Main Characters

     The Sole Survivor 
A pre-War resident of Sanctuary Hills, who is frozen within Vault 111 as they fled the Great War and is unfrozen 210 years afterwards.

For tropes concerning their involvement in the base game, see Fallout 4: Protagonist and Family.


  • Big Good: They serve as one for the entirety of the questline, as their efforts in reviving the Commonwealth through ASAMs earn them this reputation. The fact that they can even get the Minutemen, Railroad, Brotherhood of Steel, and the Institute to temporarily put aside their differences to help fight the Gunners cements them in this role.
  • Gameplay Protagonist, Story Protagonist: Given that this is a Fallout 4 mod, they continue being the Player Character, but their role in the mod's overall storyline is ultimately secondary to that of Jake's.

     Jacob "Jake" Evans 
Voiced by: Tom Schlak

A travelling salesman from a settlement known as Sanford.


  • Affectionate Nickname: He calls the Sole Survivor "Slick" if they are a male, and "Darlin'" if they are female.
  • Berserk Button: Jake is triggered when Aiden accuses him of causing the deaths of a group of settlers that were attacked by the Gunners.
  • Character Development: Jake's character arc subtly addresses his Fatal Flaw, where he becomes less selfish in his goals to the point where he chooses to give himself up to the Gunners to get Laura back instead of repeating his actions at Sanford.
  • Deuteragonist: He's the other protagonist of the mod aside from the Sole Survivor.
  • Doomed Hometown: His hometown of Sanford in the southern United States experienced a near-meltdown that led to his father performing a Heroic Sacrifice to stop it, and Jake decided to leave the town to its fate rather than try and rebuild. This led to Katelyn leaving him.
  • Earn Your Happy Ending: Depending on certain decisions, Jake can finally be reunited with Laura, brought prosperity to the Commonwealth through ASAM technology, and gained new friends along the way.
  • Fatal Flaw: His biggest issue as a person is that he tends to fixate on a certain way to solve things, without considering what possible consequences they may cause. This was what led to Katelyn leaving him with Laura in tow after leaving the town of Sanford to its fate, and Katelyn calls him out for offering to sacrifice all the hard work he did for the Commonwealth all to get Laura back.
  • Gameplay Protagonist, Story Protagonist: Unlike vanilla Fallout 4, where the Sole Survivor is the focus of the story, they serve as the gameplay protagonist to Jake, who serves as the focus character of the mod's core storyline. Not only does he provide exposition on how to use ASAMs, but he also gets his own Character Development in the process.
  • Mirror Character: To Sturges. Both of them are Southern-accented handymen in primarily blue outfits concerned with settlements in both a gameplay and story perspective. The difference is that Sturges is content to remain in Sanctuary and - while associated - isn't explicitly a member of the Minutemen, while Jake is much more involved and helps start the Sole Survivor's faction in the SS 2 story.
  • Mr. Exposition: Much of his in-game job is to try and guide the player in how the new settlement mechanics work.
  • Nice Guy: He's a friendly and helpful person who guides the player through creating settlements with ASAMs.
  • No Good Deed Goes Unpunished: In Chapter 1, Jake gave ASAMs to a group of Settlers in the northern Commonwealth, leading them to be killed in a Gunner attack.
  • Parents as People: His goal for using the ASAMs and the Comm Hub to help rehabilitate the Commonwealth is to get back in touch with his daughter Laura by offering her a place to stay so he could be a father to her again. Katelyn calls him out for being willing to undo all his and the Sole Survivor's hard work all to try and get her back from the Gunners.
  • Sensitive Guy and Manly Man: He's the Sensitive Guy to Aiden's Manly Man, wearing his emotions on his sleeve and preferring non-violent solutions to problems whenever possible.
  • Yank the Dog's Chain: The second half of Chapter 1's storyline revolve around Jake and the Sole Survivor attempting to rebuild the Comm Hub in order to facilitate communications between settlements. They make significant headway, almost finishing it until the final quest of Chapter 1 sees Jake get abducted by the Gunners and the Comm Hub wrecked, undoing most of their progress.

     Aiden McTavish 
Voiced by: River Kanoff

A former member of the Minutemen.


  • Eyepatch of Power: He wears one over his right eye, though it doesn't seem to hamper his aiming skills.
  • Good Is Not Nice: He's the one member of HQ's inner circle who recommends killing every Gunner they come across. He's not afraid to call out the Sole Survivor for leaving them alive at the end of "Commonowealth Rising", should they take that option.
  • Jerk with a Heart of Gold: While his rough demeanor means that he and Jake get off on the wrong foot relationship-wise, he's also an ally against the Gunners and learns to work with Algernon later on.
  • Sensitive Guy and Manly Man: He's the Manly Man to Jake's Sensitive Guy, being a grizzled former Minuteman who's willing to use lethal measures more than Jake.

     "Old" Paul Jones 
Voiced by: Greg Gidney

A former scavver who helps the Sole Survivor and Jake build settlements.


     Eugene Ronald Spritz, AKA The Ron 
Voiced by: Cyrus Rodas

An information broker in Diamond City.


  • Character Catchphrase: "Oh yeah!"
  • Fake-Hair Drama: His prominent blond pompadour is a fake, which is revealed when you find him without it during "The Disappearance of Jake Evans".
  • Information Broker: He's a notable buyer and seller of information.
  • Large Ham: Between referring to himself in the third person and his bombastic attitude, he's certainly a larger than life character.
  • Secret Legacy: The reason why he was interested in Norwood Bank was because they held the ownership records for Fenway Park before the War. The Ron turns out to be the descendant of the last pre-War owner of Fenway Park, and in theory could take over Diamond City. He chooses not to bother with that, however, preferring to use it as leverage to simply become one of Diamond City's upper crust. It later comes in handy when Mayor McDonough is outed as a synth and Diamond City needs a new mayor, which The Ron easily wins.
  • That Man Is Dead: The Ron considers his birth name to be bothersome, given that as Eugene he was pretty much a nobody, while as The Ron he became well-known in the Commonwealth. This is why Lydia calling him "Mr Spritz" irked him. He later comes to terms with it after learning of the Secret Legacy of the Spritz name.
  • Third-Person Person: He tends to refer to himself as "The Ron".

     Lupe De La Fuente 
Voiced by: Lindsey Vega

An old friend of Jake's who was also a technician for the Gunners.


  • Punch-Clock Villain: She technically starts out as an antagonist due to being conscripted into the Gunners as a technician, though she almost immediately uses the opportunity working with Jake to defect and eventually become one of HQ's inner circle.
  • Wrench Wench: She's a young lady who serves as a technician for the Gunners.

     Theresa Fortunato 
Voiced by: Kemi Haydee Stanton

A former member of the Minutemen who served under Aiden.


  • Affectionate Nickname: She calls the Sole Survivor "Fancypants".
  • The Social Expert: She's often found mediating between the squabbling HQ department heads. Fittingly enough, she's the game's first choice as the head of the Administration Department, and accordingly has high Charisma as well.

     Cedric Mansfield 
Voiced by: Kevin Hernandez

The former deputy overseer of Vault 81 who later joins the GNN HQ.


  • Last-Name Basis: Everyone refers to him by his family name.
  • Significant Wardrobe Shift: He goes from wearing a standard Vault 81 suit to wearing a leather vest above it and a Coast Guard hat after joining HQ.

     Salvador 
Voiced by: Corey Graziano

The leader of a group of Freedom Fighters who later joins the Sole Survivor's group.


  • Mr. Exposition: He walks the Sole Survivor through the warfare mechanics introduced in Chapter 3.
  • The Stoic: He's a rather withdrawn man who prefers actions to words when it comes to convincing him.
  • The Strategist: He's a gifted tactician who gets tapped to help lead the Sole Survivor's military and guides them in the art of war as well.
  • Training the Peaceful Villagers: HQ taps his talents on Theresa's recommendation in order to create an army to counter the Gunners' invasion. When he's later encountered, he's found with a squad of wastelanders who took up their weapons to strike back at the invaders.

     Karl Stefan Magnusson 
Voiced by: Will Handford

A former RobCo employee and inventor of the ASAMs.


  • The Ace: Magnusson was one of the most accomplished men in pre-War America. Not only was he a former astronaut, he also was a master inventor with inventions such as ASAMs, and he was tapped by Vault-Tec to help with developing Vault 111 due to his expertise in cryogenics.
  • Brain Uploading: His Engramtape project turns out to be this, allowing for a copy of him to survive even nuclear war. The fifth Engramtape that serves as Chapter 3's MacGuffin also contains Magnusson's consciousness, though the procedure was so thorough even it was enough to guide the Sole Survivor and their allies through the war.
  • Chekhov's Gunman: He's brought up in Chapter 1 as the inventor of the ASAMs before the War. He then returns in Chapter 3.
  • Crazy-Prepared: Not only does he leave a couple of caches behind for the Sole Survivor to retrieve, he also set up a secret chamber of Vault 111 right underneath his personal pod for future use.
  • Mysterious Benefactor: He's the one who sent Gunner communications to the Comm Hub in order to help the Sole Survivor's group deal with them, as well as directing the Sole Survivor to retrieve items he deems necessary for their defeat.
  • Reed Richards Is Useless: Magnusson correctly foresaw that nuclear war was on the horizon, and aimed to develop several technologies to give humanity a fighting chance for survival. Working with RobCo and then later Vault-Tec gave him the funding and resources to do so, yet in the end they exploited his inventions for their own gain even as the world approached its apocalypse.
  • Remember the New Guy?: He's mentioned to be friends with Robert House. He was also responsible for helping develop Vault 111's cryogenic technology, making him indirectly responsible for the events of the original Fallout 4 game.
  • Shout-Out: His mannerisms were based on that of Robbie Rotten, and even his name is an oblique nod to Robbie's actor Stefan Karl Stefansson.
  • Voice with an Internet Connection: He guides the Sole Survivor over the radio when he re-emerges in Chapter 3.

Concord Residents

     Father Edmund Callum

A travelling preacher who becomes the minister of Concord church.

     Branigan

Former head of the West Virginia Caravan Company.

     Bobby the Ranch Hand

Branigan's ranch hand.

A member of Branigan's group.

     Pat the Lost One

  • Character Death: He's found dead after being killed offscreen.
  • Meaningful Name: He's the only one among Branigan's group that isn't found alive and well.
  • Posthumous Character: He's only found as a corpse after the Sole Survivor is sent to look for him.

     Elias Thompson

A hunter living in Concord with his daughter.

West Everett Estates

     Sickle 
Voiced by: James McLauchlan

The leader of his Super Mutant tribe in West Everett Estates.

  • Mirror Character: To Strong, the base game super mutant companion. Both of them are brutish, marauding super mutants who somehow manage to get along with humans in spite of their nature and help the Sole Survivor in their journey. The only difference is that Strong works directly with the Sole Survivor, while Sickle maintains his distance and stays with his tribe.
  • Remember the New Guy?: In the base game, Hammer is the leader of the West Everett mutants. Luckily for the Sole Survivor, Sickle is much more agreeable than his brother.

     Hammer 
Voiced by: N/A

  • Roaring Rampage of Revenge: When Sickle bluntly tells him that Nail is dead, Hammer goes mad with grief and attacks the Sole Survivor.
  • The Friend Nobody Likes: Sickle often calls him stupid to his face, and when he attacks the Sole Survivor, none of the other mutants help or take revenge when he's killed in front of them.

     Skout 
Voiced by: Yon Shady Glenn

     Nail 
Voiced by: N/A

  • Dead All Along: Sickle's first task for the Sole Survivor is to bring Nail home. Unfortunately, Nail is in no condition to return when he's found.

The Gunners

The Main Group

     Captain Robert Wes 
Voiced by: Lucas Webley

The leader of the Gunners and the main antagonist of Chapter 2.


  • Ascended Extra: A minor character in the base game, Captain Wes was given a larger role in the story of Sim Settlements 2.
  • Bald of Authority: He is in charge of the Gunners operating from Gunners Plaza.
  • Bald of Evil
  • Character Death: He is killed by the Sole Survivor in Chapter 2.
  • Disc-One Final Boss: He serves as the boss of the "End of the Beginning" quest, whose title makes it clear that his defeat is nowhere near the end of the mod's overarching storyline.
  • Even Evil Has Standards: While Wes was willing to forcibly take over other settlements, he is not willing to simply raze them to the ground unlike LaMont.
  • The Leader: He leads the contingent of gunners based in the Commonwealth Wasteland.
  • Named by the Adaptation: His first name, which appears on the Gunners dossier in The Ron's office, is given by the mod.
  • Rank Scales with Asskicking: As the top Gunner of the area he's also one of its most potent soldiers.

     Malcolm Berman 
Voiced by: Jeff Wong

A Gunner corporal who reports to Captain Wes and the secondary antagonist of Chapter 2.


  • Anti-Villain: If spared in Chapter 2, Berman returns in Chapter 3, now disillusioned with the Gunners following LaMont's intentions for the Commonwealth.
  • The Heavy: He's the Gunner who acts directly in opposition to the Sole Survivor during Chapter 2.
  • Heel–Face Turn: The Sole Survivor can potentially recruit him to join their cause in exchange for some key information on LaMont.
  • Jerkass: He's not the most personable person to be around, though he mellows out somewhat if he survives Chapter 2's events.
  • Smarter Than You Look: He may look like another dumb soldier, yet he was smart enough to figure out the truth behind LaMont, using it as leverage to possibly join the Sole Survivor's cause.
  • The Stool Pigeon: He's willing to provide the Sole Survivor some key info on LaMont that could turn the tide of the war against the Gunners in exchange for his freedom.

     Captain Algernon 
Voiced by: Ty Harper

A former commander of the Gunners who does not like the current path of the organization.


  • The Last DJ: He's disillusioned with the current direction of the Gunners, which leads him to ally with the Sole Survivor and Jake to help them get back the Comm Hub.
  • Old Soldier: He's a veteran commander of the Gunners who has become disillusioned with its current direction.
  • What Happened to the Mouse?: He disappears from the main storyline after the capture of Gunners Plaza, with his role as an ex-Gunner ally being potentially filled by Berman.

     Wise 
Voiced by: Richard Griffiths

A Gunner sergeant who reports to Captain Algernon.

     Victoria LaMont 
Voiced by: Liz Morey

Wes' right-hand woman and the main antagonist of Chapter 3.


  • Artificial Human: She was bred within Vault 75 as part of a Super-Soldier program. The program succeeded in creating a powerful soldier, yet was flawed to the point where it resulted in LaMont being a few screws loose.
  • Ax-Crazy: LaMont is a few bullets short of a full magazine. While it establishes her as a brutally effective and ruthless leader, her nihilistic leadership style also ends up driving away many Gunners, including Berman.
  • Bald of Evil: She's a bald woman who is for all intents and purposes the main villain of Chapter 3.
  • Blessed with Suck: As one of the products of Vault 75 she is stronger, hardier, and smarter than an average human being. Unfortunately for her, it also came with emotional instability and a very short lifespan.
  • I Have Your Wife: She decides to take Laura hostage after the Gunners come across her and Katelyn in the wasteland, using the girl as leverage against Jake.
  • The Leader: LaMont takes command of the Gunners after Wes' death.
  • Save the Villain: The purpose of the "Sympathy for the Devil" optional quest is to find a cure for her reduced lifespan. While she refuses the offer when it's first given to her, making certain choices will allow her to stand down.
  • The Starscream: LaMont planned to kill Wes before the Sole Survivor did so.
  • Suicidal Cosmic Temper Tantrum: LaMont's status as a dead woman walking combined with her highly unstable mentality means that she's willing to take down the entire Commonwealth with her.
  • Super-Soldier: She was part of the Vault 75 experiments in creating a Transhuman with increased strength, endurance and intelligence. Unfortunately neither emotional stability nor a healthy lifespan came with her abilities.

     Commander Yorks

A Gunner commander at the Mass Bay Medical Center.

The Hellhounds

     Lieutenant Ralph Elisher 
Voiced by: Will Handford

The leader of the Hellhounds and the main antagonist of the Commonwealth Police Department questline.


  • Arc Villain: For the Commonwealth Police Department quest line.

     Corporal Kat Kettle 
Voiced by: Emaline Tuck

A member of the Hellhounds.


     Pete "the Butcher" Emins 
Voiced by: Jimmie Yamaguchi

A member of the Hellhounds, initially thought to be their ringleader.


  • Dumb Muscle: He's a burly man who's not the sharpest tool in the shed. His high stats in Strength and Endurance make him a good fit for tending to Agricultural or Industrial plots, and his lowest stat is indeed Intelligence.
  • Expy: He's one to Lennie from Of Mice and Men, as a mentally challenged big fellow accompanied by a more intelligent partner and is accused of doing things he's clearly innocent of.
  • Heel–Face Turn: He alongside his wife Patty can be recruited as settlers after the CPD quest line is completed.
  • Minion with an F in Evil: It's clear he doesn't really have any idea about the atrocities the Hellhounds commit. When he and Patty are given a chance to live an honest life, they readily take it.
  • Names to Run Away from Really Fast: Subverted. His byname "the Butcher" implies he's a bloodthirsty man who serves as the leader of the Hellhounds, but it turns out to be a reference to his role as their cook.
  • Red Herring: Invoked. He's initially set up as the leader of the Hellhounds, but it turns out he's being used as a distraction by Lieutenant Elisher to lure away the CPD from their headquarters.
  • Shout-Out: His name is a reference to the "Butcher Pete" song by Roy Brown that plays on Diamond City Radio.
  • Unwitting Pawn: He's set up as bait to lure away the CPD from their HQ, allowing the Hellhounds to take it over while they're away.

     Patty Emins 
Voiced by: Blythe Renay

A cook for the Hellhounds, as well as Pete's wife.


  • Heel–Face Turn: She alongside her husband Pete can be recruited as settlers after the CPD quest line is completed.
  • Minion with an F in Evil: It's clear that like her husband Patty is largely kept away from the Hellhounds' worst atrocities. When she and Pete are given a chance to live an honest life, they readily take it.

Commonwealth Police Department

     Simon Forseti 
Voiced by: Norman Bradley

  • By-the-Book Cop: Literally. His personal quests task the Sole Survivor to explore the ruins of Boston Public Library for books and holotapes on criminology, as well as attempting to recruit a pre-War ghoul back to her judge position in order to ensure the CPD is an impartial enforcer of the law.
  • Masculine Girl, Feminine Boy: He serves as the by-the-book, intellectual counterpart to his gung-ho, aggressive sister.
  • Meaningful Name: He and his sister are named after the Norse god of justice, Forseti.

     Lena Forseti 
Voiced by: Amanda Hufford

     Jerred Lund 
Voiced by: Greg Gridney

The quartermaster of the CPD.

     Shhandy 
Voiced by: Lani Minella

The messenger of the CPD.


     Caleb Saunders 
Voiced by: Ryan Cooper

A CPD detective hunting down Bombface's group.


  • Crusading Widower: He dedicates himself to hunting down Bombface's group because they killed his wife.

The Nightingales

     Fiona 
Voiced by: Christina Nicholls

The leader of the Nightingales.


  • The Workaholic: She's so dedicated to taking care of her patients that even her fellow Nightingales have to remind her to take breaks every now and then.

     Cassandra 
Voiced by: Dahlia Lynn

The oldest member of the Nightingales who later joins the GNN HQ.


  • Omnidisciplinary Scientist: Her current specialization with the Nightingales is in curing infectious disease, though she states that she got her start taking circuits apart. The fact that she can work in either medicine, chemistry or electronics makes her an ideal fit to lead HQ's Science Department.

     Circe 
Voiced by: Elissa Park

A longtime member of the Nightingales.


     Raphael 
Voiced by: Lucas Webley

A former raider and a bodyguard for the Nightingales.


  • The Big Guy: He serves as the Nightingales' bodyguard and muscle.
  • Good Is Not Nice: Unlike the rest of the Nightingales who avoid escalating conflicts and tend to all sides as much as possible, Raphael is perfectly willing to fight back against those threatening the Nightingales' work.
  • I Owe You My Life: He sticks with the Nightingales since Fiona saved him after being left for dead in a raider battle.
  • Jerk with a Heart of Gold: He may be a rough man who hasn't quite shaken off his raider past and complains about how nice the other Nightingales are, but make no mistake, he's definitely on their side.
  • Meaningful Name: His name means "God has healed" in Hebrew, and is the namesake of the healing archangel. Also has a bit of Ironic Name given that his status is as the Nightingale's muscle rather than one of their healers.
  • Super Not-Drowning Skills: He was able to swim across Massachusetts Bay to a shipwreck with only a few Breather chems.
  • Taking the Heat: He tries covering for Ellis giving a raider a Mercy Kill in the "Angel of Mercy" quest, though it's apparent he had nothing to do with it otherwise.

     Ellis Kingsley 
Voiced by: Ezra J. Wayne

The youngest member of the Nightingales and the son of Diamond City's quartermaster.


  • The Baby of the Bunch: His status as the youngest of the core Nightingales causes his desire to help the people of the Commonwealth to conflict with his fellows' desire to protect him from the worst of it, which comes to a head during the "Angel of Mercy" quest.

New Liberty Trading Company

     Lydia Proudmore 
Voiced by: Brandy Fisher

A trader for the NLTC.


  • Chekhov's Gunman: She plays a bigger role in the NLTC questline that came with Chapter 3 after a brief appearance in the Nightingale questline in Chapter 2.
  • Defrosting Ice Queen: She starts off cold and haughty, but over the course of the NLTC questline she opens up to the Sole Survivor and even learns to work with Allison and The Ron.
  • Early-Bird Cameo: She first appears in the Nightingales quest "New Connections" that came with Chapter 2, while the rest of the NLTC is only introduced in Chapter 3.
  • Honest Corporate Executive: Lydia is a sincere believer in the NLTC's ideal of holding to their contracts, as well as genuinely believing that investing in the Commonwealth can be a win-win situation. This contrasts with Glatton's underhanded approach to making a profit that only benefits himself.
  • Mistreatment-Induced Betrayal: She recruits the Sole Survivor to assist her in a plan to bring about Glatton's downfall, due to him taking all the credit for the hard work she does for the company.
  • Nepotism: Downplayed. When the Sole Survivor asks The Ron for some information on her, he notes that she comes from a prominent family within the NLTC's board, yet also notes that it isn't enough for Lydia to be named head of the trade mission to the Commonwealth. This is in part because she was the brains behind the urban renewal scheme that led to Allison's rebellion and the death of her father.
  • Noblesse Oblige: Due to being born in wealth and privilege, Lydia believes that using her wealth to benefit other people is the best way to use them.
  • You Killed My Father: Part of why she and Allison have an icy relationship at the start of the questline is because the latter killed Lydia's father, who was Glatton's mentor. That being said, their common cause against Glatton proves to be enough to improve their working relationship.

     Allison Gale 
Voiced by: Morgan Lea

Chief of security for the NLTC.


  • Action Girl: She prefers gunning down enemies to counting coppers.
  • Became Their Own Antithesis: She started out as a Rebel Leader rising against the NLTC's rule, who after killing Glatton's superior who happened to be Lydia's father was then invited to become the NLTC's security chief under Glatton.
  • Blood Knight: She enjoys combat to the point she's used as the NLTC's enforcer. Given her sordid past, it's understandable.
  • Dark and Troubled Past: Her mother abandoned her when she was young, then the slums she grew in were then targeted by the NLTC for some urban renewal. She started an insurrection against the NLTC that saw Glatton's superior die, which then led the NLTC to recruit her, effectively becoming Glatton's attack dog.
  • Good Feels Good: After the Battle of Quincy, she notes how good she feels after helping defeat the Gunners and making a positive difference.
  • Private Military Contractors: She's the leader of a mercenary group that works for the NLTC, and can be convinced to help out against the Gunners for a good price.

     Jeremiah Glatton 
Voiced by: Sterling C. Beard

  • Arc Villain: For the New Liberty Trading Company questline.
  • Corrupt Corporate Executive: His M.O. involves shaking down areas like the Commonwealth for short-term monetary gain, even if it hurts them in the long run. This, of course, includes both offering legitimate services to settlers and paying off raiders to run an extortion scheme.
  • It's All About Me: Downplayed. After Glatton's downfall, he complains to the Sole Survivor that Lydia and Allison would be nothing without him, pointedly ignoring how his own schemes were why they had to rely on him in the first place.
  • Self-Made Man: In contrast to Lydia being the daughter of a prominent NLTC family, Glatton is of humbler origins, coming from a family of craftsmen.

  • Women Are Wiser: It's clear that her reason for leaving Jake wasn't totally unjustified, given his Fatal Flaw of putting his own needs ahead that of others even to his own detriment. It's something she's willing to call him out on once they're reunited.

  • Anti-Villain: If she's to be believed, Vault-Tec (or at least her) genuinely had humanity's well-being in mind for their vault projects.
  • Human Popsicle: Like the Sole Survivor, she and a few other top members of Vault-Tec were put into cryogenic suspension to ride out the apocalypse. She came back every now and then in order to communicate with the surface and help Luna Colony fix its issues by getting their hands on the Engramtapes.
  • King Incognito: She introduced herself as Vault-Tec's Chief Procurement Officer rather than its CEO to Magnusson in order to lower his guard and gain his trust.
  • The Unfought: Given that she's stuck on the moon with other Vault-Tec personnel, it's understandable why she doesn't even show in person, let alone fight the Sole Survivor.
  • Unwitting Instigator of Doom: Her attempts to contact the Vaults for assistance found their way to Vault 75, where the Gunners were stationed and offered her a deal to get the Engramtapes on her behalf, starting the core conflict of the story.
  • Walking Spoiler: Her mere existence is key to several of Chapter 3's plot points, as well as the mod's storyline in general.

  • Parents as People: A big issue he faces is the fact that his son Ellis ran off to join the Nightingales, which he's taken great pains to conceal from his fellows in Diamond City's government and can be used as blackmail by the Sole Survivor to get him to agree to the NLTC's trade deal.

A man in possession of a lucky item that has him being chased by unknown assailants.


  • Bad Luck Charm: The reason Viceroy was being pursued was his possession of a rare bottlecap that brought death and destruction wherever it went, beginning with being at the epicenter of Cambridge Crater on the 23rd of October 2077, the day of the Great War.
  • Bait-and-Switch: Viceroy wonders why people would pursue him for the bottlecap he possessed, assuming people found it lucky, when in fact it was his own good fortune and a lucky rabbit's foot that likely cancelled out whatever bad luck he possessed.
  • Born Lucky: It's likely that the reason he was able to avoid the misfortune associated with the unlucky bottlecap was cancelled out by his own innate luck and his rabbit's foot charm.
  • Good Luck Charm: His real lucky item is a rabbit's foot that he then gives to the Sole Survivor for assisting him.

     Archon

A pre-war ghoul formerly named Ron Archer who found himself being worshipped by the Children of Atom.


  • Non-Standard Character Design: Archon has deep green skin, presumably marking him as a variant of a Glowing One who hasn't gone feral (and is probably the reason why the Children of Atom venerate him as a saint).
  • Stop Worshipping Me: Archon doesn't really appreciate the undue attention he gets from the Children of Atom.

     Gremlin

A young woman with an interest in energy weapons who sends the Sole Survivor in search of them.


  • Functional Addict: She's a regular chem user who nevertheless figures out how to reverse-engineer several pre-War energy weapons.
  • Genki Girl: The energy she exudes could probably power the laser weapons she prefers all on its own.
  • Girlish Pigtails: She wears pigtails that accentuate her childlike wonder at energy weaponry.
  • Motor Mouth: Her speaking speed matches her hyper energy.
