Masaomi Heike - Code: 02
Voiced by: Subaru Kimura (Japanese), J. Michael Tatum (English)
- Heroic RRoD: Unknown but extremely embarrassing even to a guy who reads bondage porn in public.
- Light 'em Up: Heike possesses the ability to manipulate light, though his uses of it can be a bit more unusual than most occurrences of the trope.
- Me's a Crowd: One of the things Heike can do with his powers.
- Morality Pet: Nenene and apparently Toki are this to him. He treats Nenene kindly, takes care of her even after she's lost her power, and looks after Toki in compliance with her request back when she was still a Code:Breaker.
- Really 700 Years Old: He is really over a hundred years old but still looks like a 17 year old.
- Red Baron: "Heike the Magnificent", one of the Founders.
- Slasher Smile: Polite but perverse he is actually thirsting for revenge "like a mad dog".
- Super-Speed: Heike is able to move at the speed of light.
- Unusual Eyebrows: Heike has no eyebrows.
- Whip of Dominance: He can create whips made of light and shows great proficiency fighting with them, which fits with him being a pervert with an interest in S&M and bondage. He even likes to use the whip to leave his targets Bound and Gagged.
Yuuki Tempouin - Code: 03

- The Atoner: After his muggle friend Makoto sacrificed himself to protect him from falling debris, which put him in a coma.
- Berserk Button: Don't mess with Yuuki's Nyanmaru dolls or anyone that reminds him of Nyanmaru. if you want to live.
- Cats Are Mean: When transformed into a cat he becomes far more mean and nasty than when normal.
- Child Prodigy
- Curtains Match the Window
- Expy: His personality is extremely similar to that of fellow Cloudcuckoolander Hotaru from Kamijyo's previous work, Samurai Deeper Kyo.
- Heroic RRoD: Turns into a cat.
- Sealed Bad Ass In A Can: Yuuki's hidden form, hinted to be the ultimate artificial human EDEN's been trying to create.
- Super-Speed: He can move with the speed of sound.
- The Wonka: Considering his numerous eccentricities, habit of losing his cell phone, and tendency to disappear for days or weeks on end, it's a good thing that he's his own boss. Good for the Tenpouin Group too; without someone like him they probably wouldn't be nearly as profitable.
Toki Fujiwara - Code: 04
Voiced by: Kenichi Suzumura (Japanese), Todd Haberkorn (English)
- Angsty Surviving Twin: Though his sister is less "dead" than "amnesiac and mentally regressed to being a child."
- Berserk Button: Toki is a funny type (and can exaggerate at times), but he gets very serious when it concerns his sister Nenene.
- But Not Too Foreign: Toki is half-Caucasian, presumably on his mother's side. Providing he has a mother...
- Expy: Another of Hotaru, but only visually. He's a blond Bishōnen with heterochromia.
- Extra-ore-dinary: He has magnetic powers.
- Eyepatch of Power: Later takes to wearing it much more often. It's revealed to be an effort to hide his right eye, which has returned to its original blue when his Joker power returned. The brown eye was Nenene's, whom he had already knew since then to be not his sister; he just didn't want to lose his bond as sibling with her.

- Heroic RRoD: Becomes a child.
- It's Personal: His quest to avenge his sister.
- Mr. Fanservice: His shirt is often lifted. Or at least most of all male characters. Since he stopped smoking we see him regularly suck a lollipop. That's definitely service-for-the-fan.
- Only Known by Their Nickname: Because he abandoned his real name and called himself Toki when he joined the Code:Numbers as a sign of his determination.

- Sore Loser: Toki is very stubborn and is willing to sacrifice anything to achieve his goal.

Rui Hachiouji - Code: 05

- Heel–Face Turn: Had one in her backstory, as she used to be a Re:Code under Sagashimono before joining the Code:Numbers.
- Heroic BSoD: Gets Empty Eyes and becomes slightly less domestic after her brother is apparently killed by Kagerou. She gets better after Ogami burns down her old house, freeing her from her past.
- Heroic RRoD: Becomes a mermaid.
- House Wife: Rui is very domestic and caring, making her a bit of an Action Mom as well.
- Idol Singer
- Important Haircut: Rui, after she's saved from the accident that killed her family minus her brother, to express her resolve to get stronger.
- In-Series Nickname: Prince/Ouji.
- Intergenerational Friendship and May–December Romance: Her relationship with Kouji during her time as a Re:Code and what she actually feels about him.

- Hellfire: Rei's fire is derived from the Seven Deadly Sins, and burn a bright blue. He primarily delivers this via a Facepalm of Doom.

- Life Drain: Extending their Divine Shield outward in the form of "Death God" results in draining vitality, the source of special powers. Doing so long enough can cause death.

- Only Known by Their Nickname: The exceptions being Sakura, The President and "Fussy Lunch", who uses "Ai Ueo" when he transfers to Ogami and Sakura's school.

Sakura Sakurakouji
Voiced by: Yōko Hikasa (Japanese), Ashly Burch (English) (credited as Jackie Ross)
- Action Girl: At least in the beginning
- Adaptational Badass: Kind of, thanks to the anime switching around the order of an event's particular scene. In the manga's first chapter, when Sakura confronts G-Falcon members harassing a homeless guy, Sakura gets tasered and incapacitated by a random Mook almost immediately without putting up much of a fight before they tie her up and sexually harass her. The anime's rendition of this scene however has her take on almost the entire gang all on her own and was even doing well too before the same situation above happens. Of course, as an added consequence to this, the gang members, instead of "just" sexually harassing her like in the manga, are given an added opportunity to wail on her while she's still numb from the taser's shock and down on the ground. Still an impressive feat though, since she managed to tank all of that and then manage to kick the faces of two more Mooks to defend Dog from their vicious beatdown of it, with her hands literally tied behind her back.
- Alliterative Name: Sakura Sakurakouji.
- All-Loving Hero: Strongly believes that every life has value and will risk her own to save others. It doesn't take much for her to forgive previous enemies and even protect them.
- Bad Liar: She can’t lie with a straight face.

- Superpowered Evil Side: After a traumatic flashback triggers it, her "original" personality manifests itself and briefly takes over her current one, complete with Empty Eyes and a (possibly) homicidal Anti-Magic awakening in chapter 130. Ogami had to give her a Cooldown Hug to revert her back to her normal self since taking her on head on in that state was suicidal.

The Five Angels
In general:
- Curbstomp Battle: Not even three of the Four Founders of EDEN bringing down two buildings on their heads could stop the Angels.
- Dead All Along: All of the Angels except for Fussy Lunch died on December 32nd. Zed used his power to bring them back to life.
- Logical Weakness: Their only power is nullification, therefore Good Old Fisticuffs or a lobbing iron girders at them should work. Darn that Bee-Hive Barrier...
- School Uniforms are the New Black: All wear black the same black uniform as Ogami because they went to the same school for Rare-Kinds.
"Fussy Lunch"
- Ambiguously Evil/Hidden Agenda Villain
- Cloud Cuckoo Lander: He threatened to blow up Ogami and Sakura's school but set of fireworks instead and decided they should get him a special lunch bread as part of a challenge. When they got the bread he gave it back to them as thanks... along with the bomb and the revelation that the school was specially built for Rare-Kinds and Power-Users.
- Fire-Forged Friends: Makes the observation that only the threat of death could make Ogami & Sakura's group ally with the Code:Names.
- Forgotten Childhood Friend: Met Ogami and Sakura when he was outgoing and friendly and she was a silent killer, respectively. He's also the one who really killed Ogami on December 32.
- Humans Are the Real Monsters/Humans Kill Want Only: Kidnaps dozens of prisoners who've done horrible things and gives 100,000 high school students the vote on whether or not to kill them. They start voting "yes" mainly because they think it's a joke.
- Hypocrite: They're the ones playing with people's lives...
- Incendiary Exponent: Plans to blow up the school and gives them a fireworks show instead.
- Kill All Humans: "Attack them so they'll appreciate life", anyway.
- Martial Arts and Crafts: Wields a lethal pair of chopsticks that almost takes off Ogami's ear.

- Face of a Thug: Despite his thug-like appearance, Kouji is a reserved and calm individual. Occasionally subverted in that once someone manages to get him to fight seriously, he becomes extremely violent and merciless with a sadistic grin.
- Heel–Face Turn: Later joins Ogami's side as per Code:Seeker's dying wish.
- Heroic RRoD: Transforms into a wolf in his lost state.

- Heel–Face Turn: Later joins Ogami's side as per Code:Seeker's dying wish.
- Heroic RRoD: He transforms into a female version of himself when in his lost state.
- Meaningful Name: "Yuki" means "snow."

Yuki and Shigure's muggle best friend who's been in a coma ever since he tried to save Yuki from a falling building.

- Weirdness Censor: It helps that (as far as we've seen) they've never been directly targeted and also Nenene is the daughter of the Prime Minister, who also happens to be the head of EDEN. They've recently been almost aggressively ignorant of the fact that the New Transfer Student goes by Ai Ueo (AEIOU), lined their school with explosives that turned out to be fireworks, forced Sakura and Ogami to get "Ai's" lunch, and suddenly IM'd them a "joke poll" putting over a dozen captured inmates' lives in their hands ("It is a joke, right?").
- What Measure Is a Non-Super?: They pretty much disappear until they're unknowingly threatened by super-powered people.

Sakura's father (actually her maternal uncle).
- Katanas Are Just Better: Carries around a big one.
- Pinky Swear: Promised little Sakura he'd never use violence.
- Retired Bad Ass/(Ex-)Yakuza
The Prime Minister

The Prime Minister of Japan (who's also the head of EDEN), and Toki and Nenene's father.
- Ambiguously Evil: We don't yet know why he wants to nullify the world using Pandora's Box, but it sure looks like he's having fun doing it.
- Dissonant Serenity: See above.
- Government Conspiracy: Is the head of the Japanese government and a secret government agency that uses (and makes) super-powered kids to kill other super-powered kids and non-powered baddies; he may also have some secrets of his own and he's a lousy father.
- Jerkass: Was ready to disown Toki for being non-powered until Nenene gave half her powers to him. He was also ready to open Pandora's Box (the contained explosion that killed scores of power-users on December 32 that also contains her memories) just so Nenene could fight, or possibly trick Toki into fighting to protect his sister.
- Mixed Marriage: Assuming he was actually married to Toki and Nenene's mother, and assuming they even have a mother.
- Mood Dissonance/Slasher Smile: He has the gall to smirk at Hitomi as he (Hitomi) is on the verge of death and has a wider one when he's about to "wake up" Nenene.
- Pungeon Master
- Super-Empowering: The unknown power-user who altered him:
- Older Than They Look: He's actually over a hundred years old, or to put it another way "he's been forty-something for a very long time".
- Treasure Chest Cavity: He's been keeping little Ogami's arm in his body since Dec. 32.
Hitomi

Former Code:01 and Ogami's mentor.
- Big Bad: The first Big Bad of the series (second, if the PM turns out to be the bigger bad).
- Broken Pedestal: Ogami's had some really bad luck when it comes to caring about people.
- Kill It with Fire: Some really bad luck...
- Lean and Mean: Not terribly mean, but he looks very underfed.
- Manchild: He sleeps most of the time and is rarely very serious.
- Power Tattoo: Has a cross on his neck.
- Serial-Killer Killer: Hitomi thinks the Codes deserve recognition; Ogami points out that, serial-killer-killers or not, they're still killers.
- Shock and Awe: Has lightening/electricity powers.
- Well-Intentioned Extremist: He just wants recognition for the Codes that sacrificed their lives for their country. The lives of the Prime Minister/head of EDEN and 10,000 muggles ought to do it.
Nenene Fujiwara a.k.a Ex-Code:breaker 04

Toki's elder twin sister who has lost her memories of him for some reason. She attends the same school as Sakura and is in the same year as Heike, working with him in the Student Council.
- Anti-Hero: Nominal Hero.
- Big Sister Instinct: Protected Toki at the cost of her power and memory.
- Blood Knight: When her memory briefly returns.
- Daddy's Girl
- Dissonant Serenity: When she was Code:04, she was known as a ruthless killer with the most serene smile.
- The Ditz
- Evil Twin: Though she's less evil than hellbent on accomplishing her tasks, which often require her murdering criminals in cold blood. And even her "twin" status is up to debate now.
- Four Is Death: She was the previous Code:04, and lived up to this trope to boot.
- Opposite-Sex Clone: To be precise, what she actually became to Toki. The original Nenene was neither Toki's twin nor clone and not even related to him by blood; she just belonged to the "Apple of Eden" group of children that Eden raised. In order to make a vessel for Toki's overwhelmingly powerful magnetism, her left brown eye was traded for Toki's blue one in order to imprint Toki's gene into her, thus transforming her into Toki's twin and the bearer of his inborn power.
- Parental Favoritism: Prime Minister Fujiwara used to dote on her because she showed more potential with magnetism power than Toki. Which prompted him to run away from home, and in an effort to bring him back, Nenene shared half her power with him.
- Sleep-Mode Size: The current ditzy, amnesiac, loli self of Nenene is actually her Lost form. Her real self is not one to be taken this lightly at all.
- The Mole: Implied to have been one to the Prime Minister by Saechika
