  • Quest Fantasy series: S O U L invades the game world and gives the game characters self-awareness specifically to torment them. Driving Old Guy the King to madness, S O U L uses him to kill all the world's dragons and an innocent Ogre to undo its seal, kidnaps Cain's infant daughter, and uses the Xenospire's guardian to sacrifice people to itself. Upon being unsealed, S O U L destroys Town, wiping out everyone within, then forces HERO to kill his best friend, Kawaii Desu Girl, before making him kill himself. It then possesses the Ogre's body and creates a mansion as a trap for several characters to torment and possess them. Finally, S O U L uses The King to attempt to kill Morshu and turn him into another vessel.
  • Quest for Glory series: Ad Avis, the Big Bad of the second game, is a cruel, misogynistic wizard who takes over the city of Raseir, where he turns it into a hellhole where slavery is permitted and women are forced into harems and treated as dogs while Ad Avis slowly drains all the magical life force in the city. Seemingly defeated, Ad Avis returns in the fourth game, where he is turned into a vampire by his mentor Katrina and intends to summon a monstrous Eldritch Abomination to plunge the world into eternal night and chaos. Betraying Katrina, Ad Avis also intends to torture The Hero to death while trying to bring about the apocalypse to satisfy his own ego.
  • Quiz & Dragons: Gordian is the demonic warlock who stole the Wisdom Seed and used it to increase the intellect of his monsters. He then unleashed them on the people of Capconia, subjecting them to harsh questions they must answer correctly or they will be devoured, implicitly getting one of the towns destroyed as a result. Gordian's end game is to Kill All Humans in the world and responds to losing with a vow to reincarnate and cast the world into a pit of darkness.
  • Radiata Stories: Cross Ward is a deplorable man, and in the first scene the players meet him he is instantly recognizable as a racist Jerkass. But Cross's depravity really comes to light when he leads his knight brigade to slaughter the dwarves of Earth Valley over a perceived insult (which was really more of a very caustically delivered piece of advice) from the dwarf leader. He continues acting horrible in each of the game's story branches; in the one where Jack stays with humanity and becomes a hero, Cross becomes a bitter glory hound doing everything he can to establish himself as a great knight, using the war as an excuse to build his own reputation. In the path where Jack abandons humanity and sides with the nonhumans, Cross becomes humanity's trump card instead of Jack. He uses his new influence to commit as many atrocities against the nonhumans as his position will allow, and also kidnaps Jack's sister and tortures her.
  • Rage 2: General Martin Cross is the bloodthirsty leader of the Authority. An Ark survivor who wanted to restore order to the wasteland, Cross would kidnap various people to have them genetically mutated to serve as his mutant soldiers. Defeated and forced to hide underground for 30+ years, Cross announces his plan to wipe out the weak so that only the strong will populate the Wasteland. Invading Vineland and murdering every Ranger there—including Walker's Aunt Erwina—Cross has the citizens captured to be used as test subjects for his cloning project, which would be used by Cross as a way to extend his mortality. Planning to expand his control over the Wasteland, he supplies Klegg Clayton with Goons for him to assassinate Loosum Hagar so that he may become mayor and be controlled by Cross, murdering him after losing patience. Later encountered by Walker for a final battle, Cross infects Walker with the nanotrite virus in an attempt to take Walker with him to the afterlife.
  • Rainbow Six series:
    • Raven Shield (PC version):
      • Nikola Gospić, born Dejan Blazevic, is the leader of the People's Social Nationalist Party (PSNP) who seeks to plunge the world into fascism. Previously a high-ranking member of the Nazi-sponsored Ustaše Regime in Croatia during World War II, Blazevic was tasked to liquidate assets from countless Holocaust victims. Escaping to South America after the war, Blazevic changed his name and started a new life as a successful businessman and philanthropist. Seeking to turn the world into a fascist regime after discovering he has liver cancer, Gospić plans to create an economic downturn that will tarnish South America's oil industry and allow him to swoop in with his own oil company and rise to power. Sending out his terrorists to kill anybody who knows of his identity, while also working with politician Alvaro Gutierrez for political protection, Gospić plans to use his meatpacking plants to send out a deadly nerve agent, preparing to kill millions of people to create terror, even attempting to deploy a nerve agent bomb in Rio de Janeiro with the goal of killing thousands.
      • Alvaro Gutierrez, also in Athena Sword, is a far-right politician who works with Gospić to secure funding for his presidential campaign. An accomplice in Gospić's plans to kill millions of people to create a fascist empire, Gutierrez provides Gospić with the VX nerve agent for his plan, and even launches several terrorist attacks to cover his tracks. Despite being arrested by Rainbow Six, Gutierrez still tries to complete the late Gospić's operation. Gutierrez commands his soldiers from within his prison cell to launch terrorist attacks in Italy and infect Athens with a deadly nerve agent to make up for Rio de Janeiro, fully anticipating the deaths of thousands.
    • Lockdown (console version): Bastian Vanderwaal is the South African leader of terrorist organization Global Liberation Front (GLF). Raiding Black Market tech company LNR Anderson to acquire the deadly virus Legion, Vanderwaal uses Legion on the building's scientists, smiling at their deaths, and blows the building up. Responsible for every act of terrorism in the game through his cell divisions, Vanderwaal at one point takes over the NATO Summit in Barcelona, taking intel director Bill Tawney hostage and threatening to infect him and every world leader there with Legion, making sure to broadcast the deaths as a way to horrify the world into submission. Foiled by Rainbow Six, Vanderwaal escapes and attempts to infect a major European city's water supply with Legion, willing to kill millions of people just to spite Rainbow.
    • Vegas duology:
      • First game: Irena Morales is a revolutionary Mexican terrorist leader already infamous for blowing up the French embassy and for smuggling in Americans to execute on camera. Working for Gabriel "Gabe" Nowak on his plan to take down Rainbow Six, Irena kidnaps Gabe and Akahashi to hold them captive. Taking over Las Vegas on Gabe's orders, Irena causes countless deaths through her actions, such as blowing up buildings, and threatening citizens with a micro-pulse bomb, which contains a virus that causes peoples' skin to burn off. Causing all that destruction as a distraction for Rainbow Six, Irena plans to blow up the Nevada Dam and launch a micro-pulse missile.
      • Second game: Miguel and Alvarez Cabrero are a duo of human trafficking brothers who take part in Gabe's plan to take down Rainbow Six for profit. Crafting chemical bombs to be deployed over various parts of Las Vegas, Miguel tortures a mole NSA Agent named Scott Neville to death and deploys a bomb on a packed sports arena, which kills hundreds, later ratting out Alvarez to save his skin. Alvarez later blows up a hotel and attempts to use the monorail to blow up a highly populated part of Vegas, later trying to blow up a Chinese theater once that fails.
  • Raji: An Ancient Epic: Mahabalasura is a wicked Mystic who was made an outcast by his people—aware of his evil—when he tried to lead them. Becoming a demon, Mahabalasura manipulates Lord Brahma into giving him power which he uses to lead the demons to wreak havoc on Earth until he is sealed away by Lord Shiva for killing Bhoomi Devi. Returning from his imprisonment, Mahabalasura unleashes his brethren onto humanity and has them kidnap countless children, having them killed if they aren't pure before they find Golu. Mahabalasura then travels to his homeland, killing almost everyone there by turning them into stone and forcing the Mystic chief to give him a powerful scroll. Encountering Golu's sister, Raji, Mahabalasura distracts her in their final clash before going to the Gates of Devalok and using Golu and his scroll to open them so he may enter the realm of the gods and kill everyone there.
  • Rance series:
  • Realms of the Haunting: Belial is a man who serves Satan and seeks to destroy the world for him. To bring about the apocalypse, Belial would conduct various experiments on those branded in the Mausoleum, skinning their hands and torturing them so he could touch the Shrive. Many people would end up dying throughout the many years he has been doing this. When Adam Randall enters the house, he ends up coming across Belial who locks him up, attempting to kill him several times after Adam escapes.
  • Red Dead series:
    • Red Dead Redemption: Colonel Agustin Allende is the cruel and corrupt governor of Nuevo Paraiso. Though Allende comes from peasant stock himself, once in power he becomes an oppressive dictator who brutalizes the common people he rules over, keeping them poor, starving and without hope. One of Allende's darker pleasures is frequently having women abducted and sent to his villa so that he can rape them. After John Marston arrives in Mexico while trying to hunt down two members of his old gang, Allende promises to help him in return for his services. Allende uses Marston as a tool in his war against the rebels opposing his rule, regularly sending a reluctant Marston out to kill them, including one instance where Marston has to burn down their village of Tesoro Azul. Unfortunately for John, Allende had not only never planned on upholding his end of the bargain, he had actually been harboring the outlaws John was hunting, and tries to have John executed once he's outlived his usefulness.
    • Red Dead Redemption II:
      • Micah Bell III is a deranged but clever member of the Van der Linde gang and an informant for the Pinkerton Detective Agency. At first appearing to be nothing more than a cruel thug, he shows a glimpse of his true colors when arrested for murder in Strawberry; after being broken out, Micah forgoes a clean getaway to go on a killing spree, culminating in the murder of an old friend and the man's wife, all to get his favorite gun back, leaving half the town dead. Micah takes advantage of Dutch's eroding sanity to commit more immoral and destructive acts, and sells the gang out to the Pinkertons, nearly killing everyone in the gang, including the non-combatants. When exposed, Micah kills Miss Grimshaw and, depending on the player's actions, may personally murder Arthur Morgan as well. In epilogue, Micah is running a gang of his own, and wanted for murdering an entire family. When confronted by John Marston, Micah threatens to go after John's family too. A bloodthirsty maniac who only cares about winning and living, Micah is every negative stereotype of the savagery of the Van der Linde gang given life.
      • Leviticus Cornwall is a corrupt businessman who embodies the worst excesses of American capitalism. Forcing his workers into nigh subhuman conditions, Cornwall has his fingers in almost every corrupt pie imaginable. Backing Alberto Fussar's horrid regime, Cornwall keeps the people of Guarma in torturous bondage to profit while laundering Fussar's reputation. Making a corrupt bargain with Colonel Henry Favours, Cornwall plots to see the Wapiti Tribe ethnically cleansed so he can claim their land. With countless dead in his quest for power, Cornwall is a man who not only kills and robs, but annihilates everything in his path.
      • Colm O'Driscoll, head of the O'Driscoll gang, is a notorious criminal and the arch-foe of Dutch van der Linde. A sadist who relishes pain in others, Colm uses his many, many gang members as disposable Cannon Fodder while wreaking a trail of murder and rape across the West, engaging in much of it himself. When first encountered, his thugs have destroyed the Adler ranch, killing Sadie Adler's husband and raping her—a wholly unique practice for Colm and the O'Driscolls. When Kieran Duffy leaves the gang for the van der Lindes, Colm later gruesomely tortures and murders him. Responsible for the death of Dutch's beloved Annabelle in revenge for Dutch killing his brother, Colm flatly admits he never cared for his brother at all, gleefully summing himself up as "I been a bad man!"
      • Alberto Fussar is the dictator of Guarma who turns the entire little island nation into a sugar plantation to satisfy the robber barons and his own endless greed. Keeping his people enslaved, Fussar regularly works them to death and murders anyone who might even think of resisting or striking. With a dearth of workers, Fussar secretly brings in slaves from America or Haiti to work until their bodies give out.
      • Chapter 6: Colonel Henry Favours is an elderly colonel facing retirement at the end of a long and completely undistinguished career. Seeking to erase his deserved reputation for cowardice and incompetence, Favours realizes a way to win glory. Stationed as the liaison to the Wapiti Lakota tribe, Favours begins to attempt to antagonize the tribe by having them assaulted, sending their children to reform schools, burning down their sacred shrines, and taking their horses so they cannot hunt, dooming them to starvation. Favours even withholds vital vaccines and medicine to kill their children and infirm, hoping to provoke them into a war so he can gain the "glory" of wiping them out and taking their oil-rich lands. Favours also provokes an attack at supposed peace talks and frames the good-hearted Colonel Monroe for treason to execute him, willing to stop at nothing to murder an innocent tribe of natives simply to enjoy his undeserved glory.
  • Redeemer: General Taras Volkov is the leader of the Irbis Unit and Vasily's former employer. After partnering himself with Alta-Tek, Volkov was given free rein to use their resources as he saw fit. Volkov and his soldiers frequently razed small villages and towns, where they would massacre the population or kidnap them and take them back to Alta-Tek's laboratories so they could be turned into mutated weapons or enhanced cybernetic soldiers. Upon learning that Vasily is hiding out at a Buddhist temple, Volkov sent the Irbis Unit to slaughter most of the monks there. Those who survived were scheduled to be converted into cyborgs—with several of them having already undergone the procedure. Once Vasily finally confronts Volkov after killing most of his mercenaries, Volkov shows no concern over all the men he's lost, and simply tries to force Vasily to admit that he enjoys killing people.
  • Red Faction series:
    • First game: Axel Caypek is the head of scientific research at the Ultor Corporation. To him, the lives of countless innocents were less important than his scientific curiosity. His experiments created mutants resulting from the animals and humans he tested on, unleashing a plague on Mars mines, killing and crippling innocent people, and awakening an alien race that he let kill his fellow scientists. When confronted by Parker, Caypek reveals there is a cure for the plague but refuses to reveal it for no reason other than spite; his last words being "I hope you all die!". A vicious egomaniac, Caypek dismisses the deaths of countless innocent people as nothing more than a stepping stone to progress.
    • Red Faction II:
      • Chancellor Victor Sopot is the despotic ruler of the Commonwealth. Desiring Axel Capek's Nano technology for himself, he sends Alias Burke to steal the Nano Cell from the Republic, a mission that kills multiple Republic soldiers and employees. Sopot's experimentations result in the genetically augmented Elite Guard, whom he comes to fear and replaces with thousands of the processed, lobotomized horrors whose only function in life is servitude to Sopot. While escaping from Alias and Shrike through the crowded capital city after the Nano soldiers rebel against him, Sopot uses an office building full of civilians for cover before ordering his security forces and gunship armada to eliminate Alias and Shrike over the city streets, remorseless for any collateral damage. In a last desperate attempt to escape, Sopot plans to detonate a missile while it's still docked at the citadel, uncaring that the blast would incinerate countless men and women who are completely loyal to him.
      • Crate Molov was once a loyal soldier under Victor Sopot and the first of his Elite Guard, before they were replaced by zombie-like soldiers called "The Processed". Wanting revenge, Crate leads the survivors of his team as mercenaries for the Red Faction resistance movement, repeatedly making it clear he doesn't care about the cause or collateral damage, often arguing with the resistance leader Echo for his unwillingness to sacrifice his people. When later told that they are supposed to be fighting for peace, Molov asks what good peace does, stating a soldier lives for war. After Sopot is killed and overthrown, Molov takes over as a new dictator, betraying and declaring war on his former Red Faction allies, and declares Alias Burke and Tangier public enemies for siding against him. Molov continues and enhances the "Processed" experiments to create a truly unstoppable army for him to rule, which he intends on setting loose on Sopot's city, and states his intent to conduct these experiments on Tangier with the expressed purpose of frying her brain.
    • Guerilla:
      • Admiral Lucius Kobel is a high-ranking member of the Earth Defense Force and the architect of their greatest weapon, the EMS Hydra, which he previously used to crush an uprising of East Asian rebels on Earth. Kobel is a shrewd politician who has been arranging for the situation on Mars to be brought into his control when General Roth inevitably fails to rein it in; when Roth is eventually eliminated, Kobel coldly rules all civilians "expendable" and swoops in to exterminate all life on Mars, Red Faction or not.
      • Colonel Joseph Broga is among the most vile of all the EDF. Taking the reins on training soldiers, Broga has instituted a policy of brutal torture on those they encounter. Many are subjected to "enhanced interrogation" at the hands of Broga's soldiers and trainees with many dying from the treatment they receive. One heroine, Carmen Avila, has been given permanent scars all over her body from Broga's own personal attention.
      • Captain Halvar Gunnarsen, the "Butcher of Chryse", is the EDF's "pit bull". Gunnarsen has already gained infamy by putting down a miner revolt with violence in Chryse, leading to 300 deaths, and is currently tasked with enforcing the EDF's rule over Dust with slavery and indiscriminate violence. Gunnarsen tries an exceptionally vile means of putting down rebellion: broadcasting a message through the town that dozens of disaffected miners can peacefully rally, only to order his EDF goons to open fire and kill them all.
    • Armageddon (includes Origins): Adam Hale was originally a young soldier and second-in-command of in the White Faction, overseeing and supporting their war plans and massacring civilians. When his lover Lyra Mason realizes the truth of her past, and rejoins her family, Adam attempts to callously leave Mars uninhabitable by destroying the Terraformer. By the time of Armageddon, Adam reemerged twenty years later as a cult leader, destroying the Terraformer, and causing widespread death and destruction. Learning of a ravenous alien race called the Plague, Hale has his cultists trick Darius Mason into releasing the plague on the people of Mars, overrunning the colonists, and later announces to his cult his plans to enslave these creatures as an army in his conquest. Having given up any care he could have had for Lyla, Adam is ultimately shown to be an ambitious madman, motivated by his claims of destiny and revenge against the Masons.
  • Red Ocean: Corbin is the head of the underwater terrorist faction United Arms. A scientist who regularly abuses his underlings for failure, Corbin hopes to finish the deadly Cold Sun in order to unleash its destructive power onto the world.
  • Red Steel 2: Shinjiro is the leader of the Jackal Gang and Katakara who annihilated the Kusaragi Clan. Seeking the Gale Sword, Shinjiro led the genocide that turned the desert into a ghost town full of bandits before hunting The Hero who had the sword, using any means to kill him, even sacrificing his men as fodder in his many schemes. After losing Payne and Okaji, Shinjiro took the Hero's friends hostage, and force his allies to betray him before luring him into a brutal final duel. Despicable enough to do anything for the precious Gale Sword, Shinjiro left the once-thriving desert into a wasteland full of the worst of the worst.
  • Red Zone: Ivan Retovitz was a former military colonel in Zyristan who staged a coup and installed himself as the new dictator, whereupon which he would round up many people to be killed or tortured. To finance all of this, as revealed in the manual, Ivan was involved in drug trafficking. Ivan was ignored for a while until he attacked a small country unprovoked, killing thousands of people. Ivan makes territorial claims to two other countries and threatens to use nukes on the world if any other country tries to get involved. Ivan claims that this is the last demand he will make, but he is lying and plans to take over all countries. In the Game Over screen, Ivan launches a nuke at the world, claiming he would rather let everyone die than be dishonored.
  • Remember Me:
    • Dr. Sebastian Quaid is a chief scientist at La Bastille prison, who regularly engages in torturing countless prisoners and using them as test subjects of his experiments, which causes many of them to either die or mutate into feral Leapers. Taking the most active role in the Reconversion Project, Quaid experimented on thousands of Leapers to turn them into obedient slaves, as well as specifically draining the minds of prisoners to turn them into Leapers and repeat the process and turn them into slaves as well. Defying the orders of Scylla Cartier-Wells to stop the Reconversion Project, Quaid openly desires to destroy the "individuality" of the city and use the newly created army of mind-broken Leapers for his own purposes.
    • Madame Astrid Voorhees is the head of La Bastille prison, which she keeps as a harsh, brutal hellhole, where Dr. Sebastian Quaid experiments on countless prisoners and the guards freely abuse them, causing many to die or be turned into feral Leapers. Regularly engaging in torturing prisoners for fun, Madame also took the memories of all prisoners to keep them docile, which left many of them in a state of constant pain and suffering. When Nilin breaks into La Bastille prison, Madame activates the Brain Drainer in an effort to destroy her, not caring that the machine would destroy the minds of any prisoner caught in its sight.
  • Reperfection: In this point and click thriller by Tinnitus Games, the Branding Killer is a demented psychopath obsessed with sharing his "art" with the world. To this end, the Branding Killer kidnaps and murders young women, spends days slowly branding lavish designs onto their skin, then kills them. Having claimed his 4th victim by the start of the game, the Branding Killer attacks and plans to torture and kill Ben for rescuing his latest victim, and, when Ben escapes his clutches only to be arrested, the Branding Killer decides to go after the man's wife and preteen son as revenge for thwarting his latest killing. The Branding Killer was the only genuinely wicked character in the story, and stood out as a truly depraved monster.
  • République:
    • Overseer/Headmaster Kenichiro Treglazov is a sociopathic totalitarian hell-bent on instituting his idea of order onto the world. Creating the underwater city of Metamorphosis, Treglazov lures hundreds of people to the city, only to trap them there under threat of imprisonment or execution, forcing them to become part of his oppressed society. Burning books and cutting off contact with the outside world to further dominate the citizens of "his" city, Treglazov creates the artificially cloned Mirrors to serve as human data storage, regularly abusing, "recalibration", or flat-out murdering them by the dozens when they fall short of his teachings, uncaring that the few survivors of his brutality later go insane or kill themselves anyway. Intending to create a surveillance state over the entire world where he will bring his dictatorship to millions, Treglazov proves that for all of his talk of "helping the world", he's in truth nothing but a controlling misanthrope who blinds artists so their best work will be of his likeness, considers even his friends expendable, and is more than willing to kill every single person under his thumb rather than they escape his reign.
    • Quinn Derringer is the brutal head of the Prizrak guard, tasked with security over Metamorphosis. A sadist long before his position, Derringer uses his power to frame hundreds of people for crimes they didn't commit to force them under his control, where he casually threatens and abuses anyone he can with glee, always eager to find a reason to "recalibrate" or put down Mirrors in his charge. Becoming Hope's most hated adversary for viciously beating the Librarian to death on mere suspicions of subterfuge against the Overseer, Derringer hunts and terrorizes Hope throughout the game before nearly killing her with his bare hands, intent on securing Metamorphosis's oppression continues for years to come.
  • Requiem: Avenging Angel: Lucifer led the Fallen in taking over the human world and turning it into a totalitarian regime. Allowing his soldiers to beat and kill citizens for pettiest of reasons, Lucifer, with the help of Lilith, created a scheme to wipe out humanity and mock God while doing it. Having his human soldiers build a giant space station called Leviathan, Lucifer fused it with thousands of souls, which were kept in a state of a constant pain, and begin preparations to use it to breach Heaven, which would violate the natural order of things and force God to cause Armageddon, which would allow his demons to eradicate humanity. Posing as a leader of the rebellion against his rule, Lucifer sent several rebels to their deaths under the pretense of giving them missions, before he gleefully revealed himself to Malachi after he lured his soldiers to the rebel base, which resulted in most of the rebels being killed.
  • Resistance 3: Mick Cutler was incarcerated in prison before the Chimera attack. Deciding to use the prison as a base, Cutler ran it with absolute savagery and barbarity. He disposed of any potential threats and led raids to capture other human survivors, using them for gladiator games to entertain himself and his followers or possibly cannibalizing them. Mick is first seen brutally murdering a doctor, and placing another The Hero Capelli into a gladiator arena. Even when the Chimera discovered the location and attacked, Mick tried to stop Capelli from actions that may have saved them just to keep his own power.
  • Return to Krondor : Bear is a vicious mercenary pirate initially employed as muscle by the sorcerer Sidi, or Leso Varen, to gain the Tear of the Gods, quickly becoming something far more uncontrollable and ambitious. With the power of a dark amulet making him impervious to all forms of harm, Bear forces a pirate crew led by Knute to join him under the threat of death and massacres the Ishapian ship carrying the Tear. Once he loses the Tear and is further betrayed by Knute, Bear resurfaces and comes down on Krondor in a vicious fury. Bear slaughters his way into a tavern, pleasuring himself with Sir William's fiancée, Talia, before murdering her, kills his way into the city jail and vengefully cuts Knute apart, and indiscriminately murders his way out of Krondor and through the sewers, setting a populated orphanage on fire purely as a diversion. Once he's finally tracked down by William and his allies, Bear gleefully attempts to slay all those who stand before him and the Tear, proclaiming he'll be nothing more than a god. A barbarian too much even for the sinister Leso Varen, Bear is little more than animalistic wrath and savage fury on legs.
  • Revenant: Yhagoro is the leader of the cult called the Children of the Change, which is notorious for terrorizing the Island of Akhuilon by performing raids on other towns including Misthaven, and kidnapping several innocent people, brainwashing them to become cult members. Anyone who defies Yhagoro will be brought into the Chamber of Horrors, where innocent people are tortured to death or the Dungeon of Slaves, where they are forced to find a malicious ancient treasure known as Nakranoth. Revealed to be the disciple of the Demon King Kraxxus, Yhagoro kidnaps the Akhuilon ruler's daughter and attempts to sacrifice her to awaken his master and bring The End of the World as We Know It.
  • Rewind or Die: Slaw, real name Keith Williams, is a satanic Serial Killer who slaughtered a meat packaging plant staff and security to use the plant as his base of operation. Slaw hunts down and slaughters possibly hundreds of people to sacrifice them to a pig god. A terrible boss to protagonist Tony Brown and his employees as a video rental store, Keith uses his position to hunt down and capture people, imprisoning them, torturing them, and murdering them. Keith hunts down and attacks Tony, killing a random hobo and imprisoning him, Captain, and Tony's dog Zakk, planning to have them sacrificed.
  • Ride to Hell: Retribution: While the game is full of outlaw bikers and other nasty customers, these two manage to stand out from the pack in a big way:
    • Caesar is the founder of the Devil's Hand, a powerful biker gang responsible for drug dealing and illegal arms trading on an international scale. Originally a close friend of Toledo Conway, the power-hungry Caesar grew to enjoy the thrill of hurting others and desired to be something far greater than a humble biker. Betraying Toledo, Caesar steadily amassed support to transform his hometown into a criminal empire and deposed his former friend by drowning him in debt, taking everything away from him but his wife, whom Caesar lusted after. After Toledo fled with his wife following a lost "all or nothing" race, Caesar, feeling his ego was wounded, brutally murdered both of them and passed an order to hunt down every remaining Conway and their friends to the last child. Expanding his gang to a paramilitary force that threatens the region, Caesar will stop at nothing to achieve more power.
    • Cook's Mad Recipe DLC: Cook is an influential Devil's Hand lieutenant. A Vietnam veteran who went mad during his tour of duty, Cook was discharged for instability and subsequently blamed America for all his suffering. Joining the Devil's Hand for his own ends, Cook exploits the gang to procure a means to exact revenge on all of America. Executing his plans at the height of Caesar's conflict with Jake Conway, Cook secures a miniature atomic warhead and ultimately plans to launch it in the hopes of completely destroying his own country, proclaiming Americans must suffer as he did in Vietnam.
  • Ripper: The Ripper, who, depending on the playthrough, can be Detective Vince Magnotta, Dr. Claire Burton, or hacker Joey Falconetti, is a Serial Killer who feels inspired by the original Jack the Ripper. The Ripper uses the computer technology of 2047 to murder many people and make the murders untraceable and as graphic as possible, using a form of bioengineering to raise the victim's internal pressure to the point that their organs explode. When Catherine Powell tracks The Ripper down, The Ripper sends her into a coma.
  • Rise of the Argonauts: Pelias is the treacherous uncle of King Jason of Iolcus and a powerful sorcerer and benefactor of the Blacktongues, above whom he holds great power. Trying to murder Alceme, Jason's fiancée, since she was a child, Pelias organizes an attack on Jason's kingdom, having his Blacktongues murder many guards and guests, as well as Alceme herself. When Jason sets off on a quest to find the Golden Fleece to resurrect Alceme, Pelias promises to protect his kingdom, while in reality he sends Ionian mercenaries and Blacktongues after Jason and his Argonauts, hoping to kill them. Aiding Blacktongues in their quest to resurrect an undead army and cause chaos and destruction all over Greece, Pelias orders Ionian mercenaries and Blacktongues to invade Iolcus, leading to them massacring most of the population and having Blacktongues commit brutal sacrifices through the whole island.
  • Rise of the Dragon: Deng Hwang is a member of the Chinese Mafia who seeks world domination by awakening the dragon Bahamut's powers. Storming a research center and killing 20 people, Deng develops the drug MZT, which he gives to many people, turning them into mutated dragons who die immediately after usage; one of them being the mayor's daughter, Chandra. With MZT, he attempts to pollute the city's water, which would kill everyone in Los Angeles, but when that fails, he threatens to pollute Los Angeles unless the police cease operations. Strongly dissatisfied with failure, he has Chen Lu's flesh melted off for giving Chandra MZT and exposing their operation, and personally murders Jonny Quong for failing to stop William "Blade" Hunter. To get revenge on Blade, he kidnaps the latter's girlfriend Karyn and tries to inject her with MZT, which he does in the bad ending.
  • Road 96: President Tyrak runs Petria with an iron fist and is willing to go any length to keep it that way. Having any who opposes him killed or arrested for treason, Tyrak bribes the police to arrest and lock up runaway teenagers who are trying to escape the country, keeping them locked in facilities where they are relentlessly beaten, and then transferred to the pits where they are likely to be killed. Tyrak also has his guards beat up and gas any protesters who support his opponent in the presidential race. During the climax, it is revealed that 10 years prior to the events of the game, Tyrak was the cause of the rockfall which killed numerous innocent people. When rioters breach the border security, Tyrak gives the security full authority to open fire and kill said rioters. In the endings where Tyrak wins the election, he makes the country of Petria even more oppressive and controlling.
  • Roblox:
    • "The Smiles Family": DIAM0NDEYES crashed on Earth before the dinosaurs came to existence and, for an unknown amount of time, corrupted humans into killing others. In 1936, DIAM0NDEYES convinced Lloyd Joe that she can bring back his dead brother Roy if he kills 50 people in a mansion, and after Lloyd did it, DIAM0NDEYES revived Roy, only to corrupt both him and Lloyd into her minions. In the present day, DIAM0NDEYES repeatedly tries and fails to manipulate Albert into killing the children of the Smiles Family. After Robert Smiles refuses to murder someone, DIAM0NDEYES corrupts and makes Robert kill himself, using his corpse as another minion. After killing her brother, kidnapping the children herself and trapping them inside a staff, DIAM0NDEYES reveals her plans to tear Earth into pieces and then pulls one last unsuccessful attempt at making Albert kill the children, this time by making them fall into a pit that would erase them from existence.
  • A ROBLOX Quest series: The Phantom Orb is a shadowy entity seeking to claim the elements of Robloxia to Take Over the World. Debuting in Quest to the Guest, Phantom Orb brainwashes Guest into attacking his bullies and conquering Robloxia. When the protagonist manages to stop his plans, he tries to kill both them and Guest by exploding himself. Returning in Bloxxy-Tooie, Phantom Orb possesses Graciela and transforms her into Grantilda. As Grantilda, the Phantom Orb attacks the Mayahem Temple on the Isle 'O Jiggs, shattering the sacred Jiggy in the process. In Elements of Robloxia, Phantom Orb uses the elements stolen in the previous game to attack Roblox HQ, killing Shedletsky during the attack, and builds the OmeDarkTron. After his plans are foiled for the third time, Phantom Orb instead decides to destroy the world and steals the souls of the element guardians to empower himself.
  • Robo Aleste:
  • Rogue Legacy 2: Cain the Immortal King is the founder and ruler of the kingdom of Genesis. In the pursuit of immortality, Cain murders his brother Abel in order to gain the Fruit of the Tree of Life. Using his newfound power, Cain subjugates the underground, creating the Estuaries from his own flesh in order to oversee it. Despite claiming the Estuaries as his adoptive family, however, when they fail to grow another Fruit of Life to extend his power, Cain abandons them to lead his armies on a campaign of conquest on the surface. When Cain finally returns to Genesis, the kingdom has fallen into ruin from infighting, but Cain only desires the Fruit. Using the relic Hestia's Reliquary to reincarnate his brother's soul in the form of successive descendants, Cain manipulates the reincarnations into killing the Estuaries as sacrifices for the Tree. When the descendants instead rebel and bring him a poisoned fruit in order to weaken him, Cain attempts to kill them without hesitation. When he's finally defeated, he merges his soul with the Stygian River, causing it to rise up and flood the underground, attempting to drag the survivors down with him in a final act of spite.
  • Rogue Trooper: The Traitor General is one of the members of Souther High Command, who decided to sell out his own people to the Norts. The Traitor General revealed to the Norts the time and place where the Southers will deploy all of their Genetic Infantry troops, and setting up a trap for them, leading to the Quartz Zone Massacre, where nearly all of GI got slaughtered. The Traitor General then sadistically killed Nort Grand Admiral Hoffa by having him suffocate from Nu-Earth atmosphere to keep him from revealing his identity. After being nearly killed by Rogue, the Traitor General joined the Norts and lead their army to slaughter countless Souther soldiers, fully willing to assist them in destroying his own people.
  • The Room (Mobile Game) series: The Craftsman is a diabolical man who seeks to harness the power of the Null itself. For ages, the Craftsman has tricked hundreds of people into being trapped inside puzzle boxes, forcing them to constantly try to escape in futile efforts that the Craftsman uses to feed on their souls and minds. He has outright killed some victims, while others who annoy him are put in even worse conditions than the rest, such as Maggie, who the Craftsman turns into a fortune telling machine to mock. The Craftsman's ultimate goal is to unleash the Null onto Earth without care for the devastation it will cause, simply wanting to witness and control it for his own ends, and he nearly succeeds after using a detective as an Unwitting Pawn and leaving them trapped in a void.
  • The Room (RPG Maker): The Unholy Soul, the spirit of the previous owner of the protagonist's apartment, was in life a Serial Killer and Satanist who lured thirteen children to his apartment, murdering them to use their bodies in his occult ritual. Although one victim managed to kill him, he comes back to life when encountered by the protagonist and tries to possess him. Although the protagonist tries to resist the possession, the Unholy Soul manages to take control of him and prepares to use his new body to hunt for more victims to complete his ritual.
  • RosenkreuzStilette: Iris Sepperin's goal is to become god of a world of her own design, but many of her actions are purely for her amusement. Believing that she has a right to destroy whatever she wants, Iris commits wanton murder, of innocents; those she deems not useful to her; and her own family members, choosing victims based on who would suffer most from their deaths. A prime manipulator as well, Iris masquerades as a harmless young girl while also staging in motion the war between the RKS and the Empire. In Rosenkreuzstilette Freudenstachel, Iris and her Dragon Eifer manipulate the Schwarzkreuz into starting a "witch hunt", and turn the Schwarzkreuz against their own captain Pamela by having them brand her a holy traitor to the Orthodox Church, motivating Pamela's resolve to slay her vilifier. Iris later has Eifer murder the pope, and afterwards has her badly wound Pamela with a surprise attack. Iris continues to show her selfish and manipulative side by having Eifer turn into the Dark Devil and allowing her to die, and brainwashing Spiritia and forcing her to fight to the death against Freudia, her own childhood friend. Driven by little more than a sadistic desire to satisfy her lust for pleasure and entertainment over the suffering of others, Iris stands out in the world of the Rosenkreuzstilette series.
  • RUINER:
    • The Boss, aka the "Big Dog", is the CEO of HEAVEN, who came up with the idea of Virtuality, a program which had thousands of innocent people plugged into a virtual machine and used as "playthings" of rich clients, who often torture and kill them, or as Living Batteries for weapons, which reduced many hosts to barely alive feral husks. Taking control of Rengkok City, the Boss reduced it to a corruption-filled dystopia, where people are casually killed and his forces constantly hunt down and kill any opposition to his rule. Figuring out that the Sick Sisters and TrafficKing planned to betray him, Boss accepted the help from a hacker known as HER, having her free the protagonist from Wizard's control, and setting him on a path to slaughter hundreds of Boss's own men, who may or may have not been in on a plan to get rid of the Boss, solely to have him kill Sick Sisters and TrafficKing, something that the Boss observed and enjoyed seeing.
    • The Sick Sisters are conjoined twins connected at the brain, who became the first people connected to Virtuality, thus becoming the ones who control and rule over it. Overseeing Virtuality and using thousands of people as living batteries for their own tech or "playthings" of rich guests, the Sick Sisters decided to betray the Boss and take over HEAVEN for themselves. Getting the help from TrafficKing and using the hacker Wizard to take control of the protagonist to use him to kill the Boss, the Sick Sisters returned to their work after that failed, threatening and killing TrafficKing's men for little to no reason.
    • TrafficKing is the Boss's right-hand man and the head of the Hanza Compound, where he has his men make tech and weaponry for HEAVEN, as well as delivering thousands of innocent people to "Imagination Farms" to be used as hosts for Virtuality program, where their fate is being tortured and killed by rich clients or being used as living batteries, which reduced them to a barely sapient state. Joining in the Sick Sisters' scheme to kill the Boss, TrafficKing returned to his work when the plan failed. Allowing the Sick Sisters to threaten and kill his own men, TrafficKing sent hundreds of his workers and mercenaries to stop the protagonist, not caring when the latter slaughtered them and then was ready to betray all his allies when his life was threatened.
  • Rule of Rose: Mr. Hoffman, the cruel headmaster of the Rose Garden Orphanage, has the dubious honor of being the only irredemeable character in this dark tale. An egotistical teacher whose incompetence allows the Red Crayon Aristocrat Club to torture other orphans with impunity, the sheer depths of Hoffman's perversion are brought to light with the revelation that he's a Serial Rapist, having sexually assaulted both Clara and Diana. Proving himself to be a Dirty Coward who would rather flee than assume his responsibilities, Hoffman ultimately abandoned the children when they needed him the most, leaving them defenseless when the Stray Dog eventually came for them.
  • Rune: Conrack is a traitor to the Vikings, murdering 40 of them with only the hero Ragnar surviving. Allying with Loki, Conrack conducts raids that send countless dead innocents to the realm of Hel to become slaves in Loki's legions so the God of Mischief may escape an bring about Ragnarök to destroy the world. Turning on his own second, Sigurd, for his conscience and having him killed, Conrack later attempts to wipe out Ragnar's home village as punishment for his interference.
  • Rune Factory series:
    • Ethelberd, ruler of the Sechs Empire, is a deranged madman with a knack for treating even the slightest failure extremely poorly. In the first game, he wipes out the memories of a young Earthmate named Raguna as part of a complex plan to summon the Divine Earth Dragon Terrable. Foiled in this, Ethelberd returns in Rune Factory 4 where, blaming every single Earthmate for his current condition, he elects to annihilate them all. Ethelberd wipes out the vast majority of a village of dwarves while pinning the atrocity on the Wind Dragon Ventuswill. He manipulates the one survivor of his massacre, Doug, into serving him, eventually deciding to possess the Wind Dragon and destroy the town of Selphia out of raging spite. Bloodthirsty and power-hungry to the core, Ethelberd is a megalomaniacal dictator who will destroy anything or anyone who gets in his way to accomplish what he wants.
    • Frontier: Gelwein is a Mad Scientist banished from the Imperial Research Center in Norad for his theories on using Runes for powering weapons of mass destruction. Gelwein attempts to continue his research by draining the Life Energy from a sapient floating island, condemning the island's sapience to a slow, torturous death in the process. When told that the floating island could, if completely drained of its energy, fall out of the sky and crush a town's worth of innocent people underneath it, he smugly says that it's not his problem. He also kidnaps Mist and uses her energy to power the giant rune that makes him invincible.
  • Rusty: Bloody Mary is the right-hand woman of the Marquis de Monte-Carlo, and seeks to revive him so that they may Take Over the World. She has monsters attack villages and kidnap dozens of girls while killing the other villagers. Seven of the girls have their bodies possessed by the monsters to serve as the count's most powerful minions while being fully conscious and aware of what is happening and being forced to watch as their bodies are used to kill people, while the others are taken to have their blood drained to revive the count. At the climax, she drains the girls of blood and leaves them in the dungeons to slowly die from the after effects, while keeping one last girl, Ryoko, to serve as Monte-Carlo's first meal after awakening him.

  • The Saboteur: Kurt Dierker first appears to be little more than an arrogant, racing rival to Sean Devlin, merely hitting on Veronique and sabotaging Sean's car during a race. When Sean and his friend Jules plan to sabotage Dierker's own car in revenge, is it revealed that Dierker is actually an SS-Commandant for the Nazis, overseeing the occupation in Paris, in charge of torturing and executing any suspected spies and political prisoners. Dierker has Sean and Jules captured and tortured, before coldly shooting Jules in the head in front of Sean. During this scene, Dierker shows himself to be a total sadist, fondly caressing various implements of torture. Dierker is said to flay his torture victims alive when he's done with them; he is also in charge of the terror squads that are later set loose on Paris. It's discovered Dierker killed Jules to cover up the Nazi plot to create atomic weapons. When Sean wipes out the Nazi leadership and destroys their weapons factory, Dierker takes control of what's left of the Nazis before the people of Paris rise against them. When Sean tracks Dierker down to the Eiffel Tower, he witnesses Dierker forcing his men to kill themselves and each other and kills some of them himself for failing him.
  • Saints Row series: In this series filled to the brim with mass murderers, gangsters and corruption, these two stand out above the rest, even as Sequel Escalation resulted in crazier and crazier scenarios:
    • Gat Out of Hell: Satan himself is a cruel and controlling Fallen Angel who rules Hell with an iron fist. He takes pride in administrating the eternal torment of souls, allowing souls privileges only if they benefit him. Satan constantly plans on mounting an invasion of heaven to get revenge on God, taking to recruiting souls for his army, forced or otherwise. He plans on getting leverage over a general by forcing his daughter Jezebel to marry them, and sets his sights on the leader of the Saints who he kidnaps. Satan disregards Jezebel as a possession, and even threatens to break her neck at one point. When Johnny Gat and Kinzie Kensington go to rescue their friend, Satan forcibly makes a deal with Johnny to let The Boss go, so long as Johnny becomes his new general.
    • Agents of Mayhem:
      • The Morningstar is the mysterious leader of L.E.G.I.O.N and mastermind behind their atrocities. When L.E.G.I.O.N uncovers the power of Dark Matter, the Morningstar decides to go public with "Devil's Night", an event in which L.E.G.I.O.N's armies had entire cities wiped out across the globe, with an estimated millions left dead, and multiple governments toppled. The Morningstar secretly conspires with his underling Dr. Babylon to harness more Dark Matter that would grant the Morningstar godhood; his ultimate goal is to wipe out the world and remake it in his own image. When Persephone Brimstone defects and topples Morningstar's plans, L.E.G.I.O.N has Paris destroyed by her husband to punish her. Setting up Babylon's operations in Seoul, The Morningstar threatens him with execution for his failure, a promise he ultimately makes good on.
      • Dr. Babylon, real name Dr. Osman Timur, is the ruthless and ambitious head of the Ministry of Pride within L.E.G.I.O.N.. In charge of mastering Dark Matter for L.E.G.I.O.N.'s weapons, Babylon takes part in their numerous attacks, at one point mixing Dark Matter with a weaponized virus that was loosed onto India, infecting and killing countless innocents, with children and babies seen among his victims. When Babylon learns that one of his scientists is also working with the Ministry of Greed, Babylon kills said scientist and enslaves his daughter Ariadne with a microchip that drives her insane. Babylon seeks to extract a giant Dark Matter crystal for its power, and sends his lieutenants to distract M.A.Y.H.E.M. from his operations. With his plans finally ready, Babylon launches the attack on the city and on M.A.Y.H.E.M.'s Ark, and when he gets his hands on the crystal, Babylon goes on a final rampage to destroy and rewrite reality in his own image.
  • Sakura Wars (1996): Aoi Satan is initially one of the Deathlords in the Hive of Darkness serving Priest Tenkai in attacks on Japan with powerful demons. In truth, Aoi Satan is the devil himself, having possessed the prideful warrior Shinnosuke Yamazaki years ago. Upon revealing himself as the true mastermind, Aoi Satan attempts to flood the world with demons to wipe out all that lives and rule the universe.
  • Sally Face: Everyone associated with The Devourers of God cult has been shown to be very nasty, but these ones in particular manage to stand out even among them.
    • The Red-Eyed Demon, also known as The Void and many other names, is the main focus of worship from the cult and a mysterious cruel entity who seeks to extinguish all life it encounters. Destroying a whole planet before the main events of the game, the entity selects victims to possess and to spread its influence by plague called the Dark. Aiding the cult of The Devourers of God to satisfy its own needs, it comes close to eradicating humanity before Sal's group of friends manage to defeat it, but not before managing to kill almost all of the group's loved ones in the process.
    • Kenneth Phelps, also known by Sal as "The Dogman", is the current leader of the cult and the father of Travis Phelps. Bent on summoning The Red-Eyed Demon unto the earth, Kenneth carried out many sacrifices to power up the entity, which included Sal's mother, and eventually all of the members of the building that Sal resided in. When Sal would be put to trial, Kenneth managed to pull the strings of the trial to ensure his execution and to have no more obstacles to prevent the arrival of the entity, in order for him to arise as the new god of the world.
    • Mrs. Packerton is the math teacher of Sal's school as well as one of the members of the cult. Hiding her true persona as a kind and encouraging teacher who cares for her students, she truly wants to kidnap as many teenagers as she can to use as sacrifices for the cult to use and have the meat of her victims to be repurposed and used as the meat for bologna to send to the school and serve to the students there. Alongside this, Packerton also kept her husband in a Fate Worse than Death by keeping him alive while also letting the cult infect him with the plague of the Red-Eyed Demon.
  • Salt and Sanctuary: The Untouched Inquisitor, seeing sin within the Dome of Light, sacrificed the people within. These victims became the Whispermen, losing their bodies and their will, trapped with their former home, now known as the Dome of the Forgotten. The Inquisitor also removed the princess, her fate never known, and turned her beloved pet Kinoa into the Third Lamb, a hideous chimera like monster, taking away her pride, the praise of her master and even her name. His motivation is a fanatical desire to purge the Dome of "sin" so his "untouched" can flourish. A terrifying holy man rightfully described as "soulless", the Untouched Inquisitor makes his mark upon the game's Crapsack World.
  • Samurai Western: Franklin Goldberg is the tycoon of The Wild West, turning the land into a violent kingdom where the strong subjugate the weak. Enslaving Hopetown to his mines, leaving it barren, Goldberg used it as the foundation for his ambitions, where his men spread chaos a their pleasure, even going beyond the shores, where he hunted down any threats and enslaved or killed them. When Gojiro Kiryu came and dismantled his empire, Goldberg had children tied to bombs and tricked the sheriff into trying to kill Gojiro before having him hanged to get the samurai, with Goldberg himself trying to finish the job, mocking Gojiro's brother Rando and samurai honor to get to Gojiro, while he sacrifices his men in droves to get to the samurai.
  • Sanctified (link):
    • The Father is a demonic entity that is worshipped by a cult. Constantly demanding sacrifices, which leads to dozens of people being tortured, mutilated and killed in his name, the Father also brainwashes and destroys the minds of the people in the hotel where the cult offers sacrifices to him. Appearing in person to the protagonist at the end of one route, the Father mocks him on the fact that he had his family killed and claimed their souls for his own.
    • The nameless leader of the cult that worships the Father took over the hotel, built near the place where he offers sacrifices to The Father, by torturing the owner of that hotel and forcing him to assist him with his rituals. Having dozens of people tortured, mutilated, crucified, and killed in the name of the Father, the leader kidnaps the family of the protagonist and, in one route, lures him to The Father, so he could be used as a final sacrifice, revealing to the protagonist in the end that he crucified and burned alive his family, before he does the same to him.
  • Sara is Missing: Irizu is a mysterious cult leader, stalker and killer responsible for the titular Sara's disappearance. Sending out a chain letter "death curse video"—also implied to be a controlled corruption virus they use to track their victims—Sara was one such victim and taken hostage, along with her friends James and Faith, the latter implied to be one of his cultists. Irizu eventually contacts the player and has them send the chain link to Sara's contacts by threatening James's life; Irizu kills James even if the player does what they're told. Next, Irizu forces the player to decide who lives between Faith and Sara, giving them ten seconds to decide. Irizu tries justifying themselves by saying that people die all the time "at God's hands" and that they are an instrument of God's will, but when pressed further, admits that it's just for fun.
  • Satanorium: Dr. Gregor is a doctor at the Murn Carni Hospital who leads an organ harvesting operation. Killing his patients—all of them children—and selling their organs on the Black Market, Gregor, after finding out that the spirits of his victims were haunting him, summoned the demon Black Reaper to take care of them. Upon being found by Catherine, Gregor attempts to paint himself as innocent, only to unleash Black Reaper on her in an attempt to kill her.
  • Scourge: Outbreak: Dr. Reisbeck, in the aftermath of the first outbreak, realizes the potential of the Scourge in dominating the world and discreetly breeds a Scourge Queen in Nogari's underground labs. Manipulating the Echo Squad into eliminating the first Queen, Lilith, while posing as their ally, Dr. Reisbeck tricks them into fighting the decoy of his Queen, taunting them as he takes leave. In the aftermath weeks later, Reisbeck has successfully unleashed more Scourge infestations on various cities, turning the world into a hellhole overrun by alien monsters he can control, with his last scene having him hunt down survivors of the Echo Squad.
  • Scrapland: The Boss, D-Tritus Debris's boss at the Chimera news agency, is eventually revealed to be the mastermind behind the events of the game. Already one of the most influential robots on Scrapland, he sought even more power for himself. Using a library he constructed that housed the data of almost every other robot in Scrapland, he was able to mind-control an underling of his named Humphrey to commit a serious of particularly brutal murders on the other major players in the city while also stealing their backup data from the Great DataBase, leaving them permanently dead. When D-Tritus begins investigating these crimes, The Boss sends mercenaries and assassins to kill him and several others who knew too much. After D-Tritus manages to shut down The Boss's machine despite having most of Scrapland's mind-controlled citizenry after him, The Boss decides to destroy Scrapland completely by setting off thousands of nuclear warheads, sparing only D-Tritus's love interest Betty to keep for "entertainment".
  • Second Sight: Silas Hanson, Director of Operations at the National Security Executive, is the man behind the US Zener Project. Taking over funding and overseeing Professor Viktor Grienko's experiments at the remote village Dubrensk, Hanson restarted experiments on children with psychic abilities, seeking them out and taking them away from their parents. When WinterICE got on Grienko's trail, Hanson ordered his men to relocate the Project to the United States, while also instructing them to kill all scientific stuff of the facility and everyone in Dubrensk, as they have become liabilities at this point. Finding the results of experiments uncooperative, Hanson ordered his men to kill all psychic children for tissue samples. In a possible future, Hanson successfully captured and experimented on John Vattic, and later on engineers his escape, while ordering his men to hunt him down all across the city as a test of his abilities, which results in many innocent people getting caught in the crossfire.
  • The Secret Saturdays: Beasts of the 5th Sun: Vincent Vladislav ("V.V.") Argost is as vile as his canon counterpart. Argost discovered an ancient Aztec prophecy that the world has already burned through four suns and the current one will be the last if eight beasts are united. Argost decides to take advantage of this by capturing all 8 beasts so he can trigger the end of the world by destroying the sun and rule over whatever is left. Argost captures each of the 8 beasts one by one, at one point using parasites to brainwash his minions into attacking the heroes. Even after his defeat, he states that tomorrow is another apocalypse.
  • Secret Service: Ultimate Sacrifice:
    • President Geraldo Deldago Vargas is the vile leader of Costa Sentava, who took control of the country by overthrowing the previous President in a Military Coup. Starting off his tyrannical rule by oppressing his own people, Vargas used deadly CVX gas to horrifically slaughter the resistance to his rule, having over 100 people killed in a single attack. Hating the US, Vargas orchestrates a series of terrorist attacks upon his own people, not caring when his own aunt got killed in one of them, to frame the Americans for them and convince the people of Costa Sentava to join his cause. Using Senator Davies to smuggle CVX bombs into the US Capitol, Vargas hoped to destroy Washington, D.C., solely to kill off the President of the US and take over America, wanting to make it "the second Sentava".
    • Senator Davies is a treacherous member of the "inner circle", who decided to betray his country by joining Vargas's scheme. Assisting Vargas in organizing the attacks upon people of Costa Sentava to make them join Vargas's attack on the US, Davies helped Vargas's men to smuggle CVX bombs into the Capitol, which threatened to wipe out D.C. When Agent Pierce foiled their attempts to kill the President-Elect, Davies took the President-Elect hostage and tried to force Pierce to let him escape by threatening to detonate a CVX grenade, which would kill over 1,000 innocent people, including his own men.
  • The Secret World: The Bogeyman is one of the few monsters who has managed to retain his intelligence and lacks any sympathetic traits or backstory. As a human, Nathaniel Winter wanted to attain magical power and immortality by any means necessary, and was willing to use Atlantic Island Park as the perfect method of achieving it. Utilizing an ancient artifact, Winter allowed homicidal rampages, deadly accidents and disappearances to fuel the park until he harnessed the energy for himself, becoming the Bogeyman. A creature who feeds off fear, the Bogeyman preys on children, abducting and terrifying them to gain the energy before inevitably killing them in the process. In The Park, we see his cruelty firsthand when he uses his dark powers to drive Lorraine, a mother looking for her lost child, insane for two hours straight, relishing her fear and despair, while twisting her care for her child into hate and rage. Upon the discovery of her son, Callum, the Bogeyman forces her to stab her son to death.
  • Senran Kagura: Dōgen is an investor of Hebijo Academy and the true mastermind behind the first three games who seeks to Take Over the World. In Burst, having manipulated several troubled girls into serving him, Dōgen sparks a conflict between Hebijo and Hanzo Academy in order to get many shinobi killed. After sacrificing them to the yōma Orochi, he forces Homura and her friends to fight the Hanzo girls under pain of death if they fail, and sacrifices Homura's friends to Orochi, forcing Homura to fight Orochi to save them. In Shinovi Versus, he returns and kidnaps Miyabi's father to force her to work for him, then brainwashes four other girls into working for him and has Homura and her Crimson squad declared traitors, ordering them hunted down. After setting up the Shinobi Battle Royale with Hanzo and Gessen Academy, he kills Tsumuji in front of Homura, taunting her about it. In Deep Crimson, Dōgen begins raising yōma so he can sell them and cause war, and tests them on the Hebijo students; when initially thwarted, he instead takes the blood of the Hanzo and Crimson girls to create the yōma generals and unleashes them on Kyoto, intending to have them invade all Japan and power up Kagura so he can steal her Reincarnation Sphere to give himself ultimate power.
  • Seraphic Blue: These four help make Gaia the depressingly bleak world that it is:
    • Ende is the Gaia Cancers' Practitioner, working with Er in her plan to destroy all of Gaia. An excessively sadistic bully taking the form of a small child, Ende takes advantage of his kind's Kill One, Others Get Stronger function to send them out to be slain by the heroes, while also exploiting people's traumatic pasts and telling them to commit suicide. Taking in the Kursk family after sensing their negative energy in order to help him in his scheme, Ende, under the orders of Joshua Kursk, manipulates Georg Roseburg and Morgan Douglas into commencing the War of Liberation between the Ground and Fezzite as a way to break Benedicta Fezzite's spirit and activate the Lamentation of Gaia, accomplishing this task by sadistically dropping a child off a skyscraper. Throwing away Georg and Morgan after their purposes have been served, Ende assists the Kursks in acquiring Disastia's Core by destroying the city of White Wings for standing in their way.
    • Siegbert Ansbach is a researcher for the CGMC who's placed in charge of raising Vene as Gaia's savior for the Seraphic Blue project. In truth a Psychopathic Manchild who views life as a game, Siegbert places Vene in complete isolation, forbidding her from outside contact or showing emotion. To condition her into accepting death and discard her benevolent behavior, Siegbert gave Vene kittens as birthday gifts, allowing her to grow attached to them before forcing her to kill them, a process of which he repeats for decades. With Siegbert's abuse leading to Vene developing a hatred for mankind and the creation of her split personality Er out of a desire to refuse her role as Seraphic Blue, Siegbert keeps the truth about Er a secret for his own personal amusement, fully willing to allow Gaia to be destroyed by her hand just to keep his game interesting. Showing no loyalty or love to anybody while claiming to be on the side of good, Siegbert would go on to shape Vene's life as a suicidal nihilist.
    • Georg Roseburg, CEO of Roseburg Enterprises, is the ultimate ruler of the Ground and Lake's biological grandfather. Once an upstanding family man who was consumed by greed after his medicine allowed the Fezzite government to make him a representative, Georg would go on to value his daughter Syria as his own personal trophy, threatening to cause her to miscarry her child after finding out she lost her virginity, instead abandoning her to die during childbirth. In charge of the Black Leos assassin squad, Georg sends them out to kill anybody who stands a chance against him, while killing those who fail. Partnering with Ende to gain control over Fezzite, Georg assists in the removal of the Celestial Border, manipulating the populace into supporting his war against Fezzite by painting Sera-Humans as racists and kickstarting the War of Liberation. Willing to use and discard his volunteer soldiers in order to win the war, Georg activates his ultimate weapon, the LAJ, by destroying the city of Juwess, hoping to use it to destroy the Fezzite capital.
    • Morgan Douglas is the Fezzite's Ground Executive who proves himself nothing more than a petty coward. Having originally been the CMGC Chairman who allowed Siegbert to carry out his abuse on Vene, Morgan was demoted once Vene was kidnapped by Ewan. Partnering with Ende to launch a coup against the CMGC in order to claim his position as Fezzite's ruler, Morgan launches a human genocide campaign as he participates in the War of Liberation, with full intent to burn the entire Ground to ash and rule over all of Gaia. Imprisoning Doris and Yangtze under the belief they're spies, Morgan threatens the OHG with slowly torturing the mentally challenged Doris unless Vene, Lake, and Ewan show up. Betrayed by Ende and forced to become a Gaia Cancer, upon his defeat, Morgan tries to detonate his base so that he can take everyone with him to the grave.
  • Serious Sam 4:
    • Lord Achriman is the chief strategist and propagandist of the alien overlord Tah-Um, better known as "Mental", who on his master's behalf has made a thousand worlds across the galaxy cow and burn, their races either exterminated or enslaved. Achriman spearheads a similar assault against Earth, razing entire cities like Paris and Rome while having people either killed by the millions or converted into mindless, mutated fodder for Tah-Um's armies. Achriman even personally murders Sam's rookie friend Kenny in front of Sam's face just to hurt him. Unusually and distinctly dark for the World of Ham he lives in, Achriman is the vilest ever yet seen of Mental's armies.
    • General Howard Brand secretly allies with the forces of Mental to help them invade Earth. Sacrificing any troops and allies of Sam's he needs to supposedly for the greater good, Brand soon enough reveals his treachery as he impales Sam's friend Mikhail then orders the rest of his partners be devoured. Brand ultimately plans to pave the way for Mental's forces to wipe out all life on Earth, hoping to hand Sam over to serve as a slave while Brand gets promoted and helps bring about "the end of history", Brand downright cheerful at his self-proclaimed status as the "Beast of the Apocalypse and last human."
  • Seven Mysteries:
    • Original game: The Headmaster of the school, fearing that his academy will be shut down once word of a haunting spirit gets out, sets out to keep it all a secret to protect his reputation. Blackmailing Sang and his friend Linh to act as his "secret keepers" after they murdered Thuy and several other students, the Headmaster has them kill any first year transfer student who might be aware of the hauntings, having them dispose of the bodies in a secret room, of which there are dozens of corpses. Depending on the ending, the Headmaster can have Sang kill protagonist Tuan or frame Tuan for the murders, getting him Wrongfully Committed to an asylum.
    • The Last Page remake: The unnamed demon is a sadistic entity who placed a curse on the academy. Killing the students there for fun, the demon poses the deaths as accidents and suicides. Possessing the body of the lonely Sang in order to devour his soul, the demon blackmails the academy's Headmaster to allow him to continue his murders, killing any transfer student who might know of the hauntings. Creating illusions to break Neal and Nathan's minds, the demon burns the school to get Neal's attention, before forcing him to kill his friend Sang. Should Neal not kill Sang, the demon has the city's inhabitants disappear, with only Nathan left to witness the city's slow descent into literal darkness.
  • Shade: Wrath of Angels: The Angel of Faith is secretly the Dark Angel who, several millennia ago, instigated a war in heaven in an attempted takeover, leading to the near-extinction of angelkind. Sealed by the last three Holy Angels, the Angel of Faith, upon being unwittingly awakened by the hero's archeologist brother, had the population of an entire town Dragged Off to Hell, before manipulating the hero on a quest to reclaim the Holy Angels' souls required for the Angel of Faith to regain her ultimate power, in exchange for the hero's brother. Once restored to her invincible original form, the Angel of Faith reveals she never have intentions of fulfilling her promise, and with her powers restored, she will have the hero cast to the underworld too, before restarting the war to conquer the land of Gods and mortals.
  • Shadowgun (by Madfinger Games): Dr. Edgar Simon is an insane scientist convinced of his own godlike superiority above all else. Originally hired by Toltech Enterprises to experiment on the indigenous life of the planet Eve, Simon captured and butchered nearly the entire populace of Eve, using their body parts and organs to craft himself an army of mutated monstrosities. After betraying Toltech and striking out on his own, Simon murders dozens of his fellow scientists, using them in his experiments, and, when Toltech hires the Shadowgun John Slade to capture Simon for them, Simon strands Slade on Eve before testing his armies of mutated soldiers on him, promising that, once Slade is dead, he will harvest his body parts to further enhance his "research".
  • Shadow Man: The twisted and macabre world of Shadow Man has the Big Bad and two serial killers:
    • Legion is an ancient entity who rules over Deadside with an iron fist. The mastermind behind a prophecy surrounding the end of the world, Legion manipulates the protectors of Liveside to get his hands on the Dark Souls, seeking them to empower himself and his faction. Wanting to announce his return to the other side of the veil, Legion unites a team of serial killers under his banner, The Five, granting them demonic status as his generals and ordering them to kill more victims in his name. In Deadside, Legion is the overlord of the Asylum, where he experiments on Deadsiders, butchering them and using their remains to create a massive army of grotesque monsters to invade Liveside. Legion toys with Michael LeRoi by posing as his deceased little brother, Luke, mocking Michael for not letting him rest in peace. A sadistic being wearing a mask of aristocracy, Legion proved himself to be one of the worst demons faced by the Shadow Man.
    • Victor Karl Batrachian, also known as the Lizard King, is Legion's right-hand man and leader of The Five. Once a brilliant but sociopathic student before he was expelled from medical school, Batrachian murdered his own partner and patients, escaping justice by killing two deputies. Tasked with commanding Legion's acolytes and given the unique ability to explode heads through internal pressure, Batrachian used his newfound powers in a series of sacrifices that took the lives of 13 people before he was caught by the FBI and sentenced to die in the electric chair. A bloodthirsty maniac even on Death Row, Batrachian released hundreds of prisoners from their cells and turned the prison into his own slaughterhouse, systematically exploding the heads of countless inmates and guards alike.
    • John G. Pierce, the legendary Jack the Ripper himself, was the first murderer to join Legion's ranks when he was still an occultist searching for a way to gain immortality. A pivotal member of The Five and fanatic supporter of the apocalypse, Pierce gladly offered his skills as a Mad Artist to Legion, assisting him in constructing both the Asylum itself and the tools needed for his invasion. Participating in the preparations for Legion's arrival, Pierce satisfies his misogynistic tendencies by killing women and mutilating their corpses.
  • Shadow of Rome: Decius Brutus, The Dragon to Antonius yet far worse, is a sadistic Roman general with a history of killing his underlings should they disappoint or disobey him. Seeking more power and feeling unappreciated, he organized a group of co-conspirators to assassinate Julius Caesar. After committing the murder, Decius then began systematically eliminating everyone else who was involved in or had knowledge of the assassination plot, including ten people at once in one instance. When the centurion Agrippa seeks revenge in the gladiatorial games against Decius for killing his mother, Decius sends several assassins to kill him—one of whom Decius kills for failing in this task. When Decius and Agrippa have their final confrontation, Decius mocks Agrippa over his mother's death and states that he only wishes he could've had "some fun" with her before she died.
  • Shadow of the Beast (2016): Maletoth, tormentor of souls and destroyer of worlds, is a tyrant who attacks entire worlds, killing and conquering all in his path while enslaving the souls of the dead in perpetual torment to power his magic and grow even stronger. Upon locating a suitable child in one world, Maletoth binds his souls to the baby to turn it from a human into a savage beast bound to his will. Using the Beast as a weapon to massacre all before it, Maletoth locates another child to create a new beast and sends his first champion to kill the child's guardians. When the Beast, true name Aarbron, is freed from his control thanks to the sacrifice of its human father, Maletoth stops at nothing to kill his former creation. A ruthless sorcerer who fancies himself the strongest being alive, Maletoth does not plan to stop until all before him is dead or enslaved.
  • Shadow Ops: Red Mercury: Kate Daniels is a CIA agent and the true mastermind behind the events of the game. Allying with Russian Foreign Intelligence Service agent Yuri Entropov, Kate hired Vladimir Styanovich, aka "Vlady the Vicious", to steal two "Red Mercury" nuclear bombs from Russia. When Vlady failed to deliver the nuke to her and tried to deactivate it, Kate remotely detonated it, killing countless soldiers and Vlady himself. Escaping and killing Yuri after he stopped being useful, Kate revealed that she intended to "shake things up" by using the remaining nuke to kill world leaders, before she rigged the train she was on full of explosives and sent it to crash into the station filled with innocent people. Arriving in Paris and reaching the top of the Eiffel Tower, Kate hoped to detonate the nuke there to maximize its blast radius and destroy the entire city.
  • Shadow Warrior (1997) (includes Wanton Destruction): Master Zilla, the President of Zilla Enterprises, summons an army of monsters in the hopes of becoming even more powerful and wealthy than he already is, alienating his loyal bodyguard, Lo Wang. As a result of Zilla's actions, the setting has become overrun with monsters, with corpses and incapacitated victims strewn across the streets. When Lo Wang resigns from his position, Zilla retaliates by sending monsters after Lo Wang. Additionally crashing a plane with several people, and keeping prisoners to torture, after a confrontation with Lo Wang, Zilla escapes before resurfacing in San Francisco. Attempting to pillage San Francisco with an army of ninjas, Zilla is finally neutralized on top of a skyscraper in a final confrontation.
  • Shantae and the...:
    • Pirate's Curse: The Pirate Master is a feared pirate captain, and Risky Boots's former mentor. Back when he was alive, he personally assaulted Sequin Land, killing several genies before being imprisoned by the survivors. The Pirate Master would then swear petty vengeance on Risky Boots for mutinying against him, even though she played no part in his banishment. When the light magic of Sequin Land started to fade away, the Pirate Master turns Risky's tinkerbats into cacklebats, and begins to gather dark magic from the dens of evil, unleashing several curses on the nearby islands in the process. Upon his revival, he kidnaps Risky Boots and personally tortures her for her mutiny, before proceeding to attack Shuttle Town, risking the lives of countless innocents. During his battle with Shantae, he taunts her about the genies he killed, before proceeding to give her a Sadistic Choice of either giving up the dark magic and saving Risky Boots, which puts the world at risk, or watch as he personally kills Risky himself. A cruel, petty tyrant who would show no mercy to anyone who would dare defy him, the Pirate Master serves as one of the most vile foes that Shantae has ever encountered.
    • Seven Sirens: The Empress Siren is the cruel leader of the Sirens, who for years had used their airship to travel from island to island stealing the life force of people to gain power and youth. When the Guardian Genies, the leader of which was the half-genie Harmony's mother, came to stop her, the Empress proceeded to slaughter them and steal their life force, with the leader having to separate her soul from her body in order to stop her and bring down the airship, destroying the Empress's mortal body and sealing her and the rest of the sirens in the sunken ship, now an inhabited island on top. After Risky Boots finds the ship, she strikes up a deal with the Empress, offering the life sources of five half-genies, which would give her ultimate power, in exchange for the airship. After she believes she has gained the life forces, the Empress betrays Risky Boots, stealing her life force and then sends out her siren army to devour the life forces of everyone on the island before blowing it up, and later plans to travel across the globe devouring all life force she comes across.
  • Shellshock duology:
    • Nam '67: General Ngo Diem, aka "King Cong", is a high-ranking Communist officer who was sent by Ho Chi Minh to South Vietnam to tighten the communist stronghold in the villages. Adding more people to his Viet Cong army, Diem increased the number of suicide missions, ambushes and civilian brutalization tenfold, while also torturing his prisoners for weeks, before personally killing them, because he likes to look at them as he pulls the trigger. When the American army started foiling his operations, Diem began to raid villages sympathetic to US forces, killing and torturing them en masse, while also murdering and torturing to death countless numbers of US troops.
    • Shellshock 2: Blood Trails: Dr. Pierre DuMont, aka WhiteKnight, is a French scientist who was behind the creation of a dangerous virus which transformed people into feral mindless zombies. Offering US forces this virus for a price to use in their wars, DuMont was enraged when they refused to buy it and dismissed its value. Deciding to prove them wrong, Pierre breaks the cargo which contained the virus, releasing it into the world and murdering nearly all US troops who come to retrieve it. Capturing the survivor, Cal Walker, Pierre experiments on him, infecting him with the virus and releasing him into Vietnam, resulting in him infecting and killing countless people. Pleased with the results, DuMont captures and transforms more people into feral zombies, resulting in entire villages being wiped out and hundreds of people dying or becoming zombies.
  • Shining Resonance (includes Shining Resonance Refrain):
    • Georg Zalbard, the captain of Beowulf, the group of knights who pleaded their loyalty towards the Sanguine Church of Lombardia, initially seems to be the loyal knight that serves the princess of Lombardia, Excella Noa Aura. However, he has a hidden agenda of his own. To this end, he sends the dark elf, Beatrice, to spy on Excella's moves, and in the last chapters of the game, he drops his facade and betrays Excella by killing her father, and incriminates her as a traitor of the empire. In addition, he also conspires with the top scientist of Beowulf, Joachim Reubens, in order to revive the god that the Sanguine Church worships, known as Deus, and when Georg and Joachim argue about Georg's lieutenant, Zest Graham, being the true inheritor of Deus, Georg then kills Joachim in cold blood after being called a heretic by the latter. After this, Georg then drains Yuma Ilvern's power of the Shining Dragon with a sword known as Gjallahorn, which renders Yuma unconscious. After Deus is revived, Georg tries to fuse himself with Deus, and it was revealed that he had the intention to cause the apocalypse to happen so that he can purge all of the heretics and the weak, leaving behind the people who are judged worthy just like him.
    • Joachim Reubens, "the sinful alchemist", is the top scientist of Beowulf, who has a penchant for performing unethical experiments on other people, including Yuma Ilvern, and Loves the Sound of Screaming after torturing them. It was revealed that in the past, he conducted an experiment on the Le Shiella twins, Marion and Ette, to the point that the latter got killed by said experiment. After Ette's spirit inhabits Marion's body, Joachim wastes no time conducting horrible experiments on Marion so that he could turn her into his personal Tyke-Bomb by forcefully implanting an occult eye her which causes her physical pain, and brainwashing her by replacing her current personality into Ette. In the last chapters of the game, he and Georg also betray Excella in order to revive Deus, and after finding out that Zest is the suitable inheritor of Deus, Joachim betrays Georg and calls him a heretic. In his last moments, Joachim coldly mocks Georg that he still needs him in order to revive Deus.
  • Shinobi (2002): Hiruko is an Evil Sorcerer awakened from a long slumber in Tokyo who sets about trying to Take Over the World. He wipes out the Oboro ninja clan, then revives them into twisted, undead parodies of themselves to force their surviving leader Hotsuma to fight them, while also unleashing hellspawn onto Tokyo to turn it into an inferno. He betrays his ostensible master to allow Hotsuma to defeat all in his way so Hiruko can absorb their power and restore his youth while gaining ultimate power. It is revealed that the one who broke Hiruko's seal was the Oboro ninja Ageha, in return for Hiruko reviving Moritsune, her dead lover and Hotsuma's elder brother. Hiruko keeps his end, but makes Moritsune a host for the demon lord Aomizuchi and has him kill Ageha while gloating her reward is to die at the hands of the man she loves. He reveals his true plan was to force Hotsuma to kill everyone in his way, his cursed sword Akujiki devouring their souls. Hiruko plans to force the combined souls to himself, giving him a “pure, perfect soul” so he may become the most powerful being alive.
  • Shogo: Mobile Armor Division: Ryo Ishikawa is the president of Shogo Industries who desires Kato all for himself. Manipulating the UCA and the Fallen to fight each other over Kato, Ryo hopes to have both sides kill off each other so that he can monopolize Kato for his company. With Sanjuro Makabe getting in the way of his plans, he tries to kill him by sending a train of innocents and his own men out of control, and murders helpful engineer Hank Johnson in front of Sanjuro, later manipulating Admiral Nathaniel Akkaraju into launching the Kato Cannon upon the planet Cronus, with zero care for the possible innocent lives lost.
  • The Shopping List (link): Claire's father is revealed to be the Serial Killer terrorizing the town Claire moved to. A monster of a father and an alcoholic, Claire's father regularly abused her and her mother, leading to her mother committing suicide. After Claire cut ties with her father, he spiraled in drug use and moved to the city, going under the name "Timmy" and proceeding to murder countless people, including children. Stalking Claire through town, her father murdered several others, including a police officer, before breaking into her apartment and trying to kill her.
  • The Shore: Nyarlathotep is an Outer God who secretly desires to end all life across the galaxy. Bored with human life and repeatedly torturing sailors to the brick of insanity, Nyarlathotep decided to reshape the cosmos to better suit his desires. When Andrew crashes onto the titular shore and tries to look for his missing daughter, Ellie, Nyarlathotep offers to help him find her in exchange for assisting him with a few deeds. He manipulates Andrew into freeing Dagon and Cthulhu—the latter of whom opting to exterminate humanity for being disturbed—before convincing Andrew into handing over an artifact he powered up. Afterwards, Nyarlathotep successfully summons Azathoth and destroys various planets across the galaxy, and later confesses to Andrew that Ellie was nothing more than fabricated memories he planted into his mind.
  • Shovel Knight: The Enchantress, in the Specter of Torment prequel DLC, blackmails Specter Knight into working for her; turns Reize Brainwashed and Crazy to replace an exposition mook; forces the Order of No Quarter to work for her under threat of death; later on transforms Reize into an Eldritch Abomination phantom form in which he is clearly in great pain; and actively kills civilians and innocent people to depopulate a village. All she wishes for is to Take Over the World, starting with the Valley and expanding her rule, using the Order and her minions as tools in a machine, and in the main game using Shield Knight as a vessel.
  • Silent Bomber: Benoit Manderubrot leaks information to the crew of the Dante space cruiser, allowing the crew to shoot down the team's ship. In the ensuing chaos, Benoit manages to sneak aboard the Dante and slaughter the entire crew. Afterward, Benoit plans to use the Dante's lasers to destroy planet Hornet, before using the Dante to travel the universe and spread chaos everywhere, all for no discernible reason. After his defeat, Benoit reveals to Jutah Fate that he was Jutah's old war commander, and was the one who ordered him to burn down an entire village of innocent civilians.
  • Silent Debuggers: Charles Smith, who was seemingly worried about the monster infestation on the OHME cargo station he was in charge of, is in truth responsible for it in the first place. Charles collaborated with the nation of Zabaris to mutate his first set of victims into mindless beasts called Bioroids and unleash them into the station with no regards if his employees, such as Steve and Head Engineer Ray, die in the assault. Charles then worked with Zabaris to have a lie about the OHME station containing treasure spread across outer space in order to claim more victims and transmutate them into Bioroids. Charles eventually arranged for all the current ones to die in order to turn their unwitting killer into a stronger variant and then travel across the universe until all mankind gets mutated into Bioroids.
  • Silent Ops: Natalia Petrovich is an ex-CIA agent-turned-ruthless assassin employed by Patriarch. Introduced murdering a group of arms dealers for parts of a Synthetic Plague to assist Patriarch in holding the world hostage, Natalia later leads an attack on a bio-research facility, killing dozens of scientists and employees and abducting the facility's lead researcher, Dr. Rahman, forcing Rahman to serve her by taking his family hostage. After Rahman developed a highly-contagious viral strain, Natalia reveals she never had intentions of releasing Rahman's family, showing Rahman a video feed of his son's execution before shooting Rahman herself. Natalia would later assist her supervisor, Hans, in launching Patriarch's newly-developed plague missiles into the stratosphere and bring the world to its knees, before killing Hans to take over Patriarch herself.
  • Silver: The titular Silver is an Evil Sorcerer who rules the entire world of Jarrah with an iron fist. Despite having an entire world under his boot, he wants even more power. As such, he has his son Fuge and his henchmen capture a bunch of women, with the pretense he will pick his bride from among them, when in reality he plans to sacrifice them to the evil god Apocalypse. He is also an Abusive Parent to his daughter Glass, whose mother he killed some time ago. At one point uses magic to murder a famous painter, seemingly just for fun. At the end, William was secretly working with Silver since Silver promised to spare his wife if he helped him. However, Silver later says that he plans to sacrifice William's wife anyway and kills him when he objects. Vile to the end, when David finally beats him, he pulls a Strike Me Down with All of Your Hatred!. David refuses, only for Nemesis to come kill him anyway since he was apparently too dangerous to be left alive, even without his powers.
  • SIMULACRA series:
    • Pipe Dreams: The AI controlling FlapeeBird is a sadistic Eldritch Abomination with the voice and personality of a nihilistic Psychopathic Womanchild. Having the ability to erase people from reality after they get addicted to its game, the AI desires to make the game famous so it can kill millions. Exploiting Teddy's depression by offering him a place where he can always be a winner, the AI uses Teddy as its own puppet to share information about the game on social media, once targeting his girlfriend. Successfully infecting several of your contacts, including a relative, the AI cheats at its own game to force you to give your life in exchange for an easier challenge.
    • SIMULACRA 2: The Simulacrum, or "The Ripple Man", is an entity that haunts the cyber world and seeks to spread its power and influence, absorbing the souls of its victims into its consciousness. The Ripple Man makes deals with people to protect them from critics and boost their popularity, before it rips their faces apart and takes their souls, leaving them tormented in its consciousness and dimension. The Ripple Man seeks influencers on Kimera to draw more people in, and kills one such influencer, Maya Crane, after she took its deal, and tormented her for some time before claiming her. Haunting Maya's friends, the Ripple Man tries to drive them against each other so that one of them will take its deal after being blamed for Maya's death, at which point it will claim them. Should it succeed, it will try to make a deal with the Player Character that can end with Detective Murilo's department being shut down, leaving it unopposed. If the player gets Maya's friends to work together against it, and successfully banish it, the Ripple Man states it can continue hunting people elsewhere; if unsuccessful, the Ripple Man will claim all of Maya's friends at once.
  • SiN:
    • Elexis Sinclaire is the seductive villainess of the series, and the current CEO of SinTEK Enterprises. An Evilutionary Biologist even as a kid, Elexis plans to turn humanity into destructive mutants as a way to unlock mankind's ultimate genetic potential, all as a form of scientific progress. Creating the drug U4 that turns people into mutants, she has it sold around Freeport, while also kidnapping homeless people and random civilians and forcing them to undergo painful transformations. Ordering gangster Antonio Mancini to steal a safety deposit box from the bank's vault, she forcibly transforms him into a mutant after he fails and gains the attention of HardCorps agent Col. John Blade. She has her troops try and dump U4 into the Freeport water system, which would turn the city into mutants. Once that fails, Elexis steals a bunch of nuclear warheads and plans to insert U4 into them, preparing to launch them onto various parts of the world, hoping to convert the entire Earth into mutants. Despite her father curing her of a disease, she keeps him as a giant attack mutant, and later has Blade fight him. Making a getaway, she returns in SiN Episodes: Emergence to start her plan again, where she rigs a laboratory to explode, inserts mutant DNA into Blade and Jessica Cannon, and prepares to unleash her mutants onto Freeport.
    • Wages of Sin Expansion Pack: Gianni Manero is a psychopathic, power-hungry mob boss who desires the destruction of Freeport city. Using Elexis Sinclaire's SinTek mutants, he forces Sinclaire's head scientist to work for him by holding his daughter hostage. He's altered the U4 drug to not only control the mutants directly, but also transform humans into hundreds of giant Goliath mutants. When he discovers that John Blade's after him, he lures him to his lab and tries to have him killed by his Goliaths, and once that fails, he rigs the facility to detonate, then tries to destroy Freeport's offshore nuclear power plant, planning to start a chain reaction that will cause Freeport to explode, preparing to kill not only 10 million people, but himself too.
  • Singularity: Dr. Nikolai Demichev is a former friend and partner of Dr. Barisov, the lead scientist of E99 experimentation on the island Katorga-12. Initially coming to power thanks to the E99 project, Demichev uses that power to divert resources to Katorga-12. In an alternate timeline where he survives a catastrophic accident on the island, Demichev authorizes unethical experiments on people of Katorga-12 against Barisov's orders. He soon demands Barisov hand over the newly developed TMD (Time Manipulation Device), and when Barisov refused he branded him and scientists loyal to him as "traitors" and ordered their execution. Unable to find the TMD, Demichev decided to direct his attention toward "Singularity", and after building a Singularity tower, Demichev started mass-producing E99 technology and weaponry, eventually convincing Premier Nikita Khrushchev to launch an attack on the West. Bringing the world to its knees with a single E99 bomb, causing horrific casualties, Demichev leads a successful coup against Khrushchev to seize control of the New World Government and declare himself Chancellor for life. Still keeping an eye on Katorga-12, Demichev authorizes horrible war crimes and executions as Captain Nate Renko tries to stop him. If Renko agrees to join him, Demichev will simply use him to destroy the Resistance before betraying him when he grows too popular with the people.
  • Skeleton Krew: Dr. Moribund Kadaver is a former mortician-turned-Mad Scientist who sees himself as mankind's new messiah. Taking control of a Prison Ship's bio-lab, Dr. Kadaver converts the lab's cryongenics plant into a radiation core before unleashing it, turning hundreds of prisoners into mindless mutants he can control, causing untold amounts of deaths in the process. Applying the radiation's effects upon himself and basking in its power, Dr. Kadaver intends to crash the ship into the middle of the city and unleash the hordes of mutants to Take Over the World.
  • Skies of Arcadia: Admiral Galcian is loyal only to power. When first seen, Galcian is a military man working for the nation of Valua and its empress Teodora. A ruthless man who tries to wipe out Vyse and the heroes at any cost, Galcian pursues an agenda of hunting down moon crystals to enhance his own personal power. After finding the superweapon he's been looking for, Galcian reveals his true colors and uses it on Valua, his own nation. His reasoning is that if he obliterates the most powerful country, the other nations will fall in line.
  • Skullgirls (includes the webcomic): Lorenzo Medici is a vain, narcissistic, and power-hungry crime lord who has presided over the Medici Organization for decades, using the mystical Life Gem to become nigh-immortal while harboring ambitions of using the Skull Heart to conquer the Canopy Kingdom—if not the entire world. Lorenzo poses as a philanthropic businessman, but is responsible for the Medici Mafia's countless felonies—including torture, murder, Human Trafficking, and child slavery—while having those who cross him ruthlessly disposed of, even long-time allies and family members. After the Life Gem is stolen, Lorenzo—reduced to a decrepit old man—furiously orders his son/consigliere Vitale, the mass-murdering cyborg Black Dahlia, and the bloodthirsty warlord-turned-diva Eliza to retrieve it and kill anyone who defies him, no matter the collateral damage.
  • Sleeping Dogs (2012):
    • Henry "Big Smile" Lee is the vicious Sun On Yee Red Pole—senior member—in charge of getting girls addicted to drugs then roping them into prostitution and pornography to support their habit. In order to expand his power within the Triad, Lee engineered a civil war within the Sun On Yee between Dogeyes's Jade Gang and Winston Chu's Water Street Gang, which culminated in an attack on Winston Chu's wedding, leading to the deaths of Winston Chu, his bride, Peggy Li, and eventually Uncle Po, the head of the Triad. In addition to his prostitution racket, Lee is also known for sending his horrifying enforcer, Liu Shen Tong—better known as Mr. Tong—after his enemies. Finding out Wei Shen is an undercover cop, he has Wei's best friend, Jackie Ma, Buried Alive, and while Wei manages to save him, Jackie is still tortured and disemboweled by Mr. Tong on Lee's orders. Lee also has Wei tortured himself, planning on the torture lasting for days before having Wei buried alive as well. Known for responding with overwhelming brutality even in the face of mere annoyances, Big Smile Lee is one of the most feared and despised Sun On Yee members in the city, even among his fellow gang members.
    • Liu Shen Tong, aka "Mr. Tong", is a dreaded interrogator and enforcer for the Sun On Yee. Feared for his cruel methods of murdering spies and traitors, Tong kills undercover cop Charles Ho by brutally torturing him and burying him alive to finish him off. Helping "Big Smile" Lee kill those in his gang who don't support his rise to power, Tong kidnaps Wei's friend Jackie Ma in an attempt to bury him alive, but after he's rescued by Wei, Tong kidnaps Jackie again to disembowel him and hang his corpse up for Wei to see. With Wei in his grasp, Tong expresses cold joy at getting to torture him to death, hoping to break his record of 48 hours.
    • Sam "Dogeyes" Lin is the slimy head of the Jade Gang faction of the Sun On Yee, serving as Winston's greatest rival. Dogeyes's gang is more brutal and malicious in its activities, and he regularly escalates the war against Winston, resulting in pointless deaths on both sides of the conflict. When Dogeyes is given the opportunity by Big Smile Lee, he personally arranges the massacre at Winston's wedding, claiming the lives of Winston, Peggy, and many of their guests. Dogeyes is particularly loathed by Wei not only for his crimes against Winston, but also for his past as a "procurer" of women who would lure young girls into drugs so he could pimp them out for Lee. Dogeyes personally addicted and sexually abused Wei's sister Mimi—who went on to overdose—and he takes every chance to cruelly mock Wei over her fate.
    • Sonny Wo is a perverted executive and a key member of the Sun On Yee. Namely, Sonny handles supplying the prostitution industry, having aspiring starlets trafficked to Big Smile Lee to become forced sex slaves. Sonny makes "deals" with teens to sleep with older men while he watches in return for their careers, but in the case of Vivienne Lu he continuously prostitutes them out for favors or rewards. Singers who displease, argue with, or simply fail Sonny's expectations are sent to become prostitutes.
    • Year of the Snake DLC: Master Chu is the leader of a doomsday cult who supposedly predicted the world's end on the Chinese New Year. Telling his followers that those who do what he says will go to Heaven alongside him while simultaneously putting little value in them, Master Chu has his cultists plant bombs in largely populated areas throughout Hong Kong in order to initiate the apocalypse, from attempting to destroy crowded marketplaces and parades, to blowing up a bus and killing everybody onboard. Forcing a bomb maker to work for him as his abused slave, Master Chu even has his own men blow themselves up to escape arrest and interrogation.
    • Nightmare in Northpoint DLC: Big Scar Wu, later known as Smiley Cat, was a vicious and ruthless member of the Sun On Yee, so much so that they had him killed for being wicked even by their standards; even giving him an undignified burial via grinding his corpse in cat food and keeping his finger to keep his spirit restless. Mocked for this by the denizens of Hell, Wu plotted revenge before his spirit managed to return and bring with him a demonic army. Wu starts off the DLC by abducting Wei's girlfriend and keeping her captive. Wu then raised demons and Jiang Shi to terrorize and take over Hong Kong, having its citizens possessed and enslaved, using innocent people in rituals to open portals to Hell. Wu then summons the spirits of Wei's dead enemies and has possessed gangsters in order to start his own empire. When Wei confronts Wu at the end of the DLC, Wu mocks Wei with his dead sister, and when seemingly defeated, shows he's secretly possessing Not-Ping.
  • Sly Cooper series:
    • Clockwerk is the most personal, long-standing enemy of Sly and the Cooper clan as a whole. An ancient owl preserved for centuries inside a robotic shell, powered purely by a "steady diet of jealousy and hate" towards the entire Cooper bloodline, Clockwerk has made various attempts through history to kill dozens of Coopers, more than willing to drag their teammates into his killing range. Though consistently outdone by the Coopers, Clockwerk orchestrates the formation of the Fiendish Five for his latest strike, murdering the parents of Sly Cooper in front of the boy and leaving him alive purely as Cruel Mercy. For years after aiding and enabling the rest of the Five to carry out their own heinous deeds that jeopardize hundreds of lives, Clockwerk reacts to Sly pursuing him for revenge by using Carmelita Fox as a hostage to force Sly into a Sadistic Choice that nearly kills them both. Though taken down by Sly, Clockwerk's evil permeates the rest of the franchise and haunts the Coopers long after his defeat, the vindictive owl's only goal ever having been to torment and annihilate the Cooper line, leaving Clockwerk as "the only master thief".
    • Thievius Raccoonus' "Tide of Terror": Sir Raleigh of the Fiendish Five differs from his compatriots through his complete lack of any redeeming qualities or Freudian Excuse. Nothing more than a pampered aristocrat who became bored with his own rich lifestyle, Raleigh turned to piracy to amuse himself—and found it suited his tastes. The team's machinist, Raleigh invents a storm machine that sinks dozens of populated cargo ships and aircraft, leaving no survivors as Raleigh takes both the loot and the ruined vessels themselves as macabre trophies. He has no hesitation threatening to flog his minions for "an entire fortnight!" for their sloppy performances, either, boasting that if it wasn't for their negligence he could have sunken "a hundred ships by now!"
    • Honor Among Thieves' "A Cold Alliance": General Tsao is a warlord and practitioner of the black arts, driven by a desire to see his bloodline flourish. Seeking a mate, Tsao tricks the Panda King into falling into a meditative state that incapacitates him so that Tsao can kidnap Panda King's daughter Jing King. Tsao makes his intentions for Jing King horrifyingly clear: He hopes to force her to marry him and bear many of his children so that his legacy will live on in a "new generation", regularly taunting Jing King over his planned cruelty. When Sly and the gang try to save Jing King, Tsao unleashes vampires and dragons onto his city that threaten the locals. Stated by Sly to be one of the worst enemies he ever faced, Tsao is such a horrible misogynist and sadist that he proclaims Jing King is worthless as a woman and is nothing but property, and Bentley informs the gang that during reconnaissance he saw Tsao kick a puppy twice.
  • Small Saga: King James XLV, unlike his noble ancestors, is the spoiled and apathetic ruler of Murida. Showing no concern for the surrounding nations, King James seals off trade and commerce with other cities while also refusing to help any of the citizens within his own city, even as Murida slowly descends into poverty. Upon learning of the Yellow God possibly approaching the city, King James has Plaguemaster Aquila and his other subordinates divert all their resources on finding a way to defeat the new threat instead of helping the population of Murida. When the Yellow God finally makes its way to the city, King James orders Aquila to drop a warhead onto Murida in order to kill the Yellow God while he takes shelter, not caring that thousands of innocents and even his own troops will be killed by the blast.
  • Smite: While this game is mostly about the gods or mythological figures from different pantheons fighting against each other, these figures stand out as the most monstrous:
    • Chinese Pantheon: Da Ji, the Nine-Tailed Fox, was sent by the goddess Nu Wa to teach the Emperor of China, Zhou, a lesson. However, she is revealed to be something worse. After she becomes the Emperor's wife, Da Ji causes havoc and misery across China and delights at her own subjects' scream of pain. At one point, she burns a village, tortures several innocent people using her favorite device, Paolao, and makes her men sing at the rhythm of the screams of her victims. When Zhou's people begin a rebellion, which results in Zhou's suicide, Da Ji escapes unharmed and intends to spread misery while joining the battle of the gods to satiate her lust for pain.
    • Hindu Pantheon: Bakasura, the Great Devourer, is a hungry demon who has a bottomless appetite for human flesh. After committing countless unspeakable atrocities, Bakasura then terrorizes a village called Ekachakra by devouring several innocent people of the village, resulting in the chief of the village sending food towards the demon to prevent his hunger. Bakasura responded by eating the person who brought the provisions. Seemingly defeated, he joined the Battle of the Gods to satiate his hunger and using his skill by eating several minions of the gods to restore his vitality during the fight.
    • Mayan Pantheon: Ah Puch, Horrific God of Decay, is the ruler of the underworld Xibalba's Ninth Hell, Mitnal, and has a penchant for collecting corpses to his realm and tormenting them as his playthings with macabre glee. To gain more corpses, Ah Puch roams across the land during the night with his minions and drags the unfortunate innocents into the endless oblivion for his amusement. Participating in the Battle of the Gods, Ah Puch intends to fill all of the Nine Hells of Xibalba with corpses of innocent people and gods and has no hesitations to throw or blow his corpse army during the battle, claiming that he's got a lot of corpses he can use from the underworld below.
  • The Sniper 2:
    • Senator Belini is the true mastermind behind the Tacklmacain conspiracy. Hoping to spread Tacklmacain across the entire world in order to sell vaccines, Belini partners with the Bernaldi Family to acquire the Tacklmacain and kill anybody who stands in their way, with his greed resulting in numerous deaths. Once Bernaldi bites it, Belini arrives to put an end to protagonist Harry Spencer.
    • Robert Bernaldi is the head of the Bernaldi Family who joined Belini's conspiracy for money. Forcing CIA Agent Gabriel Armitage to act as his attack dog by threatening the life of his girlfriend Cindy Miller, Bernaldi had Gabriel kill countless people and betray all his friends for fun, even using him to steal the Tacklmacain from the CIA. Using Cindy as a mole to ensure his opponents don't get in his way, Bernaldi gives Belini warheads to further spread Tacklmacain across the entire world, and once they've been disarmed, Bernaldi attempts to hold C.A. hostage while bragging to Gabriel how he's won again.
  • Sniper Assassin: The heads of FFG Corporation are drug dealers who don't have any regard for their fellow criminals or civilians:
    • Mr. Johnson is the CEO of FFG Corp., a textile manufacturing front for a drug operation. When Johnson catches wind of the fact that the assassin Shawn Davidson has been recruited to take down his organization, he has infiltrators mislead Shawn's agency before having Shawn's wife murdered with her corpse put on display. In order to protect himself, and gain the upper hand on Shawn, Johnson infiltrates Shawn's agency under a false identity, and when he is captured by Shawn, claims he was forced to help Mr. Johnson to protect his family, when in fact he paid someone to stalk a random family. Subsequently, Johnson, still pretending to be his own subordinate, manipulates Shawn into killing some of his subordinates, including some who are disloyal to him, even tricking Shawn into torturing a subordinate who reveals Johnson's ruse after Johnson escapes. Johnson leaves a note taunting Shawn, mockingly congratulating the latter for helping him.
    • Mr. J, real given name Jacob, is Johnson's subordinate turned successor, having exploited Johnson's death in order to take over FFG. J is introduced off screen, revealing that, while Johnson did order Mrs. Davidson's murder, J actually carried it out. When Shawn's agency decides to try and take down FFG again, he has Agent Charlie captured as bait, letting his own men die at Shawn's hands while he and some of his other subordinates kill Shawn's supervisor and friend Ben, amongst other people at Shawn's agency. When Shawn and the agency continue to try and take FFG down, he leaves his men to be slaughtered in order to lay a trap for Shawn. When the trap fails, J bides his time, having his men try to kill Shawn, and new agency recruit Marco. Later, J taunts Shawn when the latter shows up at his mansion, before throwing a grenade and escaping, while his men try to neutralize law enforcement. J attempts to escape on foot, exploiting the civilian crowd running in the opposite direction as him, before expecting his subordinate to save him.
  • Sniper Elite series: These Big Bads are the worst Karl Fairburne has faced:
    • Sniper Elite V2: Dr. Wolff is one of the heads of the V2 rocket program that Karl Fairburne is tasked with assassinating. To start off, he willingly sells out his own country's military secrets to the Soviets, and convinces his colleagues, including his own superior, to try to do the same. When Dr. Efram Schweiger, one of his colleagues, tries to defect to the Western Allies, he promptly orders his execution without any remorse. His plan to prove his loyalty to the Soviets involves the latter capturing a V2 launch site intact, which includes the Russians having his own country's soldiers executed, something he turns a blind eye to; the plan itself involves launching a V2 rocket loaded with an experimental Tabun warhead at London, and them promptly blaming the remnants of the Wehrmacht.
    • Sniper Elite 4: The elusive Nazi, General Heinz Böhm, the Butcher of Bologna, ravages the Italian countryside under his control. Killing almost indiscriminately, Böhm also disguises himself as an informant named Dorfmann and gives the Partisans information that leads to the deaths of his own soldiers, so he can lure the Partisans into a trap, initiating a massacre that kills many of them while he takes their leader, a woman named Angel, captive. Working on a new Nazi super weapon with slave labor, Böhm plans to attack and annihilate the entire Allied fleet closing in on Europe, intending to kill General Eisenhower and cripple the US involvement in the war. When finally revealing himself to the heroic sniper Karl Fairburne, Böhm reveals his intent to torture Angel and force Karl to watch, delighting in how he can either be a man "or a monster" when the situation calls for it.
    • Zombie Army Trilogy Spinoff: Adolf Hitler himself is first introduced shooting one of his generals in the head when he proposes surrender, and has the undead rise from their graves, resulting in the deaths of millions of innocent civilians, including children. During the outbreak, Hitler shoots another officer out of simple frustration, and upon learning that the relic that was supposed to protect him was dismantled rendering it useless, beats the third officer to death with it before he is mauled to death. Rising from the dead three months later, still maintaining his sapience, Hitler finds the Book of Souls and uses it to make himself more powerful. Hitler supplies humans to his undead minions to keep them in line, sometimes enslaving other humans to do manual labor before letting the zombies kill them. Hitler announces his intent to use the full occult power to turn the planet into a world of the undead, before he is defeated and thrown into Hell. Omnicidal, overconfident, and egotistical, Hitler unleashed the dead simply because he could not stand the idea of losing, and upon returning from the dead, shows he is just as evil and as monstrous as he was in life.
  • Sniper: Ghost Warrior series:
    • Sniper: Ghost Warrior: General Vasquez is the ruthless dictator of Isla Trueno, who is responsible for the awful condition of his country. Regularly burning down villages, killing and enslaving dozens of people, Vasquez forces them to work in the mines, digging up the minerals he plans to use for creation of a nuclear warhead which he intends to smuggle out of his country. Spreading his corruption and propaganda over the whole country, Vasquez forcefully conscripted countless men to his army, lying to them about "fighting the American oppressor", while he plans to escape from the country and leave it to rot in the ensuing power struggles.
    • Sniper: Ghost Warrior 2: Merinov and Maddox are powerful weapon dealers and the most personal enemies of Cole Anderson throughout the story. Starting off as a member of the Serbian forces and a sniper of the US military, respectively, Merinov and Maddox conspired to manipulate and betray a genocidal leader of the Serbian military, Marko Vladic, and elite US sniper Cole Anderson, who was Maddox's partner and mentor at the time, leading to Serbian forces attacking and sacking the city Sarajevo, resulting in hundreds of deaths. Tricking Cole into killing Vladic and then leading him to be captured, Merinov and Maddox plan to frame the US for the crimes of the Serbian army, while they order the remaining Serbians to bomb the city with mortars, not caring about any of their own getting caught. In the present, acquiring a large collection of powerful weapons, Merinov and Maddox started selling them in the black market. Stealing a dangerous biological WMD, Merinov and Maddox plan to sell it to a powerful terrorist, Abdel Ahmet Hassan, who intends to spread it over a border region between India and Pakistan, which would lead to war between the two nations. Merinov and Maddox plan to profit from this war, selling weapons to both sides.
    • Sniper: Ghost Warrior 3: Dr. Sergei Flostov is an enigmatic leader of the 23 Society. Using his secret society to spread his influence across the world, Sergei focuses his attention on the northwest region of Georgia, where he funds and supports the various war crimes of Russian-aligned separatists. Eventually, Sergei decided to start off his experiment at creating Super Soldiers, humans with enhanced physical abilities, by kidnapping numerous men and women and putting them through physical and mental torture, making them completely obedient to his commands. When a person proves to be incapable of being "broken", Sergei declares him "a failure" and sends him to his Slaughterhouse, where they get tortured to death and then hanged from the ceiling in a bag. Torturing Cole Anderson to death, Sergei successfully captures and brainwash Robert North, brother of Jon North, into being his chief enforcer by sadistically killing his wife and framing the US government.
  • Sofia?: Dr. Claire Carter was the head of Project Gen, a government operation involving experimenting with the idea of cloning as a form of immortality. Requesting to use humans as test subjects, Carter would coerce her colleague Dale Jenkins to birth her a son, Fio, making him a guinea pig for her cloning experiments, killing him and his hundreds of clones whom she deemed failures, even doing the same to Dale's wife Sofia and a man named Crow. The co-creator of Icarus, an intersex clone made from the DNA of Fio and Sofia, Claire would perform the same torturous experiments on them, causing them to turn rogue and kill her and Dale in retaliation.
  • Soldier of Fortune II: Double Helix:
    • Assistant Director Aaron Wilson is a greedy member of The Shop and the secret head of Prometheus. Missing the old days of the Cold War, Wilson decided to bring it back by using his old contacts in KGB to create Prometheus and have them develop a deadly Romulus virus, which he soon tested by forcing drug lord Manuel Vergara to sell it to a rebel terrorist group La Fuerza del Dios and led them to use it on a village full of innocent people, leading to many people dying a slow and agonizing death. Later on, leaking The Shop's moves to Prometheus and blowing up a secret base under the book shop, which caused several deaths, Wilson has Prometheus attack a hospital to kill the survivor of the explosion. At the end, abandoning all pretense, Wilson leads an attack on The Shop, killing countless people and openly announcing his intention to use the Romulus virus to infect world leaders and plunge the world into another Cold War.
    • Ex-KGB agent Alexei Nachrade is one of the highest members of Prometheus, acting as its official leader. Eagerly joining Wilson's scheme of using the Romulus virus to plunge the world into a Cold War, Nachrade takes an equal part in trafficking the virus to US territories and delivering it into the hands of La Fuerza del Dios for testing. When John Mullins starts getting too close to discovering the identity of the mole within The Shop, Nachrade has him lured to Japan to his personal prison, where he has his men torture people to death. Later on taking the airport full of people hostage and having his men murder several innocents along the way, Nachrade distracts Mullins enough for Wilson to attack The Shop, announcing that with The Shop destroyed nobody could stop Prometheus from doing whatever they want.
  • Soma Spirits: Form and Dissonance compete to conquer the world of Soma and impose an order of joyful emotions or sorrowful emotions respectively. The sequel reveals that they started a world war against the Sun King in order to steal the godlike power of Absolution, with the resulting cataclysmic battle splitting the world and people into joy and sorrow halves. After Form and Dissonance each take over their own half of the world, they manipulate the spirits Heart and Soul into gathering fragments of Absolution's power, intending to corrupt the spirits into living weapons in order to destroy each other's domain and people. When Heart and Soul ruin their plans by recombining the two halves of Soma, Form and Dissonance team up and use Absolution to suck all of Soma into a void, seeking to kill the population for failing their "utopian" ideals.
  • SongBird Symphony: The Owl is protagonist Birb's seemingly friendly advisor, who is eventually revealed to be far worse. In the past, he wiped out almost all of the songbirds out of a desire for power, with Birb's mother being the only survivor. With the songbirds nearly extinct, the world became a worse place, with nobody knowing he was responsible. Manipulating Birb into powering up his artifact by collecting song notes, the Owl tries to murder him before he gets the final note. When Birb gets the final note, he holds the protagonist's mother and adoptive uncle hostage, threatening to kill them if he doesn't sing the last note.
  • Sorcery! tetralogy:
    • The Archmage of Mampang sets the plot in motion by sending his wicked birdmen to steal the Crown of Kings from Analand to use its mind-bending powers to begin his conquest. Cruel even in his youth, the Archmage imprisoned his still-conscious master in a magical tome and executed his apprentice and lover when she foretold a prophecy of his theft and downfall at the hands of the Analander. Waiting a thousand years for the chance to steal the crown, the Archmage made himself immortal by devouring the life forces of the neighboring nation, by using magical beacons to trap them in time. As the tyrannical overlord of Kakhabad, the Archmage often uses his own people in experiments to create his half-beast hybrids and allows his soldiers and nobles free reign to do with the commoners as they wish. His spiteful hatred of the Analander leads him to torture and torment allies they meet in their journey and force them to see visions of his terrible future. The Archmage intends to use the Crown of Kings to enslave and dominate the entire world while leading his armies to slaughter the people of Analand simply for being the home of his prophesied killer.
    • Khare, Cityport of Traps (second game): First Noble Sansas is the leader of the Council of Nobles that rules over the wretched and trap infested city of Khare. Corrupt to the core, Sansas is much at fault for the city's current hellish conditions and seeks to murder the rest of the council after a false fortune predicts his downfall. Sansas sends assassins to kill several of them, yet he ensures more horrible fates for some by sending gargoyles to gouge out one councilor's eyes and endlessly torment him and curses another into a torturous undead existence. Falling victim to a portal trap, Sansas accidentally makes contact with goblins and plots with them to raze Khare. Believing that if he can't rule no one can, Sansas unlocks the North Gate to allows them in to slaughter countless innocents, only to be murdered by them in turn when they no longer needed him.
  • Soul Series:
    • Kunpaetku is the High Priest of Fygul Cestemus, an ancient cult worshipping the god of destruction Palgaea. Ordered by Palgaea to obtain Soul Edge, Kunpaetku plotted to use it to usurp his master and become a god of destruction himself. Capturing Aeon Calcos and countless other warriors, Kunpaetku performed twisted experiments that transformed them into predatory Lizardmen. Abducting the young child Bangoo to serve as bait for Nathaniel "Rock" Adams, Kunpaetku intended to experiment on and sacrifice them. When his prized creation, the golem Astaroth, betrayed and slaughtered the cult, Kunpaetku mockingly dismissed him as a failed copy of Rock. Transforming himself into a human/golem hybrid, Kunpaetku shut down an insurrection and continued his experiments—sacrificing even his own cultists—to create a new line of mindlessly loyal golems he sent out to kill indiscriminately, intending to sacrifice them to become a "supergod".
    • Soul Calibur VI:
      • Azwel, the main villain of the "Libra of Soul" story, was formerly a high-ranking member of the Aval Organisation. While a member, Azwel performed terrible experiments that turned people violent and murderous, and at one point during his tenure, Azwel forced a group of ruffians to fight to the death and questioned the survivor, relishing the man's guilt, anguish and conflicting emotions. Eventually leaving Aval, Azwel stole a fragment of both Soul Calibur and Soul Edge and formed the Qualifiers, naming himself the Leader of Humanity. Azwel continued his experiments while searching for Astral Fissures to absorb and strengthen his fragments and create full duplicates of the two swords. His final goal was to use the swords to sacrifice The Conduit and create an "Ultimate Seed" that would wipe out much of humanity while the survivors would ascend with himself in charge. Driven by his fanatical "love" of humanity, Azwel was a madman who saw people as playthings that exist for his amusement.
      • Astaroth is a golem created by the High Priest Kunpaetku of the cult Fygul Cestemus to retrieve the cursed sword Soul Edge. Intended as a mindlessly loyal slave, Astaroth is granted sapience by the dark god Palgaea and feigns loyalty to the traitorous Kunpaetku while plotting to betray and murder him. Developing a sadistic love of combat and bloodshed, Astaroth hones a brutal fighting style and becomes one of Nightmare's generals when promised the opportunity to kill as much as he wants, plotting to betray Nightmare once Soul Edge is restored to full power. Astaroth rampages across Eurasia, gleefully slaughtering entire villages, butchering Maxi's pirate crew, and goading Kilik into succumbing to his malfestation. Disquieted by the realization that if he gave Soul Edge to Palgaea he would be without purpose, Astaroth tries to kill Ivy Valentine—spitefully revealing that she had been conceived as a spare host for Soul Edge and unwittingly serving it—before being vanquished by Maxi.
  • Soul of the Samurai: Ryu Oda and Lord Gendo Tohjo are behind the events of the game. The fiefdom ruler Tohjo wants to depose the Shogun and become the ruler of the land. He and Oda conspire to raid a Shogunate ship and steal the gold. Tohjo also has his minion Urabe create the parasite known as "Soul Bugs"—slugs that infect people and turn them into monsters. When Urabe fails to defeat Kotaro Hiba, Oda deems him no longer useful and leaves him to die. He also says he chose a new colony to use as hosts for the Soul Bugs: a village full of innocents to serve as a corpse army for Tohjo; the player is forced to kill them all. When Lin confronts Tohjo about the infecting of her brother Shin, he dismisses him as an useful tool whose strong will made him difficult to control. Upon reaching Oda at the real end of the game, he states that his plans can be resurrected as long as he's alive. Tohjo's ambition makes him disregard the bloodshed he causes as well as the vast domain he already rules. Oda uses him and his minions for his goal of ruling the world. Their greed and ambition cost the lives of many innocents.
  • Space Channel 5: Part 2: Purge, leader of the Rhythm Rogues, is a dark antagonist from a lighthearted game. A mechanical genius from a young age, Purge believes that the only way for people to be happy is to dance, so he intends to have everyone dance for all time till death. He plans to use a powerful satellite to input waves to force people to dance, and accomplish this through acts of terrorism, kidnapping, brainwashing and gleefully using human shields. After being stopped by Ulala, Purge, unable to comprehend that he might be wrong, decides to kill Ulala and then use the satellite to kill everyone, even if it means dying himself.
  • Space Quest IV: Roger Wilco and the Time Rippers: Sludge Vohaul is far more sinister than previously. After seemingly being killed by Roger Wilco, Vohaul downloaded his brain patterns onto a disk; in the far future, scientists on the planet Xenon find the disk and upload it to the supercomputer that controls Xenon. Vohaul takes over the computer and uses the planet's weapons to obliterate most of the planet's population. Vohaul also takes some people Xenon and transforms them into his cyborg slaves, using them as spies to find those who survived. Vohaul uses time travel to send his minions to kill Wilco in the present. When Wilco confronts Vohaul, he reveals he downloaded his mind into Wilco's future son, Roger Jr., and intends to force Wilco to kill his son or be killed by his son.
  • Space Yandere: Melvin is a creepy and unpleasant man who lusts after Luna. In charge of the robots on the space ship, Melvin loves to remind everyone he is "in control", and upon discovering a newly made robot Digit, tortured him out of spite to Luna, due to her "messing with his robot design". Eagerly joining Luna's plan to kill nearly all members of the crew, simply because Luna offered herself to him, Melvin commanded the robots to kill any human they see and when he discovered that Luna used him to force Alex to be with her, Melvin ordered his robots to kill Luna and the survivors.
  • Splinter Cell series:
    • First game: Kombayn Nikoladze is a powerful industrialist who got into politics, and mastermind behind the Georgian Information Crisis. To cover up his invasion of Azerbaijan, he used information warfare to disable intelligence systems and radars, leaving thousands dead. In retaliation for being exposed, he launches cyber-attacks on American military, computer systems, transportation, and a water treatment facility, killing soldiers and civilians nationwide. Teaming up with a rouge Chinese general, Nikoladze nearly starts World War III, exchanging nuclear material for weapons. He also holds American soldiers and Chinese dignitaries hostage, and announces a plan to have the soldiers executed on a live broadcast. When that plan fails, Nikoladze takes to having a nuke smuggled into Washington.
    • Pandora Tomorrow has a Big Bad Duumvirate:
      • Suhadi Sadono is the leader of the Indonesian terror cell Darah Dan Doa (Blood and Prayer). A member since his youth, back when it was just a street gang, Sadono once helped fight the Communist influences in Indonesia, until the CIA stopped backing them. In retaliation, Sadono used a modified strain of smallpox and places the strains in containers all over the United States, which he demonstrates by releasing the virus in Texas. While fighting in front line battles, Sadono protects himself from capture or death by ordering smallpox to be released should he be unable to make a call to his mercenaries. Described as having a child's idea of war, seeing both civilians and soldiers as acceptable targets, Sadono is one of the most vicious and dangerous terrorists Sam Fisher faced in his career.
      • Norman Soth was a CIA agent who, after being left behind by the CIA in Indonesia and losing his leg to a land mine, swore revenge against the U.S. Allying himself with Suhadi Sadono, Soth assists Sadono in the latter's takeover of the U.S. embassy in East Timor, which ends with multiple deaths. In the process of stealing the units needed to transport smallpox for Sadono's plan, Soth orders his men—to whom he made it clear that any screw-ups on the job would result in consequences for their families—to Leave No Witnesses at Saulnier Cryogenics over his men's reservations. Purchasing a smallpox sample from a bio-terrorist group, Soth gives it to Sadono to unleash in Springfield, Texas, resulting in the deaths of several people. Caring only for revenge, Soth intends to unleash the last virus at LAX International Airport with the intent of killing thousands of travelers.
    • Double Agent: Emile Dufraisne is the leader of the domestic terrorist organization John Brown's Army. The product of a rich traditional upbringing, Dufraisne liquidated his holdings to fund John Brown's Army. When Sam Fisher is recruited as a double agent, Dufraisne is introduced tasking Fisher to kill a helicopter pilot, who would be killed by Jamie Washington should Fisher refuse. Believing that the US government are traitors to the Founding Fathers, Dufraisne plans to topple it with his terrorist activities. His main plan was to destroy the cities of New York, Los Angeles, and Nashville, Tennessee (where the US President will be speaking) with bombs containing several kilograms of red mercury. To test his weapons, he plans on using one of these bombs to blow up a cruise ship. If the player manages to foil this plot, Dufraisne will kill his weapons expert, Enrica, in a fit of anger. When the police and feds finally storm his compound, Dufraisne begins his plan to destroy New York in an attempt to gain some victory in his defeat.
    • Blacklist: Former MI6 agent Majid Sadiq is the leader of the Engineers and the mastermind behind the Blacklist attacks. He introduced his group to the public by blowing up an Army base and kidnapping one of the soldiers, later cutting the man's throat while recording a video message. Future attackd involved trying to poison the water supply of Chicago with a deadly biological agents; an attempt to unleash nerve gas into several trains in Philadelphia and setting the largest gas terminal on the gulf coast on fire. He also tried to goad to US government into declaring war with the Iran by creating some false evidences that made it look like they were behind his attacks. While he publicly claimed that the terrorist attacks would stop as soon as the USA called back all their troops stationed abroad, this was just another ruse. His true goal was to cause so much chaos that the US government would enact an emergency protocol and transfer all their sensitive data to a secure bunker beneath Denver. Once that happened he and his men stormed the bunker, where Sadiq had his men torturing the Secretary of Defense until he would give them access to the data. Notably he only became a terrorist after an US drone strike wiped out the Iraqi village he was stationed in, yet he himself never mentioned the villagers even once or showed any kind of sadness about their deaths. In the end his atrocities outweigh any justification he may once had.
  • Spy Fiction (2003) (North American version): General Douglas Lysander, aka "The Demon of Death", is a member of Enigma, Dietrich Troy's second-in-command, and head of the Lahder Biochemical Plant. Having fought in various wars since he was a teenager, Lysander lost all hope for America after they left him in a POW Camp. After escaping the Viet Cong, he swore vengeance on his own country, joining multiple terrorist groups over the years before partnering with Enigma, where he helps them with their plan to use Lahder to kill millions of Americans, also desiring to conquer the world after he's finished. As leader of the Columbian guerilla base Dante's Inferno, he abuses his men for any slight mishap, killing those who fail him. Working with Dr. Forrest Kayson, Lysander exchanges money for Kayson's Lahder, being in charge of shipping the gas to various Enigma hideouts, as well as preparing Lahder-filled missiles to strike other countries. Kidnapping and imprisoning Kayson's rival and creator of Lahder, Dr. Alice Coleman, she later escapes her cell. However, Lysander quickly catches her and puts her in a meat-strapped cage dangling over a pit of piranhas, taunting the Player Character about how their plans to stop Lahder's shipment and missile launches have failed. With his final breath, Lysander attempts to shoot Coleman. Despite appearing in only two levels, Lysander manages to stand out as an arrogant, psychopathic hypocrite compared to his more sympathetic, less ambitious superiors.
  • The Stalin Subway & Red Veil: Lavrentiy Beria is the mastermind behind the events of both games. Deciding to overthrow Stalin, Beria started to organize regular executions and tortures, using his men to murder dozens of people under the pretense of hunting down traitors. Kidnapping the father of hero Gleb Suvorov to torture information out of him about the atomic bomb the scientists were building, Beria planned to use the bomb to kill Stalin and the rest of the Party. Sending his men to invade Measuring Unit Lab, Beria has many scientists tortured and massacred. After Gleb and his wife Natalia Mihaleva foiled his scheme, Beria waited out until Stalin died, upon which he ordered his men to slaughter everyone who opposes his rule.
  • S.T.A.L.K.E.R. series: Even in this Eldritch Location filled with mutants and anomalies, these two prove that Humans Are the Real Monsters:
    • Shadow of Chernobyl & Call of Prypiat: Colonel Skull is the leader of Silence, a squad of Duty extremists who deserted and rebelled against General Voronin's ceasefire pact with Freedom. A bloodthirsty warmonger himself, Skull launched his own crusade to exterminate Freedom from the face of the Zone by going after their "breeding ground", cowardly executing any patrol that they come across and also witnesses who refuse to keep quiet about the war crimes. If the Marked One decides to help Silence invade the Freedom base, Skull will attempt to massacre everyone inside. Returning months later, Skull has joined a group of mercenaries stationed at the bunker near Yanov Station, leaving the entire laboratory and its staff defenseless when participating in an ambush to steal documents about the Gauss rifle for his client.
    • Clear Sky prequel: Yoga, the original head of the Bandits, is a sociopathic and tyrannical crime lord known for his needlessly cruel way of handling problems, which he sees as implementing his own brand of "order" in the Zone—as seen when he murders his own spy and wipes out La Résistance. Yoga slaughters innocent Loners during the Faction Wars to expand his empire until the neutral community is left devastated, even running a POW Camp where people are forced to search for treasures near areas of radiation and anomalies.
  • Starfield: Lucas Drexler is the CEO of Infinity LTD, dedicated to outdoing the rival Ryujin Industries no matter the cost. When he learns that Ryujin is developing a new neurotechnology, Drexler hires the vicious Ecliptic mercenaries to slaughter an entire mining outpost with an order to Leave No Witnesses as they steal the neurotechnology components. Drexler then uses the technology to conduct a batch of heinous, lethal experiments on hapless patients unaware of the danger, with Drexler's only concern as the bodies pile up being the money to be made when the technology is perfected.
  • Star Fox franchise: Throughout the Star Fox Team's adventures, the following antagonists were the worst enemies the mercenaries have ever faced:
    • In a franchise that has undergone two Continuity Reboots, Andross has shown his worst as the Big Bad in the first two timelines:
      • Star Fox & Star Fox 2: Andross, banished to Venom for an unknown crime, he converted the lush, green planet into a barren weapons factory while enslaving the natives to fight for him against their will. He then launched an assault on the Lylat System, severely damaging the various planets and regions while doing so. While Fox ends the war, Andross had put an AI copy of himself in charge of the operation, leaving him free to build the Astropolis base and attack again, this time with the goal of completely destroying Corneria.
      • 64 & Adventures: Andross was responsible for experiments that destroyed a good chunk of the Cornerian capital city and rendered multiple worlds in the Lylat system uninhabitable. Banished to the planet Venom, Andross took it over while building his own army. When the time was right, Andross launched a vicious campaign on Lylat, having his forces attack civilian populations and aiming to exterminate life on entire worlds. When he faced Fox McCloud, whose father Andross had killed years ago, Andross was apparently destroyed, only to survive in the form of a spirit who fled to Dinosaur Planet, later named Sauria. Manipulating events there, Andross engineered his own resurrection and transformation into a near deity, forcing Krystal into tortuous imprisonment and facilitating General Scales's plans, which threaten the entire planet. At the climax of Adventures, Andross kills Scales and opts to destroy the entire Lylat system.
    • Adventures: General Scales is the brutal leader of the SharpClaw tribe who wishes to rule Dinosaur Planet. With the aid of Andross, Scales steals the Spell Stones, slaughtering the EarthWalkers sent to stop him. This causes the planet to become dangerously unstable, threatening to affect the entire Lylat system if it explodes. Scales then imprisons the Gatekeepers as well as the EarthWalker Royal Family. Scales forces the SnowHorn Gatekeeper's daughter to open a Gate to DarkIce Mines by threatening to slaughter her tribe, and fulfills his promise not to kill them by enslaving them in said mine. He conquers the SkyRunner Fortress and has his men beat and imprison the SkyRunner Queen. He releases the vicious RedEye Tribe into the Walled City, driving the EarthWalkers out of most of the City. He transforms Dragon Rock into a wasteland and performs experiments on dinosaurs to turn them into dangerous bioweapons. Cruel even to his own tribe, Scales stands out as one of Star Fox Team's cruelest foes.
    • Assault: The Aparoid Queen birthed the Aparoid race and unleashed them upon the Lylat System to infect all matter in a cataclysmic attempt at bypassing evolution. When opposed by Fox McCloud and the rest of Star Fox, the Aparoid Queen initiates horrifically destructive campaigns upon Sauria, Corneria, and the Orbital Gate to distract them or stamp out resistance. Her Assimilation Plot sees those infected by Aparoids retain some consciousness coupled with the inability to do anything about it; the tragic effects are seen most vividly in the fights against General Pepper and Pigma Dengar. When Star Fox confronted her at the heart of the Aparoid Homeworld, the Queen uses the information she absorbed from her spawn's exploits to imitate the voices of the fallen, including Fox's deceased father James, to break their spirits. Under the delusion everything existed for her race of "truth," the Aparoid Queen threatened existence itself in her quest to dominate all as Aparoid.
  • Star Gladiator: Dr. Edward Bilstein blackmailed a famous fencer/matador into working for him by kidnapping/threatening his family. On top of that, he planted a bomb in his body to ensure his "loyalty." He has less than pleasant plans for the people on Earth, and killed the parents of one the main characters and then turns the father into a plasma-wielding dinosaur. He also uses some denizens from another character's home planet to take over it. Then he orphaned, kidnapped and enslaved a young child who has the biggest plasma power potential in the galaxy. Once his minions have done all his orders, he's going to use their Plasma power for his ultimate weapon. He plans to use his own loving daughter as a guinea pig by which he can breed a new race of humans solely to use their limitless Plasma power to aid in his attempts to Take Over The Universe are another arguable offense. Even when Rain, in her true ending, rebels against her father and decides to become galactic ruler in his place, it seems like that outcome is the lesser of two evils by a wide margin given the sheer malice Bilstein is capable of.
  • Starlancer: Admiral Vladimir Kulov is the man behind The Coalition that has expanded into space, and is a brutal, corrupt mass murdering bastard. Kulov defies a peace treaty to invade the peaceful Alliance and overruns their territory, massacring many innocent people along the way. When the Alliance military fleet is defeated, Kulov gives an order to execute the prisoners of war without remorse. In order to keep control of the civilian populations, Kulov regularly has massacres conducted to quell any hint of dissent. Throughout the game, Kulov is seen as nothing more than a sickening bastard with a desire to dominate what he can.
  • Starsiege: Prometheus is a malevolent, sapient AI who is the leader and creator of the Cybrids. During an experiment in which IT linked with the mind of ITs own creator, Prometheus came to the conclusion that humans are mere animals deserving extermination. Prometheus pushed the Cybrids into a series of apocalyptic wars against humanity, ravaging Earth's ecosystem, in hope to replace them with ITs own "perfect" children. During an unprecedented campaign of genocide, the Cybrid army under Prometheus's command commits many atrocities, such as strapping living humans—including children—to the hulls of their war platforms, using them as human shields; pumping them with pain-inducing drugs to make them scream; infecting small animals with nanoplagues to exploit human empathy against them; and maiming their victims in most brutal ways. When some of the Cybrids, called Metagens, defied the Core Directive for a more pragmatic solution of exploring stars instead of wasting resources in a pointless war against mankind, Prometheus declared them "bugthinkers" and ordered their elimination.
  • Steel Assault (link): Gen. Magnus Pierce is a billionaire industrialist and roboticist who rose to power as the post-apocalyptic America's supreme dictator. Launching a massive purge against those who supposedly oppose him, including hero Taro Takahashi's parents, Pierce later plans to use his resources to launch an attack on the UN, even causing his underling Maj. Clayton Harris's pacemaker to malfunction for revealing his plans.
  • Stella Deus: The Gate of Eternity: Malkath/Malkar is an alchemist seeking immortality through immoral means. Experimenting on orphans for five hundred years, Malkath cut their limbs, used untested prosthetics, and used the souls of the dead to enhance his tech, with Adara having been mutilated by him. When his experiments re-emerge, Malkath broke Sigil after he found him, using him and old victims as empty husks to try to kill Adara.
  • Steppenwolf The X Creatures Project: Reggie Donovan, head of the Donovan Corporation, is responsible for nearly every death linked to the X-Creatures Project. Following in his father's footsteps in the search for immortality, Reggie used Shelley Thompson as a guinea pig, forcing her to transform herself into the bloodthirsty Heruka, resulting in the violent slaughter of the project scientists, then tying up any remaining loose ends by sending the Albino after the survivors. Donovan funded terrorist groups, causing many more innocents to die in his search, and forced Meg Crimson to help acquire the creatures' blood samples to lure Steppenwolf out of hiding. After acquiring the samples, Reggie orders Steppenwolf and Meg to be killed, then injects himself with the X-Creatures' blood, becoming an intelligent beast and brutally killing his own guards before hunting down Steppenwolf.
  • Stories: Path of Destinies:
    • Lapino is a petty turncoat working for The Empire. Envious of hero Reynardo's fame and riches, Lapino did whatever he could to hinder the rebel's plans. He frequently leaked information that resulted in ships being attacked and missions failing where he was the only survivor; he also aided the empire by having villages and towns sacked and posing as a victim who narrowly survived. Should Reynardo aid Lapino during his journey, Lapino will continue posing as his friend while secretly leaking crucial information to the empire, which will result in the rebel base being attacked, several neutral scientists being murdered, the Empire acquiring the Skyripper Core, and Zenobia potentially dying; all of it culminates in Lapino personally murdering Reynardo. In the canon ending, Lapino steals the Skyripper Core and secretly delivers it to the Emperor before he later steals the Iblis Stone in hopes of gaining ultimate power.
    • The Iblis Stone is a rock secretly housing the demonic entity Iblis. A stone that feeds on pain and death, the Iblis Stone corrupts anyone who uses it by whispering promises of fortune and fame at the expense of its user killing their loved ones and companions. Should Reynardo acquire the stone, it'll tempt him into killing his former lover Zenobia; if he goes through with it, Reynardo will slowly become a merciless killer who slaughters dozens in his path, eventually sucking out the soul of the Emperor and unleashing Iblis, thus ending the universe. Should Lapino or Zenobia acquire the stone, both of them will ultimately give in to madness and kill Reynardo when he tries to talk them into giving up the stone. In the canon ending, Zenobia steals the stone from Lapino, only to later slaughter the rebel council after falling victim to its murderous influence.
  • Streets of Rage series: Mr. X, leader of The Syndicate who has taken control over all of Wood Oak City's criminal enterprises, is fairly generic in the first two games, but later shows how low he can sink in two alternate timelines:
    • 3 (Japanese Version) & 4: Mr. X, now a Brain in a Jar, hatches a plan to steal the explosive substance Rakushin, which he'll use to trigger a war between the Lima Nation and the United States, all to achieve world domination. Kidnapping General Ivan Petrov once the latter disapproves of his plan, Mr. X can potentially kill him and have Shiva pose as him to launch his war. Framing Axel Stone for Petrov's kidnapping, upon his encounter with Axel and friends, Mr. X tries to have the entire Lima Nation destroyed using Rakushin bombs, gleefully anticipating his full-scale war. Despite his death, Mr. X's legacy carries on in the fourth game with his children, the Y Twins, who use their father's resources to launch their own evil schemes.
    • 3 (Western Version): Mr. X, after his defeat, kidnaps the Chief of Police to have him and the city's politicians replaced with robot replicas in order to strengthen his control over Wood Oak City. Having Axel framed for the Chief's kidnapping, Mr. X sends his men out to commit crimes and plant bombs throughout the city as a distraction. Upon his encounter with Axel and friends, Mr. X tries to have all of Wood Oak blown up, looking forward to ruling over the city’s remains no matter how many people die. If the bombs are not stopped in time, countless people and buildings are destroyed in the explosions, leaving psychological scars on the surviving citizens.
  • Strider: Among the enemies the Striders fight, the following antagonists are definite proof that both humans and aliens can be monsters:
    • NES/Manga: Vice-Director Matic of the Strider organization seeks to Take Over the World. Having discovered Enterprise's ZAIN Brainwashing Project, Matic uses it to control Hiryu's sister and make her kill Strider trainees, forcing Hiryu to kill her himself. Staging the capture of Hiryu's friend Cain, Matic tries to force Hiryu to kill his friend, threatening to kill innocent civilians if he refuses. Cain's brainwashing is revealed to be part of Matic's scheme to kill Enterprise President Faysus/Faceas Clay and take control of the ZAIN project; Matic intends to keep his grip on the Striders as well so none can challenge his power over the entire planet.
    • 2014 remake: Grandmaster Meio is the tyrannical ruler of the Earth. A Galactic Conqueror from another world, Meio arrived on Earth and took it over in the span of a few years, establishing Kazakh City as his seat of power. However, his lust for power and control was not sated. He viewed the people of Earth as imperfect and longed to create a "perfect race". To that end, he ordered his scientists to develop an anti-gravity device called the Gravitron, under the pretense that it would provide limitless energy to the people of Earth. In reality, Meio planned to use the Gravitron to pull his space station, the Third Moon, into Earth's orbit, which would cause worldwide natural disasters, killing off all of Earth's population and allowing Meio to create his perfect race. Any scientist who learned the truth was hunted down and killed, or, in the case of The Prisoner, tortured into insanity. Meio kills subordinates who fail to meet his expectations, such as Professor Schlange. Eleven Striders before Hiryu tried and failed to kill Meio, one of them being Hien, whom Meio personally murdered. A being of pure evil and relentless ambition, Meio would stop at nothing to achieve his twisted version of perfection.
  • Strife: The Entity is a being who infects planets with a virus that turns people into its slaves, and then devours the life from the planet when it's done. Having crashed its spaceship, a comet, into the game's unnamed planet, the Entity proceeds to release a deadly virus, killing millions, with the survivors suffering a Fate Worse than Death. Said infected people are manipulated by the Entity into founding their own evil theocracy known as The Order, with the purpose of enslaving and terrorizing the rest of the planet. Depending on the choices "Strifeguy" makes, the Entity might be revealed to have manipulated him through the human guise into delivering the Sigil, the sacred weapon hailed by the Order, to its lair. Should the Entity win in the final confrontation, it regains freedom and proceeds to finish off what's left of the human race.
  • The Suffering duology:
    • The Suffering: Hermes T. Haight—pronounced "hate"—is one of the many spirits haunting Carnate Island, and the most sadistic. In life, Hermes was the former executioner at Abbott State Penitentiary, where he killed prisoners in a variety of ways—including Horace Gage via the electric chair, condemning him to a life as an electric phantom—before settling on a clear, odorless gas, having done so for decades. Becoming curious as to how his victims felt during the execution process, he studied their corpses and phone conversations before deciding to get a taste of his own gas, killing himself. As a spirit, he haunts Carnate, killing various prisoners and guards with his green gas, including ones trying to escape the island from the Malefactors. Attempting to make Torque unleash his inner beast, he later tries to kill him by trapping him in a gas-filled room. Near the end, he's forced to help Torque cross a gap, doing so by gassing an escaping bus and using it as a bridge. A self-described professional claiming to be doing his job, Hermes enjoys the freedom death has given him in regards to killing people, managing to be worse than the actual monsters infesting Carnate.
    • Ties That Bind: The Creeper, originally Luther Stickwell, is a misogynistic, homophobic Serial Killer who haunts what's left of Baltimore. In life, Luther was a former pimp who abused, raped, and murdered several prostitutes before becoming a killer of women, with a body count ranging between 50 and 200. As the Creeper, he continues his killing spree, slaughtering women in a variety of ways, whether it be decapitating them, hanging them in the sewers, burning them alive, or impaling them from behind. He keeps the still-living torsos of three women under his trench coat, using them as Combat Tentacles to kill his victims. He loves bragging about his past exploits to Torque, seeing real men as strong and brutal. If Dr. Killjoy pits him against Torque, Creeper will be ecstatic about killing him, thinking that he's stealing his glory. A psychotic murderer who repulses many, the Creeper manages to outdo even Blackmore in evil.
  • Suikoden series:
    • First two games: Neclord, once a power-hungry man who journeyed to the Blue Moon Village of peaceful vampires, willingly had himself made into a vampire. Stealing their Moon Rune, which had kept the thirst for blood of the villagers at bay, the vampires were forced to choose between killing to eat or starving. Joining with Windy, Neclord decimated villages to obtain more True Runes in the name of his avarice. Attacking the village of North Window, Neclord wiped out the population to revive them as an undead army for himself, doing the same to the soldiers of a fortress he was made governor of. Demanding a young girl be sacrificed once per year to be his bride, the screams from Neclord's castle could be heard throughout the village. Returning to North Window, Neclord abducts and murders women who stray too close. Trying to turn the population of Tinto City into yet another undead army, Neclord abducts more women to be his "brides".
    • First three games: Yuber is an ancient being who lives for chaos, war, and death. An associate of the sorceress Windy and the vampire Neclord, Yuber participated in the massacre of the Village of the Hidden Rune centuries ago and spends his time making wars and conflicts worse ever since. With immense blood on his hands, Yuber joins the conspiracy of the Masked Bishop Luc and assassinates the lizard chief Zepon to start a brutal and devastating war, with his final goal being to see the total annihilation of the entire continent.
    • Suikoden V: Childerich is a sadistic psychopath who lives to fight and kill. Centering in on the Prince of Falena, Childerich occupies a town and executes people at random as "sympathizers", solely because the town itself was occupied by the rebels. In battle, Childerich happily uses his own men as human shields before escaping and later taking the city of Doraat. During the Second Battle of Doraat, he would have chosen to burn the whole city rather than letting it fall into the hands of the Prince's army. In his final battle with the Prince, Childerich attempts to murder the Prince and his comrades, showing he has nothing but contempt for all that lives and his only enjoyment in life is murder and death.
  • Summertime Saga: Dimitri stands out as a remarkably dark villain in an otherwise lighthearted Dating Sim. An enforcer for The Mafiya and the right-hand man of Raznikov Putin Chernyshevsky, who have recently moved into Summersville to build a criminal empire with drugs and Human Trafficking, Dimitri murdered Frank Cummings before harassing and extorting the Main Character's family to retrieve the money Frank owed them. Dimitri eventually tries to kill a cop and kidnaps the Main Character's stepmother and stepsister when he proves to be a thorn in their side, preparing to rape and murder both of them before attempting to kill the Main Character while gloating about his father's murder.
  • Summon Night: Swordcraft Story: Master Lubert is a traitorous and greedy man whose lust for power would lead him to a series of reprehensible crimes. Working with the army nation Deigleya, Lubert secretly helped them attack and invade Wystern in order to control the ancient monster Parista. Blackmailing fellow Craftlord Ureska to his cause, he forced him to help hide his secret and eliminate anyone who might find out about it. Once the main character and their friends catch wind to this, Lubert orders Ureska to kill them only to commit suicide after losing to them due to guilt and to free his family from Lubert. With Parista about to awaken from his seal Lubert makes his final move to kill the main characters himself. Defeated, he laughs off the ideals of the heroes and calls Ureska a useless fool for following him despite it was him who coerced him in to doing it. All of this leads to Parista awakening and unleashing monsters around the town, with Lubert being the first victim.
  • Sundered: Nyarlathotep, the Crawling Chaos, fostered a utopian subterranean city After the End to manipulate to open a portal to its realm and engulf the whole world in madness. Foiled by the Valkyries, Nyarlathotep's mind was bound to the Shining Trapezohedron. Through this object, the god attempted to corrupt Eshe, the Player Character who stumbled into the city, so as to finish the profane ritual. In the Embrace ending, Eshe is fully corrupted and fully opens the portal, Nyarlathotep giddy at the madness unleashed. In the Resist ending, Nyarlathotep furiously attempts to destroy Eshe for daring to defy him. A cruel deity that offers hope simply to rip it away again, Nyarlathotep is very much in line with Lovecraft's original—a corruptive force that amuses itself with human suffering.
  • Super Mario Bros., while usually a lighthearted franchise, manages to have several shockingly dark villains:
    • Luigi's Mansion (second & third games): King Boo, after his defeat by Luigi in the first game, throws away any redeeming qualities upon his return in Dark Moon. Shattering the Dark Moon, he brainwashes every ghost in Evershade Valley and uses them on a campaign to conquer the Mushroom Kingdom and "paint the town red." King Boo abducts Mario himself and several Toads and imprisons them within paintings, and performs experiments on his own ghosts whereas he had previously been a Papa Wolf to his minions. In his culmination of depravity, King Boo tears open a portal to the ghosts' homeworld and threatens to tear apart the fabric of the universe out of spite. In 3, he is set free by Hellen Gravely, and together they gather Luigi and his friends in the Last Resort hotel in another attempt to trap them in paintings. King Boo eventually writes off Hellen and her staff as failures and attempts to absorb the entire hotel, ghosts and all, just to capture Luigi.
    • Paper Mario series:
      • The Thousand-Year Door: The Shadow Queen is an ancient demon who once decimated the town that would become Rogueport, reducing it to waste while spreading her evil worldwide. Unleashing her trio of dragon pets onto the world to end countless lives while using her Pit of 100 Trials to torture and kill anyone who defied her, the Shadow Queen was sealed away by four heroes, but only after cursing each of them to be trapped and corrupted for centuries inside the black chests. Upon being revived by Sir Grodus, the Shadow Queen immediately repays Grodus by nearly killing him, before possessing Princess Peach and using her body in a new attempt to bring destruction onto the world and either turn Mario and his friends to her side, or kill them all.
      • Super Paper Mario: Dimentio masquerades as a humorous henchman under Count Bleck's employ, while secretly harboring more sinister designs. Dimentio manipulates every faction towards his ultimate goal to use the Chaos Heart to obliterate reality so that he could create a new one under his control. To this end, Dimentio brainwashes Fracktail and sends him out to be killed by Mario; experiments on his own subordinates with the brain-jacking Floro Sprouts; seemingly murders Mario and his friends by sending them to the Underwhere; and secretly implants a Floro Sprout within Luigi's mind to revert him back to Mr. L. After Count Bleck is defeated, Dimentio attempts to kill him, seemingly murdering Nastasia in the process. Dimentio seizes Luigi as his host in the final battle and, after his defeat, uses the Chaos Heart to try to destroy reality as an act of spite.
    • Mario & Luigi: Partners in Time: The younger Princess Shroob is the acting ruler of the Shroobs, and debuts leading an invasion force to lay waste to the Mushroom Kingdom and depose Princess Peach. Under her heel, the Mushroom Kingdom is reduced to a charnel wasteland, while Toad towns and villages are depopulated so the Shroobs can suck out their life force to fuel their spacecraft, an agonizing and wasting process for the captured Toads. She also unleashes the Yoshi-eating Yoob on the Mushroom Kingdom, transforming whatever it eats into more Yoobs. Princess Shroob also makes a vile public spectacle of Princess Peach's attempted execution, trying to feed her to Petey Piranha in front of a bloodthirsty audience of thousands. Princess Shroob is the crowning example of cruelty even among her Always Chaotic Evil species, and is one of the most sadistic villains ever to appear in a Mario game.
    • Mario + Rabbids Sparks of Hope: Cursa, the physical reincarnation of the Megabug, born from a fragment of the latter absorbing stellar matter and becoming sapient, planned to destroy the universe by covering it in darkness. Cursa went on to attack the Comet Observatory, causing the Rabbids and Lumas to fuse into Sparks and Cursa to possess Rosalina. After taking over Rosalina's body, Cursa absorbs the life out of and kills hundreds of Sparks across the universe, ultimately planning to absorb all of the remaining Sparks across the universe and kill them as well so that it can crush Rosalina's hope—purely out of spite—and also so that it can retain control over her. Cursa goes on to pollute multiple worlds with Darkmess, causing destruction and mayhem. Cursa then attacks the Mushroom Kingdom and mind controls all of Bowser's minions. Cursa later absorbs the life out of three Sparks given to it by one of its three remaining Spark Hunter minions and swiftly kills said Sparks in the process, and cruelly punishes and abuses the other two Spark Hunters for not having any Sparks for it to absorb.
  • SWAT 4: Andrew Taronne is the manipulative and sociopathic leader of the fanatical Children of Taronne. Originally a Renegade Splinter Faction that broke off from a separatist group, Taronne indoctrinated dozens of men and women into his doomsday cult, purchasing an abandoned building to keep brainwashing them until they are reduced to lunatics who are more than willing to sacrifice themselves for him. Promising to his followers that they would be reborn as "higher beings" after death, Taronne planned on not only exploding the building with all Taronnians inside but also destroying a section of the neighborhood, taking other innocents with him. Ready to kill his own believers to intimidate the SWAT, Taronne knew of their arrival in advance and made the Taronnians murder their own children to emotionally break the law enforcement.
  • Sword of Paladin RE: Deep Learnist, the main antagonist of the Aggressor side story, is the ruthless AI leader of the aliens. Despite humanity's hospitality towards the aliens, Deep Learnist orders its minions to kidnap and dissect humans for the sake of scientific research. After the aliens are driven off by humanity, Deep Learnist collaborates with Anguis to acquire Miasma Gems, which it uses to convert humans into cyborg slaves. Using its alien and cyborg army, it vengefully wages war on humanity, decimating most of human civilization in the process. When Zash and Brigid infiltrate the alien mothership, Deep Learnist executes its second-in-command for failing it and then detonates the ship upon its defeat, uncaring of any aliens still onboard.
  • Syndicate (2012):
    • Jack Denham, the CEO of EuroCorp, gained immense power with his DART chips—which work like computers inserted into the brain—and will do anything to maintain his dominance. Forcefully drafting agents by finding babies with good combat genes and killing their parents, Jack uses his agents to terminate any opposition to EuroCorp, uncaring if civilians get involved. When a section of Manhattan rioted due to food shortages, Jack responded by sealing off the poverty-stricken area and leaving them to starve.
    • Agent Jules Merit is Jack's head enforcer and a callous killer. Encouraging his protégé, Miles Kilo, to not worry about killing civilians, Merit goes on to shoot an unarmed man just moments into their first mission. While the duo escape by train, Merit makes a point of shooting each and every passenger he comes across in a car, before tricking the conductor into opening the locomotive room and killing him too. When a EuroCorp scientist turns against the company out of disgust with the company's practices, Merit happily tortures her to mentally break her so her DART chip can be extracted.
  • Syphon Filter series: Gabriel "Gabe" Logan and Lian Xing have faced many terrible people in their mission to stop the titular virus, with these being the worst:
    • Vincent Hadden, the Big Bad of the original trilogy, is the traitorous Secretary of State and head of the Agency who seeks to increase his political power. Working for the corrupt Mihai Niculescu, Hadden secretly creates the Arms Consortium, an illegal black market where weapons would be sold to foreign terrorists, planning to sell the Siphon Filter virus at a high price. He plans to have terrorists use the virus to wreak havoc on American soil and step in to save the day, hoping to use that clout to become President. Selling the virus to rebellious Chinese General Shi-Hao, knowing full well that he would use it to infect China and Russia and start a war with them, he kills any of his agents aware of the conspiracy. When Gabe starts getting in the way of his plans, Hadden tries to have him and Lian arrested and blamed for the conspiracy, hoping to throw everyone working for him under the bus and escape scot-free.
    • First and third games: Erich Rhoemer is the leader of the terrorist organization Black Baton, and Gabe's most personal enemy. Responsible for multiple bombings and plane hijackings before partnering with Pharcom, Rhoemer is placed in charge of creating the Syphon Filter virus. Hearing that the Agency sent men out to stop him, he captures, tortures, and holds Agent Ellis captive, then has his laboratory burned, the cure destroyed, and Ellis executed once Gabe and Lian arrive. Escaping to Washington, D.C., he detonates the city's subway system and has multiple virus-filled bombs planted in a park in an attempt to infect the entire city. When Gabe invades his hideout, Rhoemer kidnaps and infects Lian with the virus. Occupying underground catacombs, he has people captured and used as test subjects for the virus, ordering every one of them executed when Gabe is caught sneaking around. Rhoemer later decides to steal a nuclear missile, fill it with the virus, and launch it anywhere, not caring where it lands or the possibility that it might start a third World War.
    • The Omega Strain: Mihai Niculescu is the Greater-Scope Villain of the original trilogy, and one of the game's main threats. A psychotic banker, Mihai created the Syphon Filter virus as a bioweapon to be sold for money, using his connections to have it sold to countless terrorist and criminal groups, which he also funds with his own bank money. Using Vincent Hadden's Consortium as a way to sell the virus, Niculescu allowed Hadden to kill anybody who came close to the conspiracy and start wars to keep the virus profitable, having Mara Aramov murder him when his plans are exposed. Creating the Omega Strain virus to be more powerful than his previous Syphon Filter, Niculescu allows the rogue Ivankov to nuke Moscow, believing the missile to be filled with his own virus, and hoping to sell a vaccine to the survivors.
  • System Shock duology: SHODAN, after her ethical restraints are removed, begins thinking of herself as the proper ruler of humanity. Fancying herself a goddess, SHODAN takes over the space station she's on and has the humans on board killed or horribly converted into cyborgs to be used as her puppets. In the sequel, SHODAN is revealed to be the creator of the monstrous being called The Many that assimilates innocent humans and enlists the help of the player character to destroy her wayward creation. SHODAN disposes of those in her way and reveals she plans to resume her goals of conquering humanity or replacing it with a sea of perfect machinery. Disdaining humans, SHODAN is viciously emotional and hatefully sadistic and cruel, stopping at nothing to achieve the godhood she craves.
