However, Harris quickly catches on and reveals that he won't kick him out anyway.
  • Mistaken for Gay: Commandant Lassard thinks this of him after he believes he gave him a blowjob under a podium.
  • Rank Up: Goes from a cadet to an officer at the end of Police Academy, becomes a Sergeant between Their First Assignment and Back in Training. Became a Lieutenant in an early draft of Assignment Miami Beach.

  • The Trickster: His main victims are Captain Harris and Commandant Mauser.

    Sgt. Larvell Jones

https://static.tvtropes.org/pmwiki/pub/images/larvelljones.png
  • Close-Range Combatant: Via his martial arts prowess.
  • Fun Personified: He's always having fun with his job, lightening up the mood with his comedic moments.
  • Funny Bruce Lee Noises: As a part of the package of doing a tribute to the man himself.
  • Guile Hero: While he's certainly able to physically fight any attacker, Jones prefers to use his skills to resolve problems without resorting to violence.
  • Hong Kong Dub: Fond of imitating it while displaying his martial arts skills.
  • I Know Mortal Kombat: He's apparently learned some of his kung fu moves from watching Bruce Lee movies.
  • Man of a Thousand Voices: He's capable of imitating gunfire, radio and other characters with such ease it actually unnerves some characters.
  • Martial Arts Headband: He puts a white headband on while preparing to show off with his martial arts.
  • Not Me This Time: When the announcement goes out for all cadets to form up in riot gear, George Martin immediately asks Jones if that was one of his pranks, which Jones immediately denies.
  • Rank Up: Goes from a cadet to an officer at the end of Police Academy, becomes a Sergeant between Their First Assignment and Back in Training.

  • The Trickster: Jones likes himself a good prank, usually using vocal talents to mess with other people.
  • Ultimate Job Security: His voice pranks would've definitely earned him a lot of disciplinary actions.
  • Voice Changeling: In addition to his sound effects, Jones can pull off any accent with ease.
  • When All You Have Is a Hammer…: He can solve a lot of problems with his voice, even using it to crack a safe open.

https://static.tvtropes.org/pmwiki/pub/images/moseshightower.jpg
  • Berserk Button: Using racial slurs around him drives him to flip a police car in Police Academy, also becomes furious when his nameplate is damaged in City Under Siege.
  • Beware the Nice Ones: Normally a friendly, if stoic, guy. But as noted, he does have his Berserk Buttons.
    Hightower: Now I'm mad.
  • Big Brother Instinct: Has this towards Hooks.
  • Big Fun: When messing with Harris.
  • The Big Guy: Physically the strongest member of the cast to an absolutely ridiculous degree.
  • Chuck Cunningham Syndrome: Disappears after City Under Siege.
  • Close-Range Combatant: Best displayed in his duel with Ox in City Under Siege.
  • Disguised in Drag: Uses this to catch a purse snatcher in Back in Training.

  • Jack Bauer Interrogation Technique: Uses this in Assignment Miami Beach.
  • Made of Iron: Walks off being crushed by several construction zone items in City Under Siege with his only complaint being damage to his nameplate.
  • Manly Facial Hair: Hightower has a thick mustache and is one of the toughest characters in the franchise.
  • Meaningful Name: Hightower is certainly how this giant of a man looks to all the other cadets.
  • Percussive Maintenance: Uses this to hack into a computer in City Under Siege.
  • The Quiet One: Doesn't speak a lot.
  • Rank Up: Goes from a cadet to an officer at the end of Police Academy, becomes a Sergeant between Their First Assignment and Back in Training. Becomes a Lieutenant when he saves Captain Harris from an alligator in Assignment Miami Beach. Became a Captain in an early draft of Mission to Moscow.
  • Real Men Wear Pink: Worked as a florist before joining the police force and is revealed to cross-stitch in City Under Siege.
  • Scary Black Man: Terrifying when angry. And even when he's not.
  • Tall Is Intimidating: He's the tallest and most intimidating of the cops. He never needs to say anything, just a towering glare from this Scary Black Man is enough to make any bully back down, or any racist jerk retract their words.
  • Tranquil Fury: Somehow scarier this way.
  • Why Did It Have to Be Snakes?: Has a fear of rats as seen in Their First Assignment.

    Sgt. Eugene Tackleberry

Played by: David Graf

Appears in: Police Academy | Their First Assignment | Back in Training | Citizens on Patrol | Assignment Miami Beach | City Under Siege | Mission to Moscow

Gun nut and weapons enthusiast.

https://static.tvtropes.org/pmwiki/pub/images/eugenetackleberry.jpg
  • Abnormal Ammo: Shoots out tear gas in an early scene of Their First Assignment and a tracking device in Mission to Moscow.
  • Agents Dating: Dates and marries Kirkland in Their First Assignment.
  • Artistic License – Gun Safety: Would have been never passed the academy in real life.
  • Badass Biker: Skilled on a motorbike as shown in Their First Assignment.
  • Birds of a Feather: Shares a love of firearms with his girlfriend and future wife, Kirkland.
  • BFG: Loves to use these.
  • Bullet Hole Spelling: Spells "HAVE A NICE DAY" in a wall in City Under Siege.
  • Catchphrase: "NOW, mister!".
  • Cool Shades: Constantly seen wearing them.
  • Cowboy Cop: His favorite tactic is "shoot first, ask questions later."
  • Decoy Protagonist: Tackleberry is the first character to appear in the first movie, but he's always more of a secondary character in the series.
  • Destructive Savior: Causes more destruction with his gung-ho attitude than some of the criminals he apprehends.
  • Extended Disarming: Played for laughs in Police Academy and Their First Assignment.
  • Family-Friendly Firearms: Puts out a cigar with a crossbow in Back in Training.
  • Fearless Fool: Has almost no self-preservation, getting into the thick of dangerous situations.
  • Gun Nut: Terrific with firearms and slightly manic in his obsession.
  • The Gunslinger: Never without a firearm. Even in the seventh film when everyone else travels to Moscow unarmed, he still packs his trusty Hand Cannon.
  • Hand Cannon: Tackleberry's weapon of choice. In most of the films, he packs a Magnum revolver, but the second film gives him a .45 and a Desert Eagle.
  • Hidden Depths: Aside from his terrific firing aim, Tackleberry is skilled on the saxophone.
  • Hockey Mask and Chainsaw: Uses this disguise in Citizens on Patrol to spook Arnie, Kyle and House.
  • Improbable Aiming Skills: Has the best aim in the movie series by far.
  • Intergenerational Friendship: Develops this with Mrs. Feldman in Citizens On Patrol when he discovers that she's as much of a Gun Nut as he is.
  • It Runs in the Family: Received his first gun from his mother.
  • Large Ham: Always loud and brash in dealing with his duties.
  • Leeroy Jenkins: Frequently rushes into danger without a second thought.
  • Manchild: Loves his guns like a small child loves his toys.
  • Rank Up: Goes from a cadet to an officer at the end of Police Academy, becomes a Sergeant between Their First Assignment and Back in Training.
  • Reckless Gun Usage: It would be easier to list every time Tackleberry did use a gun safely.
  • Sociopathic Soldier: Tackleberry is the police version of one of these, albeit a softened for comedy version. He lives for the chance to pull his gun. He brings his own weapons with him to the Academy, runs through the shooting gallery in a visibly excited state blasting all the silhouettes including the civilian ones, and he has a mini mental breakdown at the end of the first movie when there was a gunfight and "he missed it".
  • Ultimate Job Security: Would have been fired for the tear gas incident in Their First Assignment in real life.
  • Unexpected Virgin: Until he loses it to Kirkland in Their First Assignment.
  • When All You Have Is a Hammer…: Uses a gun to solve any problem (getting a cat out of a tree, retrieving a quarter, etc.).

A mild-mannered and soft-spoken officer.

  • Beware the Nice Ones: Despite her shy demeanor, Hooks is capable of being a competent officer and a threat to criminals.
  • Beware the Quiet Ones: Her bark is much scarier than her bite.

  • Cute, but Cacophonic: When she gets loud, she gets LOUD.
  • Desk Jockey: Gets relegated to phone duties by Mauser in Their First Assignment.
  • Grew a Spine: She gets enough confidence over the course of the first movie to be able to stand up for herself.
  • Nice Girl: She doesn't have a bad bone in her body... except when it comes to dealing with criminals.
  • Rank Up: Goes from a cadet to an officer at the end of Police Academy, becomes a Sergeant between Their First Assignment and Back in Training.
  • Shrinking Violet: She's a very shy and quiet woman, often putting up with verbal abuse from her superiors due to not being able to talk back.
  • Suddenly Shouting: She occasionally yells at people in a drastic change from her usual demeanor to make people listen to her.
  • Took a Level in Badass: At the end of Police Academy.

    Sgt. Douglas Fackler

  • Chuck Cunningham Syndrome: Disappears after City Under Siege.

  • Lethal Klutz: Can't walk down a hallway without causing chaos.
  • Nice Job Breaking It, Hero: Causes the riot in Police Academy.

  • Small Role, Big Impact: Manages to start the city-wide riot at the climax of Police Academy with an apple of all things.
  • Ultimate Job Security: No one realizes he started the riot in Police Academy.
  • Unwitting Instigator of Doom: Fackler unknowingly triggers the riot in the first movie when an apple he throws away hits a man in the back of the head who immediately blames a completely uninvolved man who happens to be holding a bag of apples.

    Officer Leslie Barbara

Played by: Donovan Scott

An overweight but lovable police officer.

https://static.tvtropes.org/pmwiki/pub/images/lesliebarbara.jpg
  • Chew Toy: His first scene has the photo processing hut he's in get thrown into the river.
  • Chuck Cunningham Syndrome: Disappears after Police Academy. He was supposed to return for Their First Assignment, but Donovan Scott dropped out due to problems with the script.
  • Close-Range Combatant: Manages to take down a gang of punks that used to bully him all by himself in Police Academy.
  • The Dog Bites Back: Finally takes revenge on his bullies during the climax of Police Academy.
  • Gender-Blender Name: A guy named Leslie Barbara. Oof.
  • Momma's Boy: Loves his mother.
  • Rank Up: Goes from a cadet to an officer at the end of Police Academy.

  • Co-Dragons: With Copeland to Harris in Police Academy.
  • Dirty Coward: Sent running once his gun gets stolen in Police Academy.

  • Evil Is Petty: He and Copeland sabotage the academy during Back in Training out of spite for the two graduating at the bottom of their class.
  • Hate Sink: Like Copeland, Blanks is a bullying, cowardly jerk that lacks any redeeming and comedic traits that Harris may have. He's aslo a Phony Veteran. He and Copeland returns in the third film where they're trying to sabotage Lassard's academy on Mauser's behalf.
  • Jerkass: Openly antagonistic to the other recruits in Police Academy but especially to Barbara.
  • Karma Houdini: Gets no punishment for losing his gun to the main bad guy in Police Academy (save for graduating at the bottom of the class alongside Copeland).
  • Mistaken for Badass: Due to his buzz-cut in Police Academy.
  • One-Steve Limit: He has the same first name as Connors and Kyle Rumford from Citizens on Patrol.
  • Only Sane by Comparison: Is marginally more level-headed than Copeland, rolling his eyes when Copeland fails to throw Leslie's books out the window and immediately knowing how much Copeland have screwed up when insulting Hooks within Hightower's hearing range.
  • Phony Veteran: He claims to have served in U.S. Army Airborne 209th Special Forces Unit before enlisting in the police academy. The disbelieving look Copeland gives him immediately after he says this indicates that Blankes is lying to score brownie points with Harris.
  • Politically Incorrect Villain: Refers to Mahoney with a homophobic remark in Police Academy.

One of Harris' antagonistic toadies.

https://static.tvtropes.org/pmwiki/pub/images/chadcopeland.jpeg
  • Alliterative Name: Chad Copeland.
  • Bigot with a Badge: He makes racist remarks towards African Americans twice in the first film. Unfortunately for him, he does it within earshot of Hightower. The first time, he's let off with only a Death Glare. The second time, Hightower flips over a car while Copeland is in the driver's seat frantically trying to drive away.
  • Butt-Monkey: He gets his car wrecked by Hightower, his foot run over by Hooks, Hightower flipping a car over with him inside, Barbara hitting him in the face with a tray, and his gun taken away from him by a criminal all over the course of the first movie.

  • Chuck Cunningham Syndrome: Disappears after Citizens on Patrol.

  • Hate Sink: Like Blanks, Copeland is a bullying, cowardly jerk that lacks any redeeming and comedic traits that Harris may have. He's also more blatantly racist. He and Blanks returns in the third film where they're trying to sabotage Lassard's academy on Mauser's behalf.
  • Jerkass: Openly antagonistic to the other recruits in Police Academy but especially to Barbara.
  • Karma Houdini: Gets no punishment for losing his gun to the main bad guy in Police Academy (save for graduating at the bottom of the class alongside Blankes).
  • Mistaken for Badass: Due to his buzz-cut in Police Academy.
  • Politically Incorrect Villain: Makes racist remarks about black cadets in Police Academy and has a Confederate flag license plate on his car.
  • Rank Up: Goes from a cadet to a Sergeant between Police Academy and Back in Training.
  • Traumatic Haircut: Is tricked into getting a buzz-cut in Police Academy.

    Officer Zed McGlunk

Played by: Bobcat Goldthwait

Appears in: Their First Assignment | Back in Training | Citizens on Patrol

Former gang leader turned officer.

https://static.tvtropes.org/pmwiki/pub/images/zedmcglunk.jpg
  • Affably Evil: Likely an aspect of Zed’s random behaviour, whilst he was a gangboss, prone to violent outbursts, shouting and threats to friend and foe alike, Zed also took the time to compliment a store for their bargains after his gang is done looting it, telling a prospective underling not to smoke as it’s bad for their health (whilst offering them light from his flaming hand), advising Sweetchuck that maybe he should get a new business or move his store elsewhere when he notices Sweetchuck just handed him $8 as he's holding him up (business is slow) and spends time making smalltalk with his hostage.
  • Acquired Poison Immunity: How and why he is unaffected, perhaps even enjoying, being in a closed space with teargass is a mystery.
  • Beware the Silly Ones: Whether it was when he was a gangleader or an officer, Zed is a very eccentric individual, but the man whose mood flips on a dime, is willing to eat a live goldfish on a whim or a banana still in its’ peel, also has a scream that can break down a door and can disarm and neutralize armed opponents in seconds with hand to hand combat.
  • Chuck Cunningham Syndrome: Disappears after Citizens on Patrol.
  • Donut Mess with a Cop: Teaches a class on how to properly eat a donut in Citizens on Patrol.
  • Ensemble Dark Horse: Was so popular with test audiences for Their First Assignment that he was given more scenes and brought back for Back in Training.
  • Even Bad Men Love Their Mamas: Upon meeting undercover Mahoney, who tells him his name is Jughead, Zed mentions that his moms’ name is Jughead, and when Mahoney says he’s thinking about changing it, Zed responds that it’s a good american name.
  • Evil Vegetarian: Refused to eat meat while he was a gang leader.
  • Hassle-Free Hotwire: During his driving test in Back in Training.
  • Heel–Face Turn: Goes from main antagonist of Their First Assignment to an officer in Back In Training.
  • Iconic Sequel Character: There's a reason they brought him back after Their First Assignment.
  • Karma Houdini: Gets no punishment for all his gang's violence in Their First Assignment.
  • Large Ham: He's always hyper and shouting.
  • Make Me Wanna Shout: Can take a door down with one of his screams.
  • Medication Tampering: Switches Harris's deodorant with mace spray.
  • Psychotic Manchild: Even while reformed, Zed hasn’t lost his borderline psychotic tendencies, whilst his manchild tendencies comes in the form of his love of his Mickey Mouse watch, which he affectionately labels Mickey, or wearing a flotation ring in the pool.
  • Rank Up: Goes from a cadet to an officer at the end of Back In Training.
  • Real Men Wear Pink: Was a fan of soap operas even during his gang leader days.
  • Reformed, but Not Tamed: Class A example of the series, Zed has turned a new leaf in his second movie, but he’s still obnoxious, wild and socially unpleasant, not to mention freely hotwires a policecar, almost eats Lassard’s live pet goldfish and antagonizes his colleagues (particularly Sweetchuck).
  • Those Two Guys: With Sweetchuck in Back in Training and Citizens on Patrol.
  • Trading Bars for Stripes: Goes from a criminal to a police officer between Their First Assignment and Back in Training.

    Officer Carl Sweetchuck

Played by: Tim Kazurinsky

  • Ensemble Dark Horse: Was so popular with test audiences for Their First Assignment that he was given more scenes and brought back for Back in Training.
  • Nerd Glasses: Sweetchuck is a bumbling, nebbish guy who wears prominent glasses.
  • One-Steve Limit: Both he and Proctor have the first name Carl.
  • Rank Up: Goes from a cadet to an officer at the end of Back in Training.
  • Satellite Character: To Zed, so much so that when Bobcat Goldthwait dropped out of Assignment Miami Beach, Tim Kazurinsky wasn't brought back as it was felt there was no point in having Sweetchuck without Zed.
  • Those Two Guys: With Zed in Back in Training and Citizens on Patrol.
  • Took a Level in Badass: Sweetchuck goes from a bullied store owner to a volunteer at the police academy, although he retains his Butt-Monkey status.

Cmdt. Lassard's Police Academy Staff

    Cmdt. Eric Lassard

Played by: George Gaynes

Appears in: Police Academy | Their First Assignment | Back in Training | Citizens on Patrol | Assignment Miami Beach | City Under Siege | Mission to Moscow

The affable and absent-minded Commandant of the police academy who carries his goldfish around with him everywhere.

https://static.tvtropes.org/pmwiki/pub/images/ericlassard.jpg
  • Big Brother Instinct: He's very caring of his little brother Pete, helping him out with the rising crime in his precinct.
  • Bunny-Ears Lawyer: So much so that he's allowed to remain Commandant past the mandatory retirement age.
  • Cool Old Guy: Always affable and friendly to everyone he comes across, even the criminals who have taken him hostage, and he's also able to kick some ass.
  • Crouching Moron, Hidden Badass: Despite his head being perpetually in the clouds, he can take down a crook with ease, such as the ending of Assignment Miami Beach where once realizing his kidnapping wasn't faked, he takes down his kidnapper without breaking a sweat.
  • Demoted to Extra: Barely in Their First Assignment and is mainly used for non-plot related comic relief in Mission to Moscow.
  • Distressed Dude: Gets unknowingly kidnapped in Assignment Miami Beach.
  • A Father to His Men: He takes care of his staff and trainees, and they in turn will do anything to protect him.
  • Flanderization: In the first movie he is rather sharp and observant, but in later films he gains a lot of eccentric traits and occasionally has no understanding of the situation around him, which could be attributed to his mental capabilities declining due to his age.
  • Reluctant Retiree: In Assignment Miami Beach.
  • Scatterbrained Senior: His memory and mental acuity worsen over the course of the series.
  • Ultimate Job Security: He's actually allowed by Commissioner Hurst to be the head of the academy until he retires.
  • Verbal Tic: Has a tendency to say many a lot. Many, many times.

    Cpt. Thaddeus Harris

Played by: G. W. Bailey

Appears in: Police Academy | Citizens on Patrol | Assignment Miami Beach | City Under Siege | Mission to Moscow

The nasty Captain of the police academy.

https://static.tvtropes.org/pmwiki/pub/images/thaddeusharris_14.png
  • Armor-Piercing Question: Throughout the series, he develops a reputation of being an ass kisser. In Assignment Miami Beach, Commandant Lassard is being forced out due to reaching mandatory retirement age, and Harris, who is Captain at this point, starts working on Commissioner Hurst to show that he would make a good replacement. Which leads Hurst to fire back with a whopper; "You have a lot to learn about acting like a Commandant. At least Lassard has the respect of his men. Whose respect do you have?" Harris is immediately shamed into silence, and admits to Proctor that Hurst is right.
  • Ass Shove: Gets his head stuck in a horse in Police Academy.
  • The Bus Came Back: Returns in Citizens on Patrol after his absence in the last two films.
  • Catchphrase: "Move it! Move it! MOVE IT!".
  • Butt-Monkey: Unfortunately, victim of the many pranks of Mahoney...
  • Characterization Marches On: In the first movie, he was simply an unpleasant Drill Sergeant Nasty. From the fourth movie onwards, he becomes a Professional Butt-Kisser who looks down on Lassard's crew, and is constantly out for a promotion (interestingly enough, these are all traits possessed by Mauser, whom Harris essentially replaced).
  • Deadpan Snarker: During the climax of Police Academy, Mahoney asks if he has any advice for handling a hostage situation. In response, Harris, the hostage in question, glances at the perp and the gun pressed against him and observes that, "Nothing immediately comes to mind."
  • Disguised in Drag: Disguises as a ballerina in Mission to Moscow.
  • Distressed Dude: Gets held at gunpoint in Police Academy.
  • Drill Sergeant Nasty: Plays this role in Police Academy.
  • Everyone Has Standards: Was just as shocked when Copeland referred to Hooks with a racial slur over what was essentially an accident and realized that Hightower was going after Copeland.
  • Heel–Face Turn: Reluctantly helps the others in Mission to Moscow.
  • Helium Speech: Courtesy of Hooks in Citizens on Patrol.
  • Horrible Judge of Character: Of the cadets in the first movie, he believes only Blankes and Copeland have what it takes to become good cops.
  • Jerkass: Through out most of the films until...
  • Jerk with a Heart of Gold: He teams up with Jones, Tackleberry and Callahan in Mission to Moscow and becomes less antagonistic.
    • Even in the first film, he sounds genuinely impressed with Hightower's performance during the driving test, especially since he's well aware that driving is Hightower's weakest skill.
  • Large Ham: G. W. Bailey is the master of this.
  • Nice Job Breaking It, Hero: Revealed to be the information leak in City Under Siege when he unknowingly gives away information to the false mayor.
  • Put on a Bus: Transfers to another precinct between Police Academy and Their First Assignment.
  • Rank Up: Goes from a Lieutenant to a Captain between Police Academy and Citizens on Patrol.
  • Tan Lines: Gets "DORK" written on his chest in Assignment Miami Beach.
  • Tempting Fate: Finally gets his own precinct away from Commandant Lassard and his misfits in City Under Siege and is very pleased with it. Shortly after, he finds himself working alongside them due to fears of there being a leak in Harris's precinct... which was unknowigly Harris himself.
  • That Came Out Wrong: Loudly yells at Proctor "Don't you ever touch my balls without asking!" in clear hearing range of everyone else in the office in Citizens on Patrol. He was referring to the Newton's cradle on his desk.
  • Took a Level in Kindness: In Mission to Moscow.
  • Ultimate Job Security: Hasn't even been disciplined for all the terrible things he's done.
  • Ungrateful Bastard: He barely shows Mahoney and Hightower any gratitude after they save him in the first film.
  • Unwitting Pawn: He turns out to be the mole in City Under Siege, although he's not aware of it until the end.
  • While You Were in Diapers: Uses a variation of this in City Under Siege to take Nick and Jones' undercover work.
  • Why Did It Have to Be Snakes?: His fear of heights is displayed during undercover work as a window washer in City Under Siege.

  • Rank Up: Goes from a Sergeant to a Lieutenant between Police Academy and Back in Training, then gets promoted to a Captain between City Under Siege and Mission to Moscow.
  • Reasonable Authority Figure: She's the closest person to a functioning authority in the academy, given that Commandant Lassard is a bit out there and Harris is too much of a bumbling Jerkass.
  • Sexy Soaked Shirt:
    • When she dives into the training pool in the first movie, she pops up and asks, "Now, who wants to rescue me?!? Every male cadet dives in after her, causing her an Oh, Crap! moment.

  • Chuck Cunningham Syndrome: Disappears after Their First Assignment.

  • Father to His Men: He tries to be as fair of a boss to his subordinates as possible, and they respect him for that.

Played by: Art Metrano

The only man on the police force more hated than Harris.

https://static.tvtropes.org/pmwiki/pub/images/erniemauser_2.gif
  • Chuck Cunningham Syndrome: Disappears after Back in Training.
  • Dodgy Toupee: Throughout most of Their First Assignment.
  • Expy: Very similar to Harris — though, arguably, Harris's characterization post-Mauser is more of an expy of Mauser than Mauser was of Harris.
  • Fat and Skinny: The fat to Proctor's skinny.
  • Hate Sink: Lacks any redeeming qualities Harris may have.
  • Hoist by His Own Petard: In Back in Training, he wants well-trained and disciplined recruits to help him win the competition. Unfortunately for him, none of them can adapt to certain situations or to think outside the box like Lassard's recruits.
  • Horrible Judge of Character: In Back In Training.
    • He has nothing but disdain for Nogata, having him sent over to Lassard's academy soon after meeting him.
    • He assigns two tough-looking cadets to bodyguard the mayor. Said cadets promptly faint the second some criminals point their guns at them.
  • Jerkass: Just nasty and unpleasant.

  • Suspiciously Similar Substitute: Appearing only in the two films Harris isn't in, he takes on Harris's role.
  • Traumatic Haircut: Gets his hair poorly cut to remove his glued-on hands in Their First Assignment. To a lesser extent is the removal of his eyebrows with duct tape in Back in Training.
  • Tyrant Takes the Helm: In Back in Training.

    Lt. Carl Proctor

Played by: Lance Kinsey

A diligent yet quite dim-witted sidekick to Mauser, then to Harris.

https://static.tvtropes.org/pmwiki/pub/images/carlproctor.gif
  • All There in the Script: His first name (Carl) is only mentioned in the script for Their First Assignment.
  • Ambiguously Bi: Had shades of this in Their First Assignment.
  • Bumbling Sidekick: He often causes a lot of grief to his superiors with his stupidity.
  • Butt-Monkey: It doesn't get much worse than having him brought to a football game in a port-a-potty.
  • Chuck Cunningham Syndrome: Disappears after City Under Siege.
  • Comically Missing the Point: Several times, the most memorable would probably be when he rises to the national anthem while sitting in the middle of a football field with his pants off in Citizens on Patrol.
  • The Dilbert Principle: Somehow became a Lieutenant in Back in Training.
  • Dirty Coward: In Back in Training. He has no problem taunting Mahoney when he has a couple of tough-looking cadets behind him. But when those cadets walk away mid-taunt, Proctor quickly backs off.
  • Fat and Skinny: The skinny to Mauser's fat.
  • Iconic Sequel Character: A lot of people think that Proctor and Harris were a duo since the first film, but Proctor only appears in the second movie serving as Mauser's sidekick.
  • Manchild: Some childlike tendencies, such as assuming that the Blue Oyster bar is a seafood place.
  • The Millstone: Anytime Mauser or Harris get close to having any moments of competence Proctor torpedoes them with his simple nature.
  • Nepotism: He's actually Harris' in-law, since Proctor's sister is married to Harris's nephew.
  • Number Two for Brains: He serves as an incompetent sidekick to Mauser and Harris.
  • One-Steve Limit: Both he and Sweetchuck have the first name Carl.
  • Professional Butt-Kisser: Knows how to butter up his superiors and remain in their favor.
  • Punch-Clock Villain: He's actually rather friendly to other officers when not around his boss and can be quite reluctant in carrying out his orders.
  • Rank Up: Goes from a Sergeant to a Lieutenant between Their First Assignment and Back in Training. Became a Captain in Back in Training, but this doesn't last long.
  • Sarcasm-Blind: Has caused many a headache for Harris due to this.
  • Too Dumb to Live: Manages to release all the prisoners in a game of Simon Says in Citizens on Patrol.
  • Ultimate Job Security: Apparently Mauser and Harris have to cover up for his repeated failures to have him as a toady.

  • Chest of Medals: Carries them with pride.
  • Expy: He's the Russian counterpart of Lassard, albeit a bit more on the ball.
  • Platonic Kissing: He kissed Lassard several times, including on the mouth, but this is more of a light poke at the Russian custom of doing just that.

  • Last-Name Basis: Despite appearing in more movies than either of his children, his first name is never revealed.
