During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.

Specific issues include:

  • Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
  • A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
  • Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
  • Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
  • Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.

It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

This will be the main portion of the Effort Post. Here you list all of the crimes committed by the candidate. For candidates with longer rap sheets, keep the list to their most important and heinous crimes, we don't need to hear about every time they decide to do something minor or petty.

Do they have any Mitigating Factors or Freudian Excuse?

Here you discuss any potential redeeming or sympathetic features the character has, the character's Freudian Excuse if they have one, as well as any other potential mitigating factors like Offscreen Villainy or questions of moral agency. Try to present these as objectively as possible by presenting any evidence that may support or refute the mitigating factors.

Do they meet the Heinousness Standard?

Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard

Final Verdict?

Simply state whether or not you think the character counts or not.

So uh I found this on A Tale Of Two Wallets

  • Complete Monster: The Unnamed Barkeep who tried to sell Razor into slavery for not being able to pay for his drink. He is well known to the community as a man who could spot raw talent and supply it on demand, for there was no shortage of available "recruits" who might accidentally lose personal belongings and shortly thereafter wind up discovering new employment options.

As well as this one on A Puppet to Her Fame.

  • Complete Monster: Octavia's mother. At least her father had reservations about abortion due to his conservative upbringing. The mother, however, lost her sanity due to the decision to let her exist, and decided that if she can't kill her, she will torture her own daughter until to the point of killing herself.

Ah a dark pony pic like this is something we don't usually see anymore. Not touching it.

  • Grimm fairy Tales Classics: The Wicked queen from The Six Swans marries the kind king, whereupon she attemtps to murder his six children. When this fails, she turns his five sons into swans, forcing his one daughter to stay mute for six years and sew special shirts to break the curse. The Queen proceeds to murder her husband, finding her stepdaughter with a new family, whereupon she throws her stepdaughter's baby into the woods to die and frames the princess for it in an attempt to have her burnt as a witch.
  • Faerie Tale Theater: Much like her literary counterpart, the evil witch sets up a gingerbread to lure in innocent children, whereupon she captures them, fattens them up and eats them before using their carved out hearts to bake more gingerbread, stating that is what she likes to do, so it is what she's going to do. Upon capturing Hansel and Gretel, she promptly cooks and eats a boy imprisoned with Hansel, planning on eating him and his sister for her coming feast day.
  • Grim Fairy Tales: The Wicked Witch of Hansel and Gretel is the archetype for the evil witch in the woods. Described as wicked and godless, she lays a trap with her edible house for children, whereupon she captures them, kills them, butchers and cooks them for her feasts. Upon capturing Hansel and Gretel, she attempts to fatten up Hansel, before growing tired of his seeming inability to gain weight. Intending on burning Gretel alive before eating her brother, the witch proves to be one of the most terrifying and evil monsters in any of the Grimm brothers' stories.
  • Sherlock Holmes and the Servants of Hell: Professor James Moriarty, having escaped to hell itself, has contrived to become the new Engineer, the keeper of the Lament Configuration. Plotting a coup, Moriarty has many souls smuggled to him, torturing them physically and psychologically to twist them into Pseudo-Cenobites to serve him and expand hell's dominion. Intending on capturing Holmes, Moriarty horrifically tortures him to break him for good, showing him all his failures amidst the agony, all to satiate his ego and power.
  • The Poppy War: Eymichi Shiro is a doctor working for the Federation of Mugen. A Mad Scientist who murdered countless Speerlies to understand their power, Shiro also experiments on the Nikara people, carving and vivisecting them apart while they are still alive to understand the root of their shamanistic abilities. For Speerlies, Shiro takes advantage of an opium dependence, torturing them with withdrawal symptoms, to better control them. Shiro has also refined a plague, plotting to deploy it on Nikara populations to end the war quickly, driven entirely by his lust for scientific advancement.
  • The Wicked + The Divine: Ananke, and her younger half Minerva, murdered the original 'gods,' including her sister Persephone, while plotting the Recurrence where 12 young men and women become new deities, all to use a ritual to harvest their strength and keep herself immortal. Using murder to trick the others and keep them in line, Ananke frequently kills the incarnation of her sister Persephone, and shows no hesitation in murdering the deities to harvest their lifeforce. Using the myth of 'The Great Darkness,' she has Baal Hammon sacrifice children, only for it to be revealed the Great Darkness is a hoax she made up to control him. Plotting to have Baal sacrifice 20,000 innocents at a concert for the energy, Ananke intends to keep her life going forever no matter the cost.
  • Son of Hercules against the Fire Monsters: The brutal Fuwan leads the cave people to massacre the Sun People in a near genocide, kidnapping their women to take amongst themselves, and sacrifice to the moon goddess. After the mass murder and the liberation of the hostages, Fuwan enlists a group of cannibals as soldiers, promising them his tribe's own women, while plotting to betray and burn them alive in their forests before attempting to complete the extermination of the Sun People.

I'm revisiting Fallout Tactics and i think we should remove Daisy May-Gomer, yes she is a Serial Rapist who sexually tortured a man until she infected his genitalia, but even if the game is non-canon, torture is nothing new for Raiders. Luckly i found another candidate to replace her.

What is the work? A non-canon actionalized spinoff to the original franchise, Tactics focuses on the Brotherhood of Steel and their job to protect the Midwest. You take control of the "Warrior", a BoS squad leader who leads his Initiates in various missions, from killing Raiders to stopping the dangerous, robotic overseer of a Vault. The candidate comes from a bonus mission and is there to show that even After the End, some people will always find something new to hate.

Who is he? Withers is a young, tattooed punk from the town of Springfield who, despite his rebellious appearance, is actually the leader of a far-right and anti-ghoul hate group who believe themselves to be "God-fearing honest pure bloods", declaring Ghouls to be sub-human monsters who deserve to be exterminated and pro-Ghoul activists are nothing but "Ghoul lickers" in his eyes, even if Ghouls help humans by performing tasks that humans could never do. When the newly-elected mayor of Springfield, Chris Avellone, began showing a pro-Ghoul political stance, Withers quickly set his plan in motion to overthrow the mayor in an assassination plot alongside Springfield's ultra-conservative human activists, gathering his militia and dressing themselves as Raiders in a clumsy attempt to frame local bandits for their crimes. Turning Springfield into a barricaded warzone, Withers began his little revolution by killing most of the policemen so he wouldn't have any interference, with only one town guard remaining to tell what happened, and then ordering his men to slaughter every Ghoul that they come across until only "pure" humans remained in Springfield while civilians are forced to stay inside the buildings, evidenced by executed Ghouls in front of a firing range and another dead behind bars.

With the radicals trying to kill the BoS squad while ranting about how "Ghouls are dirty and that's God's honest truth" and how they are simply doing a "genetic weeding". When the Warrior finally reaches Withers, he honestly believes to be in the right because giving Ghouls "regular, God-fearing human rights" isn't "fair" to the pure humans of Springfield, gloating on how his plan was "perfect" and that he would have succeeded if the "meddling soldiers" didn't stop him; before Whiters could kill the mayor and continue his massacre, he is put down by the Warrior, saving the mayor and liberating the town from him. The mayor shows his disgust towards Withers and his buddies: "Now if we let them kill all Ghouls, who will they go after next?" before giving a speech to support the Ghoul survivors and signing the Bill of Monster Rights to stop the violence against Ghouls and giving them greater payment in comparison to before.

Freudian Excuse? Nope, he's just a disgusting man filled with hatred.

Heinous? Withers is not a Raider, but something much worse. Even if genuine Raiders take Rape, Pillage, and Burn as a hobby, the fact that Withers is focusing his massacre to kill all Ghouls in his town makes him a despicable Politically Incorrect Villain; Ironically, the Warrior's commanding officer reveals that he agrees with their political vision, which is Foreshadowing that he would eventually betray the Brotherhood and become the right-hand man of the Big Bad to try to establish an anti-mutant regime, i don't believe he's worthy an EP since unlike Withers, Simon doesn't seem to be motivated by hatred but a desire to make the world a better place to live.

  • Nightmare World, by Dirk Manning:
    • Lucifer himself is the architect of the misery in the Myth Arc spreading through every story in the anthology. Lucifer has long sewn corruption among men, trafficking souls and turning good men to sin; at one point, Lucifer appeared before a priest desperate to remove the criminals terrorizing in town, and tricked the priest into making a deal with him to remove them–-which Lucifer accomplished by having the entire town desecrated, criminals and all. Lucifer eventually kickstarts Armageddon itself, having countless millions around the world slaughtered by demons in his attempt to take over all creation, and in the aftermath, seduces the survivors into pledging themselves to him, murdering those who fail to serve him and at one point killing a room full of people simply to illustrate a point to a pawn of his. Charismatic but utterly wicked, Lucifer's evil is a shadow cast upon the entire comic, his influence spreading from story to story and his presence always felt lurking in the background.
    • Tales of Mr. Rhee: Jack Faust is a jumped-up Satanist who, in the aftermath of Armageddon, decides to dabble in demon-summoning to control the creatures he summoned. Faust used the bodies of innocents as hosts for his experiments, and when they left his victims with their minds destroyed, turned to using pregnant women, leading to the agonizing death of both woman and fetus in the ensuing attempts. Faust becomes viciously intent on killing Mr. Rhee when he almost kills Faust, to the point of making a deal with the demon Radobus and using his power to burn an apartment complex full of screaming people to gain Rhee's attention. Faust's evil even extends to murdering the parents of his old assistant and sending him, in excruciating pain from a curse slowly burning him away, to send Rhee a message–-without even properly telling what the message was.
  • Resident Evil Vol. 2, by Ricardo Sanchez et al: Neuermann Giesel is a T-Virus-enhanced clone of Arms Dealer, Fritz Giesel, created by Fritz to help him run Giesel Industries. Fritz places Neu in charge of developing black market Bio Organic Weapons, which Neu creates by painfully transforming the residents of numerous Übelandian towns into monsters whose abilities he showcases to a Uradorian warlord by having the creatures massacre various villages along the border of Übelandia and Urador. Neu also arranges for viral specimens to be exposed to cosmic radiation, which results in deadly outbreaks on both a space station and in Grezbekistan. When the Bioterrorism Security Assessment Alliance begins investigating Giesel Industries, Neu has his "pet" monstrosities slaughter several members of the BSAA team sent to search the Giesel Estate, whose domestic staff Neu abandons to die in the carnage while he escapes to his BOW factory in Urador. Neu tries to starve the pursuing BSAA agents of reinforcements and supplies by overrunning all nearby towns and BSAA bases with zombies, and when the agents try to blow up his factory, they discover that Neu has designed it with a Dead Man's Switch that will cause pockets of BOWs that are hidden throughout the major population centers of Übelandia to activate and rampage, dooming the country and potentially all of South America. After the agents manage to thwart the switch and destroy the factory, Neu makes one final attempt to kill them by mutating into a Tyrant.
  • Robotech/Voltron, by Tommy Yune, Bill Spangler, & Elmer Damaso: King Zarkon is the despotic ruler of Planet Doom who believes that it is his "holy destiny" to conquer or destroy all those who would oppose the Drule Empire. Zarkon sends his unknowing consort, an Arusian named Lora, and their son, Prince Lotor, on a diplomatic mission to Arus that turns out to be a cover for assassins to murder King Alfor and raze the Castle of Lions. Zarkon proceeds to take over Arus, and in his first public address to its people, he declares that they are now all his slaves and that he will kill ten of them a day until they find the missing Princess Allura. When Lora opposes this course of action, calling it needlessly cruel and liable to accomplish nothing other than making the Arusians hate him even more, Zarkon casually snaps her neck in front of Lotor, who is coldly ordered to dispose of his mother's body by Zarkon. After the Voltron Force disappears into the Robotech Universe, Zarkon lays siege to the now-defenseless Arus, reducing it to smoldering ruins to be annexed by the Drule Empire.
  • Kamen Rider Stronger: Mr. Titan is the first and worst executive of Black Satan. Once a suave criminal who quickly jumped into the opportunity to join Black Satan, Titan rose through their ranks until he became one of the Great Leader's Co-Dragons, supervising and overseeing the Kikkaijin on the field to make sure that they are successful while being cruel towards his own men; Titan is involved in numerous destructive operations, including but not limited to: tainting the school lunches of elementary school students with capsules of Tetrodotoxin; contaminating the water supply of a town with a chemical that induces homicidal insanity; and using a cacophonic sound to make adults kill children. When Titan gets his hands on the Gamma Bugs, parasites that are capable of killing their hosts, he tests their properties on a captive and makes the man strangle himself to death for fun, planning on spreading the Gamma Bugs over Tokyo to help Black Satan in controlling the city, and when that fails, Titan tries to assassinate a sheik to disrupt international relations. Recruiting Black Satan's strongest Kikkaijin to assist him in a plan to export poisoned food worldwide to kill millions and allow Japan to be invaded, Titan is killed after sacrificing a Kikkaijin in an attempt to kill Shigeru Jo. Revived by the Great Leader, Titan earns the enmity of his rival General Shadow for using dirty tactics to win, with one of his first plans after his return being mass-producing a bioweapon for Black Satan, forcing an innocent prisoner to inhale it. Defeated yet again, Titan proposes a handshake before he dies to show that he respects Jo, only to reveal that it was a trick to take Jo to hell with him.
  • Makoto Uesugi/Jewel Dopant, from "J's Labyrinth", is a vain male model obsessed with perfection, with a history of destroying anything he decided didn't meet his standards. Having fallen in love with his female best friend Rui Jojima, Makoto was furious to learn she and their other best friend Satoru Takeda fell in love with each other before he could confess; Makoto responded by purchasing the Jewel Memory and turning Satoru into a diamond ring to force Rui to be his scapegoat as, realizing there's no such thing as a perfect person, he decided to turn various women into perfect diamonds. When Rui was able to get the Narumi Detective Agency involved, Makoto played the victim to divert all suspicion to Rui before setting up her death to close the case and flee Futo to turn more women into diamonds. When Rui calls him out on his actions after being saved by Terui, Makoto responds with pride in his actions and standards before attempting to throw the diamondized Satoru into the sea to spite her.
  • Mortal Kombat: Legacy:
    • Shao Kahn is the tyrannical emperor of Outworld, who is bent on expanding his empire as far as possible. Invading the realm of Edenia, as soon as all their champions lose Mortal Kombat tournaments, Shao Kahn brings death and destruction to the peaceful kingdom, slaughtering countless innocents and forcing Sindel to marry him and adopting her daughter Kitana. Fearing that Sindel would tell Kitana the truth in the future, which could lead to her trying to rebel against him, Shao Kahn created her clone, Mileena, from Tarkatan blood, and when Sindel killed herself to merge her soul with that of her daughters to protect her from Shao Kahn's influence, Shao Kahn raised both his adopted daughters as his personal assassins, ordering them to murder all former King Jerrod's imposters and King Jerrod himself. Later ordering his daughters to participate in the current Mortal Kombat tournament, Shao Kahn plans to invade Earthrealm and do with it what he did with Edenia.
    • Quan Chi is the powerful necromancer and leader of the Netherrealm, who has his own plans for the takeover of Earthrealm. Seeking his own champion for the Mortal Kombat tournament, Quan Chi found out about the rivalry between the Shirai Ryu and Lin Kuei clans and used it to his own advantage. As both clans managed to achieve a truce, Quan Chi murders the traveling lord of both clans Shogun and all his guards, while taking the appearance of Bi-Han, leader of the Lin Kuei, to lure Hanzo Hasashi, aka Scorpion, out of the Shirai Ryu village, so that he could brutally slaughter his whole clan, along with his wife and child, and blame it on the Lin Kuei. Using Scorpion's thirst for vengeance, Quan Chi resurrected him as his own champion and led him to murder Bi-Han, who was Scorpion's former friend, whom Quan Chi framed for the purging of the Shirai Ryu.

  • Unproduced Wonder Woman script, by Joss Whedon:
    • Arabella Callas is the ruthless CEO of Spearhead, a company that masks an arms dealing, warmongering operation run by Callas. A devout servant of Ares who uses her influence to start and sustain wars across the globe, Callas only serves Ares to satisfy her own cravings for power and to dominate all beneath her heel. Working with Strife to create the Khimaera, eliminating any and everyone who stumbles across the truth about the ancient beast, Callas tests the Khimaera by having it level several buildings, all full of innocent people. After ordering Steve Trevor and his partners killed, Callas plans to use the Khimaera to destroy cities worldwide, killing thousands to throw the rest of the planet into such terror that she can swoop in with Spearhead and subtly take control of all life on Earth.
    • The aforementioned Strife is the nephew of Ares, and a vicious, petty Blood Knight who gleefully lives up to his father's passion and lust for war. Strife works to unleash the Khimaera on the world with Callas, violently murdering potential witnesses and even nearly obliterating a large building full of homeless vagrant families. Strife, in retribution for being insulted, forces Diana to depower at the threat of Steve Trevor's life, leaves Diana to die with the specific shame of Dying Alone, and attempts to kill Steve shortly after anyway. Strife eventually hijacks the scheme for the Khimaera, sabotaging his own plans with Callas to instead directly use the Khimaera to wreak carnage and destroy all of Gateway City simply to show he's not bluster.
  • Morpheus is the opportunistic, power-hungry leader of the Children of the Cathedral. Originally a member of the sadistic Rippers, Morpheus left the gang to form his own doomsday cult and eventually joined the Master as the High Priest of the Unity's religious branch. Indifferent towards the Master's teachings and believing himself to be his equal, Morpheus is setting up hospitals with free medical care in towns as a recruitment tool for Unity, luring victims to his church where people regularly go missing and made into fresh subjects for the Master to use as soldiers in his war against humanity, but not before Morpheus introduces them to the belief that being "baptized" in FEV—Forced Evolutionary Virus—is essential to their lives, a process that can give an excruciating and painful death to those who fail to become Super Mutants, allowing one of his men to "discipline" his believers with a cattle prod. Working closely with the armed forces of Unity to expand their influence by any means necessary, Morpheus assists the mutants by using his own followers as militant Cannon Fodder to make those who don't believe in his church simply "disappear", showing an interest in destroying the Followers of the Apocalypse. If his church is set to explode, Morpheus runs away by himself and abandons all of his people to die.
  • Doc Morbid initially presents himself as merely an arrogant and unpleasant man, but is revealed to be greed personified. As Junktown's resident physician, Morbid offers medical assistance for enormous prices, and is the only doctor in the wastelands to force his patients to pay him for the examination. Those who refuse to pay him are murdered by his two mercenaries and their bodies are taken to his underground lab, where are they are butchered into small pieces and sold to Iguana Bob; the human meat is then cooked to look like iguana bits and given to the population. If Morbid discovers that the Vault Dweller has visited his lab, Morbid will let the player live only if he can remove an eye, declaring that "half of what you have just seen" is now his.

  • Thomas Eckhart was a member of the Enclave and the Secretary of Agriculture under the Pre-War Government. Being the last surviving member of the presidential cabinet, he became the leader of the Enclave forces inside the Whitespring bunker. His first action as leader was to hold a vote on whether or not they should continue the nuclear war against China and then had everyone who voted against him looked inside a room that was flooded with Deadly Gas. In an attempt to have the automated control system of the Appalachia’s nuclear silos raise the DEFCON Level and give him access to nuclear missiles, he unleashed Liberators and Super Mutants onto the survivors on the surface. When this wasn't enough, he also released the Scorchbeasts, which would eventually whip out most of the remaining human population in the region. Despite being long dead by the time the game takes place, he left behind a region devoid of human life but full of dangerous creatures.

Intending on capturing Sherlock Holmes, Moriarty horrifically tortures him to break him for good, showing him all his failures amidst the agony, all to satiate his ego and power.

  • Shao Kahn is the tyrannical emperor of Outworld, who is bent on expanding his empire as far as possible. Invading the realm of Edenia, as soon as all their champions lose Mortal Kombat tournaments, Shao Kahn brings death and destruction to the peaceful kingdom, slaughtering countless innocents and forcing Sindel to marry him and adopting her daughter Kitana. Fearing that Sindel would tell Kitana the truth in the future, which could lead to her trying to rebel against him, Shao Kahn created her clone, Mileena, from Tarkatan blood, and when Sindel killed herself to merge her soul with that of her daughters to protect her from Shao Kahn's influence, Shao Kahn raised both his adopted daughters as his personal assassins, ordering them to murder all former King Jerrod's imposters and King Jerrod himself. Later ordering his daughters to participate in the current Mortal Kombat tournament, Shao Kahn plans to invade Earthrealm and do with it what he did with Edenia.
  • Quan Chi is the powerful necromancer and leader of the Netherrealm, who has his own plans for the takeover of Earthrealm. Seeking his own champion for the Mortal Kombat tournament, Quan Chi found out about the rivalry between the Shirai Ryu and Lin Kuei clans and used it to his own advantage. As both clans managed to achieve a truce, Quan Chi murders the traveling lord of both clans Shogun and all his guards, while taking the appearance of Bi-Han, leader of the Lin Kuei, to lure Hanzo Hasashi, aka Scorpion, out of the Shirai Ryu village, so that he could brutally slaughter his whole clan, along with his wife and child, and blame it on the Lin Kuei. Using Scorpion's thirst for vengeance, Quan Chi resurrected him as his own champion and led him to murder Bi-Han, who was Scorpion's former friend, whom Quan Chi framed for the purging of the Shirai Ryu.
