The Ghost Lord & His Minions

    The Ghost Lord 

The Demon Generals

The Ghost Lord's most powerful minions, a group of Pokémon transformed by the Demon Mutagen, who served as the main adversaries of Ammy's group during the Conquest arc.


    In General 

    The Spider Queen 

A giant mutated Ariados, and the first member of the Demon Generals faced by the group inside the Tsuta Ruins.


    Crimson Helm 

A giant mutant Tauros with arms and samurai armor fought by Ammy's group inside the Gale Shrine.


    Orochi 

Orochi, or Vulziistrunmahnote  in Draconic, was an eight-headed Hydreigon fought by Ammy's group in the Moon Cave both 600 and 700 years ago. Fond of drink, he and Yami were the first mons to be mutated by the Demon Mutagen.


  • Affably Evil: After initially considering eating her he got on well with Duolis.
  • The Alcoholic: Is so much of a drunk that the Ghost Lord decides that he'd be better off finding a Hydreigon without that weakness once he dies.
  • Attack Its Weak Point: Has a bell-shaped scar on his back.
  • Barrier Warrior: Has a barrier around him to deflect any attacks. Tagg identifies it as an Obscuric barrier with elements of Heal Bell and Safeguard in particular.
  • Butt-Monkey: The Thunder Head is often the butt of jokes, just like in Okami.
  • Disc-One Final Boss: The final boss for the first portion of Ammy's group's adventures.
  • The Dreaded: Among the most feared of the Demon Generals.
  • Elemental Powers: Each head has its own abilities:
  • Greater-Scope Villain: Shares this role with Yami as they invaded the Celestial Plain and slaughtered the Celestials 2,000 years before the Conquest arc, sending the Ark of Yamato to Earth, and introduced the Demon Mutagen to the Ghost Lord.
  • The Heavy: The Ghost Lord might be the ultimate villain, and Yami the penultimate final boss, but Orochi is the driver of the first portion of the plot.
  • Multiple Head Case: Unlike other Hydreigon, he has eight heads, four main heads with four pairs of head-hands each.
  • Mystical 108: According to legend his bell-scar actually rings 108 times for each desire of its sacrifice.
  • Orcus on His Throne: Orochi tends to like sitting around, getting drunk, and eating maidens once every 100 years.
  • Screw This, I'm Outta Here: Unlike his game counterpart, only his power was sealed 100 years ago, Nagi merely managed to seriously injure him and the Hydreigon retreated.
  • Signature Headgear: Each head has its own helmet displaying the kanji for its element.
  • Super Mode: In his true form, complete with golden armor.
  • Time Abyss: Orochi is at least around Yami's ballpark, and Yami is at least more than 5,600 years old.
  • Weaksauce Weakness: Orochi's main weakness is drinking, and the group got him drunk to defeat him.
  • Worf Had the Flu: The first fight against him takes place with Orochi being much weaker than he was 100 years ago thanks to Nagi's injury.

    Blight 

A mutated Ghastly possessing a sword who was making the Emperor and a good portion of Sei-An City sick fought by Ammy's group.


  • Evil Weapon: Goldnail, his sword, is possessed by him. Upon breaking he dies with it.
  • Lightning Bruiser: Is so fast that Tagg is forced to break out the Adamant Orb to slow down his strikes.
  • Poisonous Person: Besides his typing, he created a miasma around the city.
  • Soul Power: A Ghost type.

    Ninetails 

A giant mutated Ninetales that styles herself as Lord of Ryoshima Coast and disguised herself as the priestess Rao, who she killed, and the mother of Rosa.


  • Abusive Parents: Her and her Smeargle mate did not treat their daughter Rosa well at all.
  • Action Mom: Is Rosa's mother, and a skilled fighter.
  • Asian Fox Spirit: Gives off this vibe even more so than regular Ninetales due to her transformation abilities.
  • BFS: Wields a massive glaive.
  • Cruel and Unusual Death: Ammy's group slices all her tails off during their battle, and Tagg finishes her off with a disembowelment after thinking she managed to kill Lucius. Well deserved, but not a pleasant way to go at all.
  • Cunning Like a Fox: Disguised herself as a priestess and manages to fool the whole group, using them to get the Fox Rods needed to restore her to full power.
  • Fisher King: Upon her death, Oni Island crumbles.
  • Foul Fox: She's an evil Ninetales.
  • Glass Eye: Has one that gets knocked out during her final battle.
  • God Guise: Pretends to be a god.
  • Gutted Like a Fish: Tagg kills her by disembowelment after he thinks she's killed Lucius with her flames.
  • Handicapped Badass: Is missing an eye, but it doesn't slow her down at all.
  • Knight of Cerebus: Her presence makes the arc a whole lot darker after she murders Queen Himiko.
  • Lightning Bruiser: She's big, but fast, strong, and durable.
  • Mirror Boss: Uses her Smeargle mate from the Family of Blood to mimic Ammy's brush techniques.
  • Noblewoman's Laugh: "Ho ho ho ho!"
  • Playing with Fire: Fire types.
  • She Is the King: Refers to herself as "Lord" instead of "Lady".
  • Undying Loyalty: To the Ghost Lord, as even in death she tells them that Yami is her master to throw them off his trail.
  • Unholy Matrimony: Her mate is a Smeargle from the Family of Blood.
  • Villainous Valor: Even after it's obvious to all that she's lost, she continues fighting, and in her death throes takes pride in the fact that she never told Ammy and company who her real master was.

    Lechku and Nechku 

A duo of mutated Rotom possessing Noctowl robots who terrorized the people of Kamui.


  • Dual Boss: They normally fight together, as it allows them to use their time powers.
  • Hero Killer: Manage to mortally injure Shiranui upon her taking an attack meant for Oki.
  • High-Class Glass: Both wear monocles, plus fancy top hats.
  • Ominous Owls: Their mechanical Noctowl give off this vibe.
  • Time Master: Through unknown methods, they can freeze and slow down time. Word of God reveals that at some point they'd managed to acquire the Emerald Star that later appears in the TYD miniarc, though this hasn't been learned yet in-universe.
  • The Voiceless: Neither speaks, instead communicating using clicks.

    Yami 

Tokoyami no Sumeragi aka Yami

A mutant Seel inhabiting a metal sphere fought inside the Ark of Yamato.


  • Arch-Enemy: To Ho-Oh.
  • Climax Boss: He is the penultimate opponent for Ammy's group during the Conquest arc.
  • Combat Pragmatist: First he immediately steals all of Ammy's powers during the first round, and does the same thing again at the end after attacking her while she's in the middle of a victory howl.
  • Dark Is Evil: Has powers over darkness and is of course a villain.
  • Energy Weapon: Can spam Hyper Beams without a recharge.
  • Evil Overlord: They don't call him "Lord of Darkness" for nothing.
  • Greater-Scope Villain: Shares this role with Orochi as they invaded the Celestial Plain and slaughtered the Celestials 2,000 years before the Conquest arc, sending the Ark of Yamato to Earth, and introducing the Demon Mutagen to the Ghost Lord.
  • Humongous Mecha: Fights in a spherical one.
  • Lightning Bruiser: It might be stuck in a ball, but it's not slow at all.
  • Omnicidal Maniac: Desires to destroy everything.
  • One-Winged Angel: For its final form, it became a giant hand attached to a sphere.
  • Sequential Boss: Had about five forms.
  • Time Abyss: Is more than 5,000 years old, at least.
  • The Voiceless: Doesn't talk, but can roar in rage.
  • You Cannot Grasp the True Form: Despite in actuality being a Seel, Yami was considered just too plain wrong to be represented by either humans or Pokémon.

Cipher

    General Tropes 

  • Arch-Enemy: Cipher in general is this to Tagg, and after Orre the entire J-Team.
  • Big Bad: Of the Orre arc, and in some ways the entire RP.
  • Compensating for Something: Tracer accuses them of this due to the large amount of large firearms they carry.
  • Darker and Edgier: Unlike the game version of Cipher whose darkness was mostly hinted at, WAAPT's interpretation of Cipher carries around firearms and murders people onscreen.
  • Greater-Scope Villain: 'M was originally a Cipher experiment.
  • Interservice Rivalry: The various branches of Cipher do not get along, to the point that their effectiveness was hampered though branches letting the J-Team destroy others out of petty grudges and desire for advancement.
  • Just a Kid: Subverted. Probably due to their defeat at the hands of Micheal, Cipher for the most part actually takes the J-Team seriously as a threat.
  • Knight of Cerebus: Every time they show up IRP, bad things follow soon after and the RP takes on a darker tone.
  • The Man Behind the Man: They helped Ghetsis shadow Kyurem, and had remnants of the Pokémon Pinchers, Go-Rock Squad, and Team Dim Sun on their payroll.
  • Mind Rape: What they do to mons to turn them into Shadow Pokémon.
  • Sadist: Being a horrible human being is practically a prerequisite to being hired, and many enjoy the pain of others.
  • The Syndicate: Cipher is a criminal empire with operatives in every region, though they tend to keep a low profile.
  • Villain Team-Up: At least one surviving cell made an alliance with Neo-Flare.
  • Would Hurt a Child: If you're not needed alive and happen to be a threat or liability, Cipher has no problems rubbing you out no matter how young you are.

    Ardos 

Cipher Grandmaster Ardos

Cipher's Grandmaster following the capture of Greevil and Eldes.


  • Bad Boss: Implied, since the Orre Admins did not want him getting directly involved in Orre's events, and in his backstory he was going to blow up Citadark Isle and everyone on it after Greevil lost to Micheal. It's also worth noting that following the fall of the Orre branch most if not all of the Cipher personnel who escaped the J-Team didn't try coming back to him.
  • Dragon Ascendant: Took the job of Cipher Grandmaster after Greevil was jailed.
  • Greater-Scope Villain: Despite being responsible for most of the proto-J-Team's early foes, and the man everyone in Cipher answers to, he has yet to be directly opposed by the J-Team, with only Gamer, Silent, and Ever having met him directly, and only the latter getting a chance to battle him, however briefly.

    Tokarev 

Cipher Admin Tokarev

The head of Cipher's Operations Division, Cipher's footsoldiers, and one of Tagg's most hated enemies.


  • An Arm and a Leg: Tagg cuts off Tokarev's right leg and pistol hand after slashing out his eye.
  • Arch-Enemy: To Tagg in particular for trying to murder him as a child.
  • Badass in a Nice Suit: Wears a black suit when not on duty, and sometimes when he is, doubling with Dressed to Kill.
  • Badass Normal: Is Tagg's superior in a straight fight, managing to beat him into near unconsciousness during their final confrontation, and it's likely that had he not threatened the lives of his loved ones and gloated he would've successfully killed him.
  • Captain Ersatz: Of Vladimir Makarov, according to Word of God.
  • Chekhov's Gunman: Was the unnamed Cipher Peon from Tagg's mindscape memory of the Under during the mindscape miniarc.
  • Combat Pragmatist: Has his men arm themselves with firearms as well as mons, and drops flashbangs on the J-Team rather than face them with a numerical disadvantage.
  • Cyborg: When he returns after two years of staying away from the J-Team, Tokarev reveals that he replaced the body parts Tagg cut off with robotic limbs and a cybernetic eye.
  • Eye Scream: Loses an eye thanks to Tagg's Aura blade in a fit of rage.
  • Feathered Fiend: His Fearow Lev, who is just as villainous as he is and threatens to eat mons after he's killed them.
  • Frontline General: More Admin, but though he tends to hang back for the most part, Tokarev has no issue going on field missions with his men.
  • Hero Killer: He and Verax managed to come closest to killing Tagg out of anyone in the RP up to Orre due to being incredibly skilled physical combatants.
  • Hired Guns: After leaving the military, he spent several years as a mercenary, and after leaving Cipher he goes right back to that.
  • Hoist by His Own Petard: While Tagg had plans on killing him anyway, the Mind Rape mentioned below and threatening his friends and girlfriend led to his defeat.
  • Honor Before Reason: Decides to just leave with the Cipher scientist instead of gunning down the J-Team while they're stunned, though he could've just thought going through with it would be a waste of time.
  • Knight of Cerebus: Things got a lot darker once he shows up to collect the last Cipher scientist in Holon.
  • Made of Iron: Manages to not go into shock after getting a hand, leg, and eye sliced out or off.
  • Mind Rape: Does this to Tagg by having their second meeting after Holon take place in the very same spot where they first met, and having a mind-controlled Ever and Shadowed Crewe try to kill him.
  • Only in It for the Money: He's only loyal to Cipher for as long as he's being paid, and cares little about Shadowing mons.
  • Pistol-Whipping: His favorite method for dealing with defiant individuals is to smack them with the butt of his pistol.
  • Poirot Speak: Is hinted to be from a Russian analogue region in particular due to his language patterns.
  • Pragmatic Villainy: Had Verax take out Leng mainly because he was going around assassinating people Tokarev didn't want dead. Tokarev likes professionals, not psychotics.
  • Professional Killer: Served as an assassin on several occasions before joining Cipher.
  • Smug Snake: He certainly took pleasure in taunting the J-Team when they first met, and Tagg has become his favorite target.
  • Would Hit a Girl: Tokarev pistol whips Shadow!Crewe about twice for insubordination.
  • Would Hurt a Child: Tried to kill Tagg for being a witness to one of his murders when he was 13.

    Alexia 

Alexiel's sister who suddenly appeared at Cipher and started to work for him. She is revealed to be Lyuri after Lucius snags Shadow!Duke.


    Deimos 

Galactic Grunt/Cipher Peon Deimos, aka Richard Lane

A former member of Team Galactic that serves as Titan's second. Killed in Orre during the raid on Titan's Lab after Eskay stabbed him with one of Kaius' swords in a fit of rage.


  • Cluster F-Bomb: Is incredibly foul-mouthed, referring to Sarah as a "bint", and tends to just cuss a lot in general.
  • The Dragon: Titan's second-in-command until his death.
  • Dumb Muscle: Is more or less Titan's personal thug.
  • Even Evil Has Loved Ones: Aelia didn't exactly take his death very well.
  • Evil Cripple: Becomes one after Jacob ruins his legs in a fight, and remains a villain. Thanks to a prosthetic courtesy of Titan, however, he is able to walk again as of the Orre arc.
  • Evil Gloating: Almost constantly.
  • Hidden Weapons: Has a dagger hidden in his boot.
  • Impaled with Extreme Prejudice: How he dies due to Eskay stabbing him with a sword.
  • Karma Houdini: His battles against the J-Team never seem to end well, and yet he always manages to escape with little more than a slap on the wrist. Finally averted come Orre, where he meets his end.
  • Smug Snake: Loves to gloat about his superiority over those he's fighting.
  • Unholy Matrimony: Is in a relationship with Aelia.
  • Would Hurt a Child: Certainly has no issues setting his mons on young teenagers.

    Verax 

Cipher Commander Verax Lakirid

A Cipher Operative who works under Tokarev.


  • The Ace: What he is considered, however due to him being a villain, and his line of work being killing people, it's mostly implied as the heroes prevent any sort of demonstration.
  • Empowered Badass Normal: Near the end of Orre he acquires the YCMA, which gives its wearer the powers of the entire Auric Quartet, but it gets destroyed following his duel with Vierr.
  • Good Scars, Evil Scars: After fighting Tagg and Pi, he gets acid-scarred due to a well aimed Toxic from Habitus.
  • Heel–Face Turn: Has one at the end of the Orre arc due to Tokarev's abuse and Paula getting banished to PMD-A.
  • Mage Killer: Was specifically trained to kill Aurics.
  • The Mole: Becomes one for Tagg in the Illusion Project.
  • Reformed, but Rejected: A lot of the J-Team only tolerates his presence at best due to him nearly killing several of them. Lucius for instance absolutely despises him and beat him down unprovoked, and his own purified Shadows stick with him mainly due to the Vow rather than any true love for him. Tagg is surprisingly one of the only J-Team members who doesn't despise him despite having tried to kill him in their last fight, though he doesn't trust him fully until sometime after the Ranger-2 Arc.
  • Sadist: Though he doesn't actually like it, he's just mostly incapable of feeling joy unless it's through others suffering. After his Heel–Face Turn it stops.
  • Separated at Birth: Turns out to be Jacob's twin.
  • Signature Move: Balthazar, his Shadow Hydreigon, who remains his signature mon even after being purified.

    Paula 

Cipher Commandernote  Paula Jaide

A Cipher operative that was originally a regular trainer with an affinity for finding things underground, until she met Diane and Skye after "catching" the former by finding her buried ball. After Skye defeated her and won back Diane, she decided to join Cipher originally for revenge, rising to the rank of Commander, before later becoming an Admin of Special Acquisitions following her Snagging of Mt. Battle's Heatran. She gets trapped in PMD-A thanks to Grace, returns to the OU thanks to an Unown swarm, but after failing her task has her memories stripped from her, which form into an aspect that is sealed at Dashedreams City. After managing to escape due to Glitch activity, she becomes the leader of Team Skull remnants in Po Town.

  • Arch-Enemy: To Skye and Diane. Kyrie sees Paula as this, but Paula doesn't reciprocate. At first anyway.
  • All of the Other Reindeer: Is treated like a monster by the mons in Treasure Town due to being seen as a feral. (Being a Crawdaunt doesn't help matters either.)
  • Cool Shades:
    • Gets a star shaped visor in the make of Simon after catching and Shadowing the Heatran of Mt. Battle and becoming an Admin as a result. Diane ends up breaking them with a punch to the face. She somehow gets the visor back after making a deal with the Unown to return to the AU.
    • After being spun off from Rose, she wears shades to hide her Glitch eyes.
  • Dark and Troubled Past: It's implied her instability has something to do with her family situation, and it's later revealed that her parents were abusive, causing her to run away from home, and undergo voice lessons to completely excise her original Kalosian accent.
  • Determinator: Never gives up on her goals, no matter how reprehensible, showing the dark side of this trope.
  • Forced Transformation: Gets teleported to a desert area of PMD-A by Grace after a failed attempt to have her Claydol Mind Rape Ryklys, where she becomes a Corphish.
  • French Jerk: Technically, since she's Kalosian, though her jerkishness is more of the trollish kind than the snobby kind, though prior to Orre she was very entitled.
  • From Nobody to Nightmare: When first introduced she's just a pushy treasure hunter obsessed with Diane, but shortly before to during Orre she manages to join Cipher and snag not only Diane, but Mt. Battle's Heatran.
  • Heel Realization: Appears to have had one as a result of her exile, and the Paula that Rose meets in Po Town is far less evil than she used to be, though still not the nicest person.
  • Humiliation Conga: When the J-Team raids the Special Acquisitions base, Dune and Umbra snag her Heatran and Prism the Togekiss respectively, Diane punches her in the face, and finally Grace takes her to PMD-A to live the rest of her life as a Pokémon in an environment ill suited for her species.
  • Kicked Upstairs: Paula comes to the conclusion that she became Admin of Special Acquisitions back when she was part of Cipher just so she'd have something to keep her happy and out of the way once she Snagged Mt. Battle's Heatran.
  • Mook Promotion: Ends up becoming becoming an Admin of Special Acquisitions following her Snagging of Mt. Battle's Heatran.
  • Sadist: Loves inflicting emotional pain on others.
  • Pet the Dog: Cares about the Skull Grunts enough that she doesn't want them getting thrashed in a direct confrontation with the J-Team, which is why she keeps a low profile.
  • Reformed, but Not Tamed: While Paula's not quite a villain anymore, readily admitting that what she did during Orre was wrong (If not in the most tactful fashion), she still has her rough edges and a trollish streak, particularly towards Rose.
  • Sanity Slippage: Suffers this following multiple defeats by the J-Team.
  • Teens Are Monsters: 18 years old and an unrepentant Cipher member during the Orre arc.
  • These Are Things Man Was Not Meant to Know: Reveals to Verax during the Entralink Arc that she's gained meta powers thanks to the very Glitch that gave her freedom, which actually hurt her to use and creep her out on some level.
  • Thou Shalt Not Kill: While she has no issue with emotional pain, Paula doesn't believe in murder. This starts to change after she suffers numerous failures at the hands of the J-Team, and during the last fight she does indeed fight to kill.
  • Took a Level in Jerkass: Goes from being merely incredibly pushy and entitled to a Cipher member hellbent on revenge on Skye and Diane, and willing to use Shadowfication to do so.
  • Took a Level in Kindness: By Alola she's calmed down to being an edgy somewhat-Jerk with a Heart of Gold who acts as an older sister figure to the former Skull Grunts that haven't left Po Town.
  • Trapped in Another World: Gets stuck in PMD-A, before making a deal with an Unown swarm to return to the OU.
  • Troll: She takes pleasure in trolling Rose.
  • Tunnel King: Was a Tunnel Queen before becoming a Cipher member.

    Siren 

Cipher Admin Siren

The head of Cipher's Snagging department. Later murdered by Jet.


    Iulianus 

Cipher Commander Iulianus/Leander Kraus

A commander in Cipher's R&D department. He could care less about Cipher's goals and is ultimately trying to find a way to stop uncontrollable, rampaging wild Pokémon, after an incident in his past that cost him his right eye. He forms a group of eight scientists to help him reach that goal.

He is later revealed to be Leander Kraus, the son of a childhood friend of Zeal's mother and uncle. He is ultimately killed by Zeal's red-eyed aspect at the end of the Orre arc.


  • Affably Evil: Tends to come off as polite, if somewhat distant, in casual conversation.
  • Eye Scream: Lost his right eye to a rampaging wild Pokémon. It is later revealed that this was a Sneasel.
  • Kick the Dog: He wholeheartedly supports Wound's powered armor's use of mons' life energy as a backup power source.
  • Mad Scientist: To some extent.
  • Non-Action Guy: Due to his fear of Pokémon.
  • Verbal Tic: "See?"
  • Well-Intentioned Extremist: He merely wants to find a way to stop wild Pokémon from rampaging.
  • Why Did It Have to Be Snakes?: Ever since he was attacked by a wild Pokémon on a rampage, he has been terrified by Pokémon in general. He's scared of Sneasel in particular.

Iulianus' Octet

A group of eight scientists within Cipher formed to pursue Iulianus' goals. Midway through the Orre arc, one of the members of the group starts trying to kill the others off, one-by-one.


    In General 

    Reaver 

Reaver (Matthias Rowe)

A member of the Octet. An energetic water monotyper, and a close friend of Iulianus'.

    Choice 

Choice (real name unknown)

A member of the Octet who rarely speaks. He is one of the traitors.

    Wound 

Wound (Victor Shane)

A member of the Octet and childhood friend of Iulianus'. He's a scientist who prides himself on his speed. He ends up making powered armor for some of Cipher's mons, and is killed as a result.

    Effigy 

Effigy (real name unknown)

A generally incompetent member of the Octet. This is an act. She's the mastermind behind the murders of the other Octet members.

    Traitor 

Traitor (Xylia Salvai)

One of the closest members of the Octet to Iulianus, and a master Ditto user.

    Boatman 

Boatman (Jonathan Byrne)

A member of the Octet who is often forgotten.

Thief (real name unknown)

A member of the Octet, and generally a jerk. spoiler:She's one of the traitors, and the one who carried out the murders of Reaver and Wound.

    Prisoner 

Prisoner (Rikke Res)

An explosion-obsessed member of the Octet. She also loves to draw, and carries a sketchbook with her at all times. She is killed by RedEyes!Zeal.

The Illusion Project

    In General 

  • Assimilation Plot: Their ultimate goal is to find a Mew and use it to turn all humans and Pokémon into a mixed species, which is referred to as the Mew Tang Plan.
  • Evil Versus Evil: Are rivals with Team Neo-Galactic.
  • Shadow Archetype: To the J-Team, both groups being made up of misfits and seeking to create a better world, though the Illusion Project is far more organized as a group compared to the J-Team's Ragtag Bunch of Misfits who are held together loosely by shared experiences.
  • Sharp-Dressed Man: Illusion Project members wear silver suits, though their officers can break from the uniform.
  • Well-Intentioned Extremist: Echo herself is, though her underlings range from this to mere sadists.

    Shard 

Illusion Admin Shard

One of Illusion's more mysterious Admins, and one of the few who appears to be wholeheartedly loyal to the Project, Shard is an Ice monotyper and a Dark Obscuric of impressive skill.


  • An Ice Person: Is an Ice monotyper.
  • Casting a Shadow: As a Dark Obscuric, it comes with the territory.
  • Dark Is Not Evil: Despite her intimidating appearance and weird mannerisms, she's probably the most approachable and least psychotic of the Illusion Admins.
  • Malevolent Masked Man: Well, woman, but she wears a face-concealing gas mask, though whether or not she counts as "malevolent" depends on who you're talking to.
  • Sanity Slippage: Following three years of imprisonment, her mind has shattered into a "Shard" portion and a "Lucille" portion that don't remember what the other does.
  • Strange-Syntax Speaker: Never uses first-person pronouns, except when she loses her temper.

    Kyrie 

Cipher Commander Kyrie (Full name: Valkyrie Elaine Jacobs)

Formerly a Peon working under Verax, Kyrie was recently promoted to Commander.

  • Arch-Enemy: To Pi/Munn and Joseph.
  • The Atoner: Not Kyrie by any stretch, but her Lilligant is a shell of her former self due to remorse for her past deeds.
  • Axe-Crazy: She's mentally unwell, and very dangerous.
  • Badass Normal: Is capable of fighting Pi while he's in Powered Armor despite her lack of either that or powers by virtue of being just that Axe-Crazy.
  • Batter Up!: Her weapon is a baseball bat.
  • Because I'm Good At It: Her reasoning for not leaving Cipher or her life of crime basically breaks down to it being the only thing she's good at apart from music.
  • Berserk Button: Harming her violin, which she will attempt to violently murder an offender for.
  • Beware the Silly Ones: No matter her Cloudcuckoolander tendencies, the woman can get violent.
  • Broken Bird: Her Lilligant, Ophelia.
  • Captain Ersatz: Essentially, what would happen if Bad Girl was portrayed by Emilie Autumn.
  • Cloudcuckoolander: Illustrated nicely when she tried to jump up and down to defy gravity.
  • Cute and Psycho: She is quite attractive, and has a certain girlish quality about her. Yet it bears repeating that she is not sane and extremely dangerous.
  • Dating Catwoman: Is in a relationship with Sparkers.
  • Disproportionate Retribution: Tries to murder Joeseph for breaking her violin. This ends up costing her an eye.
  • Elegant Classical Musician: Subverted, Kyrie is anything but elegant.
  • Eyepatch of Power: Following the incident that costs her eye.
  • Eye Scream: Loses an eye after Wolvie slashes it following her attempt to murder Joseph for breaking her violin.
  • Green-Eyed Monster: Towards Paula for managing to catch and Shadow Mt. Battle's Heatran. Not to mention that Kyrie perceives Paula as taking Verax's attention away from his star Peon.
  • Hero Killer: Kills Pi, triggering the Reboot.
  • Hidden Depths: Unhinged criminal and murderer...incredible violinist. Her conversation with Sparkers indicates that she's also a bit more perceptive than you'd think at first glance.

  • Musical Assassin: Excellent musician, and a crazed killer.
  • Norse by Norsewest: Her maternal grandmother was from the Pokeworld equivalent of Norway.
  • Odd Friendship: Between her and Sparkers. One is an unrepentant criminal and murderer. The other is a proponent of justice (never mind the fact that he's an Arcanine). Despite this, they have a genuine friendship.
  • Perky Female Minion: Is very energetic.
  • Pint-Sized Powerhouse: Is only 5'4", but deadly enough with a bat that she can fight cyborgs.
  • Politically Incorrect Villain: Calls Joseph a "faggot" on two different occasions, though she might just be saying it to get a rise out of Pi/Munn.
  • Psychopathic Manchild: Well, womanchild, and it's zig-zagged somewhat. Kyrie can switch from childlike insults to a Cluster F-Bomb at the drop of a hat.
  • Sadist: Somewhat different from other Cipher members such as Paula, however: while Paula is terribly fond of emotional suffering, Kyrie would much rather bash people's heads in.
  • Softspoken Sadist: Her Froslass, Bathory.
  • Shout-Out: All of her mons are named after things.. We have Emilie the Kricketune, Jimi the Bouffalant, and Ophelia the Lilligant. Her Froslass, Bathory, is named after a famous murderess, Elizabeth Bathory. And more recently, we have Clara the Zangoose (Clara Schumann) Camille the Mismagius (Camille Saint-Saens) and Joanna the Flygon (Joanna Newsom).
  • The Stoic: Emilie, her Kricketune, remains calm in almost every situation.

    Titan 

Galactic Commander/Cipher Commander/Neo-Galactic Leader Titan, aka Lawrence Cain

A Galactic Commander who decided to try continuing Cyrus' plans, and Lucius's father.


  • Archnemesis Dad: To Lucius, being his father and a villain.
  • Cain and Abel: Killed his own abusive brother who later became a Pokémon smuggler, prying Sidious' ball from his corpse.
  • Cold Ham: Despite his stoicism he has a flair for the dramatic, especially while battling.
  • Cynicism Catalyst: Used to be part of a J-Team-esque group of trainers called the Wanderers before they dissolved after defeating an unknown foe who managed to break their bonds, leading him on the path to become the man he is in the present.
  • Disappeared Dad: Left Lucius to pursue his ill-advised goals.
  • Dual Wielding: Dual wields Auric kali sticks.
  • The Empath: Is Aura-sensitive, which is ironic considering his desire of a world free of emotion.
  • Evil Uncle: To Psyche, Trip, and Trish. Especially in Psyche's case since he didn't bother taking her in once she got abandoned.
  • Fallen Hero: Was once part of a group called the Wanderers as a teenager before it broke apart and he became a villain.
  • Heel Realization: Has one after Lucius and Psyche work together in order to have the former give him a "Reason You Suck" Speech, though it's not quite enough to fully make him stop his plans right until the Ranger-2 arc.
  • Kick the Dog: Despite not being completely evil, Titan has shown himself to be capable of doing some really dickish acts such as:
  • Manipulative Bastard: Hardly a master at his game, but still has enough skill at manipulating emotions to keep Shadow Crewe under his thumb during the Orre arc.
  • Morality Pet: Shadow Crewe, of all people, starts to become one to him during the Orre arc, and he has shown that he still cares about his son.
  • Noble Bigot: Titan proves to have his good qualities, but even after his Heel–Face Turn still hasn't completely excised his views on Pokémon being generally inferior to humans.
  • Noble Demon: Titan generally doesn't go out of his way to be evil for the sake of being evil.
  • Papa Wolf: Never try to hurt Lucius in front of him.
  • Parental Substitute: Becomes the closest thing Crewe has to a father as they bond over time.
  • Speaks Fluent Animal: Can understand Monese, but views the vast majority of mons as little more than animals and tools, the former view he ended up passing on to Lucius.
  • The Stoic: He tries to follow Cyrus' example in this regard, though he has shown himself to be Not So Stoic on occasion, including when Omega gets crippled.
  • The Unfettered: Attempts to maintain an image of being completely unbothered with anything but his goals, with varying degrees of success.
  • Well-Intentioned Extremist: Much like Cyrus he seeks to create a better world.
  • Wicked Cultured: He's very well-spoken, his Pokemon are named after the letters of the Greek alphabet, and he often quotes Shakespeare in conversation. However, he is incapable of speaking the Pokéverse equivalent of Latin.
  • You Are a Credit to Your Race: Tells Crow that he did well "for a Murkrow" after a successful mission in the Haruba Desert, and thinks of Omega as different from other mons.
  • Your Days Are Numbered: During the Re: Glitch Arc it's revealed that overuse of his powers over the years have given him only around a year to live, and he eventually dies towards the end of the Alola Arc.

  • I Fight for the Strongest Side!: Went with Titan because he killed his own brother, and eventually betrays him and strikes out on his own because he finds him too weak and soft.

  • Offing the Offspring: Possesses a desire to murder his own progeny Maul, and berates Titan for not being willing to do the same to his own son.
  • Psychic Powers: As a Psychic type.
  • The Starscream: Betrays Titan and cripples Omega due to finding the former too weak for him anymore.
  • The Sociopath: Has many signs of being one, such as his utter Lack of Empathy, desire to murder his own child, and lack of remorse for any of the things he's done.

    Aelia 

Cipher Peon Aelia Morgan / Neo-Galactic Commander Io

A Peon working under Titan, as well as one of Cipher's scientists. She is also a descendant of Fukurou.


  • Arch-Enemy:
    • To Crewe. Or at least, she regards Crewe as one - Crewe doesn't seem to view her as anything more than an annoyance.
    • She is however a closer one to Maggie since they're both cousins and she snagged Tide from her.
  • Ascended Extra: Started off as a nameless Shady Scientist in Holon before becoming a major antagonist in Orre.
  • For the Evulz: Her having Shadow Crewe attack Straw on his birthday basically breaks down to making the latter suffer for sadism's sake.
  • Good Scars, Evil Scars: Has a set of disfiguring scars running across her face, courtesy of Crewe.
  • Kick the Dog:
    • The aforementioned having Shadow Crewe attack Straw on his birthday solely to make him suffer.
    • When Maggie and Tide confront her on Shadowing the latter, especially given the fact that Tide was her original starter, she replies that Tide is "far more useful when she can actually work up the guts to hurt something instead of cowering in the corner."
  • Lack of Empathy: Cares little for most other people.
  • Moral Myopia: Is pissed that Deimos got killed fighting the J-Team and wants revenge, despite having taken pleasure in breaking the relationships of others long beforehand.
  • Sadist: Aelia loves reveling in the pain of others.
  • Only Sane Woman: Is one of the few Cipher members to realize that purposely antagonizing the J-Team is not a good idea.
  • The Starscream: During the Ranger-2 arc she usurps Titan and takes over Team Neo-Galactic for herself and the other Admins, feeling that he's gotten too soft.
  • Playing with Syringes: She was one of the scientists working on Cipher's multityping program, and will work for anyone willing to deal with her lack of ethics.
  • Unholy Matrimony: Was in a relationship with Deimos, until he died.

    Alexiel 

Cipher Admin Alexiel/Allen Avadonia

Head of Cipher's Resources department and also a very capable thief.


  • Arch-Enemy: Lucius's, though the feeling isn't mutual as Alexiel considers him to be be merely an annoyance.
  • Bait-and-Switch Boss: Appears to be ready to face Lucius, Crow, and Tagg alongside Titan during the Orre Arc, but he instead makes an excuse to run away and leave Titan to fight alone.
  • Bunny-Ears Lawyer: Acts extremely silly, but is actually quite competent.
  • Crazy-Prepared: He knew exactly what to do to keep Lyuri under his command and no matter what they tried, Crow, Duke, Lucius and Lyuri could do nothing to stop him from escaping, he successfully knocked out Ghostus to prevent a Mean Look and bluffed about a hostage and once that plan failed against Lucius, who blocked all exits through Gamma, he simply teleported out with a Gallade's help.
  • Double Agent: Serves as one for Titan in the Illusion Project.
  • Faux Affably Evil: He's silly and keeps a very casual attitude, which only makes his sadism even more noticeable.
  • Enigmatic Minion: Nothing is known about him other than his name and even then it's hard to tell if it's his real one or not. As we learn later, it isn't.
  • Everyone Has Standards: Not him, but just about everyone, hero and villain alike, dislikes Alexiel, with Titan only letting him stay around in Neo-Galactic because he's useful and makes it very clear that he'll kill him if he tries to betray him.
  • It Amused Me: Why he does most of what he does.
  • Karma Houdini: Manages to escape the J-Team completely unharmed during the Resources raid. His plans ultimately succeed as he got what he wanted and escaped completely unharmed.
  • Kick the Dog: He absolutely loves doing evil things just to be a prick.
  • Malevolent Masked Man: Wears a smiling opera mask and happens to be a villain.
  • Master of Illusion: His Zoroark makes a lot of use of his Illusion ability.
  • The Mole: Managed to infiltrate the PEFE as Hikari's assistant.
  • Morality Pet: His sister, Alexia, and his Zoroark seem to be the only things he cares about, at least he cares enough about the latter enough to not turn it into a Shadow Pokémon. In Alexia's case, it's subverted when it's revealed that she was Lyuri and that she was blackmailed by him into working for Cipher.
  • Ninja: Part of his motif, he even carries kunais with him.
  • Obfuscating Stupidity: He may act silly, but he's very smart and does his job very well.
  • Offscreen Teleportation: Literally pops up from the ground in front of two random peons when being talked about.
  • Paranoia Fuel: Invoked. Tries to invoke this on Lucius with relative success and is indirectly responsible for Sakura's paranoia. This is also how he managed to get Lyuri completely under his control.
  • Phantom Thief: The other part of his motif.
  • The Reveal: He turns out to be Hikari's assistant, Allen.
  • Rule of Cool: He invokes this, preferring to make things in flashy ways instead of just doing them in a more sensible way.
  • Screw This, I'm Outta Here: Decides to run from the Resources HQ instead of trying to defend it via secret exit.
  • Signature Move: Zoroark is his signature mon.
  • Villainous Breakdown: A mild one after the warehouse incident. It doesn't take too long before he's back to causing trouble.
  • Villains Out Shopping: He's often seen sleeping in his office and playing Mario Kart during a meeting.

    Mammor 

Cipher Commander/Neo-Galactic Commander Brent Mammor

A Cipher operative working under Tokerev. A Commander in Cipher that was passed up for a promotion due to a mistake on the part of a subordinate (though it was blamed on Mammor). Contemptuous and self serving, Mammor only desire is to be promoted to Admin.


  • Arch-Enemy: To Ren for ruining his leg.
  • Ambition Is Evil: Is consumed by his desire to become an Admin.
  • The Cracker: Is a skilled hacker.
  • Crippling Overspecialization: Mammor is next to useless in combat without his whip.
  • Energy Weapon: Mammor has a glowing red energy whip as his personal weapon.
  • Humiliation Conga: Mammor receives one at the end of the Orre Arc. It starts with his bomb being a dud, and then it just gets worse for Mammor from there. With Sam Mean Looking the Shadow Natu; Karliah stealing his whip; Ren snagging four of Mammor's Shadow mons; Lady and Jack wiping the floor with Mammor's mons; Devilotte and her Army of Deltas preventing an Explosion AND preventing a clean escape; Hecate and Pierre evolving and severely burning Mammor's right hand with a combo; Mini!Optimus Prime knocking Mammor down a hole in the floor Mammor created himself; and final had a No Holds Barred Beat Down by Fem!Pent, Jack, and Lady.
  • Just Between You and Me: Mammor does this to Ren regarding how he ruined his leg.
  • Mind Rape: Gets subjected to this by his own fears and is left a shell of a man after making one last attempt on Ren.
  • Nice Job Fixing It, Villain: Mammor would have gotten his promotion is he hadn't started to gloat about how his previous plans with Ren failed but succeeded this time, thus pressing Ren's Berserk Button and sending Ren into a Tranquil Fury state allowing him to escape.
  • Revenge Before Reason: His main flaw, pursuing revenge on those who have wronged or managed to best him somehow no matter what.
  • Somebody Set Up Us the Bomb:
    • Mammor does this with an Electrode to Pent, Sam, and Tesse via Teleport during the Resources raid.
    • Then he pulls it again on the same three during the R+D raid.
    • Attempted twice during the finale. The first time the the bomb turned out to be a dud. The second time Mammor ordered his Shadow Golem to use Explosion, but this was stopped due to the timely arrival of a Delta Psyduck with the Damp ability.

    Anka 

Anka Motyl

A young woman from the Pokeverse analogue of Poland who more or less joined for the paycheck and serves as their medic.


  • Animal Motifs: Hers happen to be butterflies, specifically Vivillon, of which she has every known variety.
  • The Bus Came Back: It's revealed during the Unova Neo-Flare raid that she ended up with them following Neo-Galactic's collapse.
  • Punch-Clock Villain: Is really only with Neo-Galactic, and later Neo-Flare, for the paycheck and isn't personally evil.
  • The Medic: Has some medical training due to her father being a doctor.
  • Shrinking Violet: Is very shy normally.

Zrone and Affiliates

Zrone Dyspav

A paranoid Sinnohan madman bent on creating a new universe where mankind is no longer reliant on Pokémon.


  • Cyborg: Has cybernetics (His skeletal structure, respiratory, and circulatory systems) combined with an exoskeleton, including a powerful laser fired from his cybernetic left eye.
  • Evil Is Petty: Zrone doesn't take losses well, and has Tagg and others on his hit list for their part in disrupting his plans.
  • Gadgeteer Genius: Has built robot guardians, robots with functioning Protean abilities, performed his own cyborg enhancement surgeries, invented an indestructible defense system, a staff that manipulates time-space, and a massive bipedal artillery robot that could sustain attacks from three full teams at once while giving as good as it got. Required, since he knows he's so awful at working with his own Pokémon, he has to make up for it.
  • Half the Man He Used to Be: Gets torn in half during the Boyleland Heatran's rampage, but survives due to being a cyborg and puts himself back together by the time of the Avalon battle, though it still leaves Tagg, Blitz, and Jacob wondering how he managed to survive that.
  • Lack of Empathy: His reaction when Tagg cites his crimes of unethical experimentation, attempted murder, and tendency to backstab as reasons he and the others refuse to form a partnership with him to fight Glitches during Re: Glitch is to simply remark that he sees all lives as expendable, including his own.
  • The Paranoiac: Zrone is an extremely paranoid person who trusts next to no one.
  • Pet the Dog: Despite being a pretty awful person most of the time, he just lets PEFE!Every go when he comes to collect her even though he sees right through Ever's bluff (And considers killing them just to piss Tagg off) and even states he'll just tell Team Iron that she left before he saw them.
  • Pragmatic Villainy: When trying to form an alliance with the J-Team he argues that he'll continue his experiments but leave them alone because fighting them hasn't turned out well for him.
  • Smug Snake: The only thing bigger than Zrone's paranoia is perhaps his sense of arrogance, especially when he thinks he's won.
  • Super Mode: Had several Key Stones for Mega Evolving several mons at once.
  • Visionary Villain: Dreams of an independent humanity without Pokémon.
  • We Will Meet Again: Says this verbatim almost every time he manages to escape.
  • Time Master: When using his special staff, which turns out to be an artificial Arceus egg. During the Boyleland battle he uses it to rewind the damage his mons took, as well as suspend Aya and Gogie in time.
  • Unwilling Roboticization: Has a habit of adding cybernetics to Pokémon against their will, often without anesthesia as he simply can't be bothered to care.

A ruthless Obscuric assassin contracted by Zrone in order to murder Tagg, Jacob, Crow, and Verax for their part in ruining his plans. Also happens to be Echo's older brother.

  • Aristocrats Are Evil: A number of the high ranking officials either come from noble families or have noble heritage themselves.
  • Badass Longcoat: The Admins all wear long black longcoats and are incredibly skilled trainers.
  • Politically Incorrect Villain: Apart from Constantin's own racism, the rank and file Grunts tend to fall in with his fascist ideology, with Brie (Pokéverse Hispanic) and Shun (Pokéverse Black/Japanese) being called racial epithets during the Neo-Flare raid.
  • The Remnant: Is made up of and led by former Team Flare personnel.
  • Stupid Jetpack Hitler: Thanks to Lex, they perfected new forms of technology using Infinity Energy such as an Infinity Ring that creates artificial Aurics, or the Infinity Ball that induces a false Mega state that puts the Pokémon in question in excruciating pain.

    Constantin 

Illusion Member/Neo-Flare Boss Constantin Perilloux

A former member of Team Flare under Mathilde with a crush on Sol and a burning hatred of Tagg. He also happens to be Odin's cousin.


  • Abusive Parents: Mentions that his father treated him badly due to his powers, and his mother was neglectful (implied to be due to forced lobotomy.)
  • All Love Is Unrequited: Zizagged. Has a crush on Sol, but she only sees him as a friend. The "friend" part evaporates once she figures out Constantin's true nature. Though it's revealed later by Lars that she possibly had feelings for him as well caused by nearly a year of separation from Tagg.
  • Arch-Enemy: Due to his sustained antagonism of Tagg and fascist views, there is a great mutual enmity between them.
  • Aristocrats Are Evil: From a formerly aristocratic family, grew up in an aristocratic environment, and nasty as hell.
  • Axe-Crazy: He's murderously insane beneath his mask.
  • Bastard Bastard: Shaka confesses to Tagg that Constantin was the result of an affair his mother had with another man, and he's a massive asshole.
  • Bigot with a Crush: Constantin is racist against Black people, but is sexually attracted to both Tagg and Volpe, the latter being his first love.
  • Bitch in Sheep's Clothing: Can be quite polite and nice-seeming, but if his veneer gets chipped off his true nasty personality comes forth.
  • Blade Below the Shoulder: His preferred constructs consist of these types of weapons or ones with Wolverine Claws, being Bagh Nakhas, Katars and Pata blades in particular.
  • Bloody Murder: Can manipulate his own exposed blood using telekinesis, most often to create a whip.
  • Born Unlucky: Nothing ever goes in his favor, even when it seems to. Maybe being born on January 13th, 1989 has something to do with it.
  • Brains and Brawn: The Brawn to Odin's Brain, being the physical fighter, though Constantin is hardly unintelligent.
  • Chick Magnet: Is actually pretty smooth with the ladies.
  • Chocolate Baby: Romani on his biological father's side, Galarian on his mother's, with the tell being his brown eyes that both his mother and legal father lack, making it a downplayed example.
  • Dance Battler: Constantin's fighting style is based in the gliding, fluid and graceful movements of dance, incorporating the martial arts Capoeira, Silat, and Kalaripayitt. It is indicated by Volpe that this was most likely due to his interest in dance at a young age as he had once aspired to be a professional dancer.
  • Depraved Bisexual: Revealed during the third major fight. Word of God states that part of the reason Constantin hates Tagg so much apart from his obsession with Sol is that he can't process his attraction to him.
  • Desperately Craves Affection: Due to being neglected and abused as a child, he desperately craves the love and affection of others in an incredibly unhealthy manner.
  • Dirty Coward: His antagonism of Tagg doesn't go so well when Umbra and Vierr happen to be around, so he withdraws, though not without warning him that now that he's involved the rest of the J-Team in their fight, he'll come after them as well.
  • Evil Cripple: In the Lillifuture Constantin was so ravaged from the Gates that it shortened his lifespan and left him permanently disabled, but he still went around murdering people every so often.
  • Eye Scream: In his third fight involving Tagg, Sol manages to crush his left eye with one of her Obscura tentacles in a surprise attack.
  • Expy: In line with the rest of the Neo-Flare Admins. While appearance wise he was based on France, personality and motive wise he's based heavily on a combination of Dio Brando, Diavolo and Funny Valentine.
  • French Jerk: Kalosian and a real asshole.
  • Friend to All Children: Oddly enough, he is very kind to children, and hates it when they witness violence or other such nastiness in his presence.
  • From Nobody to Nightmare: Were it not for Constantin joining the Illusion Project to antagonize Tagg and gaining an easy way to attract followers, while still dangerous due to his Flare ties and psychic powers, Constantin would've just been a random racist asshole living in Shalour. But since that did happen, Constantin got the resources he needed to create his new villain group once Illusion disbanded.
  • Good Hair, Evil Hair: Many passing comments have been made about his Evil Twin esque Van Dyke styled facial hair.
  • Good Smoking, Evil Smoking: Definitely on the evil side, he loves his cigarettes.
  • Green-Eyed Monster: His envy and jealousy of Tagg for being Sol's boyfriend is the main reason for his seething hatred. Especially when coupled with his racism.
  • Hero Killer: Managed to kill both Tagg and Sol in Salvador's native timeline.
  • Impoverished Patrician: Was rich until his parents squandered the family fortune, and he spent the rest on Team Flare membership.
  • In Love with the Mark: Was originally Sol's guide in Kalos because Team Flare wanted info on the J-Team in case they came to blows, but ended up falling in love with her.
  • Internalized Categorism: Despite the fact that he is quite racist, he himself is half Romani from his father's side. He's aware of this and hates himself for it, but feels that it traps him to be nothing more than a thief.
  • Karma Houdini: In the Lillifuture he basically gets away with murdering Sol and Tagg, raping Lucille, makes a family, and lives comfortably up until he finally dies of his Gates-induced injuries decades later.
  • Lean and Mean: Is about 6'3", thin, and very mean.
  • Love Hungry: Before it was revealed how much of an ass he was, he attempted to deceive and manipulate Solana into loving him over Tagg. Even going as far as attempted sabotage of their relationship and outright attempted murder.
  • Mama's Baby, Papa's Maybe:
    • Both Snowman and Remy's grandmother infer that Constantin could possibly be the result of an affair his mother had with another man since the Perilloux's disliked Aurics.
    • Confirmed to be the case during a conversation with Shaka. As his "father" was sterile.
  • Man of Wealth and Taste: Dresses in a sophisticated manner, but it only seems to highlight his slimy nature. Though it seems like sometimes it looks like he just came out of the Kalosian Enlightenment Age with that justaucorps he always wears. This, however, was merely just an act to make himself look foolish and thus, not to be concerned with. Once he starts Neo-Flare he ditches it for a more modern red longcoat and black pants combo.
  • Manipulative Bastard: Is quite skilled at playing people's emotions against them and twisting words to suit his ends.
  • Meaningful Appearance: One of his more notable features is a pair of coffee-brown eyes. It's a clue to his true heritage.
  • Mind Rape: Manages to do this to Tagg, though he manages to recover the day after thanks to the help of Ever and PEFE!Every.
  • Morality Pet:
    • Despite mostly being a horrible person, he does truly care about Sol, who he refers to as mon piaf.
    • This gets thrown out of the window come the first Neo-Flare base raid. Now he wants her head too, literally.
  • My Master, Right or Wrong: His mons are mostly aware that he's not right in the head, but the Vow keeps them by his side.
  • Mythical Motifs: Constantin's habits in combat are based on that of the Hindu goddess Kali, though he is not even close to a good force like she is.
  • Noble Male, Roguish Male: Appears to be the Noble to Tagg's Roguish on the surface, but under actual inspection it's inverted since he's far more of a savage person beneath his mask.
  • Overly Long Name: His full name is Constantin Minucius Rufus Perilloux.
  • Pet the Dog:
    • Despite being racist and kind of a bully he's friendly towards children.
    • He also seems to genuinely care about his Pokémon. Specifically Shaka and Kahina.
  • Politically Incorrect Villain: As a former Flare member, he still shares their philosophy on what should be done with "deadwood" and is quite racist, having referred to Tagg as a "filthy negré" on two separate occasions.
  • Power at a Price: Can use the Gates, but his overuse of them over the years combined with Rosa's experiments has shortened his lifespan by decades and ruined his health. According to both Salvador and Word of God, he has roughly 11 years left before dying. He's only about 26 in 2015. This changes once he gets Lex's technology and starts getting healthier.
  • Power Limiter: Wears two silver cuffs around his wrists that limit his psychic abilities.
  • Psychic-Assisted Suicide: His use of his psychic powers were instrumental in his murder of his parents.
  • Psychic Powers: Happens to be a fairly powerful psychic.
  • Punch-Clock Villain: Not him, but most of his mons aren't really evil though they are bound by the Vow to obey him. Particularly Shaka, who ends up helping Tagg a bit when he's off the clock despite sharing a lot of Constantin's worse qualities.
  • Rape Is a Special Kind of Evil: Shaka implies to Muddy that Constantin raped Lucille shortly after the J-Team defeated Illusion, which ended up playing a major role in her double murder of Leonard and their father.
  • Red Oni, Blue Oni:
    • The Red Oni to Tagg's Blue.
    • As well as the Red Oni to Odin's Blue.
    • And the Red to his son Salvador's Blue.
  • Retired Monster: In the Lillifuture he doesn't really regret his actions past what they cost him personally, but apart from the occasional torture/murder of people has given up on villainy prior to his death.
  • Scars Are Forever: He gains a long, jagged scar from the right corner of his mouth down to his collarbone after his first fight with Tagg.
  • Self-Made Orphan: Shaka reveals to Tagg that Constantin ended up killing his parents at 15 for their abuse.
  • Start of Darkness: His Alakazam Brutus dying had a major effect on his psyche.
  • Sympathy for the Devil: Upon learning his backstory Tagg feels a little pity for him despite all the trouble Constantin has caused him, though he still tries to stop him at every opportunity.
  • Tall, Dark, and Snarky: Certainly doesn't suffer from a shortage of sarcastic opinions (even if he's blond rather than dark haired).
  • Too Kinky to Torture: As evident by the attempted interrogation of Constantin, it seems that torture pleases him more than pains him (not to mention he seems to be quite fond of the anthologies of the Marquis de Sade and Leopold Sacher-Masoch.)
  • Torture Technician: His original job back when he was in the original Team Flare was being the torture using interrogator.
  • The Unfettered: Save for harming children, Constantin has no issue using whatever means necessary to achieve his goals.
  • Used to Be a Sweet Kid: Was very sweet-natured as a child until the one-two punch of Brutus's death and his tenure under former School scientist alumni Orlando Rosa.
  • Wicked Cultured: Certainly has a taste for the fine arts and happens to be a villain.
  • With Great Power Comes Great Insanity: Is far more powerful when his limiters are off or are slacked, but it comes at the cost of his mental stability.
  • Worthy Opponent: Admits during his confrontation with Tagg and Sol that he's gained a grudging respect for them due to their being such massive thorns in his side, though it just makes him want to take their heads as trophies upon killing them.
  • Yandere:
  • Yank the Dog's Chain: Every time things seem to be going his way, his gains get taken away with him. Though it can be hard to feel sorry for him since he is a murderous white supremacist.

Shaka the Gallade

One of Constantin's first mons, and one of his most loyal.

  • Above Good and Evil: Due to his Buddhist-esque Enlightenment, Shaka views himself as being completely detached from typical notions of morality.
  • Abusive Parents: His daughter Papper tells Cam and Tagg's other Galarian mons that he once slashed her eye out because in his eyes it would help her further along to enlightenment.
  • Affably Evil: Zigzags between this and Faux Affably Evil. While he has shown genuine appreciation and friendliness towards Muddy, his default state is mostly to portray an illusion of friendliness while committing cruelty as a way to get people to lower their guards and manipulate them. And even with Muddy who he genuinely likes, he makes him bleed on purpose just because the Swampert had the audacity to point out his hypocrisy on talking about his lack of attachment when he's the most attached to Constantin out of anyone.
  • Battle Butler: Takes on this role for Constantin, being a loyal servant and formidable fighter.
  • Beleaguered Assistant: Subverted. While he initially presents himself as such, in actually he has no real qualms in being Constantin's right-hand mon.
  • Big Bad Friend: Was this to Muddy prior to the Swampert wising up thanks to his Lillifture counterpart, playing the noble role while actually being fully onboard with Constantin.
  • Bitch in Sheep's Clothing: While he plays the honorable role, Shaka's future self reveals that's mainly a mask and he's really just about as screwed up as Constantin is, but without his vices.
  • Dance Battler: Mimicking his trainer, Shaka's battle style is also rooted in the sweeping motions of dance.
  • Enlightened Antagonist: Shaka reveals during a conversation with Muddy during the Galar Arc that he's achieved a form of enlightenment even higher than usual through the Gates, giving him meta-awareness and oneness with the multiverse, but is still attached enough to Constantin to follow him anyway, who Kahina identifies as his last true earthly tether. Similarly to Constantin's association and thematics with Hinduism, much of Shaka's philosophy is based in Buddhism.
  • Evil All Along: His allyship with Tagg (and by extension the J-team) is a front as his true loyalties lie to Constantin and Constantin alone.
  • Evil Counterpart: Much as Constantin mirrors Tagg, Shaka mirrors Muddy.
  • Face–Heel Turn: Was once good like Constantin was before turning evil.
  • Foil: To Muddy:
    • As the two mons have been with their trainers for roughly similar amounts of time, but their interpretations of the Vow differ. This also stretches to their fighting styles, as like the rest of Tagg's mons he tends to be a Barrier Warrior while Shaka's style is mostly offensive.
    • When it comes to parenting, Shaka wishes to try making his daughter Pepper be just like him, but Muddy purposely avoids telling Cam about being his father until the subject is forced by Shaka because he'd rather Cam be his own mon instead of trying to replicate his legacy.
  • Hero Killer: Killed Muddy in Salvador's native timeline with a Leaf Blade right through the throat during the Hoenn-2 Neo-Flare Raid, which his future self regrets to this day, if only because it rid him of a Worthy Opponent.
  • Honor Before Reason: Is honor bound to The Vow despite knowing the awful actions of his trainer, although this reasoning is itself a farce as he truly has no desire to leave Constantin's side. But it works when selling a sympathetic image.
  • Hypocrite: Muddy points out that despite his talk of being beyond attachment, he still feels attachment to Constantin.
  • Light Is Not Good: Despite being on the "Light" side of the Auric spectrum due to being a Psychic/Fighting type and having powers associated with the path of Enlightenment, his motives and alignments are very much antagonistic in nature.
  • Meaningful Name: While his direct namesake is the military leader and Zulu king Shaka kaSenzangakhona, "Shaka" is also the Japanese translation for The Buddha.
  • Mirror Character: Not so much with Tagg and Muddy, but with his trainer. Despite Shaka being initially depicted as the Beleaguered Assistant to Constantin's ruthlessness and unsupportive of his actions, when his mask drops, he is just as fanatical and nasty as his trainer even though they manifest differently.
  • The Mole: Is this for Constantin, as his friendliness towards Tagg and the J-Team was mostly just a front for him to get information and access to J-Team information.
  • The Jeeves: He's very polite, quite devoted to his trainer, and much more level headed than him too.
  • My Master, Right or Wrong: He loyally obeys Constantin's orders despite knowing how cruel and morally bankrupt he is. Though later this has evolved to be due to indifference rather that aghastness.
  • Mythical Motifs: Contrasting Constantin being based around Hinduism, Shaka's philosophy of detachment is based around Buddhism. Shaka even happens to be the Japanese word for "Buddha".
  • Punch-Clock Villain: Despite being loyal to Constantin and willing to do his dirty work due to his interpretation of the Vow, and having hidden tendencies towards nastiness, Shaka really only acts on his trainer's orders and is willing to just observe otherwise. He even reveals to Muddy that he's been infiltrating PEFE HQ for quite some time, but since Constantin hasn't ordered him to, he's kept his observations to himself.
  • Retired Monster: Shaka's elder self in the Lillifuture might be willing to help Tagg train in mastery of the Gates and has mostly retired from active villainy, but he has no true regrets for the evil things he did under Constantin past killing Muddy.
  • Servile Snarker: Is quite sarcastic most of the time but fully loyal to Constantin.
  • The Spymaster: Shaka alludes to Muddy that he has a number of Pokémon spies under his control feeding him information.
  • Undying Loyalty: A Deconstructed version of this trope, as his loyalty towards Constantin no matter what leads him into the same darkness as his trainer.
  • The Unfettered: Similar to his trainer, he will not let anything get in the way of his goal for the True Enlightenment.
  • Verbal Tic: Has a tendency to repeat himself multiple times in conversation. This is inspired by absurdist literature.
  • Was It All a Lie?: When Muddy asks Shaka if he was lying about taking Constantin away to where he couldn't hurt anyone if he had the choice when he asked him about it six years ago when they talk again in 2020, Shaka says that he was telling the truth at the time, but he's changed his mind now.
  • Wise Old Folk Façade: Lillifuture Shaka shows shades of this. Willingly helping Tagg train for the mastery of the Gates, but showing no remorse for his past cruel actions.
  • Worthy Opponent: Considers Muddy this, and the feeling's mutual.

Kahina the Medicham

An elderly Medicham who is another one of Constantin's oldest and most loyal Pokemon.


  • Battle Butler: Acts as a sort towards Constantin, being a kind of nanny figure during his childhood and willing to defend him.
  • Beleaguered Assistant: Unlike Shaka, she's actually one, hating Constantin's terrible actions while still folowing him.
  • Being Evil Sucks: She gets to the point where being tired of being a villain outweighs her love and dedication to Constantin.
  • Broken Bird: From a life of being surrounded by the misery and trauma of losing loved ones in one form or another, she's become a resigned individual who teeters on Stopped Caring.
  • The Caretaker: Is often seen tending Constantin's wounds and nursing him back to health after draining battles.
  • Heel–Face Turn: Opposite to Shaka, she goes from supporting her trainer to trying to subvert him by allying herself to Tagg.
  • Honor Before Reason: Due to her interpretation of the Vow, she follows her trainer's orders to a fault. It's later subverted as she is starting to break away from this and wants to properly put an end to Constantin and Shaka's madness.
  • Love Is a Weakness: Acknowledges that her love and care for Constantin is partially why he's gotten away with atrocities with no resistance.
  • My Master, Right or Wrong: Is willing to carry out any of Constantin's wishes despite her misgivings.
  • Parental Substitute: Assumed the maternal role for Constantin during his childhood as his own mother was unable to care for him due to her Lobotomy.
  • Punch-Clock Villain: Like Shaka, she's portrayed as none too happy about her situation but feels compelled to obey, but unlike him, this is the truth and not a front.
  • Survivor's Guilt: Her loyalty towards Constantin is rooted in this due to her trainer's (Constantin's mother Dolores) lobotomy and Brutus's death.
  • Undying Loyalty: Is completely loyal towards her trainer, despite him being destructive.

    Maria von Boehm 

Neo-Flare Admin Maria von Boehm

A feisty, vain and beautiful PokéGerman weapons enthusiast who heads the Espionage & Interrogation department of Neo-Flare, as well as managing the Armory and recruit training. She is quite the flirt, and constantly peruses Constantin.

  • Brutish Character, Brutish Weapon: A murderously unhinged woman whose primary weapon is a halberd.
  • Bunny-Ears Lawyer: Despite her flighty and flirtatious personality, she is evidently a quite capable combat trainer and spy.
  • Clingy Jealous Girl: It's implied that her disdain for Odin is because he took Constantin's attention away from her.
  • Combat Stilettos: Wears high-heels that make her even taller when she's naturally about 5'11" without them, including in the midst of combat.
  • Dark Action Girl: She's a very deadly individual combatant.
  • Evil Twin: Is revealed to be one of these with her fraternal twin brother, Marius, who by her accounts is sweet natured and soft spoken.
  • Expy: Comes off as a mix between Harley Quinn and Grell Sutcliff.
  • Femme Fatale: Is often described as a Rhine beauty, and is an unrepentant murderer.
  • Friendly Enemy: Forms this dynamic with Neo-Illusion admin Mathilde, who seem to be on good terms with each other and even go out for tea from time to time.
  • The Gadfly: Often is incessant with her teasing towards her fellow admin, Lex.
  • Gratuitous German: Often peppers her dialogue with her native tongue, liebling being among her most common phrases.
  • Gun Nut: Carries around two Desert Eagles along with her Halberd at all times.
  • In Love with Love: It's been implied that Maria seems to be more in love with the concept of being in love than actually being in love herself. Since all of her previous relationships have ended in disaster (for them at least).
  • Love Freak: Was a Shipper on Deck for a while, though this is more muted now that she is an admin.
  • Mad Love: Is like this towards Constantin and Marcus.
  • Mistress and Servant Boy: Forms this dynamic with Marcus.
  • The Musketeer: Uses both a halberd and firearms.
  • Out with a Bang: According to Word of God some of her past suitors were killed when her attempts at erotic asphyxiation just turned into plain asphyxiation.
  • Perky Female Minion: Is very energetic.
  • Raven Hair, Ivory Skin: Black hair and very pale skin. In fact she's the second palest in the RP after Alys.
  • Red Eyes, Take Warning: The color of rage and passion! How beautiful.
  • Red Oni, Blue Oni: The Red to Marcus's Blue.
  • Regal Ringlets: Styles her long hair this way.
  • Sitcom Archnemesis: With Liú.
  • Statuesque Stunner: She's 5'11" without heels, and over 6 feet with them.
  • Torture Technician: Takes up the mantle at Neo-Flare as Constantin is busy doing boss stuff.
  • The Vamp: A classic black widow, once she's done with a guy she often kills them.
  • The Von Trope Family: von Boehm. Justified in that she actually is [German] nobility.
  • Yandere: Will violently murder any and all threats to her getting with a romantic interest if given the chance.

    Lex 

Neo-Flare Admin Lex (Full Name: Alexandre Felix Ambroise Rashid Cain)

The rather nervous and timid yet brilliant head of Research & Development for Neo-Flare after Odin's passing. Also happens to be Cleo de Nile and Leonard Cain's future kid.

  • Artificial Limbs: Cut off his own arm to replace it with a state of the art cybernetic limb that can be used for pretty much anything.
  • Angst? What Angst?: Despite being trapped in the past and working for a team with less than kosher morals, he seems to keep himself quite chipper. [invoked]
  • Antagonist Abilities: Possesses several of them, but mostly employs a stalling tactic when in combat.
  • Expy: Is a mix of Yarne and Peridot in personality.
  • Fan Boy: Goes on hours long gushes of Stefan Galaxy and Brigoo when hosting for Brie and Pianis.
  • Gadgeteer Genius: Is an absolutely brilliant robotics inventor.
  • Genius Ditz: While there's no doubt he's a brilliant inventor, he's rather dopey when it comes to interacting with other people. He's also a Horrible Judge of Character who tends to make bad decisions without Salvador or his sister Lucrece there to guide him.
  • Just Following Orders: Most of his actions in Neo-Flare by this point are more of Constantin's commands than any actual real malice on Lex's part.
  • Kid from the Future: Cleo and Leonard's child from the same Bad Future Salvador and Lillianna come from.
  • Lovable Coward: He's not the bravest of individuals, but still pretty likable.
  • Nervous Wreck: Most of the time he's pretty nervous due to the less than moral people he's around.
  • Odd Name Out: One of the few Cains whose birth name doesn't start with the letter L. Subverted in that his nickname — and the name most people refer to him by — does start with L.
  • Punch-Clock Villain: Cares more about the fact that he gets to invent than actually committing crimes or Constantin's ideology.
  • Reluctant Mad Scientist: Is more interested in inventing itself than actually assisting with Neo-Flares' mad plans.

    Marcus 

Neo-Flare Secretary Marcus C. Rothschild

Maria's suave and stoic Galarian Hypercompetent Sidekick. Incredibly formal and business minded, he manages Finance and Stocktake in Neo-Flare. He used to be a member of Neo-Illusion but got transferred because of a deal between Maria and Neo-Illusion admin Mathilde.

    Liú 

Neo-Flare Admin Liú

The recently hired Manager of the Armory and "Public Relations." A serene and calm [Shanghainese] man, he was already an established arms and drug dealer in the underground world before being hired by Neo-Flare.

  • Bile Fascination: The only reason he joined Neo Flare in the first place is because he was curious about Lex's inventions and Constantin's knowledge of the Gates. He otherwise has no true loyalty towards Neo Flare. invoked
  • Captain Ersatz: Of Lau.
  • Erudite Stoner: His chilled out attitude might be due to the fact that he's often — at the very least perceived to be — on some sort of drug.
  • Eyes Always Shut: Only opens them slightly on occasion. Usually not a good sign.
  • Only One Name: His first name is not known.
  • Perpetual Smiler: Has a smile that never falters.
  • Sitcom Archnemesis: With Maria.
  • The Triads and the Tongs: Is a well established criminal leader in his own right before being hired by Flare, and the nature of his business indicates ties to [Chinese] crime mobs.
  • Troll: Often is obtuse and confusing for the sake of being obtuse and confusing. He especially gets a rise out of taunting Maria.

    Odin 

Cipher Admin/Illusion Member/Neo-Flare Admin Odin/Maxwell Rubeloff

The utterly amoral head of Cipher's R&D department who seems to have a grudge against Lina. He also happens to be Constantin's cousin.

  • Arch-Enemy: To Chrome and Lina, and later Arika once he finds out her true nature.
  • Brains and Brawn: The Brains to his cousin Constantin's Brawn.
  • Butt-Monkey: After coming back he's become the butt of many a joke.
  • Heel–Face Turn: After coming back as a Sandygast, he's turned to the side of good but for most of the J-Team it's more an alliance of convenience combined with Yveltal threatening to kill anyone who attempts to interfere with his mission.
  • Hoist by His Own Petard: His capture and corruption of Ilya is exactly what gets him in the end.
  • Just Desserts: Odin meets his end during the otherwise lighthearted Hoenn-2 arc when he gets Eaten Alive by Ilya after the final battle with him.
  • Powered Armor: Uses an armor model he designed to fight Chrome in their final Orre confrontation and ends up delivering a No-Holds-Barred Beatdown.
  • Psychopathic Manchild: Has several childlike tendencies, and happens to be really mentally unstable and evil. These have mostly fallen to the wayside after his revival.
  • Punctuated Pounding: Does this fighting Chrome in his Powered Armor.
  • Red Oni, Blue Oni: The Blue to Constantin's Red.
  • Smug Snake: Loves taunting his enemies.
  • Torture Technician: Keeps several Magneton around as living torture devices.
  • We Will Meet Again: Yells this after losing to Chrome and company for the final time for the Orre arc.
  • Why Did It Have to Be Snakes?: Has a massive phobia of the Beldum line in general and Metagross in particular, which Tokarev mocks him about at one point. This ends up being because his father was killed by Chrome during his rescue of Lina. He manages to get over it by the Orre climax though, unfortunately for Chrome.
  • Would Hit a Girl: Gives Shadow Crewe a nasty mark by striking her.
  • You Killed My Father: The main reason he wants revenge on Lina and Chrome, as the latter killed his father rescuing the former.

    Finnegan 

Neo-Flare "Scientist" Finnegan Swift

An amoral former hitman and International Police associate who is a recent hire to Neo-Flare. He specialises in dispatching people on the Auric spectrum and joined Neo-Flare so he could access their technology.
