Word of God states that Billy The Fish was intentionally designed to be the Scrappy: the stupid, unfunny and generally crap strip that always gets read last. It is the only strip drawn in greyscale, in order to make even the artwork look dull.
Not only does this sound like an Intended Audience Reaction, but the same character has a Base-Breaking Character entry on the same page.
I agree that Weevil is probably a hate sink (it's been a while since I've seen the show, so I can't be 100% confident in my assertion).

- The Scrappy: Vignette Valencia has very few defenders and is seen as one of the weakest Equestria Girls villains for her shallow and annoying personality,careless endangerment of others, and poorly thought-out and executed plan. While her design was well-received, it's mostly agreed her awful personality overrides it, and she otherwise lacks the sympathy, humor, and/or coolness that made past villains more engaging. Even those who find other villains worse only "defend" Vignette due to her being so forgettable her wrongs don't stand out. Season 2 of the shorts would put her in a better light, but this was seen a too little too late and annoyed fans they brought her back over other, more popular characters.
As the blatant complaining wasn't enough, I am not sure if she is one. The criteria is below.
A Scrappy has to be:
- Unintentionally hated by the audience: If this character is supposed to be hated due to being a villain, idiot, or Jerkass, they're a Hate Sink. They can be well received by adding to the enjoyability of the work, if only for the satisfaction of them getting karma.Examples While such characters can overlap with The Scrappy, they have to be hated for different reasons than intended that detract from the work's enjoyability.Examples A character's story should be concluded, seeing if they were supposed to be hated or get due karma, before judging them as a Scrappy or not.
- Hated by the majority of the audience: If they have about as many fans as detractors, even if the latter are more obvious, that's a Base-Breaking Character. Examples of Americans Hate Tingle and Germans Love David Hasselhoff similarly don't count, as they have fans somewhere. Someone not personally liking a character is not this (unless it's a Show Within a Show example). For a character to truly be considered a Scrappy, even the Silent Majority has to dislike this character.
- A single hated character: The Scrappy, as an Audience Reaction, only applies to individual characters. Hated works or products do not count. Groups don't count either as they are not characters, and each character could vary in individual popularity (unless said group is small enough that all of its members can feasibly be judged Scrappies on their own).
- Hated for narrative reasons: They're hated for the perception of being poorly written or detracting from the narrative. If the character is hated for gameplay reasons as opposed to narrative or character writing, that's a Tier Induced Scrappy. If the character is hated because people hate the actor portraying the character, that's X-Pac Heat.
- Hated by the fans of the work: They have to be hated by people who unironically enjoy the work otherwise. Hated by those who dislike the work to begin with don't count.Examples
- Consistently hated: If an otherwise well-received character does something objectionable that's temporary or minor compared to their liked portrayals, or is likable depending on who's writing them, they normally have enough fans not to count as Scrappies.

She has very few defenders and is hated for the way she's written, and fans seem to still dislike her even after she returned and was written a little bit better.

I'd prefer a balance of both. Too far in either direction and you get bashing.

Amber is an extremely, extremely contentious Base-Breaking Character at the moment. Responses to her tend to be overwhelmingly hot takes, but she's not universally hated in the way we need here, not by a long shot. Amber has many defenders who feel the show improves her storyline, and who think her actions are justified or at least sympathetic. There's a lot of debate over Amber, and while plenty of people dislike Amber in good faith, there's also a gargantuan number of bad faith takes on the character that are based in sexism or racism. Amber has a lot of people who like her and is under no circumstances a Scrappy, even if many of the people who dislike her tend to be extremely loud about it.

Also, we really should not be deciding on whether or not takes on a character are made in good or bad faith.
- The Scrappy: Lou Strickland. He’s an annoying and obnoxious Fat Bastard with a stupid, whiny voice and makes dumb jokes. Even for a villain, he’s unbearable. It doesn’t help that he’s voiced by Rob Schneider in the US version.
He's probably an example, but the way it's written right now, it's very complainy. It also doesn't explain the deal with Rob Schneider voicing the character either.

If there's no mention about how the fandom feels about the character and it's just complaining just cut it.

I hope no one minds me bringing this up, but does Replacement Scrappy apply to real people? Because Jeopardy! has a few examples, two of them commented out, one of them involving a guest host.
