That's an infamous scene from Pokemon Platinum, where Giratina first shows itself out of a portal to the Torn/Distortion World on the Spear Pillar. While scary, Giratina actually isn't presented as evil, as in a way, it stopped the Omnicidal Maniac villain from destroying the universe

Noisemaster, a member of the Nightmare Knight's squad. He's a DJ tasked with taking over the musically-themed Melody Kingdom alongside his buddy (and polar opposite) Mutemaster, and makes an attempt to do so by weaponizing sound— screams, to be precise.
Also has a tendency to speak in Totally Radical-isms, at least until shit gets real. (His arrival also marks a point in the story's plot where the plot in general starts to kick into high gear.)
