They are currently the only people aware of Inner Circle's existance and it's incoming threat, and seek out to certain Pro Heroes for help, which becomes difficult due to them operating outside of the law, not to mention how the Hero Commission controls most of them.

The League struggles by finding allies due to most of the heroes being after them, not to mention how they keep losing their members due to being outnumbered by their enemies, while the Consortium keeps rising in popularity, gathering more people to their cause and slowly consolidating their power. The League is a BenevolentConspiracy standing against a NebulousCriminalConspiracy, while the Consortium acts as scapegoats for said conspiracy.

* AdaptationalVillainy: In canon, the HPSC was an extremely shady and corrupt organization that had no problem in getting people killed to further their agenda of keeping society safe, but it's implied that since Nagant was sent to Tartarus, they put a stop with the assassinations, at least until Hawks was ordered to kill Twice. Here, not only are the assassinations still ongoing as implied by Nine, but the Commission purposely witholds valuable information from Heroes not affiliated with them, and uses villains like the Hero Killer as scapegoats for their actions. Then there is also the fact they are close allies with All for One, given how they took in Toya after he escaped the villain's grasp.
* TheCorrupter: The HPSC controls several all Hero schools of Japan except for U.A. and Shiketsu, and if Joke's comments are anything to go by, they are turning its students into perfect agents for the Inner Circle.

* AdaptationalAngstUpgrade: Similar to canon, she was imprisoned in Tartarus for the murder of the HSPC president. Unlike canon, however, it's clear that underneath her hardened persona is a broken woman who only accepts the new HSPC director's offer of freedom to get out of Tartarus. Not only that, she has a daughter in this story, and not only is she not in her life, she's not even allowed to confront her about it.

Unfortunetaly, it backfires horribly, putting Ochako in Kanshi's sight.
* BrokenAce: Once a prospective star in the hero community, now a criminal stashed in Tartarus with the truth of her breakdown hidden from the rest of the world, and only brought out to do the HSPC's dirty work.

* NiceMeanAndInBetween: The Mean to Mirko's In-Between and Ryukyu's Nice. She absolutely refuses to teach Ochako at beginning of their internship, being forced into doing so and for most of the time acting like an uncaring jerk. She starts to grow out of it as the time goes by.
* NotSoStoic:
** She tries to put up a cold, stoic persona when Kanshi Shiryoku comes to visit, but the promise of fresh air quickly makes Nagant's stormy personality shatter, and she's practically disgusted with herself for how pathetically she took the chance to go outside. Considering that she probably spent years in the cell, it's hard not to blame her, however. And during her big argument with the Urarakas, Nagant ends up breaking into BrokenTears and drinking herself to sleep to cope with her depression. She ends breaking down in tears again when Ochako unknowningly puts herself in the Commission's sight.
** PlayedForLaughs example. After Miwa bombards her with an ClusterFBomb, she all but begs Ochako not put her on the phone again.

One of the positives Shiryoku brought up when asking her to work for the HPSC again was that she would be allowed to grow her hair out again.

She insists that she's not going to give Ochako any special treatment and trains her as brutally as the HPSC trained her, but when Ochako comes to confront her during the night and later goes to sleep, Nagant gets up to gently brush the hair out of Ochako's face. While she's definitely trying to put on a hard front, it's clear that not showing her daughter any affections kills her on the inside.
