  • Reasonable Authority Figure: He's competent in doing his job as Channel 3's news editor and genuinely cares for the well-being of April and Danny.
  • Suspiciously Similar Substitute: For Burne Thompson (as April's boss at the news station). He is more pleasant, however, actually being concerned for the safety of his son as well as April.

The son of Charles Pennington. Secretly part of the Foot Clan.


  • Delinquent: His issues with his dad Charles caused him to think his dad didn't love him and he started stealing for the Foot. When confronted by his dad about it he ran off.
    Charles: I make more than enough money to provide for the both of us and you're stealing! Why?
    Danny: I don't know.
    Charles: You don't know?! What the heck were you doing with a car stereo anyway? Or don't you know that either?
    Danny: Sorry!
    Charles: Sorry? Not as sorry as you're gonna be after school.
  • Headphones Equal Isolation: Noticed by his dad, which annoys him.
  • Heel Realization: Starts when he sees Tatsu violently beat other members for failing, but crystalizes when he learns the full details of who Shredder really is.
  • Missing Mom: It's never explained what happened to her.
  • My God, What Have I Done?: His reaction to the Foot burning down April's apartment after he told Shredder he saw one of the Turtles there.
  • Secret-Keeper: For the Turtles.

One of the lead scientists at T.G.R.I., he was the overseer for the mutagen disposal project.


  • Friend to All Living Things: Even knowing what Shredder wanted to do with Tokka and Rahzar, he begged Shredder not to kill the two mutants when they proved "intellectually inferior" and had them demonstrate they had other useful abilities to save them.
  • Gentleman Snarker: He is a very polite man, but he does have his moments of making snarky remarks.
  • The Professor: Not much of a shock here.
  • Secret-Keeper: For the Turtles.
  • Smart People Wear Glasses: He is a very intelligent scientist and is the only main character who wears glasses.

  • Badass Normal: Not as skilled as the turtles in martial arts, but he's able to fight off a couple of thugs robbing a store.

  • Secret-Keeper: For the Turtles.

  • Fainting: The first time he saw Splinter and lampshaded in the third film.
    Don: You do have that affect on people, master.
  • Gone to the Future: Though not by choice and it came at a cost of sending April back into the past.
  • Rebel Prince: Against his father, Lord Norinaga.
  • Star-Crossed Lovers: With Mitsu.

The Chief of the New York City Police Department, he has the misfortune of being the one in charge of putting a stop to the Foot Clan's reign of terror in the city.—-

  • Berserk Button: The mere insinuation that April was bossing him around led him to shout her out of his office.
  • Brooklyn Rage: Has shades of it.
  • Da Chief: Self explanatory.
  • Demoted to Extra: While he had a few scenes in the first film, he only appears in one scene in the sequel which is after Tokka and Rahzar's rampage.
  • Dirty Cop: Debatable, but in the first film, he tells Charles he'll drop charges against his son if he gets April to back off his case. When that didn't work, he likely forced Charles to fire her.
  • Large Ham: Through most of the first movie, calmness clearly doesn't come easy to him.
  • Police Are Useless:
    • April sees Sterns as this because the lack of police involvement in the Foot's activities. For Sterns, he refused to believe in the existence of such organization.
    • Also in the second movie. But they wouldn't be much help against Tokka and Rahzar. Though April is disgusted with Sterns' lack of trying.

Shredder's Dragon and second-in-command of the Foot Clan.


  • Bald of Evil: Not a hair on his head and the second-in-command to the Shredder.
  • Canon Immigrant: Had an appearance as a boss in The Hyperstone Heist and later appears as a major villain in the 2012 cartoon.
  • Combat Pragmatist: Boots one of his Foot ninja in the face when he bows to him after a duel. He frames it as an Evil mentor moment though, telling the kid that he should never lower his eyes to an enemy.
  • The Dragon: To the Shredder, his name means "dragon", so it's a perfect fit.
  • Dragon Ascendant: After the Shredder's supposed death Tatsu tries to lead, but steps down when Shredder returns.
  • The Dreaded: In so far as the young runaways are concerned. When one boy merely bumps into him he looks terrified until Tatsu shoos him away.
  • Flat Character: Outside of his undying loyalty to Shredder, preference to grunt, and grumpy and violent demeanor, he has no real personality of his own. Lampshaded by Raph in the sequel.
    Raph: [restrained by the Foot] Y'know, pal, if I had a face like yours, I'd try to make up for it with some sort of a personality. [sarcastically chuckles]
  • The Quiet One: Mostly grunts. Casey makes fun of him for it.
    Casey: You know, some Primatine might help you clear that out— *PUNCH*
  • The Stoic: Except for one notable instance where he loses his composure.
  • Would Hurt a Child: After failing the Shredder in killing the Turtles, Tatsu mercilessly beats a teenage Foot Soldier within an inch of his life (in the original script, Tatsu kills him).

  • Abusive Parent: Downplayed, as he only expressed his disappointment at his son for disobeying him, though he nearly came down hard on Kenshin just for calling him out on his "unjust war" in front of everyone. But deep down he truly cares for his son, the problem is that he disapproves his son's relationship with Mitsu for some reason. At the end, he was happy to have his son back (and accepted his relationship with Mitsu).
  • Defeat Means Respect: Thoroughly humbled after his sword fight with Leo. It's shown when Norinaga and Mitsu have made peace with each other.
  • Evil Is Petty: The only reason he's at war with Mitsu is because he doesn't approve of her son's relationship with her. Thus he believes she kidnapped Kenshin just to spite him.
  • Face Death with Dignity: When Leo defeated him in a sword duel, he tells him to finish him. Instead, Leo just chopped off Norinaga's topknot.

  • Arbitrary Skepticism: He doesn't believe for a second that April is a witch who "spirited away" his son. But his first encounter with the Ninja Turtles has left him mystified.
  • Arms Dealer: Provides Noringo with his guns and cannons.
  • Disney Villain Death:
    Don: Bungie-jumping without a bungie. That could be dangerous.
  • Pet the Dog: Has a pet bird, which he even brings with him after he tries to ditch the climactic battle.
  • The Starscream: There are moments where he's close to this, especially in the scene where he tries to up the price so he can destroy the supposed demons for Norinaga.
    Walker: We could rewrite history.
    Norinaga: No. (walks off)
    Walker: (crushing some nuts in his hand) I can rewrite you.
  • Would Hit a Girl: He has no problems roughing April up.

  • Politically Incorrect Villain: A minor case, he calls the Honor Guards (Turtles in disguise) "ugly lump of dungs" and the dungeon keeper "fatso-san".
  • Running Gag: Being on the receiving end of the Turtles' wet willies. He gives one to himself before running away.
  • Speech Impediment: Speaks with a lisp.
    Don: (to Niles, after Raph scares him off) Later, Popeye!
  • Terrible Trio: With two other guys.
