colony. This surprises Y, its inventor, who had deemed it a failed experiment.
  • Snakes Are Sinister: Her helmet with its multiple snakes evokes the Greek Gorgon Medusa, and she's a villain.

    Consul I (UNMARKED SPOILERS

Irma

Click here to see her Moebius form
"When someone close to you gets hurt, you want to become stronger for them. That desire and sadness, they make for a quality flame."

The Consul and Lieutenant of Colony Mu. She is described as frequently being away from the Colony on "special missions" and only giving vague orders to the soldiers stationed there.
  • Becoming the Mask: While she is deceiving and manipulating Fiona and the rest of the Colony, it's implied that Fiona's pure earnestness has actually gotten to her and there's a part of her that honestly does care about Fiona. She's deeply conflicted about her actions when confronted by Fiona, with the camera pointed at her mouth at certain moments to imply her shame. When the party goes through her documents posthumously, Fiona finds a box filled with items from the special times they had together.
  • Big Bad Friend: She's Fiona's best friend and also the Consul responsible for all her problems.
  • Big, Stupid Doodoo-Head: Irma has a list of all the Consuls, with T labeled "Stupidhead".
  • Early-Bird Cameo: She's the Consul that informs the Queen of Keves of Ouroboros, with this being the only time she's ever seen in armour.
  • Evil Redhead: Of the Consuls we see unmasked, she's the only strawberry blonde, and she's the villain of Fiona's Hero Quest.
  • False Friend: She spends most of her time in disguise as Irma, Fiona's best friend and the Colony's lieutenant.
  • Flunky Boss: She's fought alongside a pack of illusory Volffs.
  • Foreshadowing: While the party is asking Fiona and her friends about how the Colony works, Irma's answers are often very in line with Moebius ideology.
  • Guns Akimbo: As Irma, she uses dual pistol Blades.
  • Hypercompetent Sidekick: It's clear that Irma was the one who was really in charge of the more nitty-gritty aspects of Colony Mu's survival, as after her death Fiona's deficits as a leader become quite apparent and she has to learn how to be a better one quickly.
  • Intergenerational Friendship: Irma, who seems to have joined Moebius in her middle Terms, was friends with Triton, an old man.
  • Killed Mid-Sentence: She dies before she can finish saying all of her last words, but it's implied to be her affirming that she and Fiona will always be friends.
  • Master of Illusion: She can create illusory Volffs that nonetheless still deal very real damage. She also uses illusions to hide the Colony's Ferronis and Flame Clock, putting a fake up in its place. The illusions dissipate upon her death.
  • Mirror Character: To Triton. Both of them are more directly involved in their colonies, but Lieutenant Irma disguises herself while Commander Triton is open about being a Moebius.
  • Misery Builds Character: She claims that sacrificing members of the Colony to the occasional Kevesi raids (all of which are orchestrated by her) builds the strength of the survivors, specifically pointing out that Fiona would never have become as strong as she has without that suffering. Whether this is what she actually thinks or is her trying to justify things to herself is unclear.
  • Playing Both Sides: It's revealed going through her documents posthumously that she was a Consul for both Agnus and Keves, with separate identities for each.
  • Real Name as an Alias: Since she's Consul "I", and Consul letters are derived from their original names, Irma was most likely her original name before she became part of Moebius, and it's what Fiona and the other Agnians of Colony Mu know her as.
  • Small Role, Big Impact: While she's the Arc Villain of Fiona's Hero Quest, her report to the fake Queen of Keves and the fake Queen of Agnus about K's death and Colony 4 being freed from its Flame Clock has Irma being indirectly responsible for the rest of Keves and Agnus's forces going after Ouroboros.
  • Suicide by Cop: It's heavily implied that Irma chooses to fight Fiona and the party to the death because she feels on some level that she deserves to die for manipulating and heaping so much suffering upon Fiona. After shooting her in the back after Fiona tries to stop Lanz from attacking her, Irma more or less demands that Fiona fight her, and encourages her to get up while reminding Fiona that her friends are dead thanks to her. The fact that Googoo was given the key to her secret hideaway containing all her documents to bury, and Tallow mentioning that Irma woke him up after Lanz knocked him out so that he could watch and listen to the battle while immobilized, brings more evidence to the interpretation that Irma had no intention of leaving the fight alive.
  • Teens Are Monsters: She's a villain who's implied to have joined Moebius in her mid-teens.
  • Tragic Villain: While she was just as guilty of atrocities as the rest of Moebius, and knowingly sacrificed Kevesis and Agnians alike for her own ends, it's strongly implied that she genuinely grew to care for Fiona and wanted to remain friends with her. When she forces Fiona into a fight to the death despite the latter's desperation to protect her, it's implied to be driven by her guilt over having secretly hurt her friend so much.
  • Vitriolic Best Buds: She apparently had this going on with Triton, her neighbour from Colony 15. While she was just as annoyed by his antics as everyone else (to the point of gladly calling him a moron in her personal notes), she still enjoyed his company enough to be honest and upfront with him. He considers her a friend even today, and Fiona thinks she probably did too (also indicated on the Affinity Chart).
  • Winged Humanoid: Her Moebius form has wings on its back.
  • Wolf in Sheep's Clothing: The Consul of Colony Mu secretly lives in the Colony under the identity of Fiona's best friend Irma, and is also heavily associated with the wolf-like Volffs.
  • Yellow Eyes of Sneakiness: I has golden eyes and they've been deceiving Colony Mu by being Irma the whole time.

    Consul J (UNMARKED SPOILERS

"Have you ever felt so much fondness, that it made you... quiver?"

The Consul with the appearance of a child who manipulates Colony Lambda into attacking the party after K's defeat. Before, he used to be Joran, a childhood friend of Noah, Lanz, and Eunie who died in an Agnus invasion on Colony 14. For tropes pertaining to his old and boring life as Joran, see here.
  • Acrofatic: He's noticeably rotund, but this doesn't stop him from being just as fast as any other Consul.
  • Arc Villain: He's the main antagonist of Chapter 3, as the "Isurd" trying to kill the heroes is revealed to be nothing more than one of his mudpuppets.
  • Bad Boss: He stabs his mudpuppet duplicates of the Agnian soldiers just to show off to his former friends along with their Agnian allies.
  • Bad Guys Do the Dirty Work: He delivers the final blow that kills Moebius D, specifically via a Heroic Suicide by intentionally driving the Moebius Interlink between D and himself past the time limit, resulting in a Moebius-made Annihilation Event.
  • Bait the Dog: Flashbacks at the beginning of the game show Joran as a kind healer whose Heroic Sacrifice was devastating to Lanz. This makes his decision to become the Card-Carrying Villain J more of a gut punch to the Kevesi trio, even if he did it as a result of remembering all of his deaths. He eventually snaps out of this mentality in the Cloudkeep, where he sacrifices himself a second time to kill D.
  • Blessed with Suck: He's one of the most powerful Consuls, but the means by which he obtained that power did a number on his conscience and left him permanently in the body of a child. Specifically the memories of his past lives fruitlessly dying over and over again, which broke him and caused him to go crazy.
  • Corrupted Character Copy:
    • One of Fiora from Xenoblade Chronicles 1; both of them are childhood friends of the protagonists who abruptly get killed during an invasion of their homes, both of them get resurrected, transformed, and end up serving the other side of the war. But while Fiora became a Mechon against her own will and eventually rejoined her friends, Joran willingly chose to become Moebius and antagonized his Kevesi friends intentionally, only redeeming himself much later at the cost of dying for the final time. Furthermore, he willingly teams up with D/Blackblaze Dirk, while Fiora was one of Metal Face/Mumkhar's victims and the reason why she became a Face Mechon.
    • He also serves as one for David from Dragon Quest VIII; both are perceived as useless by mean characters (Dominico and Garval) in certain situations, such as battle and feeding Leopold, but are unaware of their own talents (Joran being a great healer, David being the heir of Kupas, one of the Seven Sages who sealed away Rhapthorne long ago). Furthermore, both die, though while David was killed by Sir Leopold via Rhapthorne's possession so the Lord of Darkness could be free of his prison, Joran willingly sacrificed himself to save Lanz so he could become Moebius to rise above his uselessness.
  • Depraved Dwarf: Out of all the Moebius, he's easily the shortest of the bunch. He wasn't always this way though. He was once a great friend of Noah, Eunie, and Lanz, but after he died, he realized just how useless he was in every battle he fought. This revelation turned him bitter, and he gained strength the only way he knew how: becoming Moebius.
  • Dishing Out Dirt: He can create mudpuppet duplicates of people by using their memories.
  • Dying as Yourself: His final moments before he sacrifices himself to kill D has Noah and co. see him as Joran rather than Consul J.
  • Early-Bird Cameo: Before he's formally introduced as Consul J, he was Interlinked with Moebius D when the party first encounters and learns about Moebius as evident by their Moebius form including the horns and dual cores. However, D handled the actions for the most part while J was completely silent then.
  • Enfant Terrible: Because Joran sacrificed himself during his early Terms, when he was resurrected as J, he still retained his childlike physique from when he was a human.
  • Evil Former Friend: He's Joran, one of the Keves group's friends from their trainee days who died during the attack on Colony 14.
  • From Nobody to Nightmare: Before he became Consul, he was the weakest of Noah's childhood friends and often a target of abuse by Garval. Now he's one of those in charge of the perpetuating cycle of death and destruction in Aionios.
  • Giggling Villain: He lets out a few "Heh heh hehs" after becoming a Moebius.
  • Go Mad from the Revelation: Finding out just how many times he died a "useless" death broke his psyche and turned him into the monster he is now.
  • Green-Eyed Monster: He harbors resentment for his old friends, seeing them as "birds" while he was a "lowly worm." He frames his last death as the moment he "rose above them" by "saving their worthless, piddling lives."
  • The Heartless: His mudpuppets have the minds of the originals but no hearts, which he claims makes them more honest with what's on their minds. In practice, this means they behave essentially however J wants them to by dialing up whatever emotion he wants to an extreme.
  • Heal Thyself: He retains his healing talents as a Moebius, erasing any damage done to him and D, much to Lanz's shock.
J/Joran: Sorry, I don't think so. You'll have to do something about me first. You'll never win this otherwise. Heh heh heh!
  • Hidden Depths: Prior to him saving Lanz at the cost of his own life, he's pretty good at carving wooden dolls of Noah, Eunie, Lanz, and even himself as a Consul, hinting at his desire for becoming stronger.
  • I Just Want to Be Badass: His stated motivation to become Moebius. He learned that in all of his past incarnations, he was a "useless" soldier who met the same meaningless end every time. Becoming Moebius made him finally become powerful. Even before he became Moebius, he dreamed of being strong and useful to his friends.
  • Irony:
    • He mocks O and P, who remained Interlinked far past the time limit and blew up as a result. This is precisely how he meets his own end, although it is intentional in Joran's case after the 4th fight with him and D.
    • He chose to be reborn as a Moebius out of resentment for being mocked and belittled for his weakness in his previous life. He's frequently partnered up with D, who, while friendly to him at first, secretly looks down on him just as much (if not moreso) than his old compatriots, and outright calls him a "no-good, deadweight loser" once the tides are turned against them.
  • Leaning on the Fourth Wall: Tells players to have a good one and laughs right before the cutscene detailing his report to Moebius fighting Ouroboros and Consuls/Moebius P and O being sent after them ends.
  • Letting the Air out of the Band: His mudpuppets do this upon falling apart, which he demonstrates by knifing each of them in the back one after another.
  • The Many Deaths of You: In his prior lives before becoming a Moebius, he was killed in training, ran over by a Equites's wheel, and sacrificed himself to save Lanz during the attack on Colony 14. He sarcastically notes how pleasant it was to be "treated" to such memories and to realize that as a soldier he was "useless" in every life and pretty much always had the "same sad end".
  • Mistreatment-Induced Betrayal: J ultimately forces himself and D into an Annihilation Event, partially because of Ouroboros getting through to him, and partially because of D berating him and forcing them to Interlink.
  • Never Recycle Your Schemes: He brainwashes Isurd at first similar to K, but decides against it since it would be far easier to just make a mudpuppet of him. That, and K did meet his end by overrelying on that method. Overlaps with Pragmatic Villainy.
  • Playing Card Motifs: J/Joran being almost always completely useless in combat is similar to the Joker card in serious card games, like poker.
  • Psycho Knife Nut: He's kept a carving knife he once used for making puppets, now using it for more murderous purposes.
  • Psychopathic Manchild: Like the other Consuls, he's not the sanest of people. He's also among the youngest. Justified given all the crap he went through as Joran and what he went through in his many previous lives.
  • Recurring Boss: He's fought more times than any other Consul in the game: once in his human form, once in his Moebius form, and three times while Interlinked with D.
  • Redemption Equals Death: After Noah and the others get through to him, he decides to take D with him to the grave, ensuring the latter cannot disengage the Interlink past the time limit before diving off the cliff.
  • Sad Clown: Villainous example. Behind the sadistically jovial personality and jester motif of both his Consul and Moebius forms lies a sad boy seeking a better purpose than what fate dealt him in his previous lives.
  • Snarking Thanks: He thanks Lanz for giving him the opportunity to become Moebius in a way that is meant to insult his former friend.
  • Taking You with Me: Joran forces his Interlink with D past the point of overheating and hurls them both off of a cliff, killing them both in an Annihilation Event.
  • Used to Be a Sweet Kid: In his prior life, Joran was a kind-hearted kid who was willing to put his life on the line for his friends. His rebirth as a Moebius destroyed his sanity with the visions of his countless deaths.
  • Villainous Harlequin: Invoked by his helmet somewhat resembling a harlequin's tassels, akin to NiGHTS and Reala, combined with his psychotically childish personality. When he becomes Moebius J, his appearance is a more monstrous harlequin that would be perfect for a horror game, such as House of the Dead.
  • Voodoo Doll: His Moebius form has an art called "Farewell, My Puppet", where he creates a wooden doll and destroys it, inflicting Doom on a random party member.

"It's the big bad boss! Boo!"

The Consul assigned to Colony 4. Upon arriving he hijacks the Iris of all its members and forces them to combat the Ouroboros by tricking them into thinking the heroes are Living Shadow monsters.
  • Alas, Poor Villain: After hearing K's cries of not wanting to die and seeing Lanz unmask him as a normal human, Noah takes pity on him and decides to send him off, which the rest of the party is shocked at him doing.
  • Arc Villain: Of Chapter 2, being the one manipulating Ethel and Colony 4 into hunting down Ouroboros at N's behest.
  • Bad Boss: While the Consuls have an entry for this as a whole, K is exceptionally unpleasant in how he constantly berates the denizens of Colony 4, particularly Ethel. Once he enters his Moebius form, he abuses the regeneration that he gains from draining the Colony's soldiers through their Flame Clock to no end.
  • Crippling Overspecialization: K is excessively reliant on his Iris and on his control over Colony 4 in general, barely even attacking the party himself in favor of having the Colony's Ferronis do it while he hovers overhead. As soon as he enters a region of black fog, which disrupts his Iris, his plans crumble, and his overuse of the Ferronis draws Noah's attention to it and prompts him to try smashing its Flame Clock. After K's death, D notes just how much of a one-trick pony K was.
  • Death from Above: Bombards Ouroboros with Colony 4's Ferronis cannons during his control over their troops with his Iris. It's also used as an Art during his Consul form's boss fight.
  • Dies Wide Open: Once Lanz shuts down his helmet after he dies, K has his eyes open, with a face of pure horror.
  • Dramatic Unmask: Lanz removes his helmet after his death. While K is nobody the player or party would recognize, it does show that Moebius can age normally unlike the soldiers of Keves and Agnus (or possibly that they are stuck at whatever age they became a Moebius).
  • Enemy Summoner: K's Bodyguard Art can summon Kevesi troops to aid him in fighting Noah and his allies.
  • Evil Is Hammy: Even by the standards of Moebius, K is something of a drama queen, making loud, bombastic statements and constantly making grand gestures and poses. One of his Arts is even called "Victory Pose".
  • Eyes Always Shut: He keeps his eyes shut while in his human form for most of his screentime. However it is downplayed in that he does open his eyes to use his Iris.
  • Face Death with Despair: He dies crying and screaming like a child.
K: NO! NOOOOOO!! But why?! HOW COULD I HAVE FAILED?! I just... WANTED TO PLAY AROUND A LITTLE MORE! NO! I DON'T WANT TO DIIIIE!!
  • Good Old Fisticuffs: As if to mock Ouroboros, for the first match against his Consul form he just uses his fists as opposed to any sort of weapon.
  • Heal Thyself: He uses his Colony's Flame Clock to heal himself at the expense of its inhabitants.
  • Hidden Depths: The late-game sidquest reveals that he had strong appreciation for arts, imparting much artistic knowledge to one soldier at the Keves castle and inspiring him to become a painter.
  • High Collar of Doom: His cape features a high collar, giving him an almost vampiric appearance. This is quite fitting for a man that leeches his Colony's life force to heal himself.
  • Life Drinker: While all of the Consuls have this ability by default, K is the only one shown to extract life force from the soldiers in his immediate area to power his Healing Factor.
  • Neat Freak: He's very vocal about his hatred of black fog.
  • Nice Job Fixing It, Villain: Prior to the fight with him, the Ouroboros had no idea what destroying a Flame Clock would accomplish, as the thought of attempting that never occurred to them. Following his defeat, Noah starts offering to free various colony commanders from the Flame Clocks, cutting them off from Moebius' influence and gaining new allies.
  • Perception Filter: His gimmick revolves around using his Iris to force Colony 4 to see the party as shadow monsters, which also allows him to see through their eyes. The other Consuls employ a similar tactic at first, but quietly drop the ruse once it gets K killed.
  • Pet the Dog: The late-game sidequest reveals that he took quite a liking to Stefaan, a soldier at the Keves castle, teaching concepts of culture and arts to him.
  • Psychopathic Manchild: He's shown to be aged like Vandham, and his demeanor is that of a child smashing his action figures against each other for his own amusement.
  • Smug Super: He smugly mocks Ouroboros when he transforms, flaunting his invincibility thanks to the Flame Clock, which gives him a powerful Healing Factor and drains the lives of Colony 4.
Taion: No way... He's stealing from the Clocks?
K: HAHAHAHAHA! My dear boy... Your vaunted intuition... is shit!!! I'm not "stealing" from them, I, as Moebius, have the right to do with the Flame Clocks as I please. You may hurt me as much as your hearts' desire, but where there is life and vitality, I'm afraid I shall not fall. Come now, why don't you give your best shot... and HAVE AT ME! Hahahahahaha, if you think you can.
  • Shock and Awe: Downplayed, as it may all just come from the Ferronis rather than himself, but he incapacitates Ethel by striking her with lightning and uses it heavily after transforming.
  • Sophisticated as Hell: K usually speaks with a sophisticated vocabulary, but then there are moments like this:
K: My dear boy... Your vaunted intuition... is shit!!!
  • Starter Villain: The first Consul whom the party manages to destroy, and his defeat motivates the party to free the other Colonies by destroying their Flame Clocks.
  • This Cannot Be!: He's utterly horrified when Noah destroys Colony 4's Flame Clock, stripping him of his invincibility and making him mortal again. He straight up screams "No! It can't be!" when he's finally defeated.
K: Im... IMPOSSIBLE! The Flame Clocks cannot be broken! What is this?! Who are these people?! WAH!! The Flame Clock's power, utterly lost! NO!! BUT HOW?!
  • Vocal Dissonance: Among the Consuls we see unmasked, he's one of only two who look physically elderly. But in the English dub, he sounds like he could be in his late teens or young adulthood. This contrasts with T/Triton, who sounds as old as he looks.
  • You Have Failed Me: Strikes Ethel down with a lightning bolt after she's beaten by Noah's party. She survives, but is knocked out cold during the entire fight with him.

"Let's see your skills..."

The Moebius who lays waste to Colony 5.
  • Blood Knight: He gets very giddy about slaughtering the soldiers of Colony 5 after they just hit Gold Rank.
  • Dual Boss: He's fought alongside X.
  • Faceless Goons: His human form is never shown in game, appearing only as Moebius when confronted by the party. Concept art reveals that his Consul armour was used as the generic Moebius in Origin alongside I's design.
  • Flat Character: Lampshaded, X doesn't even bother introducing him on his behalf, instead just dismissing him as an underling, and his name is only revealed by the game interface during the boss fight. He's also the only Moebius that isn't seen in Consul form.
  • The Grim Reaper: His Consul uniform is designed after Anubis, the Egyptian god of death and funerals. He and X assault Colony 5 after they had just hit Gold Rank, meaning it was their time to be brutally massacred.
  • An Ice Person: Inflicts the Freeze status with Freezing Rush and other skills.
  • Nice Job Fixing It, Villain: After killing Orsolya, the Commander of Colony 5, X scolds him for doing so, knowing she would have been useful for her if she had known the protagonists have come to Colony 5.
  • Red Herring: His usage of claws, connection to Eunienote  and how giddy he is at destroying Colony 5 after they hit Gold Rank just as D did to Eunie's previous life makes the player think it might be D.
  • Silent Antagonist: Downplayed. While other Moebius are prone to Sesquipedalian Loquaciousness, L only makes eerie grunting sounds and laughter as he slaughters the residents of Colony 5, and his only lines are at the start of the boss fight, during his boss fight, and his death quote.

    Consul M (MASSIVE UNMARKED SPOILERS

M

Voiced by: Minami Tsuda (Japanese), Aimee-Ffion Edwards (English)

https://static.tvtropes.org/pmwiki/pub/images/img_3476.png
"You embody all our hopes... Our dreams of how this world should be. Even though you and your friends should never have existed, the fact you are here is proof enough."

An enigmatic masked woman in silver armour that is rarely seen even by her fellow Consuls, the only person that she seems to openly interact with is N, and for some reason she bares an uncanny resemblence to Mio.
  • Audience Surrogate: In a strange variation, she ends up being this in regards to the reasons behind N attacking and destroying the City. Initially, she and the audience are led to believe that N did so in order to revive her, but that story turns out to not be the whole truth as of Future Redeemed; N attacking the City happened because if it was left unattended, Alpha would've transported the people of the City to a different world while destroying the rest of Aionios and every person in it linked to the old worlds.
  • Bad Powers, Good People: She has the power of possession, but is the Token Good Teammate of Moebius, and uses it to save Mio's life.
  • Batman Gambit: M's plan to save Ouroboros relied on trusting Mio to impersonate her to a T, as well as N being sadistic and petty enough to wait out Mio's Homecoming instead of killing the party on the spot. The plan was a success — Mio lives, Ouroboros and the City are saved, and M finally achieved her long-awaited death. The only hitch is that N failed to take the experience to heart and instead became more obsessive.
  • Body Surf: Her power lets her rapidly switch which body she is possessing. She uses this ability to confuse Ouroboros and have them fight each other.
  • Big Good: As she safeguarded the MacGuffin required to free Nia and saves the Ouroboros (and the City) from their Darkest Hour, she more than deserves her spot as one despite her relatively short screentime.
  • The Cameo: She appears in Future Redeemed after N has finished slaughtering her son Ghondor and most of the City's inhabitants, save for those who fled plus Na'el.
  • Cats Are Mean: Inverted; she's one of the most heroic Consuls along with Triton.
  • Composite Character: M is a combination of several related past Xeno characters. She has numerous aspects of Xenogears' Miang, given her ability to Body Surf into other people to make them attack each other, before ultimately settling on the body of the main heroine Mio; her being a past life of Mio who died tragically makes her similar to the various previous incarnations of Elhaymm; her being a victim of an abusive relationship with N due to wanting to save her against all odds also has her incorporating elements of Shion Uzuki; and her role as an apparent antagonist who pulls a Demonic Possession on the female lead only to turn out to be Good All Along and who later performs a Heroic Sacrifice is similar to Meyneth.
  • Death Seeker: She only wishes to die and have N realize the error of his ways, so she and Mio switch bodies so that she can be sent off in Mio's stead.
  • Demonic Possession: She can possess people and force them to hurt their allies, as she does while fighting the party. Or swap bodies completely. Bizarrely, because she pulls the latter trick with Mio (consensually) before being fought, we're actually seeing Mio possess her own friends and other self — in other words, we only ever see M on the receiving end of this trope.
  • Domino Mask: As opposed to a full face mask like other Consuls, she wears one that covers her eyes.
  • The Dragon: It's implied that she's the Consul of Agnus Castle, which would make her this to the Queen of Agnus. This is subverted in that the fake Queen is a mouthpiece for the Consuls; ironically, as someone who was Good All Along, M's actual working relationship is with the real Queen of Agnus, Nia, who entrusted her with the key to the Cloudkeep before going into hiding.
  • Foreshadowing:
    • She's noted to be someone who doesn't frequently meet with the other Moebius, like she's actively avoiding interacting with them.
    • She noticeably does not share N's Dull Eyes of Unhappiness, hinting that their circumstances for becoming Moebius weren't the same.
  • Females Are More Innocent: Like N is for Noah, she's Mio's counterpart in Moebius. However, while N was successfully corrupted by Z and is a genuine villain, M's villainy is an act and she's secretly working against Moebius.
  • Forced into Evil: She was conscripted into Moebius in order to get N on their side. M really isn't happy with this arrangement and stabs them in the back the first chance she gets.
  • Good All Along: As it turns out, she never wanted to become Moebius in the first place, and actively assisted Nia in hiding from Z. When she comes face-to-face with Mio, she wastes no time in taking action to undo everything Moebius worked for.
  • Guest-Star Party Member: She briefly joins your party while in Mio's body for the boss fight against the former in her body — though the player doesn't actually find this out until well after the fight.
  • Heroic Sacrifice: Twice. First is when she plays a "Freaky Friday" Flip with Mio, which ensures that M will die when Mio's body expires while Mio herself gains an immortal Moebius body. The second is when she and N separate from their counterparts and give their lives to finally destroy Z.
  • Identical Stranger: She looks like Mio save for her longer hair. This is because she is in a sense Mio, just an earlier one like N is to Noah who he sacrificed many Lost Numbers to bring back to life as a Moebius. More specifically, the current Mio is a being who split off from the original, and like the current Noah she was formed from the intentions she left behind when she became a Moebius, those intentions eventually taking on a new existence that could be born in Aionios (despite the usual rules of the world preventing more than one iteration of a person from existing at a time, since their essence is supposed to be entirely transferred to a new body to be reborn).
  • I Hate You, Vampire Dad: A complicated example, as she loves the man N used to be but despises what he's become. She never asked to be made into a Moebius, her revival was part of N's deal, and she is horrified and disgusted with her Life Drinker state. While she still loves N, she is fully aware he's become a destructive Yandere and plots against him both out of spite for what he did to her and a desperate attempt to break through his rationalizations and force him to realize how far he's fallen.
  • Locked Out of the Loop: A tragic example. M believes that N destroyed the City in exchange for her revival, which causes her to reminisce his past self and despise what he's become as Moebius. Future Redeemed reveals that the destruction of the City wasn't done to resurrect M, as she believed — it was done to prevent Alpha from transporting the inhabitants of the City to another world while leaving behind the rest of Aionios and everyone in it from being erased. Her resurrection was just added as further incentive for N to accept his own resurrection, as Z needed an enforcer to act against Alpha while Z himself was imprisoned by Alpha inside Origin. And yet, M is shown to know nothing about this, though N upholding the Moebius' rule of Aionios is reason enough for her to hate what he was becoming anyways.
  • Long Hair Is Feminine: The main visual difference with Mio besides her Consul armor is hair that extends to her waist. As a mortal, she kept it as short as the modern Mio, but started wearing it long as a Moebius...because immortality gave her time to wash it. After the body-swapped Mio reveals herself and the current crisis is resolved, she actively complains to Eunie and Sena about how frustrated she's gotten dealing with it for the past month.
  • Love Martyr: Defied. While she loves N even after centuries of being treated like a doll by him and having her wants and needs ignored, she's fully aware she can't make him let go of his abusive behaviors on her own, and she ultimately commits a Heroic Sacrifice to save Mio, freeing herself from his control and finally forcing him to confront how unhappy she was.
  • Loving a Shadow: Downplayed, as she is self-aware about it and the "shadow" in question is something she knows used to exist. Even after all this time, M remains deeply in love with N. Unfortunately, N has been warped into a possessive and unfettered madman. The only thing she wants is for N to go back to the kind man he used to be, but when it becomes clear she can't accomplish this on her own, she launches a Thanatos Gambit in the hopes that Mio can do it, and if not at least stopping Mio from dying due to N's spitefulness.
  • Musical Spoiler: M's boss theme has flutes in it despite her never becoming an off-seer like Mio did, a trait not shared by N, representing the fact that it's actually Mio in M's body you're fighting.
  • Male Gaze: The camera spends an unusual amount of time pointing at her butt.
  • Mythology Gag: Her confession at the end of Chapter 5 while in Mio's body, she admits to cherishing her remaining time with "her Noah". Combined with her true desire of not wanting to live forever especially as Moebius, this calls back to Jin's previously meaningful ideals in Xenoblade Chronicles 2: Torna ~ The Golden Country, wherein he did not wish for eternal life when confronted with the everlasting evolution cycle of Blades and Titans. How even one moment with his Driver, Lora, was enough for him.
  • Redemption Demotion: Mio in M's body loses many of her Moebius powers like teleportation when she reveals they switched bodies. It's believed that Z shut them off after discovering what happened.
  • Rings of Death: Her Blades look almost exactly like Mio's, being a pair of glowing discs. Unlike Mio, whose discs have a golden glow, M's are purple.
  • Shut Up, Hannibal!: She absolutely tears into N after being reborn and seeing how he slaughtered the citizens of the City for her sake. Unfortunately, it's too late to change anything, and now she has to live with the consequences.
M: Oh no... Tell me! Tell me why!
N: I didn't... want to lose any more.
M: What do you mean, "any more"?! Everything we held dear is gone! You took them all away, and you dare talk of your feelings of loss?!
  • Small Role, Big Impact: She doesn't appear in person much throughout the story and is Killed Off for Real, but is responsible for saving Mio's life and was also the one who gave the Cloudkeep key that'd awaken Nia to Ghondor. 1,000 years before the game, she and Crys also created the Homecoming Ceremony so that those who lived their full Terms would be able to die in peace, instead of just being killed by a Consul so they'd return to the cycle once more.
  • Spanner in the Works:
    • The sole Moebius who wasn't converted over her own free will would end up being the one to completely undo the Consuls' carefully-planned Forever War.
    • Her introducing the Homecoming Ceremony idea also factors into her wish to die for real, just waiting until the present Mio (who is on her 10th Term) has shown herself.
  • Story-Breaker Power: M's unique possession ability can hijack someone else's body. Unlike the universal Moebius ability of manipulating a Kevesi or Agnian's Iris, her power is full on Demonic Possession and works on the Ouroboros too, even when they are Interlinked. She can do it to anyone she chooses at a moment's notice, and can even perform a full-on Body Swap, with the target gaining M's memories and powers and vice versa. Not even the fact that M is vulnerable when using it is much of a weakness, since she can induce confusion and paranoia by hopping between multiple targets and make them fight each other. It takes some quick thinking on Taion's part to circumvent this power, and even then it's implied that M allowed them to win in pursuit of her greater plan (as well as the fact that it was Mio in M's body using the ability). If M was truly a Moebius, Ouroboros would have been dead then and there.
  • Suicide by Cop: Part of her Batman Gambit involves her dying in Mio's place during a Homecoming Ceremony.
  • Synchronization: Taion figures out the weakness in her possession power: any wounds inflicted on the possessed will also be inflicted on her. The party suggests attacking whoever is possessed at the moment and then immediately healing them back up once the possession breaks. M, on the other hand, has no healers, so this will wear her down eventually.
  • Teen Pregnancy: Implied, Agnians and Kevesi only live for a decade and come out at ten years old, and their son is roughly around 1 or 2 when Noah joins her in death, so she would've had him roughly around her eight or ninth Terms, or 17-18 years old.
  • Thanatos Gambit: Secretly orchestrates her own death to save Mio from N's sadistic scheme and force him to realize just how far he's fallen.
  • Token Good Teammate: She was the only Consul turned against her will, and as such isn't obsessed with maintaining the status quo and entertaining herself at the expense of others. In fact, she's been working to break the Consuls' Vicious Cycle.
  • The Unfought: You never actually fight M, as before the battle properly begins, M and Mio switch bodies, with one impersonating the other until M's passing away in Mio's original body.
  • Unwanted Revival: As Mio, she was happy with the lives she led and was able to die satisfied with her lot. Unfortunately, Z used her numerous deaths against Noah to convince him to become Moebius by allowing her to also be reborn as Moebius, something she makes clear later on is something she would never agree to, made worse by the fact that Noah, now N, slaughtered the City in order to give her life, including the descendants of at least one of their incarnations.
  • Voice of the Legion: Played With. When the party first notices her possession powers, she overlays her voice over her victim's (which is doubly creepy when it's Mio's because they have the same voice), but she also shows that she can speak with only the victim's voice while possessing Taion, to get Noah to lower his guard. Of course, while these are M's powers, Mio is actually the one doing all this.
Noah: Sorry, Taion. I need you to stop now.
    Taion: N-Noah, it's me!
Noah: (stops just short of hitting Taion in the stomach) Taion?
"Taion": I Lied. (blows Noah away)
  • Walking Spoiler: The nature of her being a previous iteration of Mio who tried to break the Vicious Cycle like the current one but failed, and is in fact on Ouroboros' side the whole time, is a pretty large twist.
  • Year Inside, Hour Outside: Downplayed as its unclear if she could actually keep it up for any longer than we see, but M's powers can create a mental world where she can meet with and talk to a targeted person for a considerable amount of time while very little time passes from the perspective of the outside world. She was able to explain her identity and plan to Mio and convince her to join it while only moments passed to everyone else, and when Mio used her body and powers she was able to guide Noah through a long series of past life memories and conversations as a Secret Test of Character in the second or so between her unleashing her powers and moving to go talk to Noah in person.

O: Good grief. Looks like... we're just gonna have to wipe out this lot ourselves!
P: Fine then. I did expect something like this. Time for Plan B.

Two Consuls closely associated with one another. O is the Agnian Consul of Colony Zeta, while P is a Kevesi Council, but the Colony she presides over (if any) remains unknown. Both are sent to preside over Cammuravi and Ethel, respectively, in Chapter 4. Their Interlinked form is a malformed two-headed hodgepodge of their individual Moebius forms, yet they take great pride in their fusion and claim it to be "perfect".
  • Body Horror: Their Interlink form is horrendously deformed, looking like two bodies stuck together at the back, with massive arms (from O), thin legs (from P), and a torso that can contort unnaturally based on whose stance it's taking, along with two tentacles where P's arms should be. Yet, O and P have the nerve to describe their combined form as "perfect" compared to the sleek, mecha-like Ouroboros forms that actually shapeshift based on who's in control instead of just gluing both members together. To make their claim even more egregious, the only other Moebius Interlink seen in the game (D & J) isn't even close to being as grotesque.
    Eunie: Ugh, can't unsee!
  • Brutish Bulls: When their Interlinked form assumes O's stance, it resembles a giant demonic bull and attacks like one.
  • Combat Tentacles: P's half of their Interlinked form has whips for arms, which she deploys with relish for their dangerous AOE Rose Whip Art.
  • Cryptic Background Reference: O is described to be the Consul of Colony Zeta. However, Colony Zeta is never seen, the party never visits it in the base game, and its status is unknown.
  • The Dividual: They get no screentime that isn't with one another, note  and while they have individual Moebius forms, they only use them in a cutscene before combining for the actual boss fight. For all intents and purposes, they're two halves of a single character.
  • Dominatrix: Between the whips and Heel Stomp attacks, P certainly invokes some stereotypes of this trope while Interlinked.
  • Expy: P serves as one to Goetia from Xenoblade Chronicles X, as she is a Smug Snake with a Dominatrix aesthetic who relishes in the idea of her enemies suffering agonising deaths before being interrupted by the female lead character.
  • Fat and Skinny: O's a Fat Bastard of a man while P is a Lean and Mean woman.
  • Final Boss: They are the final opponent fought in the Archsage's Pro Gauntlet mode, fought alongside Moebius D & J as a Dual Boss (or is it Quartet Boss?).
  • Finger Framing: O uses his fingers to form a frame he looks through before hijacking Cammuravi's Iris. It doesn't stick.
  • The Friend Nobody Likes: If what D says is of any indication, they aren't thought of highly by the other Moebius.
  • Hell Is That Noise: O and P don't appear to have any more idea what the Critical Annoyance that comes from Interlinking for too long means than the party does, and they get increasingly frustrated as it gets louder. It means they're about to become ground zero of an Annihilation Event.
  • Ironic Name: Their Interlinked form is called Moebius O&P. OP is short for overpowered, but they never get the upper hand against Ouroboros.
  • Multiple Head Case: When O and P Interlink, rather than one member dominating, the resulting fusion has two heads (one for O and one for P) and uses a Stance System to switch between a more bestial and a more humanoid stance where O or P is in control, respectively. As they're the only multi-headed Interlink in the whole game, this is played for Body Horror and implies that their fusion isn't as "perfect" as they repeatedly claim it to be.
  • Not-So-Harmless Villain: During O and P's early appearances, they're generally shown as the Moebius version of a Bumbling Henchmen Duo. Whiny, uncharismatic, and not very competent. Even their Interlink is almost treated as a joke, with them claiming it's perfect and superior despite obviously being a misshapen mess. But they are not harmless; they're cruel douchebags with too much power in their hands, and cause a lot of trouble. In fact, their actions result in two major character deaths, at which point the entire party comes down on them with righteous fury.
  • Ominous Owl: O's helmet and body shape bring to mind a massive owl, and he's part of the villainous Moebius.
  • The Owl-Knowing One: Inverted with O. His helmet invokes the appearance of an owl, but he isn't particularly bright.
  • Reused Character Design: Not their Consul uniforms, but their Moebius forms right before Interlinking. O's Moebius form is a copy-paste of Consul G's Moebius form, whereas P's Moebius form is a copy-paste of Consul I's Moebius form.
  • Self-Disposing Villain: They try to defeat Ouroboros by going to full Interlink, but this causes them to have an Annihilation Event happen on top of them. The only effort on Ouroboros' part was Noah and Mio destroying the platform they were on while Lanz and Taion protected them with barriers.
  • Shut Up, Hannibal!: When P starts gloating about her Interlinked form with O, a very pissed-off Mio punches her in the face (bare-fisted and untransformed) and sends the pair flying. As Mio has Super-Strength, it barely matters that O and P's Interlinked form is around 6 meters tall.
  • Sinister Schnoz: O's Consul helmet has a long nose that makes him look like Igor or Gru.
  • Smug Snake: They treat Ouroboros with disdain and brag about how much better their Interlink is compared to theirs. They are equally as dismissive of Ethel and Cammuravi after the Commanders defy them at the cost of their lives.
  • Speak Ill of the Dead:
    • After Ethel and Cammuravi kill each other, O and P consider them worthless fools who couldn't be bothered to help their cause.
    • They're also on the receiving end of this. While Ouroboros never respected them to begin with, the other members of Moebius start to openly insult them after they are dead.
  • Speak in Unison: They start saying the same lines after they are defeated, but O's voice is one second behind P's. This shows they Interlinked for too long and are about to cause an Annihilation Event.
  • Stupid Evil: They're very arrogant, unjustifiably proud of their misshapen two-headed Interlink, and don't plan out their evil deeds very well, to the point of staying Interlinked for long enough to destroy themselves in an Annihilation Event. They're dumb enough in their villainy for the Ouroboros to specifically mention P during Taion's Side Story when discussing how they hope the Consul they're about to face is just as foolish.note
  • Supermodel Strut: P saunters in a way that emphasises her hips, showing her arrogance when she's up against Ouroboros.
  • Top-Heavy Guy: Their Interlinked form has O's upper torso and P's lower torso, resulting in an extremely top-heavy build with giant arms and comparatively small legs, adding to its overall hideousness.
  • Villain Has a Point: P correctly points out that Interlinking is not just for Ouroboros, but is also a Moebius thing, which was already first demonstrated with Consuls D and J during the former's first fight with them.note

"You've wasted time. I'm afraid you'll have to pick up the pace. Because if you can't... Well, you know the stakes."

The Consul in charge of Colony 30 and the boss of Valdi's Hero Quest and Alexandria's Ascension Quest.
  • Bad Boss: When Valdi decides to not finish the Levnis he ordered him to build, he promptly attacks him, hijacks the Incomplete Siege-Lev, and tries to murder him with it. Mechafriend's intervention angers him so much, he becomes single-mindedly focused in smashing it into scrap metal.
  • Beware My Stinger Tail: He can attack with his tail in Moebius form.
  • Coup de Grâce Cutscene: After the second time he's fought, Noah quickly cuts him down with the Sword of the End.
  • Faking the Dead: Fakes his death after the first time the party fights him before being faced again as part of Alexandria's Ascension Quest.
  • Humongous Mecha: He uses the incomplete Siege-Lev (the "ultimate" Levnis he ordered Valdi to build) for his first boss fight.
  • Kick the Dog: He crushes Mechafriend just for protecting its master.
  • Kick Them While They're Down: He punts Valdi hard enough to send him rolling on the floor.
  • Legacy Character: He is not the first Consul Q; the previous Consul Q was the Consul of Founder Ortiz's colony and was felled by the Founders.
  • Pet the Dog: Calls Consul E by his preferred name during Alexandria's Ascension Quest.
  • Pragmatic Villainy: Attempts this in his first appearance. He assures Ouroboros that he isn't there to pick a fight, and merely wants Valdi to return with him. Though Valdi agrees, the party correctly assume that Q's intentions are far from benevolent and end up following them, culminating in a fight anyway.
  • Prehensile Tail: He has a long tail in his Moebius form that he uses for some of his attacks.
  • Recurring Boss: He's fought once as part of Valdi's Hero Quest, and is fought a second time as part of Alexandria's Ascension Quest.
  • Technopath: He can take control of machines directly, and uses this ability to pilot the Incomplete Siege-Lev that Valdi was building.
  • Villain Has a Point: He rightfully points out how Alexandria has been keeping her crime of poisoning Colony Iota's old Commander a secret, though he also tries to give her a taste of her own medicine with a poisonous gas.
  • Water Source Tampering: After losing control of his Colony, he comes up with a plan to poison Colony 30's water supply in order to force them back into the war, this time over conventional resources rather than life energy. Fortunately, he's stopped before he can pull it off.

"Ouroboros scum. Have a care for how you address me. With a single order, I could have you creatures crushed this instant!"

The Consul of Colony 11 and a self styled tactician. Her inability to control Ashera drives her to try and kill her.
  • Arc Villain: The main antagonist of Ashera's Hero and Ascension Quests.
  • The Alleged Expert: Ashera says she has delusions of tactical grandeur, and ends up being correct. R understands nothing about the reason why the soldiers of Colony 11 fight, and an earlier cutscene shows her losing a different colony in battle.
  • Bat Out of Hell: Her Moebius form has the ears and face of a bat, making her appear much more animalistic than other members of Moebius, and she's a villain.
  • Deadpan Snarker: Mocks J/Joran for being proud of himself for putting up a good fight against Noah and the party.
  • Defiant to the End: Spends her last moments taunting Ashera over her past before dissipating into light.
  • Dual Boss: Is fought alongside W, both in Moebius form, though it's the second time she's fought.
  • Duel Boss: Subverted in Ashera's Ascension Quest. R attacks Colony 11 with soldiers that come back from the dead when killed, and offers to stop the assault if Ashera agrees to a duel. It becomes apparent that R doesn't know what a duel is, and the following boss fight is Ouroboros versus a possessed Ashera, which is a 6v1 fight.
  • Gameplay and Story Integration: Despite being Moebius, R is The Alleged Expert in regards to military tactics and combat and Ashera doesn't take her all that seriously, even sparing her after she and Ouroborous defeat her the first time since she felt that killing her wouldn't be all that satisfying, and her later Revenge scheme is entirely reliant on the help of W and her ability to make People Puppets. This is well-reflected in the Dual Boss against her and W; W hits hard, is incredibly tanky, resistant to Break, and in turn many of your Smash and Burst combos, and is prone to summoning minions to draw player attention, and most of the fight will be spent dealing with her. In contrast, R lacks W's durability and resistance to Break, making it easier to hit her with your combos, and her unique ability is simply lowering the party's physical defence, which isn't as effective against Ashera due to her being a dodge tank. As a result, whereas most of the fight will be spent dealing with W, R will usually go down comparatively quickly.
  • Graceful Loser: Downplayed, but she does silently acknowledge V's victory over her despite looking away in a huff.
  • Jerkass Has a Point: Eunie initially agrees with her that Ashera's a "beast" who's too obsessed with fighting for her own good.
  • Legacy Character: She is not the first Consul R; the previous Consul R was the Consul of Colony Gamma and was felled by the Founders.
  • Not Worth Killing: The first time she's beaten, Ashera decides to let her go, because she felt R didn't put up enough of a challenge and to get back at R for calling her a violent savage by proving her wrong.
  • Playing Both Sides: While she is in charge of Colony 11, she is also shown to be in control of an unnamed Agnian Colony that lost a battle against V's Kevesi Colony.
  • Recurring Boss: Ouroboros has to fight her twice, first in Ashera's Hero Quest, then her Ascension Quest, before she's put down for good.
  • Speak Ill of the Dead: R calls her Agnian soldiers useless pawns after they lose to Consul V's Kevesi army.
    R: Tch... Such useless pawns.

"Even your rage brings me delight! The fact that you want to kill me where I stand, even more rapturous! I shall contort your face into an expression of pure agony. I shall tear down all that you are!"

The seldom-seen Consul of Colony Tau.
  • Bait the Dog: When Ouroboros and Juniper first encounter her in Colony Tau to begin the latter's Ascension Quest, she states to have been the one who dealt with the Volff attack on the Colony. U then convinces Ouroboros to go on a simple fetch quest to gather certain items to get rid of nuisances, only to eventually learn that said items were meant to attract monsters to Colony Tau as part of culling the Colony's numbers, save for Juniper.
  • Evil Gloating: While the party is dealing with monsters that are invading Colony Tau, she spends most of her time monologuing about how she set up the Colony's dangerous practices and how she desires to see the party look as resentful as possible. Most of these monologues go for minutes on end, what with her slowly spieling out her sadism.
  • Exact Words: When called out on her plans, she remarks that she said nothing about getting rid of monsters, but of "nuisances", which is basically everyone but Juniper.
  • Faux Affably Evil: Her manner of speech makes her come off as almost grandmotherly, acting polite for the most part and giving Juniper and even Ouroboros Affectionate Nicknames. This is of course hiding the fact that she's actually a complete Sadist, and even with the act in place she's not above some Condescending Compassion or not-so-subtle barbs.
  • Humans Are Insects: A bit more of a literal example. She states that she hates bugs, Big Creepy-Crawlies in particular, but she seems to use this as an analogy for how much of a pest humans are to her plans.
  • Manipulative Bitch: Many of Colony Tau's difficult standards of living — such as its isolated location and being in the vicinity of exceptionally dangerous monsters — were by her design so as to eventually drive Juniper and the Colony into the depths of despair.
  • Plant Hair: Her helmet is shaped like a leaf, representing how she's the Consul of the arboreal Colony Tau. Ironic, as she says that she hates the forest due to how many bugs there are.
  • Poison Is Evil: Her attacks inflict poison, and she is considered one of the most despicable Moebius.
  • Purple Prose: Her excessive monologues are needlessly convoluted, with her saying lots of phrases that circle around on each other, and often follows up with differently-worded phrases that have the exact same meaning as the prior ones.
  • Sadist: She mentions that the look of anger and horror on one's face as they're about to die is one of life's greatest pleasures. Her end goal was to be able to taste this from Juniper.
  • Terms of Endangerment: Refers to the Ouroboros as her "Ouroberries" and Juniper as "Junebug".
  • This Cannot Be!: Even when she's on death's doorstep, she refuses to acknowledge her defeat. In her final words she says she still holds all the cards and Colony Tau will fall one soldier at a time. Juniper cuts this speech short by shooting her.
  • Uriah Gambit: She implemented Colony Tau's more dangerous traditions for the sole purpose of getting enough of its soldiers killed to keep Juniper and the Colony in a precarious position. One of these traditions is the Hunt of Plenty, which would have soldiers go into the Lower Maktha Wildwoods to hunt some of its many very deadly monsters.

"I'm all about the screaming! And I will enjoy yours before the day is through! That's why I am Moebius!"

The Consul that appears during Taion's Ascension Quest searching for the Lost Colony.
  • Arc Villain: The main antagonist of Taion's Ascension Quest.
  • Beware the Silly Ones: Comes off as a bit of a joke in Taion's Ascension Quest, but he used to be the Consul in charge of executing soldiers who'd managed to make it to 10 years prior to the creation of the Homecoming Ceremony, a group that includes previous incarnations of Ashera, and manages to beat Consul R in a Kevesi vs. Agnian fight.
  • Dastardly Whiplash: He has the voice, accent, and mannerisms of an old-timey villain, his Consul helmet is shaped like a top hat, and he has tubes on said helmet resembling a handlebar mustache. On top of this, he's one of the less competent Consuls, easily falling for Taion and Riku's trap. He did manage to kill a previous incarnation of Ashera and beat fellow Consul R in a Kevesi vs. Agnian fight, however.
  • Evil Is Hammy: As one of the goofier Consuls and having the personality of Dastardly Whiplash villain, V is rather overdramatic when things don't go his way.
  • The Executioner: Prior to the creation of the Homecoming Ceremony, the responsibility of executing soldiers that completed their ten Terms to prevent their souls from being lost from the cycle of reincarnation fell to him.
  • Hero Killer: He killed a previous version of Ashera in a time long before the Homecoming was created, decapitating her and giving her Phantom Limb Pain in every subsequent reincarnation.
  • Irony:
    • His introductory scene has him relish an Agnian begging for forgiveness with her dying breath. After the party beats him, he begs Z for forgiveness with his dying breath.
    • He fought and won against Consul R using Kevesi troops, yet when attacking the Lost Colony, he uses Agnian Levnises.
  • Loves the Sound of Screaming: Before he battles with Ouroboros, he states that the reason he became a Moebius is that he wanted to hear the sounds of people screaming, vowing to hear the party's screams before the day is over.
  • Magic Dance: His Accursed Dance Art serves as a debuff.
  • Small Role, Big Impact: V is indirectly responsible for both Ashera's suicidal tendencies and the creation of the Homecoming Ceremony due to his cruel executions that wounded Ashera so badly the sensation of being beheaded remains even after her reincarnation and earned the ire of both Crys and M.
  • Sorry That I'm Dying: Apologizes to Z for dying as he disappears. Lanz lampshades the randomness of him saying that of all words.
  • Sure, Let's Go with That: Although skeptical of the Homecoming Ceremony idea being what Z wanted at first, he spares the soldier he was about to execute and lets Crys play his melody.
  • Too Dumb to Live: He dies after falling for an obvious trap set up by Taion and Riku. Before and after his death, he is considered an idiot by Ouroboros.

"Can play... with doll?"

A Consul working with R.
  • Beleaguered Assistant: She follows R's every order, but she appears to not be happy about the fact that she's servile.
  • Creepy Child: She acts extremely childlike, and speaks in a soft-spoken, creepy manner that makes her akin to doll-loving girls in horror films.
  • Demonic Possession: While her powers let her take control of husks, she can do the same to living beings if she catches them by surprise. However, she finds it more difficult to keep them under control than a husk.
  • Dual Boss: Is fought alongside R for Ashera's Ascension Quest in Moebius form.
  • The Eeyore: She talks in a very resigned, whispery manner and doesn't appear to be happy unless she gets to play with one of her People Puppets.
  • Flunky Boss: She can summon various Agnian troops during her and R's boss fight.
  • It's Personal: Consul W from Future Redeemed attacks the Liberators despite they and Z having a non-aggression treaty until Alvis is defeated, wanting revenge for fellow Consuls Q and R being killed by Matthew and A.
  • Legacy Character: She is not the first Consul W; the previous Consul W (who was male) was the Consul of Colony Eta and was about to destroy the Liberators' base and kill Founder Rhodes, despite her leading him to the Liberators.
  • Necromancer: She can use her Moebius powers to bring husks back from the dead, which she then uses to fight for her. W can also make them stronger than a living human.
  • People Puppets: She's able to place people as well as corpses under their control via psychic powers. Living people, however, can resist her to various extents, and even become outright immune, so she mostly goes for corpses.
  • Psychopathic Manchild: She seems to be an adult but acts in a very childlike manner.
  • Thunderbird: Her design is evocative of the legendary bird of Native American mythology, with her helmet looking akin to its depiction on totem poles, and her Moebius form having a more birdlike face.
  • You No Take Candle: Downplayed, as she has the ability to speak in full sentences, but her first words spoken are a sentence fragment that makes her appear not all that intelligent.

"You haven't got two neurons in your heads. All you have are the things we gave you, and you have the gall to complain?"

A high-ranking yet bratty Consul member who often serves as an enforcer for other Consuls.
  • Amazing Technicolor Population: She's got grey skin and cracked skin that emits purple light.
  • Ambiguously Human: She was already part of Moebius even before Z hijacked Origin, making it unclear if she's a human who joined him like the other Consuls or some sort of living manifestation of desire like Z himself.
  • Animal Motifs: Butterflies. Her helmet resembles a butterfly's wings, she can fly, and the glowing energy from her facial cracks take the form of a butterfly.
  • Arch-Enemy: Eunie takes a particular dislike towards her and takes point during the party's battles with her.
  • Bad Boss: Most of the Consuls are pretty bad to their own subordinates but X takes a step further by personally massacring Colony 5, her own Colony, with L's assistance. Only four soldiers survived.
  • Balloon of Doom: One of her moves in her Moebius form is called "Trick Balloon", where she releases dark-coloured balloons that inflict debuffs when they burst.
  • Bratty Teenage Daughter: Her age is ambiguous, but she looks like a teenager or young woman and frequently complains about having to put in any effort towards maintaining the Forever War. She also backtalks everyone from Ouroboros to Z. These qualities help her turn Shania against the City by being able to relate to her.
  • Chained by Fashion: Her Moebius form has chains wrapped around her body.
  • The Corrupter: She encourages Shania to indulge in her worst impulses, which results in her betraying the City, shooting herself so she can be reborn as S, and then attack the City a second time. If X wasn't around, it is unlikely she would have done any of that.
  • Dark Action Girl: Is willing to take Ouroboros head-on, and is also a pretty despicable piece of work.
  • Dual Boss: Her first battle has her fight alongside Moebius L.
  • Expy: Of Miang Hawwa from Xenogears, like Miang X acts like an agent of the Big Bad, subtly manipulating the events of history and the actions of people in service of her master's goals. The key difference between them is that Miang also doubled as Deus's will, as it could not act on its own, while Z has full agency over his actions.
  • Face Death with Despair: After being defeated in her final match with the party, she spends her last moments in denial that Ouroboros has bested her before screaming about not wanting to die and begging Z to save her before disappearing.
  • Holy Halo: Of the more unholy kind, she's got a spiky halo over her head in Moebius form and she's a villainous direct agent of who is essentially the closest thing Aionios has to a god.
  • Humans Are Bastards: Is a believer in this, not in the sense that she thinks they should be punished for it but rather that she thinks any human who thinks they are advocating for loftier ideals is lying to themselves and ultimately wants the life the Moebius have given them. She sees them as being too stupid and flawed to achieve anything more, and as having nothing but what the Moebius have elected to give them.
  • Let X Be the Unknown: Downplayed as you do see her face, but much about X and her origin is as obscure as Y's.
  • Meaningful Name: The Consul with the designation of X is female; X is one of the two sex-determining chromosomes, with two X chromosomes normally being possessed by humans that are born female.
  • Minor Major Character: To an even further extent than Y, being one of the three original Moebius, it's entirely possible to go throughout the entire game without fighting X — if Eunie's Ascension Quest isn't completed, she's simply replaced with a small clump of average-leveled grunt enemies in Origin. Even if you do fight her at Origin, she gets no ending cutscene as she dies, as you immediately regain control of your party and can even walk right past her as she gives off her dying speech.
  • Ms. Exposition: It's her who explains the nature of the Colony ranking system, which is singling out the Colonies with the strongest lifeforce for Moebius to reap.
  • Nice Job Fixing It, Villain: X stopping Lanz and Sena from triggering an Annihilation Event to kill N ultimately leads to Moebius' demise, as doing so prevented Ouroboros from losing crucial members and allowed N to survive long enough to perform a Heroic Sacrifice to destroy Moebius for good.
  • One-Winged Angel: In her last battle, she fights the party in her Moebius form.
  • Optional Boss: She can only be fought if Eunie's Ascension Quest is completed.
  • Power Makes Your Hair Grow: Her Moebius form is more powerful, and her hair is a lot longer than in her humanoid form.
  • Power Nullifier: Thanks to Z's power, her scepter has the unique ability to interfere with Ouroboros' Interlink forms and their Blades, forcing them to de-fuse and disarming them all at once. It does have a weakness: people with a strong enough bond and willpower are immune to its effects. After Mio and Noah crush her scepter while Interlinked, she's unable to use it anymore. Nia later elaborates that since Z is essentially a force of nature at this point, X's scepter was merely an extension of Z's power.
  • Psychopathic Womanchild: As one of the original Moebius, she's been around the longest (it's unclear if she was originally human, and if she was, how old she was when she became Moebius), but she also has the personality of a sadistic Bratty Teenage Daughter.
  • Recurring Boss: She's fought as part of Eunie's Ascension Quest, and again as the third to last boss of the game within Origin.
  • Red Right Hand: Her human form has cracks in her face through which purple flames can be seen, which seem to indicate her nature as a original Moebius since Y and Z are the only other Moebius who have them.
  • Sigil Spam: She has a purple X-shaped mark on her hair.
  • Sinister Scythe: Wields a scythe as her primary weapon, and she's a villain.
  • Skippable Boss: She doesn't appear in Origin unless Eunie's Ascension Quest has been completed, although Z∞ will still transform into her likeness during the final battle.
  • Technopath: She takes control of the implicitly robotic Queen of Agnus prior to their boss fight, "activating" them and sending them on a rampage.
  • Troll: While as cruel as any other, she's also the most playful and taunting of Moebius in her speech and mannerisms. Trying to get a rise out of her opponents to destabilize them is outright noted by Riku to be how she reacts to danger.
  • Villain Has a Point: Zigzagged. She makes an accurate point about how the Kevesi and Agnian soldiers fight and kill each other for one reason or another and don't stop for even a moment to think on if there's a different way of doing things. (Prior to the Ouroboros incident, the only one on either side to even question if the Forever War is the only way to live was Noah.) But this is only true because the Consuls have deliberately arranged things so that no one ever actually comes to these realizations on their own, meaning that she's only right because of her side's own selfish actions.
  • Villain Respect: Seems genuinely impressed that Ouroboros could hold their own against her during Eunie's Ascension Quest.
  • White Hair, Black Heart: Has white hair and is one of the most openly sadistic Moebius members.
  • You Are Better Than You Think You Are: A rare villain example. X encourages Shania to be herself and use her talent of painting art as her powers.

"At this late hour, I will bring my mind, spirit, and flesh to bear and batter you all into oblivion!"

The high-ranking Consul responsible for the creation of the Flame Clocks and in charge of the secret Colony Omega.
  • Ambiguously Human: He was already part of Moebius even before Z hijacked Origin, making it unclear if he's a human who joined him like the other Consuls or some sort of living manifestation of desire like Z himself.
  • Arch-Enemy: Downplayed, but given his connection to her past in Colony Omega, his ressurection of Miyabi and Hackt to be used as servants to him, and Mio taking point in both encounters with him, Y could be seen as Mio's most personal adversary.
  • Blood Knight: He gets very animated at the prospect of fighting the party.
Y: Come...! Come! COME!!! May the bloody sport commence!
  • Evil Cannot Comprehend Good: Y expresses disdain about the value of emotions or memories, seeing them as efforts to derive meaning from the meaningless. When Noah and Mio free Miyabi and the other revived soldiers from her control, he's completely taken aback that they did so, writing off their suggestion it was because they communicated their feelings through their songs to her.
  • Fat Bastard: He is one of the biggest Consuls, and the one responsible for the most suffering due to his creation of the Flame Clocks. Eunie even makes a point of noting that his Moebius form is even bigger than K's.
Eunie: He's even chunkier than that K guy...
Lanz: That is a lot of chunk...!
  • Faux Affably Evil: He may not be as openly smug as most other Consuls, but it does not make him any less sadistic when it comes to committing atrocities in order to satisfy his intellectual curiosity.
  • For Science!: The nature of his hedonism. He conducts depraved experiments for no other reason than being curious about what the results would be.
  • Flowery Elizabethan English: Y's sentences are peppered with a combination of Shakespearean and Sesquipedalian Loquaciousness.
  • Genius Bruiser: He's built like a dump truck, and he's also the scientist who created the Flame Clocks and continues human experimentation to this day.
  • Graceful Loser: Takes both of his defeats to Ouroboros in stride, and unlike X and Z, he's the only one of the original Moebius to Face Death with Dignity.
  • Holy Halo: Of the more unholy kind, he's got a spiky halo over his head in Moebius form and he's a villainous direct agent of who is essentially the closest thing Aionios has to a god.
  • It's Personal: The Ouroboros party find his brainwashing of Kevesi and Agnian soldiers into mindless drones to be despicable on its own, but the fact that three of said drones are their fallen friends Miyabi, Mwamba, and Hackt especially angers them. Mio in particular is livid over Y forcing Miyabi to play a somber melody on her flute that she never would have when alive.
  • Mad Scientist: He is the one behind the creation of the Flame Clocks, which forces all Colonies into deathmatches. He goes so far as to utilize off-seers' melodies to control people. Future Redeemed mentions he created the Flame Clocks the first Consul W used to fuse his two Feronises together without having to connect them to any soldiers from both sides.
  • Magic Music: Y uses the off-seer melody to control his soldiers.
  • Meaningful Name: The Consul with the designation of Y is male; Y is one of the two sex-determining chromosomes, and is normally possessed by humans that are born male.
  • Minor Major Character: He plays the largest role in the Forever War thanks to him being the one behind the Flame Clocks, but as a character in the narrative, he's treated as nothing more than another obstacle. He doesn't even get a dedicated cutscene after he's defeated for the final time, and while he does get to say some final words before his body fades away, you can also just walk right past him as he does so.
  • No Sense of Personal Space: He gets very touchy-feely with Miyabi, from slowly wrapping his arms around her shoulders to leaning his face onto her shoulder so that he can whisper into her ear.
  • Pre-Final Boss: He's the last boss the party fights before Z, guarding the way to Moebius' Amphitheater.
  • Recurring Boss: He's first fought as part of Mio's Hero Quest, before serving as the penultimate boss of the game within Origin.
  • Red Right Hand: Like X and Z, he has the purple marks over his face.
  • Visionary Villain: Relative to the other Moebius, Y is one of the few who expresses any serious concern over Aionios' gradual decay and the decay of his fellow Moebius into mindless hedonism, with some dialogue indicating his experiments are with the intent of making it so that Aionios can continue indefinitely by removing memories and emotions from soldiers to make them fight easier.

"Freedom is nothing more than fiction... A deception."

The leader of Moebius. A mysterious figure who is usually seen sitting in the Amphitheater, watching events unfold and commenting on them. He gives direct orders rarely, but when he does they are treated as absolute.
  • Anthropomorphic Personification: He's a manifestation of the people's desire for stability, and their fear of change. When confronting him, the party even acknowledge that there's an aspect of him within all of them.
  • Armor-Piercing Question: Manages to get under Alpha's skin about erasing Aionios during the intro of Future Redeemed.
Z: Is this how badly you want to erase us... my God?
  • At Least I Admit It: When X calls him out on repeating the usual talk of the flow of fate, Z admits that it's part of who he is.
    X: Maaan, you're like a broken record.
Z: It is, after all, part and parcel of my being.
  • Badass in Distress: Future Redeemed reveals that Alpha trapped Z in Origin, and it is heavily implied that it was this that spurred Z to resurrect N and M as Moebius in the first place.
  • Big Bad: He is the "true enemy" that Vandham wanted everyone to fight against.
  • A Chat with Satan:
    • This is the method Z uses to recruit his minions, with a side order of Deal with the Devil. Recently deceased souls who pique Z's interest find themselves summoned to his spectral Amphitheater. Once there, Z shows them all of the memories of their past lives, before revealing the truth of the Forever War that keeps Aionios ticking over. He then offers them a choice: join Moebius and gain immortality, power beyond imagining, and the ability to live in an "endless now" where they rule supreme, or die once again and be thrown back into the pointless cycle of violence and death.
    • Along with the standard offer, Z also makes the original Noah an even more twisted and sinister offer: become Consul N and slaughter the people of the original City, including his own descendants, in return for Z also resurrecting the original Mio as Consul M. After a bit of extra arm-twisting and emotional manipulation on Z's part, N accepts.
  • Cold Ham: Z doesn't really emote much for the most part, but his lines are almost always spoken dramatically.
  • Composite Character: He is a combination of Zanza and Malos, who were the main villains of the previous two games. Like Zanza, Z is a godlike being who secretly keeps the world in a perpetual Vicious Cycle so it remains unchanged. Like Malos, he is driven by humanity's darkest desires and is more than happy to let others take the initiative as long as it suits his designs.
  • Contrasting Sequel Antagonist:
  • Dark Is Evil: He has purple, shadowy horns and cracks on his skin that expose darkness and happens to be a villain. His One-Winged Angel form is even more so, since it is a being made of pure darkness.
  • Defiant to the End: Even after Ouroboros bashes his teeth in and tells him that preventing the future from existing eliminates individuality, their words don't make him change his mind even one bit, leading to Z attempting to destroy all of existence to keep the future from ever coming, which results in his death when N and M sacrifice themselves to stop him.
  • Deity of Mortal Creation: While he is never outright called a God, Z is effectively the God of Aionios as he is the leader of Moebius and is the architect of the Forever War that sustains them. Near the end of the game, Nia reveals that Z was born from the human desire to keep things the same way forever, which explains Z's intent on maintaining the "Endless Now".
  • Demiurge Archetype: While not as overt as past villains, Z embodies some of the aspects of the Demiurge concept. For starters, his birth/creation borrows ideas from the creation of the Demiurge as an unintended creation of a female figure (Melia and Nia), before creating a physical world to be the fake God of. He also directly benefits from the ongoing cycle of life and death in Aionios by feeding off of it (like the other Moebius), similar to the other Demiurge-inspired character, Zanza. The existence of X and Y also harkens to the idea that the Demiurge was one of three creations at the birth of the physical universe. His nature as The Heartless also mirrors ideas of the Demiurge being a creation of man to have a God in the first place.
  • Eldritch Abomination: His One-Winged Angel form definitely counts as this. It is the massive, shadowy being made of pure dark energy that surrounds Origin.
  • Emotion Eater: A passive example, as he and the Moebius he represents were formed from the collective fear by the people inside Origin of the fear of change and what the future may bring. This leads directly into his sole purpose being to appease this fear by perpetuating and enforcing the Endless Now forever.
  • Enemy Mine: In the prologue to Future Redeemed, he actually fought alongside Shulk and Rex against Alpha, as the alternative was the end of Aionios. He even agreed to a "compact" where Moebius would leave them alone until the situation was resolved (not that this stops the previous Consul/Moebius W from disobeying him out of anger).
  • Evil Cannot Comprehend Good: Being the literal embodiment of humanity's desire for things to remain as they are, Z is left utterly baffled by everyone standing up to him at the end of the game out of a desire to move towards the future, even if said future might not go how they want it to.
  • Evil Counterpart: To Alvis. Both were created by humanity (purposely in Alvis's case, inadvertently in Z's) in the last days before The End of the World as We Know It and both oversaw the creation of new life in a new world. But while Alvis was ultimately a force for good, Z is eternally cruel. Furthermore, Alvis' name starts with A, in contrast to how Z's name is the final latter of the Latin alphabet; the beginning and the end. Ironically enough, Alvis would end up with a more direct Evil Counterpart in Future Redeemed with Alpha...who would end up opposing Z as the greater of two evils.
  • Evil Is Hammy: A Xenoblade staple, most of his lines consist of Emperor Palpatine levels of Cold Ham.
  • Evil Versus Oblivion: The Evil to Alpha's Oblivion. Whereas Alpha desires to bring Aionios to an end while bringing the people of the City to a new world, Z desires to keep Aionios as it is for all eternity and opposes Alpha for this reason.
  • Expy:
    • Of Wilhelm from the Xenosaga series. Both want to trap the world in an endless time loop (inspired by Nietzsche's "Eternal Recurrence" thought experiment) in order to avoid a perceived greater catastrophe in the future. They treat their respective worlds as entertainment, with the events occurring throughout the story as a theatre play (in Wilhelm's case) or a movie (in Z's case). Neither of them is a "real" being: Z is the twisted manifestation of humanity's fear of uncertainty and change, while Wilhelm is an immortal, supernatural being created by the Collective Unconscious to act as the Guardian of the Lower Domain it inhabits. They also both have people who they revived as minions and lackeys.
    • Z's physical design also references Karellen from Xenogears. Z∞'s form also references Karellen's appearance in the final fight against Urobolus.
    • In terms of his portrayal and how he convinces N to join Moebius, he's pretty much Emperor Palpatine in all but name, especially when considering that Origin, his base of operations, is a floating, metallic, spherical base, rather keenly tying into the Death Star.
  • Final Boss: He's named after the last letter in the Latin alphabet, and he's the last boss of the game. Chronologically, he is also this for Myth Arc that started with the first game.
  • Fire/Ice Duo: During the first phase of his fight, there is a segment in which he burns the terrain, and then freezes it.
  • Flat Character: Z doesn't do anything except remark on fate, select and tempt Moebius, and maintain the Forever War, rarely even changing his stoic facial expressions. Desires really aren't known for their complexity. In the end, he does display some previously hidden Cold Ham tendencies as he speaks of the glorious virtues he believes his world embodies, and later still shows off an intense nihilism and overall hatred for reality, declaring the natural, uncontrollable world to be "rotten".
  • Godzilla Threshold: Implied to be the reason he converted N and M into Moebius. Trapped in Origin by Alpha, there was nothing Z could do to stop him from erasing Aionios, especially after possessing Na'el. In order to prevent Alpha destroying the Endless Now, he needed someone with stronger emotions than Na'el to match their power, and this alongside Noah wielding the Sword of the End made him the ideal candidate. With M being the only member not to choose the Endless Now, Z likely promised to make her Moebius to ensure he had N in his corner to defeat Alpha. Unfortunately for him, this ultimately led to N teaming up with the founders and unleashing the true power of Ouroboros and to M betraying Moebius, both of which end up leading to his downfall.
  • The Heartless: He is literally humanity's desire for the status quo given shape and form, but grown beyond all sane limits; he does not care that his Forever War is awful for all involved, it serves as both an unchangeable form of existence that he can control and as a way to fulfill the human desire for stimulation so that nobody with the power to change things wants to.
  • Hero Killer: In Noah's past life memories, at least two incarnations of Ouroboros he was involved with met their ends at Z's hands.
  • Hoist by His Own Petard: Turning the previous incarnations of Noah and Mio into Moebius ends up causing his own downfall. He in essence created beings like him and thus able to effect even his base form of pure desire that was immune to everything else.
  • Hope Crusher: Was this to N, destroying his will to fight on against Moebius by showing him all of the failures of his past incarnations.
  • Horned Humanoid: In the form of a pair of dark purple flames emerging from his forehead. It makes him look sinister and inhuman, even moreso than the rest of Moebius.
  • Humanoid Abomination: Z takes on the form of a tall humanoid, but still one with greenish/gray skin, shadowy horns, and cracked skin that leaks out dark energy.
  • It Amused Me: One of the things the heroes ask is, why did he create Aionios the way he did, with an endless war between reincarnating child soldiers, and why does he create Moebius and let them do whatever horrible things they want with the people of the world? His answer is simply that it is entertaining. That said, he also claims his world allows anyone to "be a winner" even if it takes many rebirths, and apparently thinks this makes all the suffering worthwhile, since, as he sees it, death and suffering are part of reality regardless, so why should it matter how he makes use of it?
  • Lack of Empathy: As much as he speaks of emotional pain and heartache, his understanding of them in beings other than himself seems quite lacking, to the point that he is mystified as to why the party find the way he has set up Aionios to be so unforgiveable. To him it is a useful, entertaining, and sustainable system that takes advantage of death and celebrates life. And since every "victim" gets to live again and again, why should it matter how they die in any one life? Justified in that being composed of a singular concept meant there wasn't much room in him for empathy, however, Z also shows a genuine distaste for humanity despite having been born of them (referring to humans as ultimately "gutless creatures").
Z: Why do you recoil from taking lives?
  • Lesser of Two Evils: Z exists as this in Future Redeemed compared to Alpha. While the heroes hate Moebius and work to get Origin to work properly, they consider Z to be a lesser evil because he at least seeks to preserve all of life, unlike Alpha, who seeks to only take the new life of Aionios and leave behind the old.
  • Literal Metaphor: He represents humanity's desire to maintain the status quo, and as the creator and manager of Aionios he acts as its God. This means that the status quo is literally God.
  • Madness Mantra: When he has finally lost and is about to die, the gang tries to tell him just how important it is to change. In response, he can't help but say, "I HATE IT! HATE IT! HATE IT! HATE IT! HATE IT! HATE IT! HATE IT! HATE IT!..."
  • Made of Evil: As the Anthropomorphic Personification of people's fear of change, he is entirely comprised of just that. This is shown by darkness literally cracking from his skin and his ultimate form being made of pure dark energy.
  • Manipulative Bastard: Part of how he's able to get people to become Moebius. He shows them their deepest desires, and slowly turns them evil as they don't even realize it.
  • Maou the Demon King: As the creator and king of the vampire-like Moebius and a master of Ether manipulation in general, as well as someone who mostly remains in the background rather than be fully characterized, he fits the archetype. Deconstructed, in that he isn't even really a person in his own right, either — he's more of a personification of control. Thus, his lack of characterization is because there really isn't much to characterize, and his lack of personal initiative beyond maintaining the world is the reason for the Consuls being a Not-So-Omniscient Council of Bickering.
  • Marathon Boss: His boss fight is long. It consists of multiple phases with high health, and Z uses various tricks like Geo Effects, locking your Interlink abilities, separating your Kevesi and Agnian party members, and putting up a powerful shield that can all keep you from doing much damage in the first place. Combine this with cutscenes interspersed throughout the fight showing all your Kevesi, Agnian, and City allies joining the massive assault on Origin among other things, and you have a battle that can potentially last more than an hour.
  • Mind Hive: He is the Anthropomorphic Personification of people's fear of change. This means that he is an amalgamation of the many fears of different people.
  • Monster Progenitor: He is the first Moebius and the direct creator of the rest. The other two "true Moebius" are implied to be directly part of himself, with his face turning into theirs later in battle.
  • Moral Myopia: His final actions come across as this when taking into account his role in Future Redeemed. He had pulled an Enemy Mine with the Founders due to him being against Alpha's plan to wipe out Aionios, as Z claimed that his actions, no matter how horrifying, were to preserve all life. Well, that ended up flying out the window the moment Z's vision of the world got contested.
  • One-Winged Angel: While his humanoid form is what he mainly uses, as the fight with him progresses, Z eventually becomes an Eldritch Abomination that is a mass of dark energy with full control over Origin.
  • Orcus on His Throne: He is content to let the other Consuls run the world in his stead. Justified, because as The Heartless, he lacks actual personal goals beyond the ability to select Moebius; if the world's state is maintained, he does not have the will nor desire to actually act. A thousand years ago he was more active, personally entering battle outside of Origin with past incarnations of Noah (and killing him), likely due to Z's self-admitted interest in the future N. Future Redeemed reveals that sometime after these confrontations with Noah's past selves, Z was trapped within Origin as a result of Alpha taking control of it.
  • Physical God: As Z∞, he definitely qualifies as this, being the most powerful Moebius.
  • Power Nullifier: During the first phase of his boss fight, he blocks the party's ability to Interlink.
  • Practically Joker: A manipulative Straw Nihilist clad in a reddish purple suit with white skin and a Glasgow Grin formed by the cracks on his face. He sees the world he's created as a sort of show for his amusement, which he watches in the Amphitheater as if to drive the point home. He is also quite The Corrupter, with a lot of Moebius having been convinced to join because he revealed the truth of the world to them, including a past incarnation of Noah. Of course, he's more of a Cold Ham compared to the Joker's Large Ham.
  • Red Right Hand: He has purple marks all over his face, which adds to his Humanoid Abomination look.
  • Status Quo Is God: He is a manifestation of all of humanity's desire to change as well as maintain the status quo. He also acts as the god of this world, as he created it and manages it all. This means that, in this instance, the status quo is literally god.
  • Suicidal Cosmic Temper Tantrum: Upon realizing that he can't defeat Ouroboros on his own and refusing to back down on his notion of stagnation, he proceeds to try and eradicate all of existence to prevent an unknown future from ever arriving.
  • Taking You with Me: And by "you", we mean the entirety of existence. When faced with Ouroboros' unwavering desire to free the world from his established status quo, he opts to wipe out everything rather than confront his fears of an uncertain future. N and M have to sacrifice themselves to stop his meltdown.
  • Underestimating Badassery: Even though it's possible for Ouroboros to have killed every single other named Moebius in the game by the time they reach Z, he still believes that they stand no chance of beating him, even believing that he's fated to beat them. Needless to say, Ouroboros certainly can beat him, even if they need N and M to officially finish him off and end the fight.
  • Villainous Breakdown: For most of the game Z is supremely confident that he is fated to win against Ouroboros no matter what, and thus is unconcerned even after losing all of his named minions as well as Melia being freed from Origin. He only starts to lose his composure after the party defeat his first phase and force him to reveal his true form, with him angrily chastising Ouroboros for persevering in their efforts despite his fears of what the future might hold if Origin is restarted. None of the heroes' pleas get through to him, culminating in him devolving into a despair-crazed being (who is noted to no longer be Z or even a Moebius but a single intense feeling) who decides that oblivion is the only answer. It's only N and M's sacrifice that stop him from carrying out his meltdown to its logical conclusion.
    Z∞: RAAAARGH!!
Taion: Ngh...! What power! Crazy! This is the force of people's will?
Eunie: You taking the mick?! It's terrifying! Not knowing how tomorrow will turn out, how you will!
Mio: But still... You can't just hold it in place! If you did that, you'd never change. You can't change the world like that!
Noah: That's why... I want to move on. We'll claim the future, and shape it ourselves!
Z∞: And when you cannot choose? What then? In that desperate moment, who will be there to soothe you? The self is all that exists... As such, the only cure for despair is total oblivion! That is the face of the world. I HATE IT HATE IT HATE IT HATE IT HATE IT HATE IT! THIS ROTTEN WORLD... I LOATHE IT!!!
  • Villain Has a Point: The party acknowledges that it makes sense that people fear change and birthed Z, with his desire for the endless now. Ironically, this comes from their upbringing as soldiers in the world he crafted; they've lived their entire lives without even the assurance that they'll be alive when they wake up in the morning. However, Mio and Noah retort by saying that in the endless now, nobody can fix the problems with the world, which provokes his Villainous Breakdown, as he sees the world's very foundational nature as a "rotten" thing.
  • Villain Takes an Interest: The reason Z decided to recruit Noah boils down to this. That he kept opposing him life after life left Z intrigued, "beguiled" even, and he wanted to test just how much Noah could be controlled.
  • You Are Better Than You Think You Are: A rare villainous version. He gives N a pep talk to get him out of his funk of losing M via her switching bodies with Mio and back in the game of stopping Ouroboros from disrupting the Endless Now.
Z: You who wield the Sword of the End. The endless now is under threat of being cut short. Could you do it, I wonder? Could you slay the ones who advance relentlessly towards despair? You do after all desire eternity... above all others.
(N looks somberly, but doesn't say anything)
Z: Now. Take it in your hand. For the endless now. For that which you so desire.

D Kills Nia

Just when the real Nia is about to awaken from her slumber, she's hit by an Unstoppable Spear from Consul/Moebius D, who gleefully tastes Ouroboros's despair in killing Nia so Moebius can preserve the Endless Now.

How well does it match the trope?
