Major Villains

    Brainiac 

Brainiac-1 | Vril-Dox

A Coluan cyborg and self-proclaimed scientist, Brainiac has taken it upon himself to preserve and record as much knowledge as can be gained in the universe — primarily by destroying civilized worlds he believes to be on the verge of collapse while also shrinking and bottling their surviving populaces in their major cities. His destructive activities have since garnered him immense infamy over the past centuries, yet his calculating intelligence, technological defenses, and elusiveness have continually stymied all previous attempts by opposing parties to subdue him. What remains of Remnant's population are now in his custody, save for a handful of fugitive Huntsmen and Huntresses named Teams RWBY and JNPR.
  • Arch-Enemy:
    • To RWBYJNPR after he destroyed Remnant. No other villain they've ever encountered, on Earth or otherwise, strikes such a deep hatred and fear in them.
    • To Ozpin. Ozpin has spent thousands of years combating Salem and trying to save humanity from her. In two days, Brainiac completely obliterated humanity, destroying their planet and bottling whatever was left for his studies. Needless to say, Ozpin hates Brainiac more than he ever did Salem. To the point that the only reasons he didn't take up Ironwood's Suicide Attack plan is because its slim chances of working and his suspicion that killing Brainiac would destroy all the cities he's captured.
    • To Salem and her surviving followers. After making contact with Lex, she even says that if it came to it, she'd ally with Ozpin himself if it gave her the chance to get revenge on Brainiac.
  • Big Bad: Serves as the main antagonist of the story.
  • Blue-and-Orange Morality: His quest is to preserve civilizations on the verge of dying, which could be a noble quest. It's just that rather than preserving the lives of dying peoples, he values preserving their knowledge and legacies. Which could still be considered altruistic in its own way, but from a human perspective is also rather cruel. Particularly as he offers said civilizations no chance to save themselves and causes countless millions of people to die.
  • Can't Live Without You: Ozpin suspects this is the real reason he hasn't been killed yet. Brainiac deliberately connected himself to all the cities in his possession so he can better secure and monitor them for study. Ozpin believes that if this connection is forcibly severed in any way, it would destroy the cities he's captured — leading to an indirect genocide of trillions of lives. Confirmed in Chapter 67.
  • The Collector: Brainiac's collection of captured and shrunken cities, which he houses in impenetrable bottles inside his ship. Tellingly, he refers to them as his 'preservation'.
  • Combat Tentacles: He can create and control the tentacles on his ship with great effectiveness.
  • Cyborg: He's a Coluan enhanced with innumerable amounts of cybernetic enhancements. To the point where RWBYJNPR doesn't know if he's more machine than not.
  • Cybernetics Eat Your Soul: Brainiac has so many cybernetics infused into his body that he's more machine than man. Tellingly, Ozpin can't even tell if he has a soul or not.
  • Damn You, Muscle Memory!: Despite having long surpassed needing to look at the viewscreens in his ship rather than just directly connecting to the information, he still does so occasionally out of habit from before he got his enhancements. He could theoretically remove these habits, but it could have negative effects on his mental faculties, so he just leaves the habits in.
  • Dead Man's Switch: Ozpin thinks that the main reason no one's taken Brainiac out is that he has one in the form of the connection to his various bottled cities, and if he's taken out he could take them with him.
  • The Dreaded: He's one of the most feared figures in the entire universe. According to the Green Lantern Corps, what he did to Remnant is what he's been doing to other planets for centuries. The few times they've managed to get there in time to fight him off, it was not without great cost.
  • Even Evil Has Standards: Brainiac will not attempt to preserve a civilization that isn't, according to him, on the verge of collapse due to a variety of factors. If they're stable, he'll leave them alone. In some cases, the civilizations he collects have decayed so badly, Brainiac collecting them is a blessing.
  • Eviler than Thou: To Salem and her subordinates. Salem only managed to survive his attempt to capture her due to her immortality (Brainiac thought he killed her which allowed her to escape beneath his notice). Cinder Fall was captured by Brainiac and is now serving as one of his lab subjects, while Salem and the rest of the inner circle were forced to hide inside Monstra and left floating in outer space, completely impotent and unable to do anything to avenge themselves against Brainiac until Luthor found them.
  • The Extremist Was Right: What Brainiac has done to worlds is horrible and outright atrocious with no excuse. However, as he tells Ozpin, the worlds he preserves are those already on the brink of ruin. One bottled city he shows Ozpin reveals that the people couldn't be happier, as despite being in a collection, it's a much better fate compared to what happened when Doomsday slaughtered nearly their entire population. Ozpin has no counter for this.
  • Fatal Flaw: Ozpin realizes that Brainiac's biggest flaw is his arrogance and obsession with control, being completely confident that he's the smartest being in the universe and that his plans will not fail. Ozpin is certain he will use that flaw to take him down.
  • For Science!: When not collecting and "preserving" civilizations, Brainiac is taking people from those civilizations to perform inhuman experiments on them to learn everything he can about life and the universe. He has been especially brutal on the Remantians to learn the secrets of Aura, Semblance, the Maidens, and wants Ruby especially to study her Silver Eyes.
  • Genius Bruiser: Brainiac is one of the most intelligent beings in the universe, yet is more than able to kick RWBYJNPR's asses all by himself at the same time.
  • I Control My Minions Through...: Fear. He uses Raven Branwen's cowardice and fear of him to keep her too scared to even think of rebelling.
  • Insufferable Genius: Ozpin notes that part of Brainiac's fatal flaw is that he's not just one of the most intelligent beings in the universe, he knows it, even deliberately heading into a trap by the Green Lanterns because he's just that confident that he can fend them off, and even capture a power ring for analysis.
  • It Only Works Once: Brainiac tends to adapt his defenses whenever something poses a real challenge to him.
  • I Want Them Alive!: Brainiac wants Ruby alive to study her silver eyes, recognizing them as a genetic anomaly among the people of Remnant.
  • Know When to Fold Them: For the first time in decades, finding himself beaten far worse than expected and unable to continue battling the GL Corps and within the grasp of Mogo, Brainiac quickly retreats.
  • Lack of Empathy: Brainiac is a being of pure logic with little no room for emotions. In fact, he views emotions as a waste of time, the 'product of an underdeveloped cerebral construct.' He has so little empathy, Ozpin doesn't even know if Brainiac has a soul.
  • Last of His Kind: Brainiac is the last living Coluan in the galaxy. The reasons for this are as yet unknown.
  • A Lighter Shade of Black: Brainiac had killed and captured countless beings for his twisted quest for knowledge...but considering there are alien civilizations that straight up obliterate or enslave other planets, Ozpin ruminates over the idea that being captured by Brainiac having been a blessing.
  • Locked Out of the Loop: So far, Ozpin and his allies have managed to keep him from learning about the Relics, though they remain paranoid that he could discover them, and since he has control of the Maidens he could easily unlock them for himself.
  • Mad Scientist: Every horrific act Brainiac does is all in the service of satiating his curiosity.
  • Oh, Crap!: His reaction when he sees Mogo has arrived to the battlefield and is about to trap him in a construct box. Brainiac wisely flees.
  • O.O.C. Is Serious Business: Brainiac isn't very emotional, but shows obvious fear when he talks to Ozpin about Darkseid.
  • Outside-Context Problem: For Remnant. Because the Grimm problem was so dire, Remnantians were completely unprepared to deal with an Alien Invasion, let alone one by one of the most dangerous conquerors in the entire universe. Most of them weren't aware or uncaring of intelligent life beyond their planet, because life on their own planet was difficult enough.
  • Planet Looters: What he does to the inhabited planets he comes across. He invades them, bottles the cities, then destroys the planet before moving on to the next. The Green Lantern Corps has noted that he's been doing this for centuries.
  • The Stoic: Played for Drama. His ability to feel nothing over causing the death of countless people horrifies people. Ozpin muses that he would prefer Brainiac as a giggling maniac.
  • Technopath: As expected from a highly advanced alien cyborg, Brainiac can control almost any technology he comes into contact with.
  • Villainous Breakdown: Brainiac is more visibly bitter and angry after being beaten. Ozpin realizes this isn't a good thing, since it makes him more of a danger.
  • Villains Never Lie: When the rest of Ozpin's inner circle questions the information he got of Brainiac about RWBYJNPR escaping, Ozpin points out Brainiac's logical nature, and that lying about them escaping makes no sense.
  • We Come in Peace — Shoot to Kill: Brainiac, when he first made his presence known to Remnant, insisted he was offering its people salvation. And then he decided to seemingly obliterate Shade Academy.

    Salem 

Salem

An immortal witch and the eternal enemy of Professor Ozpin, Salem was cursed by the gods to never die for having rejected their will and decieved them both for selfish desires. Salem is the master of the Grimm and has used them and countless human and faunus servants over the eons to sow division and chaos among the people of Remnant from the shadows. As her follower Cinder worked towards the fall of Beacon Academy, Salem had the misfortune of discovering a Motherbox in her lands, which alerted Brainiac to Remnant's existence. With the world destroyed and her ambitions with it, Salem clings to existence to take revenge on the one who denied her everything.
  • All for Nothing: She schemed for millennia in order to destroy the world and finally die, but not only did Brainiac destroy the world before she could, it also failed to free her from her curse as she had hoped. Now, her sole goal is to get revenge on the mechanical menace.
    • The Spectre demolishes her entire motivation for wanting to die in the first place by revealing that, for all the sins she's committed in her selfish quest to achieve it, her reward won't be eternal peace, but rather eternal damnation.
  • Always a Bigger Fish: Ares has to spell it out for her that she is not the most powerful being in the world anymore now that she's on Earth and there are many more planets out there home to beings greater than either of them... and then The Spectre arrives to prove his point. She promptly begins planning to work around this.
  • And I Must Scream: Almost. If Salem didn't make the Monstra, she would have been stuck forever in the void of space until the end of time and likely would have suffered endlessly from the lack of air.
  • Arch-Enemy: To Ozpin, her former husband and now immortal foe.
    • Brainiac. Her hatred for Brainiac is so great that she has openly stated that she would be willing to team up with Ozpin to take him down.
  • Be Careful What You Wish For: Salem got what she wanted, and Remnant was destroyed, not by her hands, but by Brainiac. Unfortunately for Ozpin's nemesis, not even the planet's destruction could end her curse. And now that she knows to expect eternal punishment for her sins when she finally dies instead of peace, she wants to avoid death entirely.
  • Benevolent Boss: She keeps Tyrian, Watts, and Hazel alive within Monstra until Luthor rescues them, even though it's taxing on her.
  • Big Bad Wannabe:
    • Compared to the likes of Brainiac and other wide-scale DC threats, she's essentially reduced to this in the scope of the narrative. Even Ozpin has to acknowledge that she's the least of Remnant's problems right now.
    • This is brutally and hilariously lampshaded in the How It Should Have Ended Omake based on Chapter 1. In it, Salem is portrayed as a mad, raving Generic Doomsday Villain who is easily captured by Green Lantern and the Flash and dismissed as a threat by the Justice League, right before they toss her into the Phantom Zone for the rest of eternity.
    • She seems to be taking steps to subvert this now that she's arrived on Earth, learning as much as she can about Earth's culture and the weaknesses of its defenders. An Elseworlds chapter shows her successfully betraying Luthor, wiping out most of Earth's defenses, and killing Superman.
  • Complete Immortality: There is nothing that can kill Salem. Stab her, shoot her, cut her head off, it will do nothing. Even nuking her would not be enough. Turns out that not even Remnant's destruction was enough to kill her.
    • The Spectre claims that she will die one day, it just won't be by his hand, but someone else's. Whether or not this will come true remains to be seen.
  • Curse Escape Clause: Hoped that by destroying Remnant her curse of immortality would end. She does not take the realization that it does not well.
  • Evil Versus Evil: It's confirmed that Brainiac tried to capture her during his invasion of Remnant. Whatever happened, it did not go well for Salem.
    • She was presumed dead in the destruction of Remnant, but survived in deep space alongside her subordinates in Monstra. Lex Luthor has brought her to Earth, and she has begun to plan to destroy Brainiac. She will also probably enter this trope with Lex, as both of them are planning to betray each other.
  • Faking the Dead: Reportedly, she only escaped being captured by Brainiac because she used her immortality to trick him into thinking that she was dead.
  • Greater-Scope Villain: While nowhere near as powerful or as a threat as Brainiac, Darkseid, and certain others, Salem is still a threat, especially since her Grimm have made it to Earth and terrorizing its inhabitants. She's also the one that activated the Mother Box that drew Brainiac to Remnant in the first place.
    • Having arrived on Earth, she is becoming much more prominent, through intelligence rather than sheer power.
  • Immortals Fear Death: Normally, she's a thorough aversion of this trope since she actively wants to put an end to her immortality, but when the Spectre visits her and gives her a taste of what her afterlife will be like, she's left completely rattled and, for the first time in her existence, terrified of death.
  • The Man Behind the Monsters: Aside from their creator, Salem is the only one who can control the Grimm.
  • Normal Fish in a Tiny Pond: Salem was the strongest being on Remnant and had been terrorizing her planet from the shadows for thousands of years. When Brainiac came, the only reason she survived was thanks to her immortality. A meeting with Ares and the Spectre makes it clear that Earth—and the universe at large, for that matter—is home to beings far more powerful than herself.
    • However despite this, she has quickly begun to use her intelligence to adapt, gathering information on Earth. An Elseworlds one-shot shows her conquering the planet, killing Superman, and preparing for war against Brainiac with an army of superpowered Grimm hybrids.
  • Outside-Context Problem: The Grimm are an unknown alien life form to Earth. While not stronger or particularly more threatening than what Earth's heroes face, thanks to certain villains' actions they're worldwide now. Even after the League learns of her existence from Qrow, his assumption that Brainiac killed her and not knowing about her immortality means that they're unaware of her survival.
  • It's Personal: Salem hates Brainiac so much that it exceeds her hatred for Ozpin. Brainiac undid centuries of work and planning, reducing her efforts to nothing by destroying Remnant. However, thanks to the curse placed upon her, she survived the planet's collapse, and had she not made the Monstra to protect herself and her followers, she'd be in the void of space, cursed to suffer forever until the end of time. Salem claims that if Ozpin arrived with a plan to kill the Coluan, she'd take her former husband back with open arms.
  • Rage Against the Heavens: Due to her past experience with the Brothers, Salem despises every creature claiming to be a god on principal. In the non-canon Hunters of Justice Chibi! chapter "Cursed Innocence", Salem proved very considerate and helpful to Penny when she learned a higher power was preventing Penny from being able to curse. Salem helped her and asked for nothing in return just to spite a divine power she knew nothing about.
  • Revenge Before Reason: The only thing that matters to her now is killing Braniac, and she doesn't care what she has to do to make it happen.
  • Unknown Rival: Hates Brainiac passionately and has dedicated herself to destroying him while he is unaware she is still alive.
  • Unreliable Narrator: Lex can tell that the account of her past that she's giving him is highly edited, even if the major points may be accurate.
  • Unwitting Instigator of Doom: She activated a dormant Mother Box that somehow ended up on Remnant, which drew Brainiac to the planet, and even if he hadn't detected it, others were on their way too.
  • Who Wants to Live Forever?: All she wants is to die and have peace. When not even the destruction of Remnant frees her from her curse, like she'd hoped, she shifts her goals to seeking revenge on Brainiac for not only beating her to it but rendering them All for Nothing. Her encounter with the Spectre completely shatters her desire for death altogether, as she's now aware that only everlasting suffering and torment awaits her afterward.
  • World's Strongest Woman: The most powerful being in all of Remnant. She may have lost to Brainiac but she is still an extremely dangerous enemy.
  • The Worf Effect:
    • When Brainiac invaded he, predictably, went after Salem. Apparently the battle went so badly for her that Brainiac genuinely thought he killed her. Salem, being immortal, survived but was left floating in space inside Monstra where Remnant used to be, until Luthor finally made contact with her via a Motherbox.
    • During her arrival on Earth, she gets on the wrong side of the Spectre, who shows up in her room without warning, shoves his hand through her chest and crushes her heart in front of her. The only reason she doesn't die is because he's apparently not the one meant to finally end her, though he makes it clear that when her time finally comes he's going to be the one dealing the final punishment.

    Lex Luthor 

Alexander "Lex" Luthor

  • Arch-Enemy: To Superman, as usual.
  • Arms Dealer: In addition to selling normal weapons, he's also been manufacturing Grimm and selling them to criminals and warlords.
  • Badass Normal: Has no powers of his own, but his intellect, wealth, and resources make him a highly dangerous and persistent foe of the Justice League; in particular Superman.
  • Bald of Evil: Is bald, and very evil.
  • Beware the Superman: Seems to honestly believe that Superman showing his "true colors" and trying to Take Over the World is inevitable.
  • Big Bad: Of most of the earth storylines. Due to his use of the Grimm on earth, most of the other villains are indirectly connected to the actions taken by him.
  • Brains Evil, Brawn Good: The Brains to Superman's Brawn.
  • Corrupt Corporate Executive: Is CEO of LexCorp, one of the largest and most powerful companies in the world, while also being of the most dangerous supervillains around.
  • Even Evil Has Standards:
    • He thinks beings who call themselves Gods are arrogant jerks unworthy of worship.
    • He might look down on the Amazons, but even he's willing to admit that what Hercules did to them was repugnant and beyond the pale.
  • Evil Cannot Comprehend Good: His Selective Obliviousness towards Superman being Clark Kent is because he just can't fathom that someone with his powers would try and live among normal humans and have a Secret Identity at all. He's also convinced that Superman trying to Take Over the World is a matter of when, not if, even when it's clear to anyone who remotely knows the Man of Steel that he's not the type to do that.
  • Evil Is Not a Toy: Is sure that he can control the Grimm he's selling as part of his Playing Both Sides Monster Protection Racket, but anyone who knows them can tell he's underestimating the threat that they pose.
  • Eviler than Thou: Whenever comparisons are made between him and Jacques Schnee, most everyone agrees that Lex is the worse of the two, mostly due to the fact that he's better at being a Villain with Good Publicity than Jacques.
  • Gone Horribly Right: When he had Superboy made, he wanted a Superman with the intelligence of a Luthor. As detailed below, this intelligence has let Superboy figure out that Lex doesn't have his best interests at heart, which Lex seems completely unaware of.
  • It's All About Me: Being a self-centered asshole, Lex judges everything by how it benefits him and him alone. He is perfectly prepared to kill Salem and her entourage unless they have something to offer him.
  • Karma Houdini: Invoked. He purposefully frames his actions and covers up his actions so well that, despite people trying to bring him down for years, he's still been able to get away scot-free.
  • Likes Clark Kent, Hates Superman: He often cites Clark Kent's articles, which are critical of Superman, when arguing about the alien hero, apparently oblivious to them being the same person. The irony is not lost on Clark.
  • Monster Protection Racket: Lex Luthor is selling Grimm to villains and terrorists across the world, then selling experimental anti-Grimm weapons to the people fighting against them. Undermining the Justice League is a bonus.
  • Nay-Theist: Taking a page from certain comic strains, Luthor acknowledges plenty of godlike beings of sufficient power; but to have humanity's accomplishments then be co-opted by the gods is something the humanist in him refuses to accept, so he doesn't believe in Gods.
  • Playing Both Sides: He has been sending Grimm to areas of the world in conflict while also testing and fabricating weapons capable of combating them in order to sell them to desperate nations.
  • Pragmatic Villainy: Sided with the heroes during the Darkseid War. His brand of villainy depends on the planet not falling to aliens, after all.
  • Seen It All: Has a reaction along these lines to learning that Salem is immortal, since he has worked with Vandal Savage, who is also immortal and has the exact same kind of immortality as Salem.
  • Selective Obliviousness: Despite being his arch-enemy for years and even figuring out Batman's Secret Identity, he has yet to figure out Superman's. Why? It's because he sees Superman as a 'god among men' and can't fathom the idea of him trying to live among ordinary humans.
  • Too Clever by Half: One of Lex's flaws is that he's not just intelligent, he knows it, and his history of managing to keep the Justice League from proving what they know about his criminal activities hasn't hurt his ego. As a result, he thinks that he can control the Grimm, selling them to villains and terrorists and selling anti-Grimm weapons to governments to fight those same Grimm, despite Remnantian history proving that trying to control them NEVER ends well, thinking that RWBYJNPR are simply biased due to their planet's history, and that he can handle things because the Grimm aren't established like they were on Remnant. Even disregarding the fact that older Grimm develop greater intelligence, he's noticed that someone or something (Salem) is influencing things with them, but is convinced that he can still handle it. Weiss even lampshades that, for such a smart man, he's still perfectly capable of making some boneheaded decisions. Even after the Air Force Base attack, which made him decide to pull back on distributing Grimm, limit how many he sends to one place, and cut down on Alphas being sent out, he still thinks that he's got things under control, even with his plans at risk of being exposed by the person behind the attack.
    • He also greatly underestimates Superboy's intelligence, forgetting that he's got as much of Luthor in him as Superman, telling the clone that the world is a dangerous place full of people who want to use him, oblivious to the fact that Superboy can tell that Luthor doesn't have his best interests at heart either.
    • He simply can't see through Superman's Clark Kenting because he sees Superman as a "god among men", unable to fathom that someone with all of Superman's power would even have a secret identity at all.
    • A version of him from the Dark Multiverse tries to manipulate that world's Ruby, who is desperate to save the fallen Penny when everyone else realizes that it likely can't be done, in order to use the rebuilt "Penny" as an agent in the Justice League. Unfortunately for him, the combination of what's left of Penny's code and Brainiac's technology ends up hijacking things and combining with Ruby into "The Wretched Weapon", and by the time the rest of Team RWBY arrives, Luthor has just enough regained control to beg for a Mercy Kill, and while he gets it, the world isn't so lucky as they get forcibly "uploaded" into a digital scape to "preserve" them, all because he thought that he could control Brainiac's technology.
    • Once he meets with Salem, it's clear that, even though she's telling him that she's immortal and a powerful magic user, he doesn't quite grasp how dangerous she is. Downplayed, in that he does understand the risks involved and is planning accordingly, but he’s still playing with fire.
  • Underestimating Badassery:
    • Thinks that RWBYJNPR's history is biasing them against the Grimm, believing that he can control them since they aren't established like they were on Remnant. Even not considering the issue of Salem's influence, which he's actually noticed but hasn't tracked down yet, this doesn't account for how Grimm, especially older ones, develop intelligence.
    • He keeps telling Superboy that the world outside his lab is a dangerous place, full of people who would want to use him. Unfortunately for Luthor, as much of Superman is present in Superboy as Luthor's traits are, and he's realized that Luthor doesn't have his best interests at heart either.
  • Villain Has a Point: Even Clark admits that he has a point about the Holding Out for a Hero behavior Superman inadvertently promoted when he first came onto the scene and tried to be as active as he could.
  • Villain with Good Publicity: Is one of the most wicked and corrupt men on the planet, yet generally has a stellar reputation outside of the superhero community due to him controlling several forms of media to play up his image and careful manipulations to ensure that nothing he does comes back to haunt him.

    Trigon "The Terrible" 

Trigon

  • Arc Villain: Of the Titans storyline.
  • Archnemesis Dad: To Raven.
  • Apocalypse Cult: The god of one, actually.
  • Hoist by Their Own Petard: Trigon infused his energy within Raven's mind using projections of the Grimm in order to break down her mental barriers and possess her. This left him vulnerable to Ruby's Silver-Eyes.
  • Just Toying with Them: Using Raven's body he could have killed the Titans and Remnantians, but chose to merely toy with them for daring to defy him.
  • Made of Evil: Doctor Fate notes that Trigon isn't truly made of matter. Instead, he's a being entirely composed of malevolent energy. It's why Ruby's Silver-Eye Powers are able to cripple him. He's a close approximation of the Grimm.
  • Sealed Inside a Person-Shaped Can: In order to ensure that Trigon will never be a threat again, Raven seals him inside her chakra, ensuring that as long as she lives, he will never know freedom, and when she does die, he will also die.
  • Villainous Breakdown: After he gets expelled from Raven's body, Trigon absolutely loses it. He's so enraged, he refuses to even consider a retreat even after Brother Blood advises it, which ultimately leads to his defeat.

    Brother Blood 

Sebastian Blood VII

  • Cruel Mercy: After being defeated, rather than killing him, Raven spares him and informs him he will spend the rest of his life in prison, knowing that everything he worked for will collapse without being able to do anything about it.
  • Didn't See That Coming:
    • The Titans having new recruits, specifically Weiss, keeps his plans for Mumbo from going off perfectly.
    • Ruby's Silver Eyes affecting Trigon. Even if Blood could have seen her eyes under her mask, he had no idea of what significance they had, so her managing to force Trigon out caught him completely by surprise.

  • Even Evil Has Standards: He doesn't like Waller's tendency to abandon allies in the middle of a fight.
  • The Knights Who Say "Squee!": He's so impressed with Ruby's guns he actually offers her money to make him custom rifles, which she refuses to.
  • If I Wanted You Dead...: Says this to Green Arrow to show that, for now, they are on the same side.
  • Improbable Aiming Skills: He's a former U.S. Navy SEAL-turned-assassin and probably the best shooter in all of the DCU.
  • Noble Demon: Sure, he might be a ruthless assassin that will shoot in the head if he's been ordered to, but has his own code of honor and standards.
  • Pet the Dog: He genuinely comes to like RWBY and their convictions, and feels disgusted Waller forces him to abandon them in the middle of a fight.
  • Teeth-Clenched Teamwork: He doesn't like doing Waller's bidding, but has little choice in the matter.
  • Villain Respect: He's rather impressed by Ruby's ability as a sharpshooter and gives her some tips to improve.

    Harley Quinn

  • Shipper on Deck: She at least supports a relationship between Blake and Yang.

  • Abhorrent Admirer: Neither Yang or Blake enjoy his ogling.
  • Battle Boomerang: This is his main weapon of choice.
  • Even Evil Has Standards: He admits he only kills while on missions with the Squad, since the Rogues prefer to commit crimes without killing bystanders or the police so the heroes don't take them truly seriously.
  • The Friend Nobody Likes: Deadshot certainly doesn't like him, and the rest of the Suicide Squad thinks the same.
  • Jerkass: The guy loves being an asshole.
  • Pragmatic Villainy: The reason why he refuses to kill when in Keystone or Central? The Flash will get ticked off otherwise, and ticking the Flash off is not a good idea. It's suggested that he doesn't really enjoy killing anyway, but that's his main reason.

    Killer Croc

  • The Brute: Not much for deep thinking, he mainly serves as brawn at the Squad.
  • Even Evil Has Standards: Sure, he eats people, but he only does it to those who upset him, unlike Killer Frost who's a psychopath.
  • Never Smile at a Crocodile: He's a humanoid crocodile who has killed and even eaten people in the past.
  • Smarter Than You Look: He might be brutish and not particularly well educated, but he's smart enough to note betraying RWBY and the Justice League will come back to bite them back later.

    Killer Frost

  • An Ice Person: She can control and create ice, and she can generate it by simply touching someone. She's none too pleased having to team up with Weiss.
  • For the Evulz: Aside from the threat of death, has no compunction about freezing people to death without thought.
  • Green-Eyed Monster: She's not pleased by Weiss's ability to unleash ice effects with her glyphs.
  • Touch of Death: By absorbing heat through touch, she generates ice and can kill other people.

  • Archnemesis Dad: While not explored much in the story yet, Orion hates his biological father with an undying passion.
  • Defeating the Undefeatable: Inverted. His loss to Earth's Heroes was the first defeat he'd ever suffered and finally put the little blue planet on the intergalactic map.
  • The Dreaded: Quite possibly the most feared entity in the universe. As the embodiment of tyranny, Darkseid is vile by nature, and nobody enjoys the thought of fighting him. They only do so because living under him is infinitely worse. Even the nearly emotionless Brainiac shows obvious fear of him. When the Justice League briefly bring up the possibility that Teams RWBY and JNPR had fought and stolen the Mother Box from him to make it to Earth, they quickly dismiss it because Darkseid never would have let them survive long enough to do so.
  • Greater-Scope Villain: Like Brainiac, he too is a looming threat to Earth. Even after the Trinity defeated his Alien Invasion in the backstory, they are grimly anticipating the likely possibility of a follow-up invasion.

  • "Well Done, Son" Guy: As always, Kalibak wants nothing more than earn the approval of his father Darkseid. When Kalibak was beaten several years prior to the Darkseid war by Superman, the God of Tyranny preferred to punish his son for his failure than continue his assault on Earth.
  • You Got Guts: He was genuinely impressed that a pre-Cyborg Victor Stone actually stood up to him in order to defend a family during the Darkseid War.

  • Really 700 Years Old: He's centuries old but thanks to the Lazarus Pits, always rejuvenates or revives.

  • Adaptation Relationship Overhaul: In the comic books, her son Damian feels noticeably conflicted around her as he's perfectly aware she's not a good person yet still pines after her affection and pride for him. Here, he flat-out hates Talia for what she did to his father.
  • Archnemesis Mom: Her son Damian sees her as this, even more so than Batman.
  • Dating Catwoman: Deconstructed. Batman did feel attraction for her until she raped him, which prompted him to drop her like a hot potato.
  • Double Standard Rape: Female on Male: Averted so hard it will give you whiplash. Even her own son cut her off after learning of how exactly he was conceived.
  • You Remind Me of X: Yang immediately associates her abandonment with her own mother Raven, which makes her decide she doesn't like Talia.

    Lady Shiva

  • Arrogant Kung-Fu Guy: She's considered the world's greatest martial artist, and she certainly likes to test her skills.
  • Badass Normal: She really doesn't have any powers, but perfectly capable of matching Yang.
  • Blood Knight: She loves a challenge and looking for worthy opponents.
  • Even Evil Has Loved Ones: She's a ruthless assassin and terrorist, yet she still cares about her daughter Cassandra, even if only thanks to her progress as a fighter.
  • Even Evil Has Standards: Despises the Grimm, and only works with them because she was directly ordered to.
  • Luke, I Am Your Father: Done by proxy when she asks Yang how her daughter fares, letting the girl understand she's Cassandra's mother.
  • World's Best Warrior: Word of God confirms that she retains her title as the best martial artist on the planet. Not even her daughter Cassandra, who is canonically the only character that can be considered her outright superior, is stronger than her in this continuity — in part because of Cassandra's Age Lift making her far younger than she usually is.
  • Worthy Opponent: She comes to see Yang as one, and mentions her desire to fight her once more, this time till the end.
  • You Remind Me of X: When she claims leaving Cassandra behind was to teach the girl strength, Yang is reminded of her own mother Raven and immediately sees red.

  • Admiring the Abomination: Expresses fascination for the Grimm, seeing them as a nigh-perfect embodiment of fear.
  • Composite Character: He wears the straw hat of his classic counterpart, the mask of the Scarecrow from Injustice 2, the noose of his The New Batman Adventures design, many details come from his Batman: Arkham Series incarnation (the syringe glove he sports, as well as the brown coat and vials of fear toxin around his torso from his Batman: Arkham Knight design), and his background as a former staff member of Arkham evokes his The Dark Knight Trilogy version. His design even included the hook attached to a chain wrapped around his torso like the underused concept art for The Batman.
  • Necessary Drawback: His newest fear gas compound is able to dissolve traditional gas masks and other defenses that would protect people from it. But the added chemical dilutes the hallucinogenic properties, making the effects weaker than Scarecrow would like.
  • Nightmare Fetishist: As always, he's obsessed with fear and inflicting fear on others.
  • Psycho Psychologist: Once a doctor at Arkham Asylum, after his immoral testing of patients with fear was discovered, he was locked up in the same institution he once worked at.
  • Starter Villain: The first supervillain faced by the Remnantians. Their determination to help directly forced the league to start treating them like junior leaguers since they can't stay out of trouble. Plus, his attack would fuel the investigations during the Gotham Arc.

    The Riddler

  • Complexity Addiction: Ruby, Weiss, and Damian all agree he wastes too much time and effort with riddles and puzzles.
  • Riddle Me This: His Catchphrase, and he loves riddles more than anything.
  • Small Name, Big Ego: As Damian puts it, he loves proclaiming being the smartest one in the room, and whenever something doesn't go his way, he immediately deflates.
  • Villainous Breakdown: The moment his riddles and puzzles are solved by Ruby, Damian and Weiss, he breaks down and screams it's not supposed to go this way.

    The Joker 
  • The Cameo: So far he has only shown up briefly while being transported out of Arkham for an unspecified reason.
  • The Dreaded: Despite not having any powers, the Joker is one of the most feared villains around because of his cunning, unpredictability, and sheer insanity. Even other supervillains are terrified of the Joker, to the point that they tell each other ghost stories about him.
  • Evil Laugh: He's introduced giving one of his signature maniacal laughs.
  • Joker Immunity: Discussed. As much as the Batfamily would love to have him killed, he always finds a way to escape execution.

    The Penguin 

Oswald Cobblepot

  • Arms Dealer: He's the biggest weapon's dealer in all of Gotham.
  • Pragmatic Villainy: He doesn't sell dangerous weapons to lunatics like the Scarecrow because he knows those same weapons could be turned against him just as easily.
  • Wicked Pretentious: The luxurious Iceberg Lounge serves as front for his illegal activities.
  • You Have Failed Me: Much like Black Mask, the Penguin punishes his subordinates who went against his back and sold weapons to the Scarecrow by feeding them to his shark.

    Black Mask 

Roman Sionis

  • Malevolent Masked Men: He's called Black Mask for a reason, and he's a brutal gangster and deadly enemy of the Batfamily.
  • Only Sane Man: Likes to think of himself this way among the gotham rogues. That with his openness about the masks he wears in life, very few of the other villains are truly honest about what and who they are. Which is why he was more interested in working with Two Face than anyone else.
  • You Have Failed Me: He can tolerate failure and mistakes. Getting into his group and then betraying him, or proving to be a total idiot like the members of his gang that helped Scarecrow against his orders, having forgotten that Gotham is crawling with shape-shifters and illusionists when an imposter told them to join up with Scarecrow? That's an entirely different story.

    Two-Face 

Harvey Dent

  • At Least I Admit It: Black Mask considers Two-Face to be the most honest of the rest of the Gotham villains, not pretending that he's something else, like the Penguin's attempts to come off as a member of high society or Joker acting like he's the only one who knows how the world really works.
  • Fallen Hero: Used to be Gotham's District Attorney and an ally of Bruce, but now he's a dangerous and unstable gangster.
  • Two-Faced: He's the trope codifier for a reason.

    Poison Ivy 

Pamela Isley

  • The Bad Guys Win: While ultimately defeated by the efforts of the Bat-Family alongside Nora and Pyrrha, she managed to kill the ACE directors who were harming the environment.
  • Brainwashed and Crazy: She uses her pheromones and chemicals to take control of people, including Ren and Jaune.
  • Eco-Terrorist: She usually commits acts of terror that she thinks will benefit plant life.
  • Even Evil Has Standards: She actually made her accomplices to not fight to kill the GCPD, knowing her conflict was with someone else.
  • Femme Fatale: Takes advantage of her good looks and pheromones to make Jaune and Ren lower their guards and put them under her control.
  • Green Thumb: As usual she can control plant life to do her bidding.
  • Villain Has a Point: She states that Gordon and the police had plenty of time to deal with the ACE directors wrecking the environment, even before Scarecrow released his fear gas. Telling that even if she gave them a tip, they likely wouldn't have believed her simply because she was labelled a 'villain'. Thus why she had to do it herself.
  • Villainous Friendship: She's on friendly terms with Clayface, King Shark and Dr. Psycho.

    The Condiment King 

Mitchell Mayo

  • Composite Character: His name comes from the comics, but his appearance originates from the DCAU.
  • Harmless Villain: He only attacked due to a mental breakdown and didn't hurt anyone. He is simply escorted home by the police because of this.
  • Humiliation Conga: He lost his job, found his wife was having an affair, and then she left and took their kids with her. Is it any wonder he lost it?
  • Ineffectual Sympathetic Villain: After the aforementioned Humiliation Conga, he tried to rob people at a party using bottles of ketchup and mustard. The situation was so sad that the vigilantes that arrested him and the party-goers he tried to rob all felt sorry for him, while the police didn't even bother to charge him with anything.

    Daniel Powers 
  • Ambiguously Related: He might or might not have a son named Derek whom he emotionally neglected in the interest of his business in such a way that Derek would not understand his reasons for being so invested in said business.
  • Contrasting Sequel Antagonist: To Ferris Boyle. Unlike his predecessor, Daniel Powers is a genuine man of the people. Unfortunately, that means that to him, The Needs of the Many come before any one person. And when that one person is Nora Fries, well…
  • Corrupt Corporate Executive: He’s about as sympathetic as you could expect one to be, as he genuinely does care about his workers. He cares so much that he would cover up the theft of his company’s tech by the League of Shadows in order to avoid having to go through layoffs, and would kidnap Nora Fries in hopes of recreating her cryostasis chamber.
  • Original Character: Granted, the comics have so many corporate suits, what’s one more?
  • Villain Ball: It apparently never occurred to him to just ask Victor Fries how he built Nora's cryogenic chamber.

    Mister Freeze

  • An Ice Person: He uses his signature Freeze Gun and needs to be in bellow-zero temperatures or he will die of overheating.
  • Genius Bruiser: His cryo-suit doubles as a Powered Armor and he's a genius in cryogenics who certainly knows how to throw a punch and think a strategy while fighting.
  • Roaring Rampage of Revenge: When Daniel Powers kidnapped his wife, intending to unfreeze her to reverse engineer the process he created, Victor launched a brutal assault on Goth Corp to rescue her, killing several guards and freezing Powers to death in the process.
  • Tragic Villain: As always, he never wanted to be a supervillain, all he wanted was to find a cure for his wife, but circumstances have made any chance of redemption very unlikely.

    Bane

  • Didn't See That Coming: He didn't expect that Yang was holding back and not using her Semblance until the right moment, knocking him out cold and sending him to the hospital.
  • Drugs Are Bad: While he's trying to quit his Venom addiction, Yang's strength forces him to use it. It doesn't work.
  • Genius Bruiser: Sure, he is hulking and is trying to control a drug addiction, but he's anything but dumb.
  • Gratuitous Spanish: Occasionally adds spanish to his sentences.

    Solomon Grundy

  • The Brute: Grundy doesn't have much in the way of intellect thanks to his undead state, making him a being of decayed muscle and rage.
  • Implacable Man: He's a huge zombie who won't stop unless his heart is removed, and even then he will just resurrect eventually.
  • Resurrective Immortality: Even when his heart is removed, he will just rise back next Monday, which is when his curse began.

    Clayface 

Basil Karlo

  • Bad "Bad Acting": His overacting while disguised as Poison Ivy is what easily clued Batman of his identity.
  • Composite Character: Combines his hammy demeanor from the Harley Quinn series with his more serious characterization from the comics.
  • Elemental Shapeshifter: When not transforming into other people, Clayface can use his mud-like body to expand, envelop and attack like a sentient wave.
  • Large Ham: The guy loves being overly dramatic while talking.
  • Villainous Friendship: He's on friendly terms with Poison Ivy, so he agreed to distract Batman and Robin while Ivy did her plans.
  • Voluntary Shapeshifting: He's Clayface, so he's capable of taking the form of anyone.

    Mad Hatter

  • Alice Allusion: Always obsessed with finding the "perfect Alice" of his delusions.
  • Has a Type: Young women with blonde hair are what usually makes him see them as Alice.
  • The Mentally Disturbed: He's a mentally disturbed man with an obsession of finding the perfect Alice of his dreams.
  • You Remind Me of X: Confuses Imra and later Yang with the Alice of his delusions.

    Control Freak 
  • Card-Carrying Villain: Control Freak tried to be a hero for a while, but found he had way more fun playing the villain with his technology. Ruby suggests then using his talents for entertainment instead of supervaillainy, while still playing the bad guy persona in a safe and legal enviroment.
  • Control Freak: It's his legal name for a reason. In particular, Control Freak is obsessed with treating his favorite fictional works correctly and according to his vision, and any deviation from said vision often leads to him lashing out.
  • Cut Lex Luthor a Check: As Ruby points out to him after their battle, Control Freak could easily sell his reality-warping tech for entertainment purposes so long as he scaled everything down to make sure no one gets hurt. He could even play as the villain in a potential venture. As he's being arrested, it's clear that Control Freak is putting considerable thought into actually doing it.
  • Dude, Where's My Respect?: Was one of the first villains the Titans had ever faced and, in his own words, had fought against them countless times. Yet the Titans don't consider him to be one of their archenemies, due to the fact that his motivations are generally quite childish, usually aren't all that dangerous to either them or bystanders (on account of Control Freak not wanting bystanders to actually get hurt), and he's simply not a major threat on the likes of Deathstroke, Trigon, Blackfire, and Brother Blood. Control Freak is actually hurt by this.
  • His Name Really Is "Barkeep": He had his name legally changed to Control Freak.
  • Never Hurt an Innocent: Control Freak may be a self-stylized villain and threaten people over petty reasons, but he never wants to hurt anyone he doesn't think deserves it. When hijacking a film studio, he created a legion of Stormtroopers to act as perimiter defense because he knew that their terrible aim would scare off people without actually harming anyone.
  • Psychopathic Manchild: He takes the producer of a television studio hostage because they dared to cancel his favorite tv show.
  • Ultimate Showdown of Ultimate Destiny: During his fight against the Titans after he takes over a movie studio, he brings to life several iconic movie villains and armies to serve as his mooks. He had Nazis, Dinosaurs, the Xenomorph, the Predator, a T-800, Orcs, King Kong, zombies, and the Stay Puft Marshmallow Man from Ghostbusters, among others. The most powerful of them, however, and the only one to give the heroes an actual fight was Darth Vader himself.

    Mumbo Jumbo 
  • Attention Whore: His biggest weakness is his need for attention, something that Weiss exploits to defeat him.
  • Berserk Button: Being upstaged. Mumbo lives for the spotlight, so having someone take it away from him drives him batty. When Weiss steals the show by singing, he's so fixated on one-upping her that he's completely oblivious to the other heroes and hostages escaping.
  • Fatal Flaw: Pride, both in the form of his need to be at the center of attention, which Weiss exploits to defeat him by stealing his spotlight as a distraction with her singing, and his refusal to accept help.
  • Forced into Evil: Quite literally. Brother Blood gave him a new magic wand that turned him back into a villain in order to cause chaos to be used against the Titans.
  • Small Name, Big Ego: Name-dropped regarding his magic act before he found his hat and wand.
  • Unwitting Pawn: Blood engineers him getting his wand and hat back as part of a plot to engineer Raven inadvertently triggering his death from a magical overload, thus causing her mental distress and weakening the barriers she'd put up to keep Trigon at bay. If Weiss hadn't been there, it would've probably worked without a hitch, and he barely survived as it was.
  • Villain Song: When Weiss starts singing to upstage him, Mumbo retaliates by singing a rendition of "Master of Your Fate".

    Doctor Light

  • Back for the Dead: In-Universe. According to Beast Boy, he hadn't been seen in months, after he had somehow reformed. Only to show up, almost kill BB, and then gets killed by Raven.
  • Hero Killer: Almost killed Beast Boy, but it was enough to break Raven's remaining mental barriers.
  • Light Is Not Good: Has a light-absorbing suit, and he's a villain.
  • Unwitting Pawn: He was used by Trigon and Brother Blood to harm Raven's mind by almost killing Beast Boy, and once he achieved it, he was promptly killed by a vengeful Raven.

  • Immortality: Unlike their younger sister Medusa, both Stheno and Euryale are immortal. Even after Pyrrha cuts off her head it begins to reattach.
  • Public Domain Character: Much like most Wonder Woman villains. Stheno is the eldest of the Gorgons and the older sister of Medusa in Greek Mythology. If there was any copyright on her, it's long since passed its expiration date.

    Deathstroke

  • Arch-Enemy: Seen as this for the Titans.
  • Consummate Professional: He's very good at keeping to his contracts.
  • Demoted to Dragon: While normally a menace for the Titans, given that he's contracted to work under Lex Luthor for a while, he won't be doing any scheming for a bit.
  • Even Evil Has Standards: Even he shows unease at giving Brother Blood access to Grimm, warning him not to underestimate them.
  • Only in It for the Money: He's a mercenary, so he usually won't go against superheroes unless he's being paid to.

    Doomsday

  • Back from the Dead: Brainiac reveals to Ozpin that a civilization found its corpse on the Phantom Zone, and thanks to its adaptive nature, reanimated itself and brought that civilization to the edge of complete extinction.
  • The Cameo: He appears in the first chapter, imprisoned by Brainiac. RWBY and JNPR wisely decided against releasing him.
  • Implacable Man: There's almost no way of stopping Doomsday, and the only one who had an actual chance of beating him was Superman.

  • Killing Intent: Even as far away and imprisoned as he was, the heroes could feel Doomsday's unbridled hatred for them and how much he wanted to kill them all.

  • Harmless Villain: Despite his ability to alter reality, he's more of a nuisance than an actual threat. None of his mischief actually causes any lasting damage, and no one is ever really hurt as a result. Most of the time after he's defeated, things immediately go back to normal.
  • Manchild: For an extra-powerful, reality-altering inhabitant of the Fifth Dimension, he's quite childish and not as bright as he think he is.
  • Noodle Incident: Apparently has tangled with multiple version of RWBY in the past in his spare time before coming back to this dimension.
  • Reality Warper: Being an Imp from the Fifth Dimension, he can alter reality to his whims. Luckily most of what he does is annoy Superman.
  • The Unpronounceable: His name is very difficult to pronounce ("mix-yes-spit-lick" in case you were wondering, and "Kel-tip-zex-im" backwards). Ruby actually takes advantage of this by saying it wrong so many times, he frustratingly says his own name backwards, which sends him back to where he came from.

  • Go Mad from the Isolation: She wasn't exactly a pillar of mental stability before, but being trapped for centuries in a book that runs on Year Inside, Hour Outside have made her even less sane.

  • Adaptation Origin Connection: His previous attack on the Rock of Eternity was what led the weakened Council of Wizards to choose Teth-Adam as Champion.
  • Aliens Are Bastards: An alien caterpillar from Venus that constantly refers to humans as monkeys.
  • All Webbed Up: Like a regular caterpillar, he can shoot silk that's strong enough to trap Freddy and Jaune.
  • Brought Down to Badass: No longer has the power he once had when he previously attacked the Rock of Eternity, but is no slouch in the Psychic Powers department despite his size.
  • Didn't See That Coming: His plan was to have Billy and Black Adam kill each other, or at least have the victor of the battle be weakened enough that he and Sivanna could eliminate him themselves. Unfortunately for the Venusian, his devotion to his country overshadows his hatred of the Wizard, so the heroes cluing Black Adam in to Kahndaq's current status as an impoverished nation ruled by a dictator and beset by Grimm causes him to abandon the fight to help his countrymen, leaving him and Sivanna in shock before being captured.
  • Killer Rabbit: He's a caterpillar only a few inches tall, with incredibly powerful psychic abilities, strong silk and a devious mind.
  • Last of His Kind: Is likely the last of his species.
  • Logical Weakness: As he admits so himself, due to them being mindless creatures, he can't truly control the Grimm, merely direct them, and it takes all his effort just to keep them from attacking him and Sivana.
  • Not-So-Harmless Villain: At first the Shazam family and the Remnantians didn't think he was much of a threat, then Mr. Mind sent them all flying with his telekinesis and trapped them in his web.
  • Opportunistic Bastard: Took advantage of another villainous plot going on at the same time to make sure that the Justice League couldn't intervene in his plans.
  • Outside-Context Problem: Mentions that only the Shazam family, the Remnantians and Sivana are aware of his existence.

  • The Atoner: For letting his anger cloud his judgement, he swears he'll never abandon the people of Khandaq ever again.
  • Beware the Superman: The heroes explicitly compare fighting him to fighting a version of Superman who doesn't care about holding back.
  • Fallen Hero: Used to be the Wizard's champion, until he released the Seven Deadly Sins onto the world, forcing the Wizard and the Council of Wizards to seal him.
  • Fish out of Temporal Water: Has been sealed away for five thousand years in the Rock of Eternity.
  • From Nobody to Nightmare: Was once simply a slave warrior for the ancient empire of Kahndaq. Now he's one of the most powerful beings on the entire planet, with strength and skill to rival that of Superman.
  • Godzilla Threshold: Sivana and Mr. Mind releasing him from the Rock of Eternity was their plan to destroy Billy.
  • Instant Expert: Thanks to the Wisdom of Solomon, Adam can acclimate to modern technology immediately after centuries of imprisonment. When he gets a hold of Magnhild, Adam is able to change it between its two weapon forms easily while marveling over the ingenuity.
  • Kryptonite Factor: Since his powers come from magic, Nth Metal's Anti-Magic properties can bypass his invulnerability and disrupt his electrical attacks.
  • Noble Demon: He might be utterly ruthless, but he does have a sense of honor.
  • Person of Mass Destruction: Has the potential to become this, on account of him being as powerful as Superman along with an incredibly violent modus operandi.
  • Revenge by Proxy: Since he can't take revenge on the Wizard for sealing him, he decides to battle Billy instead.
  • Sherlock Scan: Does one on both Billy's family as well as the Remnantians. He immediately deduces that teams RWBY and JNPR, although children, are trained and experienced in combat, as well as singling out Jaune for his comparative lack thereof.
  • Strong and Skilled: Has all the powers of Shazam, combined with the skill and knowledge on how to use his powers most effectively. He is also highly observant of his surroundings and enemies, making him an incredibly dangerous opponent.
  • Sealed Evil in a Can: The Wizard imprisoned him in the Rock of Eternity until Mr. Mind and Sivana released him so he could take care of Billy for them.
  • Tyrant Takes the Helm: Zig-Zagged. While his rule of Khandaq is pretty heavy-handed where Freedom of Speech and Expression are either severely curtailed or outright nonexistent, he has made many significant improvements towards the people's lives. Firstly, he made healthcare and education free and accessible to everyone and has even allowed for the teaching of magic in public schools. Secondly, he helped rebuild much of Khandaq's crumbling infrastructure. He also has all but eliminated corruption within the government of Khandaq, and finally, he has been very accepting of refugees from neighboring countries during the Grimm Crisis.
  • Would Hurt a Child: Perfectly willing to kill Billy Batson, who is only fifteen-years old. He also has no qualms in fighting RWBY and JNPR, who are for the most part considered children as well.

    G. Gordon Godfrey 

G. Gordon Godfrey

  • Adaptation Species Change: In the comics, Gordon Godfrey is a Human Alien from the planet Apokolips and a servant of Darkseid named Glorious Godfrey. Here, he is just a plain human being working for Lex Luthor.
  • Adaptational Wimp: In the comics, he's a New God. Here, he's just a powerless human.
  • In-Universe Nickname: His stage name is Glorious Godfrey, a nod to his comicbook status.
  • Insane Troll Logic: His modus-operandi when it comes to attacking the Justice League, their allies, and superheroes in general. A particularly egregious example is when he goes after teams RWBY and JNPR in the aftermath of a massive Grimm attack in the Middle East. He twists their arrival to Earth, which brough the Grimm to Earth in the first place by complete accident, and their former occupations as Huntsmen and Huntresses, which are paid to kill Grimm, to suggest that they purposefully brought the Grimm with them to Earth so that they wouldn't lose their chief means of employment. When RWBY and JNPR learn of this, it is noted that it isn't the first time that he's accused them of that, but never as vitriolic as he did then.
    • He makes a similar argument against the Justice League, saying that the rise of supervillains is in direct challenge to the Justice League's existence and that if they weren't around people wouldn't have to worry about them. This is completely ignoring that the Justice League was formed in the first place due to the actions of supervillains and alien invasions, things that would've happened regardless of whether the Justice League existed or not. In fact, were the Justice League not around, those attempts at invasion would've succeeded.
  • Jerkass: Superman describes Godfrey as a demagogue who willingly spreads hatred and disinformation for the purposes of self-enrichment.
  • Kent Brockman News: Is the host of Glorious Godfrey Tonight, a parody of news talk shows similar to Tucker Carlson Tonight, Hannity, or Reliable Sources with Brian Stelter, on Lex News. He doesn't actually report any factual information to inform the public, though. Rather, he uses his platform to spread Lex' views on superheroes and metahumans, not to mention badmouthing the Justice League, while at the same time being so controversial that Lex Luthor looks better and more reasonable by comparison. Godfrey not only recognizes this, he willingly goes along with it for his own benefit.
  • Slimeball: Willingly twists the facts and spreads misinformation, or in some cases outright lies, to make the Justice League and superheroes look bad.

    Mercy Graves

  • Bodyguard Babes: She's Luthor's personal assistant, bodyguard, and lover.
  • Composite Character: Her appearance seems to take from the DCEU, but her role is more like her original DCAU incarnation. She's also an Amazon like in the comics.
  • Curb-Stomp Battle: She delivers one to Tyrian when he tries to attack Luthor.
  • Defector from Decadence: She sees herself as one, considering the Amazons to be hypocrites who hoard their gifts and let them go to waste without benefitting humanity. She may have a point, but since she works for Lex Luthor, she's arguably no better.
  • The Dragon: To Lex Luthor.
  • My Species Doth Protest Too Much: She's an Amazon but hates their isolationist mindset and their refusal to use their strength to involve themselves in the world. It's heavily implied that she was the traitor who opened the Doom Door and instigated the crisis on Themyscira.
  • Race Lift: Much like in The Batman and DCEU, she's of Asian descent.
  • Sleeping with the Boss: She's the lover of her boss Lex.

    Vandal Savage

  • Immortality: Just like Salem, Savage is almost completely un-killable and immortal.
  • Really 700 Years Old: He's a caveman who's been alive for thousands of years thanks to a meteorite.

  • Baddie Flattery: He admits to being a fan of Jonah Hex, having learned about his exploits in grade school.
  • Big Bad Wannabe: For all his skill at making a time traveling device, he's got a glass jaw and Jonah Hex finds it surprisingly easy to trick him into a duel.
  • Fame Through Infamy: His reason for stealing a rare apache war shield and selling it on the black market was not only about the money, but to also become famous as a time robber.
  • I Just Want to Be Special: He wants nothing more than to be famous after people mocked him as a crackpot back in 2070s.
  • Mecha-Mooks: Chronos has a collection of cheap worker drones from the 2070's he's dressed up in period appropriate clothing to help him on his heist. Their cheap, mass produced nature makes them pretty frail and even 1800's weaponry is enough to tear them apart.
  • Small Role, Big Impact: He's ultimately defeated without too much fuss once the heroes catch up to him, but he's the reason that Team RWBY becomes aware of the Legion members in the present.

    Nyarlathotep

  • Chaos Is Evil: He's known as the Crawling Chaos in the Cthulhu Mythos, and is notorious for being one of the more malevolent Outer Gods.
  • Sadist: His defining trait. Even if his efforts to awaken Cthulhu don't wipe out humanity, he'll take pleasure in watching them suffer.
  • You Cannot Grasp the True Form: Unless someone explicitly has magical protection (such as the Scooby Gang's Anunnaki magic or Raven's spells imbued into Team JNPR), any mortal who gazes upon him outside of one of his avatars goes insane.
