    Kurai 
Voiced by: Yuko Miyamura (Japanese), Veronica Taylor (English, credited as "B. Simpson")
14th child of the late King of Anagura. Current Dragonmaster.
  • Affectionate Nickname: Alexiel calls Kurai "little demon."
  • Almost Kiss: Upon returning Setsuna to Assiah, she nearly kisses him, but opts to push him off her dragon at the last second.
  • Attempted Rape: This happens to Kurai twice
    • During the Second Great War, she is saved from a group of angel soldiers by Alexiel.
    • While Astaroth is holding Kurai captive in Sheol, his twin sister Astarte stops him by taking over their shared body.
  • Deal with the Devil: Kurai makes a deal with Belial. In exchange for a potion supposed to revive Setsuna, Kurai agrees to marry Lucifer. Belial, however, omits certain details — the potion would turn Setsuna undead, and marrying Lucifer would require Kurai to sacrifice her life.
  • Disease Bleach: Discussed. Kurai is accused of having stress-bleach when she and Arachne attempt to infiltrate Setsuna's (boys') school, but she argues that her hair was always white.
  • Hellish Pupils: Kurai has blue eyes, with expressive slitted pupils like a cat.
  • Lady Looks Like a Dude: People mistake Kurai for a boy, sometimes. This is intentional on her part. She doesn't insist on male pronouns, but sometimes she wants to be tough, and not appear ladylike.
  • Last of Her Kind: Downplayed — The ritual to save Hell from collapsing on itself moves the spheres of Hell and destroys Anagura (Kurai's country) in the process. Although Belial rescues Kurai and Noise from the void, some time passes before Kurai even mentions looking for survivors, heavily implying that there probably will not be any.
  • Men Are Strong, Women Are Pretty: Discussed. Alexiel tells Kurai that a girl needs to be protected so that she can become beautiful and gentle. Kurai argues that she doesn't want to be like that, and she insists that Alexiel is beautiful; though she has the rough hands of a soldier, her hands are still warm and gentle. This is later echoed by Setsuna, who tells Kurai that women are beautiful so that men will protect them, and that she should stop acting like a guy and find a guy who will protect her.
  • Menstrual Menace: This is why some Evils used to say women are not fit to become Dragon Masters. The arrival of Kurai's first menstruation means, for that time, she is unable to contact the holy dragons, meaning the future-seeing dragon, Jade, is unable to warn her of a coming disaster.
  • Tragic Keepsake: Downplayed — When she decides she is going to leave for Sheol, to marry Lucifer and never return to her kingdom, Kurai takes one of Setsuna's earrings to remember him by.
  • Tomboy and Girly Girl: In her boyish clothes, Kurai is the 'tomboy' to her cousin Arachne's 'girly girl'.
  • Tomboy Princess: Foremost Sword Master and Heir to Gehenna's Throne. Kurai is strong spirited and wears whatever she wants. Whether in cute dresses or casually passing for a boy, she can still kick your ass.

    Arachne 
Voiced by: Mayumi Asano (Japanese), P.M. Lewis (English)
Kurai's cousin.
  • Arachnid Appearance and Attire: Arachne has spider-web earrings, and she wears a slave bracelet with a ring that spins razor-sharp webs as her signature weapon.
  • Becoming the Mask: Arachne turns out to be one of Kurai's siblings, pretending to be her cousin and waiting to betray her as part of a revenge plot. After spending centuries together, and after the truth is revealed, Arachne says she wishes they really had been cousins. Kurai says she wishes that too, and that their relationship will always remain that way, for her.
  • The Mole: Arachne turns out to be one for Sheol, though her heart wasn't really in it.
  • Tomboy and Girly Girl: With her little dresses and feminine allure, Arachne is the 'girly girl' to her cousin Kurai's 'tomboy'.
  • Trans Equals Gay: Perhaps as to be expected from a manga published in The '90s. The inconsistent descriptions of her by the author (and even things she herself says) coupled with misused outdated terminology make it entirely impossible to tell what was intended for her. It's possible to interpret her as a Camp Gay drag queen, a (trans) woman, or as a non-binary combination of the two.

    Noise 
An Evil. Voice's twin sister.
  • Half-Identical Twins: Noise and Voice closely resemble each other, down to the identical marks on their foreheads. They each have one wing (in mirrored positions), and their outfits, while not identical, look very similar. This becomes even more apparent after Voice's death, when Noise cuts her hair and is mistaken for her brother at first.
  • Hellish Pupils: Noise has vertically slitted pupils.
  • Last of Her Kind: Downplayed — the ritual to save Hell from collapsing on itself completely destroys Anagura (Noise's country.) And although Noise is rescued along with Kurai, that only leaves two Evils confirmed alive at the end of the story.
  • Memento MacGuffin: the ring that can reflects moon light that Noise and Voice received from their mother
  • My Sibling Will Live Through Me: Noise cuts her hair and takes up Voice's shoes after his death.

    Voice 
An Evil. Noise's twin brother.
  • Came Back Wrong: Averted — Arachne kills Voice when he discovers that she's a spy for Sheol. His twin sister, Noise, steals the potion meant to revive Setsuna, with the intention of reviving Voice instead. However, Arachne breaks the potion bottle, to avoid being discovered. The potion — a fraud used by Belial to trick Kurai — would have rendered Voice undead.
  • Half-Identical Twins: Noise and Voice closely resemble each other, down to the identical marks on their foreheads. They each have one wing (in mirrored positions), and their outfits, while not identical, look very similar.
  • Hellish Pupils: Voice has vertically slitted pupils.

     Lucifer 
Leader of the fallen angels.
  • Attempted Rape: The context of Alexiel's first meeting with Lucifel. He intended to rape and murder her to get revenge on God, but when he saw that she was suffering by God's hand as well, he had a change of heart.
  • Archangel Lucifer: Not really Archangel of anything or the other, but when he was born with his twin brother Michael, everyone assumed that he would be the child of Light and Michael the child of Darkness, as an Angel of the High Council prophesied. However, after meeting with God and learning that his only purpose was to be evil, he... did just that. He has four black wings, and is the only character in the series with that particular number. Kira is, in fact, his reincarnation. His soul was sealed inside Nanantsusaya, and Rosiel brings him back. He ends up killing Kato, under Rosiel's control. He then helps Setsuna and Adam Kadamon to kill God. After that, he leaves to go do his own thing.
  • Dude, She's Like in a Coma: Alexiel seduces Kira, to distract him from her attempt to kill him before he regains his memories as Lucifer. She fails, and Lucifer continues to kiss her, even after her soul has left her body to return to Setsuna.

    Belial 
Satan of Pride.
  • Ambiguous Gender: Rejecting binary gender is one of Belial's proud rebellious acts against God.
  • Demonic Possession: Belial seals an undead, skeletal beast in a mark on Noise's left hand and a spider-like demon in a mark on Arachne's chest.
  • In-Series Nickname: Mad Hatter.
  • Gratuitous German: "Eins... zwei... drei!" — Hatter counts in German when performing a “magic trick” (terrorizing and killing Evils).
  • Non-Human Non-Binary: The demon Belial is a non-binary trickster and the Satan of Pride.
  • Sad Clown: Belial is in love with Lucifer, an awful man who they know will never love them back. Painting their face like a clown, they embrace knowing that everyone will laugh at them.
  • Sexy Jester: Ever in clown attire, Belial is the self-confessed embodiment of lust and seduction — proud to say so, being the Satan of Pride.

    Barbelo 
Satan of Wrath. Lucifer's first wife.
  • Back from the Dead: After giving her life to save Lucifer, he brings her back from the dead, animating her with demonic powers. Barbelo sets the trend for Lucifer's brides being married to him through sacrifice.
  • Glamour: Barbelo uses a demonic mist that paralyses the memory and creates illusions which reflect the hearts and desires of any living thing. Upon seeing the illusionary vision of the one they desire, out in the mist, many men will run straight to their deaths.
  • Navel-Deep Neckline: Barbelo's dress sports a neckline that dips well below her cleavage.
  • Really Gets Around: Though she is married to Lucifer, Barbelo has many, many children, and rumour has it that they were fathered by any demon but him.

    Asmodeus 
Satan of Lust.

    Astaroth 
Satan of Sloth. Duke of Terror. Astarte's twin brother.
  • Blood Lust: Nothing holds Astaroth's attention like flowing blood. It's one of the few things that will rouse him from his slothful tendencies. It lets him forget everything, his pain and his boredom.
  • Cold-Blooded Torture: His mansion contains a large room kitted out with middle age torture devices; the spider, the rack, pear of anguish, the cutting stool, cat o' ninetails, scold's bridle, an iron maiden and so on.
  • Curse: After the First Great War, after Astaroth became a Fallen Angel, Lucifer grants Astaroth's wish. Dividing a two-headed, hermaphroditic snake, he casts a curse that allows the twins to alternate the use of Astaroth's body. While Astaroth has control, the body is male and Astarte's soul is trapped in the white snake, likewise, when Astarte emerges, the body becomes female and Astaroth's soul is sealed in the black snake. This curse left Astaroth with snake-like pupils, a bifurcated tongue, and a crescent curse mark on his forehead that mirrors his sister's mark.
  • The Dreaded: Astaroth, known as the Duke of Terror, has a reputation throughout all of Hell as the most cold and cruel of the seven Satans.
  • Hair-Trigger Temper: Astaroth is so thin skinned and volatile that it takes next to nothing to set him off, but his sister can be a particularly bad trigger.
  • Half-Identical Twins: Aside from the gender difference and the mirrored curse marks, Astaroth and Astarte look exactly alike. Justified — they alternate use of the exact same body.
  • Hellish Pupils: Astaroth has slitted pupils, like a viper. After Astarte breaks the curse, he loses the snake attributes and his eyes return to normal.
  • Mobile Maze: Astaroth's mansion extends underground into a massive maze of snake burrows. He has kept Astarte in her own room in there for centuries, and she claims that the maze continually expands and changes by Astaroth's will, making it impossible to escape or even create a map.
  • Polar Opposite Twins: He carries his sister when she's in the white snake — Astarte carries the black snake. His clothes are black — Astarte is dressed in white (when they haven't ended up in the other's clothing). He is often angry, apathetic and violent — Astarte is usually calm, hopeful and gentle. He's obsessed with drawing blood (death) — Astarte's obsessed with having a baby (life).
  • Sadist: He likes to watch people getting lost and starving to death in his underground maze. And he enjoys spending evenings in his elaborate torture room, watching his servants creatively exsanguinate any victims who were unfortunate enough to have survived the maze.
  • Scaled Up: Astaroth takes on the form of a giant snake-demon with a man's head while he stalks those lost in his maze.
  • Sharing a Body: It was originally his body. As one of God's experimental attempts to create another holy hermaphrodite, God embedded Astarte's consciousness in Astaroth's body in the hopes that the two would merge. The experiment failed, as the two minds remained separate but struggled to both control a single body, and mental anguish turned Astaroth from a good hearted kid to a sadist whose only comfort is the sight of blood. Lucifer's curse leaves them able to share by taking turns.
  • Slut-Shaming: He repeatedly calls Astarte a whore for being pregnant. Inverted — she's not actually pregnant, and he has her so well locked up that nobody could have touched her.
  • Tears of Blood: He cries blood in spite of himself, even after claiming he doesn't care about his sister's death.
  • Used to Be a Sweet Kid: Astarte claims Astaroth used to be a wonderful child, back before God put her consciousness into his body with him, driving him mad.
  • Would Hurt a Child: He hunts Kurai when she falls into his maze (even when he can't see her, he knows that she is a child just from the smell of her). He tries to kill her and when his first attempt fails, he cuffs her on the bed and talks about raping and dismembering her, and he would have if Astarte hadn't intervened. He also crushes Astarte's baby.

    Astarte 
Duchess Astarte. Astaroth's twin sister.
  • Alice Allusion: Kurai fails to introduce herself, so Astarte calls her Miss Alice. She also seems surprised that Kurai is looking for a Mad Hatter (Belial) rather than a white rabbit.
  • Curse: After the First Great War, after Astaroth became a Fallen Angel, Lucifer grants Astaroth's wish. Using a two-headed, hermaphroditic snake, he casts a curse that allows the twins to alternate control of Astaroth's body. While Astaroth has control, the body is male and Astarte's soul is trapped in the white snake, likewise, when Astarte emerges, the body becomes female and Astaroth's soul is sealed in the black snake. This curse left Astarte with snake-like pupils and a crescent curse mark on her forehead that mirrors her brother's mark.
  • Go Mad from the Isolation: Astaroth can't stand anyone going near Astarte, or even looking at her. He keeps her trapped in his underground maze, away from everyone. Before the curse, both twins inhabiting Astaroth's body at the same time meant that she was with her brother constantly. After the curse she either is a snake or has a snake for company. She misses talking to her brother. She longs for a baby of her own but she is unable to bear them. In her desperation, she befriends any children who get lost in Astaroth's maze, and, in giant snake form, she very carefully swallows them alive. Then, she believes herself to be pregnant with them, and happily awaits the birth.
  • Half-Identical Twins: Aside from the gender difference and the mirrored curse marks, Astarte and Astaroth look exactly alike. Justified — they alternate use of the exact same body.
  • Hellish Pupils: Astarte has slitted pupils, like a viper.
  • Locked in the Dungeon: Astaroth rants of how Astarte is such an embarrassment that he must keep her locked in his dungeon for eternity. However, he keeps her in absolute luxury, even if her room technically is situated in his dungeon.
-* Lonely Doll Girl: Downplayed — Astarte has a baby doll, which she wraps in a blanket and cradles in her arms for a short time, while talking to Kurai.
  • Obvious Pregnancy: When Kurai first meets her, Astarte is looking very pregnant, with a loving oestrogen glow and a very large belly. She even makes Kurai feel the baby kick. Subverted — it turns out that this "baby" is another lost child, who Astarte has managed to swallow alive.
  • Polar Opposite Twins: She carries her brother in the black snake — Astaroth carries the white snake. She is dressed in white — Astaroth dresses in black (when they haven't ended up in the other's clothes). She is usually calm, hopeful and gentle — Astaroth is usually angry, apathetic and violent. She is obsessed with having her own baby (life) — Astaroth is obsessed with drawing blood (death.)
  • Scaled Up: She transforms into a giant snake demon with a woman's head while trying to get Kurai into her belly.
  • Sharing a Body: They were born as twin angels, with Astarte being the less powerful of the two. As one of God's experimental attempts to create another holy hermaphrodite, He embedded Astarte's consciousness in Astaroth's body with hopes that the two would merge. The experiment failed, as the two minds remained separate but struggled to both control a single body. Lucifer's curse leaves them able to share by taking turns.
  • Tragic Dream: Astarte longs to be a mother. But when Astaroth takes over their body, she returns to the white snake and her female parts become his male parts, rendering it impossible for her to have babies. In more sane moments, she would be happy just to be able to go outside or to have visitors (neither of which her brother will allow), or for her brother to keep her company (in non-snake form). More than anything she needs someone to love unconditionally, and a baby would fill that need perfectly... if only it were possible.
