The Tri-Commission is a collection of three government bodies, each led by a prominent clan and appointed by the Raiden Shogun to enforce her will. The three Commissions that form this body are Tenryou, the Shogunate's military arm; Kanjou, which dabbles in Inazuma's business affairs; and Yashiro, which administers to the general populace.

    General Tropes 
  • Decadent Court: Political intrigue, power plays, rivalry, and backstabbing seem par for the course with the clans within each Commission. This is best shown with the Takatsukasa and Matsuura Clans making moves to usurp the authority of, respectively, the Kujou and the Hiiragi in the wake of Takayuki and Shinsuke's fall from grace after their collusion with the Fatui has been exposed. While the Kamisato is relatively the most stable of the three head clans, Ayato mentioned that early in his tenure he had to deal with assassins from rival clans.
  • The Dictatorship: Headed by the Raiden Shogun, Inazuma's government is a personalist and military dictatorship, with the leading clans in charge of each Commission inheriting their position from their ancestors who proved their loyalty and capability to her.
  • How the Mighty Have Fallen: Played straight then downplayed. Both the Tenryou and Kanjou Commissions become mired in scandal after Takayuki and Shinsuke were caught colluding with the Fatui and subsequently stripped of power and imprisoned, resulting in a massive restructuring and the positions of their respective leading clans, the Kujou and Hiiragi, being compromised enough for some subordinate clans to attempt to usurp them. Nevertheless, both Commissions (and their leading clans) have since stabilized for the time being—the former, after Kamaji's display of courage and strength of character won his clan leniency from the Shogun, leading to his appointment as interim commissioner; the latter, after Chisato, with help from the Traveler and Ayato, learns to stand up for herself and put her foot down on ambitious subordinate clans.
  • Interservice Rivalry: Both the Kujou and Hiiragi Clans are not exactly on good terms. In particular, Shinsuke forbids his daughter Chisato from dating Takayuki's son Kamaji.
  • Les Collaborateurs: Late in the Inazuma Archon Quest, the Traveler discovers that Takayuki and Shinsuke, and by extension their respective Commissions, have been colluding with the Fatui into lying to the Raiden Shogun into enacting repressive laws.
  • No Historical Figures Were Harmed: The Tri-Commission is loosely based on the hyōjōsho, the highest governing body of the Tokugawa Shogunate and a council composed of different bugyō, or commissioners, dominated by the triad of the jisha-, kanjō-, and machi-bugyō, which respectively administer shrines, finances, and city policing, to which the Yashiro, Kanjou, and Tenryou Commissions directly correspond. The key difference is that apart from their direct basis, the three Commissions also cover matters otherwise delegated to the "lesser" bugyō, and where the jisha-bugyō holds the highest status among the "greater" bugyō, followed by kanjō- and then machi-bugyō, in this game its Yashiro counterpart has the smallest workforce, surpassed by Kanjou and then Tenryou.
  • Sins of Our Fathers: One unfortunate side offect of the downfall of the respective Tenryou and Kanjou Commissioners, Takayuki and Shinsuke, following the revelation of their collusion with the Fatui and lying to the Raiden Shogun, was that the fallout also affected their respective children, Kamaji and Chisato, who had very little to do with their crimes but nevertheless become political tools pushed around by ambitious subordinate clans. The former gets kidnapped by Susumu and forced to write an engineered confession of his clan's crimes that would paint the latter's Takatsukasa Clan in a better light, while the latter is being pushed into a premature marriage to the former by the Matsuura Clan such that the Hiiragi would lose what little authority they have left.
  • Token Good Teammate: The Yashiro Commission happens to be the least corrupt and/or controversial of the Tri-Commission, and is the only one that didn't approve of the Vision Hunt and Sakoku Decrees, as well as attempted to end both diplomatically. By the end of the Inazuma Archon Quest, it is the only Commission with a semblance of stability.
  • Young Love Versus Old Hate: The struggle between the clans that comprise the Tri-Commission have caused much grief to the younger generation, who'd rather put aside petty rivalry and work together to secure a more stable Inazuma.
    • A prominent subplot involves the forbidden romance between Hiiragi Chisato, daughter and only child of Shinsuke, and Kujou Kamaji, youngest son of Takayuki. In fact, the Traveler's very first side-quest in Inazuma involves helping Chisato smuggle a letter to Kamaji, under the legitimate pretext of obtaining a Travel Permit that allows them to wander the islands as they please. This comes to a head in Ayato's Story Quest, where he investigates the suspiciously hasty timing of their engagement and wedding, in the process uncovering a plot by subordinate Kanjou clans to marry Chisato off while her clan's standing is still on shaky ground following her father's fall from grace so they can usurp leadership of the Commission.
    • To a lesser extent, both Ayato and his younger sister Ayaka had to pick up where their father, the previous Yashiro Commissioner, left off, after he died of exhaustion (with their mother Kayo following suit shortly thereafter) working to fix both his clan and his Commission's past mistakes that put them out of favor with the Shogun, and even then they had to work through ambitious clans, infighting, and even the occasional assassin.

    Shogunate Army

  • Badass Army: The Tenyrou forces serve as Inazuma's primary military force, is the largest of the Tri-Commission's armies, and unlike the Millelith are shown to be very efficient in combat. The only reason they have yet to break an impasse with the otherwise outmanned Sangonomiya Resistance is due to the efficient leadership of Kokomi and Gorou.
  • The Big Guy: The Yoriki Samurai comprise solely of large, muscular, and imposing men who serve as the Shogunate's heavy hitters. This is even shown in cutscenes where a single Yoriki took on three Watatsumi soldiers and won.
  • Dirty Cop: The Kanjou forces are notorious for their corruption, as they frequently harass outlanders and shake them off for mora, making their already tough lives even harder. They are also revealed to be responsible for delivering Crystal Marrows for the Fatui to produce more Delusions to prolong the war between the Sangonomiya Resistance and the Shogunate, and many of them outright joined Fatui stragglers after they got laid off in the wake of Shinsuke's fall from grace.
  • Friendly Enemy: The Yoriki Samurai, unlike the other Shogunate troops, treat the Traveler with respect and their relationship is akin to a sensei and student, with the latter wanting to prove their swordsmanship skills to the former.

Largest of the three Commissions, responsible for enforcing Inazuma's public security through its military and police force, as well as the primary enforcers of the Vision Hunt Decree, designed to quell any potential threat to the Raiden Shogun's rule, such as the ronin and the Sangonomiya Resistance, as well as illegal entry to and exit from Inazuma. Its leading clan is the Kujou, currently led by Takayuki, whose estate lay adjacent to Tenshukaku, the Raiden Shogun's palace in Inazuma City.

Right-hand woman of the Raiden Shogun, adopted tengu daughter of Takayuki, and general of the Shogun's Army, who rigorously enforces the Shogunate's Vision Hunt Decree. Ruthlessly efficient, she is immensely devoted to the Shogun, tirelessly working towards creating the eternity that the Shogun desires even if she doesn't live to see it for herself. She's one of the main antagonists the Traveler finds in their stay at Inazuma, intercepting them at many a bad opportunity to take them away, though they, with the help of Yae Miko, ultimately convince her to change sides after she discovers an awful truth about her superiors.

Sara simultaneously blows her foes away and provides a power boost through auxiliary Tengu Juurai attacks that increase the Attack stat of any ally caught within their damage radii. Her Elemental Skill, Tengu Stormcall, has Sara warp back and assume a "Crowfeather Cover" state, which infuses her first charged shot with a Crowfeather that sticks to the ground for a while before triggering Tengu Juurai: Ambush, an electric explosion. Her Elemental Burst, Subjugation: Koukou Sendou, is a combination of two Tengu Juurai attacks: Titanbreaker, a massive thunderbolt on surrounding enemies, then Stormcluster, four smaller thunderbolts that rove in all directions.note 
  • Ambiguous Situation: While there's no doubt of her Undying Loyalty to the Raiden Shogun, who in turn sees her favorably as a capable warrior in some of her voice-overs, there are some hints that Sara is aware of Ei's existence, namely the fact that her signature dish is a pastry with the Shogun's symbol to suggest who it is for, yet it's only Ei who exhibits a Sweet Tooth whereas the Shogun puppet is utterly indifferent towards food; Sara, while not disliking them, avoids desserts lest they make her let her guard down. However, Yae Miko's voice line about Sara reveals that the latter often bothers her with questions about Ei, so Sara probably learned about Ei's sweet tooth from the Guuji.
  • Anti-Villain: Types I and IV (Noble and In Name Only). Her Undying Loyalty to the Shogun (or rather, Ei's puppet) and her hand in enforcing the Vision Hunt Decree leads her to being part of the villainous faction as a result. Her headstrong profile, somewhat short temper, and constant appearances for most of the Inazuma Archon Quest as part of the opposite side do nothing to help. That being said, she is by no means morally corrupt and still acts with consideration, the apex of this being when she allows the Traveler and Yoimiya to rescue a Vision forger from jail to tend to his wounds. When she learns of Takayuki being in cahoots with the Fatui, she is also outraged by her old man's actions, and is one of the first people to pull a Heel–Face Turn by facing La Signora. All said and done, Sara's Undying Loyalty is as much of a Fatal Flaw as it is her greatest virtue.
  • Bolt of Divine Retribution: Her Burst is a compound of two attacks: Tengu Juurai: Titanbreaker, a massive thunderbolt that zaps surrounding foes, then Tengu Juurai: Stormcluster, four smaller thunderbolts that crawl around the field. Both attacks also have the ability to increase the Attack stat of party members caught within their damage radii. Her fourth Constellation upgrade, Conclusive Proof, adds two more thunderbolts to the latter.
  • Boring, but Practical: As a Support Party Member, Sara really starts to shine with her second Constellation upgrade, Dark Wings, which allows her Skill to generate a second Crowfeather that deals 30% less damage upon activation. While not as flashy and lacking the direct damage dealing potential of her fourth and sixth such upgrades, it also removes the need to fire an arrow to plant a Crowfeather, which makes applying her Attack buff simpler, quicker, and lessens the risk to herself, or at optimum gives her allies an extra buffing window.
  • Calling the Old Man Out: Sara turns against Takayuki after Yae Miko and the Traveler present her incontrovertible evidence of both his and Shinsuke's corrupt dealings with the Fatui, outraged at so blatant a betrayal to the Shogun and the toll it has taken on the people of Inazuma, going so far as to storm the Commission headquarters to confront him.
  • Closet Geek: She is a huge Raiden Shogun fan, to the point of obsessively collecting limited edition Statues of Her Excellency. However, when the Shogun (read: Ei) herself asks Sara about her latest statue that the Traveler went through an entire quest to acquire for her during the Irodori Festival, Sara is so embarrassed she pretends the statue isn't hers and instead lets you have it so she doesn't have to admit her statue collecting hobby.
  • Combat by Champion:
    • She dueled on behalf of the Raiden Shogun against Kazuha's friend, who at the time openly protested the Vision Hunt Decree and challenged the Shogun to single combat. The former prevailed and was victorious, while the latter was defeated and subsequently executed by the Shogun.
    • While knowing that she possessed an overwhelming advantage over Gorou's Resistance forces, she specifically challenges the Traveler to single combat against several of her best troops. While the Traveler easily dispatches the challengers, the outcomes underscored the threat that they posed to the Shogun's rule, giving Sara the means to launch her assault.
  • Combat Hand Fan: Much like Ayaka, Sara makes use of a large fan with dark purple feathers to channel her Electro powers.
  • Connected All Along: She apparently had a run in with Klee's mother Alice when she was Inazuma that resulted in her left wing getting blown up. Alice healed it, albeit imperfectly, which is why Sara can't use her wings to fly.
  • Cool Mask: She wears a stylized red tengu mask on the side of her head.
  • Dramatic Irony: She believes that her Vision was granted to her by the Shogun as a reward for her devotion. Ei’s voice line reveals that it is not by the will of the Archons that Visions are granted or denied, and v4.2 would reveal that Visions are fragments of the Dragon Sovereigns whose power were stolen by Phanes.
  • The Dreaded: Briefly becomes this for Sayu in one of the Irodori Festival side-quests. Sayu was tasked with buying a statue of the Raiden Shogun for Sara on Yae Miko's orders, but overslept and wasn't able to get it (in no small part due to getting involved in stopping a scalping scheme). Upon hearing Sara discussing this with the Traveler and realizing that she screwed up, she fears Sara finding out and getting locked up, even trying to avoid the Tenryou Commission finding out in favor of investigating the matter herself to avoid Sara's wrath. Paimon thinks that Sayu's overreacting a bit, and Sara doesn't even seem all that mad when she finds out, albeit because the Traveler claimed that she missed the chance to buy due to investigating the scalping scheme as opposed to the actual reason.
  • Dub Pronunciation Change: Sara's family and personal names (kanji 九条裟羅, hiragana くじょう さら, Hepburn "Kujō Sara") are, respectively, the go-on and kan-on, or Wu and Han Chinese-derived, readings of 九条裟罗 [simplified]/九條裟羅 [traditional], which is read as "Jiǔtiáo Shāluó" in Chinese, while the Korean dub opts for localization as "Kujyo Sara" (hangul 쿠죠 사라; the characters could also be read via hanja as either "Gujo Sana"/구조 사나 or "Gujo Sara"/구조 사라)
  • Easily Forgiven: Zig-Zagged with Kazuha. His voiceline concerning Sara doesn't display much malice towards her for her role in his friend's death, at most seeing it as a sign of her great strength and taking solace that his friend died honorably. What he takes issue with is that she's using said strength to assist the Shogun in oppressing the people and enforce the Vision Hunt Decree. His "Changing Perspectives" voiceline has him acknowledge that she possesses a sense of honor, and he even seems to express concern about her clan's standing in light of Takayuki's treachery and the disgrace it brought.
  • Everyone Has Standards:
    • Despite being one of the primary enforcers of the Vision Hunt Decree and the Raiden Shogun's most loyal ally, Sara still acts with consideration. When she finds Masakatsu, a craftsman who was flouting the Vision Hunt Decree by supplying fake Visions, being tortured by some guards, she immediately orders a halt and reprimands them for blatant disregard to military conduct. She then allows Yoimiya and the Traveler to escape the jail with Masakatsu in tow in order to let him recover from the injuries he had sustained.
    • She is also furious when the Traveler presents her evidence of Takayuki's corruption, and immediately goes to inform the Raiden Shogun.
    • In Kokomi's Story Quest, she's also willing to offer a peace talk with Watatsumi, and when she finds out that a few of her men had been in cahoots with some Fatui stragglers in secret she chooses to put the peace talks on hold for the good of both sides as the corruption in the army means Watatsumi can't fully trust the Shogunate just yet.
  • Fatal Flaw: Her loyalty. Being so loyal to Takayuki, the Tenryou Commissioner and her adoptive father, as well as the Raiden Shogun despite her iron-fisted rule, has soured people's image of her, which doesn't bother her too much but eventually comes back to hit her hard after discovering that Takayuki colluded with the Fatui into manipulating the Raiden Shogun into ratifying the Vision Hunt Decree and then concealing the resulting unrest from their lord.
  • Flash Step: Her Skill allows her to teleport a small distance away to avoid enemy attacks.
  • Foil:
    • To Gorou. Both are leaders of their respective armies, staunchly loyal both to their lord and their own soldiers. Sara, however, is the main enforcer of the Vision Hunt Decree that Gorou and the Resistance opposes, and is more stoic compared to the more passionate Gorou. Their similarities are one of the reasons Sara views him as a Worthy Opponent.
    • To Itto. She is a stoic tengu and a member of Inazuma's law enforcement body, while the latter is a Hot-Blooded oni who runs a gang and often finds himself on the wrong side of the law. However, a closer look reveals them to be quite similar. Both are youkai who find themselves set apart from humans despite their efforts to integrate (Sara, because she ruthlessly enforces the Shogun's will; Itto, because he is seen by adults as a local nuisance), they were each adopted by humans at a young age (Sara by Takayuki, Itto by Granny Oni), and they're both a big fan of a well-known figure (Sara, of the Raiden Shogun; Itto, of "Ms. Hina"). Lastly, Sara proves to be Not So Stoic when she stoops to Itto's level and finally starts bickering with him on Ritou's bulletin boards.
  • Four-Star Badass: A Tengu warrior with an Electro Vision (strong enough to defeat both Itto and Kazuha's friend) at the head of Inazuma's army and who doesn't think twice about getting into the action.
  • Fragile Speedster: Being an archer, Sara has naturally low HP growth and can get staggered easily. With mastery of her Skill's Flash Step, however, players can probably get through fights with her with barely a scratch.
  • Friendly Enemy: Downplayed. Despite her annoyance with Itto's antics and constant demands for a rematch, there are hints that they have a better relationship than either are willing to admit.
    • Their interaction in Ritou Harbor's bulletin board has Itto demanding that Sara doesn't get herself killed on the battlefield so that they can have their rematch. While her response displays her usual annoyance, she also accepts his demand as a pre-war departure blessing and tells him to not get himself killed either.
    • In "The Almighty Arataki Great and Glorious Drumalong Festival", it's stated that Itto sent Sara an invitation, and while her visit did involve her putting up a warning notice for attendants to keep an eye on their belongings, a message left by one of her subordinates state that she did enjoy herself there. Also, when Itto gets himself arrested and nearly charged with a felony for trying to invite the Shogun to his festival, Sara steps in and has it downgraded to a misdemeanor, lest he face harsher punishment. The fact that she did this despite him potentially harassing the Shogun speaks volumes.
  • The Friend Nobody Likes: Awkwardly, the only playable Inazuman characters who are remotely friendly to her are the Shogun, who sees her as a loyal servant (and Ei herself treats her like she would to all her subordinates once she comes out of the Plane of Euthymia), and Shinobu, albeit largely due to their shared exasperation over Itto's antics. By contrast, Itto himself considers her a rival, Yae Miko tolerates her at best, Kirara thinks she's a bit intimidating, both Thoma and Ayaka find her dour and inflexible, Ayato compares her to a living weapon, Kazuha strongly disapproves of her enactment of repressive decrees in the name of the Shogunate, and Kokomi opines that she rarely employs a cunning strategy on the battlefield. The one positive thing Sara gets from most of them (and Gorou and Yoimiya) is that, at the very least, she has a strong moral compass compared to her corrupt adoptive father.
  • Full-Name Basis: The game refers to her by her full name of Kujou Sara at all times.
  • Gameplay and Story Segregation: Her character story about getting her Vision implies that she can fly or at least glide with her own wings. In-game, she uses a glider like everyone else. It's eventually subverted, when it’s revealed that the reason why she uses a glider is because Alice had accidentally injured one of her wings.
  • The Heavy: Though most of the Archon Quest revolves around escaping the Raiden Shogun and finding a way to confront her, Sara is ultimately the Traveler's most common roadblock, appearing multiple times in the worst moments possible, trying to take the Traveler to the Shogun for their execution.
  • Hidden Depths:
    • Some of her voice-overs show she can feel loneliness. In her voice-over about Ayaka, she reveals that she would like to make friends with her over a game of go and envies the warmth of the Kamisato household compared the cold, totalitarian feel of hers. In one of her lines about herself, she also feels that Takayuki is giving her the cold shoulder while he sees Kamaji more favorably, but then she apologizes, saying that she shouldn't be saying that about someone she's grateful towards.
    • Sara is also a Closet Geek, and happens to be a huge Raiden Shogun fangirl, easily exemplified by her collection of five Raiden Shogun figurines, of which she is very proud of, frequently calls them by their full, Overly Long Name, and is annoyed when someone calls one a "figurine".
  • Informed Ability: Kazuha's flashback to his deceased friend's duel with her and his subsequent execution by the Raiden Shogun suggests that she's a capable swordsman, with a silhouette of her showing a sword at her hip. In gameplay and in cutscenes however, we only ever see her use a bow.
    • The "Warrior's Spirit" event finally acknowledges her in-game as at least a practicing swordswoman, complimenting Ayaka and Traveler by saying she learned a lot for her own swordcraft by watching their exhibition.
  • Insistent Terminology: Do not call a Statue of Her Excellency a "figurine" in front of her. She won't take it well!
  • Interspecies Adoption: Sara's character stories reveal that she is a tengu who was adopted by Takayuki due to obtaining a Vision. He thought that she's a "heaven-sent child" from the Shogun herself, so he immediately put her under his clan's care.
  • I Owe You My Life: Her Undying Loyalty to the Raiden Shogun doesn't just stem from the Tenryou Commission's teachings, but also because she believes she received her Vision from the Electro Archon while falling to her otherwise certain death and surviving as a result, rationalizing that everything she had become was due to the Shogun's grace. However, Ei has stated that she doesn't have the authority to grant Visions, so Sara's primary reason for being loyal to the Raiden Shogun stems from a misunderstanding.
  • Iron Lady: Considering she grew up a Military Brat in the Tenryou Commission and is currently the Number Two to the Raiden Shogun, it should be no surprise that Sara has to be tough-as-nails to enforce the decrees, be in the front lines during war and, after the events of the Archon Quest end, keep the peace. It's also lampshaded by her.
  • Irony: The majority of Sara's voicelines (with the exception of Itto and, to some extent, Heizou), has her express a positive opinion on many of the Inazuman cast... characters whose voicelines paint her as The Friend Nobody Likes, since many of them have an issue with her.
  • It's Personal: Between their actions threatening Inazuma, his adoptive father Takayuki's collusion with them kickstarting a civil war that took many lives and eventually put her family's standing in jeopardy once he is caught, and her defeat at the hands of Signora, the Fatui have become a Berserk Button for her, with her expressing a desire to hunt down every last straggler after two of her subordinates confess to conspiring with them to sabotage the ceasefire with Watatsumi. It's to the point that, during the "Labyrinth Warriors" event, the Traveler actually sees Tartaglia getting trapped in the mysterious domain with a small amount of relief, as there's no telling what Sara would do should he get caught.
  • Locked Out of the Loop: Sara was kept in the dark regarding Takayuki's corruption and collaboration with the Fatui since they clash with her morals. Needless to say, Sara is furious once Yae Miko reveals the truth to her.
  • Lonely at the Top: That she's tough and sharp as steel, the general to the Shogun's Army, and a tengu, doesn't mean Sara can't have a soft side. While she wants to pay a visit to the Kamisato household, she also feels that she wouldn't fit in with its warm and loving atmosphere, compared to her own rough-and-tumble household. She also shows some kind of admiration for the Kamisato family, which is unfortunately not really reciprocated.
  • Meaningful Name:
    • The 裟 (sa) in Sara's proper name is also the second character of 袈裟 (kesa, pinyin jiāshā; derived from kasaya [काषाय]), the saffron robe worn from the shoulders by Buddhist monks, as well as 袈裟切り/袈裟斬り (kesagiri, "to slash a sword diagonally from the shoulder"); while 羅 (ra; simplified 罗, pinyin luó) is also used used to describe an article of thin, light clothing, usually silk, on or around something. Together, both characters describe Sara's beauty and higher social class, as well as her combat capabilities and her dogmatic loyalty to Raiden Shogun.
    • In Chinese, 罗/羅 (the ra in Sara's proper name) can also mean "net," "to collect," or "to display," which alludes to her role in enforcing the Vision Hunt Decree.
    • "Sara" is also the first two syllables of 沙羅双樹 (sarasōju, hiragana さらそうじゅ), the Japanese term for the sal tree (shorea robusta), a kind of tree native to South Asia and considered a symbol of the transience of life in Buddhism. While this association seems to run counter with Sara's belief in the Eternity imposed by the Raiden Shogun, this foreshadows her becoming an agent of change for Inazuma by revolting against her own father.
  • Military Brat: She was raised by the Kujou Clan, the leading family of the Tenryou Commission, which focuses on national military and security affairs.
  • Mirror Character: Sara and Cyno are Electro Vision holders and high-ranking officers in their respective nations' law enforcement bodies. However, whereas by the time the Traveler met him Cyno has grown disillusioned with the Sages (especially after discovering their illegal activities) and quickly becomes their steadfast ally, Sara is unfailingly loyal to the Raiden Shogun and willingly helped enforce the Vision Hunt Decree, as well as antagonized the Traveler for much of the Inazuma Archon Quest until they and Yae Miko convince her to confront the corruption within the Shogunate.
  • Ms. Fanservice: Downplayed compared to other characters, but still there. Between her ample chest, bare legs for days, tall height, and her skin-tight outfit which emphasizes the other traits, Sara was clearly designed to be attractive.
  • A Mother to Her Men: Implied. We don't see how she generally interacts with her troops, but she states that she's not too strict about what they eat while on the road when discussing her favorite food, and she's outraged when she learns that her adoptive father Takayuki was lying to the Shogun about the unrest the Vision Hunt Decree is causing and the subsequent Resistance, in part because she feels it dishonors those who have died in the conflict. A bit of Fridge Brilliance also kicks in when you realise that one of her Ascension Materials, Dendrobium, is a local specialty that the Traveler has the option to leave at graves of fallen warriors they find in Inazuma, suggesting she uses them to honour her fallen soldiers.
  • My Master, Right or Wrong:
    • It's slowly made clear that she prefers the more benevolent Raiden Shogun from before the Vision Hunt Decree, but her fervent loyalty to her prevents Sara from even questioning the Shogun's increasingly morally dubious actions. These values were imparted to her by Takayuki, and she angrily calls him out on his hypocrisy once she confirms his own disloyalty to the Shogun.
    • Sara herself later elaborates during her rant against Takayuki that despite her own personal doubts about the Vision Hunt Decree, she decided to still place her trust in the Raiden Shogun's wisdom.
      "I've doubted the Vision Hunt Decree in the past. I asked myself, is this truly the correct thing to do? Even though it goes against what I know in my heart to be right? But I chose to obey the Shogun. For as long as she leads the way, who among us is qualified to judge between right and wrong when we have not yet reached the end of the path?"
  • Noble Demon: She's loyal to the Raiden Shogun and willing to follow through on her orders to carry out the Vision Hunt Decree, but she isn't a bad person and, unlike her boss, is more than willing to interact with the Traveler and the Resistance on peaceful, civil terms. This is the main reason Yae Miko exposes Takayuki's corruption to her, trusting her to do the right thing.
  • Not So Above It All: Though she usually treats Itto as just a nuisance, on one instance, at Ritou's bulletin board she has stooped to Itto's level and bickered with him through the board.
  • Number Two: She is the Raiden Shogun's right-hand woman and her staunchest ally.
  • Numerological Motif: 5 is Sara's lucky number. She follows a strict routine in sets of five, gets up at 5:05 in the morning, takes five deep breaths and does five laps around the courtyard, etc., etc. Additionally, her like of Gorou as a Worthy Opponent is further substantiated by hearsay (she's taking one of the possible meanings of his name as fact) that he is the fifth-born son in his family. And she even keeps five Statues of Her Excellency.
  • Oblivious to Hatred: Or at least "dislike". Sara's voice line about Yae Miko shows that she greatly respects her (though mostly because of the trust Ei places in her), but while she can be warm to Sara, Miko's voice line reveals that she is tired of the tengu's incessant questions about Ei and prefers that she keep to herself when visiting the Grand Narukami Shrine.
  • Odd Friendship: The "Labyrinth Warriors" event has her forming one with Xinyan, a Liyuean rocker who often had her nation's police called on her more than once. Despite their contrasting personalities, Sara appears to show admiration of Xinyan after she agrees to help with the sudden domain appearance and offering to use the money Beidou gave her on supplies, stating that she's a woman of "method and integrity." And then when Xinyan invites her to watch one of her performances when she gets the chance as thanks for the extended travel permit, she agrees despite admitting to not having a strong affinity for music.
  • One-Steve Limit: Not to be confused with Mondstadt's Sara, the waitress who runs the Good Hunter restaurant.
  • Overrated and Underleveled: Downplayed. Before the Traveler even met Sara, she was often described as a capable enough warrior to best Kazuha's friend and fellow Vision holder in a duel, and upon arriving in Inazuma, reading the bulletin boards scattered around the islands reveals that she once bested Itto, an Oni, in a duel for his Vision. However, while her ascension stat of Attack percentage means she can be feasibly built as a DPS, especially since she can also apply her Status Buff to herself, her kit leans more towards the role of Support Party Member to appeal more to the military side of things. However, that doesn't stop her at being very effective at the role, and her Burst is still extremely powerful.
  • Perpetual Frowner: And who could blame her given everything she has to deal with. That said, she does smile a bit in some official art.
  • Proud to Be a Geek: Zig-zagged. On one hand, one of her voice-overs will have Sara state that a Statue of Her Excellency is the most Inazuman item to have, and proudly admit she's collected five of them. On the other hand, during the Irodori Festival, she's too embarassed to admit to the Raiden Shogun, her boss, that she collects those (or to correct her that they're not figurines), so she pretends the statue isn't hers and gifts it to the Traveler instead.
  • Punch-Clock Villain: She's The Heavy of Inazuma's Archon Quest, but she is simply doing her job as a Tenryou Commission officer, and is nowhere near as bad as the rest of the Commission. She also pulls a quick Heel–Face Turn upon learning the truth, and no longer antagonizes the Traveler.
  • Rank Scales with Asskicking: The General of the Shogun's Army, an expert archer, and a Vision Holder capable of summoning a Bolt of Divine Retribution.
  • Reasonable Authority Figure: Played with.
    • A number of people aren't exactly fond of the Tenryou Commission, which is hard to blame given they're eventually exposed as Dirty Cops — this has the effect of affecting Sara by proxy, especially given her status as The Dragon to the Shogun. However, just about everyone, even those who disagree with her or oppose her, respect her for being much more level-headed at approaching most matters.
      Yoimiya: (About Kujou Sara) Due to public safety and fire hazard-related concerns, I often get whisked off to the Tenryou Commission's place for a lecture. Kujou Sara's probably the most reasonable of the bunch. At least she'll hear me out before passing any judgment. If I'm in the right, she'll acknowledge my perspective, and if I'm wrong... Hehe, then I'll get Thoma to come and help me apologize to her!
    • Late in the Inazuma Archon Quest, she entertains Yae Miko and the Traveler's allegations of the Tenryou Commission's corruption and agrees to wait for them to gather evidence for their claims. Once that is presented, she decides to investigate personally along with the Traveler, albeit with a warning that she will arrest them on the spot if she finds out they are lying.
    • In Kokomi's Story Quest, many of her propositions in regards to normalizing relations between the Shogunate and Watatsumi are reasonable and express a desire to benefit both parties, and she's willing to accept Kokomi's own requests and concerns in regards to her proposals, the only thing she appears adamant about being the Tenryou Commission extending its security to Watatsumi Island instead of letting them handle their own. And when she discovers that two of her men are colluding with Fatui stragglers hellbent on resuming the conflict, she states in no uncertain terms that those involved will be punished and apologizes personally, acceding to Kokomi's request to put the peace talks on hold for the time being until the corruption in the Tenryou Commission has been weeded out.
    • During the "Labyrinth Warriors" event, while she's mobilizing a force to deal with monsters coming from a Domain that suddenly appeared in Araumi, she makes the time to listen to the Traveler and Xinyan when they visit about the latter's expiring travel permit. After hearing them out and explaining her own situation, she agrees to their help in dealing with the matter in exchange for renewing Xinyan's travel permit, which she does for longest length of time possible and even buying her lodgings for the duration of her stay.
    • One branch of Heizou's Hangout Event tree reveals that, when Ryuuji was being sentenced for apparently poisoning Isamu, she commuted the sentence from death penalty to imprisonment, having apparently noticed the haste with which he was accused, especially given that he looked up to Isamu as a father-figure and that she was unaware that the latter was assassinated on Takayuki's orders, who now needed a scapegoat to clean his hands off the matter.
  • Regenerating Mana: Her fourth-ascension passive, Decorum, restores 1.2 Energy to the entire party for every 100% Energy Recharge Sara has whenever Tengu Juurai: Ambush hits opponents (with at least 3-second intervals).
  • Significant Birthdate: While Sara hails from a place with a Japanese cultural aesthetic, her birthday, July 14, coincides with Bastille Day, a French holiday commemorating the 1789 storming of the eponymous prison-fortress in Paris, generally considered a flashpoint of The French Revolution, as well as, more properly, the Fête de la Fédération ("Festival of the Federation") celebrated on the first anniversary of the storming, which has been reinterpreted as the start of the commoners' struggle against the tyranny of the noble classes. Similarly, towards the climax of the Inazuma Archon Quest, Sara, aided by the Traveler, storms her own Commission's headquarters to confront Takayuki over his corruption and collusion with the Fatui, then Tenshukaku, the Raiden Shogun's palace, to warn her of said treachery.
  • Sliding Scale of Gameplay and Story Integration:
    • Sara really, really loves the number "5". Her Constellation? A handheld fan, composed of one star branching out in five directions.
    • Her loyalty to the Raiden Shogun is demonstrated by her Elemental Talents being able to support those of the latter. Playing to the Shogun's strengths in Energy Recharge and Electro Damage Bonus to their logical extremes unfortunately leaves a few holes in her equipment loadout that would ordinarily force her to make some compromises somewhere in the DPS trinity of Critical Damage, Critical Rate, and Attack percentages, especially if the player chose not to roll for her personal weaponnote . Sara is able to boost Attack stats, and with a fully upgraded Constellation she lets those same buffs increase the Critical damage of the party's Electro attacks by a whopping 60%, which frees up space for the Raiden Shogun to equip Critical rate-boosting artifacts.
    • One of her talent ascension materials is a drop from the weekly boss fight with La Signora, with whom she developed an extreme antipathy even after the Harbinger was slain by the Raiden Shogun, largely due to her role in orchestrating the Inazuman civil war through collusion with her adoptive father Takayuki to trick the Raiden Shogun into ratifying the Vision Hunt Decree, in addition to defeating her before she could report to her lord on Takayuki's treachery.
  • Sprint Shoes: Her utility passive, Land Survey, shaves a quarter off of the duration of any Expedition in Inazuma she is sent in.
  • Statuesque Stunner: At the time of her release, Sara is the tallest playable female character, largely due to the geta sandals she wears, and between her impressive bust and long legs, she has quite the figure to go with her height. In Itto's Character Demo, he flirts with her when they met during the Vision Hunt Decree. He's less appreciative after losing to her, though.
  • Status Buff:
    • Both her Elemental Talents unleash auxiliary Tengu Juurai attacks that simultaneously deal wide-ranging Electro damage and buff her allies' Attack stats based on a fraction of her own when they are within their attacking range. In particular...
      • Her Skill has her Flash Step back and put herself in a state of Crowfeather Cover, where the first aimed shot fired within eighteen seconds is imbued with a Crowfeather that, upon landing, explodes a second later into Tengu Juurai: Ambush. Her first-ascension passive, Immovable Will, grants the state a 60% reduction to the charging time of her aimed shots, while her second Constellation upgrade, Dark Wings, allows her to generate another Crowfeather on her original location that deals a weaker Ambush with damage worth 30% of the original but the same boosting potency, allowing for easier and faster buffing.
      • Her Burst is a compound of two Tengu Juurai attacks: Titanbreaker, a giant thunderbolt, followed by Stormcluster, a series of four smaller thunderbolts.
    • Her sixth Constellation upgrade, Sin of Pride, confers a massive 60% boost to the Critical Damage of Electro attacks from characters buffed up through Tengu Juurai attacks.
  • Sweet Tooth: Her voice lines imply she avoids sweet things, not because she dislikes them, but rather that she's afraid of giving in to temptation and letting herself get sloppy. Her signature dish is, humorously enough, a dessert, due to Ei being so fond of sweets and having no reservations about it.
  • Tengu: She's a member of the tengu race in Inazuma. Like common depictions of tengus, she's depicted with bird wings (usually of crows), a red mask with a long nose, a pair of tengu geta (wooden clogs with only one tall "tooth") and a feather fan that serves as a conduit for her powers. Tengus were associated with vanity and pride and were also believed to be reincarnations of corrupt priests as punishment for their actions in life, which befits The Dragon of what appears to be a narcissistic god.
  • Token Good Teammate: Unlike the rest of her clan, Sara isn't morally corrupt, and is at worst merely obedient to the Raiden Shogun to the extreme. Yae Miko factors this into her plan to convince the Shogun to abolish the Vision Hunt Decree by presenting Sara with incontrovertible evidence of her adoptive father Takayuki's treachery to their country and ruler by conspiring with the Fatui.
  • Took a Level in Kindness: Back in the Inazuma Archon Quest, she was cold at best and hostile at worst after they were considered a fugitive for daring to defy the Vision Hunt Degree. That eventually changed to respect after witnessing the truth about her adoptive father's corruption and the lengths the Traveler took to uncover them. In the "Labyrinth Warriors" event which takes place afterwards, she acknowledges how the Shogun has acknowledged them, and thus she acts a lot more courteous, putting aside time to listen to their concerns, that being Xinyan's expiring travel permit, places enough trust in them to put them in charge of charging the Domain gate, and promising to properly reward them for their help once the Domain has been dealt with.
  • Tyke Bomb: She was adopted and raised by her adoptive father Takayuki to be loyal to the Tenryou Commission. And it worked well, since the Raiden Shogun happens to be the Arc Villain of Inazuma and Sara helps her enact repressive decrees in her name. Later subverted post the Shogun's Heel–Face Turn and Sara mellowing after the events of the Archon Quest.
  • Undying Loyalty: To the Raiden Shogun and to her father figure, Takayuki. And both times deconstructed.
    • When it comes to the Shogun, Sara believes that receiving her Electro Vision while falling from a great height was the Archon's divine intervention and would gladly help her achieve her ideal of eternity even if it meant partaking in a civil war or even returning the Vision she received. Late in the Inazuma Archon Quest, the Traveler discovers that the Fatui had been Playing Both Sides of the civil war; in the case of the Shogunate, they colluded with corrupt elements within the Tenryou and Kanjou Commissions into tricking the Shogun into ratifying the Vision Hunt Decree. Whereas Sara did feel something was wrong with stripping people of their Visions, she nevertheless goes with it until the real Raiden Shogun, Ei, abolishes the Decree. There's also the fact that Ei's voice lines reveal that she doesn't give out Visions, though whether she told Sara about this is another thing entirely.
    • As for Takayuki, she acknowledges he doesn't see her as his daughter unlike her adoptive brother Kamaji, but nevertheless follows him all the same out of respect. This loyalty is put to the test when it's revealed that he is directly colluding with the Fatui, wherein he permitted them to deceive the Shogun while feeling no need to tell Sara. She furiously chews him out on this and tries to Set Right What Once Went Wrong by (uselessly) fighting La Signora.
  • Unknown Rival: Downplayed. Itto considers her as his rival after the events of the Vision Hunt Decree; although he did take his loss well, Itto has insisted on getting a rematch with Sara multiple times through the bulletin boards. Sara herself is aware of this, but she treats him as mostly an annoyance, though one that tends to get on her nerves.
  • Upgrade Artifact: A variant—her third and fifth Constellation upgrades, The War Within and Spellsinger, add three levels to, respectively, her Burst and Skill.
  • Weapon Specialization: She is shown using a Hamayumi in her story appearances. Gameplay-wise, it is suited for Sara's pure offensive style, with its Ascension substat of Attack (12–55.1%), and whose "Full Draw" passive increases the potency of its wielder's normal and charged attacks by, respectively, 16–32% and 12–24%, with an extra 100% boost to either if they have full Energy.
  • Weather Manipulation: Similar to Lisa with her Elemental Skill charged, Sara is able to momentarily manifest black clouds in the sky when using her Elemental Burst.
  • Wings Do Nothing: She has two pairs of wings, befitting for a Tengu, but she only summons them briefly in some animations and never uses them to fly even though her lore stories acknowledge that she can. She can't even glide with them, and must use Wind Gliders just like every other character.
  • The Worf Effect:
    • She is the Shogun's right-hand woman, a Tengu, and a very powerful warrior (as both Itto and Kazuha can testify from their experience with her) in her own right, but she is swiftly defeated by La Signora when she tries to inform the Shogun of the truth behind the decrees.
    • She also twice loses strategically against Kokomi so we can see what a great strategist the latter is. First time in the battle against the Resistance in Archon Quest. Second, in negotiations due to getting screwed by her own subordinates during Kokomi's Story Quest. In fact, Sara is never shown winning a fight.
  • Worthy Opponent:
    • She views Kokomi this way, acknowledging her genius and even pondering if she should imitate her strategies, despite being on opposite sides of the civil war.
    • She also extends this treatment to Gorou and admires his loyalty, and the feeling is mutual (if begrudging from Gorou's part). True to the trope, she also laments the fact that they are on opposing sides and would probably have no chance to work together.
  • Youkai: Naturally, given she's a tengu. Along with Itto, Kirara and Yae Miko, Sara is one of the few playable characters to be a youkai.
  • You Have GOT to Be Kidding Me!: She's heavily exasperated, and more than a little angry, when two of her subordinates are forced to reveal that they were approached by the Fatui to continue the war with Watatsumi and were actually considering taking their offer if things went south, feeling the need to remind them what happened the last time the Fatui were involved in Inazuma's affairs.

    Kamaji 

Kujou Kamaji

Voiced by: Matt Shipman (English)

Youngest biological son of Takayuki and adoptive brother of Sara, who works as a Tenryou Commission official.


  • Accomplice by Inaction: While Kamaji has his reservations and concerns regarding his Commission's corruption, he chose to turn a blind eye to it, and unlike Sara, Kamaji knew all of his father's dirty laundry.
  • The Atoner: He is deeply ashamed of his father's crimes and the bad name they've brought to the Tenryou Commission, especially when he himself feels he could have done something to stop them. This compels him to challenge the Raiden Shogun to a duel, like his ancestor did, knowing that the Kujou is doomed and wanting to end it the same way it began, even with his life if necessary.
  • Better to Die than Be Killed: A variant. Believing that there's no coming back for the Kujou Clan given their role in Inazuma's misery, he would rather he and the clan atone for their sins at the hands of the Shogun than falling prey to the ambitions of the other families.
  • Childhood Friend: With his retainer, Ippei.
  • Curbstomp Battle: On the receiving end. Kamaji never stood a chance against the Raiden Shogun and calling their sparring session a "fight" is generous, to say the least.
  • Defiant to the End: Non-lethal variant. Kamaji is hopelessly outmatched against Ei, but he continues fighting even as he gets more and more injured from her onslaught. In the end, even after being beaten to the point that he can barely stand, he still gets up and staggers towards her with sword in hand before he finally passes out.
  • Determined Defeatist: Despite knowing he stands no chance against the Shogun, not being able to land a single hit on her while he serves as a sandbag for her, not once does he surrender, fighting until he loses his strength and passes out. This impresses Ei, who decides to hold off on the Kujou Clan's punishment.
  • Holy Halo: He sports one during Ayato's quest when he's gushing with happiness over the opportunity to marry Chisato.
  • Redeeming Replacement: Whereas his father is one of the most corrupt government officials in Inazuma, Kamaji is a more morally upstanding man who was eventually appointed interim Tenryou Commissioner following Takayuki's downfall, and whose tenure was marked with a significant improvement in the Commission's morale, reputation, and efficiency.
  • Smart People Wear Glasses: Unlike his siblings, who serve in the military, Kamaji instead works as administration for the Tenryou Commission, and has a pair of glasses to show it.
  • Surprisingly Realistic Outcome: Ayato's Story Quest opens with the news that he has proposed to Chisato, and they're beginning to go through with the wedding. Kamaji at first is bursting at the seams with joy and confidence, vowing to do his utmost to smooth over any problems as if to prove that love conquers all. It doesn't—though they genuinely love each other, Kamaji and Chisato are not quite on equal footing, because whereas the former's display of courage and strength of character won him the Shogun's good graces and allowed him to be elevated to interim Tenryou Commissioner following his father's fall from grace, the latter has yet to become a voice of authority, and her clan's standing remains in jeopardy, with a few subordinate clans scheming to simply cut her off at the earliest opportunity. Should they marry in this state, it would force Chisato to become dependent on Kamaji, and would eventually lead to great unhappiness. Marriage is an important undertaking, and even the circumstances leading up to it demand careful attention to ensure a stable, harmonious union. Happily, Ayato is able to help them see this, and after the power grab is thwarted, the two of them decide to put their wedding plans on hold until better circumstances allow.
  • Token Good Teammate: Kamaji does care about the commonfolk, unlike his father who is only concerned for his clan’s gain and even issued the Traveler a Travel Permit allowing them to explore Inazuma as they please once they delivered Chisato’s letter to him.
  • Weak, but Skilled: Unlike Sara or Masahito, he admits to not being a capable warrior, but during his duel with Ei, while he's unable to land a single hit on her, he does appear to display some knowledge of swordsmanship.

    Masahito 

Kujou Masahito

Oldest biological son of Takayuki and adoptive brother of Sara, who leads the Shogunate forces on the frontline of the civil war with Watatsumi.


  • Cassandra Truth: Masahito tried to warn his father of the Tatarigami crippling the Shogunate forces (and Sangonomiya rebels alike). Not only does his father refuse to believe him (despite the fact that, being on the frontlines, he is a firsthand witness to the plague), he is also accused of trying to make excuses for his failure to permanently drive back the rebels and even threatened with demotion.
  • A Father to His Men: Unlike his own father, Masahito cares for the wellbeing of the soldiers under his command, to the point of trying to warn his father in vain about Tatarigami.
  • Frontline General: He is found at the Kujou Encampment at Kannazuka, right in the frontlines of the Shogunate's forces facing off against their Watatsumi counterparts in Yashiori Island.
  • Worthy Opponent: He respects the Traveler as a redoubtable warrior despite knowing that they are (temporarily) aligned with the Sangonomiya Resistance.

    Takayuki 

Kujou Takayuki

Voiced by: June Yoon (English)

Adoptive father of Sara, biological father of Masahito and Kamaji, and current head of both the Kujou Clan and the Tenryou Commission.


  • Abusive Parents: He was very emotionally neglectful and controlling towards Sara, raising her purely to be a perfect general for the sake of their clan's prestige. An example given in Sara's character stories is how, when she was a child, whenever she was caught playing games with Tenryou soldiers, Takayuki would severely punish the soldiers and reprimand her for what he saw as pointless fraternizing.
  • Ambition Is Evil: His collusion with the Fatui was for the sake of ensuring the Kujou Clan's power and prestige.
  • Archnemesis Dad: Downplayed. Takayuki took in Sara in and raised her to be loyal to the Raiden Shogun, meaning he is technically her adoptive father. However, the two are not shown to interact in a familial manner and she often refers to by name instead of with terms like "father". When we do see them interact however, they're on hostile terms since Sara recently learned of his corruption.
  • Big Bad Wannabe: His political position of power makes him a potential threat, and he was for a time in near total control of the situation in Inazuma. His power base however, almost completely collapses once the Traveler befriends the Shogun and helps her come to her senses, which leads to the Vision Hunt Decree being abolished and his clan disgraced, with the only thing preventing his clan from being completely ousted from power was due to Ei being impressed with his youngest son’s resolve, after she wiped the floor with him.
  • Break the Haughty: According to his youngest son Kamaji, after the Vision Hunt Decree was abolished and his clan is disgraced, Takayuki went into a shock and seemed to age a great deal, and was even described having taken to sickbed from the shame of being exposed.
  • Broken Pedestal: For Sara, after his corruption is exposed to her.
  • Didn't Think This Through: Believing that the Raiden Shogun will be able to deal with any and all threats that his ineptitude and corruption brings to the country is one thing, but he doesn't seem to consider the possibility that he might be punished for bringing a threat to Inazuma in the first place.
  • Dirty Coward: What he ultimately is behind his boasts of loyalty and his clan's power. All of Takayuki's actions come down to fear of his and his clan's authority being usurped, with him displaying full willingness to collude with the Fatui and plunge Inazuma into discontent and civil war for the sake of staying on top. Even his "loyalty" to the Shogun comes down to the belief that she can clean up his messes if they start to get out of hand and save him from the consequences.
  • Greed: Along with increasing his clan's power, his motivation for colluding with the Fatui is the potential monetary gain.
  • Hate Sink: Whereas both the Raiden Shogun (or, technically, Ei) and Sara are ultimately flawed people who nevertheless have Inazuma's best interests at heart, Takayuki (along with Shinsuke) is the face of the corruption within the Shogunate government, what with his astounding selfishness, deceitfulness, disloyalty to Inazuma, mistreatment of Sara, and lack of sympathetic qualities.
  • Hypocrite: He adopted and raised Sara to swear Undying Loyalty to the Raiden Shogun, yet he goes behind his lord's back, colluding with a known Nebulous Evil Organization and keeping secrets about public discontent from her, all for the sake of his own power and greed. His only defense against his actions is that any threats he does bring into Inazuma with his actions are inconsequential since he believes that they'd be child's play for the Shogun to deal with in the event they do become a threat, showing that his loyalty is less to her and the country and more to her strength as a warrior.
  • Kick the Dog: When Masahito tried to warn him about the Tatarigami situation on Yashiori, not only did Takayuki refuse to believe his eldest son, but also accused him of making excuses for his failure to quickly deal with the Resistance, threatened him with demotion, and sent an expedition to affirm that the Tatarigami was just a rumor (which would later also succumb to the Tatarigami).
  • Mirror Character: With Schubert Lawrence. Like Schubert, Takayuki worked with the Fatui under the belief that it was for the good of their country. But whereas Schubert worked to seize power, Takayuki did so to consolidate his Clan's position of power. Likewise, Schubert believed that he could get rid of the Fatui once he no longer needs them, while Takayuki believed that the Raiden Shogun could easily dispose of them should they step out of line. Lastly, while Schubert had no loyalty to Barbatos, Takayuki was, in a warped way, loyal to the Raiden Shogun.
  • More Despicable Minion: He's subordinate to the Raiden Shogun, but unlike her, Takayuki is a Hate Sink perpetuating the Vision Hunt Decree for selfish gain.
  • More Hateable Minor Villain: Of the villains in Inazuma's Archon Quest, the Shogun is the main antagonist of the Archon Quest, but ultimately not really a villain; Scaramouche is too entertaining to truly hate and is fueled by an extremely tragic backstory; and La Signora is given a sobering send off. By contrast, Takayuki has absolutely zero redeeming qualities to his name, nothing more than a power hungry tyrant who want to keeps his clan in control of the Tenryou Commission.
  • Not-So-Well-Intentioned Extremist: He insists that his collusion with the Fatui and the Vision Hunt Decree are for the good of Inazuma. Sara calls him out on it, declaring that he’s only doing it for the sake of ensuring that his clan remains in power in the Tri-Commission, a fact that he doesn’t deny.
  • Smug Snake: In a way, he doesn't view his collusion with the Fatui and lying to the Shogun as a betrayal, since he believes that the Shogun is so powerful that if the Fatui did try anything to threaten Inazuma, she would simply wipe them out.
  • Undying Loyalty: Zig-Zagged. Sara claims that his dedication to the Shogun exceeds even her own, but that doesn't stop him from selling out the country to the Fatui for the sake of money and status, and lying to her for the sake of it. He however claims that it's perfectly fine to do this, since if the Fatui did try anything more damaging, the Shogun would just wipe them out singlehandedly. As Paimon points out, his loyalty is less towards her, but to her strength as a warrior.
  • Villain Has a Point: He excuses his collusion with the Fatui by claiming that if the Fatui threatened to cause serious harm to Inazuma, the Shogun could step in and easily annihilate them. Later, when the Traveler meets the Shogun again she actually agrees with this assessment, saying the Fatui are presently of no threat to "eternity" — and that was moments after she personally executed Signora, one of their Harbingers.

Takatsukasa Clan

  • Be Careful What You Wish For: When his kidnapping of Kamaji is discovered, Ei decides to offer him a chance to become head of the Tenryou Commission the same way the first Commissioner did: by besting her in a duel. He's naturally too terrified to take her up on the offer.
  • Big Bad Wannabe: He’s the main antagonist of Ei’s first character quest, and he wants his clan to oust the Kojou Clan as the head of the Tenryou Commission. But when Ei tells him that if he wants to lead the Tenryou Commission, then he must challenge her to a duel, he wisely backs off upon realizing that he bit off more than he could chew.
  • Opportunistic Bastard: He's quick to use the Kujou Clan's fall from grace to try and install himself as the Tenryou Commissioner. Unfortunately, he gets a little too enthusiastic in his attempt.
  • Stupid Evil: Susumi would have probably gotten his way and became the new Tenryou Commissioner had he just sat down and talked with Kamaji, who would have gladly offered him the position out of shame over his father's crimes. Instead, he basically kidnaps him, hires a bunch of criminal Rōnin to keep him captive, and tries forcing him to sign an engineered confession to his clan's sins that would skew heavily in favor of the Takatsukasa Clan. As a result, Kamaji's disappearance is investigated by the Shogun herself, and his prospects of attaining leadership drop hard.

    Isamu 

Takatsukasa Isamu

The late younger brother of Susumu and former chief of Inazuma City's police station, who was assassinated a few years ago.


  • Broken Pedestal: Becomes this to Ryuuji in the ending to Heizou's Hangout Event tree where he and the Traveler disclose the full truth about Isamu and his death, as he was ultimately assassinated by Shiroyama because he blackmailed the latter into giving up his poison with an implicit death threat to his then-pregnant wife.
  • Parental Substitute: He took in Ryuuji, an orphan, into the Takatsukasa Clan; in turn, Ryuuji looked up to him as a father-figure despite being only sixteen years younger.
  • Posthumous Character: Is already dead by the time the Traveler begins their journey.
  • Shoot the Dangerous Minion: Word on the street has it that Isamu was assassinated on orders from Takayuki out of fear for his popularity making him a high favorite to succeed him as Tenryou Commissioner (and thus jeopardizing the Kujou Clan's hegemony thereof). In truth, he was ultimately assassinated because he blackmailed Shiroyama into giving up his poison. The fact that Isamu threatened the Kujou Clan's authority was apparently a coincidence.
  • Universally Beloved Leader: When he was alive, Isamu was one of the most popular officials of the Tenryou Commission, whose prestige was only behind that of the Kujou Clan, to the point that he was widely tipped as a favorite to succeed Takayuki as Tenryou Commissioner.
  • Walking Spoiler: It's difficult to talk about him without spoiling anything, because the only thing that is revealed about him outside the details of his assassination are that he took in Ryuuji when he was an orphan and has a daughter.

    Chika

  • Children Are Innocent: Completely blind to the fact that her father was not as good of a person as is believed, and the main characters keep it that way.
  • Nonstandard Character Design: While most NPCs have black or brown hair, Chika's hair is pink.
  • Rose-Haired Sweetie: Addresses Ryuuji affectionately as uncle and is positively ecstatic to hear about her father from his friends.

A headstrong, offbeat young Doushin and detective under the employ of the Tenryou Commission. Unorthodox and unruly, yet cheerful and lively, he is considered to be one of the Commission's best officers, despite being at complete odds with the usual perception of what a public servant should be like.

The wildly unorthodox Heizou applies his catalyst skills through infusing elemental energies into martial arts. His Elemental Skill, Heartstopper Strike, is a swift haymaker which, in its charged form, endows him up to four stacks of Declension, which increase the power of the next use of his Skill, in addition to triggering the "Conviction" effect whenever he has a full stack, which increases its damage radius. His Elemental Burst, Windmuster Kick, has him kick a wind vortex that creates an Arresting Windtunnel that sucks in and lashes at nearby enemies, in addition to inflicting up to four enemies with either a Hydro, Pyro, Cryo, or Electro effect with Windmuster Irises that, after a short delay, deal additional wide-ranging damage depending on the first element the Burst came into contact with.note 
  • Animal Motifs: The deer, revered in Shinto as messengers of the gods. His Constellation is shaped like one, and the kanji for "deer" (鹿, shika) appears as the first character of his family name (鹿野院).
  • Anime Hair: He has an unkempt Samurai Ponytail with Idiot Hair and bangs of varying lengths framing both sides of his face. It's not quite Shonen Hair, but it gives off the same impression.
  • Awesomeness by Analysis: Heizou's intuition is razor-sharp. Combined with his analytical skills, meticulous logical reasoning and hunger for justice, he is able to efficiently unravel even the knottiest of cases.
  • Breaking Old Trends: Up until his introduction, all Catalyst units introduced were female and ranged spellcasters (Lisa, Barbara, Mona, Klee, Sucrose, Ningguang, Yanfei, Kokomi, and Yae Miko). Heizou bears the distinction of being both the first male and the first melee-oriented Catalyst unit.
  • Brilliant, but Lazy: Sara describes him as a man who puts personal schemes and pursuits ahead of his duties to the Tenryou Commission. Despite this, she is unable to reprimand him since he's able to produce results.
  • Broken Ace: In his Hangout Event, he explains that he’s not as confident as others believe him to be. Furthermore, he has a difficult time asking for help because everyone brushes off his concerns, assuming that he’s just so smart that can handle anything that comes his way, which makes him uneasy.
  • Bunny-Ears Lawyer: Heizou is a notorious maverick who rarely shows up for routine patrol and often thumbs his nose at bureaucratic red tape. He is also one of the brightest minds of the Tenryou Commission, being so efficient that Sara is willing to put up with his eccentricities despite her dislike towards them.
  • Character Catchphrase: During his hangout event Heizou expresses surprise with "Man alive!" often enough for it to count.
  • Child Prodigy: Sango and his cousin Kano Nana both suggested that he is still in his teens, but his analytical and deductive skills have made him Inazuma's best-known detective and he is also a well-known martial arts master.
  • Close-Range Combatant: In a drastic departure from how Catalyst wielders typically fight, Heizou attacks with martial arts techniques and generally lacks the ability to attack at range. His Burst is the only exception, where he kicks a wind vortex that can travel far before exploding.
  • Corralling Vacuum: His Burst summons a spherical vortex that he kicks onto enemies, turning it into the Arresting Windtunnel that deals wide-ranging Anemo damage and sucks in enemies; in addition, if there is at least one enemy affected with either Hydro, Pyro, Cryo, or Electro, the Windtunnel can inflict up to four enemies with Windmuster Irises that, after half a second, explode to deal elemental damage corresponding to the captured element. His second Constellation upgrade, Investigative Collection, increases its pulling speed and duration by one second.
  • Cowboy Cop: He is rather lackadaisical with his duties and employs out-of-the-box investigation methods, which has earned him the ire of fellow but independent detective, Sango. Kujou Sara, as his superior officer, personally dislikes this and how he puts his own personal pursuits ahead of his work, but can't really do anything to put him in line since he still produces results despite this.
  • Critical Hit Class: His sixth Constellation upgrade, Curious Casefiles, increases the Critical Rate of his Skill by 4% for each stack of Declension he has (to a maximum of 16%); in addition, Conviction bestows a sizable 32% boost to its Critical Damage.
  • Dark and Troubled Past: Heizou rarely talks about his childhood as it was not a happy one. As a child, he was rebellious and disliked having to inherit his martial artist father's dojo. One day, at a festival, he met and befriended a boy who claimed to hail from a wealthy family, only for Heizou to eventually cast doubt on his story upon noticing his shabby clothing, forcing the other boy to admit to having lied and being a petty thief who initially tried to mug Heizou during that festival; feeling betrayed, Heizou disowned him. The next time Heizou and his ex-friend met during the following year's festival, the latter was fatally wounded after a failed attempt to rob an armed ruffian, with Heizou trying in vain to save him. Shocked by the injustices around him, Heizou developed an animosity towards the concept of sin, blaming it for his lost friendship, after which he left home for a month to train himself to be a fighter for justice, during which time he earned his Anemo Vision.
  • Declining Promotion: While Heizou has been offered promotions in the past, he has refused them due to his wish to stay close to the crime scenes.
  • Deliberately Distressed Damsel: Gender-flipped version. His Hangout Event tree begins with the Traveler being commissioned to search for him. They find him in Watatsumi, imprisoned by a group of Kairagi. As soon as the Traveler defeats them, however, Heizou easily frees himself from the cage, revealing that he deliberately allowed himself to be captured so he can investigate a series of thefts in the island.
  • Distinguishing Mark: Heizou has twin moles, one under each eye.
  • Dub Pronunciation Change: Heizou's family and personal names (kanji 鹿野院平蔵, hiragana しかのいん へいぞう, Hepburn "Shikanoin Heizō") are the Japanese readings of 鹿野院平藏note , which are read as "Lùyěyuàn Píngzàng" in Chinese, while the Korean romanization opts for transliteration as "Sikanoin Heijo" (hangul 시카노인 헤이조; the characters could also be read via hanja as either "Nogyawon Pyeongjang"/녹야원 평장 or "Rogyawon Pyeongjang"/록야원 평장).
  • Elemental Punch: As a Catalyst user who opts to use melee martial arts in lieu of firing spells, Heizou fights with Anemo-enhanced punches and kicks. His Skill is an especially powerful punch that creates a windy explosion.
  • Fiery Redhead: He has burgundy red hair, and he's described as simultaneously very passionate about what he does and not one to follow protocol.
  • For Great Justice: His goal in life is to become the bane of Inazuma's criminal elements. Believing that a great detective can prevent crimes before they can even occur, Heizou aspires to build so imposing a reputation, any would-be do-no-gooder would think twice for fear of running afoul of him, to the point of declining promotions lest he be removed from the action.
  • Former Teen Rebel: As a child he rebelled against his family and was not at all happy having to take over the reins of his father's dojo. His cousin still calls him a brat.
  • Freudian Excuse: Heizou's relentless pursuit of justice is rooted in the trauma of seeing his former friend having to resort to petty theft to survive and eventually dying in one failed attempt.
  • The Friend Nobody Likes: Amusingly, no one (bar Kazuha) seems to like him all that much. Kokomi and Ayaka are somewhat neutral, if wary, of him, but Gorou finds him suspicious, Thoma deliberately avoids him, and Sara only tolerates him (and even then, just barely) because he produces results. The only possible exception to this is Itto and Shinobu, but the former doesn't have any voicelines about him (even in his Hangout Event, Itto barely recognizes the guy so his clear opinion of him isn't made) and yet, despite it all, everyone still respects his skill and principles, acknowledging that for all his faults, he's very good at what he does.
  • Full-Contact Magic: Heizou is a catalyst user who fights using unarmed combat techniques.
  • The Gadfly: Loves to get a ride out of people; his teasing, occasionally flirty remarks are considered his main method of communication.
  • Gathering Steam: Heizou can gain up to four stacks of Declension (which last a minute long) whenever he uses the charged form of his Skill, which increase the damage potency of the following strike; in addition, with four stacks on hand, Heizou also gains the Conviction effect, which further increases the strike's damage potency and radius. His first-ascension passive, Paradoxical Practice, allows him to generate one stack whenever he triggers Swirl reactions, while his first Constellation upgrade, Named Juvenile Casebook, also bestows him one stack whenever he enters the field, in addition to a 15% boost to the speed of his normal attacks, triggered at least every ten seconds.
  • Genius Bruiser: The game's first ever Bare-Fisted Monk, albeit doubling as a Kung-Fu Wizard, and a talented detective who, despite how lackadaisical he is with his duties, gets his work done well enough to keep Sara off his back about his laziness.
  • Glass Cannon: Heizou is one of the deadliest Main DPS units in the game. As an Anemo Vision holder who specializes in Full-Contact Magic, any of his normal attacks can be infused with other elements via the Swirl reaction and do a lot of damage. His Burst also deals good damage (and in turn can create Swirl reactions for further damage) and has a very low Energy cost, while his Skill can deals ridiculously high damage for a 4★ character and can increase with stacks of Declension. Such devastating fighting style is offset with being a Squishy Wizard concomitant with wielding a catalyst, and while his Max HP and Defense stats are higher than most fellow catalyst wielders, they still don't allow him to take too much damage.
  • Jerk with a Heart of Gold: Downplayed. Heizou's hardly a jerk, but he's something of an Insufferable Genius who'll often disregard his orders to follow his own whims, only really avoiding repercussions because he's just that good at his job. However, he's also a Reasonable Authority Figure who values people's well-being over the law and the truth.
    • In contrast of Sango's beliefs, the reason why Heizou hid the truth of the Ryuji case is because he didn't want Ryuji to suffer the emotional and mental damage of learning that his Mentor and Parental Substitute was in fact a Dirty Cop who was threatening to kill a man's wife in order to secure a poison being made.
    • This is also illustrated one of the endings to his Hangout Event where you have Itto help with an anti-fraud play; When the Traveler suggests the "One and Oni", Heizou gets his hands on an Onikabuto figure and a picture of it in order to trick him into playing along. However, in the event that the Traveler has Itto "follow his heart" and the latter subsequently gets bummed out by being gullible enough to fall for the play's con, Heizou will comfort the big guy by claiming he was also tricked into getting an Onikabuto figure instead of the real one, so that Itto would be comforted by the knowledge that even someone as smart as him can get fooled.
  • Kung-Fu Wizard: Heizou stands out by being the first male Catalyst wielder in the game. Despite this, his gameplay resembles more of a Bare-Fisted Monk, with him attacking with close-quarter strikes empowered by Anemo, and his Elemental Skill and Burst being a Megaton Punch and kick, respectively.
  • Lonely Rich Kid: Heizou's Vision Story reveals that, as the son of a prominent martial artist from a distinguished clan from a remote village, always felt lonely while his father forced him to take mandatory martial arts lessons with him. He got his hopes up when he befriended a boy one day while he snuck out to attend a festival, only to be heartbroken upon discovering that he was a petty thief, more so when they met a year later, his ex-friend mortally wounded from a failed robbery.
  • Martial Pacifist: Downplayed, as he doesn't mind participating in Inazuma's annual martial arts tournaments to test his abilities, but Heizou generally prefers to rely on his wits and interpersonal skills over his fighting prowess or his Anemo Vision to resolve difficult situations.
  • Meaningful Name: "Heizou" means "to conceal fairness," alluding to his detective work finding the truth from the shadows.
  • Mechanically Unusual Fighter: Catalyst wielders are normally spellcasters that fight from a distance. Heizou stands out by virtue of being a melee fighter; because of this, he can damage weaker ores and Rock Piles like a melee attacker.
  • Megaton Punch: His Skill is a swift Anemo-charged punch that, in its charged form, increases in potency for each stack of Declension it also generates. His fourth-ascension passive, Penetrative Reasoning, allows it to boost his allies' Elemental Mastery stat by 80 points for ten seconds.
  • Mr. Fanservice: A Pretty Boy in shorts sporting a vest without a tank top that leaves the sides of his hips and armpits exposed and with a Samurai Ponytail that helps frame his beautiful face. He also has a tendency to make passes at the Traveler, especially in his Hangout Event.
  • My Greatest Failure: The reason Heizou decided to leave his home and family to fight crime as a detective is because he deeply regrets for not being able to save his former friend's life.
  • Ornamental Weapon: Heizou carries a jitte, a thin metal baton wielded by palace guards during the Edo/Tokugawa period in lieu of bladed weapons, the carrying of which within palace grounds was punishable by death. Although his idle animation shows that Heizou is skilled at handling it, he only ever uses unarmed techniques in battle. The same might be said for whichever catalyst Heizou is equipped with-unlike most other catalyst wielders who uses them to cast spells, Heizou merely fights with punches and kicks, with the catalyst only appearing stowed behind him outside of combat.
  • Pretty Boy: Quite the soft face, and his Samurai Ponytail certainly helps in selling this out.
  • Punched Across the Room: His Skill involves charging up to deliver an almighty punch that can send lighter enemies flying across the battlefield. His Burst has similar results, except he uses the Fudou Style Vacuum Slugger to kick them away.
  • Reasonable Authority Figure: While he doesn't usually act like it, Heizou is still essentially a high-ranking police officer. However, he's also frequently chooses to be good over lawful when the option presents itself, as shown in his Hangout Event.
    • Agreeing to help him pursue his investigation on Watatsumi Island leads to Heizou and the Traveler to discover that due to the heavy taxes on essential goods, in no small part due to the war, Watatsumi Island was forced to dabble in illegal trade in order to gain adequate food and medicine for it's citizens. For his part, Heizou recognises that this was a Necessary Evil and that they'll have no reason to continue with it with a new law that should lessen the taxes being introduced soon, so he decides to stay on the island until the law passes as an excuse to not report his findings to his superiors.
    • Years prior to joining the Tenryuou Commission, he and Sango were charged with investigating Ryuuji's apparent poisoning of his superior officer and adoptive father, Isamu. After he and Sango pinpointed a man named Shiroyama as the culprit, who proceeded to commit suicide before he was caught, Heizou joined the Tenryou Commission due to having some doubt about their findings, and discovered that Isamu was actually a Bitch Of Sheeps Clothing who was actually threatening Shiroyama to make him some poison or else he'd kill his wife, who proceeded to kill him on Kujou Takayuki's orders before getting thrown under the bus. Not wanting to Ryuuji to suffer a massive Broken Pedastal for Isamu and suffer emotionally as a result, he kept this information from him and Sango, believing his well-being to be more important than the truth. Whether or not he decides to come clean depends on the Traveler's choice, and even if you do reveal it, all the involved agree to hide it from Isamu's young daughter until she's old enough.
  • Reduced Mana Cost: Played with. His utility passive, Pre-Existing Guilt, shaves 20% off of the party's Stamina consumption while sprinting.
  • Refuge in Audacity: Kokomi recalls a time when he, a detective employed by the Tenryou Commission, casually visited Watatsumi in full uniform for some sightseeing despite tensions between both sides of the civil war, completely catching her off-guard. Heizou himself reveals that he really was sent to collect intel on the Resistance by Takayuki, but since he disliked the man he ignored the orders altogether and treated the trip as a government-funded vacation.
  • Regenerating Mana: Heizou's fourth Constellation upgrade, Tome of Lies, restores 9 Energy after the first Windmuster Iris explosion, with an addition 1.5 Energy for every subsequent explosion, for a total of 13.5 (equivalent to four explosions).
  • The Runaway: A month after the death of his only friend, Heizou snuck away from home, simply leaving his family with a farewell letter.
  • Samurai Ponytail: Heizou has a rough ponytail. He's a detective, so he's technically not a samurai, but as a Vision holder who's part of the Tenryou Commission that's dedicated to military affairs and law and order, he's close enough for government work.
  • Screw the Rules, I'm Doing What's Right!: Ayaka suggests that Heizou has a stronger moral compass than even Kujou Sara despite his penchant for following his own principles over that of the written law. His Hangout Event tree puts this tendency on full display, where he states that certain things in life are more important than the truth, and thus he's willing to disregard rules in cases where following them brings more harm than good, something he follows through in the ending where he fully reveals the truth about Isamu and his death to Sango and Ryuuji, the latter the adopted son of Isamu—though they are shocked that Isamu is not exactly as good a man as they thought he was, they ultimately agree with him to keep it a secret from his posthumous daughter Chika until she has come of age.
  • Sideboob: Male variation. Heizou is a lithe man, so he doesn't have protruding cleavage, but he wears a vest without an undershirt, leaving the crease of his armpit and the side of his torso visible.
  • Sliding Scale of Gameplay and Story Integration: In spite of working for law enforcement, Heizou is infamous for frequently doing things his own way, and it shows in his unusual fighting style, where he is a martial artist-style Catalyst wielder, in contrast to the spellcaster mold of his predecessors.
  • Upgrade Artifact: A variant—his third and fifth Constellation upgrades, Esoteric Puzzle Book and Secret Archive, add three levels to, respectively, his Skill and Burst.
  • You Are Already Dead: His Burst inflicts up to four enemies affected by Hydro, Pyro, Cryo, or Electro with Windmuster Irises that deal wide-ranging damage after a few seconds.

    Asakura

  • Butt-Monkey: When Kujou Sara stormed into Tenshukaku, she easily swatted the Doushin guards aside, him included.
  • #1 Dime: He cherishes a spear he was practicing with back in his training days. When he lost it during a kairagi attack, he posted a commission looking for a sparring partner who can train him to be strong enough to fight back the ronin and take back his spear.
  • Took a Level in Badass: Through sparring sessions with the Traveler, Asakura gains enough strength to take on the kairagi that defeated him and stole his prized spear, thus restoring his honor.

    Hanbei

A former Tenryou officer who was in charge of the maintenance of Mikage Furnace.
  • Obstructive Bureaucrat: Hanbei is described as a man obsessed with following bureaucratic protocols, even when the situation calls for quick measures that disregard red tape, such as the crisis at the Mikage Furnace. Even after he was exiled to Sumeru as punishment, he did not learn his lesson, even genuinely believing the cover story that he was being sent as a foreign attaché. In fact, when the Traveler and Paimon first meet him in Sumeru City for a Daily Commission, he even has the duo pore over some legal documents before they can help him retrieve mushrooms.
  • Reassigned to Antarctica: At the end of the "Tatara Tales" World Quest series, the Traveler learns that Hanbei was "rewarded" for his work ethic with being sent to Sumeru, ostensibly to oversee the Shogunate's mushroom trade. In spite of the flattering tone of the decree, it's clear to everyone in the Kujou Encampment that Hanbei was demoted for his bureaucratic dithering prolonging the crisis at the Mikage Furnace, and they're glad to see the back of him.
  • Unseen No Longer: After the events of Tatara Tales, the Traveler learns that Hanbei was sent to Sumeru to oversee the mushroom trade. When they finally visit Sumeru, they can meet him in person doing exactly that.

    Izumi

Kujou Sara's right-hand man.
  • The Big Guy: As a Yoriki Samurai, he has a larger build, and combined with his swordsmanship, allows him to plow through three Watatsumi infantrymen with ease. Against a trained Vision Holder or someone with greater fighting capabilities, though....
  • Mauve Shirt: He may not have a speaking role, but he is well known for his incredible endurance, as shown where, despite having just lost a swordfight match with the Traveler, he is able to Curb Stomp not just one, not just two, but three infantrymen with no problem. Unfortunately, he goes up against the likes of Kazuha and lost his life.
  • Number Two: He is Sara's second in command.
  • We Hardly Knew Ye: He only shows up in one scene as Sara's right hand. He is defeated in battle by Traveler and then killed in action by Kazuha in a cutscene.

    Kinoshita and Goemon

Two of the Shogunate samurai from the Tenryou Commission.
  • Badass Normal: Goemon brags that despite not holding a Vision, is able to defeat Vision holders with just his swordsmanship and fighting prowess, and confiscate their Vision afterwards.
  • The Brute: Goemon. When he and Kinoshita are accosting a Vision holder, Goemon is the one who orders him to surrender his Vision to them.
  • Jerkass: From what we see of them in their debut, they are seen harassing an innocent townsfolk into handing over his (fake) Vision. And later inside the police station, Kinoshita (alongside with another Doushin) tortures Masakatsu when he found out that he is making a counterfeit Vision. When the Traveler interacts with Goemon alone inside the Tenryou HQ, he is shown to be an Arrogant Kung-Fu Guy who is dismissive towards them at best (although he at least has some grudging respect when he notices that they are an incredible swordsmen too).

    Keisuke

One of the Tenryou Commission Officers who were an old friend of Sakujirou.
  • Heel Realization: After defeating him, he started to feel regret for having his old friend pinned as a criminal for violating Sakoku Decree, because his old friend was in another nation when Sakoku Decree is enacted in Inazuma. And thus, between the dilemma of their friendship and his obligation to the Tenryou Commission sparks Keisuke's Conflict rising stakes.
  • We Used to Be Friends: He and Sakujirou used to be close friends until he joined the Tenryou Commission and the latter chose to flee elsewhere, putting a severe strain on their relationship when the latter returned home.

Yashiro Commission

Smallest of the Tri-Commission but the one closest to the common folk of Inazuma, being responsible for managing festivals, celebrations, and ceremonies, as well as religious affairs through their affinity with the Grand Narukami Shrine, the holiest temple in the land. Also attached to the Commission is the Shuumatsuban, a ninja corps responsible for espionage, reconnaissance, and clandestine operations against threats to Inazuma. Its leading clan is the Kamisato, currently led by Ayato, whose estate lay at the foot of Mount Yougou, atop which sits the Shrine.

The public face of the Kamisato Clan, and hence the Yashiro Commission, and younger sister of its leader Ayato. Beautiful and elegant, she carries herself with the utmost grace befitting a noblewoman, even as she yearns for life's simple pleasures. She's one of the many allies the Traveler makes during their stay at Inazuma, providing them with a place to stay while they find the best time to reason with the Shogun, helping her learn more about a less-sheltered life in the meanwhile.

Ayaka excels in gracefully darting across the battlefield with her her unique sprint, Kamisato Art: Senho, where she disappears into a cold haze and, upon reappearing, deals Cryo damage on surrounding enemies as well as temporarily infuses her attacks with Cryo. Her Elemental Skill, Kamisato Art: Hyouka, blows away surrounding foes with a snowy bloom, while her Elemental Burst, Kamisato Art: Soumetsu, summons the Frostflake Seki no To, a freezing whirlwind that damages enemies within its radius before unleashing a bone-chilling explosion.note 
  • Allegiance Affirmation: In a voice-over, though Ayaka worships the Raiden Shogun, she ultimately decides that, should the Shogun ever oppose the Traveler again, Ayaka will side with them first and foremost over her nation's very Archon.
    (About the Raiden Shogun: Standpoint) "To witness the Musou no Hitotachi and live to tell the tale is quite a remarkable feat. Even though I recognize her as our true deity with the power to change Inazuma's fate at will, if there is conflict between the two of you, then... I shall choose to side with you."
  • Animal Motif: Long-legged, long-necked white birds, specifically egrets, herons, and cranes. One of her nicknames is "Shirasagi Himegimi" (白鷺の姫君, "egret princess"), egrets being a variety of heron with white plumage, whose name in Japanese is literally written as "white heron" (白鷺). Her character subtitle is the "Frostflake Heron". Her constellation is Grus Nivis, the Snow-white Crane. And Ayaka herself is a Yamato Nadeshiko type character associated with nobility, purity, elegance, tranquility, and stillness, all qualities also associated with the heron in Japanese culture.
  • Apologetic Attacker: Played with; one of her Elemental Skill lines has her apologize to her enemies for attacking them, albeit in a tough tone.
  • Badass Adorable: Ayaka is very beautiful, cute, elegant, and sweet, harboring a love for foreign food as well as adventuring. She is also a very masterful swordswoman.
  • Badass Boast: Probably not boast from her point of view (mind you, it's Ayaka we're talking about), but when helping a merchant retrieve his stolen goods in her Story Quest and he mentions people in the Kanjou Commission could take an issue, Ayaka minces no words. Paimon lampshades it.
    Kurisu: [...] What if someone high up in the Kanjou Commission sees what you're doing and doesn't like it? You're a highly respected member of society... [...]
    Ayaka: Very humorous. Let's not forget that I am the eldest daughter of the Kamisato Clan. I would be very surprised indeed if anybody in the Kanjou Commission felt that I was accountable to them for my actions.
  • Battle Ballgown: She's the first character since Noelle to wear actual armor, and like Noelle she has it integrated into her dress.
  • Betty and Veronica: The Betty to Yoimiya's Veronica, since both their Story Quests are mandatory to unlock the second third of the Inazuma Archon Quest, and feature Ship Tease with the Traveler. Vision-wise, both girls form a Fire/Ice Duo, with Ayaka being the Ice to Yoimiya's Fire; personality-wise, Ayaka is gentle and demure, while Yoimiya is cheerful and energetic; clothing-wise, Ayaka wears a conservative outfit resembling a Battle Ballgown, while Yoimiya's half-open yukata is more revealing; accent-wise in the Japanese dub, Ayaka speaks in keigo to denote her noble bloodline, whereas Yoimiya speaks in a more down-to-earth Kansai dialect; and combat-wise, Ayaka wields a sword and her fighting style is graceful and dexterous, while Yoimiya uses a bow and is rapid and explosive.
  • Beware the Nice Ones: Unsurprising for a textbook Yamato Nadeshiko, but Ayaka's kindness doesn't get in the way during combat; as a petty Rōnin thug learned the hard way in her Story Quest, pressing Ayaka to show her (extremely proficient) battle skills is a terrible idea.
  • Big Eater: Implied. Her Story Quest shows her ordering quite an amount of food, and her love of cooking is directly connected to her love of eating as well. She even said that one thing she wants to do when adventuring is to taste different foods from all over the world.
  • Blow You Away: Played with. While Ayaka is a Cryo Vision holder, both her Elemental Talents involve blowing gusts of bone-chilling wind on her enemies with a considerable knockback potency. Specifically, her Skill casts aloft surrounding enemies, while her Burst summons a snowy whirlwind that damages any enemy on its trajectory before exploding to deal wide-ranging damage.
  • Breakout Character: Having been one of the first characters made available in the game's closed betas (the very first one, in fact), and the only Inazuman one at that, means Ayaka already had a headstart over her Inazuman peers. She only got even more popular upon the reveal of Inazuma proper, being comparable to the likes of characters like Hu Tao and Itto. For reference, she has appeared in five events (starring in "Warrior's Spirit" in v3.4 and having a major supporting role in "Roses and Muskets" in v4.3) and formed part of another five web events.
  • But Thou Must!: In order to progress to Archon Quest Chapter II Act II, Ayaka's story quest must be completed along with Yoimiya's with Ayaka's starting literally right after you leave Komore Teahouse as Act I comes to an end.
  • Childhood Friends: She was this with Chiori. This makes the other's departure for Fontaine as a war refugee a heavier blow to Ayaka's lament over her lack of friends. Fortunately, they reunite during v4.3's "Roses and Muskets" event.
  • Combat Hand Fan: Ayaka's Elemental Talents heavily rely on her ornate hand fan to amplify her Cryo powers.
  • Cooldown Manipulation: Her first Constellation upgrade, Snowswept Sakura, grants her Cryo-infused normal and charged attacks a 50% chance to shave 0.3 second off the cooldown time of her Skill, encouraging players to adopt Hit-and-Run Tactics through her unique sprint.
  • Critical Hit Class: Ayaka's fighting style is designed to dish out high-powered critical hits and potent Cryo damage, which is supplemented with her ascension stat being Critical Damage (which can reach 38.4% at her sixth), and can be further supplemented with the Blizzard Strayer artifact set and Cryo Resonance.
  • The Cutie: Ayaka is an adorable, beautiful young lady, sweet-natured and kindhearted, unfailingly polite in all of her interactions, and speaks in a soft, soothing tone of voice.
  • Damage-Increasing Debuff: Her fourth Constellation upgrade, Ebb and Flow, allows the Frostflake Seki no To to inflict a six-second-long 30% Defense penalty on enemies struck.
  • Dub Pronunciation Change: Ayaka's full name (hiragana かみさと あやか) is the mostly kun'yomi, or native Japanese, reading of 神里绫华 [simplified]/神里綾華 [traditional] (except the last character, which instead uses kan-on, or Han Chinese-derived, reading), which is read as "Shénlǐ Línghuá" in Chinese, while the Korean dub opts for localization, also as "Kamisato Ayaka" (hangul 카미사토 아야카; the characters could also be read via hanja as "Sinri/Sin'i Neunghwa/Reunghwa"/[신리/신이] [능화/릉화]).
  • Early-Bird Cameo: Ayaka appeared a total of three times each in the Announcement Trailer way back June 2019, the Teyvat Chapter Storyline Trailer where she's the featured Inazuma character, and the v1.6 livestream where she gives some commentary on some of the locations in Inazuma. She was also playable in the pre-release beta and could have easily been playable at launch. In spite of all that, she wasn't actually released alongside the initial roster because the main story only covered Mondstadt and Liyue when the game officially launched in September 2020.
  • Elegant Gothic Lolita: Her Springbloom Missive outfit evokes a classic/vintage lolita style with downplayed frills visible on her skirt and neck collar, a waist ribbon on her back, white pantyhose, a pair of brown high-heeled boots, and a sunflower hat. The main dress is also a mirrored western version of her original Japanese-inspired outfit while still maintaining the oriental design characteristics of the latter, such as the Kamisato Clan emblems and the dangling oriental ropes on her waist ribbon.
  • Elemental Hair Colors: Her hair is as pale blue as the Cryo Vision she wields.
  • Elemental Shapeshifting: Like Mona before her, Ayaka has an alternate sprint where she disappears into a trail of icy fog and inflicts Cryo on enemies she comes in contact with.
  • Famed In-Story: She is renowned across all of Inazuma as being an extremely gifted and beautiful young scion of the Kamisato Clan, to the extent that some see her as the face of the clan despite her brother Ayato being its head.
  • Family Theme Naming: With her older brother Ayato.
  • Fear of Thunder: Ayato's voice-overs tell that she used to have this when she was much younger. Her mom helped her overcome this fear by telling her that the sound of thunder was the Almighty Shogun's voice speaking, prompting Ayaka to concentrate every time she heard ligghtning strike.
  • Fighter, Mage, Thief: Among the three youthful-looking ladies (alongside Kokomi and Yoimiya) who help the Traveler in the Inazuma Archon quest, Ayaka is the Fighter, being a swordswoman who really excels in close combat.
  • Fire/Ice Duo: The Cryo to Yoimiya's Pyro.
  • Flower Motifs: The Japanese camellia (Camellia japonica / 椿, tsubaki), which also acts as the emblem of the Kamisato Clan, is present on Ayaka's armor as well as her fan. In Japan, they are symbols of love and affection, with the white variant carrying an additional meaning of "waiting." This alludes to Ayaka's growing feelings of adoration for the Traveler and her decision to wait for them, knowing full well that their time in Inazuma is but a brief stop in their journey. Additionally, her late mother Kayo would sometimes take the alias "Tsubaki" whenever she sneaks out.
  • Formal Characters Use Keigo: In the Japanese dub, Ayaka speaks like this. Which goes hand in hand with being a Yamato Nadeshiko and the daughter and representative of a prestigious family in Inazuma.
  • Full-Name Basis: The game refers to her by her full name of Kamisato Ayaka at all times.
  • Gameplay and Story Segregation: While Chevreuse and Ayaka both play the lead characters of "The Two Musketeers" during the "Roses and Muskets" event (even having a part in the first quest where the two are playable as trial characters), and became friends with each other throughout the film recording, the two have little synergy in gameplay; at first, it may seem like the pair can team up together in Melt reaction playstyles, but Chevreuse's kit favors Overload reactions while in a team consisting solely of Pyro and Electro users, which excludes the Cryo-wielding Ayaka.
  • Gangsta Style: Oddly, during the "Roses and Muskets," she wields a prop pistol completely sideways. Comparatively, the Garde trained Chevreuse holds her vertically.
  • Gathering Steam: Ayaka's sixth Constellation upgrade, Dance of Suigetsu, periodically summons a stack of Usurahi Butou at least every ten seconds, which bestows a whopping 298% damage boost to her next charged attack.
  • Girly Girl with a Tomboy Streak: Feminine as she is, she also has a love for adventuring and is shown to be quite a big eater.
  • Glass Cannon: Played with, but ultimately she's this. Being the second character after Mona to possess a unique dash, Ayaka is very fast-moving and applies Cryo to passersby, and her rapid-fire sword strokes and enormous Attack make her one of the fastest and hardest-hitting swordfighters in the game. However, despite her decent bulk, Ayaka doesn't have the same hit-taking ability as other DPS units, and none of her Talents scale off of her HP or Defense; since her playstyle requires her to get up close and personal to maximize her Cryo damage, players are thus incentivized to use Hit-and-Run Tactics to keep her alive long enough and get a good mileage out of her absurd damage output.
  • Hard Work Hardly Works: A subversion. While this initially seems true, as Ayaka is held up as something of The Ace and treated as though she does everything effortlessly, it's eventually revealed that Ayaka was never naturally good at anything, but had to push herself to master all the skills she needs to be the face of the Kamisato Clan in her mother's place.
  • Hidden Buxom: Her Springbloom Missive costume shows that Ayaka has a fairly decent chest underneath the armor and kimonos she normally wears.
  • High-Class Fan: Owns a dark blue and yellow folding fan that she holds in her splash art and is also featured in her name card as well as in her combat animations. The description of her name card further elaborates that she changes her fans frequently, with dancing fans or tea fans being good choices as gifts for her.
  • Hime Cut: As befitting her status as a noble woman from Inazuma, she has level bangs across her forehead that stop above her eyes and cheek-length side locks tied with ribbons that frame her face. The ''Tsubaki in Thawing Snow'' trailer shows that she has worn this hairstyle since childhood.
  • Hit-and-Run Tactics: To offset Ayaka's build, players are incentivized to keep her dashing to and fro with her unique sprint, which applies Cryo onto enemies as well as onto her regular attacks afterwards. Her fourth-ascension passive, Kanten Senmyou Blessing, bestows an 18% boost to her Cryo Damage Bonus for ten seconds (in addition to restoring 10 Stamina points), and her first Constellation upgrade, Snowswept Sakura, allows her Cryo-infused normal and charged attacks to randomly cut into the cooldown time of her Skill. With both upgrades active, this allows Ayaka to easily dispatch her enemies, especially whenever she triggers Freeze or Superconduct reactions (the latter which can reduce Physical Resistance) before they can even touch her.
  • Humble Heroine: As seen in her Story Quest when she, the Traveler, and Paimon help Kurisu retrieve his stolen goods from a Rōnin thug, Ayaka's desire to help people transcends her position as government official; to her, it's simply one person helping another in need. She also encourages the merchant to sell her a piece of silk like he would to any customer, rather than taking it for free.
  • Iaijutsu Practitioner: Her swordplay is heavily based on this style, making use of swift slashes and frequently sheathes her sword in between draws. Her recovery animations have her sheathe her sword like a katana while a mitsudomoe symbol glows at her sheathing hand, regardless of the sword the player has equipped her with.
  • An Ice Person: In addition to holding a Cryo Vision, Ayaka has an alternate sprint that allows her to vanish into a fog of snow and dart around the field, as well as infuse her regular attacks with Cryo in the aftermath, making her one of the most consistent elemental appliers among her fellow Cryo Vision holders.
  • I Just Want to Be Normal: After coming across a secret notebook written by her mother, Ayaka realizes that there is a side of herself that wishes to live life as an ordinary woman. While she knows she can never truly remove herself from her duties to both Clan and Commission, she is at least able to attend an Inazuman festival with the Traveler and Paimon.
  • I Just Want to Have Friends: Poor Ayaka has mostly lived a sheltered life on which she fulfills her duties, and she admits to the Traveler that she desires companionship. Her Story Quest reveals that because she is put on a pedestal as the model of a perfect lady, none of the local children are willing to approach her. Among her few friends, Yoimiya and Thoma are implied to be the only ones she has — it doesn't help that Chiori, her Childhood Friend, left for Fontaine sometime during the Sakoku Decree's enforcement and the war with Watatsumi Island. As a result, Ayaka is ecstatic to hear the Traveler and Paimon call her their friend.
  • Improbable Aiming Skills: Her character summary says that on snowy days, she practices her swordsmanship by slicing every snowflake falling around her.
  • Jack of All Stats: Has a combination of good HP and Defense in addition to her outstanding Attack.
  • Jiggle Physics: Exaggerated; despite her overall conservative outfit, the breastplate Ayaka wears on top of her kimono, somehow has jiggle physics. It's not her breasts that bounce inside the plate, but rather the plate itself which bounces! Her Springbloom Missive averts this, having more realistic physics to it.
  • Karmic Jackpot: Defied — after helping Kurisu, a merchant, retrieve his stolen goods from a vagrant, he offers her a piece of silk for her troubles, since she had been looking for some. Ayaka declines, opting to purchase it.
  • Lady of War: Both her noble lineage and her graceful swordsmanship qualify her as one.
  • Like Mother, Like Daughter: Ayaka's Story Quest has her discover that her late mother Kayo was, like herself, similarly pressured with the responsibilities of the Yashiro Commission and also wanted to be able to live life like an ordinary woman.
  • Lonely at the Top: While she takes great pride in fulfilling her duties, Ayaka also admits in her Story Quest to feeling rather lonely and desiring companionship. A shopkeeper even says that she doesn't have many friends.
  • Master Swordswoman: A lifelong student of the Kamisato Art of swordsmanship, Ayaka has spent years practicing with her brother Ayato, himself a highly-renowned swordsman. It is through this that Ayaka was able to hone her speed and snowflake-slicing precision, and by the events of the game she has polished her skills to such a degree that the Raiden Shogun herself, the progenitor of all Inazuman martial arts, acknowledges her mastery of the sword. Ayaka even introduces herself this way when obtained from a Wish.

  • Meaningful Name: Ayaka's personal name means "silk flower," befitting her grace and beauty.
  • Modesty Shorts: Wears shorts under her skirt, which makes sense given all the fighting and climbing she's doing.
  • Mundane Utility: Out of all Cryo units, Ayaka is the fastest "ice bridging" unit due to having an alternate sprint like Mona's that lets her sprint on water and creates an icy platform when coming out of said sprint.
  • Nice Girl: Befitting a textbook Yamato Nadeshiko, Ayaka is humble, sweet and nice to everyone.
  • Ojou: She is the eldest daughter of the Kamisato clan, one of Inazuma's most esteemed families and holders in the Yashiro Commission.
  • Power Stereotype Flip: Downplayed. Unusually for a Cryo Vision holder, Ayaka is quite the Nice Girl, and is much more open with her feelings than people would like to think she is; though true to a Yamato Nadeshiko, she is still calm and demure.
  • Razor Wind: Her Burst summons a Frostflake Seki no To, a freezing whirlwind that rapidly damages enemies before exploding. Her second Constellation upgrade, Blizzard Blade Seki no To, adds two smaller whirlwinds that deal 20% as much damage as the "main" whirlwind.
  • Reckless Gun Usage: In the picture for the Roses and Muskets event, she is shown with her finger on the trigger of the prop gun she’s holding. In the beginning of the event, Chevreuse explains to her that even when holding a prop gun, she should never put her finger on the trigger.
  • Silk Hiding Steel: Though Ayaka is a demure young Yamato Nadeshiko, she is also a Master Swordswoman and has no trouble standing up for herself.
    • In her Story Quest, though she does care about the well-being of her and her clan's images, she ultimately isn't bothered by what the other commissions' opinion would be, and that she wouldn't be accountable for helping someone in need, showcasing she can be quite direct.
    • A voice-over expresses that, if the Raiden Shogun ever has a conflict with the Traveler again, she's got their back despite worshipping her Archon.
    • Her battle quotes have Ayaka speak in a rougher tone compared to her usual softer one, implying she's not holding back.
  • Shout-Out:
    • Some of her moves are inspired by Vergil. Most notably, her charged attack, a single slash that turns into several smaller slashes in front of her, is performed in a way that resembles Vergil's Judgement Cut in the Special Edition of Devil May Cry 4.
    • Many of her other animations and general design look inspired by Weiss Schnee from RWBY. Her character demo has camera angles that look straight out of Weiss' short.
  • Spell Blade: Her alternate sprint temporarily fuses her regular attacks with Cryo after ending her sprint.

    • Her first-ascension passive, Amatsumi Kunitsumi Sanctification, adds a 30% Attack boost to her normal and charged attacks for six seconds after using her Skill.
    • Her fourth-ascension passive, Kanten Senmyou Blessing, boosts her Cryo Damage Bonus by 18% for ten seconds should she hit an enemy at the end of her unique sprint, in addition to restoring 10 Stamina points.
  • Strong Family Resemblance: Both she and her brother Ayato inherited their parents' pale blue hair and eyes, as seen from the ''Tsubaki in Thawing Snow'' trailer. Gameplay-wise, they're both sword-wielding DPS units who focus on empowering their own normal attacks with powerful elemental infusions, and their normal attack combos are quite visually similar.
  • Think Nothing of It: Played for Drama in her Story Quest. Ayaka offers to help Kurisu retrieve a batch of silk stolen by bandits, not in an official capacity, but on her own; however, despite claiming she wouldn't care what the Kanjou Commission would say if they saw her, she asks Kurisu to keep it confidential, due to her insecurity about how her actions would reflect on both her Clan and the Yashiro Commission. Even after Kurisu offers her the batch of silk for free, Ayaka declines and instead offers to buy them at full price.
  • Tomboy and Girly Girl: The Girly Girl to Yoimiya's Tomboy. Despite her love for adventures, Ayaka is much more outward girly, traditional-looking and demure compared to the less conservative and more warm and energetic Yoimiya.
  • True Blue Femininity: Ayaka's outfit has a primarily blue color scheme, which helps to accentuate her status as the Ojou of Inazuma.
  • True Craftsman: Her utility passive, Fruits of Shinsa, gives her a 10% chance to craft double the amount of Weapon Ascension materials.
  • Upgrade Artifact: A variant—her third and fifth Constellation upgrades, Frostbloom Kamifubuki and Blossom Cloud Irutsuki, add three levels to, respectively, her Burst and Skill.
  • Vague Age: The story doesn't make it exactly clear how old Ayaka is, though given her position as Inazuma's Ojou and how she mentions taking over the responsibilities of the Yashiro Commission at a young age alongside her brother, she's probably in her late teens or very early twenties.
  • Warrior Poet: Poetry is one of her hobbies, along with dancing and the likes. Her quotes includes poems from Kokin Wakashū and Man'yōshū.
  • Weapon Specialization: For most of her promotional material, Ayaka wields the Amenoma Kageuchi (4★), while during her Story Quest she wields the Mistsplitter Reforged (5★), whose Wish banner also runs concurrent with hers.
    • The former's Ascension substat of Attack (12–55.1%) makes it geared to make Ayaka hit harder and allows her to unleash her Burst sooner, with its "Iwakura Succession" passive granting her up to three stacks of "Succession Seed," which are gained (within at least five seconds) whenever she uses Elemental Skills and last until either after thirty seconds or they are consumed whenever she uses her Elemental Burst to restore 6–12 Energy per stack after a two-second delay (hence a maximum of 18–36 Energy).
    • The latter's substat of Critical Damage (9.6–44.1%) makes it geared towards Ayaka's natural growth in the same stat, complemented by the "Mistplitter's Edge" passive which adds a 12–24% bonus to Elemental Damage Bonus and bestows up to three stacks of "Mistsplitter's Emblem" that boosts its wielder's Elemental Bonus whenever their normal attacks deal elemental damage, they use their Elemental Burst, or while their Energy is not full, with the former two stack conditions last five and ten seconds, respectively (8–16% with one stack, 16–32% with two, 28–56% with three). While the latter two conditions seem paradoxical, the Frostflake Seki no To lingers for a few seconds, thus she automatically earns two stacks throughout its duration.
  • Yamato Nadeshiko: Apart from her silver hair (instead of the usual black), Ayaka almost entirely fits the bill of a traditional Japanese beauty (befitting Inazuma's Japanese cultural aesthetic) — light-skinned, graceful, demure, sweet, polite, skilled in theatrical arts, skilled in martial arts, and surprisingly assertive (if needed be).

Older brother of Ayaka and current head of the Yashiro Commission, the Kamisato Clan, and the Shuumatsuban, Inazuma's intelligence agency. Whereas Ayaka is the public face of the family, Ayato is often behind the scenes handling government affairs and is in turn hardly seen in public, but from what little is known of him, he is a master of swordplay, literal and verbal alike.

Ayato is a master of lightning-fast slashes with increasing power, as well as luring his foes into damage traps. His Elemental Skill, Kamisato Art: Kyouka, has him step back and create a watery illusion of himself that explodes either after a set period of time or if there are enemies within its radius, while he enters a state of "Takimeguri Kanka," during which, apart from heightened flinching resistance, he swaps his sword for the Shunsuiken, a katana made of Hydro energy, with which he makes quick-draw slashes that generates stacks of Namisen, of which he can hold up to four at a time and which further boost the sword's damage output, in exchange for an inability to use charged or plunging attacks. His Elemental Burst, Kamisato Art: Suiyuu, creates a phantasmal rain which increases the power of his allies' normal attacks and rains down Bloomwater Blades foes within its radius.note 
  • Area of Effect: The damage radius of his Skill has the ability to boost the damage potency of the party's normal attacks used within.
  • Assassin Outclassin': He seems to be very familiar in the art if his Badass Boasts in his trailer are anything to go by:
    "If assassinating me was that simple, I can name a few rival clans who would have had an easier time over the years."
    "I do not keep the Shuumatsuban for the trivial matter of dealing with assassins."
  • Beware the Nice Ones: Like his younger sister, Ayato is a jovial, friendly person that is genuinely pleasant to be around. However, as with Ayaka, provoking him or getting on his bad side is a similarly terrible idea because he is also a Master Swordsman (Ayaka herself honed her sword skills under his tutelage when she was younger) with the added bonus of being a highly capable politician very familiar with Inazuma's political landscape. A little information, a few choice words, and a bit of maneuvering to stoke the rumor mill is all it takes for him to force the subordinate houses in the Kanjou Commission to give up any ambitions they had of usurping the Hiiragi Clan.
  • Bizarre Taste in Food: During his Story Quest, he purposely chooses unusual ingredients as toppings for his milk tea (lavender melon, seagrass, and sea ganoderma). While the Traveler and Paimon are disgusted by the final result, Ayato explains that he always tries weird combinations to discover new flavors, since he considers it a thrilling experience each time. According to Thoma, Ayato sends him a sample of these bizarre concoctions on regular basis. His emoji even has him drinking a bubble tea with a fish inside.
  • Bodyguarding a Badass: Defied. His trailer shows him taking on a Fatui squad after sending his Shuumatsuban ninja on a mission. His men return and express their regret for not being there to protect him, but he dismisses their concern, considering their task at hand to be more important and that bodyguarding him is trivial in comparison.
  • Boring, but Practical: Compared to other DPS characters, Ayato isn't very complex, with his main gameplay coming from using his Elemental Talents and slashing away at everything near him with normal attacks. Nevertheless, he's still an effective attacker all the same with a straightforward damage set.
  • The Chessmaster: Both figuratively and literally. True to his reputation as one of the most cunning men in Inazuma, Ayato knows how to analyze people around him and use knowledge he gleaned to his advantage.
    • His introduction has him having a big advantage over Thoma at a game of Shōgi, without so much as looking at the board. This talent also helps him in everyday situations, as he knows how to analyze his opponents, the people involved and use that knowledge to his advantage.
    • After gathering enough intel of the circumstances and possible impact of the wedding between Kamaji and Chisato, Ayato manages to find a solution that doesn't involve a bigger rift between their clans, and that even involved having the Traveler around to divert attention from himself.
    • He uses the Irodori Festival as a subterfuge to reveal the truth about the Kaedehara Clan's fall from grace, down to pinpointing Scaramouche as the culprit. The whole scheme involves the Traveler and their friends being smart enough to connect all the clues.
  • Cool Big Bro: Extended interaction with him shows that he dotes on his younger sister Ayaka and is invested in her wellbeing. After their parents' deaths and his premature promotion to Yashiro Commissioner, one of his goals was to take care of her and protect her from the darker side of the Tri-Commission's politics. While his duties unfortunately takes up most of his presence, he does manage to use what little free time he has with her.
    • One of the reasons he roped the Traveler into his gambit during the Irodori Festival was because he wanted Ayaka and Kazuha to have a reliable companion to turn to while he guided them secretly to the truth.
    • In the 4.3 event Roses and Muskets, though he initially came to Fontaine to act in a movie alongside Ayaka, he ends up passing the role to Chevreuse after seeing her developing friendship with Ayaka. When questioned by Chiori, he explains that he wants to give her the space to make new connections, and Chiori light-heartedly chides him for spoiling her in response.
  • Cordon Bleugh Chef: While Ayato is a talented cook, as seen with the delicate plating of his specialty tempura dish, he occasionally makes strange flavor combinations for fun. He enjoys the results of his experimentation, regardless of quality, and has made a habit of always sending a sample to Thoma. In fact, like Hu Tao, his utility passive, Kamisato Art: Daily Cooking, gives him an 18% chance tocook an additional "suspicious"-grade dish of the same type whenever he successfully cooks a "delicious"-grade one.
  • Dub Pronunciation Change: Ayato's full name (hiragana かみさと あやと) is the mostly kun'yomi, or native Japanese, reading of 神里綾人 (except the last character, which uses the nanori, or proper-name, method), which is read as "Shénlǐ Língrén" in Chinese, while the Korean dub opts for a transliteration, also as "Kamisato Ayato" (hangul 카미사토 아야토; the characters could also be read via hanja as "Sinri/Sin'i Neung'in/Reung'in"/[신리/신이] [능인/릉인]).
  • The Gadfly: Behind his dutiful and benevolent personality, Ayato has a mischievous side, pulling some subterfuge in his duties as Yashiro Commissioner and sometimes tricking Thoma into eating bizarre foods, to the point that the latter sometimes fears him. In a voice line, Ayato explains that he purposely chooses strange food combinations because he enjoys more the facial expressions from people tasting them.
  • Gathering Steam: The Shunsuiken has the ability to generate stacks of Namisen, of which Ayato can carry up to four at once, which increase its damage output based on a fraction of his Max HP. His first-ascension passive, Kamisato Art: Mine Wo Matoishi Kiyotaki, automatically grants him two stacks whenever he uses his Skill, as well as gives the watery illusion the ability to confer the maximum amount once it detonates, while his second Constellation upgrade, World Source, allows him to gather a fifth stack, in addition to a 50% boost to Max HP whenever he has at least three.
  • Good Is Not Soft: He's an amicable man who honestly wishes happiness for Kamaji and Chisato's relationship, and dedicates himself to Inazuma's stability. That said, he's also crafty and even ruthless in his way of enforcing it. Watching him use little more than the rumor mill and a bit of maneuvering to scare Matsuura's faction off from attempting a power grab within the Kanjou Commission is as impressive as it is terrifying. When taking matters into his own hands, Ayato fights with both the lethality of the Kamisato Art and a gentility and grace befitting his position.
  • Guile Hero: The Raiden Shogun describes Ayato as the kind of man who would happily employ trickery in his job at the Tri-Commission, though she excuses it due to his exemplary service. Exhibited clearly in his Story Quest, which revolves around him stopping a reckless power grab within the Kanjou Commission by planting the seeds of fear and paranoia in Matsuura's mind and orchestrating a tense political situation in Ritou with Kamaji's help to force Matsuura to keel and fear public backlash as a result of his schemes.
  • Hammerspace:
    • He pulls out his Shunsuiken sword in a sheathe... somewhere... for his Elemental Skill.
    • An idle animation also shows that, somehow, Ayato keeps a cup of boba tea on his sleeve for him to drink at any time.
  • Hates Small Talk: Like Albedo, he finds the notion of idle chatter to be tiring and would prefer getting on with important details instead.
  • Iaijutsu Practitioner: As head of the Kamisato Clan, he practices his family's quick-draw based swordplay like his sister, incorporating quick resheathing and drawing of his blade in his normal attack strings. In addition, his recovery animation in between his strings have him sheathe his sword with a flourish and his charged attack consists of a dash with a lightning-fast draw and resheathing of his sword. In particular, the Takimeguri Kanka state has him draw the Shunsuiken from a hammerspace sheath to strike his foes with a flurry of wide-ranging, Hydro-infused slashes for six seconds.
  • King of Games: Ayato is very good at games, and he has talked about playing many of them.
    • His introduction scene on his Character Quest has him playing shogi against Thoma and having the advantage, and he wasn't even looking at the board, as he had his back turned on it.
    • As seen in the trailer for Ayaka, they often play Go together, and they are even on the scores.
    • According to Itto, Ayato regularly plays trading card games and beetle fights with him. While Ayato isn't as enthusiastic about the beetle fights, he's still fond of Genius Invokation TCG, to the point he sent Itto a limited edition set for his festival.
    • Ayato has voicelines about Ningguang, and he mentions that he got a limited-edition copy of Liyue Millenial, the chess game she designed based on the battle against Osial.
  • Lethal Chef: Downplayed. His utility passive has a chance of cooking an extra "suspicious"-grade dish (i.e., the result of completely missing the target in the cooking minigame and which have less potent effects than the "normal"-grade one and has a duller, grayed-out appearance) at the same time he cooks a "delicious"-grade one (i.e., the result of hitting a bonus spot in the same minigame and which have more potent effects and a shimmering appearance). Gameplay-wise, the upside is that he has a better chance (at 18% instead of 12%) to give a bonus dish than characters who give higher-quality extra dishes, and said passive works on all types of food instead of only certain categories.
  • Master Swordsman: Ayato is a supremely talented practitioner of the Kamisato Art of swordsmanship, with Ayaka having honed her own impressive skill under his tutelage during their younger years. In battle, Ayato's Elemental Skill allows him to strike as rapidly as she does.
  • Moveset Clone: Ayato is essentially Ganyu if she wielded a sword and possessed a Hydro Vision rather than a Cryo one, complete with near-identical Elemental Talents (i.e., a Skill that creates a doppelgänger to distract enemies and explodes after a while, and a Burst that creates a wide-ranging damage field.
  • Multi-Melee Master: He's described as being a master of the sword and the spear. Sadly, we only see the former in his moveset.
  • Ninja: Not one himself, but he's officially the leader of the Shuumatsuban, an organization of ninja in the service of the Yashiro Commission.
  • Not So Above It All: Those who speak of him generally describe him as kind, dutiful and loyal, as well as being an adept political negotiator within the Tri-Commission. However, he also has a rather mischievous side, such as tricking Thoma into eating odd foods. Itto also states that they have similar interest in trading cards and beetle battles.
  • "Not So Different" Remark: Towards the end of his Story Quest, he admits to Chisato that his investment in helping her is borne as much out of sympathy for her as much as it is for the sake of Inazuma's political stability, seeing some of himself in her unenviable position of simultaneously being seen as political dead weight following her father's fall from grace and being thrust into the de facto head of both the Hiiragi Clan and the Kanjou Commission, not unlike what he and Ayaka went through following their parents' deaths.
  • Odd Friendship: With Itto, a delinquent, who respects him as a fellow warrior and is grateful to him for motivating him after his 780th beetle fighting loss. They apparently spend time beetle fighting and playing trading card games together. While Ayato considers him a "simple guy", he still finds Itto very interesting, and is surprised that Itto got to call him "bro" immediately.
    • On Day 3 of the "Almighty Arataki Great and Glorious Drumalong Festival" event, Ayato sent Itto a limited edition set Genius Invokation TCG Limited-Edition Gift Box as soon as he heard about Itto's festival, knowing well that he would appreciate it, and even left a friendly note on the announcement board.
  • Offhand Backhand: A variant. During his first introduction proper in his Story Quest, he's seen playing shogi with Thoma. And he defeats Thoma without even looking, testament to his strategic capability.
  • Pretty Boy: Ayato is as handsome as his younger sister is pretty.
  • Promotion to Parent: If his story to Chisato about his past is of any indication, he acted as this to Ayaka after their parents' deaths.
  • Rank Scales with Asskicking: The head of the Kamisato Clan, the Yashiro Commission and the Shuumatsuban all at once, and an extremely proficient swordfighter.
  • Regenerating Mana: His fourth-ascension passive, Kamisato Art: Michiyuku Hagetsu, restores 2 Energy per second whenever it is below 40 points and he is not the active character.
  • Rule of Symbolism: The Latin name of his Constellation alludes to cypress trees; the Han character used therein, 柏 (Chinese bǎi, Japanese kashiwa), is used to cover cypresses and oaks, evergreen trees associated which durability and eternity in Japanese culture, of which Inazuma is its in-universe equivalent, as well as dovetails in his Story Quest, which involves intervening in a power struggle within the Kanjou Commission that could threaten to destabilie all of the Tri-Commission.
  • Self-Made Man: Early in his tenure as Yashiro Commissioner, Ayato inherited the fallout of past mistakes made by the Kamisato Clan, in which his late father had also worked zealously to atone for. Years of hard work would result in his Clan being granted clemency by the Shogun while becoming one of Inazuma's most prestigious families, with Ayato heading it as one of the nation's most widely respected men.
  • Sherlock Scan: In "Receiver of Friends From Afar", Shinobu, the Traveler and Paimon try to keep Itto away from the food. Ayato quickly figures out what’s going on without any explanation and figuring out that the dish contains tofu, something he knows Itto is deathly allergic to.
  • Situational Damage Attack: His first Constellation upgrade, Kyouka Fuushi, gives the Shunsuiken a 40% damage boost against enemies with less than half their HP, while his sixth, Boundless Origin, adds two extra hits to his first Shunsuiken slash, each dealing damage equivalent to 450% of his Attack stat.
  • Sliding Scale of Gameplay and Story Integration: He cooks well but likes messing with the recipe, so his passive talent has him having a chance to produce a "suspicious" version of a dish that he otherwise cooks perfectly.

  • Trap Master: Both of Ayato's Elemental Talents specialize in generating damage traps. His Skill has him Flash Step backwards and conjure a watery illusion of himself, which will explode and deal wide-ranging Hydro damage either after six seconds or whenever there are nearby enemies, while his Burst summons an area-of-effect for eighteen seconds that attacks enemies within with Bloomwater Blades, as well as boosts the damage potency of his allies' normal attacks.
  • Unseen No More: While Ayato had previously been mentioned when the Traveler arrived in Inazuma for the first time, they never actually met him until his Story Quest in Version 2.6.
  • Upgrade Artifact: A variant—his third and fifth Constellation upgrades, To Admire the Flowers and Bansui Ichiro, add three levels to, respectively, his Skill and Burst.

The puckish yet ever-reliable chief retainer and housekeeper of the Kamisato Clan, in particular Ayaka and Ayato. Born and raised in Mondstadt, he has been living in Inazuma after he got stranded during a storm at sea while looking for his Inazuman father. Popular and well-respected among the people of Narukami Island despite his foreign lineage, he is known as a helper and a fixer for his wide array of skills and a powerful network of connections alongside a sunny disposition, all of which he adeptly leverages in order to smoothly resolve most problems. Among those are helping the Traveler during their stay at Inazuma while they hide from the Shogun's unfaltering grasp.

Thoma specializes in generating Blazing Barriers, whose resilience can be stacked for each new one set up, through his Elemental Skill and Burst—directly through the former, Blazing Blessing, a flying somersault which additionally fuses his regular attacks with Pyro, and indirectly through the latter, Crimson Ooyoroi, a spinning slash that endows the active character with the "Scorching Ooyoroi" effect, which periodically augments normal attacks with Fiery Collapse, a wide-ranging Pyro blast that also generates the Barriers whenever they connect.note 
  • The Ace: Thoma is revered by the Kamisato Clan for his ability to efficiently solve pretty much any problem, be it difficult merchants, household chores, or hilichurl raids.
  • Badass Bureaucrat: Thoma is well-connected and in good terms with various important figures and merchants of Inazuma. During one branch of his Hangout Event, he outsmarts a shady price gouger simply by pulling a few favors here and there, all without raising his blade.
  • Badass in Distress: Midway through the Inazuma Archon Quest, Thoma is captured by the Shogunate forces, his Vision to be the landmark hundredth confiscation. Had it not been for the Traveler's timely intervention, he would have lost his Vision for good.
  • Barrier Warrior: Both of Thoma's Elemental Talents create a Blazing Barrier, a Pyro-elemental shield that absorbs damage proportionate to his Max HP that lasts either until after eight seconds have passed, it takes sufficient damage, or Thoma falls in battle, with a 250% efficiency against Pyro damage and whose resilience can be stacked whenever a new Barrier is set up (to a maximum based on a fraction of his Max HP). His first-ascension passive, Imbricated Armor, grants a 5% boost to the active character's Shield Strength for six seconds whenever they obtain or refresh the Barrier (with at least 0.3-second intervals), which can be stacked to a maximum of five (equivalent to a 25% boost).
  • Battle Butler: Being the housekeeper of the Kamisato Estate, Thoma is adept at everything to do with housework. At the same time, he can handle a mean polearm.
  • Brass Balls: In order to save the Traveler's life, Thoma hurls a spear right to the face of the Raiden Shogun, a puppet of the Electro Archon and a formidable warrior in her own right.
  • But Not Too Foreign: Character stories reveal that Thoma has an Inazuman father and a Mondstadter mother.
  • Can't Hold His Liquor: Ironically for a half-Mondstadter, he has low tolerance for alcohol and tells the Traveler that not drinking is a healthy option. He even lampshades on how he isn't considered a true Mondstadter for his inability to handle a drink.
  • The Chessmaster: When dealing with difficult individuals, policies, or anything that poses a hindrance to the Yashiro Commission, Thoma relies less on brute force and more on his connections and wits to deal with the issue.
    • An example of this occurs in a branch of his Hangout Event. A shipment of silverware the Commission ordered for a festival were lost at sea, and the only merchant who can give them replacements with time to spare is Yuusaku, who they previously imprisoned for trying to con them and is using the chance to get revenge by putting them in a Morton's Fork: either pay his exorbitant price and potentially end up bankrupt, or don't and lose face to the populace, and more concerningly, the Shogun. When two officers of the Commission, who previously insulted Thoma behind his back, fail to strongarm Yuusaku into being reasonable, Thoma takes matters into his own hands by visiting an acquaintance from the Tenryou Commission, who informs him of the man's debts in exchange for helping escort a shipment of iron ore to Inazuma City, then going to the debt collector and has him collect on the debt sooner in exchange for some Noctilucous Jade. By the end of the day, Yuusaku runs to the Kamisato Estate begging the Commission to buy his wares at a more reasonable price, with Thoma even making sure they're of good quality unlike last time.
  • Cooldown Manipulation: His first Constellation upgrade, A Friend's Duty, shaves three seconds off the cooldown time of both his Elemental Talents whenever any of his allies protected by Blazing Barriers get hit (with at least 20-second intervals).
  • First-Name Basis: Notably, where everyone else in Inazuma refers to Yae Miko as "Lady Yae", Thoma is, alongside Kirara and the Raiden Shogun (read: Ei), one of the very few people in Inazuma to refer to Miko as "Lady Miko".
  • The Fixer: Beidou describes Thoma as a man who possesses all the necessary skills and connections to solve all sorts of problems for people. The Traveler couldn't even get past Ritou's outlander policies were it not for his assistance.
  • Friend to All Living Things: Thoma is friends with many of the stray dogs and cats wandering the streets of Hanamizaka, making it part of his routine to feed and play with them, even knitting them sweaters for winter. He also demonstrates his willingness to accompany the ninken Inu Shoushou as he awaits the return of his ninja master who he and the Traveler learn died at sea.
  • The Gadfly: Has shades of this. He's fond of bantering and playing practical jokes, an example of this occurring when he greets the Traveler at the Komore Teahouse by pretending to have shapeshifted into Taroumaru, the Shiba Inu who owns the teahouse.
  • Gameplay and Story Segregation: One of missions in Windblume's Breath limited-time event in 3.5 required taking a photo with a playable Mondstadter; due to having an Inazuman Vision, the game didn't recognize him as one.
  • Good Counterpart: To Tartaglia. Both are visually similar young men who meet the Traveler right after they arrive in a new region and serve as a friendly guide providing aid through their connection to a larger organization. However, whereas Tartaglia reveals himself to be a bloodthirsty warrior and a Harbinger of the Fatui tasked with stirring trouble in Liyue to draw out Rex Lapis and take his Geo Gnosis, Thoma is a genuinely helpful man who works with the Yashiro Commission for the betterment of Inazuma. Their contrast is also marked with a Fire/Water Juxtaposition, with Thoma being the Fire to Tartaglia's Water.
  • Hero on Hiatus: He was one of the main characters during the first part of the Inazuma Archon Quest. After he and the Traveler manage to escape from the Raiden Shogun, Thoma is forced to hide for much of the arc in Komore Teahouse, with the focus shifting to the Traveler seeking refuge with the Sangonomiya Resistance.
  • Identical Stranger: While it's never mentioned in the story, he bears a passing resemblance to Tartaglia, right down to their eye shapes. They also share many characteristics, such as acting like househusbands in their respective homes. It's unclear whether this was on Hoyoverse's part, but they appear to have addressed it by pairing these two together in this official art.
  • Informed Attribute: Thoma's blonde hair is given special attention as being unique (and confirmed to be a half-Mondstadter), while Inazuma's other playable characters' bright hair colors are treated as Unusually Uninteresting Sights.
  • Irony: Mondstadt is known as the country where most people would love to drink alcohol. Thoma, who is a half-Mondstadter through his mother, has alcohol as his least favorite food.
  • Javelin Thrower: The end of his attacking combo has him fling his polearm while doing acrobatic flips. He also saves an incapacitated Traveler from the Shogun Puppet by hurling a spear straight at her.
  • Jerkass to One: Downplayed. His voiceline about Eula doesn't refer to her specifically, but he advises the Traveler that they're better off avoiding the Lawrence Clan if they can due to their ill reputation. Justified as he got stranded in Inazuma at a young age, likely before Eula joined the Knights and isn't aware of her altruistic traits and how she's actively opposing her family (though given her knack for swearing vengeance on almost everything...).
  • Loved by All: Almost everyone in the Kamisato household likes Thoma, and he is also popular among most of the people of Narukami.
  • Meaningful Name: His name in Chinese is 托马 (Tuōmǎ). In simplified Chinese, 托 (tuō) means "to entrust" and 马 () means "horse" (horses being seen in Japan as loyal, hard-working companions as well as divine messengers), befitting his position as the lead retainer to Inazuma's religious and civil affairs department.
  • Mysterious Past: He's noted to be enigmatic and different from most Inazumans. Additionally, attention is called to his unusual blonde hair with him being originally from Mondstadt.
    • One of his character stories further states that he was born in Mondstadt to an Inazuman father and a Mondstadter mother. When his father returned to Inazuma, he decided to follow him afterwards as he was worried that his old man would not be able to drink Dandelion Wine there. However his boat capsized, though he was washed ashore to Inazuma, where, despite his best efforts, he was unable to find his father; nevertheless, he chose to stay in Inazuma out of loyalty and respect for the Kamisato siblings who took him in.
  • Nerves of Steel: During Akitsu Kimodameshi, Thoma barely reacts during all the random scary things that appear during the Test of Courage round. When a bunch of onikabuto appear on the ground, he only says that they are a very peaceful creatures, then a floating market stall appears, and he only thinks about how dusty it is, and then he barely reacts to the floating lanterns, finding them useful instead.
  • Nice Guy: While he isn't afraid to put the squeeze on people, Thoma is for the most part a friendly, helpful guy who doesn't concern himself with backtalk. In his voice lines, he doesn't even hold a grudge on the Shogun after she tried to take away his vision, understanding that she was acting on her own set of morals.
  • No-Respect Guy: Zig-Zagged. It's noted that Thoma is a popular figure in Narukami Island and within the Yashiro Commission. Some however, such as a couple guards from the beginning of his Hangout Event, look down on him for his domestic skills and hobbies, saying he's an insult to the way of the samurai, and taking issue with his foreign origins. If the Traveler takes umbrage and urges him to do something about it, he reveals that he doesn't mind this too much, as having too much of a reputation would hinder his role as The Fixer.
  • Odd Name Out: Unlike the other important Inazuma characters (except Gorou), Thoma's name in Japanese is spelled with katakana (トーマ) rather than kanji, which is usually how foreigner names are spelled. His name in the English localization also has an odd spelling and seems Anglicized, as the romaji for his name is "Tōma" (via Hepburn romanization), which can also be spelt as "Tohma" or "Touma." Additionally, the Chinese characters used for his name (simplified 托馬, traditional 托马, pinyin "Tuōmǎ") are used to transliterate "Thomas," which is exactly used for the French localization.
  • Only Friend: Prior to the Traveler, Thoma is literally the only person who Ayaka can confide in since her peers keep their distance, making it hard for her to befriend people. Ayato counts him as one of the few people he can trust. They often play shogi together, and Ayato has made an habit of giving him his bizarre experiments with food.
  • Phenotype Stereotype: Despite Inazuman playable characters generally falling under Mukokuseki in regards to their unusual hair colors, Thoma's blond hair is given special attention and is described as unique. Thoma is later revealed to be from Mondstadt, a nation based on Germany, thus playing the trope straight.
  • Pretty Boy: Much like Ayato, Thoma is certainly handsome-looking. His blond, scraggly hair and ponytail add some unique charm to his appearance, too.
  • Random Drop Booster: His utility passive, Snap and Swing, gives him 20% chance to score a double catch when fishing in Inazuma.
  • Real Men Wear Pink: His duties around the Kamisato Estate include cooking, sewing, knitting, gardening, dusting, and sweeping. He's aware that some of the Yashiro Commission's samurai look down on him for his decidedly feminine skills, but it doesn't bother him at all.
  • Regenerating Mana: Thoma's fourth Constellation upgrade, Long-Term Planning, restores fifteen Energy whenever he uses his Burst.
  • Rescue Reversal: He pulls this off after the Traveler's first battle with the Shogun leaves them incapacitated. As the Shogun prepares to deliver the coup de grâce, Thoma manages to cut through the ropes binding his wrists on the spear of a guard previously defeated by the Traveler, before proceeding to chuck the spear directly at the Shogun. This forces her to switch targets, with the subsequent force knocking the unconscious Traveler into Thoma and helping him flee the scene with them.
  • Sliding Scale of Gameplay and Story Integration: He's the Kamisato Clan's chief retainer and bodyguard, and his gameplay perfectly encapsulates this. Ayaka is a Cryo DPS unit whose moveset revolves around dishing out as much elemental damage as possible and then run away, while Thoma is a Pyro Support unit who creates shields to protect the active character while supplementing their damage with his own. He also provides his protection to Ayato, though he seldom needs it compared to his sister, though Thoma's Burst synchronizes well with Ayato's Skill.
  • Status Buff: His sixth Constellation upgrade, Burning Heart, casts a 15% damage boost to the party's normal, charged, and plunging attacks for six seconds whenever Blazing Barriers are cast or refreshed.
  • Super Mode: His Burst summons a Scorching Ooyoroi, which simultaneously augments the active character's normal attacks with the wide-ranging Fiery Collapse attacks and the ability to cast Blazing Barriers. Thoma's fourth-ascension passive, Flaming Assault, increases the damage potency of Fiery Collapse based on 2.2% of Thoma's Max HP, while his second Constellation upgrade, A Subordinate's Skills, extends its duration by three seconds.
  • Support Party Member: Thoma could be seen as something of a Pyro-elemental hybrid of Diona and Xinqiu. His Skill allows him to create a barrier that absorbs damage proportional to his Max HP, which can protect the active character from different kinds of attacks, especially Pyro. His Burst meanwhile allows the active character to send waves of flames at their opponent with their basic attacks, enhancing them and allowing DPS characters to deal increased damage or take advantage of elemental reactions, such as using it in conjunction with Ayaka's Cryo Spell Blade to inflict Melt.
  • Suspiciously Similar Substitute: His role in the Inazuma Archon Quest is initially very similar to Tartaglia's in Liyue, both behind helpful men who use their extensive connections to aid the Traveler upon their arrival in a new region. Their outward personalities and character designs are also very similar. The main difference is that Thoma doesn't have any ulterior motive, since he immediately brought the Traveler into the loop of rebelling against the Vision Hunt Decree in Ayaka's interest.
  • Throwing Your Sword Always Works: "Spear," to be precise. The last strike of his basic combo has him fling his spear forward at the enemy while doing a flip in the air, before he summons it back to his hand.
  • Unwitting Test Subject: Played for Laughs. Ayato has the custom of sending Thoma a sample of the bizarre concoctions he puts together during his trips, to the point he sends his ninjas as messengers to deliver them directly, and unfortunately Thoma can't refuse to taste them.
  • Upgrade Artifact: A variant—his third and fifth Constellation upgrades, Fortified Resolve and Raging Wildfire, add three levels to, respectively, his Skill and Burst.
  • Weapon Specialization: Thoma's promotional art depicts him wielding the Kitain Cross Spear (4★), whose Ascension substat is Elemental Mastery (24–110 points), and whose "Samurai Conduct" passive increases its wielder's Elemental Skill Damage by 6–12%, as well as consumes 3 Energy should the Skill connect in exchange for gradually regenerating 3–5 Energy every two seconds thrice (hence 9–15 Energy in six seconds), triggered at least every ten seconds and even if the wielder is off-field. This incentivizes using Thoma as an off-field support whose main source of damage comes from triggering Pyro-related reactions with his Burst, with the passive helping mitigate its high Energy quota.
  • You Can't Go Home Again: Born and raised in Mondstadt, but got stuck in Inazuma after the ship he was on wrecked. By the time he was old enough to return home on his own, the Sakoku Decree was active and he still couldn't leave. While he takes to his role in the Yashiro Commission well, he admits to the Traveler that he has bouts of homesickness from time to time.

A young ninja from the Shuumatsuban, the intelligence agency of the Yashiro Commission. When she isn't spending her spare time sleeping and/or looking for excuses to ditch practice, she is constantly searching for ways to grow taller. After devising a plan with the help of the Guuji Yae, she becomes one of the most important allies in the plan, helping them find important information that could be of help to destroy the Shogun's Army from the inside.

Sayu is a highly aggressive fighter who strikes a balance between offense and healing. Her Elemental Skill, Yoohoo Art: Fuuin Dash, has her curl up into a Fuufuu Windwheel and roll towards enemies, ending with a Whirlwind Kick; in its held form, the Windwheel can be manually controlled and can change elements into Hydro, Pyro, Cryo, or Electro depending on which she comes into contact with first, in addition to a heightened flinching resistance and power of the subsequent Whirlwind Kick. Her Elemental Burst, Yoohoo Art: Mujina Flurry, simultaneously strikes surrounding foes and heals her allies, as well as summons a Muji-Muji Daruma, which attacks nearby foes unless an ally has low enough HP, in which case it will then concentrate on healing before it resumes attacking.note 
  • Achilles' Heel: Uneven terrain can severely limit the effectiveness of Fuufuu Windwheel, as the game tends to be somewhat nitpicky as to what objects Sayu can and cannot pass over while rolling. This issue is fixed in v3.0.
  • An Adventurer Is You: Sayu is a Jack of All Stats for the most part, but the held form of her Skill turns her into an Avoidance Tank, as she moves so quickly during it that enemies targeting her often struggle to land a hit.
  • Airplane Arms: Like all small female characters, she sprints with her arms extended.
  • Animal-Eared Headband: She wears a hood with animal ears and markings as part of her overall mujina/tanuki theme.
  • Area of Effect: The Muji-Muji Daruma attacks enemies and/or heals allies within a wide area.
  • Badass Adorable: A little girl dressed like a mujina, with serious Height Angst, and who is Really Fond of Sleeping under the belief she will grow, but whose ninjutsu is not to be underestimated, and she also wields a claymore as her weapon of choice.
  • Berserk Button:
    • Sayu does not like it when people associate her with tanukis. She is dressed like a mujina, thank you very much.
    • She also absolutely hates being patted on the head, with the belief that it stunts her growth, so much so that, at one branch of her Hangout Event tree, an incidental graze on her head while fighting bandits is enough for her to freak out. This is one of the reasons she fears Yae Miko, who tends to give her headpats in addition to more missions. One of her voice-overs and her 2023 Birthday Letter, however, have Sayu allow the Traveler to headpat her a little since it's them.
  • BFS: Despite her diminutive stature, her weapon of choice is a giant claymore. According to her, the reason she is even able to lift claymores in the first place is due to her Anemo Vision, and that she would not have otherwise been able to wield it despite her ninjutsu training.
  • Brilliant, but Lazy: Sayu is said to be a skilled ninja who is very adept at stealth and camouflage. However, she uses her talents to shirk her duties. Her character story even notes that she would have had many great accomplishments if she actually used her skills to work hard.
  • Burning Rubber: Of a sort. When Sayu absorbs Pyro while under the Fuufuu Windwheel state, any grass she comes into contact with while rolling is set on fire, giving a similar effect.
  • Color-Coded Elements: In terms of character design, Kazuha and Sayu—both from Inazuma—avert the Wind Is Green trope that has been used for the color palettes of other Anemo characters. Sayu opts for a color palette inspired by spring.
  • Combat Medic:
    • Her Burst summons the Muji-Muji Daruma, a doll-like being that normally attacks surrounding enemies unless there are allies with less than 70% of their HP, in which case it will switch to healing the one with the lowest remaining HP before resuming the offensive. Three of her upgrades prioritize adding or enhancing effects of the field: her fourth-ascension passive, No Work Today!, increases its damage radius as well as automatically heals allies wihin for 20% of their current HP; her first Constellation upgrade, Multi-task no Jutsu, removes the HP restriction for its healing and attacking stances, hence allowing it to switch stances on a whim; and her sixth, Sleeo O'Clock, increases its damaging and healing potencies by, respectively, 0.2% Attack and 3 HP per point of Sayu's Elemental Mastery (to a maximum of 400% Attack and 6,000 HP, equivalent to at least 2,000 Elemental Mastery).
    • In addition, her first-ascension passive, Someone More Capable, allows her Swirl reactions to heal any ally within its area-of-effect (with at least 2-second intervals), equivalent to a base 300 HP plus 1.2 HP for every point of Sayu's Elemental Mastery, allowing her to heal allies even while in Fuufuu Windwheel.
  • Cute Bruiser: A cute Token Mini-Moe who favors claymores and makes use of a very physical Elemental Skill.
  • Difficult, but Awesome: Making the most of her Skill requires players to get familiar with enemy hitboxes and patterns and figure out how to avoid getting hit while still dealing damage, as the Fuufuu Windwheel is fairly easy to interrupt and will put the Skill on cooldown before she can even use her finisher. They must also take care to avoid triggering reactions on Sayu herself from being perpetually marked with whatever element she triggers Swirl with. These barriers overcome, the combined damage from both Swirl and constantly triggering other reactions gives Sayu tremendous damage output.
  • Dreary Half-Lidded Eyes: Her eyes lack shimmer and are half-shut in her default expression, indicating her perpetual drowsiness.
  • Dub Pronunciation Change: Sayu's name (hiragana さゆ) is the kan-on, or Han Chinese-derived, reading of 早柚, which is read as "Zǎoyòu" in Chinese, while the Korean dub opts for a transliteration, also as "Sayu" (hangul 사유; the characters could also be read as "Joyu"/조유).
  • Empowered Badass Normal: Sayu was already a pretty capable Ninja with all the perks of one, but the reason why she is able to wield her monster of a sword to begin with is thanks to her Vision.
    (About the Vision) "My sword is crazy heavy, even with my ninjutsu training there's no way I could lift it without the help of my Vision. So yeah, having a Vision is a huge help for me."
  • Everyone Has Standards: Despite her sloth, she is appalled that her fellow ninjas would leave their caltrops lying around for the local kitsune to step on or even eat, and insists that the Traveler helps her pick them up in one route of her Hangout Event tree.
  • Giant's Knife; Human's Greatsword: A case of her weapon being not up to scale compared to other characters; due to how small she is in general, any claymore she wields are roughly the size of swords wielded by characters from the "Tall Female/Male" models.
  • Height Angst: Her reason for constantly trying to sleep is this. She hopes that sleeping more will make her grow taller.
  • Highly-Visible Ninja: Her utility passive, Yoohoo Art: Silencer's Secret, allows the party to capture smaller critters in the overworld without alerting them, but when it comes to actually fighting, she's not exactly subtle.
  • Insistent Terminology: Sayu is quick to correct those who assume that her costume is supposed to make her look like a tanuki-it is meant to mimic a mujina. Being mistaken for an actual tanuki is also a constant source of consternation for her. Ironically, the name of her Constellation translates to "Little Tanuki."
  • Irony: Despite her fondness for sleeping, she moves faster than anyone else in the game while in her Fuufuu Windwheel state.
  • Jack of All Stats: Like Jean, Sayu is an Anemo Vision holder who is a reliable source of both damage and healing, and can be built either way to little detriment. Out of combat, she is perfect for exploration and gathering, with faster travel, mining capability, ease of hunting, and occasional heal from environmental damage.
  • Kids Hate Vegetables: One of the weekly Reputation Requests possible for Inazuma is to deliver carrots to Kano Nana, Sayu's caretaker, with the request description stating how she falls asleep in the middle of eating her carrots with Nana wondering if she might be faking it.
  • Laborious Laziness: She uses her ninja skills to get out of having to properly practice them, almost defeating the purpose of skipping out on training in the first place.
  • Leaning on the Fourth Wall: At the very least, Sayu seems to be aware of the process that requires growing stronger in the game, according to one of her Ascension quotes.
    "Hey, thanks for going and gathering all those materials for me. I would've gone myself, but... I probably would've got about halfway before falling asleep."
  • Let's Get Dangerous!: Lazy as she usually is, she will put her coveted naptime on standby and get serious if presented with a legitimate crisis. In one branch of her Hangout Event tree where she and the Traveler learn that the seemingly corrupt Yashiro official who tasked the former with assassinating the latter was in truth being blackmailed into ordering the hit by a group of ronin who kidnapped his young daughter, she pulls out all stops in rescuing her, to the point that the Traveler notes afterwards how unusually focused she was.
  • Meaningful Name: Sayu's name in kanji is 早柚.
    • 早 (zǎo in Chinese) can either be read in kun (native Japanese) as sa, used in Sayu's name, or hayai, meaning "swiftness," befitting her speed in combat. In addition, sa is the first syllable for saiwai or sachi, both kun readings of 幸 (xìng in Chinese) and meaning "good fortune," befitting Sayu's association with the tanuki, a symbol of good luck in Japanese culture, as well as her profession as a ninja by way of their shared ability to shapeshift.
    • 柚 (yu; yòu in Chinese) is the name for citrus fruits, such as the yuzu (Citrus junos), a species of citrus native to East Asia.
  • Morphic Resonance: For some reason, her transformations always leave her tail visible.
  • Mundane Utility:
    • Due to being faster than even alternate sprints, Sayu's Skill makes her one of the fastest characters for ground travel. With enough stamina Sayu can take off in her Fuufuu Windwheel, then sprint for the entire cooldown duration, then go back into Fuufuu Windwheel before running out of stamina. The only caveat is that stamina doesn't regenerate while the Skill is active.
    • In an even more mundane example, Fuufuu Windwheel can knock all the fruit off a tree faster than chopping at it with physical attacks.
  • Mythical Motifs: She is based on the mujina, a creature from Japanese Mythology; while the term mujina is traditionally used for the tanuki, it's also used for the Japanese badger (Meles anakuma), which is depicted similarly to the Japanese raccoon dog (Nyctereutes viverrinus, the direct inspiration for the tanuki) as a shapeshifting trickster, exactly what Sayu can do as part of her ninja training. Her costume also invokes this by having a large tail sewn onto it and ears on the hood.
  • The Napoleon: She complains about not hitting her growth spurt yet, and how others her age are at least twice her height. Additionally, she dislikes receiving headpats on the grounds that it will stunt her growth.
  • Ninja: The Shuumatsuban are all stated to be practitioners of ninjutsu, specializing in espionage and close combat, and Sayu is one active member. She showcases this well, with arts that allow her to hide, move fast, toy with the opponent, hit hard with her claymore and many more (even if only a few of these skills are used gameplay-wise).
  • Ninja Brat: She's the game's resident child Ninja, and her handlers definitely view her as a lazy young girl who'd rather dismiss her duties.
  • No Good Deed Goes Unpunished: Played for Laughs. In one branch of her Hangout Event tree, Sayu has the Traveler pick up a bunch of caltrops so that the nearby kitsune won't get hurt from them. Later, one of these kitsune follows Sayu to her hiding spot in the Sacred Sakura's branches, which allows Nana to catch her.
  • Not Drawn to Scale: Sayu's claymores are much smaller than those of other claymore users, and in fact hers are closer to the size of normal swords wielded by taller characters like Jean or Kaeya.
  • Pint-Sized Powerhouse: Her tiny build and lethargic nature belie a fast-paced and destructive fighting style.
  • Really Fond of Sleeping: Apart from her own admittance to a love of sleeping, descriptions for her Elemental and Passive Talents also make constant references to this trait.
  • Red Baron: She is known as the Mujina Ninja, due to being a ninja with a Mujina theme.
  • Regenerating Mana: Her fourth Constellation upgrade, Skiving: New and Improved, restores 1.2 Energy whenever she triggers a Swirl reaction (within at least 2-second intervals).
  • Rolling Attack: Her Skill has her curl up into a ball before rolling around and smashing into opponents at high speeds, ending with a wide-ranging kick. In its held form, she can roll for up to ten seconds, with increased interruption resistance and damage potency of the subsequent finisher. Her second Constellation upgrade, Egress Prep, increases the damage of said finisher by 3.3% for every half-second Sayu is rolling (once in its base form, up to 66% in its held form).
  • Technicolor Ninjas: Downplayed, an earth tone hooded outfit is far from the standard of this trope even if it does have ears and a tail but since every other Shuumatsuban has more historically accurately gone around in completely unassuming civilian clothes, the Mujina Ninja tends to stick out.
  • The Slacker: Sayu doesn't concern herself much with fulfilling her duties as the Mujina Ninja, and rather prefers sneaking away from her shrine maiden caretakers to take day-long naps instead.
  • Token Mini-Moe: Sayu is the youngest and smallest of the playable Inazuma cast.
  • Undying Loyalty: Enforced. Although rather lazy when on duty, as stated by Ayato, most members of the Shuumatsuban (who deal with espionage, combat, and assassinations), like Sayu herself, are orphans who were taken in and raised from a young age in order to guarantee loyalty to the greatest extent possible to the organization.
  • Upgrade Artifact: A variant—her third and fifth Constellation upgrades, Eh, the Bunshin Can Handle It and Speed Comes First, add three levels to, respectively, her Burst and Skill.
  • Weapon Specialization: Promotional material has her wielding the Debate Club (3★). Aesthetics-wise, it fits her, as the weapon resembles a kanabō, a studded war club historically used by the samurai and associated with the oni in Japanese Mythology. Gameplay-wise, it allows her to continue dealing wide-ranging attacks even without Swirl reactions through its Ascension substat of Attack (7.7–35.2%) and its "Blunt Conclusion" passive, which allows its wielder to deal additional, wide-ranging damage equivalent to 60–120% of their Attack stat within fifteen seconds after using their Elemental Skill, activated at least every three seconds.
  • "Well Done, Daughter!" Girl: "Student", to be precise. While she's not so eager to interact with her superiors in the Yashiro Commission, much less perform her duties, Sayu is always happy to be praised by her sensei, who disappeared a few years ago.
  • With Great Power Comes Great Perks: Part of Sayu's gratefulness for her Vision is because it allows her to wield heavier weaponry, like her claymore.
  • You Remind Me of X: During her Hangout Event, Sayu notes how the Traveler reminds her of her sensei in certain ways.

Kanjou Commission

The arm of the Tri-Commission responsible for handling its finances, customs, and border security. Within their remit lay the enforcement of the Sakoku Decree, in particular legal entry and exit, as well as mercantile and bureaucratic affairs. Its head clan is the Hiiragi, currently led by Shinsuke, whose estate lay atop a hill overlooking the port town of Ritou.

  • Bitch in Sheep's Clothing: Shinsuke puts up a façade of politeness and affableness when he first met the Traveler and Paimon, right before he casually drops an astronomically difficult task on their shoulders as a condition for being allowed to leave Ritou, which easily rang alarm bells for them, especially after his own daughter Chisato secretly alerts them to what was happening.
  • Evil Old Folks: Was fully complicit in the Fatui's plotting in Inazuma, providing them with a supply of Crystal Marrow to produce their Delusions.
  • Hate Sink: Alongside Takayuki, he represents the Shogunate government's widespread corruption. He allows his corrupt enforcers to extort from outlanders, masks his deceitful nature as a reasonable figure, and has no loyalty for the Shogun. Especially with the reveal that he is colluding with the Fatui by gathering Crystal Marrow for them to prolong the war between the Shogunate and the Watatsumi Army.
  • Laser-Guided Karma: Gets arrested and tossed into prison for his association with the Fatui, as revealed at the start of Ayato's Story Quest.
  • Obstructive Bureaucrat: Quickly reveals himself to be this during his first meeting with the Traveler, asking them to do utterly unreasonable chores in exchange for permission to leave Ritou.

    Chisato

Daughter and only child of Shinsuke.


  • Character Development: Ayato's Story Quest gives her a great deal of it. With some advice and gentle nudging from him (and Shinnojou), Chisato resolves to not let herself be dependent on others or be used as a pawn in the political games of the clans, putting her foot down on Matsuura's scheming and resolving to bring the Kanjou Commission back in line.
  • Grew a Spine: In Ayato's Story Quest, after spending much of the quest plagued with doubt and resigning herself to the whims of Matsuura and others, the last part sees her standing firm, giving Matsuura a major dressing down for his plotting and the results of it before demanding that he and his clan take responsibility for their actions.
  • Nice Girl: Far more helpful than her father, willingly helping the Traveler escape from Ritou in exchange for delivering a letter from her to Kamaji.
  • Star-Crossed Lovers: With Kujou Kamaji, whose clan leads the Tenryou Commission.

Matsuura Clan

Leader of the Matsuura Clan, one of the subordinate clans of the Kanjou Commission.
  • Ain't Too Proud to Beg: By the end of Ayato's Character Quest, he is reduced to a pleading wreck as he begs Ayato to call off the Tenryou Commission troops occupying Ritou.
  • Altar Diplomacy: His scheme to take over the Kanjou Commission hinges on this, with him pushing Chisato into a marriage with Kamaji, which would leave the Hiiragi Clan leaderless and allow his to usurp leadership within the Kanjou Commission.
  • Big Bad Wannabe: He’s the main antagonist of Ayato’s character quest, and while it seemed like his plan to usurp the Hiigari clan as the head of the Kanjou Commission was going to go off without a hitch, his antagonizing of Ayato made him realize just how out of his depth he was when Ayato had the Tenryou Commission deploy soldiers to Ritou.
  • Bullying a Dragon: He antagonizes Ayato when he and the Traveler rescue Shinnojou from the Matsuura Clan's men. Keep in mind that, even without his Hydro Vision, Ayato is a capable swordsman and a cunning political strategist; that's also not accounting for him being one of Inazuma's most respected men from one of the most prestigious Inazuman families-one that Ayato himself brought up from a position of disgrace, no less. Matsuura quickly finds out why messing with him, much less the Yashiro Commission, is a bad idea.
  • Break the Haughty: The threat of an invasion by the Tenryou Commission and a harsh reprimand from Chisato completely shatter the man, leaving him begging for Ayato to mediate between him and Kamaji.
  • The Paranoiac: Becomes a snappish, paranoid wreck due to a combination of some choice words from Ayato and Tenryou Commission troops occupying Ritou to take Chisato, which Ayato also helped to arrange.
  • Stupid Evil: Downplayed, but still present. Ayato notes that Matsuura's approach to usurping the Hiiragi Clan is a lot more intelligent than Susumu's towards the Kujou, but still shortsighted and sloppily executed, as shown by how easily he and the Traveler caught onto it. Further, the gambit Ayato pulls off to force Matsuura to stand down shows that crossing him in any way is as stupid as one can get.

  • Early-Bird Cameo: Before the Inazuma update (Version 2.0), he is the writer for a drifting bottle that was stranded in Dragonspine. However the writer in question is unnamed at that time until the Traveler shows the bottle in question to him.

    Keijirou

An Ashigaru of the Kanjou Commission.
  • Dirty Cop: He is the first Shogunate officer the Traveler witnesses dabbling in corrupt dealings, such as cajoling Werner into driving up the prices of Crystal Marrows.
  • Put on a Bus: After he was forced to back down after the International Trade Association protested the unfair treatment to them, with Thoma protecting them from arrest by threatening to bring Ayaka's attention to the situation, he is never seen again. With the Kanjou Commission undergoing massive reforms by the end of the Inazuma Archon Quest, it is very likely that he was among the officers sacked for corruption.
  • Starter Villain: Keijirou is the first villain that the Traveler and Paimon encounter during the Inazuma Archon Quest and shows how the foreign merchants in Ritou are treated by the current Shogunate.

    Shinnojou

An officer of the Kanjou Commission.


  • Body Guard Crush: He is in love with Chisato, and did not take it well upon learning that she was already in a relationship with Kamaji.
  • Love Hurts: Learning about Chisato and Kamaji's relationship really did a number on him. When he and Ippei are discussing the pair's upcoming wedding at the start of Ayato's Story Quest, the poor guy is visibly and audibly on the verge of tears the whole time.
  • Spanner in the Works: His speech to Chisato about not being dependent on anyone caused her to start thinking twice about going through with the wedding to Kamaji, to the chagrin of Matsuura, whose plot to take over the commission was dependent upon the wedding going forward. They proceed to try to get rid of him, but thankfully Ayato and the Traveler come to the rescue.
  • You Are Better Than You Think You Are: During Ayato's Character Quest, he barges in on Chisato offscreen and begs her not to simply go along with the wedding plan. He tells her that she is the Hiiragi Clan's last pillar, and that he sees her strength in a way nobody else does and can't bear to see her depending on someone else for the rest of her life. The speech causes her to rethink her approach to the situation.
