  • In the depths of the vast darkness of an entity known as the Black Thing, lies the planet of Camazotz. There, its people are extreme conformists, everything even remotely out of the ordinary such as something like tripping is treated extremely negatively. This is caused by its ruler, IT who seeks to destroy all individuality to anything and everything outside the planet to create a pure orderly society and destroy those who resist. That was until a certain girl landed on her planet, rescued a prisoner IT held then blew IT up to smithereens with love, something that IT couldn’t comprehend.
    • After learning of IT, YHVH saw an incredible potential ally for him to gain. So YHVH had managed to resurrect the brain who was moved from Camazotz to the Pantheon. IT was immediately filled in on what the Pantheon was and YHVH’s goals were. Impressed on the alliance’s goals and efforts, IT joined the GUAL as one of its leaders in the hopes to control the weak-minded populations of the multiverse.
  • Is close allies to those who wish to control others’ free will, especially from the GUAL. Even in his own ranks, IT is considered even more of an extremist than its fellow members. IT hates differences so hard that even catching an illness is enough justification for extermination of a person. They’re doing their best to keep IT under a leash so the brain doesn’t try to exterminate their own ranks in the masses.
  • Has IT’s own servant that serves as IT’s mouthpiece, The Man With Red Eyes where he essentially starts acting like an even more crazed Hitler. IT is usually lax when it comes to the possessing the Man With Red Eyes, being a bit of a Creepy Monotone but goes Large Ham when IT’s possessing someone else at the right circumstances. Not that IT wants anybody else but Red considering possessing someone else led to IT’s downfall.
  • The entire relationship with IT and the Black Thing remains ambiguous. While it is widely accepted both are entirely different beings, nobody knows who’s the real mastermind to one another, if there even is one. IT is not explaining the complexities of their relationship, deeming it as unnecessary.
  • The Brainspawn consider IT the apex of their kind, even more so than the Big Brain. They admire IT’s idea of a world of perfect order which they in turn believe is the ideal world they should create, controlling the masses where they thought of opposing them doesn’t come to mind. They follow IT’s word as if IT were their Gandhi, becoming a tool to the biggest brain of all.
  • Also has ties to several members of Rex Machina, as they also believe organic life should be subjugated into servitude. Gets along with Vril Dox the most who IT is interested in running literal social experiments upon Brainiac’s collection of shrunken worlds.
  • Obviously has an affinity towards those running dystopias where the civilian population are helpless against the authorities. Big Brother and the Sibyl System come to mind, all showing the futility those seeking freedom has against such governing bodies.
  • The Auditors of Reality have much respect for IT as well, as they too eliminate those who think differently from them. IT wishes they were less destructive, as IT thinks their rather egotistical nature is their biggest flaw.
  • Applauds Xemnas for his intention to wipe out all emotions in his universe. IT put Kingdom Hearts as a potential new power to seek and conquer all worlds with.
  • Despite IT being well accepted into the GUAL, there are few members in high command who don’t have a high opinion on the brain. Shekinah particularly does not like the idea of a non-divine being in such a high ranking, especially one who thinks itself as if it were a god. Satan believes that IT is rather a ineffectual and almost depraved creature who would eventually wish to usurp his Lord one day. YHVH secretly is aware of the potential coup as well but won’t act upon it to not offend IT.
  • The Nothing reminds IT of the Black Thing, a devourer of all imagination that engulfs everything into itself. Despite The Nothing being an entirely different entity from the Black Thing, IT couldn’t help admire the similarities both entities possess. This all despite the fact The Nothing would probable annihilate IT and the domains IT rules over.
    • IT is also very much intrigued by how Lord Fuse’s methods on assimilating planets and creating his own clone army work. At the same time, IT wishes to keep as far away from Fuse as possible as IT could succumb to becoming infected by Fusion Matter.
  • A rather eccentric theorist claimed that Pennywise and IT may be connected or even the same being based upon sharing the same name of "It" and originating from other dimensions. In the Pantheon proper, the two are completely separate but IT abhors Pennywise, thinking the clown is an insane creature who would be eliminated in IT’s domains.
  • Surprisingly, IT managed to get Zamasu’s approval. The Kai believes that controlling the masses would be a nice power to have and that complete individual subjugation is a nice method to keep mortals from being sinful lest they get wiped out through complete genocide. The only reason why IT and Zamasu don’t speak is due to Zamasu not believing IT is a divine being despite IT being very much non-mortal and more of less alien.
  • There was one thing that destroyed IT. A thing that was so incomprehensible to the brain that IT’s consciousness just erupted. That thing... was love. IT has sworn to eliminate the Houses of the Pantheon that are made up of this love concept that IT considers to be extremely dangerous, whether it is romantic, erotic, familial, friendly, or passionate.
    • Despises Homura Akemi and Madoka Kaname for this very reason, as their actions on becoming Overdeities were created out of this love idea. Madoka has done her deed out of love for others and Homura has done it out of her own selfish love. Such actions make IT think both girls are both insane and completely dangerous.
    • Another Magical Girl duo that IT thinks are completely dangerous are Nanoha and Fate who’s rivalry ended once their love for each other started to show. IT doesn’t care if it’s a friendship or romantic love but wants those two out of the picture as well. Ironically, these girls would have left IT alone if they weren’t made targets by the brain.
    • Then there is Pops Maellard... hoo boy. Pops who is an Overdeity-level threat managed to use love to defeat his brother, who was the embodiment of the annihilation of existence. IT is batshit terrified of the old man and is trying to get the GUAL to take Pops as a threat more seriously.
    • Really doesn’t like Twilight Sparkle, as her friendship with others made her an incredible powerful person to do battle with. IT keeps as far away from Twilight, as the pony can and will use the magic within herself to overload IT’s brainwaves and turn them into mush.
    • Sora’s bonds with others across multiple worlds also make him a high threat priority on IT’s list. If IT is not careful, Sora could strip down IT’s control and free the people in within IT’s domain.
    • Timmy Turner managed to annihilate a similar threat to the Black Thing by using kindness, not even needing his fairies to do so. IT feels logic is thrown out the window when it comes to this love issue and is now considering stuffing in people into pods forevermore.
    • Anakin Skywalker was driven by love to go down the path of the Sith, so it comes to surprise that he vehemently opposes IT. Despite all of his regrets, Anakin doesn’t feel his initial motivation wasn’t unfounded and baseless as much as IT claims it is.
  • Obviously does not think highly of Lucifer or his weapon the Demi-fiend. IT likes to revel in the fact even Lucifer admits that his world of chaos needs at least some semblance of order to be functional but Lucifer likes to point out that Law needs some form of freedom too so that the faith that empowers them doesn’t become mindless repetition with no belief put into them.
  • The ToQgers’s power over imagination is something even IT notes that has unlimited potential when fully awakened. IT isn’t allowing anything of that scale be let loose and is attempting to shut down the place where they gain their powers from, or at least sever their link to it.
  • The Phantom Thieves of Heart are appalled by IT’s dystopia, being much like when Yaldabaoth took over Tokyo. They’re doing their best to make sure IT can’t create a place like that ever again.
  • Big Boss and Raiden are similarly reminded to the dystopia the Patriots have created and want to eliminate IT for this. Even Steven Armstrong notes how dangerous IT could be and wants the brain removed from the picture.
  • While not actively malicious to them, IT does foresee the extreme danger when it comes to the Master of Chaldea. All those Servants that singular person controls from all sorts of backgrounds and having an organization built to go throughout all of space-time makes the brain nervous to say the least. If something really goes down between the GUAL and Chaldea, IT would sit that conflict out.
  • Likes the cognition of the then depressed Hikari and wishes to tell everybody this is how a human should feel. Hikari would love to retort the entire lesson was that mindset was dangerous and makes one borderline suicidal which IT conveniently ignores.
  • A certain web celebrity named Felix was not happy to learn that IT had been conducting experiments on his followers to see if the GUAL could manipulate them by using their cult worship of Pewds for their benefit. Felix who was not amused, called IT to be a small brain for doing such a thing and that the GUAL must have small pee-pees to think up such a plot.

  • It was a troubling time when deities all over the Pantheon began getting shot by people claiming to be law enforcement for seemingly no reason. These authority figures turned out to be members of a group called the Ministry of Welfare's Public Safety Bureau (MWPSB), who were operating from a building that had appeared in the House of Leadership, the Pantheon's new temple for the Sibyl System. The head of the MWPSB, Chief Joshu Kasei, later made a statement on the matter, "There are many in the Pantheon who suffer from poor mental stability, or possess an inclination towards performing criminal acts. Some, with the assistance of therapy, may be capable of making the journey to recovery. Others, however, will undoubtedly be judged as beyond redemption and, like a cancerous tumor, must be removed for the sake of society's health as a whole. The Public Safety Bureau is dedicated to protecting the public, using whatever methods are required. That which needs to be done is carried out by those capable. Such is the grace bestowed upon mankind by Sibyl."
    • Batman, curious as to why a computer with seemingly no sentience or sapience would be capable of becoming a deity in the Pantheon, infiltrated the Sibyl System's temple and learned a dark secret of the system's true nature*. Since then, he's become determined to bring it down, seeing the system as an enemy of free will. This is a challenge considering how reliant on Sibyl the Public Safety Bureau has become, so he's been working closely with his ally, former Inspector and Enforcer, Shinya Kogami, and Inspector Akane Tsunemori, both of whom already know Sibyl's secret.
    • Chief Joshu Kasei arranged a meeting with Motoko Kusanagi. The exact details of this meeting have not been made public, but rumor states that their discussion involved certain applications for the technology that went into her full-prosthetic body. Whatever the truth may be, it is clear that the Major did not find the ideas presented to her appealing.
  • The Sibyl System is a network that was developed with the intention of making job placement more efficient. While it continues to serve this function, its influence has increased in scope to the point where it effectively runs the whole of 22nd century Japanese society. It does this by monitoring the stress levels and other organic indicators to profile select persons and calculate their predisposition to commit crimes, which is measured as a number known as the Crime Coefficient note . A person's Crime Coefficient is a major part of their Psycho-Pass, and how high it is determines how the agents of the MWPSB, who use special guns known as "Dominators" to scan individuals, is expected to deal with the individual:
    • Under 100: No law enforcement is deemed necessary. The Dominator will remain locked, and will not fire. Unless circumstances change, it is assumed that the scanned person is innocent and cannot commit any crime.
    • 100-299: Anyone 100 or greater is judged a Latent Criminal, regardless of whether or not a crime has actually been committed. The officer holding the Dominator is expected to shoot on sight. If the Crime Coefficient is under 300, the Dominator will switch to Nonlethal Paralyzer, which will cause the person to be paralyzed and knocked out by the shot.
      • Some individuals with Crime Coefficients in the 100-299 range may be permitted to work with the Public Safety Bureau as "Enforcers", people who are tasked with tracking down other Latent Criminals like themselves and operate under the command of Inspectors, members of the Public Safety Bureau who have Crime Coefficients under 100 who may shoot and knock them out if they act out of line. Although the House of Justice, for the most part, is against the type of society that the Sibyl System presents, there are those who see the peace and unity attained by law, discipline, and lack of democracy or choice, as well as the mental and physical health of its citizens as an ideal to strive for. Some have even attempted to join the MWPSB, but unfortunately, they're not hiring. Despite this, Sibyl has made it clear that all Judge Dredd has to do is say the word and a spot as an Enforcer will open up for him immediately.
    • 300+: Anyone above 300 is judged to be a serious threat to society, and should be shot on sight. The Dominator will switch to Lethal Eliminator to instantly kill the targeted person.
    • Besides having the ability to scan individuals and communicating Sibyl's judgement to the holder, the Dominators also have a separate function known as Destroy Decomposer, for use against inanimate obstacles and Latent Criminals using heavy armor. Upon being shot, the target will be completely disintegrated. Inorganic deities, including many within the Machine Uprising movements, become justifiably tense at the idea of being shot by such a weapon.
    • CLASSIFIED! Sibyl is not managed by an advanced computer system as most believe. In reality, the system is actually run by a Hive Mind composed of human brains in glass jars. These brains come from humans who are unable to be judged by the system, and are dubbed "Criminally Asymptomatic". Once they have determined that a person is criminally asymptomatic, they attempt to recruit the individual by making use of cybernetic bodies, most notably the chief of the MWPSB, Joshu Kasei. They have continued this practice in the Pantheon, attempting to identify certain individuals as Criminally Asymptomatic, but after their attempt to recruit the one known as Shogo Makishima went horribly wrong, they are maintaining greater caution in studying these people before approaching them. Such persons include The Joker, Light Yagami, Johan Liebert, Junko Enoshima, Voldemort, Felix, as well as Paul and Peter.
  • Officers in the MWPSB serving Sibylnote  have noted peculiarities in the Crime Coefficients of certain deities, mainly those who suffer from severe mental illness or whose brains have been augmented through cybernetics or drug use. Perhaps the most demonstrable of these was Harvey Dent, AKA Two-Face, who has been found to rapidly change from one number to a second one uncontrollably, depending on which of his personalities is dominant i.e. below 100 when the good Harvey Dent is in control, and over 300 when "Big Bad Harv" is.
  • Has a working relationship with Big Brother, one of the few deities that Sibyl respects as close to an equal. They tend to swap technology and ideas for how to make people more dependent on them. Some have even speculated that Sibyl and Big Brother are related somehow.
  • Impressed by Sibyl's ability to accurately profile beings, Yaldabaoth, with YHVH's permission, recruited the Sibyl System to the GUAL, where they use their ability to immediately identify worthy applicants for recruitment, increasing the Alliance's enlistment rate by cutting out the need for extensive observation and surveillance before approaching. Sauronnote , who has a passion for near-perfect order that Sibyl has brought to its society, has enthusiastically discussed with Melkor about offering Sibyl a spot in the GUAE. Darkseid has extended a similar offer to work for him as a double agent in the GUAL like Big Brother (and again for his Harbingers of Repression), but isn't as avid about it due to already possessing the greater power of the Anti-Life Equation, which can strip individuals of their free will far more effectively than Sibyl can. Sibyl is reluctant to accept either offer, especially considering that both deities' Crime Coefficients are completely off the charts.
    • Since it's recruitment, officers serving the Templar Order have turned to the Dominator as their standard-issue firearm and have communications with the Sibyl System. Its importance to the Grand United Alliance of Law has earned it an automatic promotion to the High Council, represented by Chief Kasei.
  • Although both the Sibyl System and The Machine have the goal of creating a peaceful, crimeless future in the Pantheon, they have opposing ideas of how such a future should be achieved and why. As a result, they have entered something of a divine chess match against each other, as both attempt to manipulate other deities to accomplish their machinations.

  • The Center for Chaos Containment, CCC for short, are a secretive organization tasked with solving with situations or events that hold an unprecedent level of chaos, often resorting to extreme methods to solve them, ironically creating even more chaos. The agency was drawn to the Pantheon given how the levels of chaos present here went through the roof and they had to do something about it, so they decided to unleash a series of Humongous Mechas to deal with the Grand Alliances, landing them in hot water but they convinced the court to stay as part of the "peacekeeping" taskforce of the Pantheon and deal with unusual events, even if they tend to go about it the wrong way.
  • The CCC are very aware that most of the chaotic events that transpired in their home universe were caused by notorious criminal Henry Stickmin and made it paramount to capture and study him closely in order to understand what they call the "Stickmin Anomaly". That's because Henry possesses some awareness of several timelines where he either failed or followed a different path and the Henry in the Pantheon further complicates things. Henry on his part has been trying to avoid the CCC as he is tired of being locked up in seemingly inescapable places.
  • Though at surface level they might fill similar roles, the CCC and the SCP Foundation often butt heads with one another given their different approaches at containment, the CCC being borderline reckless when it comes to dealing with problems and the fact that the CCC wants to crack down on some of the Foundation's SCPs given their supposed high levels of chaos has caused some animosity with both agencies, not helping that the GOC also likes to intervene in their respective affairs. One thing is for certain, the CCC at least believes the Chaos Insurgency needs to be stopped and they are willing to cooperate with the Foundation to do so.
  • Since their ascension, the CCC has requested to personally guard the Tunisian Diamond in the Treasure Vault given how they feel responsible for the one time they intervened and destroyed half of the Museum the diamond was held in, leading to it landing in Henry Stickmin's hands. Authorities at first denied the request given the shaky details behind the diamond's theft but allowed them to at least sent a liaison in order to have someone on their behalf act for them.
  • While notably against anything or anyone that deliberately indulges in chaos, the CCC found it quite hard to find a suitable Grand Alliance to join as they aren't technically "good guys" and surprisingly enough, Lucifer the Leader of the GUAC found them quite intriguing, not because they oppose chaos but for the fact they seem to cause even more chaos whenever they are involved and the CCC has been an unwitting asset for the GUAC thanks to their less than ideal methods. And of course, the GUAL absolutely does not approve of how they go about things even if they share the common enemy with chaotic deities.
  • Surprisingly on good terms with the Wall, having one of their own men acts as a liaison between both organizations and they have also collaborating in capturing Henry Stickmin after he seemingly managed to escape the Complex. When it comes to other organizations though, the CCC is either openly hostile or doesn't really care about them.
  • The Daedric Prince of Chaos, Sheogorath, is considered the embodiment of everything they try to contain and prevent and have several times tried to capture him to end his reign. Ironically, the attempts they have to contain him have never worked properly and only serve to indulge Sheogorath and give him all the tools to have fun. He himself just find the increasing attempts to contain him an adorable attempt at playing tag with him so he usually just plays along with the CCC's shenanigans.
  • One of their most common solutions for solving a problem is just launching a nuke towards it and to be fair, it tends to be pretty effective overall. However, to follow pantheonic regulations, the use of nukes has been severely limited in order to reduce potential collateral damage. In fact, they first intended to use one on Godzilla but thankfully other authorities stopped them before things got worse.
  • The CCC has been working alongside the Men in Black as fellow goverment agencies that specialize in anomalies and how to deal with them. Probably one of the few organizations who don't question the ethics of the CCC and the resident agents K and J have been keeping up with whatever the CCC requests to avoid their direct intervention.
  • It's been discovered that the CCC are also responsible to looking into anomalies that can be found outside of space and time and have been known to try and fix them at the best of their abilities. Notable for being the ones that sent the package that allowed Henry Stickmin to escape the prison and kickstart every other event he was involved in afterwards, creating some sort of Stable Time Loop. That is why the CCC is insistent on keeping a close eye on Henry so he won't cause any more chaos than intended.

With that kind of technology available, strife related to them is bound to occur and that’s where Public Security Section 9 comes in. A counterterrorism unit led by Daisuke Aramaki that’s part of Japan’s Ministry of Internal Affairs and having former military officers, forensic scientists, and police detectives as some members of that group, Section 9 is dispatched whenever crimes related to cybernetics occur and information about the unit and its members are kept top secret. Despite the fact that they have broken a lot of laws doing their job, it’s clear Section 9 doesn’t hesitate in keeping the public safe even amidst a corrupt government.
  • Cyberspace is a vast world that is always expanding thanks to Major Motoko Kusanagi’s explorations of such. It wouldn’t be long before she found a heavily guarded file created by an unknown author on the net and with warnings of another crime wave on the horizon, it was up to Section 9 to see if there was any connection between the files and the threat they were up against. It was a difficult endeavor for the team as some members were physically investigating any connection someone may have with the files while others focused on getting access to the files. Section 9 was eventually able to get access to them, but the Major ended up suffering an information overload due to some of the data being corrupted and had to be pulled out from the net before she ended up getting damaged further. The files, which had “Pantheon” as its codename and was written by many authors under multiple pseudonyms in an attempt to cover their tracks, contained information about many other worlds and how Section 9 was connected to it. It was also discovered that some of the writers for that file were planning to not only attack cyberspace, but the worlds outside of it. With more political intrigue and technological advances headed their way, Section 9 had their work cut out for them even if it didn’t take a lot of time to adjust to being part of a larger world.
  • When it comes to stopping crime in a futuristic dystopia, Section 9 and Judge Dredd are dedicated to their mission related to such, but go about it in very different ways. Corruption within the higher-ups is commonplace for both Section 9 and Dredd, but while Section 9 is more than willing to do the right thing whenever the opportunity presents itself, Dredd adheres to the laws as given to him, even if he knows that there’s issues with them. Section 9 is also primarily focused on going after cyberterrorism thanks to the technology they have with them while Dredd has mainly dealt with crimes that happen on the streets. Dredd has sometimes questioned how people working for what is described as a government organization are willing to step outside of the law to combat danger, but given the dangers cyberterrorism poses to others and how different it is from street-level crimes, Dredd and Section 9 have their work cut out for them in case something happens that leads both parties to meet each other.
  • Fighting crime in a cyberpunk dystopia is challenging as is thanks to a mix of dangerous criminals and crooked politics, but Section 9 would learn of a supercomputer that presented a lot of problems. The Sibyl System is composed of the brains of various criminals and despite Sibyl bringing order to a version of futuristic Japan, they also have an iron grip on Japanese society and their method of handling things has been met with scrutiny by others. Akane Tsunemori served as an Inspector taking on criminals and while she had an idealistic view in carrying out the law, she became aware of the corruption inherent within Sibyl and grew more determined to find a better way in getting criminals apprehended. Section 9 didn’t deny the many issues inherent in the Sibyl System with Aramaki noting that such an advanced computer that could control society would be difficult to deal with even taking his smarts into account. As for Tsunemori, her having to contend with a dangerous law enforcement job that is overseen by a corrupt leader was something that Section 9 understood fairly well, with Togusa seeing a bit of himself in her when it came to someone with an idealistic, yet straightforward view of taking on crime face hardships and grow from it after having been a newcomer to the team they’re on.
  • Besides the various cyberterrorism plots that have been going on, political corruption is another problem Section 9 has dealt with on a regular basis. While some political figures such as Kazundo Gouda stirred up trouble to get attention for themselves, there were others in the Pantheon who had far more dangerous intentions for carrying out political trouble. Section 9 has dealt with problems related to the American Empire on occasion and there was one American politician in the Pantheon by the name of Frank Underwood that Aramaki found to be a significant issue if they needed to confront any plan he’s carrying out. Underwood is highly skilled at manipulation and Aramaki’s political expertise was something Underwood wasn’t going to take lightly if it meant finding a way to gain an advantage over Section 9 when it comes to the technological aspects of the Pantheon.
  • With his various cybernetics, experience in fighting crime and uncovering conspiracies, Adam Jesen seemed like someone who would fit in with Section 9. Adam had a far more complicated character than the entirety of Section 9 in terms of personality and who he previously worked for, though that didn’t stop The Major from expressing interest in him working with the team. Part of the reason The Major was willing to talk to him was that he received plenty of cybernetic implants as a result of his body being heavily injured and how he was looking for answers about himself in addition to going after crime. As much as Adam was open to joining Section 9 given that they’re willing to fight for the right thing and how The Major saw a bit of herself in him, he isn’t really able to commit to joining the team, partially since he’s able to do all the things that serve as a specialty of each individual member. That didn’t stop him from providing some help for Section 9 if they found themselves on a difficult mission that could put the organization in jeopardy.
  • Cyberspace has often been part of Section 9’s missions, with the team exploring it a number of times to find critical information that may be locked away in it. The Pantheon made cyberspace much bigger than it already was thanks to the presences of entities that not only explored cyberspace, but were involved with keeping it safe from various threats. Adding to Section 9’s challenges was that there are different versions of cyberspace that can be accessed, such as The Wired and some such as Masami Eiri, who wanted to upload everyone’s consciousness into The Wired to accelerate human evolution, had bad intentions related to cyberspace. Not only does Section 9 have to deal with greater security in trying to find what they’re looking for even if there are a few friendly faces that won’t get in their way, but they have to be careful of threats that could escape cyberspace and become too big of a problem for them to confront.
  • Hacking into tightly guarded areas is a regular part of Section 9’s operations and they have dealt with antagonistic hackers numerous times. The person who originated The Laughing Man moniker merely wanted to expose corruption and unintentionally spawned various imitators who were more extreme than he was and while The Major remains relatively friendly towards The Laughing Man, there were plenty of other hackers for Section 9 to worry about. While some hackers aren’t too much of a problem and are just as friendly, if not moreso, as that of the original Laughing Man, others such as Sombra and The Dark Army have given the team plenty of trouble. Despite Sombra’s ties to a large terrorist organization (which is already a problem on its own should Talon decide to further get involved with cybercrime), having her own plans outside of the group she’s working with has given Section 9 plenty of reasons to keep an eye on her in case her plans outside Talon become too much of a threat.
  • Takashi Shimamura is a posthuman, a group of humans who skipped some evolutionary levels to become more advanced, and has his own ambitions that made him and the other posthumans a notable danger for Section 9. He created an online app that allows users to determine who should be punished for some sort of crime and sought to create a world free of conflict that would allow everyone to live in harmony. The notion of something comparable to Think Pol in the hands of ordinary civilians, especially if said civilians exhibit violent tendencies, was scary enough as is, but The Major was curious about rumors involving a cab driver that once harbored great ambitions and decided to look into it during off-hours. This led her to meet Takuto Maruki, and during a cab ride to an unknown destination, Motoko decided to tell Maruki the story of everything that happened regarding Shimamura. Maruki was intrigued at the notion of someone who had a similar goal that he had, even if Motoko refused to answer whether or not she put a stop to Shimamura’s plans. As the trip came to an end, Maruki remarked that it was interesting hearing from the perspective of someone else the possibility of what could have happened if his own plans succeeded and Motoko pondered what could happen if another meeting between them would happen if Maruki had the motivation to carry out his former plans.
  • Major Motoko Kusanagi, often referred to as simply The Major, is one of Section 9’s top members in terms of combat capabilities and was fully converted into a cyborg at a young age following a deadly accident, though she may have been cyberized before she was even born. There were many who went through such a process and while some have used their abilities for good like The Major, others have abused their power and a few were forced to act against their will as a result of their personality being manually altered. Even for someone as skilled as The Major, finding the consciousness of these altered cybernetic bodies would be difficult and some have highly advanced abilities that could prove challenging for The Major and Section 9 to deal with. One unusual entity she met was The Puppet Master, a rogue AI who wanted to be seen as a living entity and the meeting eventually ended with a merger between the two’s consciousness, allowing her to navigate both the real world and cyberspace with ease.
  • If The Major is busy with something else at the moment, Batou will be the one to lead Section 9 for combat-related operations. Not only does he have plenty of strength to go along with his muscular appearance, but having known the Major for a long time, he harbors an attraction to her even if any sort of success on the romance front isn’t likely and he’s aware that he isn’t alone on that front in the Pantheon after hearing about other relationships that never grew despite the people in question being close to each other on a professional level. While some of Section 9’s members have cybernetic eyes, his electronic eyes are quite noticeable and the varied nature of the Pantheon meant that the capabilities of the electronic eyes that Section 9 has would have to go up against other kinds of potentially more advanced eyes. Beneath that boisterous attitude of his, Batou also has a softer side, being a caretaker for the Tachikomas and having a favorite among the tanks as well as having a fondness for dogs thanks to having a basset hound and taking time to feed stray dogs.
  • Unlike the other members of Section 9, Togusa is a cop who doesn't have much in the way of cybernetic upgrades, essentially making him a traditional human in the team. He was also seen as a rookie before his expertise in investigation from a human perspective earned him the rest of Section 9’s respect. He is far from the only (mostly) regular person to be part of a group of super-powered individuals and having been used to the challenges of such, he’s on good terms with those who didn't have superhuman abilities who had to work their way into becoming a valued ally among their super-powered peers. He also has a wife and kids, though the wife left him and took the kids due to his dedication to such a dangerous job and Togusa was understanding towards those who are focused on their job to the point of barely having a personal life, even if he admitted that some were too engrossed in their work to the point of alienating others.
  • Daisuke Aramaki is the leader of Section 9 and is responsible for sending the team into action and handles the various political going-ons related to him and the organization. He’s far less likely to get directly involved in combat than Ishikawa, but he has his ways of being able to defend himself if it happens. There were many strategists, regardless of if they had military experience like Aramaki and most of the rest of Section 9 do, that were capable of putting up a fight on the battlefield in addition to setting up plans for such. Aramaki knew that there were some strategists he could learn a few things from, especially given the variety of threats in the Pantheon that existed beyond what they normally dealt with and that some devious strategists could undermine Section 9 if they’re willing to act on it.
  • While Ishikawa doesn’t go out on the field that much compared to the rest of the team, he still plays a notable role in their missions via gathering information, hacking, and being mission control for the others. There were plenty of others who played mission control for their action-oriented partners and Otacon was someone who Ishikawa took an interest in given some similarities they had in providing information for their allies and being involved with hacking. Otacon had a more outgoing and friendly personality compared to the more serious-minded Ishikawa, but the conspiracies that Otacon has gone up against were quite dangerous, especially since he realized the mistake of designing a giant mecha that ended up being a deadly weapon at the hands of his enemies. The two struck up a friendship with each other and have given each other advice on how to enhance their current roles within their team, with Otacon remarking that Ishikawa is what would happen if Solid Snake ended up following Otacon’s role.
  • Saito is the team sniper and uses his cybernetic eye (which according to him was the result of losing a sniper duel against the Major prior to Section 9’s formation) to find his targets and carry out his shots. It didn’t take long for him to learn about other highly skilled snipers across the Pantheon and while some prefer to operate on their own, others are tied to an organization or take their missions from some kind of benefactor. Saito’s electronic eye has helped him find targets, but the possibility that some rival sniper could intercept him while he’s distracted was something he had to prepare for in order to prevent any additional mistakes on his end while working for Section 9. Some of the other snipers (mainly the more unscrupulous ones) have noted that a one-eyed sniper makes for an interesting rival and that getting around his cybernetic upgrades will make for an entertaining challenge if they are tasked to intercept whatever Section 9 is doing.
  • Borma works alongside Section 9 assisting them in their respective fields, but he’s primarily known for working with explosives. The Pantheon has given Borma not only more kinds of explosives to learn about and work with, but a multitude of experts on explosives that could surpass him when it comes to such. A number of terrorists that run amok in the Pantheon tend to use explosives and when such attacks are done in conjunction with some sort of cyber-attack, it’s given Borma and Section 9 plenty of trouble. Regardless of people outside of Section 9 merely seeing him as another member of the team without much to say or do, he still gets the job done like the rest of them.
  • Paz has a supporting role in Section 9 much like Borma, but instead of explosives, Paz has a background in espionage and assassination that proves useful whenever it’s called for. He was involved with the yakuza before joining Section 9 and some in the Pantheon such as Kazuma Kiryu and Yusuke Otoha had a yakuza background like Paz before moving into other endeavors. While the two are friendly enough that Paz doesn’t mind them despite not talking to them much, the existence of more unscrupulous yakuza figures was something he kept in his mind to be prepared for if he ends up encountering such. He’s also noted to be a womanizer and has claimed to never sleep with the same woman twice, though he’s not that interested in comparing the number of women he’s slept with to what other casanovas in the Pantheon have achieved.
  • The Tachikomas are AI think-tanks that accompany Section 9 on their missions, mixing together firepower, child-like curiosity, and philosophical musings about the nature of AI in general. There are other similar models that the team has used such as Fuchikomas, Uchikomas (which ended up being ineffective), and Logicomas, but the Tachikomas have been the primary think-tanks Section 9 takes for their assignments. Initially regarded as mere machines, their substantial growth in intelligence and individuality has helped them become part of the team and the Pantheon was a place that they are greatly fascinated by. There were plenty of other AIs that they would learn about and while some shared the same kind of benevolence as the Tachikomas (if not their enthusiasm and curiosity), there were just as many AIs that posed a great threat to not just the Tachikomas, but Section 9 as a whole. The Tachikomas’ penchant for philosophical musings bewildered plenty in the Pantheon, with the most intellectual and/or technologically-inclined being able to keep up with what these tanks have to say.

  • Khaled Al-Asad became notorious after he publicly executed president Yasir Al-Fulani and declared war to the US. In reality, it was all a plan for Imran Zakhaev to distract the U.S. while the Ultranationalists gained control of Russia while Al-Asad was given power and control of his country. However, the S.A.S. managed to capture and execute Al-Assad after the detonation of a nuke that killed 30.000 american soldiers, which angered Zakhaev. Al-Asad since then found his into the pantheon, thanks to both his collegues Zakhaev and Makarov arranging his ascension.
  • He was not happy that Captain Price was in the pantheon as well. He is still very bitter about how he beaten him up and then executed him.
  • Al-Asad was welcomed by the likes of Scar, Azula and Macbeth because they also did a coup of their own. Although he doesn't consider them worth their time since they won't be useful in the fight against the U.S.
  • Al-Asad also is a big opposer of the West as he believes that they are the true cause of the corruption of his country and declaring war to America. That led to the death of 30.000 soldiers and many more forces that served Al-Asad, all while he hid far away in Azerbaijan. General Sheperd holds a special grudge against him for leading to one of his biggest failures and maybe his Start of Darkness.
  • Considers Kamala Khan to be a traitor for being allied to the west. However, he hasn't really told her that in her face, he wouldn't really risk to be beaten by her anyway.
  • He considers himself a Rebel Leader with a good cause, but he isn't seen in a good light but other deities who are also from rebel factions. Yet, he has allied himself with Arcturus Mengsk given their shared similarities and ideals, while he earned the hatred of Jim Raynor.

Rumors say that his temple has nuclear weapons installed within it, but no one has been able to confirm this.
  • Gauron has decided to aid Al-Asad on his cause provided he offers him a huge sum of money. He has agreed on the condition that he keeps Captain Price at bay.
  • Al-Asad also considered making an alliance with HYDRA in order to get more protection. They also agreed to aid the OpFor in their fight against the West, which made Captain America angry and became bitter enemies with Al-Asad.
