The Enforcers

A Badass Crew of operatives who execute Ouroboros plots. Each of the Enforcers is assigned a number, but unlike the Anguis, their number is displayed in Roman Numerals. As per the Society's code, the Enforcers are not bound to the will of others and are granted complete freedom.

A young boy who comes to Liberl on behalf of the Grandmaster to observe the progress of the Gospel Plan. Enforcer No. 0 of Ouroboros, known as "The Fool".


  • Ambiguous Gender: While Campanella has a masculine-leaning androgynous appearance and is referred to with male pronouns in the English localization, the Japanese version uses more gender-neutral terms and pronouns and his official sources list his gender as "Male(?)" or "Unknown". This extends to his voice; his Japanese voice is more feminine, while his English voice is more masculine (albeit high-pitched).
  • Ambiguously Gay: Campanella speaks and dresses in a very flamboyant manner, jokes about swapping skin-care tips with Joshua, and even dresses up in drag when hosting one of the (non-canon) quiz events in The 3rd.
  • Ambiguously Human: His abilities both in and out of combat, unique connection to the Grandmaster and unchanging appearance (as noted by Joshua) all seem to hint that he may not be entirely human, at least not in the same way as the rest of the Enforcers and Anguis.
  • Badass Fingersnap: Some magical things he does involve this; Burning Gilbert or teleporting are the most prominent example.
  • Blow You Away: His normal attack is a small AoE razor beam in Cold Steel III. When fought in Chapter 3 of the same game, he can cast the strongest wind arts available.
  • Breaking Speech: Delivers one to Juna in Chapter 2 of Cold Steel III, revealing the truth about what happened to the SSS to her which causes her to have a mental breakdown and fall into depression.
  • The Bus Came Back: Fully comes back in Cold Steel III without any changes to his appearance, save for being rendered in 3D for the first time.
  • Confetti Drop: At the end of episode 2 of Northern War, he has an archaism shoot at the balloons that he releases from his hand and the balloons are filled with confetti inside.
  • The Cracker: He breaks into the systems of Orchis Tower, steals the floor plans and then locks down the security system during the subsequent terrorist attack. He's forced out of the system by resident Playful Hacker Tio, with help from Jona.
  • Creepy Child: He looks like he might be around thirteen at best but he's easily the creepiest of the Enforcers.
  • Deadpan Snarker: One of his major character traits; he almost never stops snarking so when he does, it's significant. Specifically, his demeanor completely changes and he becomes the soul of respect when speaking to the Grandmaster, even though he was snarking at all six remaining Anguis only a minute previously and goes back to snarking immediately afterwards.
  • Dragon with an Agenda: His job is to observe the various plans Ouroboros has in motion in order to provide a firsthand account for the Grandmaster. This doesn't always go hand in hand with helping the person in charge of carrying out those plans, as Weissmann learned.
  • Enigmatic Minion: To Weissmann. He's more of a straight Dragon to the Grandmaster.
  • Even Evil Has Standards: Campanella might not be the nicest character in the series, but in Cold Steel III, even he thinks that blowing up the Courageous with Olivert, Toval, and Victor inside the ship was a bit too much.
  • Everything's Better with Rainbows: He has a new attack in Cold Steel III called Seven Spheres where he uses seven balls of varying colors to units in an area for seven random strikes.
  • Evil Knockoff: Played with in Reverie; he has a Hollow copy that serves as a boss in the True Reverie Corridor, most notably during Joshua and Duvalie's Trial Door. Campanella himself, however, has been a villain since day one.
  • Forced Transformation: He can use True Mirror to transform a character into a strange creature for several turns, limiting their abilities.
  • Idiot Hair: Has two of these. Despite this, he's far less of an idiot and more of mischievous.
  • Leaning on the Fourth Wall: On several occasions, Campanella will talk as though he knows he has an audience even when nobody else is present. On one occasion, he addresses the player directly, telling them to stop watching him.
  • Lemony Narrator: He serves as the narrator for the Ouroboros Report drama CD and as per usual, he snarks his way through the entire thing when he's not Leaning on the Fourth Wall. Except for when he's speaking to the Grandmaster
  • Limit Break: In Azure, his S-Craft is False Salt Pale.
  • Kick the Dog: His Breaking Speech to Juna in Chapter 2 of Cold Steel III, where he reveals the truth about the birdcage operation and what happened to the SSS while she starts to visibly break down. Most of his mind games contribute to Ouroboros's plans to some extent, but in this case, he has no real reason to reveal this information to Juna other than to screw with her.
  • Manipulative Bastard: He orchestrated the terrorist attack on Orchis Tower then "forgot" to mention to the terrorist groups that his plan called for them to be captured or killed by some of his other catspaws shortly after they escaped.
  • Master of Illusion: He can create large-scale illusions, an ability he uses to screw with the SSS in Azure on multiple occasions. Also, it's stated that most of the flames he creates are illusory.
  • Midair Bobbing: It's reeeeeally subtle but you can see him bobbing in Azure's battle sprite.
  • Mirth to Power: He is the least restrained member of Ouroboros and will tell other members of the Society exactly what he thinks of them. Except for the Grandmaster.
  • Mouth of Sauron: Generally fulfills this role for the Grandmaster; it appears that only he and the Anguis speak to the Grandmaster directly and even then Campanella is frequently tasked with delivering the Grandmaster's orders and observing the operations of the Anguis and Enforcers.
  • My Rules Are Not Your Rules: His bag of tricks includes infinite Arts Reflection until you knock his HP down to 50% and the ability to redirect your S-Crafts from himself to your allies.
  • Older Than They Look: According to Joshua, Campanella's appearance has remained unchanged since the last time the two saw each other. Campanella jokingly answers he "never miss skin care even one day".
  • Pet the Dog: Ends up paying respects to Arianrhod's death alongside Bleublanc, Vita, Joshua, and Renne.
  • Playing with Fire: Although his flames are illusory, the pain is very real.
  • Power Floats: He starts to float whenever he's getting ready to directly fight.
  • Red Baron: Campanella the Fool.
  • Tarot Motifs: The most obvious one.
  • Teleport Spam: When fought in Azure, he spends as much time teleporting himself around the arena (or teleporting your party around randomly to mess with your formation or you when casting a line AOE art) as he does actually attacking you.
  • Troll: Seemingly loves to get under people's skin and almost never acts in a serious manner.
  • The Unfought: The only agent of Ouroboros we meet in the Sky trilogy who never fights directly. Averted in Trails to Azure and Cold Steel III when Lloyd and co (and Rean and co in Cold Steel) fight him.
  • Vague Age: His age is officially listed as "unknown," and in SC, Joshua comments that he hasn't appeared to age a day in the ten years since he last saw him, despite looking like a young boy who really should be visibly older.
  • Villain of Another Story: Spent the entirety of FC causing problems off-camera so that Cassius would be too busy to interfere with Ouroboros' plans in Liberl.
  • Villain Teleportation: Frequently makes use of this when escaping the heroes.

Enforcer No. I, known as Almighty Conflagration, appearing in Cold Steel II as one of Enforcers supporting the Phantasmal Blaze Project. He has some connection to the power sleeping within Rean...


  • Actually a Doombot: The McBurn fought in Chapter 3 of Lloyd's Route in Reverie was actually a robotic copy. The copy was not aware of this at all, and even mockingly warned Novartis to make sure that the real deal doesn't find out.
  • Anti-Villain: Really, the only reason why he could even be called a "villain" is because he's working for Ouroboros. Otherwise, his only goal is to have a good fight with someone who can take all of his power. He doesn't even start fights on towns as he knows he could easily burn things. Nor does he fight anybody who is significantly weaker than him unless they attempt to and even then, he holds back for them. When he finally remembers his true self and mission, he immediately stops fighting Class VII, apologizes for the trouble he caused, gives Rean and Valimar a gift and then teleports away from the place to take care of the problems that he needs to deal with.
  • Badass Longcoat: A red-orange one that goes with his moniker.
  • Baritone of Strength: One of the strongest characters in the series, with a deep voice to match in the Japanese version. His first English VA also uses a lower than usual tone of voice, though not as much. And then there's his true form, which has an artificially deepened voice.
  • Beware the Silly Ones: Sure, he acts lazy, doesn't seem to care about anything going on around him and leaves his allies to fight on their own because it looks like a boring battle but when he gets serious, he reveals why he's considered competition for Arianrhod's place as the strongest fighter in Ouroboros.
  • Berserk Button:
    • Do NOT hold back on his account as he will try killing you just to make you go all out. Rean finds this out the hard way and was only saved by Sharon who takes the hit.
    • He also does not like it when someone interferes with his fights. When Alberich sent a Leviathan to interrupt his battle with Class VII in the Orchis Tower's Thaumatrgical sector in Cold Steel IV when he was getting excited, he angrily proceeds to try and burn the Leviathan to a crisp, failing only due to it's Anti-Magic armor.
  • BFS: He has one called of Demonic Sword Angbar which he claims to be paired with Kernviter, a sword Loewe used.
  • Birds of a Feather: Get along well with Crow, probably as the two of them are slackers and Crow is strong enough to interest him.
  • Black Eyes of Crazy: When he reveals his real power, his eyes turn black with red and gold irises.
  • Black Mage: Fights almost exclusively with his flames or a few powerful arts. He does have a Cool Sword but never used it in any of his boss fights before Cold Steel IV.
  • Blood Knight: The only times he ever breaks away from his usually lazy demeanor is when he's found an interesting opponent, at which the point the trouble then lies in getting him to stop. However, McBurn himself denies being solely interested in fighting and claims that Walter and Shirley are far worse than him.
  • Brilliant, but Lazy: Is every bit as powerful and dangerous as his rank and title implies, but usually too tired, bored, and apathetic towards everything around him unless he thinks he's found a Worthy Opponent.
  • Combat Compliment: If his opponents manage to withstand his initial barrage, he compliments them and then tries harder.
  • Cool Shades: Wears a pair of yellow sunglasses most of the time. He loses them after his fight with Class VII before going all out. He does retain them in Cold Steel III though. In Reverie, completing the True Reverie Corridor mission that contains him, Machias, and Emma has Machias complimenting McBurn's shades and wonders what type of brand it is.
  • Desperately Looking for a Purpose in Life: Because he was so strong, nothing can really challenge him and longs for someone who can actually make him serious. In his final battle against Class VII in Cold Steel IV, he finally remembers who and what he is, immediately stops fighting and goes back to his human form. He then apologizes to Class VII for the trouble he caused, gives Rean and Valimar a divine flame and teleports out of there, taking care of the mess that he needs to clean up.
  • Dub Name Change: His S-Craft's name was changed from Zillion Hazard in Japanese to Incandescent Hellfire in the English dub.
  • Duel Boss: In Reverie, his Trial Chest has him fight against his demon form.
  • Elemental Hair Colors: His hair turns gold with vibrant red streaks in his Super Mode, fitting his elements of Fire and Space.
  • Even Evil Has Standards: Antagonistic as he is being a member of Ouroboros, when meeting Class VII in Crossbell in Cold Steel III and hearing them complain about his Blood Knight tendencies, he claims Walter and Shirley are even worse than him. He's also not thrilled with how Courageous is suddenly blown up during the finale.
  • Evil Knockoff: In Reverie, a copy of his Demon God form serves as a boss in the True Reverie Corridor, both on the fifth floor and in McBurn's Trial Door. Granted, McBurn has been on the villains' side since his introduction, even if he's not all that evil and is fully capable of getting along with the heroes.
  • Fashionable Asymmetry: His left sleeve is rolled up while some string is wrapped around his forearm, while similar strings are wrapped along the length of his fully sleeved right arm. A long strand of hair also comes down the left side of his face and lands over his left collar bone.
  • Fireball: Releases a huge one in his S-Craft Incandescent Blaze.
  • Fun with Acronyms: McBurn is not his real name but an acronym to his real name.
  • Fusion Dance: It's revealed in Cold Steel IV that he remembers the part where his human self from Zemuria mixed with his form from outside of Zemuria which is why he refers to his mixed self as "All of me."
  • Ham-to-Ham Combat: With Victor when the two finally duke it out during the Finale of Cold Steel II.
  • Hidden Depths: He clearly possesses a working knowledge of things that only a few characters in-universe (and no players as of Cold Steel II) understand, even though the knowledge doesn't directly serve his obvious interests of fighting, fighting and more fighting.
  • Hypocritical Humor: Claims to not be a fan of one-liner speeches, yet when he finally is able to go all out, he goes all ham against Victor.
  • Identity Amnesia: He's been amnesiac on Zemuria for decades before Valimar with Millium as the Sword of the End cuts through his barrier. Once Rean manages to cut him with it, he finally remembers who he is and immediately stops fighting against Class VII.
  • Improbable Weapon User: His weapon is fire.
  • It Was a Gift: Word of God claims that Angbar was something that he received from the Grandmaster. And in Cold Steel IV, he gives Rean and Valimar a divine flame before he leaves. In-game, it fully restores HP, EP, CP, Brave Points, and removes negative status effects and debuffs for the final Divine Knight battle against Osborne.
  • Last Chance Hit Point: In his final fight in Cold Steel IV, any damage inflicted on him that will reduce his HP to zero will be reduced to one instead and after that, he erects a barrier that prevents any kind of damage dealt by anything. This can be pierced however by having Rean deal the killing blow by summoning Valimar and hitting him with Millium as the sword.
  • Leitmotif: He gets "The Enforcers Super Arranged Version" from the Sky series as his theme song when he reveals his true demon form.
  • Let's Fight Like Gentlemen: He might be a Blood Knight, but he never does any surprise attacks nor does he continue to fight the other side when they're not at their best. Best shown in Cold Steel III where after the Courageous blows up and Laura is hit with a Heroic BSoD, McBurn puts away Angbar and regresses to his old self then starts musing that he wanted to fight Victor again with respect.
  • Lightning Bruiser: He zigzags between this and Mighty Glacier in Reverie as a playable character. He's in the top 4 for every stat except for for SPD, which he's slightly below average for. However, his Blazing Demon mode includes a SPD buff to compensate.
  • Limit Break: His S-Craft is Incandescent Hellfirenote 
  • Magic Knight: He mostly fights with his flames, but when he first brought out Angbar, he was capable of going blow for blow against Victor S. Arseid in a sword fight and was hinted to have also been a match for Loewe while he was alive as well.
  • Mark of the Beast: When he releases his full power, his hair and eyes change color and tattoos appear all over his body. While exactly what is happening is unclear, both he and Rean remark that their power is something from 'outside' manifesting through them. While it's hard to tell with Mcburn, in Rean's case the transformation definitely acts like a Superpowered Evil Side at first.
  • Master of All: As a player character he has incredibly high stats in all categories except SPD, very powerful Crafts and comes equipped with good gear with his only real trade-off is that most of his most powerful skills (his self-buff and his Brave Order) have incredibly high costs. Understandably he's a DLC character (or Post-game character in the localization).
  • Meaningful Name:
    • A character with "burn" on his name using fire as a weapon? What are the odds?
    • In another sense, his name is also an acronym of his real name: Mera Cu Baldugh Ruang
  • Names to Run Away from Really Fast: When your Red Baron happens to be the "Almighty Conflagration" and you start throwing fire at everything, you would be afraid too.
  • Noble Demon: He might be an enemy, but he's at least civilized about it. He doesn't even start fights on towns and leaves the vicinity quickly if the other side doesn't have anyone worth his time. Then his real personality comes out in Cold Steel IV and he's not amused that he was being used by Campanella and Ouroboros. He immediately stops the fight with Class VII and apologizes for the trouble that he caused then gives Rean a Divine Flame to help fight against Osborne's Ishmelga.
  • No-Sell: Casting fire on him is useless as he's immune to it and fire is his main weapon anyway. His final battle in Cold Steel IV has him survive any lethal attacks with 1 HP left and then putting up a barrier that negates all attacks. Fortunately, the game prompts players to summon Valimar after a few turns where Millium comments that she could do something about it. As a playable character in Reverie, his Blazing Demon form makes him immune to all ailments, including All-Cancel.
  • No Shirt, Long Jacket: Downplayed - he does have a shirt, but it doesn't cover much of his chest.
  • Not in This for Your Revolution: McBurn shows virtually zero interest in Ouroboros' plans and only goes along with them if it promises a strong opponent for him to fight. Otherwise, he usually leaves his comrades behind to do his own thing. When Class VII defeats him and he regains his memories, he finally remembers his true mission and goes back to persuing it, with implications that he's done with Ouroboros as a whole.
  • Older Than They Look: He is revealed in Cold Steel IV to be over 50 years old. His human form that is. His true form might be far older.
  • One-Handed Zweihänder: Wields Angbar one-handed in the rare moments he uses it.
  • One-Winged Angel: When he finally gets serious, he transforms into a gigantic, demonic being.
  • O.O.C. Is Serious Business: Normally he doesn't even bother reprimanding anyone or just doesn't care what people say for the most part but if players bring Emma to fight him at the Infernal Castle, she starts suspecting about his powers till he tells her to stop finishing that explanation although he does tell her that she's right.
  • Our Demons Are Different: His true identity is that of Mera Cu Baldugh Ruang, a 'Demon Lord' that very explicitly came outside of the plane of Zemuria as a whole, though whether he's related to the demons of Gehenna is yet to be seen.
  • Person of Mass Destruction: When he goes all out after his boss fight in the second game he starts tossing huge balls of fire all over the place. Revisiting the area afterwards shows the entire stratum wrecked. After his boss fight at the end of the Crossbell Chapter in Cold Steel III, he effortlessly melts an Aion into a pile of slag. Then in his final fight when finally going all out in his True Form he's compared to a Calamity on par with the Salt Pale which wiped out North Ambria.
  • Playing with Fire: Considering his choice in weaponry, this trope automatically applies. How hot are his flames? Enough to melt an Aion Type-β
  • Power Dyes Your Hair: When revealing his full power, his hair turns blond.
  • Power Echoes: His voice gains an echo when he speaks while in his Golden Super Mode.
  • Power of the Sun: He can cast the Lost Art Sol Eruption. It actually does more damage than his S-Craft... which is already essentially a one-hit kill. And it bypasses Arts Reflection.
  • Promoted to Playable: He's a playable DLC character in Reverie.
  • Pungeon Master: He frequently makes puns referring to fire, heat, or getting warmed up whenever he gets excited.
    McBurn: (about to activate his Super Mode) Time to turn up the heat!
  • Purposefully Overpowered: When he finally becomes playable in Reverie, he is definitely this compared to the other characters in the game thanks to a 5S+ attack rating on his S-Craft that can be upgraded up to 6S rating when he uses his Super Mode (5S and 5S+ pre-trial door), the only such rating in the game other than the most powerful Lost Art in the game. He is ranked S in all four unbalance types, making him able to reliably unbalance any enemy. He also has a Brave Order that costs a whopping 8 Brave Points that increases critical hit rate by a 100% and restores 100 CP. His orbment setup surprisingly is only one line with two fire and one space element slot restrictions, meaning he can also be a decent art caster. His equipment is already maxed out so players don't even have to invest anything to him other than farming materials to make his exclusive accessory. And finally, said Super Mode costs a whopping 200 CP but gives him back 100 CP, increases his stats by a certain amount and his overall HP by at least 30,000 while fully healing him, upgrades his craft and S-Craft rating, and has immunity to everything just like Rean's Spirit Unification. The only downside is that outside of a single craft, all of his attacks are magical, making him (a bit) less useful against enemies with Arts or Perfect Reflect. He's only unfortunately available at the higher levels of the True Reverie Corridor and after the October 1st patch. Said dungeon also has implemented the Abyss difficulty along with the +100 enemy levels option during the October 1st patch, so his ridiculous stats and arsenal is justified.
  • Rank Scales with Asskicking: An Enforcer's number doesn't always correlate to their strength. He's unique in that he's stated to hold the title No.1 while also being the strongest of them all and a possible match for Arianrhod for the strongest in the entire Society. Played staight when the Grandmaster in Cold Steel IV reveals that he was once a king.
  • Recurring Boss: He's fought as a boss nine times throughout his appearances (eleven if counting his Simulacrum form and his copy from the True Reverie Corridor.):
    • In Cold Steel II, he first fights Class VII along with Duvalie at Aurochs Canyon then again by himself with a few Archaisms near the end at the Infernal Castle.
    • In Cold Steel III he faces Rean and the New Class VII in Chapter 2 at Orchis Tower, then the next day has two consecutive fights at the stop of Stargazer Tower, first as a Dual Boss with Campanella then alone in his Super Mode. He then faces them near the end as a Dual Boss with Arianrhod at the Graal of Erebos.
    • In Cold Steel IV he faces Rean, Celine, Crow and Duvalie when they're trying to escape from the Black Workshop, then has a Dual Boss fight along with a brainwashed Victor at Orchis Tower's Thaumatrgical sector and then acts as the Pre-Final Boss at the Empyreaal Fortress where he reveals his true form.
  • Really Royalty Reveal: The Grandmaster reveals that McBurn is a king from a different dimension.
  • Red Baron: The Almighty Conflagration. In his Super Mode, he's known as The Blazing Demon.
  • The Reveal: He's actually not from Zemuria but from a different world and was called to Zemuria.
  • Satan Is Good: His true demon form is definitely devilish but when he regains his true memories, he's actually a really chill dude.
  • Screw This, I'm Outta Here: After regaining his memories in Cold Steel IV, he throws the fight and decides to leave Ouroboros after finally remembering his real mission. He gives Rean and Valimar a gift before he departs.
  • Shipper on Deck: Played for Laughs in Cold Steel III where he believes that Duvalie's type of men is "that Ashen kid."
  • Status-Buff Dispel: Three of his moves cancel any buffs, which also means they're unblockable.
  • Stopped Caring: Inverted. As he reveals to the Grandmaster during The Stinger of Reverie, McBurn states that despite his original apathy, he actually got attached to Zemuria.
  • Thought-Controlled Power: He explains his ability to manipulate flames as being this. If present for the final battle with him in Cold Steel II, Emma suspects that it is connected in some way to Divergent Laws.
  • Unwitting Pawn: He's not amused that Campanella and Ouroboros were using him after he regains his memories.
  • Villain Respect: If his opponent manages to make him fight at his fullest, he will give them compliments. He then raises the stakes a lot more.
  • Villainous Friendship: Used to have one with Loewe. Nowadays, he strikes one with Crow.
  • Walking Spoiler: He becomes this in Cold Steel IV due to the revelations surrounding him not being from Zemuria but from a different world. Or rather, there are other worlds that exist in the series.
  • Wham Line: His response when asked about where his power is concentrated: All of me. For comparison, Rean's power is centered around his chest. The real reason for why he says that all of him is mixed is that according to him from what he can remember, his form from the different world where he came from had merged with his human form from Western Zemuria during the time of the Orbal Revolution.
    • Unusually for the trope, Rean is the one who delivers this trope as The Reveal for him in Cold Steel IV: the revelation that McBurn is not from Zemuria but from a different world.
  • When He Smiles: In Cold Steel IV, he flashes one of his most genuine smiles after he regains his memories and congratulates Class VII for holding out against his true form.
  • Willfully Weak: Even in his base form, he's already powerful enough by himself and only those who could actually make him slightly serious are allowed to face off against his Golden Super Mode. And even that's not his true and final form, which he only uses as an enemy.
  • Worthy Opponent: He thinks of Loewe as one and mentions that since he died he's been unsatisfied with the lack of challenge. While he does think of Class VII as this considering they made him use his Super Mode, at the end of Cold Steel II he finds one in Victor. In an interview in Cold Steel III, Word of God states that McBurn felt dissatisfied with Victor and he claims that Rean might be able to surpass him. In-game however, after the Courageous blows up, McBurn calls the fight off against Laura, Emma, and Gaius and regresses back to his regular self and claims that he really would want another bout with Victor. And at the climax of Cold Steel III, he believes that Osborne could actually do it. In Cold Steel IV, despite Class VII clearly being out of their league against him, he praises Class VII for actually managing to hold on against his true form.

A mysterious young man wearing a mask who was a member of the Liberl Intelligence Division. He's actually Enforcer No. II of Ouroboros, known as the "Bladelord" and an old acquaintance of Joshua, being a survivor of Hamel.


  • Absurdly Sharp Blade: His sword Kernviter.
  • Actually a Doombot: As revealed after his final fight in FC on top of Grancel Castle, the Loewe the party faced (and badly lost to) was a double created by using Body Split.
  • Affectionate Nickname: Rather than call him Loewe like everyone else, Vita refers to him as "Leon."
  • Aloof Older Brother: To Joshua. The two would've likely become brother-in-laws had Karin not died.
  • All There in the Manual: The Loewe Monogatari manga published in Falcom's own magazine focuses on him, starting shortly before he joined Ouroboros and covering the events of the series from his perspective.
  • Almighty Janitor: He might be an Enforcer, but he's stronger than some of the Anguis, including Weissmann.
  • Animal Motifs: Lions, obviously. Olivier even takes the time to remark on Loewe's name.
  • Armor-Piercing Attack: Because Kernviter is a weapon forged by the Divergent Laws, it is able to harm Divine Beasts and shatter the Aureole's barrier.
  • Artifact of Doom: Kernviter's incredible power comes at a price: it makes its wielder more aggressive and can significantly alter the personality, eventually transforming its user into a figurative (if not literal) monster.
  • Anti-Villain: Despite being an Ouroboros Enforcer and an actor to their nefarious plans, Loewe is mostly a good person if fairly cynical and jaded by life.
  • The Apocalypse Brings Out the Best in People: He wants to unleash the Aureole to see if people can stop being complacent and forget tragedies when convenient to them. In a way, he got his wish, since many people such as Duke Dunan, the Ravens, and the Fishing Guild turned out to be surprisingly useful during the country-wide Orbal Shutdown Phenomenon.
  • Badass Boast: Following his boss fight (which is considered one of the hardest fights in the game), he just gets up and prepare to face the party again, while telling them they have no chance of winning
    Loewe: Only those who have attained enlightenment can hope to match one such as myself. The trial is over. Now comes the execution.
  • Badass Longcoat: Wears a gray longcoat with a High Collar of Doom, and is the strongest character in the Sky series behind Cassius.
  • Big Brother Mentor: To Joshua in their youth, and to Renne after becoming an Enforcer.
  • Bootstrapped Leitmotif: "Silver Will" was just late-game boss music for FC, but SC effectively turned it into his theme.
  • Boring, but Practical: Despite being the Bladelord, he's lacking in variety when it comes to Crafts, since he only uses Zero Storm, Body Split, and his two S-Crafts. However, his Body Split craft is more than enough to pin down an unprepared party with extremely powerful normal attacks and Zero Storm has a huge AOE for an impede craft. Not to mention that being one of the few Magic Knight bosses in the game somewhat makes up for his lack of craft variety.
  • Breakout Character: Although a very important character to begin with, he proved popular enough that Falcom gave him his own prequel manga and has kind of sort of brought him Back from the Dead on multiple occasions.
  • Broken Ace: Handsome, intelligent and powerful. Also completely broken as a result of the Tragedy of Hamel.
  • Brutal Honesty: Probably the biggest example in the Trails series. He often has harsh but true words for the party, like when he criticizes Kloe for not fully understanding Liberl's political situation, Agate for being blinded by rage and grief, and Kevin for trying to deny his past.
  • Climax Boss: In SC, he is the last Enforcer you fight in the Axis Tower before dealing with Weissmann.
  • Cool Mask: Worn as part of his 'Lorence' disguise.
  • Cynicism Catalyst: The Tragedy of Hamel, along with Karin's death were this to him.
  • Despair Event Horizon: Crossed this a long time ago after Hamel.
  • Dragon Rider: He briefly rides Ragnard in SC when the Ancient Dragon is being controlled by one of the Gospel devices and consciously tries to minimize the damage caused as he gathers the data Weissmann needs.
  • The Dog Bites Back: Weissmann thought he had already won when he fused with the Aureole and used its Space power to protect himself from any harm. He forgot that he backstabbed one of the few people with a Divergent Weapon in the world five minutes earlier and sure enough, it sets the stage for his defeat.
  • Doppel Ganger Attack: He creates many, many clones that can attack you (or summon another clone) and don't disappear until you defeat all of them normally or you defeat the real one.
  • Dual Boss: A copy of him forms a tag-team with a copy of Cassius in The 3rd's Nightmare Arena.
  • Dub Pronunciation Change: Two of his names get these in the Cold Steel games.
    • His real name Leonhardt was pronounced lay-on-heart in the Japanese script but len-heart in the dub.
    • His nickname Loewe is supposed to be the German word Löwe, pronounced lö-vuh, but since neither Japanese nor English has the ö sound, both scripts take different approaches to substituting for it. The Japanese script pronounced his name lay-veh, while the English dub goes with loo-vay.
  • Emotion Suppression: His aloof attitude is entirely a conscious choice on his part in order to suppress the dangerous side-effects of his sword.
  • "Eureka!" Moment: He had one off-screen regarding Weissmann's involvment with Hamel, as he realized that the few remaining interrogations he had regarding Hamel's masterminds could be answered quite nicely with the manipulations Weissmann would use and the fact that it would really be in-character for him.
  • The Fettered: His combination of a code of chivalry and his emotional repression mean that he isn't nearly as powerful as he could be. The flip-side is that this makes him a much better person.
  • Freudian Excuse: His hometown of Hamel was wiped out, resulting in the death of everyone he knew including his fiancee Karin with the only other survivor being his surrogate little brother who ended up a traumatized Empty Shell. Then he learned it was actually his home country's government that ordered his home's destruction as part of a False Flag Operation, who then swept the whole thing under the rug. All of this completely shattered his faith in humanity and resulted in him seeking out Aureole to see if they still had worth.
  • From Nobody to Nightmare: Started off as just some guy from some minor rural village dreaming to become a Bracer. After the Tragedy of Hamel, he joined Ouroboros and became one of their strongest members, who would eventually help bring Liberl to its knees.
  • Go Out with a Smile: Dies at the end of the game with a smile on his face, finally figuring out what Karin felt like when she died.
  • Heel–Face Door-Slam: Shortly after deciding to help Joshua take down Ouroboros, he gets injured by Weissmann. Shortly after that he is fatally wounded while helping the party fight the Aureole-empowered Angel Weissmann. He manages to go out in style.
  • Heroic Sacrifice: Even though he's still injured from Weissmann's earlier attack, he shows up in time to break Weissmann's barrier, though he's hit by a fatal point blank attack.
  • Heterosexual Life-Partners: He used to have this relation with McBurn.
  • Hope Spot: After his Heel–Face Turn, he considers reigniting his dream of becoming a bracer, only to sacrifice himself to stop Weissmann.
  • Hypocrite: Joshua points out that Loewe denies that Karin's sacrifice counts as an example of humanity's worth. Realizing this cause Loewe to have a minor Villainous Breakdown and then a Heel–Face Turn.
  • I Am Not Left-Handed: He's the first of many bosses in the series to go easy on the party during the in-game battle, only to reveal his true strength during the next cutscene.
  • I Have Many Names: His real name is Leonhardt, he usually goes by Loewe, he spent all of FC using the alias Lorence Belgar, and he also goes by his Red Baron title the Bladelord.
  • I Let You Win: Late in SC, it's heavily implied he lost his final showdown with Joshua on purpose after being called out by Joshua's Patrick Stewart Speech.
  • It's Personal: Double subverted. When he learn about Weissmann's involvement in Hamel, the professor expected him (and was hoping) for a display of anger from him. Loewe disclaim that notion by stating he isn't going to attack him with hatred, but clarify that he is going to take revenge for Weissmann attacking him In the Back earlier because he view it as an personal insult.
  • It Was a Gift: How Loewe acquired Kernviter in the first place; it was a gift from the Grandmaster.
    • Expanded upon in Loewe Monogatari. After breaking the first sword he was using (an ordinary saber) Arianrhod actually makes the offer, knowing about the blade. The two then approach the Grandmaster together and Loewe is granted the sword after he accepts the consequences of using it
  • Light Is Not Good: Silver hair, wears a grey coat, and wields a golden sword. Also one of the most dangerous members of the Society. That said, he's actually one of the more sympathetic members of the Society.
  • Lightning Bruiser: In SC, all of his stats are very high compared to all the other bosses, especially his STR and SPD.
  • Limit Break: In all 3 Sky games, he has the S-Craft Demon Flames. The latter 2 games also give him Sword of Abaddon.
  • Literally Shattered Lives: Dead Emperor Sword involves Loewe freezing the entire battlefield, then shattering the ice (and screen).
  • Locked Out of the Loop: As revealed during Cold Steel IV,the Hamel Tragedy was strongly influenced by the Curse of Erebonia and Ishmelga, giving it a more surnatural origin rather than merely being linked to the greed of a few Erebonian War Hawk, as Loewe thought.
  • The Lost Lenore: Joshua's sister, Karin was this, and her death in the Hamel Incident is the cornerstone of his motivations.
  • Magic Knight: He's known for being the Bladelord, but he's also a powerful arts user who covers attack, healing, and support. The magic part is emphasized during the battle on the balcony, where he'll spam healing and support arts to win in a battle of attrition.
  • Master Swordsman: It's right there in his Enforcer title. According to Word of God, he's the strongest fighter in the Sky trilogy in terms of battle prowess. In Azure, we get to meet his former master Arianrhod. She's considerably stronger, but she states that he would've been capable of surpassing her in time. And in the Cold Steel series, McBurn really liked fighting him and felt empty after he died as he couldn't find anyone else to fight against in his full power. All the more impressive since his sword skills were completely self-taught, whereas other examples in the series are either practitioners of a Fantastic Fighting Style (Mueller), taught by a legendary swordsman (Colonel Alan), or both (Cassius).
  • The Mourning After: Following Karin's death, he never show interest in another woman, despite Vita's teasings.
  • Morality Pet: Joshua and Renne are both this for him and he tries to watch out for both of them.
  • Never Got to Say Goodbye: As revealed in the 3rd, one of his regrets with dying in the Liber Ark is having never been able to say farewell to Renne, who was absent from the scene. He is given the chance by Phantasma to give her a proper farewell, allowing her to have some closure.
  • Noble Demon: One of the most sympathetic and honorable members of the Society.
  • Noble Top Enforcer: Literally, as it turns out. He's by far the nicest active member of the Society and so much more virtuous than his boss Weissmann that it's not even funny. He pulls a Heel–Face Turn at the end after Joshua provides him the answer he joined Ouroboros to find.
  • Not So Stoic: When Joshua asks him why he doesn't consider Karin's bravery during Hamel to be worthy of answering his trial, Loewe loses his composure.
  • Not Worth Killing: As shown in Renne's Door during the 3rd, he advised Renne to not even bother killing her parents, thinking that they replaced her. It turns out to be a good call, as both Loewe and Renne would have acted on incomplete information.
  • Oddly Shaped Sword: Kernviter.
    • His Phantasma counterpart also uses an oddly shaped sword, although there's nothing explicitly special about it.
  • Once More, with Clarity: At the end of Sky FC, Joshua gave a cryptic account of his past shortly before abandoning Estelle, mentioning that a traumatic event had nearly destroyed him, but not elaborating. In SC, Loewe is the one who gives Estelle a complete account of the Hamel incident that permanently scarred both Joshua and himself, allowing her to finally understand Joshua's motivations.
  • Only Known by Their Nickname: You can count the number of people who call him Leonhardt on one hand. Pretty much everybody calls him by his nickname, Loewe.
  • Only One Name: No official last name given besides the one from his Lorence Belgar alias.
  • PrettyBoy: Hard to deny he's good looking.
  • Pre-Final Boss: In SC, he serves as the last boss fought before settling things with Weissman.
  • Private Military Contractor: Richard first met and recruited him while Loewe was masquerading as a member of the Jester jaeger corps.
  • Red Baron: His Japanese titlenote  literally translates to "Sword Emperor," though the official English translation went with "Bladelord" instead.
  • Redemption Equals Death: After he commits a Heel–Face Turn, Weissmann greatly injures him. In that condition, he destroys Aureole's barrier using Kernviter so that the party can damage Weissmann. Said event ends in his death.
  • The Reliable One: Among the Enforcers. He is probably the least quirky, alongside Luciola, and one of the strongest.
  • Selectively Lethal Weapon: Kernviter seems to operate this way.
  • A Sinister Clue: Wields his sword Kerniviter with his left hand, making him one of the few left-handed characters in the entire franchise to go along with his Anti-Villain characterization.
  • Spin Attack: Demon Flames combines this with Kill It with Fire. He has a new attack called Senpuuzan in his Alternative Saga appearance which also works this way.
  • Stealth Mentor: Downplayed. Despite relating with Agate and giving the pointers he need to put his grief behind him, he was trying to kill him during their fights.
  • The Stoic: He almost never displays strong emotion. Loewe Monogatari explains this. He deliberately set out to become this (having previously had some rather extreme if understandable anger management issues) because his sword enhances aggressive impulses and is suggested to be able to turn wielders who ''can't'' control themselves into figurative if not literal monsters. Presumably this wasn't considered serious enough for the Grandmaster to discard the weapon but it was serious enough to Loewe that he decided to do something about it.
  • Summon to Hand: It's implied that he can do this with his sword in the games and made explicit in the OVA, where he even throws the sword and then summons it back to his hand in mid-flight.
  • Sword Beam: In Alternative Saga, Loewe gets two of these. His new attack Hienzan creates a wave of energy pillars while his nameless charged attack throws an energy blast shaped like a lion at the target.
  • These Hands Have Killed: Took his first kill during Hamel, and was clearly sick from it at first. Not so much the case in the present.
  • Together in Death: Implied in The 3rd, explicitly shown as in "Loewe Monogatari," as he and Karin are together and smiling, watching Estelle and Joshua paying their respects at Hamel.
  • Tragic Villain: Saw his hometown destroyed, with the woman he loved dying and his younger brother figure ending up an Empty Shell then learned it was his home country'ds government who arranged for his home's destruction as Pretext for War against Liberl. This all left him completely broken and wandering into the Society's hands.
  • Used to Be a Sweet Kid: Before Hamel was destroyed, he was planning on becoming a Bracer to protect people.
  • Villain Cred: In his spin-off manga, due to his hatred of complacency, Loewe respects Colonel Richard for recognizing Liberl's vulnerable position and not taking the current peace with the Erebonian Empire for granted. However, while he sympathizes with Richard's goals, he still arranges for the latter to become Weissmann's pawn.
  • Villain Respect: If Estelle, Schera, and Kloe manage to beat "Lorence" in Grancel Castle, he'll apologize for holding back and admits Estelle has potential, right before getting up and taking everyone down with one strike.
  • Villainous Friendship: Clearly cared for Joshua and Renne, and holds strong respect for Arianrhod.
  • Warm-Up Boss: His second fight in Sky FC is series wide warm up for bosses where victory is optional and/or have a special condition to get more points, not counting the two trainee soldiers from an early Sky FC quest. While he is challenging with his strategy of trying to outheal the player's damage, his own damage output is fairly manageable to balance it out. In later games, there are optional victory bosses that are much harder to win, as well as battles with more difficult bonus conditions. This is justified because he's holding back in that fight.
  • Weapon Tombstone: Following his death, Kernviter is put in Hamel alongside the monument to the villagers. The cast of Cold Steel pay respects to it in Cold Steel III.
  • White Hair, Black Heart: Downplayed, as while he does have silver hair and is part of the villains, he's shown to be much more noble and sympathetic than the other members of the Society with his actions being a result of being utterly broken and disillusioned with humanity due to his life experiences rather than For the Evulz. Even gets a nice Redemption Equals Death.
  • Wrecked Weapon: In Loewe Monogatari (but not the original game), Kernviter is broken in the backlash from destroying Aureole's barrier, with most of the blade being completely disintegrated. Joshua leaves what's left on Karin's grave as per the game. It's still whole when the cast in Cold Steel III and IV visit his grave.

A former assassin in the Order of the Moonlight Horse, she, alongside Sharon and Ellroy, joined the Society after it destroyed the Order, becoming Enforcer No. III, the "Golden Butterfly."


  • Affectionate Nickname: Ellroy and Renne call her "Lety." Similarly, Melchior refers to her as "Lety-neesan."
  • Buxom Beauty Standard: During Kuro II's Intermission, Nadia expresses a desire for a body like hers and Shizuna's.
  • Dual Boss: If the player doesn't take the Ouroboros route for Chapter 5 of Daybreak, she'll fight the party alongside Walter.
  • Early-Bird Cameo: As with Ellroy, she didn't physically appear or have her name revealed until Daybreak, but her shadow can be seen in Sharon's flashback during Chapter 2 of Cold Steel III.
  • Friendly Enemy: During all of her encounters with the Arkride Solutions Office, she treats them quite amicably.
  • Guest-Star Party Member: She can become a non-playable ally in Chapter 5 Daybreak depending on the player's choices. She'll do it again, this time by default, during Kuro II Chapter 2A.
  • Hidden Eyes: The veil on her hat normally prevents her eyes from being seen in her normal attire.
  • Kimono Fanservice: During the first Daybreak's Intermission, she wears a kimono with her face fully shown.
  • Life Drain: One of the secondary effects of her Golden Butterfly Craft involves healing all of her allies.
  • Limit Break: After not getting an S-Craft in the first Daybreak game, the sequel gives her one in Bijou de Verre.
  • Palette Swap: Her swimsuit in Kuro II is the same one Judith had as DLC in Daybreak, only changing from orange to purple.
  • Purple Is Powerful: Her eyes, her kimono from Daybreak's Intermission, the dress she wears by default, and even her swimsuit in Kuro II, either are purple, or include the color to some degree. And being an organization's number one assassin says quite a bit about her combat prowess.
  • Space Master: Her Dusk Glaive is shown to have the power to manipulate space, which is seen in two of her 3 regular Crafts, as well as her S-Craft:
    • Both Gullveig Pierce and Bijou de Verre has her create holes in the ground for her to stab or drop her glaive into.
    • Her Yousei Genbu Craft has her seemingly open a hole in space while she's slashing her opponents.
  • Sword Plant: Her Gullveig Pierce Craft has her stick her glaive into the ground...or rather into a portal she made in the ground.
  • Thinking Up Portals: Kuro II shows her being able to opening up holes in space to travel through, all while saying "Open Sesame!" It's how the heroes gain access to Garden-Master's hideout in Chapter 3.

Enforcer No. VI of Ouroboros, known as the "Bewitching Bell." She has history with Scherazard Harvey of the Brace Guild.


  • Affectionate Nickname: The English script has Scherazard refer to her as "Luci."
  • Breath Weapon: At least it looks like this in her second S-Craft "Hellfire". She appears in (presumably illusion) gigantic form and starts spewing fire on the party. She also has a lesser version of this in The 3rd.
  • Blow You Away: Her S-Craft Tempest Dance.
  • Continuity Cameo: She appears as a fortune teller in the amusement park in Trails to Azure.
  • Cool Big Sis: In the past, she was an adoring older sister figure towards Scherazard. Even in the present, the latter refers to her as "Nee-san" in the Japanese script.
  • Cut the Safety Rope: Downplayed. Before plummeting to her Disney Villain Death, Schera caught her with her whip. However, Luciola allowed herself to fall down by cutting Schera's whip. Note that there was also Estelle, Joshua, AND a fourth party member who all could've helped Schera, but it was Luciola's decision to fall down.
  • Doppelgänger Attack: Complete with teleporting after creating one. Another feature to her clone is that it will switch with your party member when attacked, making one random party member take damage for the clone.
  • Disney Villain Death: She plummets to her death at the end of SC, though Schera convinces herself that Luciola could have survived thanks to her powers. She's right.
  • Evil Former Friend: She was once Scherazard's cool big sister figure.
  • If I Can't Have You…: She confessed her love for the head of the circus that she and Scherazard were in. When he rejected her, she ended up murdering him.
  • Instrument of Murder: The bells on her fans are where she gets her title from.
  • Limit Break: Her S-Craft is Hellfire.
  • Master of Illusion: Her specialty. She can create many types of illusion (so far revealed are auditory, sensory and visual) with one chime of bell.
  • Ms. Fanservice: She has a large chest, her cleavage is completely exposed, and her midriff is on full display.
  • Navel-Deep Neckline: Her outfit has a plunging neckline that goes all the way to her navel.
  • Paper Fan of Doom: Luciola uses a pair of fans as part of her attacks and as part of her illusion-crafting ability.
  • Playing with Fire: It's illusory with real burning pain.
  • Red Baron: "The Bewitching Bell."
  • So Proud of You: If Schera is in the party for her second battle, she'll compliment her former friend for becoming a successful Bracer.
  • Spell My Name With An S: Her name is sometimes spelled with two Cs, which would make it a Meaningful Name because lucciola is Italian for "firefly" (an animal associated with love but also with the dead).

Enforcer VIII of Ouroboros, known as the "Direwolf."


  • Ambiguously Brown: As a dark-skinned redhead with a German name who hails from a country with a lot of Eastern Zemurian immigration, Walter's ethnicity is completely up in the air.
  • Animal Motifs: His title says it all.
  • Arrogant Kung-Fu Guy: Deconstructed according to Zin, who believes Walter would have been even stronger if he had stayed faithful to Taito's teachings instead of blindly seeking power from other styles while never fully mastering any of them.
  • Badass in a Nice Suit: Has the fashion sense of a mafioso or Yakuza bodyguard.
  • Bare-Fisted Monk: The most physically imposing Enforcer so far and he does it all with just his fists and feet.
    • He does, however, wear spiked brass knuckles over his fingerless gloves, hinting at his unorthodox approach to martial arts techniques (see above).
  • Barrier-Busting Blow: Grancel Castle has a massive double-gate that could hold off tanks. Walter does not care and takes it down with a ki attack. The only reason it takes two hits to break it open was because there were two sets of doors.
  • Beard of Evil: A goatee stubble, mirroring Zin's somewhat fuzzy chin.
  • Big Damn Heroes: Surprisingly enough, his role in Daybreak is this where he helps out Van a few times, the first time with him killing off the possessed jaeger dogs to open up a way for Van and his party.
  • Blood Knight: He exposits to Estelle on the joys of fighting and not knowing if this is going to be the one you don't come back from. Estelle is suitably creeped out.
  • The Brute: The muscle of the Enforcers that appear in Sky, as the Evil Counterpart to Zin.
  • The Bus Came Back: He shows up in person in Kuro no Kiseki after his last appearance since the 3rd.
  • Charles Atlas Superpower: Any doubt of his strength can be laid to rest as he demonstrates in a flashback in Daybreak where he lifts up Van's truck with one hand and chucks it at a soldat.
  • Cool Shades: Or possibly Sinister Shades since he's, y'know, an antagonist and a Blood Knight. But they do look cool, even characters in-universe think so.
  • Costume Evolution: When he made his return in Daybreak, he's shown to have traded in his black suit and white shirt for a purple shirt and black leather ensemble.
  • Dishing Out Dirt: His Alcatraz Blow S-Craft in Daybreak has him encase the enemy in stone before shattering them all with a one-inch punch.
  • Dual Boss: He'll fight alongside Cao in Chapter 4 of Daybreak. And if the player doesn't take the Ouroboros route for Chapter 5, he'll team up with Lucrezia.
  • Evil Former Friend: Of Zin and Kilika.
  • Friendly Enemy: By Daybreak, he's at least calmed down enough that he has no problems sharing a table with Zin. With that being said though, the two are reluctant to team up with each other unless the situation calls for it.
  • Gendered Insult: He taunts the the party, including Zin, Olivier and potentially Agate, by casually referring to them as "ladies". Later does the same to Grancel's (presumably mostly male) army before beating them.
  • Guest-Star Party Member: He can become a non-playable ally in Daybreak depending on the player's choices. He does it again in Kuro II, this time by default, during Chapter 1B and Chapter 3E.
  • Heel Realization: In SC, he belatedly realizes what his master was trying to teach him when he agreed to their duel. Granted, later games have shown that it wasn't enough for him to leave the Society.
  • Hell-Bent for Leather: Replaces his suit for a leather jacket by his appearance in Daybreak.
  • Jerk with a Heart of Jerk: Back during the Sky arc, Walter was easily the worst of the Enforcers, with no significant redeeming qualities. He spoke in graphic detail about his enjoyment of massacring innocent people via his experiment, and brags about not holding back against women and children. In contrast to this, Bleublanc and Luciola's experiments never directly threatened innocent lives (with the former redeeming himself many games later and the latter later leaving the organization), Loewe ensured his experiment spared civilians, and Renne was both later redeemed and has significant trauma to justify her darkness. His romantic feelings for Kilika were the closest thing he had to a redeeming quality, but even that's marred by how he conflated his inheritance of the Taito school with his relationship with her, causing her to dump him. By the time of Daybreak, however, he's gotten a lot better.
  • Ki Manipulation: Used in part of his S-Craft Ultimate Blow and his regular Craft Razor Bullet.
  • Kick the Dog: In the OVA, he sees Estelle drop Joshua's harmonica. Rather than simply pass by or pick up the harmonica, he kicks it away from her.
  • Limit Break: His S-Craft in the Sky games is Ultimate Blow, which is replaced in Daybreak by Alcatraz Blow.
  • Locked Out of the Loop: Unlike Zin and Kilika, Walter was the only one of Ryuga's students that was unaware he was already Secretly Dying from terminal cancer by the time he killed him in a duel and only finds out when Zin tells him during their final battle in SC.
  • Love Makes You Evil: Downplayed. His second post battle dialogue with Zin implies that part of the reason he was upset at losing succession of the Taito style is because he felt he needed the succession to become worthy of his master's daughter.
  • Nightmare Fetishist: In his first appearance, he describes how he wants people to die in a rather graphic manner, and he definitely has the power to make that happen.
  • Not the Fall That Kills You…: Following his fight in Amberl Tower during SC, Walter escapes by jumping from the tower and appears completely unscathed by his next appearance. Zin speculates that Walter likely used the wall to slow down his descent.
  • Offscreen Moment of Awesome: Yin mentions having fought him to a draw in Trails from Zero, a match-up Renne wishes she could have seen.
  • Only One Name: He was only known as Walter up until the first Daybreak game revealed his last name to be Kron.
  • Out of Focus: While mentioned several times in Zero/Azure and the Cold Steel games, Walter was one of the Enforcers with the least screentime in terms of sheer appearances, as he didn't make a physical appearance beyond the Sky trilogy until his return in Daybreak.
  • Pet the Dog: There are a few moments showing that he's not completely bad:
    • In The 3rd, if you bring Renne to the Wolf Pack Boss against him, Bleublanc and Luciola, Walter will tell Renne afterwards that whether she remains in the Society or not is her choice to make, and offers to train her should she choose to remain. And Daybreak shows that her leaving the Society for good did not have a negative impact on their relationship, as seen when the two share a table and trade banter with Ellroy and Lucrezia.
    • While he did wreck Van's original pickup truck, he at least had the decency to compensate him for it.
  • Red Baron: The "Direwolf."
  • Retcon: During the final chapter of Cold Steel IV, his character portrait from Sky briefly appears to show his participation in the war. However, Chapter 1 of the first Daybreak game features a flashback showing that he had already switched to his new outfit during this time.
  • Rivals Team Up: Despite him and Zin not liking the idea of teaming up with another, the two do so without hesitation to save Renne in Daybreak.
  • Sir Swears-a-Lot: Rivals Agate as the game's most foul-mouthed character.
  • Smoking Is Cool: He enjoys his cigarettes, as seen in his S-Craft.
  • Unlucky Childhood Friend: Kilika officially dumps him after his first boss fight because she can't stand how he thinks of romancing her and inheriting the dojo as one and the same.
  • Worthy Opponent: Walter seeks enemies stronger than him for the experience and the thrill. Loewe got him to participate in Weissmann's plot by telling him there's another Bracer in Liberl besides Cassius Bright who is strong enough to give him a run for his money. note

The third survivor of the Order of the Moonlight Horse, she went on hiatus when she was employed by the Reinford family, returning briefly to prevent Sara Valestein from helping Cassius Bright but otherwise staying away until she believed Franz Reinford had returned. Defected to the Radiant Wings—as Sharon—after it was proven that Black Alberich was not Franz, leaving the Society permanently and becoming the first dropout whose desertion was neither directly nor indirectly Weissmann's fault.

Initially introduced as "Phantom Thief B", Bleublanc is a master thief who also happens to be Enforcer No. X of Ouroboros, the "Phantom Thief."


  • Ahoge: He has a single pronounced hair antenna when going around unmasked in Cold Steel. You shouldn't trust him any more then than when he's masked.
  • All There in the Manual: An in-universe version in the form of the Phantom Thief B Report, a special publication by the Imperial Chronicle of Erebonia which analyzes his actions and offers suggestions to his past.
  • Beauty Is Never Tarnished: Despite his last appearance in SC being of him bleeding after the party breaks his mask against his face, the next time he's seen unmasked he is completely unscarred. Possibly explained by Ouroboros' access to extremely advanced technology.
  • Big Damn Heroes: His entire role in Cold Steel IV is to rescue the heroes from the villains. A far cry from who he normally is.
  • Bishie Sparkles: A part of his 'Baron' disguise.
  • Camp Straight: His voice and mannerisms are incredibly camp, but he is exclusively attracted to women, and there are definite I Have You Now, My Pretty undertones in his interactions with Kloe in SC.
  • The Casanova: Has, on at least one occasion, stolen somebody's wife.
  • Criminal Mind Games: He loves setting up riddles and watching people struggle to solve them. All evidence suggests that he really doesn't steal for material wealth at all, though for particularly beautiful things he will at least attempt to keep it for himself.
  • Doppelgänger Attack: He can clone himself during battle while also teleporting each time he's making one, and each of the clone can attack you. Once you hit the real one though, all the remaining fakes disappear until he makes another set.
  • Early-Bird Cameo: While the first time Estelle and company knowingly meet him is chapter one of SC, Estelle and Kloe had unknowingly met him while in disguise a couple times in chapter two of FC. He's this again in Cold Steel IV where he actually shows up in Cold Steel III as a sidequest in chapter 3 but it isn't even his usual modus operandi although it is consistent with his shtick of appreciating beauty in general.
  • Evil Laugh: His trademark laugh. "Ha, ha!"
  • Enemy Mine: His stance in Cold Steel IV with the heroes. He's still with Ouroboros but he at least stays out of Rean's way and actually ends up helping them a few times.
  • Even Evil Has Loved Ones: In The Legend of Heroes: Trails from Zero, he thanks Lloyd and his party for helping out Renne. And as revealed in Cold Steel III, he was pretty close with Vita which is why when she went against Ouroboros for siding with the gnomes, he also decided not to partake in the recapture of the Phantasmal Blaze Plan. In fact, he's not even fought in Cold Steel IV; he's an ally instead. Further, if Count Altheim is to be believed in Cold Steel IV, his Start of Darkness came about as a result of Bleublanc losing a lover.
  • Evil Counterpart: He's presented as one to Olivier, who disagrees with his definition of "beauty". They both share the trait of being extremely flowery in their manners of speaking; they both annoy the party, albeit in different ways.
  • Expy: Of Arsène Lupin.
  • Friendly Enemy: Each time he encounters Olivier, they can't help but to debate about their views.
    • In one of the episodes of Reverie, he disguises his wedding gift for Olivert as one of his usual quests.
  • Graceful Loser: He accepts his final defeat and acknowledges the strengths of Estelle and her party before leaving.
  • Grail in the Garbage: Many of the things of "beauty" he steals are things that he considers underappreciated, so he takes them takes them away and leaves them somewhere they will be appreciated more. Examples include artwork that had been left unviewed in a museum's storage area for years and a Trophy Wife. Or as of Cold Steel III because of The Reveal in Cold Steel IV, a logbook of a pirate instead of the more valuable quartz New Class VII keeps.
  • Ham-to-Ham Combat: His encounters with Olivier more or less turn into this.
  • Heel–Face Turn: He becomes outright heroic in the final games of the Cold Steel arc, first helping save the lives of Olivier and Toval, and later helping save the heroes during their run-ins with the villain team.
  • Hidden Depths: He apparently has enough expertise in singing to partake in a duet with Vita, a world-famous opera singer, in Cold Steel IV. Also see Heel–Face Turn above.
  • Hidden in Plain Sight: If you are quick enough to pause in the opening of Cold Steel II, he is seen among the student crowd.
  • HP to One: His S-Craft Death Magic in Cold Steel II will decrease target's HP to one as well as inflict poison. It fortunately is a single-target attack.
  • Impossible Thief: His specialty. Highlights include stealing a prototype tank from the middle of a highly-guarded army base, a statue from Crossbell's city hall and his ultimate goal in FC and SC: "Hope".
  • Just Like Robin Hood: He's noted to be popular in the Empire, partially because of how awesomely crazy some of his thefts are and partially because the poor tend to find themselves with free money after 'B' has stolen something. The authors of the Phantom Thief B Report caution the readers not to romanticize him since he's still a thief.
  • Laughably Evil: He's one of the more amusing members of Ouroboros, especially when he makes the party go through his sidequests and exasperates them with his audacious means of hiding clues.
  • Limit Break: His S-Craft, in both the Sky and Cold Steel games, is Death Magic.
  • Magic Staff: The first unit shown in the series to use one in combat. It can be changed into a sword in the middle of his S-Craft.
  • Master of Disguise: So much so. He has disguised himself as random passers-by, a person investigating one of his thefts and at his most audacious as a member of your party. Although as Rean points out in Cold Steel IV, he can't change his gender which is why Rean ends up clearing him when someone else is doing his shtick.
  • Multiple-Choice Past: The Phantom Thief B Report examines three individuals who may or may not be the man behind the mask. These include: a womanizing thief and con artist who was last seen escaping from prison dubbed "X"; a former painter/forger gone missing after suffering a tragic loss (whose forgeries B is in the habit of tracking down and destroying) dubbed "Y"; and a perpetually bored, noble-born martial artist with combat skills somewhat similar to B called "Z". The paper is unable to conclude which of these theories (if any) is correct. However, the player may be able to figure out the correct answer: Blueblanc sent the paper a note saying that they were getting close, and that "his number reveals all". Given his Enforcer number "X" (which is 10 in Roman Numerals), that would imply that his real identity is that of X.
    • A bit more light is shed in Cold Steel IV, where it turns out the cover he used to get into Count Altheim's good graces as a traveling novelist named Aleister was an identity he had going for at least a full decade. Bleublanc may not be a young man, but he certainly doesn't appear to have quite made it to his forties. It's even implied Bleublanc may have been lying about the answer he gave in The 3rd and instead had a background closer to "Y," if not perhaps a mixture of both "X" and "Y" as both a con and a man who fell into the 'darkness' necessary to enter Ouroboros as a result of a tragic accident involving a lost love. It may even be the case that Aleister is who Bleublanc used to be, considering how quick Bleublanc is to dismiss the alias, as if ashamed to even associate with it - almost like he has a past with that alias he'd rather move on from.
  • Noble Demon: Make no mistake; Bleublanc's twisted view of what consistutes 'beauty' means he'd love to watch Nord reduced to a hellscape just so that it can gain a 'tragic' and 'ephemeral' quality that would make it all the more grand in its final moments of peace and tranquility. However, Bleublanc is all about fair play, and frequently aids the heroes in whatever game he appears in because he finds their travails interesting and enticing in their own way. His rivalry with Princess Klaudia and Prince Olivert means he also frequently gives them direct aid when they need it most, if only so he can continue to pursue Klaudia for her beauty and to continue his discourse on what quantifies beauty with Olivert. He's also easily the most cooperative member of Ouroboros who harbors no intentions of abandoning his post and the one least likely to utilize deadly force against his enemies.
  • Not Me This Time: An entire sidequest in Cold Steel IV has the party investigate puzzles just like what Bleublanc would normally do. It turns out to be Mariabell's doing and Bleublanc shows up afterwards.
  • Paper-Thin Disguise: In Cold Steel, his 'disguise' is simply to take off his mask while still going around calling himself by his usual name and acting much as he usually does. Of course, he's smart enough not to do it in front of people he knows could identify him and instead jerks around Class VII for his own amusement.
  • Phantom Thief: It's his Enforcer title. He of course has skills to show he's truly one.
  • Put on a Bus: He doesn't show up in Cold Steel III because Vita is going against her fellow Anguis for siding with the gnomes and supporting a war. Except that it's a subversion and he does show up in Cold Steel III thanks to him showing up in Cold Steel IV, disguised as a NPC named "Aleistair" and it's not even one of Bleublanc's usual modus operandi sidequests though he still does appreciate the lost beauty of an old logbook.
  • Recurring Character: Appears in every game in the Sky and Cold Steel arcs (if you count his appearances as a disguised NPC in Sky FC/Cold Steel III). If you include his letters to the SSS in the Crossbell duology as appearances, then he would be the only character in the Trails Series to appear in every game.
  • Shadow Pin: He has the ability to perform this in cutscenes using knives and has done it to the player in SC and Cold Steel II. The latter game finally included a means to turn it into a gameplay mechanic but didn't actually give it to him as a combat skill. Both times it happens the party has to be rescued by a third party, via dispelling the shadows in one case and removing the daggers in the other.
  • Spot the Imposter: At one point in Cold Steel II, he kidnaps a member of Class VII and impersonates him purely to see if Rean can figure out who he switched places with.
  • Worthy Opponent: Considers Olivert to be his rival because of theirs diverging opinions about beauty.
    • He saves Olivert, Toval and Victor from certain death following the Courageous' explosion because of this trope.
  • Wrong Context Magic: He uses magic for most of his attacks but it is a different kind from the actual magic than the Hexen Clan uses.

A survivor of Hamel, Joshua Astray, later Joshua Bright, was molded into an assassin by Weissmann and acted as essentially his slave until he was defeated and adopted by Cassius Bright. Though he began work as a bracer, the day he qualified as a senior, he confronted "Professor Alba"—in reality, Weissmann—and regained his memories of his time as an Enforcer. The trauma and guilt caused him to run away and lead a one-man crusade against the Society, but his adoptive sister/lover Estelle, undeterred by his horrific backstory, mended his broken heart and convinced him to work with her in fighting Ouroboros. Near the end of the Gospel Plan, he was permanently freed from Weissmann's control, and now continues to work as a bracer.

A Crossbellan girl abducted by the D∴G Cult while living in Calvard away from her parents, Renny Hayworth was recruited into the Society by Joshua and Leonhardt when the lodge she was kept at, a child brothel, fell to Ouroboros. Now going by "Renne," she came out of her experience with enhanced intelligence and abilities, but the unspeakable trauma the poor girl suffered hardened her heart, made her extremely Ax-Crazy, and caused her to view almost everyone outside Ouroboros as no different from her abusers, perceived and actual. However, this changed near the end of the Gospel Plan when Estelle Bright showed her kindness; after this, she deserted the Society, resulting in a cat-and-mouse chase across Erebonia and Crossbell that eventually ended with her coming to terms with her horrific childhood and the Brights adopting her.

Born into the Red Constellation, Shirley Orlando, unlike her cousin Randy, gleefully takes part in her family jaeger corps' activities. She wreaked havoc in Crossbell in the run-up to the independence referendum and became one of President Crois' most loyal enforcers until Mariabell betrayed him, though she chafed at the lack of action resulting from the Aions. She was invited into the Society while working in Crossbell, and accepted the invitation after the conclusion of the Azure-Zero Plan.

Knowing he's almost certainly been disinherited because he sided with a dictator who unleashed a curse over the Empire and unable to face his family due to the Gnomes' failed attempt to assassinate Olivert, Cedric has run away from Heimdallr to join Ouroboros. Rumour has it that the disgraced Crown Prince may have become an Enforcer, with his Episode in Reverie showing him teleporting using an Orbment with "XIX" on the cover.

A pair of former assassins from the Thorn Garden, they were hired by Ellroy to help him with one of his schemes, putting them into conflict with the Arkride Solutions Office. Afterwards, Ellroy offered to give them the joint position as the Society's Enforcer No. XX, which they readily accept.
