The Council of Shadows

Planning and deception are our forte. Trust is not what we look for in members, but doubt. After all, a shadow must be suspicious, never trusting enough to stay in one place and caught by the talons of the light.

In the early days of the Tropes Pantheon, chaos reigned. Alliances were being established, temples were under construction and dozens of fictional characters were becoming deities. Amidst this crowd, plenty of Nebulous Evil Organizations rose, including HYDRA, Shocker, SEELE and the like. But nobody expected what is today the Council of Shadows.

All of its members deny being the one to form the Council of Shadowsnote . Maybe it's true and someone else planned them (referred to as 'The Founder') Maybe not. No one knows what they're planning, but their fingers are everywhere. It is they who plan many of the great initiatives and plans taking place in the Pantheon, such as manoeuvring characters for ascension. It is even said the abolishment of the realms of the Fallen, Retconnian and Limbo was thanks to their 'persuasive' lobbying. When former Chief Justice Johnson of the Big Five was removed from the Pantheon, he was revealed to be in the council's pocket and hundreds of documents relating to the Council were seized from his office. They have sworn never to trust such a corrupt figure again.

They meet in a chamber underneath the Planning meeting room. It's a large room with a circular table surrounded by secret facilities. Yes, there's a One-Way Video/Two-Way Voice crystal ball in the table's center.

Every meeting, there's a sealed envelope written by one of its members for each person gathered - and only that many. They talk lightly, but their words carry multiple layers of meaning. It's impossible to understand them unless you already know what they're talking about. If a member cannot attend in person or doesn't have a visible form he or she appears as the hologram of a monolith with a heavily modulated voice. All members of the council have a number which they are referred to as in all correspondence unless circumstances demand otherwise. Important councillors also have a title relating to their role in the Council. Don't let the lesser status of some of them fool you; they don't need brute strength.

It is speculated by those who know of it that the Pantheon's iteration of the The Illuminati may be a proxy organization of the Council of Shadows or the other way around. Evidence reveals that that is not the case and that both bodies openly despise each other.

    • For identity masking purposes, the Council uses only the numbers 001 to 099. 001 to 010 is held by important Council members such as Committee chairpersons and inner circle councillors.
    • The more numbers a councillor has, the longer they've been on the council. Keep this in mind and try not to add too many numbers when adding a new councillor as this may break the seniority.
  • Goal: Their personal ambition or goal.
  • Text: Add how they entered the council, more detail into what they do, relationships with other councillors specifically with relation to the Council itself, etc. Optional but try to pepper your text with encryptions to hide Council secrets with [REDACTED], [DATA EXPUNGED] and ███. Inner Circle

While it isn't clear if the Council of Shadows has an upper echelon, intelligence operatives have determined that members who have used the identification number 001 at any point are more important than the others in deciding on the direction the council is going.

  • Allegedly the first human to be on the Council of Shadows, Keel Lorenz had already been funding it for a few years prior to his induction. He and several other SEELE members have served on the Council in various levels of authority. Keel joined the Council for one reason and one reason alone: to ensure that SEELE's ideal version of Instrumentality is carried out and woe betide anyone, councillor or otherwise that dares to stand in his way. He is one of the few members of the Council who has no private life outside of it or inclinations towards any group.
  • With his world's Earth in ruins (both in the original and reboot), he is greatly scorned by the other members of the Council, especially Gendo Ikari. Most records pertaining to him involve his plans to re-enact Instrumentality on the entire fictional omniverse with councillors merely nodding sympathetically. The Council may plot and scheme for their own benefit, but councillors who aren't immortal or Overdeities concur that they do not want to sacrifice their individuality even for the sake of a successful plan. Councillor [REDACTED] even questioned if any benefit other than ending war exists with Third Impact/Fourth Impact:
[REDACTED]: 039 (his number at the time), suppose you accomplished your plan. What would be the benefit? All denizens in the omniverse of fiction reduced to globs of LCL? What of the soulless monsters of the GUAD? Nekron and his hordes of undead will be free to roam as they desire. Our souls in the Black Moon will have no chance to enjoy harmony. Soul eaters will come for what they consider a free lunch. You will only grant everyone a slow, painful Cessation of Existence. Consider this.
  • As part of a line of councillors who masterminded world-ending events, he was placed in charge of some of the Council's dirtiest tasks. One of his most infamous projects, Project Ravaged Angels ended in failure despite evidence to the contrary. Intended as a contingency if the Council's existence were ever to be divulged to the Pantheon at large, it involved mental imprint programs being installed on the OS of a new line of Mass Production Evangelions. The last test runs ended with [DATA EXPUNGED] being destroyed with ███ deaths occurring. Despite the main test's success, the unexpected death toll and resulting massive cover-up budget ended with it being terminated and it remains one of Keel's most perplexing failures.
  • Several former deities who attempted to discover his identity mysteriously disappeared from the Pantheon on his orders, Sir [REDACTED] was brutally beaten and press-ganged into committing several massacres of superpowered deities from the [DATA EXPUNGED] universe. The ascensions of several gods of destruction and Yui Ikari using Lucifer as a proxy were likely masterminded by him.

  • Goal: Achieve his great plan
  • Tzeentch could literally be "The Founder" in plain sight. A compulsive planner, the Lord of Change has masterminded countless conspiracies, mind games, ascensions, removals and other shadowy affairs in the Pantheon. Hundreds of thousands of those plans can be at work at any one moment, which was what motivated him to form the Council: a group of lesser beings to survey the small portions of his schemes that would affect the Pantheon to a large extent. Which could be utterly false.
  • He is the Council's director of planning, having been elected to this illustrious position unanimously (Light had to be beaten into submission). The biggest and most important schemes by the Council go through him, and he either approves or denies its passage. Despite being a great asset to the Council, his cryptic manner of speaking and an air of smugness over having his hands in everything alienates him from the councillors who desire camaraderie. Moreover, he's simultaneously behind the Council's schemes and the schemes of those working against them. Tzeentch claims this is Just as Planned, but one gets the feeling he's just playing around.
    • Which has even been worsened by the fact that he's now a co-head of the GUAE Vile Specialists, graciously accepting employment from Melkor. The other councillors know he's up to something as always.
  • A perennial habit of his that annoys the council is claiming responsibility for major events either in the Pantheon or in any given fictional universe. Some of his most infamous interventions include ██████ ███, engineering [REDACTED] return to the Pantheon, and establishing [DATA EXPUNGED] as a front for their operations. While some of his claims have been proven false, enough of it has enough truth that it borders on Mind Screw. The Council's records state as much.
    • Councillor Baelish believes that Tzeentch deliberately does this as a way to eventually throw the Pantheon's inhabitants into complete paranoia. After all, he has his hand in everything that transpires in the Pantheon.
  • Tzeentch normally sends one of his Daemons to meetings.. To this day he has never been physically present, opting to appear as a hologram of the Mark of Tzeentch. Since every plan that directly benefits him is already in motion, Tzeentch mostly remains silent at meetings. While his penchant for constant planning makes the very Council his knowing and unwilling pawns, he was made the God of Planning for a reason. Ultimately, he and the Council are made for each other: master planners working towards their own personal goals which with the status quo may never be achieve.

  • Goals: Destroy the Kamen Riders and all other tokusatsu heroes, conquer the Omniverse and convert all its inhabitants into kaijin.
  • The shapeshifting mastermind behind evil organization Shocker and its many successors, the Great Leader held observer status for years like Moriarty, focused on the civil war taking place within the old Demonic Legion until he won and gained dominance over the other factions. Ever since he joined, the Great Leader has become one of the Council's authority on any and all operations related to monsters, especially biological experimentation. Many have commented that if Shocker were to become its own player in the War of Alliances they would win by virtue of weakening the GUAE. Yes, the GUAE relies on Shocker that much.
  • Rarely attends meetings in person, opting to speak from behind a hologram, taped messages or via one of his generals. He has only appeared in person for emergency meetings, in forms ranging from a red-robed Klansman, a skeleton, a giant brain and [DATA EXPUNGED]. When he attends in person it's usually a sign that Shocker is about to propose a big plan to the Council. And most of the Great Leader's plans are large enough in scale that it has effectively monopolized the cyborg-making industry in their favour.
    • May possibly be warping time and space to prevent knowledge of the Council from leaking to the Pantheon at large. True or not, the very idea has some councillors worried.
  • Councillors have questioned him on his true origin many times; was he a Tibetan monk able to re-animate the dead or a literal embodiment of evil? He has given conflicting answers in documentation and/or threatened the questioners with death. His secretive nature doesn't hide that he may very well be an Overdeity concealing his true power. Even Tzeentch worries that the Great Leader could potentially evade his attempts to manipulate the rest of the Council.
  • A special regiment of Shocker led by [REDACTED] serves as one of the Council's front-line forces should it need to enter direct combat such as during the aftermath of Team Rainbow Rocket's collapse and combat testing of Kinderheim 511 recruits. The Council's most unsavoury biological and biomechanical experiments are carried out through Shocker as well, ██████ ███ victims for conversion into kaijin for unknown purposes. The Great Leader's representative at the time of the first kidnappings has come under fire for this since it could expose their existence.

  • Alignment: Chaotic Evil (Above Good and Evil according to himself). It was speculated that he was just a demon that wanted to cause trouble, but it was later agreed upon that his intentions, whatever they are, are not neutral.
  • Role: Chairman of the CoS Weirdness Committee, ambassador of weirdness, leader of the Illuminati Society
  • Known Council Numbers: 001, 013, 042, 069, 078, 090
  • Goal: Rule all of reality and existence and create a "fun" world without rules or restriction where weirdness reigns supreme.
  • Became a councillor early in the Council's existence and rose to power after causing Weirdmageddon. Rumour has it that he blackmailed his way into the Council by [DATA EXPUNGED] the previous seat-holder. Bill Cipher is a chaotic entity of weirdness and destruction and is not to be toyed with, even as a Lesser God.
  • As a member of the house of Analysis and Records, Bill serves as the Council's intelligence officer, in charge of encrypting the Council's records, leaking false stories about its existence and throwing off deities aiming to uncover its existence. Due to his efforts, no one councillor knows about all their fellow members' plans or has any leverage over them. He is at the same time however very lax about security, sometimes claiming to have revealed information or messed with a plan for his own amusement. Nevertheless, his flippant style of management works in a place like the Pantheon where structure is nonexistent and as Johan Liebert says: it pays to have a bit of crazy in the middle of the order we claim to desire.
    • He even once redecorated the council chamber with entrails as an April Fool's Joke, which did not sit well with most of them.
  • Due to his peepholes having been in many times and places, and in many different dimensions, he knows quite a lot of information. That's basically the gist of why he was elected into the Council: his omnipotent level of knowledge proves useful to them.
  • Very infuriating at times. His manner of speech when he takes the floor is a mix of taunting, threatening and random gibberish which only deities like Tzeentch can understand. No one dares to interrupt or rebuke him (if they understand what he's talking about) for fear of having their ears coming out their eyes like Preston - or worse. Only the inner circle can actually decipher all records owned by the Council while others have to come to him for a translation.
  • Has openly stated his intentions to restart Weirdmageddon in the Pantheon, promising that it will be beneficial and 'fun' for the Council and a place where they don't have to worry about hiding in the shadows anymore and can engage the Alliances openly. The entire assembly knows he's full of shit and that they'll be his playthings for all eternity if they ever gave him free rein over anything.

  • Role: Chairman of the CoS Committee for Political Affairs, Lord Patrician of Ankh-Morpork, Secretary-General of the Pantheon Reformist Front Party
  • Known Council Numbers: 001, 003, 023, 054, 066, 082
  • Goal: Retaining control over Ankh-Morpork and ensuring the Pantheon remains the same.
  • One of the few members of the Council to be directly chosen by "The Founder", Havelock Vetinari has served as its political counsel from the very beginning. Most of the Council isn't fond of him and the evil-aligned have tried to oust him from his seat numerous times for one reason or another, but his "replacements" never quite seem to get the hang of things, meaning he's always back before long. This is not so much due to a lack of qualified successors as it is the result of Vetinari's plots: he has arranged for things to simply be better for everyone so long as he is in power.
    • Now the Council has a legitimate reason to keep him around: Samuel Vimes is now Chief of the Tropes Pantheon Police Department, meaning that Vetinari has a lot of say in how it's run. Aside from the usual checks and balances, Vimes usually listens to his leader's 'advice'. Also came up with the idea for PITCH, the department's highly secretive intelligence arm as their ace-in-the-hole against the GUAG Intelligence Division.
  • Knows the nature of anyone he observes for more than a few minutes. Any appointment to a prominent seat must be vetted by him. The last deity not vetted by him, [REDACTED], siphoned off the Council's shadow bank account (one of [DATA EXPUNGED]) for use in an unsanctioned pollution project.
  • Rather unusually for this House, Vetinari does not appear to be ambitious; on several occasions he has refused to take steps to add to his domain. This could, of course, simply be because at the moment, seizing more power would interfere with future plans. His golden rule of not pursuing good or evil, but simply keeping things the same forms the bedrock of his philosophy in the Council: he advises against groundbreaking or Take Over the World plans since one; they're boring and two; they provide no benefit since Status Quo Is God.
  • Ever since the Pantheonic Rebellion Vetinari leads the Council's Political Committee, a who's-who of politicians and military leaders dedicated to influencing politics implicitly. It is a common topic among the shadow councillors that this may be the leadership of an underground political party. Sometimes speaks for other politicians or military leaders who work with him for the Council, such as Grand Admiral Thrawnnote .

  • Alignment: Lawful Evil, Chaotic Evil as a Servant
  • Role: Chairman of the CoS Underworld Council, chief criminal advisor to the Council
  • Known Council Numbers: 001, 008, 035, 056, 072, 081, 093
  • Goals: Kill Sherlock Holmes, maintain his criminal empire and rule the criminal underworld with mathematical order.
  • Professor James Moriarty is a late addition to the council's ranks, joining around [DATA EXPUNGED]. Until then, he dwelt as one of its unlisted observer members for years and is even rumoured to have been one of its founding members even before joining (separate from "The Founder"). If Tzeentch wasn't directly behind the odd murder perpetrated by the Council, chances are Moriarty was responsible. He claims that an unknown deity from the Council sponsored his schemes long before he decided to join, possibly "The Founder" itself. It took him ██ years before he was accepted into the Council's inner circle and since then, he has never looked back.
  • The Council's main contact in the House of Crime which is one of their most profitable enterprises. Every criminal enterprise there is implicitly controlled or manipulated by him as a 'consultant', making him the most proficient mortal mastermind in the Council. In return for services rendered, he requests their financial and manpower support which he then uses to fund the Council's clandestine operations. His most successful initiative yet, the Oculus Infinitus promises the Council near unrivalled control of the Pantheon's criminal landscape.
    • More than ███ billion pounds sterling has been devoted to creating an information network connecting all large-scale crime families and illegal organizations into a single alliance à la United Nations. [REDACTED] has personally voiced his support for Moriarty's initiative.
  • The evil counterpart to Havelock Vetinari within the Council, they form two sides of the yin-yang of law through government and chaos through crime. Given this the two are often at odds and it is known that the two often yell at each other over their differing viewpoints on council policy. It is not known how alignments factor into this, as the composition and majority alignment of the Council has yet to be confirmed and documented.
  • Well-regarded by his peers for his dedication to his plans and to see them through. However, his obsession with Arch-Enemy Sherlock Holmes tends to cloud his objectivity and fill him with rage. Holmes only has minor suspicions about a Council of Shadows existing so that problem is for the time being not of any consequence. Nevertheless, Moriarty has been personally behind ███ denials of ascension just so there's one less detective in the Pantheon to give him a headache.


Committees

War Committee

The councillors that deal most closely with the Pantheon's eternal Alliance-on-Alliance war, seeking to either further or slow it down depending on how it benefits them. Super-soldiers, war materiel and powerful weaponry are provided to the Council this way. Led by Keel Lorenz and Red Skull.

  • Originally an observer member of the Council, Johann Schmidt was barred from an official seat because the others feared a takeover by the GUAE Liebertarian Movement. Batman was heavily in favour of excommunicating both him and Johan Liebert from the Council but conceded that having HYDRA as an ally of the Council would be preferable than being infiltrated and taken over from the inside. Schmidt provided cosmically-powered weapons and tools like the Cosmic Cube to willing clients long before his ascension, and this steady service has continued into his time as a Council member. Has since become vice chairman of the Council's War Committee, answering to Councillor Keel.
  • As leader of one the most dangerous and widespread organizations in the Pantheon, his rivals in the Council have to watch out for him. Since his entry he has orchestrated countless espionage schemes, illegal cosmic experimentation, incursions into universes where there are no ascended deities (such as [REDACTED]). He may only be a Lesser God in terms of power, but he is watched very closely to prevent a hostile takeover.
  • Once presented the idea of synthesizing Omniversal-level Infinity Gems with fellow councillor to circumvent the Achilles' Heel of them only being usable in Earth-616 was very impassive about being used as a test subject but warned of the consequences of Schmidt personally trying to hijack such power again, citing his enforced sentence as keeper of the Soul Stone in a certain universe. The Council immediately rejected Schmidt's proposal, further fearing interference from The One Above All or one of his underlings.
  • Whenever he cannot attend a meeting personally, he sends a HYDRA High Council member like Baron Wolfgang von Strucker or Alexander Pierce in his place.

  • Along with Batman, Lelouch vi Britannia is one of the most decorated and high-ranking officers of the Grand United Alliance of Good. Commander of the 8th Army (his Britannia forces), a prominent infantry general of GUAG Command and (in future) commander-in-chief of the ground mecha forces of the GUAG Robot War Division, he provides so many assets to the Council that it was almost blasphemy not to invite him in.
  • When not plotting ways to overthrow evil empires, Lelouch engages in the game of kings: chess. Few people who have played him have asked for a rematch. He is one of the few who could successfully challenge Light Yagami — one of his greatest nemeses — without using any form of magic.
  • As of this day, Lelouch is taking care of the rebellion of HIS OWN PEOPLE against him. Some say his mortal brother Schneizel is behind this, but Lelouch already suspects Light to be behind Schneizel. Turns out it's Aizen and Palpatine.

  • Having Palpatine as his surrogate parent has affected Maul emotionally in more ways than one. As a result, he declares himself an enemy to the GUAE and the GUAD and Harbingers of Repression aren't any different. Maul instead allied himself with Malekith, a villain independent from any major villain faction and attends the Council as a favour to the Witch-King.
  • Maul is constantly at odds with senior GUA members in the Council as he's always had a problem with people like them dithering over processes. After all, Palpatine leads the GUAE Conquest Force and from experience isn't a fan of people already in positions of power to be in the Council.

  • In cooperation with Herr Schmidt, he runs Millennium as the Council's foremost provider of supernatural assets like their vampiric soldiers. The sudden increase in his organization's size is attributed to Hydra. He oversees Project Fragment, which aims to consolidate all forms of vampire DNA across fiction into a superior strain capable of converting Overdeities and bending them to the Council's (read:Millennium's) will. This may be a reason why Twilight deities have never ascended. The Major reportedly finds them unsuitable for his experiments and thus 'a waste of space' in the Pantheon.
  • Revels in chaos and bloodshed. This isn't any more clear than in his dealings with the Council. Councillor [REDACTED] has remarked on the peculiar way his smile curls whenever they review casualties from the House of Military and Warfare and how they've diverted supplies to prevent injured threats from recovering. One thing is clear though: The Major doesn't seem to be in it for the success. Rather, he's here to enjoy the fun and perhaps make the Council's war plans Bloodier and Gorier while he's at it.

  • Under Schmidt's command, Böhm is also allowed to continue his reign of terror on various Houses in the Pantheon, gathering people such as Zofia Zawistowski and making them slave labor. Anyone who tries to resist him and his forces are often on the receiving end of the barrel of a sub-machine gun or assault rifle, courtesy of an SS soldier.
  • Using his Hans Dorfmann alias once more, he continues gathering intel on the many Allied deities in the Pantheon. He manages to successfully trick a number of unwitting deities, often those who have met the aforementioned Allied deities, into thinking he's an OSS agent, many not knowing of his true allegiance. It helps that few outside of the many Allied deities know who "The Butcher of Bologna" actually is, and what he looks like.

While he is unabashedly open about being a villain and a powerful tyrant, he knows better than to trifle with those stronger than him without any sort of backup. From there, Lord Recluse developed several backup plans thanks to his enhanced intelligence and implemented strict laws to his subordinates, especially not to mess around to assure victory. He was sent to the Council of Shadows by Darkseid to serve as the liaison to the GUAE Dystopia Harbingers, but assures them that Darkseid isn't planning a takeover... yet.
  • His superpowerful mind, Lord Recluse is completely immune to brainwashing, mind reading and mind control. His mind is able to identify and perceive moments and outcomes in seconds and he can devise a complicated strategy in under 10 minutes. Recluse has thus been put in charge of all Council intelligence matters since he knows how to keep quiet and is interrogation-proof.
  • Though he may be among the top members of the GUAE Dystopia Harbingers, Lord Recluse is open to invite other villains to Arachnos and provide them objectives and rewards. He's taken some notes from Darkseid that anyone who works in Arachnos acknowledges him as their superior, no if's and no but's. And there's no point in trying to be deceitful and manipulative since Lord Recluse will see that coming before they could initiate it.
  • Will never, ever be in the same room as the Red Skull or The Major. Any time Herr Schmidt or The Major comes personally to a meeting, expect Richter's chair to be empty. Lord Recluse hates Nazis and has made it clear any one of them in his vicinity will be slaughtered on the spot.

A corrupter in every sense of the word, he embodies the worst of the Council's aspects and in turn is either respected or reviled by its members, especially those from the Grand United Alliance of Good.
  • A secretary who declined to be named secretly taped the instances of Johan 'kindly' lecturing the more impertinent councillors. From recovered tapes, Johan seems quite an avid listener during speeches and taps a glass of vintage wine whenever he wishes to speak. Johan once commented on the Council's inability to manage the individual motivations of its members compared to the GUAE Liebertarian Movement which unified all its members goals into the political aspirations of 'Lieberty', eternal suffering and despair. No one dares to cross him since as one of Melkor's Horsemen, he could easily Unperson any of them through his subordinates.

    • Considering how often The Tape Knew You Would Say That Hari Seldon apparently deduced to the letter the events and words spoken at every meeting of the Council of Shadows years in advance.
  • Runs the Council's top-securitybank accounts and prevents financial fraud by its members. It's happened before. When former Councillor [REDACTED] tried siphoning ██████ in American dollars before being offed temporarily by Deathstroke (no longer in the Council) on Seldon's recorded orders. Before that Batman was put in charge of running financial matters to keep him out of the way of the Council's more morally dubious planning meetings. Seldon actually volunteered to replace him in this regard.
    • Would like to be put in charge of more scientific operation, but that's hard when you're not really there.
  • For all of his good work so far, Seldon does have one Achilles' Heel. The increasing ascensions and removals to and from the Pantheon have deteriorated the quality of his messages. More recent (supposedly) pre-recorded holograms of Hari Seldon still converse as if Azula was still on the Council. This inaccuracy has yet to significantly affect his participation in the meetings...so far.
  • As a series of recorded messages, Hari Seldon is entirely immune from several other councillors' powers and abilities including Light Yagami’s Death Note and Lelouch vi Britannia’s Geass. Any councillor who hates him can't do anything since he's technically dead. At worst all the offender could do is cut off electricity to the meeting room but that would make everyone hate him since that also cuts off the Wi-Fi. Seldon planned this well.

  • Very very silent during meetings, preferring to have an underling (usually Dante or King Bradley) speak on his behalf because he gets off on the councillors who don't know better thinking he's a sissy. The last time one of his plans was rebuked by councillor [REDACTED] he transformed him into hot oil and drank him. One of The Dreaded for the Council for reasons like this, and the wiser ones know he has a big plan in place which he probably only considers discussing with the inner circle, who share his wish to become Top God of his universe and defeat Truth who they see as one of the most difficult obstacles to their various plans succeeding.

  • Evolto joined the Council after Kane was ousted as leader of the GUAE Corruption Agents. Reportedly received the role after Kane offered him a cup of coffee and a sealed envelope with reasons for stepping down and directions to the main Council chamber. When he arrived he proudly announced that Kane was taking a permanent leave of absence to handle 'personal matters' and that he would be taking over as their Grim Reaper. All groaned at this except Tzeentch who just sneered maliciously at him.
  • Prepares coffee for every member of the Council before each meeting, whether they want it or not. Being an alien who only pretended to be a café owner, his coffee is terrible. Most have learnt to just nod appreciatively and stealthily substitute an identical cup full of anything else. Those that openly question Evolto's taste in ingredients either get a shrug or getting sucked into a black hole.
  • Just as lax about security as Bill Cipher, joking openly about other classified plans. The Council has tasked him with destroying worlds from [DATA EXPUNGED] and seizing his universe's version of Pandora's Box. His activities log remains full.

  • Joined the Council due to being obsessed about his goals and to find an alternative to seeking out good fights. Pride being his representing nature is evident, thanks to Madara's boisterous talks and quips about how powerful and reputable he is.
  • Despite his villainy, his long-term goals do sound somewhat benevolent, although it may not be for the best. Still, most Council members stay out of talking about Madara as it's his feelings for his loved ones that triggered his power (and corruption). He's also a lot more subdued when in the Council, only speaking when he finds a window of opportunity to express his wishes. Still, he manages to retain some level of exaggeration in his tone.
  • Contrary to popular belief, he does not want to initiate the Infinite Tsukuyomi. After figuring out that the technique was meant to convert the captured into White Zetsus, Madara realized this didn't align with what he truly wants. He's taken to further researching and experimenting on what can be done to bring what he call "true peace" to civilization. He and Regime Superman get along very well thanks to their cynicism, with Madara also using the Council to provide for the fallen Man of Steel.
  • As a countermeasure, Madara will often send out a clone to attend the Council if he feels like he'd want to go fight someone. Or just as a way to Troll the attending members.

  • There are rumors that he started making deals with some of the Grand Alliances for Devil Fruits, using his position as a measly Costume God to avoid suspicion.
    • Apparently, he has managed to set up a factory of artificial Devil Fruits somewhere in the Pantheon. Its location is currently unknown.

  • Formerly a passive observer, Renya Karasuma took David Xanatos' seat on the Council when he had to take a temporary leave of absence from the Pantheon. Ano Kata promises to keep the seat warm for his predecessor but in the meantime is planning to bolster his organization's power with his newfound authority. With the Black Organization's sudden upswing in criminal influence, the Council of Shadows is glad to have their leader as an ally.
  • Never appears in Council meetings personally, opting to let one of his agents attend in his place (no agent named in-series has ever attended a Council meeting, even Rum or Gin). Some councillors have theorized that Karasuma may not even be alive at all (since he is over 140 in age), and that whoever is in the Council is an imposter (if the real Karasuma is dead), a successor (if Karasuma is a codename or title) or like Hari Seldon (a series of highly accurate recordings). Probably for the best anyway, since he tends to be overly cautious according to Vermouth.
    • Speaking of Vermouth, she is especially barred from attending meetings despite being Ano Kata's favourite due to the infamous mandate surrounding Conan's identity as Shinichi Kudo. The Boss knows nothing about it and the good-aligned Councillors want to keep it that way.
  • Is only ever referred to as Ano Kata or "That Person" during council meetings. The last councillor to refer to him by name was last seen [DATA EXPUNGED] and has mysteriously gone missing. His or her body along with ███ other test subjects was one of the victims of APTX-4869. He runs criminal operations for the Council with Councillor Moriarty's advice. The nature of said operations has not been established but it is apparent that it has a lot to do with attaining immortality or raising the dead.
  • Several dummy corporations in the House of Commerce specializing in pharmaceuticals have been traced back to him or another deity working for him. Most of the research undertaken by these companies involves creating sister poisons to the prototype APTX-4869 suitable for higher-ranked deities. It is unknown how far the Council is involved in this and how it will benefit them.

  • Was inducted into the Council by Planning denizen David Xanatos (no longer in the Pantheon) after he almost usurped the authority of the Main House during [DATA EXPUNGED]. Xanatos offered him a chance to learn from planners and orchestrators in order to shake off the bad reputation he has in the Pantheon. Suffice to say, while Light has accepted the offer, his personality hasn't changed all that much. Even after serving as a long-time councillor he still nurses godly ambitions which he has neither the temperament nor the humility for.
  • Is handed a small list of names every meeting to write down in the Death Note. Some are real and some aren't, mostly to give the illusion that he serves a purpose. The Council doesn't trust him enough to carry out their most high-profile murders. Even if Light does his job well he isn't a following orders type of person, and while intelligent, hasn't adapted well to the nature of the Pantheon despite being one of the Council's longest serving members. This has begun to change ever since Minoru Tanaka became yet another Kira and actually managed to evade capture (by humans anyway). Light has since been put in charge of handpicking potential Death Note users alongside [REDACTED] for the purposes of gaining control over DN's shinigami race.
  • Either appears in person or has Teru Mikami or Ryuk attend in his place. The councillors love it when Ryuk attends because he always brings delicious apples for them. Ryuk does this so they make him or a fellow shinigami a full-fledged member of the Council when Light inevitably gets bumped off. When Light does appear in person, he remains silent in meetings for fear of embarrassing himself. He still remembers the dressing down he received from Councillor [REDACTED] after an outburst on his fifth Council meeting:
    [REDACTED]: You may be a prodigy who killed your world's greatest detective, but when outmaneuvered most of us know to accept defeat. When you are outmaneuvered you become a shrieking whiny child. You talk a big game but you are nothing without that Death Note. Nothing.
  • Despite humbling in the period since he joined the Council Light's goal to become god of his world and subvert the Council's authority altogether still remains. He is using the operation under his command to eventually surpass the Shinigami King and be able to use his Death Note however he wants. The Council has made plans for this and hopes to profit should Light's plans succeed. He is aware of this and as a member of the Grand United Alliance of Law, hopes to receive support from both so he can at least rule his universe unchallenged except by YHVH and the Council. He actually hopes to eliminate them as well but enjoys their company for the time being.
