Burning Rescue

    In General 
  • Emergency Services: As firefighters, they qualify as this. They are also allowed to arrest Burnish terrorists if the fire is associated with Burnish.
  • Heroic Fire Rescue: They are firefighters who rescue and protect civilians.
  • Two Girls to a Team: Lucia and Aina are the only female members of the Burning Rescue.

    Galo Thymos

"The only thing burning should be my soul!"
The newest recruit of Burning Rescue with a big attitude and muscles for brains. With a burning passion to extinguish all that is wrong, he is usually the first one to charge into the scene of an emergency with MATOI at his side.
  • All-Loving Hero: First and foremost, his main goal is saving lives, be they normal humans or Burnish. He even refuses to let Kray of all people die in the end.
  • Ambiguously Gay: The movie is centered around his and Lio's developing trust and relationship, the soundtrack features songs with romantic lyrics sung from their points of view, and official artwork features Galo and Lio in some very intimate positions together. He also doesn't return Aina's crush at all; at the frozen lake, when she thinks he's leaning in to kiss her, she closes her eyes in preparation and he drops her, because he was actually trying to get a better look at a reflection in the ice of Lio flying overhead. Despite all this, nothing concrete has ever been said.
  • Anime Hair: His hairstyle is a very tall, blue, and spiky mohawk... thing.
  • Antiquated Linguistics:
    • While on the job, he speaks in a theatrical manner reminiscent of a kabuki actor. Off the clock, he talks more normally (though he still tends to be Hot-Blooded).
    • In the Latin American Spanish dub, his speech was translated as speaking in a combination of many Spanish accents, including using Mexican, Spaniard, Ecuatorian, Argentinian, Chilean and even Japanese slang.note 
  • Badass Arm-Fold: Does this rather frequently.
  • Broken Tears: When he finds out that Kray, whom he worshipped and looked up to, does not care at all for him and that he's willing to kill Burnish people who have done nothing to harm others, Galo breaks down and cries after being put in a jail cell.
  • Bunny-Ears Lawyer: Loud, bombastic, and comes up with crazy plans while on the job, but no one can deny that he's a good firefighter and passionate about wanting to save others.
  • Calling Your Attacks: While piloting the "Lio de Galon", he has much glee with naming his, as well as Kray's, mecha attacks.
  • The Chosen One: He and Lio are named directly by Dr. Deus as the only two that can stop Kray and save the world. Immediately subverted when pressed by Aina that they really aren't; they just happened to be at the right place at the right time.
  • Chromatic Arrangement: The blue to Aina's red and Lio's green when they team up in the secret lab and onwards.
  • Exact Words: Galo lives by putting out fires and rescuing people. He uses the "rescuing people" as an excuse to rescue Lio and the other Burnish because they are civilians too and are in need of rescuing.
  • Firemen Are Hot: A fireman who acts as Mr. Fanservice, and has at least one character (Aina) definitely interested in him.
  • Get A Hold Of Yourself Man: He battles it out with Lio when the latter snaps and goes on his Roaring Rampage of Revenge against Kray's forces, finally bringing him out of it by asking him about his code as a Burnish to not wantonly harm lives if it can be helped and if he's sticking to that cause.
  • Going Commando: If this Freeze-Frame Bonus is to be believed, he doesn't wear any underwear at all.
  • Hot-Blooded: He's passionate and determined about saving people, and he often mentions his "burning soul".
  • Hunk: In contrast to Lio's Bishōnen, and is the resident Walking Shirtless Scene.
  • Idiot Hero: He is constantly called an idiot for rushing off to fight fires or saves people, and he even agrees that the others aren't wrong in that respect. That said, he is good at what he does.
  • Improbable Hairstyle: Galo's hair sticks up about a foot above his head yet despite the sheer amount of fighting going on in the film, even after being locked up for an entire week, the look never gets wrecked. At one point when he and Lio are standing next to each other, Lio's hair is visibly moving, but Galo's hair is not.
  • Informed Flaw:
    • Despite other characters frequently calling Galo stupid, he showed enough emotional intelligence and empathy to take responsibility for learning about and standing with the Burnish.
    • In Galo-hen, Captain Ignis states that Galo did well on the firefighter aptitude test, but Foresight could have meddled with the results.
  • Innocent Blue Eyes: Has blue eyes that match his hair and heroic status.
  • Innocently Insensitive:
    • Galo expresses surprise upon learning that the Burnish eat regular food. Lio points out that the Burnish are still human despite their powers and asks what he thought they ate. Galo apologizes, realizing that he was unwittingly dehumanizing the Burnish.
    • Almost immediately after, Galo argues that Lio and the Burnish could live peacefully if they just stopped burning things around them. Lio has to explain that not only is burning things a strong psychological impulse for the Burnish but that the reason they're on the run (and the reason Mad Burnish exists in the first place) is because the Foresight Foundation is hunting them down for experimentation.
  • Large Ham: He enjoys posing, calling out his attacks, and making big speeches. This gets frequently lampshaded by the people around him, especially his co-workers.
  • Magic Feather: Galo regards the Japanese Edo Period firemen uniform and their flag, "The Matoi Flag", his spiritual item, and can't perform his firefighting duties without it. To help him perform his duties inside a piece of technology, Lucia had to design his gear specifically in the shape of a Matoi fireman costume complete with The Matoi Flag as a weapon for him to be willing to combat Burnish flames with it. This peeve of his gave him a hard time piloting the Deus X Machina on account of it simply being "not his type of weapon." Lio has to indulge Galo by using his Burnish powers to envelop the plain-looking robot into the shape of Galo's Matoi Gear before Galo can get in the zone.
  • Meaningful Name: Thumos/thymos is a Greek word meaning "spiritedness", fitting his Hot-Blooded personality. As a phylosofical term, it is a part of soul anatomy that represents honor, desire for justice and recognition. There is even a part about not being terribly bright, so it's Galo in a nutshell.
  • Mr. Fanservice: He is always shirtless, showing off his rugged build. There are also a couple of indications that he doesn't wear underwear.
  • The Nicknamer: Galo named Kray's mech unit "Krazor-X", while Lio and his own unit, the Deus X Machina, switches between "Galo de Lion" and "Lio de Galon" depending who takes lead control of their mech note ; simply because Galo can't remember the mechs' original names.
  • Oblivious to Love: He seems to be utterly clueless about Aina's rather poorly-hidden romantic interest in him.
  • Occidental Otaku: He models himself after firefighters of the "Far East" long after Japanese civilization has been reduced to ash.
  • Primary-Color Champion: Has blue hair and wears red pants, and fits this trope perfectly.
  • Red Is Heroic: His colors are primarily red and he's the hero of the movie.
  • Red Oni, Blue Oni: Ironically is the Red Oni in his dynamic with Lio despite his hair color and profession, being the Hot-Blooded and impulsive one whose actions are mostly dictated by emotions.
  • Rookie Red Ranger: The newest member of the Burning Rescue, but also the most skilled and courageous of the team.
  • Scars Are Forever: His left arm gets scarred during a rescue mission by the Burnish, but he usually has it covered.
  • Shonen Hair: Most of his hair is actually cut very short, but the rest of it is in long gravity-defying spikes that would make any shonen hero proud.
  • Skewed Priorities: Can't get into the zone and fight as he finds Deus X Machina's appearance to be uncool until Lio wreathes the robot in his flames and changes its appearance.
  • Spanner in the Works: Kray notes he planned for everything but Galo, who he tried to pull an Uriah Gambit on but the latter managed to survive and succeed much to his frustration.
  • Stock Shōnen Hero: Technically the movie wasn't marketed for the shonen demographic (or any demographic in particular), but Galo still hits a lot of points for this trope. He's Hot-Blooded, not terribly bright, primarily wears red, has an over-the-top hairstyle, and is an All-Loving Hero who's determined to put out as many fires and save as many people as possible.
  • Walking Shirtless Scene: He wears nothing but gloves, a left sleeve, belted pants, and boots in 90% of his screentime. Though he is seen wearing a shirt at some points, it later catches fire and is burned off; the only time he wore his full formal uniform without losing his shirt was the day of his badge ceremony.

    Aina Ardebit

The "girl next door" of the task force. An expressive and sweet young girl with an easy-going personality. Contrary to her presentation, she handles her work in a professional manner.
  • Ace Pilot: She pilots an aircraft for the Burning Rescue team.
  • Alliterative Name: Aina Ardebit
  • Badass Biker: She has her own motorcycle, and a scene towards the climax has her riding it down an ice slope after launching out of her plane.
  • Big Little Brother: She stands just a bit taller than her older sister Heris.
  • Chromatic Arrangement: The red to Galo's blue and Lio's green when they team up in the secret lab and onwards. This is also their order of appearance in the film.
  • Expy: According to Imaishi and Nakashima, she seems to share some similarities to Yoko from Gurren Lagann only with a different hairstyle.
  • Fashionable Asymmetry: Wears what seems to be tights with one whole leg cut off and made into a sock that goes to mid-thigh underneath her Short Shorts.
  • Firemen Are Hot: As an expy of Yoko, Aina fills this.
  • Girl Next Door: Is supposed to be one.
  • Ms. Fanservice: You can already tell she plays this part based on her outfit alone, but she also has a few poses in the movie that are quite suggestive.
  • Only Sane Man: After Dr. Deus gives Galo and Lio the "Deus Ex Machina", they just go along with it. Aina still has questions about how he built it and wants to know more, but is cut off by Deus. She also was the only one worried about following Deus' robotic AI, since it came out of nowhere and immediately wanted them to follow it.
  • Satellite Character: Lampshaded. She's worried that she's this to her sister in-universe, and her primary role in the plot is to serve as Heris's Morality Pet.
  • Strong Family Resemblance: She and her sister share a lot of similar features.

    Ignis Ex 

Voiced by: Rikiya Koyama (JP), Steve Blum (EN), Gerardo Vásquez (Latin American Spanish)

The reliable captain of Burning Rescue. His appreciation for his crew does not fall short of the trust they give him in return.
  • Cool Car: He has a car that he seems to regularly work on during breaks and rides it when called out for duty.
  • Cool Shades: Is always wearing a pair of shades, even at night.
  • The Leader: Of Burning Rescue.
  • Papa Wolf: Ignis is very protective of his team, especially against Vulcan.
  • Reasonable Authority Figure: While he has his grievances (mostly with Galo), Ignis is completely committed to not only his team but protecting the people first, and is willing to help anyone regardless of their disposition. He doesn't even pause in helping Galo despite his fugitive status during Lio's Roaring Rampage of Revenge, immediately working with him to save the city.

    Remi Puguna

The Lieutenant of the task force, making him one of Ignis's most trusted staff. Calm and handsome, he has the intellect to match his fine looks.
  • Ammunition Backpack: His mech suit has several large tanks on the back which store the ammunition for his gatling gun.
  • Covert Pervert: Calling him a pervert might be a stretch, but he's polite and professional to all the women he interacts with onscreen, while openly displaying pinup posters of naked women in his locker. There are also some pinup posters and calendars seen around the station, which he could have put up.
  • Expy: At some points, his collar is raised over his mouth. That, along with his general design and Japanese voice actor, is evocative of Houka Inumuta from Kill la Kill, another anime series created by Studio TRIGGER.
  • Gatling Good: Remi's mech suit is armed with a gatling gun that shoots ice to counter Burnish flames.
  • The Lancer: The intelligent and level-headed one of the group. A personality foil to The Hero of Galo and ostensibly the Number Two to The Leader, Ignis.
  • Smart People Wear Glasses: Wears squared-shaped glasses.

    Lucia Fex 

Voiced by: Mayumi Shintani (JP), Kari Wahlgren (EN), Annie Rojas (Latin American Spanish)

A girl-genius and inventor of Burning Rescue with no interest aside from her mad inventions. The "MATOI" Galo wields is one of her creation as well.
  • Age-Inappropriate Dress: Discounting the lab coat and stockings, Lucia's primary attire consists of nothing more than a revealing bikini top and a skirt that just barely reaches her thighs.
  • Cut Lex Luthor a Check: Averted; she refuses to monetize her inventions.
  • Expy: She's a somewhat saner version of Haruko Haruhara, to the point of even sharing the same actress in both languages.
    • Design-wise, she shares similarities with Nico Niiyama from Kiznaiver, another Trigger work Otsuka was apart of.
  • Gas Mask, Longcoat: Downplayed. She constantly has a gas mask around her neck, but never seems to use it, and her coat is a Lab Coat that's perpetually unbuttoned.
  • Goggles Do Nothing: She wears a pair of goggles that are normally worn on her forehead, but are occasionally pulled down over her eyes when she's about to do something useful. EG; launching her team into a building, or preparing Galo's Matoi spear for its special ability.
  • Huge Guy, Tiny Girl: With Varys. Lucia is often seen being carried around on Varys' shoulders.
  • Labcoat of Science and Medicine: She's a genius inventor in a lab coat.
  • Mad Scientist: Has shades of this and is even called one for refusing to monetize her creations.
  • No Shirt, Long Jacket: Subverted, as she kinda needs that bikini top, but it's revealing enough that it barely covers anything to begin with.
  • Odd Friendship: Despite her first impression of Galo in his side story, she becomes pretty friendly with him. She even happily adds new tech to his suit for him to try out, and other special features "just in case".
  • Older Than They Look: Could pass for a teen or tween, but she's a working professional adult.
  • Skewed Priorities: Her reaction to seeing the Lio De Galon is to immediately start fangirling.
  • Sweet Tooth: She seems to have a fondness for candies, as she has one at the ready in her locker, and even a small vending machine filled with snacks.
  • The Smart Guy: The Mad Scientist gadgeteer of the team.
  • Token Mini-Moe: Is this for the Burning Rescue, being visibly smaller than the rest of her comrades.
  • Wrench Wench: Her specialty involves creating new and advanced machinery.

Civilians

    The Pizzeria Owner 

Voiced by: Tsuguo Mogami (JP), Steve Kramer (EN), Carlos del Campo (Latin American Spanish)

The owner of a pizzeria shop frequented by The Burning Rescue.
  • Muggle Best Friend: A civilian who is supportive of the Burnish race, and doesn't hesitate in going out of his way to protect his pizza cook, who's a Burnish. When confronted by The Freeze Force, the owner defends his employee in stating his employee only wants to make good pizzas for all to enjoy.
  • Nice Guy: Is very friendly to the members of Burning Rescue, bears no prejudice against the Burnish, and bravely stands up for his employee when the Freeze Force try to take him away.

The Burnish Race

Mad Burnish

    In General 
An alliance of Burnish who challenges the law and order of society. The organization was founded by Gueira and Meis, with Lio being appointed as the leader of their group.
  • Badass Biker: Mad Burnish are distinguished from regular Burnish by their armor, which sport full-face bike helmets with visors that resemble jagged teeth, and by the motor vehicles they ride, unique to each individual. Their aesthetic may be a deliberate touch done in honor of the first Mad Burnish pre-Great World Burn, who seemed to be an actual motorcycle gang.
  • Blonde, Brunette, Redhead: Male trio example — Lio (with bright, light yellow-green hair) is the Blond, Meis (with long dark blue hair) is the Brunet, and Gueira (with dark, red-highlighted hair) is the Redhead.
  • Brought Down to Normal: After Galo and Lio manage to satiate the Promare's desire to burn and seal up the rift between their dimensions, all of the Burnish are now normal people as Lio confirms to Foresight.
  • The Cavalry: They may look like terrorists on appearance, but The Mad Burnish's true goal is to save civilians who just mutated into Burnish out of the city to safety.
  • Hero with Bad Publicity: Mad Burnish exists in order to protect the Burnish from being used for human experimentation by the Foresight Foundation. The foundation's propaganda portrays them as terrorists who are responsible for all Burnish-related crime, which even Burning Rescue believes at first.
  • Heroic Host: Like all Burnish, the origins of their powers actually come from parasites inhabiting their bodies. They also fight for the liberation of their kind.
  • Imagination-Based Superpower: Are capable of creating weapons, armor, and other objects by solidifying their fire.
  • Last Stand: When The Freeze Force breached into the Burnish hideout capturing every single Burnish, Gueira and Meis held the last line of defense and force sent Lio off to safety before they themselves were captured.
  • Noodle People: Lio, Gueira and Meis are very lanky compared to most of the cast.
  • Playing with Fire: As a result of syncing with the Promare, they all have the ability to create fire at will.
  • Pyromaniac: Being a Burnish comes with an intense compulsion to just set things on fire. According to Lio, he can even hear voices from the flames, asking him to let them grow. Though of course, it eventually turns out to be way more than simple pyromania once the Burnish are revealed to be mentally linked to the Promare, a species of fire-based lifeforms.
  • Power Armor: They conjure up theirs using fire. The armor's appearance also makes them look deceptively large.
  • Red Oni, Blue Oni: Gueira is red, while Meis is blue.
  • Terrible Trio: Lio, Gueira, and Meis form this, Lio being the serious leader while Gueira and Meis are his loyal and loud henchmen. And as per trope tradition, they aren't the true villains of the movie.
  • Those Two Guys: Gueira and Meis are usually seen working together. Unlike every other major character in the movie, neither of them have the last name.
  • Undying Loyalty: After making Lio the new leader of Mad Burnish towards the end of Lio-Hen, Gueira and Meis swear loyalty towards him. In the main film, they prioritize Lio's safety over their own during an unexpected Freeze Force raid on the Burnish hideout, and even create a cannon with their flames to launch him into a nearby volcano so he doesn't get captured.

    Lio Fotia 

Voiced by: Taichi Saotome (JP), Johnny Yong Bosch (EN), Alberto Bernal (Latin American Spanish)

"We are Burnish! It is in our nature to burn."
The leader of Mad Burnish. Despite his composed appearance, he aggressively immolates everything in his path with his powerful flames. Although he was a later addition to the group, his clear-cut philosophy and incredible flame powers impressed Gueira and Meis enough for them to make him their leader.
  • All Your Base Are Belong to Us: Vulcan predicts Lio's plan to get arrested to liberate the Burnish from captivity. This leads to him planting a tracker on one of the prisoners and following them to their base. Lio, Gueira and Meis put up a good fight against the invading Freeze Force, but ultimately Lio is taken out of the fight and everyone is captured.
  • Ambiguously Gay: The movie is centered around his and Galo's developing trust and relationship, the soundtrack features songs with romantic lyrics sung from his and Galo's point of view, and official artwork features the two of them in some very intimate positions together. Despite all this, nothing concrete has ever been said.
  • Animal Motifs: His flames sometimes take the form of serpents, and when induced to a Roaring Rampage of Revenge, he forms a dragon.
  • Badass Arm-Fold: Not as often as Galo but does it alongside him during the creation of the Galo de Lion like a true mecha protagonist.
  • Berserk Button: Insulting or harming his Burnish brethren in any way. This button is easily abused by the Freeze Force and Kray.
  • Berserker Tears: During Lio's Roaring Rampage of Revenge, Galo notices that his dragon form is actually crying in anguish, with visible tears of flame leaking from its eyes.
  • Big Bad: Leader of Mad Burnish, the enemy unit. Or at least, that's what most of the promotional material would have you believe.
  • A Child Shall Lead Them: Is visibly the youngest of the Mad Burnish and the one appointed leader. Upon seeing his face, Galo remarks in shock that Lio's just a kid. Despite that, Word of God said on a panel that both Lio and Galo are entry-level business age, putting them in their early 20's.
  • The Chosen One: He and Galo are named directly by Dr. Deus Prometh as the only two that can stop Kray and save the world. Immediately subverted when pressed by Aina that they really aren't; they just happened to be at the right place at the right time.
  • Chromatic Arrangement: On two counts.
    • The green to Aina's red and Galo's blue as part of the final Chromatic Arrangement when they team up in the secret lab and onwards.
    • The green to Meis' blue and Gueira's red as part of the initial Terrible Trio.
  • Classy Cravat: He wears a white cravat. Kind of a strange look combined with the skintight leather, though it eventually gets burned away.
  • Clothing Damage: Over the course of the movie, his shirt gets more and more destroyed until he abandons it entirely. Somehow, his pants remain completely unscathed.
  • Cool Bike: His vehicle is a motorcycle.
  • Dark Is Not Evil: Even though he's dressed in all black and is the leader of a terrorist group, it's revealed that he's not a bad guy and he's trying to save his fellow Burnish.
  • Deadpan Snarker: He has a lot of snark towards Galo before and after they join forces.
    Galo: (when Lio's helmet breaks to reveal his face) You're just a kid!
    Lio: You're one to talk.
  • Deuteragonist: The second most important character in the movie after Galo.
  • Distressed Dude: Surprisingly in need of saving a fair few times. Mainly in the latter half of the film, when Kray tricks him and captures him in order to use him for his plans.
  • Dude Looks Like a Lady: You'd be forgiven for thinking he's a girl if you're just looking at his art with no knowledge of the movie or hearing his voice.
  • Forced to Watch: Not intentionally, but after Vulcan shoots him with an Absolute Zero Bullet while raiding the Burnish's base, Lio is trapped in a perpetual cycle of being frozen and Gueira and Meis decide to launch him into a volcano to protect him. While they prepare to fire him, Lio is unable to do anything but watch as his people are taken to be tortured and used as fuel.
  • Grief Song: His theme, 'Ashes', references the sorrow and rage he feels over having to constantly witness the Burnish die.
  • Heal It With Fire: Lio attempts to save Thyma via Burnish CPR, blowing his flames into her to reignite her own. Unfortunately, his attempt fails and she turns to ash. Later, Galo is briefly empowered by Lio's fire and is able to successfully perform the technique on him.
  • Heel–Face Turn: Once Lio, Galo, and Aina understand the real truth from Deus Prometh, Lio joins the heroes' side and works together with Galo to stop Kray.
  • Hellbent For Leather: The guy wears shiny, black and extremely tight-fitting clothes presumably made of leather, including a jacket, pants and numerous belts.
  • Hope Bringer: A young man who's got powerful flames and a strong will to save his Burnish brethren while determined to not hurt those who are not mutated regardless as to whether they came from the Foresight Foundation or not has proved to be a character strong enough for Gueira and Meis to induct Lio to the position as leader of their organization and give Lio their trust and Undying Loyalty.
  • Human Cannonball: Gueira and Meis foresaw Lio's Hope Bringer characteristics to be the best potential to save all mankind right when they first met Lio. Come the time the Freeze Force invaded the Mad Burnish hideout and captured every single Burnish, Gueira and Meis held the last defense, and created a cannon to force blast Lio off to safety.
  • Leitmotif: Kakusei, whenever he does or is about to do something particularly badass. According to Hiroyuki Sawano he composed Ashes as Lio's theme.
  • Living Battery: Lio serves as the power core of the Deus X Machnina, though to be more accurate he acts as a conduit for the Promare's energy.
  • Meaningful Name: "Lio" is an alternate spelling of "Leo", one of the constellations of the Western Zodiac, which is also a fire sign, and "Fotia" is the Greek word for "fire".
  • Mister Big: Lio is the leader of the Mad Burnish terrorist group, which uses large suits of armor during battle. When part of his visor is broken, Galo is shocked to see just how young Lio looks and most characters tower over him. Subverted though, since Lio is actually one of the good guys.
  • Mysterious Past: Not much is known about Lio, even in extra material.
  • Never Hurt an Innocent: This is his creed and what he prides himself in. He constantly reminds Guiera and Meis to not harm anyone, and explains to Galo that Mad Burnish never put civilians in harms way as they always provide an escape route. He almost breaks this code when falling into a Roaring Rampage of Revenge and it takes Galo to remind him of this to snap him out of it.
  • No Body Left Behind: Narrowly averted. After Kray uses him to power the warp gate, Galo arrives to find Lio nearly dead with half his body having already turned to ash.
  • Older Than They Look: He looks like a teenager and Galo even refers to him as just a kid, but according to a panel, Lio is at entry-level business age, placing him in the early 20's.
  • Person of Mass Destruction: He nearly destroys Promepolis with his dragon form of Burnish flames.
  • Pint-Sized Powerhouse: Despite his fragile build and being significantly shorter than the rest of the male cast he's one of the most powerful Burnish, being able to take down an entire army on his own.
  • Power Stereotype Flip: When you hear "fire-powered rebel leader", you probably think a Hot-Blooded, incredibly violent, pyromaniac sort. However, Lio is intelligent, reserved, calculating, articulate, effeminate and cultured in appearance, and prides himself on refusing to harm the innocent. He does have the capacity for a Roaring Rampage of Revenge, but it takes a lot to get him to that point. Much of the humor when Galo and him start working together is that the guy with the fire powers is the one saying they should keep calm and stay focused.
  • Rage Breaking Point: When he finally removes the Absolute Zero Bullet keeping him trapped in a volcano, the knowledge that his people are being tortured and used as fuel for Kray's ship is enough to drive him to attack Promepolis out of sheer anger. He nearly breaks his code not to kill until Galo snaps him out of it.
  • Rank Scales with Asskicking: Lio is the leader of the Mad Burnish and the most powerful Burnish showcased. His armor references this, as his helmet has more horns than his comrades, demonstrating he is the strongest.
  • Red Oni, Blue Oni: Despite being the one with fire powers, Lio is the Blue Oni in his dynamic with Galo, being the calmer and more calculating of the two, befitting a leader. He does have his own hot-blooded moments though.
  • Roaring Rampage of Revenge: Powerless in preventing all of his brethren, down to his two closest teammates getting captured and drained, Lio goes berserk in agony after he manages to break out of the Freeze Force's ice and starts tearing apart the city gunning for Kray. Galo is eventually able to bring him out of it.
  • Scaled Up: He takes the form of a giant dragon made of fire during his Roaring Rampage of Revenge.
  • Shirtless Scene: Following increasing Clothing Damage starting from his assault on Promepolis, he completely discards what's left of his shirt after being revived by Galo and keeps it off for the remainder of the film.

  • Super-Empowering: Lio uses his flames to protect Galo from Kray, briefly giving him Burnish fire powers which protect him from being burned, allow him to strike down Kray and perform Burnish CPR on Lio.

  • Trademark Favorite Food: According to Word of God; Alligator and Kangaroo.
  • Trauma Conga Line: The entire movie works as this for Lio, as he keeps watching his Burnish companions getting captured, mistreated and possibly killed right in front of him and he is powerless to stop it from happening. Things only start to get better for him after he joins forces with Galo, and even so he is still captured by Kray and used as a human battery for Kray's plans until he needs to be rescued again.
  • Unstoppable Rage: Lio goes berserk when he goes after Kray.
  • Vocal Dissonance: His rather deep voice contrasts his feminine appearance.
  • Watching Troy Burn: Goes through this when the Foresight Foundation invades his base. Lio is shot with an Absolute Zero Bullet, which slowly begins to freeze him, and refreezes every time he tries to melt the ice, leaving him unable to fight. Gueira and Meis eventually launch him into a volcano for his safety, and the last thing he sees are his people encased in blocks of ice while he is helpless to save them.

The aggressive powerhouse of Mad Burnish with a tattoo that reads "Raijin (Thunder Blade)" on his collarbone. He refers to Lio as "Boss" and supports him with unquestioning loyalty.
  • Awesome Aussie: According to Word of God and promotional materials, he and Meis are both Australian. It's not mentioned in the movie itself, and the voice actors in the English dub are either Not Even Bothering with the Accent, or they just weren't told.
  • Expy: According to his voice actor, Gueira is "the typical 'Hiyama' character in which Trigger regularly cast him as"; therefore, expect Gueira to have traits of Sanageyama, Viral, and perhaps a little bit of his actor's own flair in him. Gueira's sense in style note  certainly echoes Hiyama for sure; intentional or not.
  • Fiery Redhead: While his head is not entirely red, he does fit the trope as he has the shortest temper in his group and is easily riled up.
  • Chromatic Arrangement: The red to Meis' blue and Lio's green as part of the initial Terrible Trio. This isn't leadership order but it is the order they're introduced.
  • Red Oni, Blue Oni: The red to Meis' blue, having a relatively more hotblooded personality, wilder hair, and a bulkier armored form.

    Thyma

A young office lady who recently mutated into a Burnish a couple of days prior to the film's setting. She was rescued by Gueira and Meis before she was confined by The Burning Rescue.
  • Ambiguously Brown: She's got a notably tanner complexion than the other characters.
  • Audience Surrogate: One who represents the Point of View of The Burnish. Being a regular human who suddenly mutated into an unknown, fearful race, Thyma was afraid, and in denial that she is now labelled as a Burnish, and being persecuted by The Burning Rescue staff who just rescued her from her burning office.
  • Bandaged Face: When Guiera, Meis and Lio find her in the Burnish prison cell, her whole body except for some parts of her face are heavily bandaged.
  • I Just Want to Be Normal: After finding out she's become a Burnish, Thyma tries hard to deny this and screams that she just wants to go back to her normal life.
  • Meaningful Name: In a more tragic sense, Thyma is Greek for victim. She is the victim of many tragedies: From being trapped in a room during a fire, turn into a Burnish right after being rescued from said fire (something she clearly hates becoming), capture by the Foresight Foundation to be experimented on, which leads to death even after Burnish CPR is performed.
  • No Body Left Behind: When she dies, her entire body turns to ash and drifts away.
  • Sacrificial Lamb: A few scenes into the film, Thyma is seen severely abused by the experiments the Foresight Foundation performed on her after being captured, and eventually died in the arms of Lio; who jail-broke her out of the foundation, but failed to revive her via Burnish CPR.
  • You Can't Go Home Again: Guiera and Meis tell her this much in Lio's side story as she tries to deny her new identity as a Burnish.

A young man who works at the pizzeria frequented by The Burning Rescue. He is outed as a Burnish when Colonel Vulcan comes to arrest him. He is later experimented on by Foresight Foundation.
  • Cruel and Unusual Death: After being captured by Vulcan, he is strapped to a Burnish engine for the Foresight Foundation wormhole experiment. After being used, his fingertips are seen turning into ash. Since this was only the beginning of using him as a guinea pig and he is never seen again, it can be assumed he died from burn out.
  • I Just Want to Be Normal: He is only seen using his Burnish powers to defend himself. Before that, he is perfectly content to work at the pizzeria and do his best work.
  • Sacrificial Lamb: The first Burnish to be tested to power the Prometech Engine, revealing the lows to which the villains are willing to stoop to achieve their goals. It is implied that he does not survive.

The Foresight Foundation & Freeze Force

    Kray Foresight

The executive director of the Foresight Foundation and provisional administrator of the Promepolis Autonomous Republic. Galo has a great amount of respect for him and aspires to become like him one day.
  • An Arm and a Leg: Lost his original left arm saving Galo in a fire that destroyed his home when he was younger. It's later revealed that he actually caused the fire with the awakening of his Burnish powers, resulting in the explosion of his arm.
  • Berserk Button: Galo's whole existence is one for him, as Galo constantly pushes his buttons just being Galo.
  • Big Bad: His plans to eradicate the Burnish set up the film's entire conflict.
  • Broken Pedestal: Needless to say, Galo isn't all too happy when Kray reveals just what he's been doing to the Burnish. It gets even worse when Kray reveals that he's always hated Galo and that the story of him rescuing Galo was false.
  • Control Freak: Part of the reason why Kray hates Galo is that his continued survival in Burning Rescue is the one thing in Kray's life that doesn't go according to plan. He's also willing to ignore, shout down, or murder anyone who dares to say that his plan is a bad one. Even when Galo and Lio save the day, he calls their actions "unnecessary''.
  • Corrupted Character Copy: A guy who's a symbol of hope to the people around him and considered a hero, including the main character, who also he also mentors, with a Heroic Build to boot. Yeah, he's All Might, not only is his design fairly similar but likewise their names as well: All Might -> Foresight. Though personality wise, they couldn't be further apart. All Might genuinely wanted to be a symbol of hope, went from being Izuku Midoryia's idol to mentor and friend, and remained highly respected even after retirement. By contrast, Kray is a Control Freak and a sociopath with an ego who hated Galo and wanted him dead, and all those who were loyal to or looked up to him no longer do.
  • Evil All Along: The early parts of the film build him up as the symbol of the people, specifically Galo, but he shows his true colors not too far in and reveals how deranged he actually is in the process.
  • Evil Cannot Comprehend Good: To him, all Burnish are nothing more then disposable resources to use to power his plans, he doesn't care that some are just people scared for their lives of being ostracized and hunted just because they have fire powers (as shown with the pizzeria worker earlier). Nor can he be bothered to find a solution that'll save everyone on the planet rather just who he sees worthy in his eyes. He likewise thinks all of his staff will be on board with his plan and is flabbergasted when Heris prevents his ship from going through a portal, cursing her love for her sister to do this action.
  • Evil Is Hammy: Very soft-spoken and unflappable at first, but gladly hams it up after his true colors are revealed.
  • Evil Is Petty: Beats on Galo and berates him for having the audacity not only to survive but treat him, his hero, familiarly with the nickname "Gov Kray".
  • Evil Overlooker: Kray overlooks everyone else in the key visual of the film, making it a case of Spoiler Cover since he's Evil All Along.
  • Evil Sounds Deep: He is voiced by Crispin Freeman in the English Dub, who gives him a deep and authoritarian tone
  • Expository Hairstyle Change: His neatly combed-back hair goes completely wild in the climax, coinciding with him completely ditching his calm facade and going full Large Ham. His disheveled hair also resembles a wild flame, which is appropriate considering it's revealed that he's secretly been a Burnish all along.
  • Eyes Always Shut: Is never seen with his eyes open until he reveals his true colors.
  • Fake Ultimate Hero: Not only is his kind and noble persona an act to hide how he's an ego-driven madman with a messiah complex, but his saving of Galo from a fire is shown to be false. He was actually the cause of the fire and merely took advantage of the fact he hugged on reflex a fleeing and crying Galo to score points with the public. It also turns out that the brilliant fire safety inventions he patented to build his fortune and public profile were actually stolen from Professor Deus, who he murdered. In addition, it's repeatedly shown that he has more than enough technology to stop the lava threatening the Earth, but intentionally refuses to save it because he wants to go through with his plan that will leave most of the human race to die, purely to look like a bigger hero.
  • Glass Cannon: His flames are far stronger than Lio's but one punch to the face from Galo is enough to knock Kray down.
  • Good Powers, Bad People: Most of the weapons in his mech, the Krazor-X, were designed to help with creating a new society: most notably, the Genocide Cultivation Beam turns matter into dirt, taking barren landscape and turning it into arable farmland. Galo, naturally, points out that with the amazing equipment the Krazor-X has on board, he could have created a phenomenal amount of good without needing to resort to his insane scheme.
  • Hate Sink: Once his true nature is revealed to the audience, Kray spends the rest of the movie repeatedly demonstrating what a despicable, egomaniacal monster he is, and has been from the start.
  • Heroic Build: Subverted. He's very well-built and is initially presented as humanity's savior, but it turns out he isn't heroic at all.
  • Hidden Disdain Reveal: Kray pretends to play the role of a mentor to Galo while his facade is up. The moment he drops it, he reveals just how much Galo's entire existence and continued survival infuriates him.
  • Hypocrite: He's actually a Burnish himself, but he boasts that he's more different from all of them.
  • Ironic Name: "Foresight" usually means having the ability to predict future events and what is needed for those events. While Kray does predict some future events, specifically the destruction of the planet, his vision is limited in that he only sees the future that he wants to see, and refuses to consider any other course of action.
  • It's All About Me: Kray is utterly obsessed with being seen as humanity's savior, to the point that he's willing to doom the Earth just so that his image of being a savior will be fulfilled.
  • Karma Houdini. Maybe. Galo makes it a point to not kill Kray even after everything he puts him through, and he's last seen simply slumping in defeat next to the heroes. What may happen to him after society starts rebuilding is not elaborated on. According to artwork in the Memorial book, he was soon arrested in the aftermath.
  • Large Ham: Originally, he comes off as a Soft-Spoken Sadist contrasting the loud and bombastic cast, but once he's forced to take the spotlight, he sheds any of his mannerisms and comes off absolutely psychotic able to compete with the loudest of them.
  • Laser-Guided Karma: He reveals his true nature to Galo by punching him out of the blue. In the climax, when Galo survives his flames thanks to Lio's power he returns the favor by decking Kray twice, finally stopping him. Amusingly the difference in their punches can be seen pretty clearly. Kray only manages to wind Galo when he hits him, Galo floors Kray with his punches. A sign that that Galo's convictions are much stronger then Kray's.
  • Light Is Not Good: He is a blonde man in a significant amount of white and other bright colors, which help further his facade as a benevolent leader. Underneath his Mask of Sanity of a Reasonable Authority Figure, he's a Not-So-Well-Intentioned Extremist, sporting a Dark Is Evil and Purple Is Powerful color scheme once he goes full One-Winged Angel.
  • Mask of Sanity: Repressing his Promare's desire to burn through him for decades has not done his mental health any favors. He's noticeably calmer after his humanity is restored.
  • My Way or the Highway: He firmly believes in his plan to migrate only 10,000 chosen people to another planet as Earth is doomed to be covered in lava. No matter how many times Lio, Galo or others point out he has the tools he could use to save the earth, he refuses to listen.
  • Not So Above It All: He calls out Galo's habit of Calling Your Attacks while fighting him in their respective mecha suits. Kray then immediately after calls out his mech suit attacks.
  • Not-So-Well-Intentioned Extremist: His plan to enslave the Burnish for fuel and sacrifice most of humanity is ultimately just to serve his ego. Lampshaded by several characters in the film who note the resources put towards migration would be better served to stabilize the Earth's core.
  • One-Winged Angel: When he reveals he's a Burnish, and starts using his own abilities his appearance changes and starts looking more inhuman.
  • Opportunistic Bastard: As it turns out, Kray didn't actually save Galo from a burning building; instead, Kray had unintentionally started the fire in the first place, and Galo had run out on his own. Kray decided to take credit for the rescue in order to get himself good publicity as part of his plan to eventually take over the city.
  • Power Incontinence: The awakening of his Burnish powers caused his arm to explode.
  • Purple Is Powerful: When he reveals himself as a Burnish, he produces dark purple flames.
  • Red Eyes, Take Warning: When he starts slowly losing his cool, he opens his eyes to reveal them to be red and goes batshit crazy once he starts squaring off against Galo and Lio.
  • Red Right Hand: His artificial left arm, which is alluded to but only revealed in its entirety after he goes off the deep end and unleashes his Burnish powers. It resembles Burnish armor and is often drawn as monstrously oversized. When he starts throwing flames around, he almost always does it through that arm.
  • The Sociopath: Completely self-centered, superficially charming, and prone to moments of needless cruelty. Yep, he checks all the boxes.
  • Stealing the Credit: All of the amazing fire safety technology he's patented over the years was actually created by Professor Deus.
  • Super-Powered Robot Meter Maids: Krazor X wasn't built to fight, but to terraform planets. That doesn't make it any less dangerous an opponent.
  • Squishy Wizard: See Glass Cannon.
  • Theory Tunnelvision: Due to his obsessive desire to be humanity's savior, Kray refuses to consider any other plan to address the potential destruction of Earth other than evacuation. The recording of him murdering Professor Deus suggests that he decided on his plan years ago and has refused to deviate from it ever since. It's noted several times the inventions he'd made to terraform humanity's new home could easily just be used to fix the crisis at hand.
  • Unskilled, but Strong: Understandably, he hasn't had many opportunities to hone his Burnish powers (the most complex construct he can make is a pair of functional wings), but the strength of his flames are of such magnitude that he easily defeats the more experienced and trained Lio.
  • Uriah Gambit: He lets Galo join Burning Rescue in hopes that somehow it would lead to Galo's death on the job. Kray gets more and more bitter when Galo keeps surviving.
  • Villainous Breakdown: As his plans keep unravelling, he becomes more and more unhinged, to the point of being downright psychotic at the end.
  • Villain with Good Publicity: Kray is seen as the beloved governor of Promepolis and a brilliant genius, when in reality he's hunting down and experimenting on the Burnish for a plan that he knows will help cause the destruction of the planet and had stolen all of his brilliant inventions from the man he murdered.
  • Vocal Dissonance: His voice in Japanese is very high-pitched and gentle sounding despite his large intimidating build, although he drops the latter aspect to sound more unhinged as he exposes more of his true personality.
  • Walking Spoiler: It's safe to say that there's more to Kray than is seen at first.
  • Why Won't You Die?: To Galo, who continues to survive despite Kray's attempts to have him killed.
  • You Are What You Hate: As much as he wants to destroy the Burnish population, it turns out he's secretly a Burnish all along. He looks down on the other Burnish for lacking the discipline to control their pyromaniac urges.

    Biar Colossus

The secretary of Kray Foresight, the administrator of the Independent Republic of Promepolis and chief director of The Foresight Foundation. She is always with Kray and carries out his orders swiftly.
  • Advertised Extra: She was given her own character profile and was listed among the principle cast in advertising; in the movie itself, she has less speaking lines than Meis and Guiera, who are already minor characters that don't speak much in their own right.
  • Girl Friday: Kray's right-hand woman and secretary.
  • Number Two: Biar is constantly by Kray's side and always follows his orders. When Kray leaves to fight Galo and Lio, he leaves her in charge.
  • Satellite Character: She's Kray's loyal aide, and has no characterization besides that.
  • Stronger Than They Look: Like Kray, she keeps her balance when Galo rocks the bridge while the other faceless mooks are sent flying, implying she's on the level even if she's never in an action scene herself.
  • Undying Loyalty: She seems to be the only one fully vested in Kray's plans.

    Heris Ardebit

A young researcher at Foresight Research Institute and Aina's older sister. She's been devoted to the advancement of a particular project at The Foresight Foundation.
  • Big Sister Instinct: Heris is willing to work hard to give her younger sister, Aina, a better life. The primary reason she sticks with Kray's plan in spite of her guilt is that he promised that Aina will be one of the survivors on his ark. When he goes back on his word however, she turns on him.
  • Break Her Heart to Save Her: Tries to pull this on Aina when she tells her that she witnessed Galo attacking Kray to try and get her to stop prying into the Foresight Foundation's plans.
  • Good Is Not Soft: When Kray makes it clear to Heris that Aina is expendable in his plans, Heris destroys the ship's Prometech engine by feeding it one hard dose of a Phlebotinum Overload (though still taking the risk of draining Burnish souls/flames) and almost single-handedly derailing all of his plans.
  • I Did What I Had to Do: As guilt-ridden as she feels over what her technology is doing to the Burnish, she stays the course in order to save her sister. Least until she realizes what Kray's endgame is, then she quickly changes sides, ultimately keeping Kray from escaping the planet.
  • Labcoat of Science and Medicine: She's a scientist in a lab coat.
  • My God, What Have I Done?: Undergoes a silent case of this when Aina reveals that Kray is not only a murderer, but that he's been hiding the fact that his master plan will expedite the destruction of the entire planet.

    Vulcan Haestus

The colonel of Freeze Force, a heavily armed police unit (military police) which specializes in Burnish related crimes under The Foresight Foundation. Vulcan does not think well of Galo and the rest of Burning Rescue overstepping their authority.
  • Ax-Crazy: For whatever reason, Vulcan is constantly trying to instigate fights with other firefighting units, especially Ignis.
  • Batman Gambit: He picked up on the fact that Burning Rescue captured Lio a bit too easy since he and his cohorts elected to stick around the Kray Pharmaceutical Building instead of fleeing the scene once they'd torched the place. To take advantage of this suspicion, he allowed Lio and the imprisoned Burnish to escape with a tracker implanted in one of them so he could follow the signal to the secret Burnish settlement where the remainder of the mutants were hiding.
  • Berserk Button: He really did not take kindly to Galo insinuating that he waited until Burning Rescue did all the hard work before showing up to cuff the burnish.
  • The Dragon: Vulcan acts as Kray's right-hand man, with Kray calling Vulcan to take care of things from rounding up the Burnish to capturing Heris after she tries escaping.

  • The Man Behind the Curtain: He's not wearing power armor as much as he's a tiny guy in a human-sized mecha suit.
  • Mobile-Suit Human: Vulcan is revealed to be a man of munchkin height controlling a Mini-Mecha in the shape of a tall, and beefy man by the finale act of the film.
  • The Rival: Given his position, he is one to Ignis.
  • Villainous Valor: He's as Hot-Blooded as any of the heroes and he's perfectly willing to run up the body of a massive Burnish dragon all by himself if it means accomplishing his mission. Adding to that, neither he nor any other member of the Freeze Force objected to Foresight leaving them behind so they could ensure that his ark launched safely.

A mysterious scientist who has been researching Burnish for years on behalf of a United Nations research team. He holds an important key to the story.
  • Beat Them at Their Own Game: His virtual self spent years leading up to the present day perfecting the flawed Prometech Engine he and Kray developed largely to spite his former fellow scientist since he had no way of using it himself.
  • Brain Uploading: He foresaw that Kray would kill him and uploaded his consciousness to a computer. This computer is what Galo, Lio, and Aina encounter.
  • But Now I Must Go: After supplying Galo and Lio with the "Deus ex Machina", he (that is his robot AI remains) stay in his laboratory as it collapses around him. Aina is frustrated he didn't answer any of her questions.
  • Crazy-Prepared: Dr. Deus had the following prepared:
    • An incredibly large mecha suit designed to stop Kray's ambitions, fittingly called the "Deus X Machina",
    • A robotic AI backup of his mind to explain the backstory and origins about the Promare
    • Recorded footage of his murder by Kray to be released in case of his death.
  • Deus ex Machina: Deus himself is literally a Deus ex Machina. Until Galo, Lio and Aina accidentally discovered his old laboratory, no one knew he (to be specific, his AI) existed. He briefly appeared as an expert on the Burnish during the film's prologue, and various scenes reveal he was quite famous, but implied to have disappeared under "mysterious circumstances", the truth being Kray murdered him and stole his research. He also supplied Galo and Lio the means to stop Kray, with a mech called the "Deus X Machina".
  • Early-Bird Cameo: He can be seen in the early news reports where he's holding an emergency press conference.
  • Gambit Roulette: His plan to stop Kray from destroying the planet hinged on two people, at least one of them a Burnish, discovering his secret facility at the bottom of an innocuous frozen lake. The only reason Galo and Lio found out about him was complete coincidence, and he cheerfully admits that the world would have been doomed if it hadn’t been for that coincidence.
  • Mr. Exposition: He's the one who explains what the titular Promare actually are and how they're responsible for a lot of the film's backstory.
  • Posthumous Character: He was killed by Kray in the 30-year gap after the beginning of the movie. All of his appearances are either recorded video or through his mechanical AI.
  • Too Dumb to Live: Despite being Crazy-Prepared (see above), Deus also dug his own grave. He knew about Kray's ambitions and god complex, didn't tell anyone else about their planning to help the world, and confirmed to Kray no one else knew. This ended with Kray murdering him to hide Deus's involvement. Lastly, he (somehow) built his laboratory under a solid ice lake that could only be revealed if melted, effectively keeping it completely hidden until it was accidentally discovered.
  • Walking Spoiler: His very existence is a spoiler, as it reveals Kray's villainy and the lengths he would go to achieve his mad dream. His sudden appearance is responsible for the literal Deus ex Machina the heroes use in the final act.

Lio's promare
Over 30 years ago, an interdimensional rift opened between Earth and another universe. The Promare, sentient flame-based entities, traveled through the rift and took residence in Earth's core. This resulted in humans all over the world syncing with the Promare and mutating into being called the Burnish, unaware of the origin of their powers.
  • Non-Malicious Monster: Despite being organisms made of fire and having a strong desire to burn things around them, they're legitimately non-hostile. The only reason they want to burn things is because that's basically their entire existence in their home dimension. The only “dialogue” we hear from them is carefree, childish laughter.
  • Playing with Fire: They are fire.
  • Puppeteer Parasite: Downplayed; the Promare don't outright control the Burnish, but are responsible for their strong psychological need to burn things.
  • Sealed Good in a Can: When a dimensional rift opened thirty years ago, a large number of Promare ended up trapped in the Earth's core, setting off the plot of the film by creating the Burnish.
  • Sentient Phlebotinum: The Promare are mistaken at first for simple fire that is spawned and manipulated by the Burnish.
  • Starfish Aliens: They're organisms made of fire from another dimension. Their biology is based on nuclear fusion and their consciousness on electromagnetic fields.
  • Synchronization: The Burnish are people who can synch with the Promare that are trapped in the center of the Earth. Unfortunately, the Promare feel the pain that the Burnish do, and they'll go out of control and destroy the Earth if enough Burnish are subjected to suffering.
  • Walking Spoiler: Being the origin of the Burnish, they're naturally this.
