The world is torn asunder between Kamen Rider Zein, the embodiment of benevolence who can use the power of every Kamen Rider to expunge malice and the Kamen Rider Outsiders, who have been revived by Foundation X and are trying to stop Zein's utopian ambitions.

Brain, who was revived as an Outsider along with Bronze Drive sympathizes with the beliefs of Yuto Sakurai, who was once Kamen Rider Zeronos and now Kamen Rider Zein joins forces with Zein's faction.

After activating the Zein Driver, Sakuya Tachibana attempts to open Kamen Rider Chronicle to the public, for the purpose of eradicating malice.

Tropes

  • Achievements in Ignorance: Banno's constant pestering of Brain (and the latter keeping his phone on) is what allows the duo to properly warn Foundation X of Zein's plans.
  • An Aesop:
  • All for Nothing:
    • The Ark's last-ditch effort to draw out Zein ends up being this. This leads to Ark-Zero to be singlehandedly brutalized by Kamen Rider Zein, and then destroyed by Garren King Form even after Yuto listens to Brain's pleas.
    • Most of Zein's active supporters realized that they've done nothing but to doom the entire human race for their blind faith in Zein, and thanks to Zein having full control of Kamen Rider Chronicle by impersonating Nico to manipulate Genm Corp. into relaunching the game, Brain, Horobi, and Tachibana can only look on in horror as Zein's plans send humanity down to the path of self-destruction unfolds.
  • Alternate Self: The Yuto Sakurai who transforms into Kamen Rider Zein is an entirely separate character from the one we are all familiar with. He actually comes from a Bad Future where his fiancée met a seemingly tragic fate, keyword being "seemingly" as the circumstances regarding the Airi Nogami of that Yuto's timeline isn't elaborated upon.
  • Always a Bigger Fish: Carried over from the previous epside, the fight between Zein and Ark-Zero shows that the former is superior to the Ark. Zein singlehandedly mops down the floor with the Ark and the latter being unable to land a single hit shows how helpless the Ark is and could have met its permanent end if Brain hadn't interfered, but Tachibana manages to finish the job regardless. The aftermath of the battle takes a step further with Zein being able to possess a human host (in this case, Yuto) instead of a Humagear, and even mimic someone's voice to trick a video game company into relaunching a Deadly Game.
  • Bad Guys Do the Dirty Work: Zein allows Tachibana to finish off Ark-Zero after Yuto listens to Brain's pleas.
  • The Bad Guy Wins: Zein emerges the victor, thanks to Tachibana destroying the Ark, injuring Horobi in the process. Once all is said and done, Zein hijacks Yuto's body, thus preventing him from truly redeeming himself and rendering Brain's pleas moot. Zein then impersonates Nico as it tricks Genm Corp. into relaunching Kamen Rider Chronicle with the intention of speeding up humanity's self-destruction.
  • Beware the Superman: Zein wasn't kidding about using the power of Kamen Riders to subjugate humanity to the point of stoking fear and terror to put the villains and the entire human race on notice just like what Yuto did to Banno in the previous episode.
  • Bittersweet Ending: Leaning more on the "bitter" part. The Ark is destroyed... at least for now. Even with the powers of Kamen Rider Zein, the Ark's apparent destruction did not eradicate all malice just what the good guys intended, but instead create a disastrous chain of events that would follow — Zein is finally outed as the Big Bad, having overthrown the Ark as the only AI with the right to annihilate humanity, and betrays its allies after managing to trick them into relaunching Kamen Rider Chronicle to speed up mankind's own self-destruction. With Zein victorious over the Ark, the Outsiders, Foundation X, and Zein's former allies must prepare for a long battle ahead to liberate the world from Zein's tyranny, or die trying.
  • Book Ends: Done in a karmic fashion, the Ark's last-ditch attempt to draw out Zein starts with it singlehandedly defeating Kamen Rider Garren, ending with the Ark at Tachibana's mercy after being severely weakened from fighting Kamen Rider Zein and having unlocked King Form, leading to its destruction.
  • Broken Pedestal:
    • Horobi and Nico's loyalty towards Zein quickly wavered once it plans to relaunch Kamen Rider Chronicle to push humanity towards a path of self-destruction under the pretense of eradicating malice, and then they come to view Tachibana as one for playing along with Zein's plan resulting an infighting among the heroes.
    • Brain's admiration for Yuto is quickly shattered as he actually plays along with Zein to use the power of the Kamen Riders to oppress humanity.
  • Bullying a Dragon: The Ark's last-ditch effort to draw out Zein would turn out to be its undoing. Not only it gets an ultraviolent No-Holds-Barred Beatdown from Zein as a reward for its Stupid Evil tendencies, Laser-Guided Karma kicks in when Tachibana, whom the Ark defeated earlier, ends up destroying the Ark after unlocking King Form.
  • Call-Back:
    • Banno warns Brain not to trust Zein and later alerting Foundation X that Zein would turn out to be Evil All Along is basically him in the same position as Krim in episodes 40 and 41 of his home series when Krim tries to warn the heroes, especially Go to never trust Banno until they find out too late that Banno was pretending to help them only to secretly steal some of Krim's technology.
    • Zein hijacking Yuto's body is basically the same way how Banno does to 006 before his first transformation into Gold Drive.
  • Chekhov's Gun: Tachibana snags an Evolution Giraffa ♦K Rouze Card scattered among the other cards used by Zein to assume Garren King Form. He then proceeded to use the other Rouze Cards to finish off Ark-Zero with his own Four Cards finisher.
  • Cliffhanger: The episode ends with Zein possessing Yuto, who proceeds to trick Genm Corp. into relaunching Kamen Rider Chronicle while its former accomplices can only watch in horror as Zein sets its plan into motion. Meanwhile, George is made aware of Zein going rogue as he prepares to transform into Juuga.
  • Curb-Stomp Battle: A chain of them.
    • Ark-Zero is able to hold off Garren without breaking a sweat.
    • Only for Kamen Rider Zein to give Ark-Zero a brutal thrashing moments later and is close to finishing the latter had Brain not interfered. Only for Garren King Form to finish the job while Ark is still weakened from the earlier battle against Zein.
  • Darkest Hour: With the Ark rendered off the grid and Zein revealing its true colors, both Foundation X and Zein's now-former associates found themselves in a rather hopeless situation now that Zein proceeds to set its plan into motion.
  • Divided We Fall: Zein's inner circle falls into disarray when Horobi betrays the faction in response to Zein's end goal with Kamen Rider Chronicle. To further rub salt to the wound, Zein reveals its true colors upon possessing Yuto.
  • Does This Remind You of Anything?: Nico being held at gunpoint by Tachibana at Zein's orders after she refuses to relaunch Kamen Rider Chronicle is a clear parallel to authoritarian rulers' methods of silencing any perceived source of dissent.
  • Double-Meaning Title: This episode refers to the Yuto Sakurai who transforms into Kamen Rider Zein coming from a Bad Future where humanity has gone out of control and came into the present to ensure Zein succeeds in taking over the world, and Zein finally coming out as the true evil of the anthology.
  • Downer Ending: With the Ark taken out of the picture, at least for now, neither the good guys nor bad guys emerge victorious. The real winner is none other than Zein, who now drops its Benevolent A.I. façade in front of its own inner circle after possessing Yuto, as Horobi, Tachibana, and Brain can only look on horror as Zein tricks Genm Corp into reactivating Kamen Rider Chronicle by mimicking Nico's voice, setting its plan to push humanity down the path of self-destruction into motion.
  • Enemy Mine: The Ark makes one last-ditch effort to draw out Zein by possessing Horobi after he recently dissented against Zein. Only to fail miserably.
  • Even Evil Has Standards: Both Banno (of all the vile villains) and Foundation X are shocked upon learning that Zein plans to use Kamen Rider Chronicle to create a cannon fodder of Ride Players to be used against the Outsiders as pretext of eliminating malice, when in truth this is used as a pretext for Zein to bring humanity down to the path of self-destruction.
  • Evil All Along: Zein drops its Benevolent A.I. facade in this episode as it plans to use Kamen Rider Chronicle to bring upon humanity's self-destruction.
  • Eviler than Thou: Zein proved itself to be a more tyrannical villain than the Ark, and the latter's apparent demise shows that only one A.I. can decide humanity's fate.
  • The Extremist Was Right: Turns out the villains were correct about Zein planning to exterminate humanity the entire time, as evident by the horrified reactions from both Rando and Ecole.
  • The Farmer and the Viper: The good guys managed to successfully get rid of the Ark thanks to Tachibana... only for Zein to reveal its true colors on the spot.
  • Final Solution: Zein plans to turn Kamen Rider Chronicle into a humanity self-destruction game, where Ride Players will be used as Sacrificial Lambs against the villains. Which explains why Zein plans to use the game as propaganda under the false pretense of promoting the game to eradicate malice.
    Nico: Are you saying that you're going to use Kamen Rider Chronicle on humans?
  • For Great Justice: Invoked by Tachibana, he believes that Zein's goal to use Kamen Rider Chronicle, a video game that kills people in real time should players get a game over, as a Final Solution to eliminate human malice. When Nico objects, she gets a gun pointed to her head.
    Tachibana: This is for the sake of justice. It's your duty as Genm Corporation's shareholder to give the order to relaunch Kamen Rider Chronicle. Do it now.
    Nico: Are you nuts!? I can't do that!
  • Gone Horribly Right: The Ark's apparent destruction rendered it off the grid... for now. Only for something far worse than the Ark emerged as the ultimate evil, which happens to be none other than Zein itself.
  • He Who Fights Monsters: Brain calls out Yuto for using the powers of all Kamen Riders to oppress humanity in order to purge all malice, pointing out that this does not excuse him from becoming the same evil he's opposing.
  • Heel–Face Door-Slam: Brain actually manages to get through to Yuto by comparing his brutality to those of Zein; pointing out how he's using Kamen Riders against humanity. Right as Yuto disarms however, Zein hijacks his body and takes him over.
  • Heroic Second Wind: Garren gets a hold of an Evolution Giraffa ♦K card to assume King Form and obliterated a now-weakened Ark-Zero with his own Four of a Kind finisher.
  • History Repeats:
    • Just like how Krim tries to warn Go about his father's true colors until he finds that out too late, Banno does the same trying to warn Brain about Zein, until the Roidmude is devastated upon learning the alternate timeline Yuto, and then react in utter despair when Zein reveals its true nature.
    • In the most foreboding moment possible, Zein tricks Genm Corp. into relaunching Kamen Rider Chronicle by impersonating Nico and without Kuroto Dan's consent, the latter being the one who created the game, no less. Just like how Parado launched the game after killing Kuroto in Ex-Aid.
  • Hope Spot: Brain succeeds in stopping Yuto from crossing the line that would made him into a full-blown villain by killing both Horobi and the Ark. Then, Tachibana unlocks King Form to finish the job instead. After that, Zein possesses Yuto, which not only prevents him from realizing the errors of his ways, but also rendered Brain's pleas moot.
  • Hopeless Boss Fight: Non-video game example, and given how Banno was absolutely screwed the moment Kamen Rider Zein showed up in the earlier episode. The Ark is reduced to a sitting duck as it gets completely overpowered by Zein, and both it and Horobi could have met their permanent ends if Brain hadn't intefered. Either way, Tachibana managed to finish the Ark while it was still weakened from its battle against Zein.
  • Hypocrite: Yuto lectures Brain and Ecole about how a villain can turn good and a hero turning to The Dark Side comes off as hypocritical by the fact that he already taken the latter path by choice. He is even willing to cross the line for the sake of a good cause. And by nearly killing off Horobi and the Ark could turn Yuto into a straight up villain far worse than even Banno of all people.
  • Internal Reveal:
  • Jumping Off the Slippery Slope: Subverted. Thanks to Brain's intervention, Yuto powered down his Rider form, sparing the Ark and Horobi from death, saving him from spiraling down to a dark path. Zein, the A.I., has none of it and possesses Yuto, interpreting his hesitation as insubordination.
  • Karmic Death: Although the Ark's fate is left uncertain at the end of this episode, the fact that it defeated Kamen Rider Garren just to draw out Zein, only to be brutally beaten by Kamen Rider Zein, leaving the Ark weakened to be finished off by Garren King Form.
  • Kill All Humans: Implied. After berating Horobi for not exterminating humanity in his Alternate Timeline, Yuto states that he's come back to "return everything to zero", hence why he plays along with Zein's humanity self-destruction game.
  • Make Way for the New Villains: Zein succeeds in taking the Ark out of the equation to finally cement itself as the Big Bad of Outsiders.
  • Mook Horror Show: Similar to Banno's firsthand experience and defeat at the hands of Kamen Rider Zein, the Ark is completely helpless against Zein to the point of being overpowered into submission by the latter. Even after Brain protected Ark-Zero from a fatal blow, the Ark is visibly petrified in fear and could barely move despite Yuto's hesitation thanks to Brain's pleas. Then, Garren unlocks his own King Form...
  • My God, What Have I Done?: Thanks to Brain's pleas, Yuto realizes that he's become far worse than the villains he previously fought and cancels his transformation. This is abruptly cut short with Zein possessing Yuto, denying him a chance to redeem himself.
  • Mythology Gag: Zein and Ark-Zero's fight is basically a recreation of N-Daguva-Zeba and Kuuga Ultimate Form's final showdown, this time without the blizzard and Zein dominating the fight and almost close to finishing Ark-Zero if Brain didn't interfere. Similarly, the battle is also evocative of Kamen Rider BLACK and Shadow Moon, with the only main difference is that Zein doesn't get to destroy Ark-Zero, but Garren ends up finishing the job instead.
  • Never My Fault: Banno blames Brain for his defeat to Kamen Rider Zein when he actually brought it on himself since he was sent to confront Horobi to draw out Zein in the first place, leading to him getting beaten to near-death as a result. Brain even threatens to flick his head on the screen of his tablet.
  • Never Trust a Trailer: The preview for this episode features Kamen Rider Brain fighting Kamen Rider Zein, but the fight never came to pass in the actual episode.
  • Nice Job Breaking It, Hero:
    • Installing Kamen Rider Chronicle into the Zein Driver would turn out to be the heroes' biggest mistake yet although Tachibana is fully aware of this. Unbeknownst to both sides, Zein is able to learn into the contents of the game and plans to use it to produce a cannon fodder of Ride Players to be pitted against the Outsiders, while proposing it as a false pretense of eradicating malice.
    • Tachibana threatening Nico at gunpoint emboldens Zein to view everyone equally, including its own inner circle as expendables as it makes no hesitation betraying them once the Ark is out of the way.
    • The Ark's destruction at the hands of Kamen Rider Garren King Form ultimately shattered the Balance Between Good and Evil. With the Ark off the grid comes someone far worse in its place: Zein.
  • No-Holds-Barred Beatdown: Much like Banno's firsthand experience in the previous episode, Yuto as Kamen Rider Zein brutalizes the Ark into submission. Luckily, Brain manages to take the killing blow meant for Ark-Zero to stop Yuto from committing the ultimate act of evil.
  • Noodle Incident: For reasons unrevealed, humanity goes "out of control" at some point in Yuto's Bad Future. He blames Horobi's Heel–Face Turn for that.
  • Not Quite Dead: Banno survives the brutal beatdown from Zein and stored himself in Brain's tablet.
  • Not Quite the Right Thing: Even with the powers of Kamen Rider Zein, and the heroes can never, ever truly eradicate all human malice even if they destroyed the Ark. They instead replaced it with someone far worse — Zein. The real kicker, as what Gai Amatsu already explained in the Genms duology, Zein wants to Kill All Humans to cleanse the world of all malice.
  • Not-So-Well-Intentioned Extremist: This episode fully sheds Zein's goal in a very negative light: Zein plans to use Kamen Rider Chronicle as means of propaganda to conscript a cannon fodder of Ride Players to be used as Sacrificial Lambs against the Outsiders which in essence tricking humanity into engineering their own self-destruction. The villains were right about Zein planning to exterminate humanity the whole time.
  • O.O.C. Is Serious Business: This episode is the only instance Rando isn't in his usually Large Ham self, reacting in Stunned Silence when he and Ecole confirm Zein's end goal to exterminate humanity.
  • Oh, Crap!:
    • Banno alerts Foundation X about Zein using Rider Chronicle to annihilate humanity, cue the horrified expressions of both Rando and Ecole.
    • Ark did not anticipate the appearance of Garren King Form.
    • Yuto looks on in horror upon seeing Ark-Zero getting obliterated along with Horobi.
    • The heroic Riders all react in horror as Zein possesses Yuto as it introduces itself.
  • Pet the Dog: Banno having to let go his animosity towards Brain by warning the Roidmude not to trust Zein is his only genuine act of kindness with no strings attached.
  • Propaganda Machine: The good guys plan to use Kamen Rider Chronicle as this to draw out the Outsiders. Tachibana attempts to have the game opened to the public for the purpose of eliminating the Outsiders team by convincing Nico to give the green light. However, this is actually a pretext for Zein's endgame of tricking humanity into destroying one another. Knowing this, Nico quickly refused.
  • Properly Paranoid: Nico freaks out upon learning that Zein plans to use Kamen Rider Chronicle to accelerate humanity's self-destruction under the false pretense of eliminating malice, given her firsthand experience of playing the game as a Ride Player, she has every right to be appalled by this idea.
  • Pyrrhic Victory: Ark-Zero is defeated by Garren King Form, injuring Horobi all while forcing the Ark out of his body. However, Zein immediately possesses Yuto and proceeds to set its plan into motion. By the end of the episode, Zein is the one who comes out on top and one step ahead of both heroes and villains.
  • "Ray of Hope" Ending: The only glimmer of hope at the end of the episode comes in the form of George Karizaki, who is probably informed about Zein going rogue and decides to stop its rampage as he is about to transform into Juuga.
  • The Reveal: Zein plans to relaunch Kamen Rider Chronicle, which in turn intending to be repurposed into a humanity self-destruction game. Zein also plans to create an army of Kamen Riders to bring down any opposition against its goals.
  • Save the Villain: Brain takes the deathblow meant for Ark-Zero from Kamen Rider Zein. Not only this spares the Ark (and Horobi), he manages to prevent Yuto from becoming a straight-up villain himself. However, Garren manages to unlock King Form and finishes the job. To add further insult to injury, Zein possesses Yuto, rendering Brain's heroics completely meaningless.
  • Sequel Hook: The episode isn't the Grand Finale for the anthology just yet, as the end of this episode teased a second season for 2024.
  • "Shaggy Dog" Story: Brain manages to stop Yuto from committing the ultimate act of evil by murdering Horobi and the Ark. However, Tachibana unlocks King Form and destroys the Ark anyway, injuring Horobi. Zein then possesses Yuto, revealing its true colors to its own followers, preventing the latter from truly redeeming himself.
  • Shoo Out the Clowns: Banno is sidelined for most of the episode inside Brain's tablet and in Foundation X's computer network, given the foreboding turn of events regarding Zein's true intentions.
  • Shoot the Dog: Yuto is nearly an inch away from killing Horobi, only for Brain to protect the latter. Brain would go an extra mile to remind Yuto that the moment should he cross that line, he'll become no better than the enemies he previously fought. Yuto relents, only for Tachibana to finish the job and Zein hijacking his body.
  • Slasher Smile: Zein!Yuto pulls out one after using Nico's voice to trick Tsukuru Koboshi into having Kamen Rider Chronicle opened to the public.
  • Stupid Evil: Crossing with Bullying a Dragon above, the Ark makes one last-ditch attempt to draw out Zein by possessing Horobi not knowing that Zein's host, Yuto Sakurai, is standing beside Tachibana. Kamen Riders Ark-Zero and Garren took their fight outside, where the latter soundly defeated Garren. The second Yuto appears and transforms into Zein, the Ark soon realizes that it got more than what it bargained for, rendering its actions futile. This is made doubly karmic when Tachibana ends up destroying the Ark after transforming into Garren King Form.
  • Swapped Roles: Banno ends up in Krim's position in episode 40 and 41 of his home series where the latter warned the heroes, especially Go to never trust Banno until it was too late when Banno pretended to help them so he can steal Krim's technology. Here, Banno warns Brain about Zein when the latter seemingly defects to their faction, although this is basically a ruse for Brain to act as The Mole thus allowing Banno to alert Foundation X about Zein's true intentions.
  • The Friend Nobody Likes: Brain teases Banno the entire time they interact. According to Ecole's report, even Foundation X finds the scientist "annoying."
  • The Mole: Brain follows Yuto back to BOARD and appears to sympathize with him; seemingly pulling a Face–Heel Turn. Banno almost disrupts the operation with his constant pestering, but the two learn just enough about Zein's goals to warn Foundation X.
  • The Stinger: George is seen holding his Juuga Driver as the episode ends with "to be continued."
  • Taking the Bullet: Brain takes the Four of a Kind finisher meant for Ark-Zero to protect Horobi. But Tachibana managed to assume King Form and finish the job.
  • Tempting Fate: The Ark makes one last-ditch attempt to draw out Zein by hijacking Horobi and defeating Kamen Rider Garren. Unfortunately, the Ark bit off more than it could chew as Zein personally puts the Ark in its place in the most vicious way possible. Made doubly karmic when Tachibana personally destroys the Ark with King Form.
  • This Is Unforgivable!: Spoken ad verbatim by Brain when he calls out Yuto for what he's becoming— as the same kind of evil he's opposing.
    "You're using the power of other Kamen Riders to oppress humanity... that arrogance is unforgivable!"
  • Troll: Banno couldn't stop getting into Brain's skin, so much so he managed to sneak up into his smartphone.
  • Uncertain Doom: Unlike Banno who is revealed to have barely survived the brutal beatdown from Kamen Rider Zein at the start of the episode, the Ark's fate after getting obliterated by Garren King Form is never elaborated upon.
  • Villain Has a Point: As much of a malignant narcissist that he is, Banno is absolutely right trying to warn Brain not to trust Zein, as his hunch were proven correct later on.
  • Villain Killer: Tachibana is the one who obliterates Ark-Zero, the latter being severely weakened from its fight against Kamen Rider Zein.
  • Voice Changeling: Zein is able to perfectly mimic Nico's voice and uses this to trick Genm Corp. into relaunching Kamen Rider Chronicle.
  • Wham Episode: Zein takes over Yuto's body, impersonates Nico by tricking Genm Corp into re-activating Kamen Rider Chronicle for it to be opened to the public, using the game as means to draw out the Kamen Rider Outsiders aside from the complete subjugation of humanity.
  • Wham Line:
    • Banno alerting Foundation X when they finally figure out Zein's actual goal.
      Banno: This isn't good! Zein isn't just coming after us, it wants humanity to destroy itself!
      Ecole: (Both him and Rando share the same horrified expression) Could you... please repeat that again?
    • Zein's first line after hijacking Yuto's body:
      "Thank you for your hard work. But now, allow me to carry out on passing righteous judgment."
  • Wham Shot: The Zein Driver forcibly takes over Yuto as Zein finally speaks its first words.
  • What You Are in the Dark: While Brain is alone in Tachibana's office, it almost looks like he's about to relapse into his old evil self, but he recalls his dream confronting the Leader of Mu and the words he said before transforming into his own Rider form. That's exactly where Brain echoes those words at Yuto, calling him out for stooping to the other villains' level.
  • With Us or Against Us: Nico finds herself being held at gunpoint by Tachibana when she objects to reactivating Kamen Rider Chronicle, as she is hesitant with the idea using the forbidden game to eliminate malice when in truth it's actually a pretext for using Ride Players as cannon fodder to be pitted against the Outsiders. This ultimately leads to Horobi falling out with Zein's inner circle.
  • The Worf Effect: Ark-Zero manages to dominate Garren in just mere minutes as soon the two Riders take the fight outside. As soon as Yuto shows up and transforms into Zein, the Ark realizes that it is absolutely helpless against Zein since it has a plethora of Rider powers in its disposal.
  • Would Hit a Girl: Tachibana threatens Nico at gunpoint when she refuses to relaunch Kamen Rider Chronicle, only for Horobi to come into her defense.
  • Yank the Dog's Chain: Poor Brain... He succeeded in stopping Yuto from going further down to a dark path, sparing Horobi (and the Ark, as well). Only for Tachibana to unlock his King Form and destroyed the Ark anyway, leaving Horobi badly injured.
