That's the Hacker Zombie, the boss of the San Francisco region in the Facebook game Zombie Slayer. Unfortunately, his background is little-explained in the game beyond the basic "This zombie's the boss of the rest here, this is why it's dangerous, now kill it" stuff, including how he lost his eye and came to be. Warning: Contains Headcanon

I'm also curious about what happened to his eye.
Dr Weil, the big bad of the Mega Man Zero saga. This guy is so irredeemably evil that he makes Dr Wily look like an angel in comparison. He's the cause of several severe tragedies and almost took out the earth with his kill sat.
In the MMZ 4 (the last game in the series) he and Zero has a fight to the death, Zero defeated him but at the cost of Zero's life.

Spike the Clown, the Mascot Villain of an old point-and-click adventure game called Toonstruck. Well, he's the mascot in the sense that he appears on the title screen and most of the game's marketing. In the actual game, he only appears in one room and has a very small role.
Spike is the court jester of the wicked Count Nefarious. Nefarious had Spike's brain fried, turning Spike into a raving lunatic for Nefarious' entertainment. Spike is locked in a padded room in Nefarious' castle, only to be brought out when Nefarious wants to be amused. He constantly speaks in Non Sequiturs, and his favorite trick is blowing up a balloon animal only to pop it by sticking a needle in its eye.
Did I mention this game is a bit dark?

If he catches you, it instantly costs a life. Because of how jarring Mr. Wilson's sprite looks combined with how suddenly he appears, it's practically a Jump Scare.

Julius Oppenheimer Jr. from The Amazing World of Gumball. There isn't really much to him other than being the leader of The Detention Kids, due to only 2 episodes focusing on him. In "The Sucker", Julius tries to manipulate Darwin into working for him, only to have it backfire horribly. That avatar is when Darwin explains that he fixed everything by making it worse.
- Darwin: I patched things up with your girlfriend. You're getting married on Saturday.
