US President William Sheridan
- Corrupt Politician: Got elected with the help of The Mafia.
- No Historical Figures Were Harmed: He is an American president who was killed in his car during a parade. Doesn't it remind you of someone else?
- Our Presidents Are Different: President Target and President Personable.
- Posthumous Character: Has been assassinated a few days before the comics kicked off with XIII being found unconscious on a beach.
Maria Isabel de Los Santos
A revolutionary leader turned president. XIII participated in her insurgency against General Ortiz under the nickname "El Cascador".
- Damsel in Distress: She is jailed in Roca Negra and Padre Jacinto asks XIII's help to free her. When the insurgents seize the prison, Peralta kidnaps her. XIII frees her, but she is injured and XIII has to help her to cross a mangrove.
- Iron Lady: She becomes the president of Costa Verde. She is portrayed as competent (she analyzes correctly the diplomatic and military situation of her country, she devises a good plan to stop Peralta) and strong (she gives her love story with XIII up for the sake of her country).
- Love Interest: She was XIII's love interest when he helped the revolutionary guerilla of Costa Verde
- Rebel Leader: She is one of the leaders of the insurgency against Ortiz, with Angel, Padre Jacinto and El Cascador..
- Romantic False Lead: Maria falls for XIII and they have sex together. Jones, XIII's official love interest, is jealous.
Padre Jacinto aka "El Padre Loco"
One of the leaders of the insurgency against Ortiz, with Angel, Maria de Los Santos and El Cascador.

Jessica Martin
A black ops agent who was recruited (and abused) by Frank Giordino.
- Action Girl: One of the best examples in the series.
- Depraved Bisexual: In Top Secret, Jessica, who is a cruel professional killer, tries to seduce XIII, then she sleeps with Irina. Subverted, because she has a Heel–Face Turn in the next episode.
- Femme Fatale Spy: She uses her charms to gain her victims' trust. She plays innocent with Warren Glass and Danny Finkelstein, then kills the former and abducts the latter.
- Heel–Face Turn: Twice. One to both Frank Giordino and Irina Svetlanova.
- High-Heel–Face Turn: In Top Secret and Release the Hounds, Jessica is the only female among the professional killers sent after XIII by Frank Giordino and by Irina Svletlanova. Finally, she betrays both Frank and Irina and becomes allied with XIII after he saved her life twice.
- Hitman with a Heart: She grows fond of XIII eventually.
- In Love with the Mark: In Release the Hounds, she falls for XIII, even if she was ordered to kill him.
- Mistreatment-Induced Betrayal: In Release the Hounds, she betrays Irina. This is partly because Irina threatened to kill her.
- The Mistress: In Release the Hounds, she confesses that she is Frank Giordino's mistress.
- Not Quite Dead: It turns out she didn't die, as she shows up in "The Last Round" for some unfinished business with Frank Giordino.

- Screw This, I'm Outta Here: He wants no more to do with Frank Giordino, which gets his wife killed and himself almost killed when mafia thugs hired by Giordino suddenly attack his house.
- Unsafe Haven: His house, after calling it quits with Giordino's increasingly dirty business.
Jonathan Mac Lane / Jonathan Fly
- Defiant to the End: Upon dying, he boasts to Dwight Rigby that the Ku Klux Klan's ideology will never triumph in America.
- The Idealist: His idealism during the Red Scare made him take part to the defense of the XIII universe versions of Julius and Ethel Rosenberg.
- Mysterious Past: When XIII start investigating his life, he finds very little information. Why did he leave New York? Why did he settle in a small town? Why XIII cannot find any information about him in the archives of the newspaper he worked for?
- Parental Substitute: He raised Jason for some time up until he got killed in Jason's early teens.
- Posthumous Character: He was murdered years ago by Klansmen.
- Witch Hunt: A victim of this in the Red Scare times. See above.
- Worth Living For: His left-leaning and humanist ideas.
Zeke Hattaway
Appears in The Jason Fly Case, The Night of August Third
- The Atoner: Tries to make amends for not saying anything about the murder of Jonathan Mac Lane by klansmen.
- Handicapped Badass: He's blind, and he manages to shoot Dwight Rigby dead while being guided solely by the latter's voice.
- My Greatest Second Chance: Zeke Hattaway could not save his friend Jonathan Fly from being killed by Dwight Rigby and the Klan. He did not even dare denounce the murderer. In The Night of August Third, he shoots Dwight Rigby when he is about to kill Jonathan's son Jason.
- Parental Substitute: Zeke Hattaway is one for Jason Fly, as Jonathan Fly is too passionate about his work.
- Prophet Eyes: Zeke Hattaway is blind and has cataracted eyes. He is the only one who recognizes XIII as Jason Fly.
- The Reveal: He reveals the truth about what happened to Jonathan Mac Lane.
Judith Warner
- Fille Fatale: Her beauty was quite provocative when she was young.
- Love Father, Love Son: She has sexual relationships with Dwight and his son Rigby. That said it's portrayed as twisted stockholm syndrome after being rape by Dwight when she was 14.
- Promiscuity After Rape: Judith is promiscuous (she says she regurlarly has sex with Dwight and David Rigby and she has a one-night stand with XIII) and she reveals that she was raped at 14.
- "Not If They Enjoyed It" Rationalization: She's not very mad at Dwight Rigby for having raped her because she was secretly in love with him.
- Rape as Backstory: Judith reveals that she was raped by Dwight Rigby when she was 14.
