It's Edna again. She (an Earth Seraph) openly blames humanity for the loss of her brother (also an Earth Seraph now turned eternally-rampant dragon due to malevolence) for the past hundreds of years. She's not entirely wrong for this either. Also, she lashes out mostly with Death Glares and her umbrella; but she's not above teasing the very few humans she does tolerate (assuming said humans can even interact with her at all).
Easily freighted or otherwise hates Halloween.
