A one-shot character from an episode of Chargeman Ken!. He is Ken's sister Caron's piano teacher. While teaching Caron piano one day, he starts hypnotizing her... Because the piano teacher is actually a Juralian. The Juralians are the main villains of the show, an evil shapeshifting alien race trying to kill Ken and take over Earth.

That’s Red Cyclone from The Battle Cats. It’s one out of the many cyclone enemies, who are bonus bosses with a few things in common, those being that they have a ton of health and have the fastest attack speed in the game. That one in particular is Immune to Flinching and is the strongest in terms of attack but is the easiest to kill because of the large number of cats that can counter this enemy.

that's the Guardians of the Galaxy emblem. In the comics, it was a cross between Star-Lord's and Nova's respective insignias as something of a show of their respective comics relationship.

That is Garlen from Klonoa. He is a main antagonist in Dream Champ Tournament, a playable character in Klonoa Beach Volleyball and is one of three/four main antagonists in Klonoa Heroes. According to TV Tropes, he has said to based on Dr. Eggman but I don't know if that is the case.
I want to punch him because he tried to turn people into gears.
