During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.

Specific issues include:

  • Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
  • A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
  • Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
  • Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
  • Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.

It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Do they meet the Heinousness Standard?

Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard

[up] He's a complete psycho, getting enjoyment out of killing, even grinning before attempting to gun down Quenther and Havia.

[down] There are some really bad people in the series, such as corrupt politicians, businessmen, and princes. The unnamed general carves a niche as a terrible soldier with a high rank, kill count, and quite a number of resources (an Object and a whole army) despite his short screentime. He's a representation of the kind of people the protagonists are going to encounter in their future adventures.

How bad are the other villains? I'm inclined to vote yes, but I know nothing of the work's relative heinous standard.

I'll give a yea to the Commander. Sounds like Kohkaku, who I put up a while ago, where although he doesn't appear for long, he makes damn sure his screen time will be spent reminding the viewer he's an asshole who will use everything at his disposal to cause suffering.

  • Thomas Caliban, aka the Lizard King, is a godlike Dark Messiah and the leader of the Family. He and his cultists engage in human sacrifices of pilgrims who were on their way to San Francisco to reach enlightenment. As the prophet of Helter Skelter, Caliban announces the end of the world and sends out his progeny to destroy all in their path so he can reign supreme over whatever's left. Caliban devours the lifeforce of his closest supporters during an orgy in order to take over the body of Dr. Trips (Timothy Leary), using it to wipe out all the other metahumans. Then he flies around the city to incinerate any survivors, only stopping when one of Dr. Trips's pregnant wives has been captured so he can rip the child from her womb and eat it.
  • Black Clover: Rades Spirito is a vicious, vengeful Evil Sorcerer who decides to attack the Kingdom of Clover. Using his curse which enslaves the dead to him, Rades bombards the city with magic blasts, and unleashes his zombies to devour everything and everyone they find. Rades then takes time to mock and terrorize a little girl before trying to kill her as well, only being stopped by Asta's intervention. When Rades reveals his unbelievably petty motivation (he was kicked out of the Magic Knights for using dangerous magic) for wanting Clover destroyed, he proceeds to sneer that "reasons are best when they're simple" and declares his belief that as one with powerful Mana, he is free to do whatever he wants to those weaker than him, even if he is destroying a country and killing everyone inside.
  • Kamen Rider Kuuga manga by Toshiki Inoue et al.: Akira Harada is the psychotic Serial Killer hunting down women in Tokyo at same time in which the aforementioned N-Daguva-Zeba was reawakened. A registered sex offender, Harada had tried killing himself for his goddess, and when he failed, Harada came up with the idea of "sharing his dream" with other people. Prior to having his identity revealed via DNA analysis, Harada had already murdered four women; by opening their chests, filling them with gunpowder, and burning them alive so they could become "human fireworks". When encountered by the detective investigating his murders, Kaoru Ichijo, Harada had killed another woman, and laughed at her death. Transported to an ambulance after attempting suicide, Harada slits the driver's throat and brags about being able to resume his serial killings. Harada is found by the Spider Gurongi on the parking lot, and when he sees the remains of the creature's victims, he feels joy, seeing this as his goddess's work. A childish maniac with an obsession for fireworks, Harada was proof that the Gurongi are not the only monsters roaming Tokyo.
  • Defiance, by Douglass BarrĂ©; Jacob Lee; Kanno Kang, & Zack Suh: Satan himself takes over the realm of Sheol and turns it into a horrifying pit where the native residents are tormented by his fellow fallen angels, later damning countless souls into eternal torture under his reign. Striving to take over a futuristic Earth, Satan makes a deal with the corrupt mayor of Tri-City, taking residence in his body and casually wiping every memory of the man's loved ones to make room for himself. Orchestrating leagues of horrid mass murder and torture in his quest to stop the man destined to give the message to his daughter to fight against him, Satan eventually brings his son Dirge—whom he treats as little else than a pawn to his face—into Earth to lead his armies, wiping out thousands of lives, capturing and torturing his daughter into perfect subservience, and ending the comic ready to oversee his legions to take over Earth, annihilate Heaven, and set up a reign of eternal torture among all mankind.
  • Feeding Ground, by Swifty Lang, Michael Lapinski, & Chris Mangun: Alejandro Blackwell, the cold and emotionless CEO of Blackwell Industries, is in actuality an alpha werewolf seeking to extend his bloodline. Blackwell forces a famine onto the neighboring town to drive out its residents into the desert in desperation, having his werewolf servants capture them to be turned into more of his progeny—with many of them dying in horrible mutations sustained in the transformation—while torturing all those who fail him. Having a corrupt department of the local border patrol slaughtered after they question his orders, when the task of the mother werewolf comes down to a young girl, Blackwell turns her and tries to force her to murder her own father before making the young girl his unwilling mate.
  • Ghost Rider:
    • Blackheart, a prince of Hell and the son of Mephisto(pheles), is given more characterization in the extended cut. Jealous of his father's power and angered by the fact that he gave the power of Hellfire to a lowly human instead of him, Blackheart plans to obtain the contract of San Venganza, which would grant him the power of a thousand evil souls who made a Deal with the Devil. Blackheart plans to use the power of the contract to create Hell on Earth and devour as many souls as he can, then using his new power to overthrow his father. Throughout the movie, Blackheart murders almost every human he comes into contact with, only sparing those who can serve his plans later. On his search for the contract, he heads to the Caretaker and starts beating him for information on where the contract is. He then decides to kidnap Johnny Blaze’s girlfriend, Roxanne, and hold her hostage, promising her release for the contract. Not even his partners are safe from him, as he only sees/uses them as muscle against Ghost Rider, and quickly abandons one of them when he starts losing to him.
    • The aforementioned Mephisto is the ultimate ruler of Hell and seeks to spread his influence on Earth. In the first film, he seeks the contract of San Venganza and collect the thousands of souls he bargained with, and tricked Johnny Blaze into a deal that cursed him with the Ghost Rider to save Johnny's father from cancer, only to kill Johnny's father the next day to let Johnny know he's his property. Later, Mephisto sends Johnny to kill his rebellious son, the aforementioned Blackheart. In the sequel, Mephisto, as Roarke, reveals that in order to walk on Earth he needs a human body; not only does this limit his power but his current body is now dying. Among his previous host bodies were Josef Stalin, Idi Amin, and John Wayne Gacy. To create a permanent and powerful host body, Mephisto conceived a child with Nadya Ketch. It's also revealed that in order to create the Ghost Rider, Mephisto dragged Zarathos, the Angel of Justice, into hell, torturing and twisting him into insanity. When Nadya and her child Danny escape, Mephisto masterminds a demonic conspiracy of murder to get his hands on Danny in preparation to destroy the boy's soul, possess him and bring about the Anti Christ. When Johnny, Nadya and Moreau disrupt this ritual, Mephisto makes a final attempt to flee and abduct Danny before his final confrontation with Ghost Rider.
  • Prisoner X (2016): Ramiro, a time-traveling terrorist who seems more than he appears, manages to play the staff of the Sandbox for fools in his elaborate, enigmatic schemes. Playing mind games with his interrogator and eventually driving him to suicide, Ramiro spreads paranoia and unrest among the world with tales of a jihadist group that he claims came with him, masterminding countless terrorist attacks and vicious retribution from the US that cost countless millions. Eventually revealing to his new interrogator that the existence of the jihadists was a total lie, Ramiro smugly confesses he simply means to spread enough fear and distrust to throw the world into a series of destructive wars to destroy America and allow Islamic terrorists to take over the rest.
  • Turbulence 3: Heavy Metal: Erica Black, the Daughter of the Gateway, is a devout Satanist and the terrorist responsible for hijacking the Boeing 747 broadcasting Slade Craven's concert online. A well-known and attractive journalist, Erica is secretly a high-ranking member of the Guardians of the Gateway cult. Erica infiltrates the plane and seeks to crash it into a church located in Kansas, believing this will free the devil from hell. To achieve her goals, Erica recruited the plane's co-pilot, and Simon Flanders, a suspected murderer and arsonist, ordering him to assume Craven's identity and ruin his reputation by killing people, starting with Craven's manager. As part of her plan, Erica blows up a FAA tower, killing all the staff inside. After a Disguised Hostage Gambit with her as the supposed victim, Erica gladly kills Craven's guitarist and close friend, Damen, with a smile on her face, and then threatens to kill the dozens of Craven's fans on-board if her stream is cut, before telling Simon to bring Craven to her, planning on executing the "false prophet" on-screen for millions to watch. Mocking the FBI for giving her a "stupid morality show", Erica could only care about ending Craven's reign of fame and bringing about the end of times.

  • King Rat: The Pied Piper of Hamelin is reimagined as a terrifying Humanoid Abomination and a psychopathic narcissist who forced a holocaust onto the sentient rats of Hamelin, drowning millions and deposing King Rat of his position. Utterly enraged that Saul, the hybrid son of King Rat, is able to resist his songs through which he controls his victims, the Piper hunts him down relentlessly while casually slaughtering countless people in horrifying, brutal ways, including tying Saul's friend into the path of an oncoming train and brutally murdering a homeless woman Saul befriends simply to hurt him. Enslaving Saul's other friend to use the music of Drum & Bass to control all he can, the Piper is revealed at the end to have spirited away the hundreds of children of Hamelin into his domain into eternal torment, merely to get back at the rulers of Hamelin for refusing to pay him. A demented, strutting sadist aptly described as the "spirit of narcissism," the Piper is a creature of horrifying dominance and rage under his transparent human veneer.
  • The Avengers: Earth's Mightiest Heroes: Red Skull, leader of HYDRA in World War II, kidnapped mystical creatures to use them to kill the Allies. When the Nazis lost, Skull opted to kidnap Captain America's teen sidekick Bucky Barnes and torture and brainwash him into the amnesiac assassin the Winter Soldier, faking both their deaths. In modern times, Skull continues his dreams of conquest and hatred of Captain America by posing as the US Secretary of Defense , Dell Rusk, in efforts to discredit the Avengers, as well as recruiting and even brainwashing other underlings. This culminates in Skull unleashing a chemical compound to kill the heroes and civilians; the chemical has been engineered to cause slow and painful death by making the victim's face turn into a grotesque parody of Skull's own. During a confrontation with a weakened Captain America, the Red Skull batters him before ordering Bucky to execute him, and attempts to kill Bucky when he gives the Captain the antidote. When that plot is foiled and the Red Skull is arrested, he has a backup plan by unleashing giant robots dubbed the Sleepers to be released onto the world, assembling and taking control of a giant mecha to go on a destructive rampage in Washington as revenge. The Red Skull then reveals his intent to have Captain America brainwashed like Bucky before him.
  • Grand Theft Auto franchise: Even in a Crapsack World filled with all sorts of unpleasant characters, these two manage to reach a special level of evil:
    • Liberty City Stories: Donald Love, introduced in Grand Theft Auto III and having a cameo in Vice City, at first seems fairly standard for the series, arranging a gang war between the Yakuza and the Cartel just to lower property values. Though, at the time it was hinted he had more sinister appetites. This is eventually confirmed in this game, where he's shown feasting on corpses and sending Toni Cipriani to collect bodies for him to devour. Aligning himself with the Leone crime family, Love runs in the race for mayor, sending Toni Cipriani out to murder his rival's campaigners. Losing his fortune in his failed campaign, Love makes plans to regain his fortune, with his first step being to murder his mentor, real-estate tycoon Avery Carrington, in order to steal his city development plans. He then has Toni recover Carrington's body to cannibalize later. Love's worst crime, however, is masterminding the deaths of thousands of people through the bombing of the heavily-populated Fort Staunton city district, just so he can make money off of redeveloping the district. A thoroughly depraved man, Love would stoop to any low imaginable to fill his pockets or glorify his ego.
    • GTA Online: The Doomsday Heist: Avon Hertz is a genius billionaire tech mogul, inventor and "father" of the insane A.I. Cliffford, and the true main antagonist of the Doomsday Heist scenarios. Petty and egotistical to the extreme, Avon had his own vision for a perfect world. He sought to create a dystopia where all of mankind was replaced with sentient machines who worshiped him as God. He tricks the Online protagonists into feeding data to Cliffford under the guise of rooting out the Russian terrorist Bogdan, when he was actually using them to gain access to the United States defense grid. After trying to blow of the submarine the players and Bogdan are on, he reveals that he will use Cliffford to hack into missile systems throughout the world and unleash nuclear armageddon to completely wipe away humanity. Hiding out in an abandoned missile silo, Avon tried to use a nuclear warhead to wipe away San Andreas and buy time to allow Cliffford to hack into weapons systems around the world to unleash doomsday. While Avon and Cliffford are ultimately killed, his genocidal ambitions lifted him above all other villains in the franchise in terms of evil grandeur.
  • WET: Rupert Pelham is the leader of Tiger Claw, a drug organization which sells the brutal drug Dragon Breath. Forming Tiger Claw to distribute his drugs internationally, Rupert uses his organization’s power and fortune to control half of Hong Kong, allowing corrupt cops and criminals to roam the streets. Wanting less competition, he plans to kill William and Trevor Ackers, leaders of the Ackers syndicate. Posing as William Ackers, he hires Rubi Malone to bring him Trevor. After Rubi brings Trevor to him, he orders Tarantula to decapitate him and has Ze Kollektor stab Rubi, leaving her for dead. Finding out that Rubi is after him, he has his goons kidnap Ming to fatally torture him for her location. Making Zhi knock Rubi out for him, Rupert has his men electrocute her for information. Breaking into William’s mansion, he has Tarantula kill his bodyguards before trying to kill him. Interrupted by Rubi’s arrival, Rupert orders Tarantula to kill her, not caring when she’s killed, immediately attempting to gun Rubi down himself.

Dengeki Sentai Changeman

  • Star King Bazeu is the leader of Great Star League Gozma and a ruthless sociopath obsessed with gaining power. Years prior he began a campaign of interstellar conquest and subjugation by destroying a planet of winged people so peaceful and kind that merely looking upon their smiling faces and hearing their voices will make you lose all violent impulses. Many of his forces are either comprised of the champions of those worlds he'd already conquered, forcing them to fight for him lest he finish the absolute destruction of their homes. Not that he intends to ever let them go back, as his true form is the size of a planet, and he eats the planets he conquers. He also uses innocent beings from the worlds that he’s conquered and forces them to fight for him by forcefully mutating them into his soldiers against there will. A wicked abuser of his forces, those who fail him are punished by a beam fired from his head that causes them immense pain. Years after his debut, Bazeu stands out as one of the absolute worst villains in the franchise.

Zyuden Sentai Kyoryuger

  • Ferocious Knight D is one of the first and most remorseless Deboss Knights in existence. Debuting as the main villain of Gaburincho of Music, he was released after 100 million years of slumber, receiving Fake Kyouryger powers transforming him into Deathryuger. Kidnapping a friend of Daigo named Meeko in an attempt to resurrect Tobaspino and use the former as a power source for Spinodai-Oh as part of his genocidal plan to wipe out all life on Earth. Upon defeat he later returns in the series proper, where after escaping from Deboss Hell, D turns Meeko into his personal necromancer, with the intention of making her resurrect the various fallen monsters in his plan to conquer the planet. When the Kyoryugers thwarted his latest evil plan, D attempts to blow up the Earth by enlarging himself out of spite.

Uchu Sentai Kyuranger

  • Kuervo/Quervo, the ex-best friend of Tsurugi Ohtori, supposedly died blocking an attack from Don Armage for Tsurugi. Secretly, Kuervo only sacrificed himself so he would be known as a hero throughout the universe. After Armage was apparently defeated, a dying Kuervo allowed Armage's essence to possess him so he could become more powerful. Unlike Armage's other hosts, Kuervo maintained his complete identity, allowing Armage to use him as a host to take over and subjugate the universe. Once they've conquered most of the universe, Kuervo and Armage began construction on a bomb made of Planetium, which Kuervo intended to use to destroy the entire universe so he could recreate it from scratch. After having Armage purged from him in his final battle with the Kyurangers, Kuervo is given a chance to redeem himself by Tsurugi, only for Kuervo to attempt one last attack on him, revealing that he never considered Tsurugi a true friend and was always resentful of Tsurugi for being more powerful than him.

Fo Kuvero could you wrap an Omnicidal Maniac trope around the destroy the universe part considering that no villain in the franchise before this has tried that it should be emphasized.

If a villain manages to qualify as a CM, and a subsequent work in the same canon features another villain who exceeds their predecessor in one category but just barely misses the mark for qualification, is the first villain's status as a CM in jeopardy?

[up][up] May depend on resources and such, but assuming all that's equal, I'd personally say yes. For example, if you have a Serial Killer who kills, say, 5 people without any redeeming qualities; and then later on you have one (with the same amount of resources) who kills 50 people but loves his family, I'd say neither would count.

[up][up][up] If the approved villain is eclipsed in all relevant ways, they will be cut. Sometimes a villain is exceeded but has a nasty gimmick that lets them stand out even when out heinoused i.e. Subsequent villain has same resources and kills more people but older villain tortures their victims first. In that case, the villain will usually be kept. Not always.

@ ACW Here's the Jack Reacher writeup.

  • Night School: "The American", real name Horace Wiley, is a cunning and arrogant thief who makes a living off of stealing weapons and selling them on the black market. Introduced strangling a prostitute to death, the American is the subject of a manhunt headed by Jack Reacher, and when one of his associates offers to turn him over to the police, the American coldly beats the man to death. As the hunt for him continues, the American bombs a hotel to distract the police, and is revealed to have stolen ten nuclear bombs, which he plans to sell to a group of terrorists who wish to use them to annihilate ten cities across the world, which, by Reacher's calculations, would make the American responsible for over ten million deaths. Anyway, thanks to Ravok for the help on this.

The work is a shoot-'em-up game called Guns, Gore & Cannoli. You play as Vinnie Cannoli, an enforcer for the mob. In the 1920s (1928 according to the sequel), Vinnie gets a call from mob boss Mr. Belluccio, who needs Vinnie to enter a place called Thugtown and find somebody named Frankie. Problem is, Thugtown has been overrun with zombies and such.

Who is "Frankie the Fly" and what has he done?

Yup, Frankie's our candidate. See, once Vinnie meets up with Frankie, Frankie reveals that Belluccio needs Frankie—a pilot from World War I—to fly the blimp and get them out of the city. However, Frankie betrays Vinnie (I guess to collect the fee for himself?).

Vinnie later rescues a locked-up scientist, who reveals that the US government ordered him to poison the ingredients of alcohol, since Prohibition was failing. However, the results were a bit too much, even for them, and so they stopped his work. After this, Frankie approached said scientist and offered him much money for the poison, which he referred to as a "perfect diversion" and waited until St. Patrick's Day. Vinnie kills the scientist.

Meanwhile, Frankie's reached Mr. Belluccio and tells him to send everyone to stop Vinnie, who Frankie says has gone crazy. After Belluccio makes the call, Frankie shoots him in the back of the head and steals his money...the entire goal of the "perfect diversion" (see Freudian Excuse below).

Long story short, Vinnie defeats Frankie,

And then the sequel. This takes place in 1944. Vinnie's tied up by 2 mobsters. After escaping, he finds out that the "Dark Don" is after him. He eventually goes back to Thugtown, where he runs into Nazis.

Eventually, Vinnie finds a pilot to fly him to Germany (apparently on D-Day), and battles the Nazis. After killing the pilot (who was working with the bad guys the whole time), he meets the Dark Don, revealed to be Frankie.

Frankie reveals that he offered the Nazis his ZombieBooze, and sold some for lots of money. He later reveals that he plans to betray them, and is building his own army to Take Over the World. He also reveals that he plans to harvest Vinnie's blood—apparently immune to the zombification effect—and thus will be the only one with the cure.

After the final boss fight, Vinnie tosses Frankie into the harvester, shredding him (no Disney Death this time), and uses Frankie's flying saucer (seriously, it's a UFO) to fly back to the States—landing in Roswell.

Freudian Excuse, heinousness, etc.

Frankie offers some crap about how Belluccio and another gang took everything he earned and how he deserves to be treated with respect...so he kills a mob boss and zombifies basically an entire town? Okay then. His Motive Rant's at about 12 minutes into the first video. Here's the quote:

and to get even with him and the Bonninos for both hustling my butt for all those years, taking every dime I earned and treating me like a nobody. I'm a freaking war hero for Pete's sake! How about some damn respect?

Also, he begs for mercy when defeated in the sequel, but AFAIK that's not disqualifying. Beyond that, nothing.

Heinousness: At first I wondered if the setting was even conducive to a CM, but Ravok pointed out that it's like a B-movie, of which we have plenty of qualifiers. So let's discuss the heinousness of other characters, Vinnie himself is a mobster, while there are also Nazis, as well as the scientist who created the poison (and the government funders), but given his resources, I think Frankie does more than enough. He zombifies an entire town as a mere diversion (at least the government funders had a goal); sells his zombification poison to the Nazis (making him probably WORSE than the scientist), and plans to take over the world. To say nothing of his Chronic Backstabbing Disorder.

Conclusion?

I think Frankie does enough to count. Working with the freaking NAZIS?

Having seen the gameplays? 'Yes' to Frankie, easily.

Now, I've been talking this over with some Tropers, especially with this whole Finch debacle, and we've come to a conclusion....I think Le Tenia should be cut. Here's his write-up:

  • Le Tenia ("The Tapeworm") is a particularly repulsive and misogynistic pimp of transsexual prostitutes, who has a reputation for beating and mistreating his employees. Introduced mercilessly abusing one of his prostitutes in an underway, Tenia then proceeds to rape the main character Alex for an extended period of time, just for happening to be there at the worst possible moment. During this whole ordeal, Tenia is high on cocaine and whispers vulgar insults at her, clearly enjoying every second of brutalizing her. After having his way with her, Tenia proceeds to kick her and pound her head against the floor until she is in a comatose state. This whole crime is made even more gut-wrenching when Alex is eventually revealed to have been pregnant. Desiring revenge, Alex's fiancĂ©e Marcus and her ex-boyfriend Pierre track down Le Tenia in a gay club. When Pierre proceeds beat Tenia's friend's head in with a fire extinguisher instead, the real Le Tenia watches from the distance and grins in triumph, not believing that he got away with his crimes without ever being caught.

Now, Le Tenia is vile, yes, but....let's look at his crimes. He's a pimp who smacks a prostitute around, rapes and beats a woman into catatonia, and laughs when he gets away with it. This...is really not CM levels. At all.

The reason Le Tenia is seen as so horrid and evil is because his rape and assault is onscreen for a full nine minutes. Does this make the guy more hateable and vile, while making the film as a whole darker and more "edgy"? Absolutely. But....does it actually affect heinousness? I don't think so.

Think of it this way. If guy who did the exact same thing as Le Tenia, but the crime was only seen in infinitely more tasteful flashes that last maybe ten seconds in total, would he even be considered heinous enough? Likely not.

Another thing? The "protagonists" end up collapsing the head of an innocent man with a fire extinguisher. Sure, they thought it was Le Tenia, but still, that kinda messes with the heinous standard, yes?

So yeah, overall, the guy is awful and hateable, but the whole Finch debate has brought up an inescapable point. If beating a teenage girl to death for ten minutes, attempting to murder two cops, framing someone for murder, and threatening to get dozens of murderers and rapists back on the streets isn't bad enough? Then one rape and assault, being a violent pimp, and laughing at being a Karma Houdini shouldn't be bad enough either just because the rape is onscreen.

I motion to formally cut Le Tenia for lack of heinousness.
