The Inner Circle (Unmarked Spoilers)

A secret network composed of several villains groups that seems to extend to worldwide reaches.


  • Big Bad Ensemble: So far the current members of the Inner Circle are Mugen Shigaraki/All for One, Kanshi Shiryoku/Intelli, Daikoku Yaoyorozu/Flect Turn and Rikiya Yotsubashi/Re-Destro. And those are just the villains we are aware of. That said, all of them have their own agenda, most of which comes in direct opposition to the other High Generals and are all waiting for the right moment to betray each other.
  • The Empire: Their main goal is become this. A criminal empire ruled by its High Generals that covers the world.
  • Evil Overlord: Their leaders are pretty much a group of these - with All For One, the leader, acting as a political candidate for prime minster of Japan, Flect Turn as the CEO of the most successful company in Japan, Intelli as the head of the HPSC, Re-Destro as a cult leader of the Meta Liberation Army, the Inner Circle effectively rules Japan through the shadows, and All For One becoming the prime minister will just make it official.
  • Evil Plan: Their goals are to effectively create a vessel for All for One, take over Japan, and then, by extension, rule it with an iron fist.
  • False Flag Operation: Their method to achieve complete control over society is through a series of terrorist attacks, which Nine and the Villain Consortium as will take the fault.
    • Their first major operation is set to start in Hosu: In the upcoming weeks, starting with at the city, the High Ends will be unleashed throughout Japan, souring chaos to destabilize society, using the Villain Consortium as their scapegoats, while the Hero Commission will tighten their grip over the public, Detnerat will supply them with support items and weapons to keep them safe, and Humarise will use the public's disillusionment with heroes to recruit more people into their ranks. Driven to despair and with their faith in heroes destroyed, the people will turn to the one man they believe that will save them: Mugen Shigaraki.
  • Greater-Scope Villain: The Inner Circle is clearly behind villain activity, such as All for One with the Villain Consortium and Flect Turn with Humarise. They also control a number of corrupt heroes through the Hero Commission. If the Vigilantes comments are of any indication, they also seem to be operating outside Japan as well, since Knuckleduster and Soga are investigating their activities in China.
  • Legion of Doom: All For One, Flect Turn, Re-Destro and Intelli, working together in order to take over the world. That's about as Legion of Doom-y as it gets!
  • Nebulous Criminal Conspiracy: From the little we know about the Inner Circle, they present themselves as a large cabal of major villain organizations with a purpose yet to be revealed.
  • Non-Indicative Name: The Inner Circle is not a military organization, but its leaders are all referred by the title of "High Generals".
  • Playing Both Sides: They have people both on the villains side, such as Humarise and the MLA, and it's very clear that Kanshi Shiryoku and the Hero Commission are members of this cabal as well.
  • Take Over the World: Their ultimate goal is to build an empire that will encompass the entire world, with each High General controlling a continent. Flect Turn will have Europe, Intelli will control North America, Re-Destro alongside All for One will rule Japan as the capital of their empire, all the while All for One's Vessel will control the Inner Circle and its lieutenants.
  • Unwitting Pawn: In the grand scheme of things, the High Generals are this to All for One, who is simply buying his time until his new body is completed and has no intention of letting any of them rule the world alongside him.
  • Villain World: Their ultimate goal is to take over the world and divide it amongst themselves. While conflict between them is inevitable, it's clear that no matter who ends up on top will turn the entire planet into a dystopian nightmare.
  • We Are Everywhere: The Inner Circle has people across every level of hero society, from the Hero Commission to the Meta Liberation Army and several other corporations owned by Daikoku Yaoyorozu and Rikiya Yostubashi.

The benefactor of the Villain Consortium, the leader of the Inner Circle, and the archenemy of the Torchbearers of One for All.


  • Abled in the Adaptation: He seems to lack his canon injuries, surprisingly enough, being shown manhandling Hood while retaining his canon looks.
  • Adaptational Attractiveness: When the Villain Consortium meets him face to face, he's revealed to still have his looks from before his confrontation with All Might, despite All Might having his canon wounds and the battle seemingly playing out with All for One's similar injury. Time will tell if it's a genuine look or if All for One is using some kind of quirk to disguise himself.
  • Ambiguous Situation: With the above said, All For One's vestige, as it appears to Nine, does bear his canon injuries, making it unknown as to what exactly is going on.
  • Ambition Is Evil: He's running for prime minister of Japan, aspiring to completely and totally rule over Japan with the heroes acting as nothing more than his glorified foot soldiers.
  • Affably Evil: While meeting Itsuka and her friends he presents himself while speaking in a very calm and polite tone.
  • The Ageless: He's mentioned to have been around since the first predecessor of One for All, meaning that he could very well be over hundreds of years old.
  • Arch-Enemy: To One for All's torchbearers - specifically, he's currently All Might's greatest foe, and from his interest in Nine's raging about an orange-haired girl with two quirks, he's being set up to serve as this to Itsuka as well.
  • Asskicking Leads to Leadership: The benefactor of the Villain Consortium, and easily the most powerful villain in the series due to his quirk. His first scene has him easily defeat Hood, who was crazy on bloodlust and easily almost killed Izuku, Ochako and Itsuka. It's also made clear by Slice that if Nine truly wishes to become the Future King, it is All For One he will have to eventually overthrow.
  • Back from the Dead: Heavily implied - Nighteye, when learning the possibility of All For One's survival, mentions that not only did he retain his canon injuries, they went the extra mile to cremate him. Currently, it's unknown if All For One simply faked his death, somehow left a body behind for the heroes to burn, or somehow managed to resurrect himself. While it has yet to be confirmed, it's implied that All for One acquiring Super Regenaration prior to his fight against All Might helped his survival.
  • Bad Boss: Allowed his previous empire and all the villains he used as minions to fall while he built a second one in secret. That's also not to mention that he fully expects his fellow High Generals to try betraying him, and expects to come out on top.
  • Batman Gambit: As it turns out, All for One arranged for the destruction of his previous criminal empire during All Might's career in order to lure his nemesis into believing he defeated him, with All Might completely unware that All for One and the Inner Circle were secretly saving resources to rebuild it and put it back in action once the hero had been weakened after their fight.
  • Been There, Shaped History: Chapter 39 reveals that All for One stealing the precognition Quirk was what allowed him to cause the Point of Divergence that led to the story's current setting. By looking into the five possible futures, the villain was able to develop countermeasures, such as stealing Super Regenaration before his fight against All Might on Endor Forest.
  • Big Bad: Of Ignited Spark. He is Japan's first supervillain, a position he retains even to the present day, and acts as the benefactor to Nine and the Villain Consortium while manipulating Japan behind the scenes as the leader of the Inner Circle. While Nine is a present and active threat to the heroes, All For One's plans are far grander, and he is the clear threat that All Might is preparing Itsuka to face.
  • Big Bad Duumvirate: Shares the role as the main antagonist with Nine - while Nine has his own goals, All for One's reasons for helping him remain unknown, but as long as their plans coincide, he'll gladly help the younger villain with his goles to become the future king.
  • Big Bad Ensemble: Apart from Nine, All for One also shares the spotlight as the villain of the story with three others, one of whom is Daikoku Yaoyorozu/Flect Turn.
  • Bitch in Sheep's Clothing: Presents himself as well-intentioned Cool Old Guy with a Dark and Troubled Past that wants to create a better future for everyone. Needless to say, All Might is beyond pissed with this deception.
  • Blob Monster: He has Quirk similar, or perhaps the same, as the Sludge Villain, which he uses to escape All Might just after he ends his talk with Itsuka and her friends.
  • The Chessmaster: After adquiring the precognition Quirk, All for One started to take measures to ensure his survival as well as the continuation of his empire. As such, it lead to the formation of the Inner Circle, whose lieutenants would help All for One in securing as much control as possible over society. At the same time All Might dismantled his original empire during time off Japan, All for One and the Inner Circle saved resources that would help establishing their new empire once All Might has been weakened during after big fight. Now that All Might has over an hour left to use One for All per day, not to mention how his sucessor still doesn't has full control over it, he makes himself a public figure, knowing very no one can act against him.
  • Dark Lord on Life Support: Subverted in that he appears to be fully cured of the injuries All Might dealt him five years prior.
  • Deadpan Snarker: Gets a good few snarks in while the Villain Consortium is complaining about Class 1A overcoming them.
  • Devil in Plain Sight: An almost literal example of this trope, since All for One can be described as evil incarnate, and yet he can walk freely around U.A. and no one other than All Might or his allies would recognize him.
  • Diabolical Mastermind: He's been running his empire for generations, and is currently manipulating the Villain Consortium, Humarise, and the Meta Liberation Army under his command to rebuild what All Might brought down.
  • Drama-Preserving Handicap: All for One still has the precognition Quirk, however, the Vestige of the woman who stole always rebels whenever he tries to use it, so he hasn't been able to use safely for a while, and because of that, he still is not completely certain about his victory.
  • The Dreaded: To All Might. The mere mention of someone with more than one quirk is enough to send All Might into a downward spiral of anger, and the normally haughty Sir Nighteye is strucken with terror at the mere thought of him surviving.
  • Establishing Character Moment: He casually walks into the room while Hood is going berserk, slams the beast against the wall, stabs it in the face with a pair of Rivet Stabs while calling it a disappointment, before sending it away and making snarky remarks about the Consortium's defeat, while Nine is barely breathing on the floor.
  • Evil Has a Bad Sense of Humour: He makes a lot snarky and obnoxious comments about Nine's defeat... to his face, while he is laying on the floor coughing his lungs out.
  • Evil Is Bigger: Upon meeting by the end of the Festival, Itsuka notices that he is taller than her, Nejire, Shoto and Momo together.
  • Evil Is Petty: Three words: The Yoichi Party. That's right. He named the political party that he is using as a front for his criminal activities after the brother he abused and killed just spite him and his successors from the grave.
  • Evil Overlord: Invoked by him, or rather, the vestige of him that lives inside Nine's copy of All for One. He claims that once the procedure is complete, he will become the Great Demon Lord.
  • Expy:
    • While he is already one to Emperor Palpatine/Darth Sidious from Star Wars, especially how he seems to be in control of both sides of upcoming conflict, many reviewers noticed the similarities between him and Masayoshi Shido, given his Evil Plan is to become Japan's next Prime Minister.
    • Curiously, he also shares a similar plan and motives to Sephiorth from Final Fantasy VII Remake - he's a villain who foresaw his own defeat, and has begun manipulating the timeline to allow things to go in his favor, with the overall goal of subverting his canon fate.
  • The Faceless: His appearance in Chapter 8 has his face entirely covered in shadows, with only vague descriptions confirming that he does not retain his canon injuries.
  • Greater-Scope Villain: He's backing the Villain Consortium and supplying Nine with his quirks, for reasons no one currently knows. He is also the main figure behind the Inner Circle.
  • Hidden Agenda Villain: Why is he backing up Nine and the Villain Consortium? Why is he allowing Nine's aspirations to become the future king of the villains to go by while he's apparently at full health? No one knows. As of chapter 33, we know he is the main leader of the Inner Circle and is building a machine that will allow any of his subjects to receive as many Quirks as possible without going braindead like the Nomus. He is also searching for a vessel for his own Quirk, in order transplant his consciousness to.
  • Hidden in Plain Sight: The benefactor of the Villain Consortium, and the leader of the Inner Circle, is masquerading as a politician who wants as much attention on himself as possible, with no one the wiser of how villainous he is.
  • Knight of Cerebus: While he has his own dry humour, the one scene he is in is played deadly serious while showing him to be a great threat due to no longer having his canon injuries, and any mention of him brings any scene down to dark levels.
  • Long-Lived: A quirk he stole allowed him to live over a century.
  • The Man Behind the Man / The Man Behind the Monsters: He is Nine and the Villain Consortium's benefector, and the mastermind behind Trigger Outbreak years prior.
  • Manipulative Bastard: As expected from the oldest villain in the world, no one is immune to All for One's manipulations, not even his supposed allies. The whole point that led to the formation of the Inner Circle is that All for One realized that all his attempts to Take Over the World by himself would end with his death, so he approached some of the biggest villains of the story so they could help him him doing so. That doesn't mean he intends to let them rule the world alongside him. All for One is simply buying his time, tiring All Might and the heroes, at the same time he prepares for his Vessel to be completed to seize control for himself alone. He is also well aware the High Generals will betray each other to follow their own agendas and is perfectly fine into letting them fight and kill each other since by the time they are done, he will be the strongest being in the world thanks to his new body.
  • Meaningful Name: His name, or at least the name he intends to use in public, "Mugen", means "infinite, unlimited, without restrains" which fits both his Quirk, as well as his greedy personality.
  • Metaphorically True: Most of the details of his public backstory are actually on All for One's actual backstory: He grew up in a time before All Might existed, when crime was on the rise, never met his mother and lost his brother at young age. He just conveniently omits all the depraved parts of it.
  • Multiple-Choice Future: Forty years before the events of canon, All for One stole a precognition Quirk from woman that allowed him to see five possible futures, of which only one would become reality. This eventually helped him prepare his survival after the fight on Endor Forest.
  • Named by Adaptation: All for One's name has yet to be revealed in canon. Here is Mugen Shigaraki, although that has yet to be confirmed if its a public alias or his real name.
  • A Nazi by Any Other Name: He envisions his rule over Japan as an empire that will overwhelm the entire planet, and states that while he plans to rule Japan with an iron fist, his Vessel will be ruling the world in his stead.
  • Non-Action Big Bad: Despite being at full health, All For One prefers to use Nine and the Villain Consortium as his pawns and watches them from afar.
  • Orcus on His Throne: He leaves the more villainous actions of his organization to Nine and the Villain Consortium, instead basking in the attention of being a political figure to advance his plans.
  • President Evil: His current plan is to become Japan's next Prime Minister, and for the looks of it, he is close to achieving it.
  • Satanic Archetype: He's an exceptional corruptor and manipulator, he has zero moments of genuine compassion or kindness, and his ultimate goal is to conquer the world for his own amusement.
  • Screw Destiny: An extremely dark take on this trope. After learning he will lose and die in every future he foresaw, All for One started to take measures to ensure his victory, believing that fate is not set in stone.
  • Seers: The precognition Quirk that All for One stole forty years prior canon allows him to see five possible futures. Unfortunately for him, all the futures he foresaw ended with his defeat and death. That doesn't stop him from trying to change it, though.
  • They Look Like Everyone Else: Compared to the Villain Consortium, Hood and Kurogiri, he looks relatively ordinary-looking, albeit with a pair of Red Eyes, Take Warning. This is exploited, since he intends to become a public figure in the future.
  • Villain Takes an Interest: When Nine complains about a girl opposing him that seemed to have more than one quirk, All for One immediately pauses, and then asks for more details. It's clear that he knows that One for All has been passed on, and is now interested in whoever All Might chose to give it to. He is also very interested in Izuku and his Spark Quirk, and finding out how he is connected to the current wielder of One for All only makes him happier.
  • Villain with Good Publicity: After announcing his campaign for Prime Minister, he becomes this, with many seeing him as a relatable and well-intended individual.
  • Walking Spoiler: For even more reasons than in canon:
    • First because he somehow reversed the damage from his fight against All Might six years prior, meaning he is still as powerful as he was before.
    • Second, and this one also acts on a meta example of Late-Arrival Spoiler, he reveals that while Aoyama, who is the canon U.A. traitor failed the entrance exam, he still has a spy inside the Hero Course.
    • And finally, he is the mastermind behind the Villain Factory and the Trigger Outbreak years prior, which is a spoiler for the Vigilantes manga.

    All For One's Vestige

Quirk: All For One

The vestige of All For One, who acts completely independently from his original body. He has currently only appeared to Nine in order to guide him.


  • Ambiguous Situation: Why he is the one who bears All For One's canon injuries has yet to be explained - it's implied that All For One healed himself with Hyper Regeneration after his first battle with All Might, and yet his vestige bears the injuries. It's unknown if All For One's quirk was removed from him while recovering, or if it's a simple reflection of the monster he really is.
  • Big Bad Duumvirate: With himself, oddly - he's essentially a copy of All For One that can act and move independently from his original body.
  • Evil Mentor: Acts as Nine's.
  • Greater-Scope Villain: As it turns out, Nine eventually figured out that his compulsion to steal quirks at the USJ was not an instinct of his, but rather All For One's vestige foaming at the prospect of stealing quirks that Nine cannot take.
  • Spirit Advisor: He is as such to Nine, advising him on how he can manipulate the Meta Liberation Army to serve him.

    Flect Turn 

Daikoku Yaoyorozu — Flect Turn

Quirk: Reflect

Momo's father, and the CEO of Yaoyorozu Corp. He is also secretly the leader of Humarise, an international cult that believes Quirks are a disease that must be purged from the human race in order for humanity to survive.


  • Abled in the Adaptation: By the time of the present, he has learned to control his Quirk so he can physically interact with people without his Quirk acting up, thanks to a special mask his father made for him.
  • Abusive Parent: It's clear that he only sees Momo as an extension of himself, more concerned about her actions reflecting on him than Momo herself. He also says that if Momo doesn't perform well enough (read: bring the golden medal) he will pull her out of U.A, and speaks to her less like a daughter and more of an employee that disappointed him.
  • Adaptational Badass: Flect Turn was unable to control his Quirk in canon, which is what caused him to view his power as a curse. Here, he's learned to control his power thanks to a specialized mask to the point where he can physically interact with others without his Quirk acting up, and he can even store up anything his Quirk perceives as an attack to be used later.
  • Adaptational Early Appearance: Flect Turn made his first appearance in the World Heroes Mission film. Here, he appears for the first time during the U.A. Sports Festival in his civilian identity of Daikoku Yaoyorozu.
  • Amazing Technicolor Population: Downplayed, but when using his quirk his skin turns blue.
  • Archnemesis Dad: Downplayed for the moment, but with his status as the villainous Flect Turn, the possibility of him coming to blows with his daughter Momo is a possibility. At the moment, their relationship is already tense, with him trying to control her life, making her miserable.
  • Bad Boss: His reaction to Rapt Tokage telling him to go screw himself is to subject him to a Cruel and Unusual Death. His treatment of Skip and Jin, meanwhile, is exploitive and clear manipulation.
  • Big Bad Ensemble: At the end of Chapter 32, he is listed as one of the five main antagonists of the story, alongside Nine, All For One and two other mysterious individuals.
  • Blaming the Victim: In his mind, whenever Momo is involved in a altercation, it's automatically her fault, whether is when Shoto said something that made her cry when they were kids or in current day, when Shoto was being a prick to her during the Festival.
  • Canon Character All Along: At first he was believed to be a Canon Foreigner like the Kendos, created for the fic, only to be subverted with the revelation that he is actually the villainous Flect Turn.
  • Control Freak: A very negative take. He's very controlling of Momo's life and almost every little thing she does receives criticism from him.
  • Corrupt Corporate Executive: The leader of the Yaoyorozu Corporations, he is also in business with Rikiya Yotsubashi/Re-Destro (the leader of the Meta Liberation Army), in addition to secretly being the leader of a villainous cult. He is also willing and prepared to use underhanded tactics to forward his goals (such as trying to manipulate others to find a way to gain a measure of control over U.A.), and kill anyone that gets in his way.
  • Disappeared Dad: Downplayed. He spends a lot of time taking care of matters for the company, so Momo has little time to talk to him when they see each other.
  • Domestic Abuse: Implied. A lot of Yukiri's behavior around him suggests that he abuses her along with Momo, with the Yaoyorozu matriarch trying to subtly appease her husband by going along with his ideas to have the other families over, and tries to hide her disappointment that they turn them down.
  • Evil Parents Want Good Kids: Subverted. He doesn't particularly care about Momo becoming a hero, as long as it benefits him in some capacity. One of the main reasons he allows it to happen is because it give him access to U.A., one of the few places that he (and by extension the Inner Circle) doesn't control yet.
  • Expy: Curiously, like All For One is a subtle expy of Masayoshi Shido from Persona 5, Daikoku could be considered an expy of Kunikazu Okumura of the same game, being a Corrupt Corporate Executive arranging for his daughter to join an arranged marriage against her will in the interest of his joining the politicial field.
  • Faux Affably Evil: He puts on a friendly persona, but for many it is a facade that hides how much of a bastard he really is. He acts perfectly friendly to the Midoriya-Uraraka-Kendou clan, but it's clear that they all know that there's something off about him.
  • Hate Sink: His overall Manipulative Bastard act, not to mention his treatment towards Momo both in the past and the present already paint as disgusting man, capable of making Endeavor and Kotaro Shimura horrible parenting look not as bad by comparison, but once we find out he is a corrupt bastard who is good friends with Re-Destro and is the leader of a terrorist Doomsday cult, before brutally murdering poor Rapt in unnecessarily display of cruelty, really cements Flect Turn as one of the nastiest villain of the story.
  • Hero Killer: He brutally kills Rapt Tokage once the vigilante's identity is exposed and he refuses to tell who sent him to spy on Daikoku.
  • It's All About Me: Much like Endeavor with Shoto, his biggest concern regarding Momo is how her performance in the Sports Festival will reflect on him and just him.
  • Jerk with a Heart of Jerk: He chastises Momo for not looking well after the second event because one of his associates called him to ask if she was okay. He also tells her to apologize to Shoto when Shoto was being an insensitive jackass towards her.
  • Kick the Dog: Lets Rapt Tokage get a hit on him - which he just reflects back onto him and sends him flying, really only doing it to sell to Rapt how screwed he is and how insignificant he is compared to Flect Turn.
  • Knight of Cerebus: As Daikoku, he aldready seriously disturbing vibes just by the way he mistreats Momo, but once he reveals himself as Flect Turn and brutally kills Rapt with a complete display of sadism in Chapter 32, is yet another moment where the story takes a turn for the worse.
  • Malevolent Masked Men: With the aid of a special mask his father made for him, he's able to control and utilize his Quirk in creative ways.
  • Meaningful Name: Daikoku shares his name with one of the Seven Gods of Luck; specifically, the god of wealth. Rather fitting considering how he's the head of supposedly one of the wealthiest families in Japan.
  • Named by the Adaptation: Flect Turn's real name in canon is unknown. Here, his name is Daikoku Yaoyorozu.
  • Parents Suck at Matchmaking: He's pressuring Momo into marrying Shouto, and is seemingly uncaring that neither of them particularly like each other anymore. With that said, it's clear that he doesn't really care, putting his own lust for power over Momo's well-being.
  • Race Lift: Is implied to be European in canon due to Otheon being based in Europe, but here is Japanese.
  • Red and Black and Evil All Over: He wears a dark red suit with a black shirt underneath it and is ruthless sociopath.
  • Related in the Adaptation: It's unknown whether Flect has any relatives in canon. Here, he is Momo's father.
  • The Sociopath: When Daikoku is not enjoying the pain he causes others, he always acts and speaks in a cold and calculating manner.
  • Soft-Spoken Sadist: He speaks in a very calm and composed way while preparing to kill Rapt.
  • Stepford Smiler: According to Shoto, his smile is just a facade to hide how much of a Manipulative Bastard he truly is.
  • Villain with Good Publicity: He is a major figure in two villain organizations, while posing as the benevolent CEO of one of the biggest and most influential corporations in the world.
  • Villainous Friendship: Seems to have this towards Re-Destro. Although, there is always the possibility to be just an act to get close to the MLA's resources.
  • Walking Spoiler: His reveal as a Canon Character All Along is a major plot twist for the story.

    Intelli 

Kanshi Shiryoku — Intelli

The new chairwoman of the HPSC, and daughter of the previous one. She is also a High General for the Inner Circle.


  • Adaptational Dye-Job: In canon, her hair and eye color are bright lavender. Here she is blonde with blue eyes.
  • Adaptational Early Appearance: Saiko Intelli only introduced during the Provisional License Exam arc, here she debuts in a flashback prior to the Sports Festival.
  • Adaptational Name Change: Played With. Her real name is "Kanshi Shiryoku", but her villain alias is "Intelli". Whether "Saiko Intelli" is her real name or not, that has yet to be revealed.
  • Adaptational Villainy: Of both the Hero Commission's president and Saiko Intelli from the anime. While both don't receive much sympathetic views from viewers, they are both ultimately heroes, while this Intelli is portrayed as a villain in league with All For One.
  • Affably Evil: She always keeps a serene smile and a polite tone while talking with people.
  • Age Lift: In canon, she's a second-year student.
  • Animal Motifs: Inverted. Kanshi herself is not associated with dogs, but she treats Nagant as such, calling her good girl, saying that "If I say bark, you'll bark. If I say jump, you'll jump", and comparing her to a dog in her internal monologue.

  • Composite Character: She fills the role of the Hero Public Safety Commission's president, and also has the quirk and mannerisms of Saiko Intelli.
  • Corrupt Corporate Executive: She's the leader of the HPSC and a secret villain, just like her fellow High General Daikoku Yaoyorozu.
  • The Corrupter: She promises to make Ochako one her agents, and it's clear that means destroying all the innocence of the poor girl in the process.
  • Dirty Cop: As the Public Safety Commission's president and Pro Hero, Kanshi is also in All For One's employ and uses her agents as his pawns.

  • Evil Has a Bad Sense of Humor: She finds Nagant's distress about seeing Ochako being injured amusing and makes fun of it to her face. In fact, she treats any opportunity to make Nagant's life miserable as biggest joke in the world.

    • She's not above mocking Nagant to her face, with it serving utterly no purpose other than to make Nagant squirm.
    • She forces Nagant to watch helpless as she tricks her Ochako into joining the HPSC after graduation just because she finds the prospect of corrupting the assassin's daughter amusing.
  • Evil Running Good: She is in charge of an organization responsible for regulating Pro Hero affairs in Japan, while secretly acting as a key figure of the Inner Circle.
  • Expy: Of Makima from Chainsaw Man. In fact, she treats and refers to Nagant as her pet much like Makima does with Denji.
  • Faux Affably Evil: She let's her playful and sadistic demeanor fade away during her talk with Nagant, when the assassin refuses to give her a straight answer.

  • Jerkass: Treats everyone beneath her as disposable and easy-to-manage children. It seems All For One is the only one she properly respects and shows loyalty to.
  • Kick the Dog: Kanshi never misses the opportunity to belittle Nagant in any way, from forcing her to watch as she tricks Ochako into joining the Commission, or saying that efforts to stay away from her family were because she didn't love them, not keep them safe.
  • Knight of Cerebus: While not immeadiatly like Nine and All for One, the more the story focuses on Kanshi, the more people both in and out of it get an understanding how much of a devious monster she is, with her actions in Chapter 40 being the first time where people get to see how despicable and vile Kanshi is behind her façade.
  • Manipulative Bitch: Successfully tricks Ochako to consider becoming an agent for the Hero Commission by putting on a kindhearted mentor façade.
  • Mask of Sanity: Despite her composed appearance, it's clear that Kanshi takes sadistic pleasure over exerting authority over other people (Nagant being the prime example of it), and when she gets the chance of showing her power, she is ecstatic in the most unhinged way possible.
  • Nepotism: She is the daughter of the previous HPSC chairwoman, so naturally, people believe that is how she achieved her position.
  • Nerves of Steel: She doesn't even flinch when Nagant holds her at gunpoint, because she knows Kaina lacks the courage to go through with her threats.
  • Nice Job Fixing It, Villain: Intelli was so confidant she could keep pushing Nagant around and the assassin wouldn't never snap back, that she didn't even bothered make secret about the Inner Circle's plans regarding their operation in Hosu, telling out loud when and where they would be available, which would prompt Nagant to try steal them in order to get leverage against Kanshi.
  • Power-Up Food: Her quirk lets her increase her intelligence by drinking tea.
  • Psychotic Smirk: Her reaction when she hears that Nagant's daughter wants to intern with her, the possibility of putting the innocent girl through the exact same misery her mother did is morbid delight.
  • Related in the Adaptation: As a Composite Character of Saiko Intelli, she's also related to Neito Monoma as his half-sister.
  • Sadist: Her horrible treatment of Nagant shows off how delighted she is over making other people suffer.

  • Composite Character: He is both All For One's doctor and Dr. Tsubasa, Izuku's former pediatrician, like many other fics.
  • The Dragon: To All for One.
  • Evil Has a Bad Sense of Humor: He finds Nine's distress over not knowing who his mother was amusing, chuckling at his expanse.
  • Mad Scientist: He is the creator of the Nomus, as well as several other deranged experiments like Number Six and the Trigger villains.
  • Two Aliases, One Character: One of Garaki's previous identities was Doctor Tsubasa, Izuku former pediatrician.
  • Villain Takes an Interest: He claims that he was interested in Izuku's Spark Quirk, but the boy's reluctance to use his Quirk as a consequence of his Heroic BSoD, not to mention All for One's injuries and recovery after his fight against All Might made him lose it. Of course, when Izuku displays his Elemental Absorption ability during ability during the Sports Festival, this interest is renewed.

    Kurogiri

A shadowy member of the Consortium. His Quirk is "Warp Gate", and it allows him to create portals out of his shadowy figure.


  • Ambiguous Situation: With the reveal that Oboro Shirakumo is still alive and well, it's currently up in the air who exactly is under the dark cloud.
  • Antagonist Abilities: Mass teleportation is an incredibly useful power, which Kurogiri uses at the behest of the Villain Consortium.
  • Badass in a Nice Suit: Can be seen within his smoke wearing a nice white-colored one.
  • Co-Dragons: With Slice during the USJ invasion, being their means of transportation.
  • Deadpan Snarker: Upon Nine throwing up Bad Black Barf and having his body go through a case of Body Horror, Kurogiri dryly asks if the villain wanted a mint for his breath. Nine, for his part, merely growls at him to shut up.
  • Decomposite Character: Chapter 35 reveals that he is not Oboro Shirakumo, who in this story has managed to survive his canonical fate and go on to lead a team of vigilantes.
  • The Dragon: To both the Villain Consortium and the Inner Circle, although to the Consortium, it could be considered that he's merely rented out. Either way, he acts as both groups' transport, and carries out the majority of Nine and All For One's orders.
  • Guest-Star Party Member: He's implied to not actually be a part of the Villain Consortium, and merely there as a means of 'cooperation' between his master and Nine. Thus, he and the rest of the Consortium tend to bump heads.
  • No-Nonsense Nemesis: In contrast to the rest of the Consortium, he acts as the most pragmatic and level-headed of the villains, immediately warping Hood away when he gets too out of control and doesn't waste any time toying with Tenya and Setsuna when they attempt to flee and get help.
  • Secret Identity: With The Reveal in Chapter 35 that he is not Oboro Shirakumo in this story, the true identity of the man used to make Kurogiri is currently a mystery.
  • You Can't Thwart Stage One: During the attack on the USJ, he effortlessly separates the Trio and prevents them from working together, which ends with Izuku being nearly killed by Hood.

    The Hooded Man

Gouto Imasuji, the infamous villain Muscular. At some point he was converted into the High-End Nomu Hood, and is brought by Consortium for the USJ Invasion.


  • Adaptational Badass: The Hood of canon couldn't change back into his original form, while here, albeit with extreme difficulty, Hood shows the ability to transform back into his human form. In general, however, this fully applies to Muscular, who's given hyper regeneration and other powerful quirks to act as the Inner Circle's attack dog.
  • Adaptational Early Appearance: Twofold, since he is a Composite Character. Muscular debuts during the Summer Training Camp arc while Hood makes his first appearance in the Pro Hero arc in canon, whereas here he is present during the events of the USJ.
  • Adaptational Wimp: Since he's at a similar power to his appearance in My Hero Academia: Vigilantes, he's much weaker than his true Nomu form, since he's technically going through the process to transform him into the High-End he's well known for. That's not to say, however, that he's some pushover, he is still insanely strong way since he is also Muscular.
  • Arc Villain: He serves as the main antagonist of the Revengers Agency arc, acting in a Big Bad Ensemble with Nine and the Hero Killer, but is the one who will drive the fight, making him the overall Big Bad of the arc.
  • Ax-Crazy: Is relatively calm throughout the USJ invasion… until Izuku arrives and shows that he has a strong Quirk. Hood then descends into an insane bloodlust that not even Nine could stop, and the only reason he doesn't kill everyone at the USJ was Kurogiri teleporting him away when All Might arrived. According to All for One this happens because he and the Doctor meshed the conciousness from both the cagefighter and Imasuji.
  • Body Horror: His battle with Izuku, Ochako and Itsuka features him horrifically enlarging his body, with visible muscles and veins crawling all over him.
  • Blood Knight: He's brought along to the USJ for one reason only - to find any student powerful enough to get through the Trigger henchmen and interfere with Nine for him to pummel. Once Izuku manages to get past Nine's defenses and virtually hold him at gunpoint, Hood eagerly leaps into battle, and grows crazier upon Itsuka, powered by One for All, makes an appearance. His later appearance during the Revengers Agency arc has him practically foaming at the mouth to start the rampage.
  • Composite Character: He is both Muscular and the unnamed cagefighter used as base for Hood.
  • The Dreaded: Seems to be this for Class 1A as a whole, but especially for Izuku. Most of them speak of the hooded man with fear, and Izuku is shown to have nightmares about him, and his fight with Mirio has Izuku's imagination switching his senpai out with Hood, which makes him freeze.
  • Eye Scream: Ochako jams her thumbs in the beast's eyes while trying to free herself from him. Not to mention the eye had already lost during his fight with Water Hose.
  • The Faceless: Much like his canon self, his face is completely hidden by a hood, but several times during the fight Izuku has a look at his twisted, broken mouth and glowing yellow eyes. When it comes off, it reveals its one-eye face.
  • He's Back!: Chapter 39 ends with Hood reverting back to his Muscular form.
  • The Heavy: Once Izuku gets to Nine and Slice, Hood serves as the Final Boss to Izuku, Itsuka and Ochako before All Might arrives to drive the Consortium back.
  • Verbal Tic: Because of his barely intact mind, he has a limited vocal range, and most of his lines are about strength and blood.
  • Walking Spoiler: First because his appearance at the USJ is a major plot twist for the arc, and because he is a Composite Character between Muscular and Hood.

  • Adaptational Origin Connection: All For One confirms that Aoyama did not succeed in getting into UA, so the identity of this traitor is currently unknown, as is whether or not they are willingly working for All For One or if they are being coerced into it.
  • Composite Character: Whoever this person is, they took Aoyama's place as the U.A. Traitor.
  • For Want Of A Nail: Because of Nejire and Yuuyu being deaged and getting into UA, Aoyama did not get into UA, and thus was replaced as the traitor by someone else.
  • The Mole: Their primary purpose is to feed All For One information about UA High School so that he may scheme with the Villain Consortium.

    The Failure 

Yuga Aoyama

A flamboyant and flashy Franco-Japanese young man who can shoot lasers from his stomach and later any part of his body. He was originally supposed to act as All for One's spy inside U.A., but after his failure at the Entrance Exam, he and his family were left comatose.


  • Adaptational Late Appearance: He appears after the end of the Sports Festival instead of during the Entrance Exam.
  • Disabled in the Adaptation: Whatever All for One did to him as punishement for his failure, left him comatose and pretty much braindead.
  • Thousand-Yard Stare: His expression after being left in a coma is both manic and blank, indicating he is still in pain from whatever All for One did to him.
  • You Have Failed Me: His, as well his parents, current predicament is the punishment for his failure at the Entrance Exam.

Humarise

The Yaoyorozu Family's teleporting chauffeur. Formerly a young man from Otheon, Rody became indebted and in order to provide for his younger siblings, he accepted the offer to work under Daikoku Yaoyorozu. After switching his original "Soul" Quirk for a teleporting one, he also started partaking role in the Humarise affairs.


  • Adaptational Angst Upgrade: His father was killed two years ago, after being framed as Flect Turn.
  • Adaptational Hairstyle Change: It's mentioned that he has white hair instead of his usual brown. Given that it's all but said that All For One gave him a new quirk, it's unknown if it was simply dyed permanently white when getting his new quirk.
  • Adaptational Villainy: Originally a small time criminal at worst, here he is one of Flect Turn's main henchmen. Although it's clear he is not okay with this ordeal.
  • Ambiguous Situation: Whatever happened to his original quirk and Pino is unknown, as she isn't seen with him. From Skip's rather morose expression when Daikoku brings it up, nothing is implied good.
  • Anti-Villain: Rody partakes a role in several of Daikoku's dirty affairs, but it's clear he is only doing so to provide for his family, showing clear disturbance when Daikoku kills Rapt.
  • Canon Character All Along: At first introduced as an Original Character for the fic, chapter 32 reveals Skip is actually Rody.
  • The Charmer: Momo mentions that Skip is relatively flirty with her, although she knows better than to return the affections.
  • Co-Dragons: With Jin and Beros to Flect Turn.

  • Adaptational Personality Change: Is shown to be rather blank in contrast to his usual pepper and Affably Evil self.
  • Ambiguous Situation: His relationship to '2' in the Vigilante group. '2' has Twice's canon mental health issues, Split Personality and Immediate Self-Contradiction speaking patterns, but Jin here has his cloning abilities.
  • The Big Guy: Of Flect Turn's Dragons, Twice is the obvious powerhouse, with his quirk useful in restraining anyone Flect wants pinned down.
  • Co-Dragons: With Skip and Beros to Flect Turn.
  • The Stoic: Like Yui, he never emotes. Unlike Yui, this is not played for humor and is instead deeply unsettling.

  • Dark Action Girl: A sociopathic enforcer working for a terrorist Doomsday cult and a Nebulous Criminal Conspiracy.
  • Destructive Savior: Emphasis on on destructive, much less on savior. She nearly killed eighteen people while trying to ambush the Vigilantes at the airport in Chapter 35.
  • Dirty Cop: When she is not acting as a Humarise agent, she works as a Pro Hero. And much like all the Pros working under the HSPC, she is a Sociopathic Hero variety.
  • Facial Horror: She's noted to have a particularly nasty Glasgow Grin hidden by her mask.

The Shie Hassaikai

A group of dangerous yakuza, led by Overhaul, with the goal of taking the "Leader of the Underworld" title that was once held by All For One. Originally a group of Vigilantes found by Teko Kendo and Oyabun Joshi to act as protectors of people failed by society, it becomes a full blown villain group seeking to restore the Yakuza to its former glory.


  • Became Their Own Antithesis: Joshi and Teko created the Shie Hassaikai to act as protectors of those who couldn't stand for themselves or rely on heroes, but after Teko left and Joshi was put on a coma by Overhaul, they become a run of the mill villain organization, seeking to take over the underworld.
  • Cult of Personality: To Overhaul, with how fanatical they are, that seems to be the only way to describe it.
  • Evil Versus Evil: They find themselves fighting against the Villain Consortium, with both of their leaders as claimants for the throne of Future King of the Underworld.
  • Undying Loyalty: Towards Overhaul, their members have no problem to throw their lives away for him if he asks so.
  • Walking Spoiler: Their introduction leads to several plot twists about the Kendo Family.

  • Abusive Parent: As in canon, he is this to his adoptive daughter Eri, being responsible for the scars on her arms and legs and her Broken Bird personality. He's also mentioned to feed her the bare essentials to survive.
  • Adaptational Badass: Thanks to being trained in martial arts by Teko from a young age, he is a skilled fighter and doesn't rely just on his Quirk.
  • Adaptational Early Appearance: He is introduced before the Sports Festival arc.
  • Bad Boss:
    • Per canon. He reduces Rappa to pile of blood and gore in front of Teko when the old master tries to dictate the Shie Hassaikai's course of action against the Villain Consortium, before bringing his henchman back to life.
    • He pays no mind to Katsukame being brutally killed in front of him, and sees it as making him and Nine even over Mummy's death. Nine doesn't share this feeling at all.
  • Berserk Button:
    • He Hates Being Touched. In fact, Chisaki seems way angrier at Bearhead for grabbing him than over the other villain nearly ripping his head off during their fight.
    • Another is him not getting the respect he thinks he's owed. He gets very angry with Teko over their conversation wtih the old dojo master disrespecting him, to the point that he kills Rappa, Teko's son, to prove a point. And when the Consortium play Chisaki off like he's a nobody, it's shown that he subtly gets more and more annoyed, eventually resorting to subtly threatening Nine with the quirk bullets under his possession.
  • Child Hater: If his monstruous treatment to Eri wasn't enough proof, he is extremely annoyed upon seeing the child drawings that Teko has in his dojo.
  • Death Glare: Sends a furious one to Itsuka when he sees her escaping with Eri.
  • Death Is Cheap: Thanks his Quirk, he can brutally kill his henchmen and bring them back to life in an instant.
  • Foil: To Nine. Both are the leaders of rising villain organizations, seeking to All for One's place as the Future King of the Underworld, but while Nine is social darwinist with the power to give and take Quirks trying forge his own path, Overhaul is a Misanthrope Supreme seeking to destroy all Quirks and restore the Yakuza to its former glory. While Nine is not above manipulating his own friends and lover for the sake of his ambitions, he genuinely cares about them and his subordinates, often showing compassion and rewarding them for their loyalty. Overhaul is a raging jerkass who has no regards about losing his subordinates and shows he has no problem in putting his own adoptive father in a coma for standing in his way. Finally, both of them have extraordinarily powerful Quirks, but while Weather Manipulation has the severe drawback of cell degeneration, Overhaul has both destruction and healing capacities.
  • Greater-Scope Villain: Technically speaking, he serves as this to the Kendou storyline, being the head of the Shie Hassaikai and the one Teko Kendou, someone implied to be a former member, is contacting to research the Villain Consortium. Not helping matters is that it was Itsuka who rescued Eri, thus earning her Overhaul's ire once he finds out.
  • Meet the New Boss: To drive home the point he is the one in charge of the Shie Hassaikai, he reduces Rappa to Ludicrous Gibs in front of Teko and makes clear he no longer orders from the old master. In fact, he makes clear that Teko will take orders from him moving forward, and he will be making more appearances to check on Tenohira from now on.
  • A Pupil of Mine Until He Turned to Evil: Teko's former student while the old man worked as the co-leader of the Shie Hassaikai, and now runs the yakuza family as a dictator.
  • Small Name, Big Ego: As Nine points out, the yakuza are a dying breed and Chisaki eagerly comes in expecting the Villain Consortium, people with actual reputations, to roll over and submit to him. It's also shown that Chisaki gets subtly pissed off with the Consortium playing him off as a nobody.
  • The Sociopath: Pays no mind to Mummy and Katsukame dying during the Shie Hassaikai fight with the Consortium in Chapter 44. In his eyes, since each of them lost a man, that makes them even. He also has zero regards for his servants lives, as shown with him not caring about Katsukame being brutally killed in front of him.
  • Strong and Skilled: Thanks to his training under Teko, he is a very skilled fighter.
  • Visionary Villain: He plans to bring the Yakuza to its former glory and unite all villains in Japan under his banner. Needless this puts him on Nine and the Consortium's bad side pretty fast.

  • Adaptational Name Change: In canon, Rappa's name is "Kendo Rappa", but here it's order is inverted and his last name is Kendo, making him related to Itsuka.
  • Bullying a Dragon: He openly insults Overhaul to his face. Overhaul responds by reducing him to Ludicrous Gibs before bringing him back life. Rappa clearly knows he can get away with this kind of stuff because he is too useful for Overhaul to leave him dead.
  • Cain and Abel: Played With. For all effects and purposes, he is undoubtedly the Cain to Tenohira's Abel, but it's still unclear over how deep goes Tenohira's knowledge of her father's criminal past.
  • Conditioned to Accept Horror: His reaction after Overhaul brutally kills him and brings him back to life? Annoyance because the villain didn't kill him in a fair fight. Given how this definitely not the first time, it gets an even creepier take compared to canon.
  • Evil Uncle: To Itsuka.
  • The Exile: Appearently he was kicked out of the family when Itsuka was three years old. The first time he meets with father is by the time the story rolls around.

  • Asshole Victim: If he was anything like his canon self no one will feel sorry for him when Nine crushes him to death.
  • Cruel and Unusual Death: He gets crushed by Nine's Air Wall, and the process itself is very slow and drawn out, with Katsukame suffering a lot until the last possible moment.
  • Death by Adaptation: Arrested after the events of the Shie Hassaikai arc, here he is killed by Nine halfway through the Revengers Agency arc.
  • The Heavy: He is as big, if not bigger, than Rappa.
  • Too Dumb to Live: He charges at Nine, someone he sees can create shields, and tries to smash him into paste. It ends up him being smashed to paste.

  • Convenient Coma: Overhaul puts him in one of these with his Quirk, with the intention of bringing him back out after he has achieved his goal. Of course, to anyone outside his circle, such as Teko, he just became sick all of the sudden.
  • Named by Adaptation: He has no name in canon. Here, his first name, at least, is Joshi.
  • Noble Demon: He and Teko co-founded the Shie Hassaikai to protect those who were forgotten by the heroes.
  • We Used to Be Friends: With Teko. Once Tenohira decided she was going to let her family grow anywhere near the Yakuza, Teko severed ties with Joshi and the two of them haven't spoke in decades.

  • Affably Evil: He's actually quite pleasant, easily speaking to Daikoku Yaoyorozu and laughing off his assistant's insults of him, while being the leader of a terrorist organization.
  • Badass in a Nice Suit: Wears a black pin-striped suit.
  • Big Bad Wannabe: Despite being built up as a main threat and a potential High General in the Inner Circle, Re-Destro gets off screened by someone implied to be the Hero Killer.
  • Curb Stomp Cushion: Despite the above, Re-Destro is noted to have gone down fighting against his killer, destroying part of Deika, and only expires when the rest of the Meta Liberation Army's top branch get there.
  • Death by Adaptation: Gets murdered by the Hero Killer off page between Chapters 41 and 42.
  • Demoted to Extra: He's assassinated by an unknown individual shortly after the Sports Festival.

  • Ascended Extra: Her canon self is the only Meta Liberation Army leader killed during the arc. Here, however, she is set up to be a major and recurring antagonist, working with Nine to slander Izuku and his friends for her own amusement. She even outlasts Re-Destro.
  • Beauty Is Bad: Chitose is secretly a member of a terrorist villain organization. She is also a Head-Turning Beauty, that causes many people to blush upon meeting her, something she knows and is proud of.
  • Disposable Woman: Sees herself as such, knowing that she will never be respected as the rest of her fellow lieutenants and most likely to be targeted for capture and death should the worst happen.
  • Dragon Ascendant: Downplayed at the moment, but with Re-Destro's death, she finally has the chance to take control of the MLA for herself, but needs to hold back until she the rest of the top brass on her grasp.
  • Dragon with an Agenda:
    • During her talk with Nine after the meeting with the Meta Liberation Army, she reveals that she has interests that align with the world Nine wishes to create (especially since she finds his ideal world to be far more interesting than the world Re-Destro wants to create). As such, she seeks to ally with him personally, and give her support (including all the MLA soldiers under her command, and the influence of her job as a journalist) for him to use.
    • Shortly after Re-Destro's death, she starts plotting to seize power over the MLA as its queen.
  • Immoral Journalist: She proves to be this when she decides to write a scathing article at Nine's request for the purpose of isolating and breaking Izuku.
  • Intrepid Reporter: Personally investigates UA during the Sports Festival arc rather than sending some of her own reporters, wanting to get the scoop on the Villain Consortium and Class 1A.
  • I Shall Taunt You: Curious has no problem on rilling up Slice's jealousy over Nine whenever the villain is in the room by flirting with Nine in front her.
  • Mistaken for Related: After running into Curious during lunch, Denki asks Mina if the reporter is her aunt, which Mina denies.
  • Ms. Fanservice: Curious stands out amongst the already stacked cast of beautiful women, with her gorgeous blue skin, toned body and no problem use her sex appeal to entice anyone, especially Nine.
  • Secret-Keeper: She is the only person inside the Meta Liberation Army that knows Destro actually killed himself in prison to avoid becoming someone else's bitch.
  • The Starscream: She plans to seize control of the Meta Liberation Army and join Nine in the creation of his new world, having grown tired of Re-Destro and the other MLA lieutenants worship for a dead coward.
  • Villain Takes an Interest: According to her, Re-Destro is very interested not only in the hero students that survived the USJ, but also at the Villain Consortium, since their social darwinist ideology being similar to Destro's. For Curious herself, she has become quite interested in Izuku, especially after finding out about his role at the USJ.

  • Big Bad Wannabe: He's willing to fight for the position of leader of the Meta Liberation Army after Re-Destro's death, but as Curious and Skeptic point out, he's far too immature and hot headed to actually lead them.
  • The Brute: He's the MLA's big gun, being their heaviest hitter. It's this reason that Curious considers allying with him to overthrow Trumpet and Skeptic.
  • Dumb Muscle: Despite being Re-Destro's main apprentice, he is more henchman material than leader material.
  • It's Personal: He takes Re-Destro's death the hardest, wanting to find whoever killed him and make him suffer.
  • Jabba Table Manners: During the MLA's meeting/dinner with Nine in Chapter 35, Geten is seen scarfing down food, with bits and pieces flying everywhere, while the other members are eating normally.

Shiketsu Trio

  • Adaptational Villainy: In canon, all of them are hero students from Shiketsu, even if Inasa, and to an even bigger extent, Shishikura, were a bit antagonistic. Here, all of them are pretending to be students, and are trying to become more recognizable by associating with the Consortium. Inasa seems to hold a murderous grudge against Endeavor and Shoto, while Shishikura seems to be trying to payback against his father.
  • Evil Counterpart: To U.A's Big Three.
    • Camie is one to Himiko. The sole girl of the trio, with a teasing personality who has no problem to use her sex appeal to get what she wants and is also a Stealth Expert. Of course, Camie has no problem to use this skills to manipulate people and has a morbid delight when she hurts others.
    • Inasa is one to Mirio. The Ace and Boisterous Bruiser who is the physically strongest of the three. Unlike Mirio, however, Inasa is a spiteful manchild with a murderous grudge against Endeavor and a very Dumb Muscle.
    • Shishikura is one to Tamaki. Both have purple hair, squinty eyes and body related Quirks who are also connected to food, Shishikura can turn his body into meatballs, Tamaki shift his body parts into whatever he eats. But while Tamaki is a shy, yet brave young man, Shishikura is a snarky and authorative jerkass.
  • Locked Out of the Loop: They're unaware that Queen Bee is in control of Camie.
  • Polyamory: Zigzagged. Camie is in a intimate relationship with both Inasa and Shishikura, but it's not clear if the two boys are interested into each other.
  • Teens Are Monsters: All of them are barely out of high school, and all are wanted criminals trying to make a name for themselves.
  • Terrible Trio: Between their sadism and overall abilities, they definetly count as such.
  • Unwitting Pawn: Inasa and Shishikura are completely unware they are actually being manipulated by Camie/Kuin and will be disposed as soon as she achieves her goals.

  • The Mole: Averted. He could've been a spy in UA, but dropped out to avoid being with Endeavor's son.
  • Nice Job Fixing It, Villain: His stubborness and childish grudge against Endeavor ended up preventing the villains from having more than one mole inside U.A.
  • Sickening Sweethearts: He and Camie can barely go a minute together without making out excessively, to Seiji's annoyance.

  • Adaptational Villainy: Went from a Big Bad Wannabe who was way too over his head in the manga, to a willling member and potential recruit of the Villain Consortium, with Chimera overseeing his 'application'.
  • Blob Monster: A mud-like entity.
  • Create Your Own Hero: Twoford - his attempt to possess Izuku and sinister comments towards Ochako makes Izuku initially attempt to free himself with his quirk, and his assault on Bakugou causes Izuku to try and save the former, using his quirk for the first time in years.
  • Grand Theft Me: He's able to take over other people's bodies and use their quirks against their wills.
  • The Heavy: Essentially serves as this to Chimera during Chapter 3.
  • Would Hurt a Child: Plans to hijack and effectively kill both Izuku and Katsuki, and his comments towards Ochako make it clear that he intends to harm her as well.

  • Guest-Star Party Member: He is a mercenary hired by the Inner Circle to handle both the Hero Killer and the Vigilantes.
  • The Heavy: He and his mercenaries essentially act as this to the HPSC (and, by extension, the Inner Circle), acting as their foot soldiers.

    The Hero Killer

A mysterious villain that kills or maims heroes that are deemed to enjoy their celebrity status more than a usual hero, and the subject of a massive manhunt.


  • Adaptational Name Change: Downplayed, but here they're just known as the 'Hero Killer' instead of '"Hero Killer Stain"'.
  • Ambiguous Situation: Their true identity, whether or not they're secretly Chizome Akaguro, or someone else is a large mystery.
  • Arch-Enemy: To Stendhal, given the extreme lenghts the hero is willing to go in order to take them down.
  • Cold-Blooded Torture: Their MO is to lure their targets into alleyways, brutally torture their victims and kill them.
  • Evil Versus Evil:
    • Whoever the Hero Killer is, they seem to be aware of Re-Destro's secret identity as the leader of the Meta Liberation Army, as they purposedly hunted him down and killed him.
    • It's implied to be the case with the Hero Commission as well, since no doubtly plenty of their Glory Hound heroes were targeted too.
  • Hero Killer: Uh, yeah.
  • Interim Villain: In a story where every major antagonist is connected through conspiracy and partnerships, the Hero Killer stands out as the only villain with no connection to either the Villain Consortium or the Inner Circle. They are an independent enemy of specifically Stendhal and Tenya, acting as one of the major Arc Villains of the Revengers Agency arc.
  • The Scapegoat: The Hero Commission is framing them as the one who killed the heroes who had their Quirks stolen by Nine, as well as other people deemed a threat by Intelli.
  • There Is No Kill Like Overkill: In order to make sure their targets can't survive, their victims are stabbed at least five times across the stomach, and the wounds are almost the size of a person's hand.
  • Villain Killer: Ironic enough, but they killed Re-Destro off page between Chapters 41 and 42.

    Mario Kugutsu

A former Trigger dealer that has escaped punishement and became one of the wealthiest men in Japan.


  • Corrupt Corporate Executive: He is the eleventh richest man in Japan, and owner of a series companies that specialize in storage, and if Ryukyu is correct, one of his storages is used by the Consortium to hide their Trigger barrels.
  • Karma Houdini: Since the Hero Commission couldn't allow the truth about the involvemnt of vigilantes to come out, they bought his silence and dropped all charges of his crime, like selling Trigger or the damage caused when he was high on his product.

    Vortex

An American arms dealer that comes to Japan in order to become the next All for One and is hunted by the main trio.
  • Abhorrent Admirer: He has an obssessive crush on Itsuka and Ochako, to the point he already considers them his girlfriends. Both girls, and Izuku are disgusted by him.
  • Amplifier Artifact: His gaunlets magnifiy the effect of his Quirk, to the point he can destroy entire buildings with a single touch.
  • Arms Dealer: He is an American villain that sells highly destructive support itens.
  • Ax-Crazy: Vortex is nuts. He acts very affectionate and dandy to Ochako during their meeting, as if they know each other for years and meeting with Itsuka he refers to her as his other love, much to Izuku's annoyance ... and also has absolutely no problem with trying to kill them both on a dime.
  • Big Bad Wannabe: Comes to Japan in hopes to become the next All for One or Nine. Is found and defeated by the main trio in less than three weeks.
  • Butt-Monkey: Only gets one punch in with his fight with Team Clover before they hand him a Curb-Stomp Battle and arrest him, and his attempt to hijack his own prison plane and commandere it has him run into the Number One Hero of his own country, Hercules, on her way back to Japan. Nothing ever seems to go right for this guy.
  • Dirty Coward: As soon as he realizes that he is being outmatched, his first instinct is to run for his life.
  • Hate Sink: Very much. Vortex only appeared for half a chapter during the prologue arc, and yet it already feels to much. He is a sadistic, annoying and disgusting coward obssessed with two (very well married) heroes that thrieves on bringing destruction around him.
  • Person of Mass Destruction: Using his gauntlets, Vortex is capable of destroying buildings with a single touch.
  • Only Known by Their Nickname: He is only referred to by his villain name during chapter 1.
  • Underestimating Badassery: Makes the huge mistake to think that Ochako is the weakest member of the main trio. And she ends up being the one to finish him off.
  • Yandere: He is obssessed with Ochako and Itsuka, to the point he has shrines built around them on his hideouts and acts as if they have known each other for years now. Of course, after his humiliating defeat, this crush vanishes completely and he hates them with passion.
