A good handful of villains are absent of any redeeming traits and are as despicable as possible so that their inevitable comeuppance will be extremely satisfying.


Main Series

East Blue Saga
  • The second villain of the series, Axe-Hand Morgan, is a tyrannical Marine Captain who runs Shells Town like his own personal fief, embezzling funds to build statues of himself and ordering the punishment, if not outright execution, of anyone who displeases him, including ordering the execution of a little girl. And while he lets his spoiled son Helmeppo do whatever he wants, he has very little actual love for him, even telling him to his face that the only reason he doesn't beat him is that he thinks Helmeppo is so worthless that it's not worth the effort. When Helmeppo tries to stop Morgan from escaping arrest, Morgan disowns him and tries to kill him.
  • Don Krieg. While not one of the most monstrous villains to appear, he is a really detestable blowhard without redeemable character traits and is completely blind to how weak he really is even after Mihawk wipes out his entire fleet singlehandedly. He also attacks the people who saved his life the moment he has his strength back just for the hell of it and plans to rob them blind, is a Bad Boss that treats his own crew as disposable, relies on dirty tricks when he realizes he can't win in a straight fight, and is a huge Sore Loser who refuses to understand when he's been beaten.
  • Captain Nezumi from the Arlong Park Arc. He is a corrupt Marine Captain of Navy Base 16 in the East Blue who happily takes bribes from Arlong and overlooks his tyranny so long as he gets a cut of the tributes. He shows up with his marines to steal Nami's treasure, which she had spent years trying to collect in order to free her village, and shoots Nami's adoptive sister Nojiko in the shoulder for interfering. After Arlong is defeated, he tries to take the reward and all the wealth for himself. Luffy and his crew objected to his attempts to rain on their parade, and provides Nami with quite a bit of catharsis after Arlong is defeated.
    • He's even more insufferable in the Netflix live-action series, having his jerkassery turned up to eleven. He makes subtle prejudiced remarks about Fishmen in front of Arlong, up and desecrates Bell-mère’s grave in order to steal the treasure Nami spent years trying to collect in order to free Coco Village, and tries to place the blame of Arlong’s crimes on Luffy when confronted by Garp, pulling rank to bully Koby for not believing his lies. After Arlong’s defeat, he tries to get Garp to arrest the Straw Hats claiming that they are the real criminals. Even Arlong was considering tearing him apart and Garp found him irritating.

Skypiea Saga

  • Yama from the Skypiea Arc. There's nothing nice to say about him; he's not entertaining like Satori and Gedatsu, nor badass like Ohm, just a Jerkass with slightly more power than the average Mook. He destroys the Skypiean ruins before Robin and mocks her when she calls him out for it. Which makes her beatdown of him all the more cathartic.

Water 7 Saga

  • Even among the merciless, cold-hearted members of CP9, Spandam stands out as particularly despicable. He is a Dirty Coward, Smug Snake, and Manipulative Bastard all in one; he likes to think he is the best, when he is actually pathetically weak, and has to hide behind his agents' backs. In fact, the only things he cares about are himself and his status and would do anything for those, even putting the blame of his mistakes on his subordinates. He also goes out of his way to abuse his prisoner Nico Robin, both physically and emotionally. Even his own agents don't respect him much. His detestability subjects him to a Humiliation Conga that lasts throughout the arc: He loses the blueprints to Pluton, accidentally activates the Buster Call on his own base, mistakenly blabs on the Transponder Snail that he'd let everyone on the island die in order to further his career, gets slapped silly by Robin once she's freed from her Seastone cuffs, and eventually has his spine broken to pieces by her. Similarly, he's also ruined Franky's life in more ways than one, so it's cathartic to see Franky beating him up as well. Overall, his scenes are either him suffering in a comedic and satisfying way or being so nasty he shows why he deserves said suffering.
  • Vice-Admiral Onigumo is one of the Marines’ most ardent practitioners of Absolute Justice. When Luffy lands on one of the Marine battleships, Onigumo orders his men to destroy the battleship, not caring that the loyal marines aboard will be killed. When one of his own men points this fact out to him, Onigumo shoots the objector.

Dressrosa Saga

  • The majority of the Donquixiote Pirates come off as weird, quirky, and overall too funny to hate. Trebol, however, is not one. He is violent, rash, and generally repulsive, both on the inside and out. He doesn't think before attacking anyone, doing so without considering whether or not he'd hurt his crewmates in the process. He also tries to set a bunch of dwarves on fire before stomping on each of them, sadistically mocking them for their beliefs in Usopp being their savior.

Whole Cake Island Saga

  • Charlotte Flampe got a lot of hatred from viewers during the Whole Cake Island Arc. She is seen as nothing but a bratty, annoying and sadistic girl who interferes with Luffy and Katakuri's fight, and shoots Luffy with a blowgun in order to try and earn her older brother's praise. However, when Katakuri becomes furious at her for interfering with his fight and inflicts a wound on himself and shows his mouth to make the fight fair on Luffy, Flampe immediately turns on her brother, laughing and spitting on him because of his mouth (Something that genuinely upsets Katakuri, who cares very deeply for his family) and even has her subordinates take photos of his mouth and threatens to show them to everyone. It's no surprise that many fans cheered when she was knocked out by the combined force of Luffy and Katakuri's Conquerer's Haki clashing with each other.
  • Peachbeard hides under Blackbeard's name to commit atrocious crimes, taunts a town that he plunders despite knowing they'll die if they don't give an offering to their king and the Celestial Dragons, and shows no positive qualities. This makes his crew's defeat at the hands of the townspeople and the Revolutionaries and him getting humiliatingly beaten by Moda all of the more satisfying.

Wano Country Saga

  • Kurozumi Orochi is the corrupt shogun of Wano and ally of Kaido. As ruler of the land, he allows the Animal Kingdom Pirates to ravage the land, while keeping the capital free of pollution caused by their factories. He lives a hedonistic lifestyle as everyone outside the capital are starving due to the famine caused by his allies' actions. He turned one of the leftover towns, Ebisu Town, into a community of Stepford Smilers by feeding them SMILES, due to wanting an illusion of a happy domain. After the reveal about his clan being persecuted for the sins of his grandfather, his treatment is shown in a worse light because it means his willingness to turn the country into a hellhole is all part of his revenge, and makes him a hypocrite as well. It is why many readers cheered when he gets his head suddenly lopped off by Kaido, when he objects to him trying to turn all of Wano (including the capitol) into his playground. Before long, it is revealed that he's still alive after getting decapitated thanks to his Devil Fruit powers and retaliates by setting fire in Onigashima to take everyone out even if his subordinates are still there.
  • Admiral Ryokugyu, aka Aramaki, is an Ax-Crazy Psycho Supporter of the Celestial Dragons who indulges in ruthless Dehumanization towards anyone who the World Government considers worthless, and in some ways he is worse than Akainu, who at least does not want to mingle into business involving the Celestial Dragons and even despises them.

Final Saga

  • York is the World Government's mole in the SSG who explicitly admires the aforementioned Celestial Dragons, intending to kill fellow Satellites (personally shooting Shaka, and having the Seraphim crush Pythagoras's head) and the Stella who created her just so she can become a Celestial Dragon. She is responsible for revealing Stella's research into the Void Century to the World Government, along with sending the Five Elders the Mother Flame, leading to the destruction of Lulusia. York is made even more unlikeable by being personally weak, leaving her crying for the Marines to save her once she's captured and the Seraphim are disabled.
  • In Kuma's flashback, King Bekori is a selfish, corrupt and tyrannical king who supports the World Nobles and cares more about himself than his citizens. He's forced sick people who couldn't pay the Heavenly Tribute to the World Nobles to prison, letting them starve to death. Later on, he's allowed his soldiers to enslave the southern region of the Sorbet Kingdom to make the northern region the actual kingdom, just so he can pay less for the tribute on the technicality that his kingdom is smaller in population. It's no wonder the citizens were relieved when the Freedom Fighters overthrew him. He gets even worse, however, when he returns six years later to reclaim his throne by running a violent smear campaign against Kuma, calling him a tyrant, getting the World Government to overthrow him, and killing off the citizens and nobles who protest. Even after Kuma foils him a couple more times, Bekori refuses to give up and tries sending a Marine armada to Kuma, leading to Kuma sinking the entire armada, including Bekori, to the bottom of the sea.
  • Also appearing in Kuma's flashback is Alpha. At first, she appears to be a kind nurse taking care of Bonney, but turns out to be a Bitch in Sheep's Clothing when she, actually an undercover CP8 agent, essentially turns Kuma's church into a prison to isolate Bonney from all her outside contacts in the Sorbet Kingdom. She becomes even more unlikeable when she rips apart Kuma's letters, leaving Bonney crying and wondering why her father isn't writing to her. She later gives Bonney a foul-tasting placebo (made out of spoiled lemonade no less), when she could give her a good tasting one just because it amuses her. And finally, she actively relishes the chance to beat up Bonney and chain her up when the poor child finally has enough and attempts to escape. Needless to say, she more than earns Bonney's Nika-powered punch to her face.

Movies, Specials, Filler

  • The filler Rainbow Mist Arc has Wetton. He was a pirate who took over Ruluka Village and forcefully became its mayor. Over the next 50 years, he's forced citizens to pay ridiculous taxes and forced those who couldn't pay to work to death on the Rainbow Tower (which would later be used as a bridge to the alternate dimension Rainbow Mist). During his battle with the Straw Hats in the Rainbow Mist, upon being overpowered, he becomes a Dirty Coward and makes a run for it, detonating the bridge between the dimensions and leaving his men, including his son and grandson, behind.
  • The fourth movie gives us General Gasparde, who is perhaps the most morally bankrupt Big Bad in all of the One Piece films. A flashback reveals that he's betrayed the Marines so that he can go around pillaging towns. He also went as far as attempting to drown a 3-year-old child and enslaving the survivors of the town he's attacked. In the present, he tries to cheat in the Dead End race by giving all the other racers fake Eternal Poses that lead to certain doom, as well as sinking the person who helped him rig the race. And he did all this just For the Evulz. He's also a Bad Boss to his crew who throws out those he deems worthless. During the film's climax, Gasparde tears open Luffy's prized hat just to spite him, earning his ire. And while the majority of the other movie villains have at least some redeemable or quirky character traits, Gasparde has none of them.
  • Wapol is a scumbag of a king in the Drum Island Arc, but he is even worse in the film adaptation. At least in the original manga and anime, he had quirky and humorous character traits, along with a few Pet the Dog and Even Evil Has Standards moments, but the movie has these traits Adapted Out, and instead makes him completely unsympathetic and unlikeable. Like in the source material, Wapol forced twenty doctors into servitude and exiled the other doctors, and fled his country when Blackbeard came to ransack Drum Island. When he returns to his kingdom to reclaim it, he makes his presence known by causing an avalanche, destroying one village. As if that's not heinous enough, he then decides to use his brother's spore powers to poison all the citizens to death, believing them to have become too insubordinate, only sparing those who beg for an antidote.
  • Wapol's brother Musshuru isn't any better than him. In the past, Musshuru has killed countless innocents just to kill his boredom, and when Wapol frees him from exile in the present, he is the one to suggest making their presence known to Drum Island by setting off an avalanche. He is also excited at the idea of using his spore powers to poison every citizen to death, saying it would be fun to launch the spore bomb. Finally, he proves to be a Bad Boss, as he has no qualms in poisoning Chess and Kuromarimo when they get in the way of his attack.
  • In One Piece: Ace's Story, Vice Admiral Draw is a depraved Marine officer with a hate boner for pirates, similar to Akainu, but shows no redeeming, charismatic or badass qualities that make the latter less loathsome. Though initially appearing to be a Nice Guy, after Ace turns down his offer to join the Seven Warlords, Draw proceeds to attack Ace and Deuce, endangering several civilians who were caught up in the process, and then goes on to blame Ace for forcing him to fight and put the civilians in danger. This ultimately causes Isuka to realize he was responsible for that fire that killed her parents.
