Hero Commission

    In General

The organization responsible for supervising Pro Hero affairs in Japan.


  • Adaptational Villainy: In canon, the HPSC was an extremely shady and corrupt organization that had no problem in getting people killed to further their agenda of keeping society safe, but it's implied that since Nagant was sent to Tartarus, they put a stop with the assassinations, at least until Hawks was ordered to kill Twice. Here, not only are the assassinations still ongoing as implied by Nine, but the Commission purposely witholds valuable information from Heroes not affiliated with them, and uses villains like the Hero Killer as scapegoats for their actions. Then there is also the fact they are close allies with All for One, given how they took in Toya after he escaped the villain's grasp.
  • The Corrupter: The HPSC controls several all Hero schools of Japan except for U.A. and Shiketsu, and if Joke's comments are anything to go by, they are turning its students into perfect agents for the Inner Circle.
    Eraserhead: Ah, yes, how is it at a Hero Commission school?
    Joke, nonchalantly: Oh, repressive, authoritarian and dystopian.
  • Corrupt Politician: They're more concerned with maintaining the status quo and are not above using assassins to eliminate any possible threat to their power. They're also mostly concerned with bringing the various hero schools of Japan under their control, having a feud with Nezu who's smart enough to evade their attempts to subtly gain a foothold in UA.
  • Dirty Cop: Any Pro that works under them is either a Glory Hound or a Sociopathic Hero.
  • Nominal Hero: The only thing heroic about the Commission is "Hero" part of their name. It's clear that they only care about power, and nothing will stop them from getting it.
  • Utopia Justifies the Means: This seems to be the mindset that drives the Commission. As long as safety is kept, any means are worth it.

    Lady Nagant (UNMARKED SPOILERS)

A former hero (and secret assassin) recruited by the HPSC to eliminate the Hero Killer.


  • Action Mom: One of the most skilled and deadly Heroes of Japan, who also is Ochako's mother, through artificial insemination.
  • Adaptational Angst Upgrade: Similar to canon, she was imprisoned in Tartarus for the murder of the HSPC president. Unlike canon, however, it's clear that underneath her hardened persona is a broken woman who only accepts the new HSPC director's offer of freedom to get out of Tartarus. Not only that, she has a daughter in this story, and not only is she not in her life, she's not even allowed to confront her about it.
  • Adaptational Badass: Her canon ranking in the hero polls is unknown, but here she is revealed to be a former member of the Top 10, essentially serving Hawks' role as the HPSC hero in the top ranks.
  • Adaptational Backstory Change: Unlike in canon, where her arrest and disappearance were documented as her murdering a hero on the line of duty, here the HPSC's fake story is that Nagant accidentally killed a fellow hero during a mission and retired from duty. Nobody outside the Commission and some members of the Top are aware of the truth, and anyone who found out about it was silenced.
  • Adaptational Early Appearance: She is introduced at some point before the Sports Festival, over one year before her canon debut during the Dark Hero arc.
  • Adaptational Sexuality: Canon hasn't confirmed Nagant's sexual preferences. Here she is at least bi or pansexual, given her relationship with Miwa and Taiyo.
  • Ambiguous Situation:
    • Lady Nagant has a daughter in this story who is heavily implied in Chapter 35 to be Ochaco, but it is currently unknown if she is the product of an affair or a one night stand, or if Lady Nagant was ever married; Chapter 35 hints that whatever the situation, she is very close to the Urarakas as a result of it. Chapter 38 confirms it.
    • The catalyst of what made Nagant leave the Urarakas is also a mystery - Ochako believes that it was due to the Accidental Murder of the hero Nagant reported to have killed, but knowing that it was a simple cover up (and happened years after Ochako's infancy), it's unknown what exactly made Nagant break down and abandon her family.
  • The Alcoholic: Was one when she worked as a killer for the HPSC, was forced to go cold turkey in Tartarus, and once she's freed again, has unfortunately slipped back into this.
  • All for Nothing: Her efforts to keep Ochako and her family safe end up being rendered pointless when Kanshi decides to recruit the girl for the Hero Commission.
  • An Offer You Can't Refuse: As Kanshi points out, the Commission has nothing to lose if Nagant refuses the deal, Nagant on the other hand has everything to lose or win depending on her answer. She begrundingly accepts.
  • Anti-Villain: She is only cooperating with the Commission to get her freedom and see her daughter.
  • Arm Cannon: As in canon, she has a rifle that can emerge from her elbow.
  • Ascended Extra: She's specifically put in the tags of the story, alongside other major characters, hinting that she may serve an important role in the story. Given her parentage with Ochako, that directly connects her to the girl and the other protagonists.
  • Beauty Equals Goodness: Her In-Universe Nickname was "The Beautiful Lady Nagant", and she was once elected as the most beautiful Pro Hero in Japan, beating even Midnight back in the day.
  • Break His Heart to Save Him: In order to keep Ochako away from the Commission's grasp, Kaina attempts to shut her down and say she left her family because she made a mistake thinking she could be a hero and have a normal life, before coldly hanging up on her and telling the girl to don't call her again. Unfortunetaly, it backfires horribly, putting Ochako in Kanshi's sight.
  • Broken Ace: Once a prospective star in the hero community, now a criminal stashed in Tartarus with the truth of her breakdown hidden from the rest of the world, and only brought out to do the HSPC's dirty work.
  • Broken Tears: She cries herself to sleep after her reunion with Taiyo and Miwa goes wrong, not to mention how much she misses Ochako. It happens again, and in even worse manner after Ochako starts to be targeted by the Commission and she is too helpless to save her daughter.
  • Brutal Honesty: Once Kaina realized she and Taiyo liked Miwa, she didn't wasted time, so during a party, both of them went to her and their dating proposal boiled down to: 'Iā€™ve liked you for a while, Taiyo likes you, so youā€™re dating both of us now'. Of course, Miwa (thankfully) leaves the... implied naughty details of said proposal out while retelling the story.
  • Class Princess: According to Miwa and Taiyo, she was this back in her school days. Kind, beautiful, smart, helpful and perfect hero material.
  • Dark Action Girl: Her speciality is assassinations, and she's freed from Tartarus to go after the Hero Killer.
  • Didn't See That Coming: While was quick to notice Izuku and Ochako have something for each other, she wasn't prepared to know that much like her, she is in a polycule alongside Itsuka as well.
  • Disappeared Dad: Ochako was fifteen when she finally learned that Nagant was her birth mother.
  • The Dragon: Unwillingly, to Kanshi.
  • Dramatic Irony: She was once considered to be the most beautiful heroine in Japan, even more beautiful than Midnight. Her daughter, Ochako, has a serious case of body issues.
  • Drowning My Sorrows: Her primary coping mechanism to handle all trauma she goes through. Sex works too, but alchool suits better. She drinks an entire bottle of wine in one go after her reunion with the Urarakas goes bad, and takes a heavy swing after Kanshi makes it clear she'll be recruiting Ochako to the HPSC.
  • Fallen Hero: She was a former hero who was imprisoned in Tartarus for defending herself from the former head of the HPSC, and the reason she confronted him in the first place was because she no longer wanted to do the Commission's Dirty Business.
  • Freudian Trio: The Supergo, to Mirko's Id and Ryukyu's Ego.
  • If You Ever Do Anything to Hurt Her...: Gives one these speeches to Izuku once he realizes he and Ochako are together, which is almost unnecessary, given how Izuku would throw himself off a window if ever hurt her feelings.
  • Killed to Uphold the Masquerade: What her job was when she worked for the HPSC.
  • Like Parent, Unlike Child: Ochako turned out a complete opposite of her biological mother (while at the same time, and exact copy of her surrogate mother, not just in appearance), bullied, insecure, with few friends and only learning to value herself in her early teens. Ironic enough, while Ochako's character journey is about a girl learning her worth and trying her best to become a bright and cheerful hero, Kaina went through the opposite route, an All-Loving Hero being driven to despair and pain due to the pressure of hero life.
  • Mama Bear: Once she realized Izuku and Ochako were together she wasted no time into giving the shovel talk to Izuku, at gunpoint nonetheless.
  • Nice Mean And In Between: The Mean to Mirko's In-Between and Ryukyu's Nice. She absolutely refuses to teach Ochako at beginning of their internship, being forced into doing so and for most of the time acting like an uncaring jerk. She starts to grow out of it as the time goes by.
  • Not So Stoic:
    • She tries to put up a cold, stoic persona when Kanshi Shiryoku comes to visit, but the promise of fresh air quickly makes Nagant's stormy personality shatter, and she's practically disgusted with herself for how pathetically she took the chance to go outside. Considering that she probably spent years in the cell, it's hard not to blame her, however. And during her big argument with the Urarakas, Nagant ends up breaking into Broken Tears and drinking herself to sleep to cope with her depression. She ends breaking down in tears again when Ochako unknowningly puts herself in the Commission's sight.
    • Played for Laughs example. After Miwa bombards her with an Cluster F-Bomb, she all but begs Ochako not put her on the phone again.
  • Not What I Signed on For: As she points out, she did not became a hero to serve as a hired gun for a corrupt organization.
  • Related in the Adaptation: She is Ochako's biological mother, through artificial insemination.
  • Sadistic Choice: Kanshi forces her onto one: Either mentor her daughter when the girl reaches out to intern with her, or the Commission will simply toss her back on Tartarus and have another of their agents to do so. Kaina has no choice but comply.
  • Sex for Solace: She mentions that she sometimes used prostitutes to soothe the pain of what she did, and her second move when the meeting with the Urarakas goes south is to try and seduce Taiyo.
  • Take a Third Option: Kaina finds herself in this position during her mission to hunt down the Hero Killer, either refusing, getting sent back to Tartarus and having some Commission agent to corrupt Ochako into joining them, or she kills the villain and gets to live alongside Taiyo and Miwa as the HPSC recruits Ochako with her help. She decides however, to try her luck and steal the HPSC data that Kanshi intends to send to Iguchi during the Hosu operation, gaining leverage against them while also getting their attention focused solely on her instead of Ochako.
  • The Tease: Prior to meeting Taiyo and Miwa again, she makes some teasing remarks about how they are still as attractive as they last saw each other.
  • Teeth-Clenched Teamwork: With all the other Commission agents, especially Beros, who considers herself better than Nagant.
  • Town Girls: The Neither, to Mirko's Butch and Ryukyu's Femme.
  • Traumatic Haircut: Kanshi Shiryoku mentions that Lady Nagant used to love her long hair, and Nagant initially believes that the guards were coming into her cell to shave her head again, thinking about it with a dull acceptance. One of the positives Shiryoku brought up when asking her to work for the HPSC again was that she would be allowed to grow her hair out again.
  • Tsundere: To her own daughter. She insists that she's not going to give Ochako any special treatment and trains her as brutally as the HPSC trained her, but when Ochako comes to confront her during the night and later goes to sleep, Nagant gets up to gently brush the hair out of Ochako's face. While she's definitely trying to put on a hard front, it's clear that not showing her daughter any affections kills her on the inside.
  • Used to Be a Sweet Kid: According to Taiyo and Miwa, Kaina was the Class Princess of the school, extremely likable, playful, and sweet with her best friend Miwa and her best friend's suitor Taiyo. Unfortunately, the HPSC's corruption of her turned her into a bitter, alcoholic wreck of a woman.

    Sol 

Touya Todoroki — Sol

The oldest child of the Todoroki family and the Blueflame Hero, Sol, who currently works directly under the HPSC.


  • Adaptational Attractiveness: While he still bears scars from numerous surgearies, Toya is far from the burned corpse held together by clips he is in canon.
  • Adaptational Backstory Change:
    • Zigzagged. He still almost died during the Sekoto Peak fire, only to be found by All for One, taken to one of his orphanages, before burning it to the ground and coming back home months after it. However, Toya eventually became a Pro Hero working directly under the HSPC, but given how corrupt and villainous the Commission is, he is nothing but a Nominal Hero.
    • He's the one who gave Shouto his scar.
  • Adaptational Early Appearance: He is introduced before the Sports Featival instead of during the ending of the Hero Killer arc.
  • Adaptational Heroism: Defied. Toya works for the Hero Commission, who is confirmed to corrupt and in cahoots with All for One and the Inner Circle. There is also the fact that on duty he behaves like Sociopathic Hero, with zero regard for his victims lives, burning them out and smilling to the cameras.
  • Adaptational Villainy: Toya was already a monster in canon, but here, thanks to the Hero Commission covering things up for him, he is even more unhinged.
  • Berserk Button: Not being given the respect he believes he deserves. When Shouto stands up for himself and disrespects him, Touya reacts violently by kicking a table and slamming Shouto's face against the desk, and then Kyouka flipping him off afterwards makes Touya begin to fume - both emotionally, and literally.
  • Big Brother Bully: Only to Shoto and very much so. Not only he orders his younger brother to not embarass him during the Sports Festival and demands him to win, but is very clear that he blames Shoto for the incident that led to Rei being hospitalized. He's not above physical abuse either, slamming Shouto's head against a desk and threatening him.
  • Bitch in Sheep's Clothing: Shoto and his family are the only ones who know that behind Toya's laidback and enthusiasthic public image, lies a Big Brother Bully jerkass.
  • Broken Pedestal: With the reveal that he was the one who gave Shouto his scar, what little respect his little brother had for Touya shatters, and he makes it clear that he won't roll over for him anymore.
  • Came Back Wrong: According to Fuyumi, he became a completely different person after coming back from the fire, a lot bitter and sour than before.
  • Consummate Liar: Toya simply refuses to be honest about anything, especially towards his brother.
  • Evil Is Petty:
    • Not only he purposedly lied to Shoto by saying that their mother blamed him for the incident that sent her to the mental hospital, he also ommitted the fact that Rei was discharged from said hospital two years before the story just to spite his brother in case he wanted to make amends with her.
    • He claims to have given Shoto his scar because he was annoyed by his brother's face. Although it's very clear that much like in canon, that actually happened out childish tantrum of jealousy.
  • Faux Affably Evil: He tends to turn on the charm to the public, barely managing to hide the bitter monster he is underneath.
  • Freudian Excuse Is No Excuse: He suffered through the same harsh training his brother did and nearly died in a quirk accident, but at no point is his horrible treatment of Shouto given any justification, and he is treated as being just as bad as Endeavor for his abuse of his little brother.
  • Green-Eyed Monster: Like in canon, Toya is clearly jealous over the fact that Shoto inherited his parents Quirks minus the drawbacks from it, and he never misses an opportunity to dish out his little brother because of it.
  • Hate Sink: Toya stands out as one of the biggest examples of it in the story. To put it simply, any remotely sympathethic qualities he had from canon (mostly from before becoming a monster Beyond Redemption) is non-existant in this story. Toya is nothing but a disgusting, arrogant, manipulative, psychotic, self-centered, spiteful bastard who goes out of his way to make Shoto's life miserable for no reason other than some one-sided grudge against his own brother and his father.
  • Heroic Lineage: Much like his father, he is a Pro Hero. He is a Nominal Hero, however.
  • Like Father, Like Son: For all his talk over how much Endeavor is bastard, much like him, Toya only cares how much Shoto's actions at the Sports Festival will reflect on him and only him.
  • Kick the Dog: He mentions to Shoto that he and Fuyumi went to see their mother and that no, she didn't asked about Shoto, and there is no reason for her to do so since is Shoto's fault she is in the hospital to begin with.
  • Meaningful Name: His hero name "Sol" is the Latin translation for "Sun".
  • Scars Are Forever: From the surgeries he went trough following his accident.
  • Sociopathic Hero: He is highly implied to be one, since Shoto says that an injured opponent wouldn't stop his brother from getting the job done. Eventually confirmed to be the case when Momo refers to him as "the idiot who constantly burns people and then winks at the cameras as though that would make it alright" while calling Shoto out on his blind worship for his brother.
  • Sugar-and-Ice Personality: One minute he is cold, spiteful and angry towards Shoto, but as soon as he sees Fuyumi, he quickly drops it in favor of a Nice Guy attitude, then back at his Big Brother Bully once she leaves.
  • Villain with Good Publicity: Ironic enough, he is a highly popular unhinged and cruel Nominal Hero that people seem to like because of his edgy personality and looks.
  • Would Hurt a Child: If Nine's comments are anything to go by, much like in canon, he burned an entire orphanage full of children when he woke from his coma. Not to mention the fact that he was the one give Shoto his scar, when Shoto was a baby.

    Takeshita

  • Glory Hound: Seems to be the case, since he works for the Hero Commission and his main concern while teaching Denki is how to hit on girls.

    Shuichi Iguchi

Quirk: Gecko

A Hero Commission agent working directly under Kanshi.


  • Adaptation Relationship Overhaul: Rather than being a member of the League of Villains (or in this universe the Villain Consortium), he is an agent of the HPSC.
  • Adaptational Early Appearance: Originally introduced during the end of the Internships arc, here he is introduced right after the Sports Festival arc.
  • Adaptational Villainy: In canon, Shuichi was a Noble Demon, even if he underwent a case of Motive Decay during his time with. Here he is a loyal agent of the Hero Commission, who is confirmed to corrupt and villainous.
  • Covert Pervert: Kaina knows he checks her out when she is not looking.
  • Evil Cannot Comprehend Good: He doesn't why Kaina keeps trying to disobey his boss, saying it will be a lot easier to just sit down and follow her orders.
  • Jerkass: He is always acting like stone cold prick towards Kaina, barking orders on her like Kanshi's personal attack dog. Not to mention like whenever he is stuck on a room having to deal with other people, he behaves like a total jerk.
  • Not So Stoic: While he acts very detached, only showing anger whenever Kaina doesn't comply with an order, when she teases him by invading his personal space, Iguchi becomes flustered.
  • Obstructive Bureaucrat: He spent nearly the entire Sports Festival bothering Nezu over restrictions and other matters.

Other Hero Schools

Isamu High School

    In General 
One of the hero schools controlled by the Hero Commission.
  • Adaptational Villainy: Being a school controlled by the Hero Commission, almost all of its students act as future enforcers for the corrupt organization.
  • Canon Immigrant: They came from the second OVA.
  • The Corruptible: The students, or at least most of them, are fed with the HPSC brainwashing, raised to become ruthless and extremely agents to it and by extension the Inner Circle.

    Romero Fujimi

A petulant, condenscending and fanatical student, fiercely loyal to the HPSC.


  • Bad Powers, Bad People: Unlike in canon, Fujimi is nothing but a fanatical HPSC lapdog, who will gladly use his unstable Quirk against anyone he deems an enemy.
  • Birds of a Feather: To no one's surprise, he gets along with Monoma pretty well.
  • Dark Is Evil: He wears a long black coat.
  • Evil Is Hammy: His rant about the awesomess of the Commission is really over the top.
  • Jerkass: Class 1-A is quick note similarities between him and Bakugo because of this.
  • Laser-Guided Karma: He was in the middle of rant over why U.A students are inferior to people from HPSC schools when a zombified Pony jumps on him and infects him as well.
  • Oh, Crap!: His reaction when Pony jumps behind him to infect him as well is to yell out: "OH, MY GAWD!"
  • Token Evil Teammate: Amongst the Isamu students, he stands out as the most particularly nasty one, eager to prove his loyalty to Intelli and having an awful lot fun with all the harm he causes.
  • Undying Loyalty: A fanatical one to the Hero Commission. In fact, he asks Monoma to tell Kanshi that his Quirk is hers to use when the Day of Genesis arrives.

  • Ambiguously Gay: As Nejire points out, there is nothing heterosexual about her interactions with Tsu before and during the exercise.
  • Locked Out of the Loop: She is the only student from Isamu who isn't a Hero Commission agent.
  • The Power of Love: All but confirmed to be reason she refused to infect Tsu after being zombified.

League of Vigilantes

    In General

A team of Vigilantes operating on Japan. They are currently the only people aware of Inner Circle's existance and it's incoming threat, and seek out to certain Pro Heroes for help, which becomes difficult due to them operating outside of the law, not to mention how the Hero Commission controls most of them.


  • Anti-Hero Team: They are a secret team of vigilantes that is secretly fighting against an insidious conspiracy that operates both in and out of Japan.
  • Assassin Outclassin': They successfully evade Beros' ambush at the airport (off-page) in Chapter 35 without loosing a single member of their team.
  • Badass Crew: Despite being severely outnumbered by the Inner Circle and their agents, the League still manages to outsmart them over and over, kicking plenty of ass along the way.
  • Canon Immigrant: By the exceptions of Leader, Gentle, La Brava, Ippan and Compress, all of them came from Vigilantes spin-off manga.
  • Covert Group with Mundane Front: Their main hideout is located under a convenience store where Magne works at.
  • David Versus Goliath: The team is currently composed of at least a dozen individuals, and while all of them are fairly skilled in their respective areas, they are still a fighting against a giant conspiracy composed of several villains groups more powerful, resourceful that outnumber than by the hundreds, and that is just on very optimistic view. This is discussed between Knuckles, Pop and Leader during Chapter 41. While none of them is willing to give up on the fight, they are well aware of how severely outnumbered they are against the Inner Circle.
  • Dwindling Party: They are already a small team, roughly a dozen or more of people, but as expected while going against such a large enemy, they are losing personnel. As of chapter 32, Atsushiro Sako/Mr. Compress has gone missing during a mission and his status is unknown, while Rapt Tokage is brutally murdered by Flect Turn while investigating Daikoku Yaoyorozu's involvement with the Inner Circle.
  • Foil: To the Villain Consortium. Both are organizations that operate of the law, are led by white haired men directly connected to All for One, although for different reasons and find themselves fighting against people on both their and the opposite side of the law. The League struggles by finding allies due to most of the heroes being after them, not to mention how they keep losing their members due to being outnumbered by their enemies, while the Consortium keeps rising in popularity, gathering more people to their cause and slowly consolidating their power. The League is a Benevolent Conspiracy standing against a Nebulous Criminal Conspiracy, while the Consortium acts as scapegoats for said conspiracy.
  • Good Versus Good: Due to their criminal status, the League finds themselves fighting against heroes who are not part of the HPSC.
  • La RĆ©sistance: Gentle refers to them as such, and given how they are the only people aware of the Inner Circle's existance and plans, it's totally appropriatated.
  • Off Screen Moment Of Awesome: They manage to outsmart Beros attempt to kill them while bringing Knuckleduster into Japan at some point off page in Chapter 35.

    Leader (UNMARKED SPOILERS) 

Oboro Shirakumo — Leader

Quirk: Quirkless, Cloud (formerly)

An unknown figure leading the Vigilantes against the Inner Circle and their allies. Chapter 35 reveals that he is Oboro Shirakumo, a former student of UA who has somehow lost his Quirk and survived his canon fate, but has gone into hiding as a result.


  • Adaptational Dye-Job: His hair became white after losing his Quirk.
  • Adaptational Heroism: With the reveal of his identity, it is safe to say he did not end up getting turned into Kurogiri.
  • Ambiguous Gender: Up until The Reveal of Chapter 35, Shirakumo's identity was hidden by the epithet of "Leader", making it impossible to determine the gender of the Vigilantes' leader.
  • Badass Normal: He is Quirkless and undoubtedly badass since he leads the team.

A 32-year-old man with a desire to carve his name into history. He is a vigilante working alongside his usual partner, La Brava, as well as several other vigilantes in pursuit of an unknown goal.


  • Adaptational Early Appearance: He is introduced during the Sports Festival arc, rather than the Cultural Festival arc.
  • Adaptational Heroism: Rather than being a petty criminal committing crimes for the sake of drawing heroes to him so he can put on performances that are put online for the world to see, here he is a vigilante working alongside La Brava in pursuit of an unknown goal.
  • Attention Whore: Even being a hero in this universe can't stop Gentle from showing off - his signal to Ippan for where he extracts her is a hastily drawn teacup on the wall, unable to stop himself from showing off a bit.
  • Barrier Warrior: He can turn the air elastic, essentailly creating a bounce force field. He used it to help Ippan slip away from the street.
  • The Dandy: His clothes definitely give off this air, with his fancy cape and cowl, pinstriped pants, and well-groomed hair.
  • Fake Brit: As with the English dub, Gentle has a pronounced English accent, and La Brava (implicably) accusing him of going around with Ippan Josei as a partner causes it to hiccup.
  • Floating Platforms: He can create these by applying his Quirk to air, generating bouncy trampoline platforms.

  • Fangirl: Of Gentle, of course. Their first scene as La Brava squeeing over something Gentle did before, and his posh attempts to liven it up.
  • Mission Control: She seems to serve as this to the vigilantes, working away from Gentle at an unknown location.

  • Cowardly Lion: A very justified example, seeing as how she clearly stands out while spying on a group of dangerous villains in a dangerous neighborhood, but she still powers through her fear to get the vigilante group she's working with the information.
  • Fantastic Racism: A victim of this, with several people referring to her as a 'muttie'. From Ippan's reaction, it's something she's used to.
  • Giant Woman: She is incredibly tall by civilian standards. Standing next to Gentle (who is 5'11) shows that he only reaches her midsection.
  • Gentle Giant: She towers over everyone around her, and is incredibly sweet in personality.
  • Irony: She's sent in to spy on the Villain Consortium presumably because, between Gentle and herself, she'd stand out the least. She's also a Cartoon Creature and a Giant Woman, things that wouldn't quite help her not stand out.
  • Ironic Name: You wouldn't expect a Giant Woman with fox-like features to have the codename "Ordinary Girl".

  • Named by the Adaptation: Her name is canon is unknown, merely being called 'Ippan Josei', or 'Ordinary Woman' in English. Here, it actually is her name.

  • Ambiguous Gender: Much like the Leader, there is no line of dialogue during their conversation in Chapter 32 that indicates if they are male of female. Subverted as of Chapter 35, when he is revealed to be male.
  • Ambiguous Situation: It's unknown if this person is actually Jin Bubaigawara, or one of his clones that survived the Ambiguous Clone Ending the original went through. The author, in a supreme act of messing up with the readers, only left a picture of clones fight in the anime as clue about the situation. The comments from Hawks take it to Ambiguously Human territory, when he mentions that they have other clones in the basement, implying this Twice might actually be a sentient Quirk separate from Jin.
  • Decomposite Character: Implied. This person clearly has canon Twice Split Personality and Immediate Self-Contradiction speaking patterns, however, we clearly see Jin Bubaigawara, mentally stable as well, as one as a henchman to Daikoku Yaoyorozu, and Jin also has a cloning Quirk.

  • Adaptational Heroism: Downplayed, but after he was talked out of his plan with Sam by Melissa, David quickly realizes how foolish he had nearly been, and resolves to find an ethnical and legal way to help All Might.
  • Good Parents: He is this to Melissa.
  • Locked Out of the Loop: David nearly went through with the plan to bring All Might back to his prime because of his fear of All Might becoming sick enough to lose his quirk. He, of course, is unaware of the true nature of One for All.
  • My God, What Have I Done?: His reaction when he realizes he nearly put Melissa and everyone he cares about by considering Sam's plan to hire "fake" villains to steal the amplifier.
  • Parents as People: He nearly sacrificed his chance to raise Melissa because of his fear of All Might's downfall, and didn't think through what would happen to her if he went through with his plan with Sam. Once he sees reason, David is horrified with what he nearly did and immediately goes to assure Melissa that he will drop the plan.
  • Science Hero: He is a Gadgeteer Genius that was All Might's sidekick.

  • Adaptational Villainy: In the movie he's just angry that David let the device be taken so easily, and otherwise seems to just want a reward from the device. Here, he quits in rage when David refuses to go along with the plan and seems to be set on doing something. Later chapters reveal he found himself at a support item company (all but confirmed to be the Yaoyorozu Group) in Otheon, the place that serves as Humarise base of operations, meaning he now is in perfect position to help the cult and by extension the Inner Circle with their agenda.
  • All for Nothing: What he believes in regards to the quirk amplifier - all the time and effort he spent helping David invent the device, all taken away.
  • Et Tu, Brute?: Clearly feels betrayed by David when he refuses to go along with Sam's plan to steal back the device, and quits his job as David's assistant with some biting words.
  • Not-So-Well-Intentioned Extremist: He tries to urge David to set up a terrorist attack on I-Island to get their quirk amplifier back, playing into David's sympathy with All Might ... but the moment Melissa convinces David not to go through with it, Sam shows an uglier, nastier side as he quits on the spot, with his dialogue making it clear that he's only looking to get paid for his efforts.
  • Resigned in Disgrace: Quits on the spot the moment David makes it clear that he won't go through with Sam's plan to stage a villain attack on I-Island.

All Might's master and the seventh wielder of One For All. She died many years ago in battle against All For One, but not before passing her Quirk to All Might first. It's revealed late into the story that she also possessed the Quirk "Float," which allows her to maintain her elevation in the air at will without falling.


  • Adaptational Early Appearance: She doesn't make a true physical appearance in canon until the Joint-Training arc, but here her vestige manifests during the final round of the sports festival.
  • Action Girl: Naturally qualifies as this since she was a heroine and All Might's master.
  • Daddy Had a Good Reason for Abandoning You: She wanted to protect her son, Kotaro, from All For One, and sent him into foster care.
  • Like a Son to Me: She and Toshinori were so close that he considered her to be like a mother to him, and grieves for her to the present day.
  • Mentor Occupational Hazard: She perished at the hands of All For One prior to the events of the story.
  • Not Quite Flight: Her quirk, Float, is this.
  • Posthumous Character: Long dead by the time the story starts.
  • Small Role, Big Impact: She's long dead and hasn't appeared in the story, but it's revealed that her similarities to Itsuka is why All Might chose the young girl to be his successor.
  • Spirit Advisor: Her Vestige manifests during the last match of the Sports Festival in order to help Itsuka on how to control One for All and achieve her own version of "Full Cowling".
  • You Remind Me of X: As mentioned above, Itsuka's resemblance to Nana is what prompted All Might to choose her as his successor. Gran, for his part, sees the resemblance as well and mentions that Nana would've approved.
