Fillydelphia

    Red Eye's Slavers 

  • The Empire: Red Eye's Slavers, one of the most powerful armies in the Wasteland, will always embark on numerous conquests to forge an empire rivalling old Equestria.
  • Private Military Contractors: Once it became clear that Red Eye's operations were stable and his pockets deep, mercenaries began to line up to join his army. The good pay was more than enough to make up for the long hours.
  • Undying Loyalty: The Disciples are Red Eye's most devoted and fanatical followers. They all know their place within his great plan, and they are all more than willing to do their part towards his goal.

Red Eye


  • The Dreaded: Red Eye's name is known and feared across the entire Wasteland.
  • Godhood Seeker: Red Eye seeks to ascend into a new God to guide Equestria into a new age.
  • Necessarily Evil: Though he is well aware that some of those under him do, Red Eye does not take pride or joy in mass slavery. It is nothing more than a means to an end, a necessary evil that will create the foundations from which Equestria may be rebuilt. Someday, the slaves would be granted freedom, but that day is not today.
  • Visionary Villain: Red Eye, a brutal warlord who has been responsible for many terrible atrocities against ponykind which are unforgivable in the eyes of most, dreams of restoring Equestria so ponies could live, work and frolic without fear of suffering or death, and the horrors he had brought about would no longer be needed. He himself recognises that he is the very image of all that is wrong with the wasteland, the very icon of the suffering it inflicts—the new Equestria will have no place for ponies like him.

    Fillydelphia Contingent 

  • Elite Army: Due to strict recruitment standards, the Fillydelphia Contingent has maintained the most professional, if small in numbers, army in the Wasteland.

Nova Rage


  • Arranged Marriage: Inspired by similar marriages throughout history, Nova Rage comes up with the idea of proposing to Red Eye—a union between their two factions could create one of the most powerful and fearsome forces the Wasteland had ever known. She also can't deny that Red Eye is a rather handsome stallion.
  • Make It Look Like an Accident: Anypony who might've wronged Nova Rage in the past, or so much as thinks about defecting to Manehattan, will be met with a sudden 'accident' while out on patrol.

Manehattan

    Tenpony Tower 

  • Ragnarök Proofing: Tenpony Tower was able to survive the wrath of the balefire bombs thanks to a series of thick steel walls that coat the MAS Hub.

Twilight Society


  • The Man Behind the Man: The Twilight Society is the mysterious and secretive organisation that controls Tenpony Tower from behind the scenes. Very few non-members even know of its existence; the majority of Tenpony's residents believing that the Tenpony Administration is in charge instead.

Grim Star


  • Conscription: Grim Star imposes mandatory conscription, drafting anypony lacking any crucial contribution to the tower.
  • Defiant to the End: After ghouls take over Tenpony, a severely beaten and injured Grim Star, when brought to trial, calls the assembled crowd them 'a bunch of rotting zombies', and goes off on what many would go on to call the most anti-ghoul racist speech they've ever heard. Even when muffled by the guards, he continues to make incoherent noises which still sound vaguely insulting.
  • Final Solution: After taking over Marelem, Grim Star commits genocide against the local thestrals, whom he considers vile creatures that do not belong in his nation.
  • Great Escape: The disgraced Chief of Security, Grim Star, lies within Tenpony's cells. However, many security guards remain loyal to him; if they successfully carry out a coup against the Twilight Society, they'll release him from his cell and put him in charge of Tenpony.

Rotting Tail


  • Absolute Xenophobe: Rotting Tail's paradise is made by ghouls and for ghouls alone, who are free to enslave any so-called 'smoothskins'.
  • Would Hurt a Child: In an event, after discovering a pony family hiding in a basement, Rotting Tail has his guards drag them out and execute them, adults and foals alike.

    Manehattan Contingent 

Cottage Cheese


  • Brain Uploading: In his quest for immortality, Cottage Cheese discovers a document detailing the Crusader Maneframes, which is capable of independent thought and even uploading a pony's mind into itself. His next focuses involve securing one from the Manehattan Raiders and finding a way to safely upload his mind, the latter of which will determine whether he succeeds or fails.
  • Immortality Seeker: Cottage Cheese seeks eternal life, so that he may lead the Steel Rangers forever.

Steelhooves


  • Reluctant Ruler: Steelhooves has never wanted to be Elder. He turned it down when Cottage Cheese's predecessor died and intends to turn it down again when Cottage Cheese himself follows, but can be forced to take charge if Cottage Cheese is ousted in a vote of no confidence.

Hayseed

    Neighvarro 

  • City in a Bottle: The Council has always told citizens that the Surface is an inhospitable nightmare, full of horrifying abominations and savage barbarians.
  • Disaster Democracy: Since the apocalypse, the Enclave has been a free and open democracy, with every citizen having the ability to vote.
  • Proud Warrior Race: The Enclave revives the warrior culture of ancient pegasi, who were fully loyal, without fear or hesitation, and would unquestioningly charge headfirst into enemy forces on their commander's orders.
  • Screw This, I'm Outta Here: During the Great War, the pegasi elite conceived of a plan to abandon Equestria. Should Equestria lost, or if balefire bombs reigned across the globe, the pegasi (mainly those of military, political and industrial importance) would take to the skies and hide amongst the clouds, leaving the rest of Equestria to their fate. From there they would try to forge a new Equestria in their own image. If their plan was ever found out, those involved would have likely been executed for treason, but this never happened, and on the day the world ended, they were quick to put it into motion.

Featherfall


  • Glory Days: Featherfall won great glory in the Griffon Campaign at a relatively young age, though everything since then has been mostly downhill. Generally regarded as uninspired, dry and dismissive, many believe that Featherfall's days are numbered, both politically and on this mortal plane.

Seafire


  • Internal Reformist: Seafire is a reformer who seeks to put an end to the Enclave's militarism and xenophobia, restore true democracy, help the surfacers below, and create a shining city in the skies.
  • Unwanted False Faith: Seafire's generous aid leads the Hayseed Cult and Hayseed Walkers to worship the Enclave as gods, giving them divine gifts from the heavens above. Though such a thing is usually not supported, Seafire uses this opportunity to further relations, allowing the Enclave to annex both without bloodshed.
  • Welcome Back, Traitor: Seafire declares a complete pardon for all 'non-criminal' dashites that have been exiled from the Enclave. Even though their reputation as traitors who turned their back on and betrayed their people won't just go away overnight, Seafire remains optimistic that the Enclave will come to accept these ponies as having had the best of intentions, given enough time.

Autumn Leaf


  • Deal with the Devil: When Featherfall's corruption is being investigated, Autumn Leaf offers his support in exchange for the appointment of a sizable number of his supporters to various ranking positions within the military. Accepting this increases Destruction popularity and might allow Autumn Leaf to overthrow the Senate after Featherfall's trial.
  • Emergency Authority: In his first focus, Autumn Leaf institutes emergency powers, putting the civilian government under military control, since he believes that democracy has failed.
  • Master Race: Autumn Leaf views all non-pegasi to be subponies no better than animals that must be subjugated.
  • Military Coup: Autumn Leaf is not a candidate in the election for the Senate; instead, if his clique is strong enough, he'll storm into the Senate Hall, declare the election a sham, and install himself the Enclave's new temporary leader.
  • Take Over the World: Autumn Leaf's idea of returning to the surface is Operation: Cauterize, which seeks to reclaim all of Equestria from the creatures that occupy it. When Operation: Cauterize is launched, Neighvarro declares war on every other country in eastern Equestria (except the Unity if it struck a deal with the Enclave beforehand, in which case it will be backstabbed later on).
  • Timed Mission: The War Exhaustion mechanic, which constantly rises (and spikes after heavy losses and especially the defeat of the two Army Groups) serves as a timer for Operation: Cauterize; the two decisions that immediately reduce War Exhaustion also increases its future growth, and once it reaches 100, Autumn Leaf's government will collapse, resulting in a crippling national spirit that will all but ensure Operation: Cauterize's failure.

Azuria

    Shattered Hoof Raiders 

Deadeyes


  • Puppet King: While Deadeyes is seemingly the gang's leader, he's but a puppet for the mysterious and elusive Mr. Topaz, a dragon living in the mines beneath the old prison.

Gawdyna Grimfeather


  • Internal Reformist: Gawdyna does not want to rule over raiders, no matter how successful. Instead, she would rather be ruling over a proper nation, one that holds greater ideals than simply raiding for supplies. After taking over Shattered Hoof, she starts reforming the gang into the Provisional Republic of Azuria, a democratic republic where people could choose their own leaders.
  • Landslide Election: In the Republic's first election, Gawdyna secures an overwhelming majority of the votes, since she was the only candidate on the ballots and the opposition was but a few minor write-ins. Many across the Republic think that the election was a sham and utterly pointless.

Appleloosa

    Ministry of Arcane Sciences 

  • City in a Bottle: For the past 200 years, the Ministry has been operating under the assumption that little was left of the Surface, save for radioactive ruins and mutated monstrosities from beyond pony imagination, until a recon mission proves that these projections were entirely off. Not only are radiation suits unnecessary for their mission, but they actually find relatively unmutated plant life and signs of animal life.
  • The Coup: Displeasing the Intelligence Committee or the Security Department too much will lead them to overthrow Minister Grand Spark.
  • Elite Army: The MAS's security personnel are all expected to be able to meet very strict standards when it comes to their mastery of the arcane. Most ponies do not meet these standards, but those who do are very talented and powerful casters.

Grand Spark


  • Fantastic Racism: Grand Spark is a unicorn supremacist and considers it only natural that unicorns should rule over inferior races. The nation that he reforms the Ministry into is called Unicornia, where most citizens are unicorns, while all menial tasks, hard physical labour and other kinds of 'dirty' work are to be performed solely by others.
  • Gilded Cage: If overthrown, Grand Spark is placed under permanent house arrest and permitted some relative luxury, but under no circumstances is he allowed to leave his quarters, and guards are to be stationed outside his door at all times.

    Lightning Scavengers 

  • I Can Rule Alone: Soon after Swift Storm is elected Speaker, the Enclavists and Hook Hoof's warband establish an unofficial government body called the Revanchist Council for the purpose of avenging the Thunder War. After this is done, the two lose their unifying goal and immediately start fighting each other until one emerges victorious.
  • Weather-Control Machine: The weather factory was once the pride and joy of Cloudsdale. Before the war, it regulated and manufactured Equestria's weather patterns, keeping the seasons in order. Now, it is but a shadow of its former self, but is nonetheless capable of influencing rain and storms within the Lightning Scavengers' territory.

Skybreaker


  • Voluntary Vassal: In an early focus, Skybreaker approaches the Ministry of Arcane Sciences, offering to serve as their vanguard and some territory in exchange for technology. Depending on how events transpire, the Lightning Scavengers might backstab the MAS, become an independent ally, or be annexed.

Swift Storm


  • Fantastic Racism: In Swift Storm's view, there are two types of peoples: pegasi and everyone else. His government is for pegasi alone; others do not deserve support and are not needed as anything more than servants.
  • Kangaroo Court: After triumphing over both Featherbrush's Talons and Hook Hoof, Swift Storm holds a mock trial for the latter, in which he acts as the sole judge, jury and executioner. After reading out a rather extensive and questionably accurate list of crimes, he declares Hook Hoof guilty of all charges and has him immediately shot.

Hook Hoof


  • Cincinnatus: At the end of his Republican path, Hook Hoof steps down so the Republic can run itself without being chained to his authority.

    Old Appleloosa Slavers 

  • Civil War: If the Rangers of Old Appleloosa are angered enough, they'll revolt against Steel Shackles, resulting in a civil war.
  • Private Military Contractors: The Rangers of Old Appleloosa are a private military force dedicated to eradicating the many raiders and mutants that roam the Appleloosan Desert.
  • Public Execution: After the civil war erupts, Old Appleloosa's town square becomes the site for constant executions. Deserters and POWs alike are made examples of, left hanging in the wind to remind everypony of the price of treason.

Steel Shackles


  • Hunting the Most Dangerous Game: Steel Shackles instates a yearly tradition called the Servile Hunt, rounding up some particularly feisty slaves to be hunted for sport.
  • A Lighter Shade of Black: Since Red Eye's slave empire is far more brutal than his own, Steel Shackles spreads promises of peace and freedom, or at least more comfy work conditions, to sway some of Red Eye's slaves into rebellion.
  • Nepotism: After taking over the government, Steel Shackles gives power to his greatest supporters: his own family members.
  • The Starscream: When Steel Shackles approaches Red Eye, offering cooperation and subservience, he fully recognises that if he wants to become the undisputed master of the wasteland, a war with Red Eye is inevitable. It's up to the player whether Steel Shackles ends his career as Red Eye's subordinate, or stands up and fights.

Farsight


  • Conscription: Farsight conscripts the slaves of Old Appleloosa in his war against Steel Shackles. Whether they want to or not, the slaves shall fight for their freedom.
  • Slave Liberation: After winning the civil war, Farsight immediately abolishes and outlaws slavery both for citizens of Old Appleloosa, as well as throughout its entire territory for non-citizens. All slaves are to report to the nearest Ranger in order to be reassigned to a new purpose.
