Almost all of the victors (and many other tributes and non-Hate Sink Capitol characters) are designed to appeal to broad categories of fans, and most of them succeed admirably at that, whether despite or because of the tongue-in-cheek tone of many chapters. Still, there are some who seem to stand just a little bit above the rest, based on the story's reviews.

Victors

  • Spool, for being able to pull off a masterful Twin Switch to save his brother from the arena.
  • Chaff's characterization as a fussy Teacher's Pet with Skewed Priorities and Break the Haughty Character Development is praised for being a unique version of his character and is insanely memorable, even though he barely appears outside of his chapter.
  • Dollar's status as a District One victor who's a hilariously tactless Crazy Survivalist and Zombie Apocalypse prepper has received high praise. Not everyone likes how her arena is a recreation of Resident Evil 3: Nemesis, but just about everyone likes her character and wishes she had dialogue in more than two or three chapters.
  • Lammy has a strong fanbase for her impressive Hunter Trapper skills that win her the Games without ever having to see any of her victims face-to-face, as well as her status as one of the youngest victors, and one half of a Star-Crossed Lovers couple with Spool.
  • Boulder, a Pint-Sized Powerhouse who doesn't oppose the Games but is occasionally revolted by them, is considered to be one of the best, if not the best, District Two victors, despite appearing in less than five scenes after the conclusion of his chapter.
  • Librae only has significant roles in three or four chapters, but is almost unanimously liked for the way she weaponizes surfing in her arena and for her Obfuscating Stupidity tactics.
  • Stallion has a lot of fans due to being a Gentle Giant germaphobe who mostly wins his Games (which take place in a sewer) by hilariously stampeding around in a panic, and then becomes a decent and caring mentor. He only has a main role in two or three chapters, but he is one of the victors who attracts the most He's Just Hiding sentiment.
  • Stage Magician Tabbock Summers may be the Token Evil Teammate of the District 9 victors, but his Refuge in Audacity tactics and Evil Is Hammy personality make him more memorable than some of his more prominent peers.
  • Pasture only has speaking roles in two chapters, but pretty much every fan of the story can fondly recall her at an instant's notice due to her status as a Large Ham hillbilly who breaks the kill record by beating people to death with shoes.
  • Skinner's chapter is his only significant appearance in the story, but some people praise him as District Ten's best victor due to him being a fearless One-Man Army and Hunter of Monsters who avoids targeting the other tributes in the arena.
  • District Seven's first two victors, Fir and Pliny, are both Doomed by Canon and don't even appear in every District Seven-centered chapter, but both are extremely well-loved characters. Pliny's popularity comes from her humorous Heavy Sleeper traits, friendship with Duke from District Twelve, and Wins by Doing Absolutely Nothing victory. Fir's Pungeon Master dialogue and interesting interactions with her Parental Substitute and Jack (who she mentors to victory) make her pretty popular.
  • District Five's first two victors, Shunt and Isobel, are both dead by the 40th Hunger Games but are both pretty highly-rated victors. Isobel's popularity comes from her unnamed combat skills, how she's the original leader of the Second Rebellion, and her attempt to assassinate Snow. Shunt (an aspiring fantasy author) charms a lot of people by being a Gadgeteer Genius with good night vision who imagines his Games as a fantasy story where he's the main character as a coping mechanism and worries about whether he's the good guy.
  • District Four's last victor, Ron, only appears in two chapters, but might be their best-liked victor due to the tragic backstory behind his volunteering and the memorable scene where he uses a ruthless collaborator as a Human Shield.
  • Mercy's Friend to All Children personality and how she takes it into the arena with her make her a lot more popular than the average victor to only appear in two or three chapters (and in one, she only has a cameo appearance).
  • Bentley's pacifism and rapping skills make him pretty well-liked, even though he only has a big role in two or three chapters.
  • Teff's POV scenes as a deaf tribute and family relationship to her district's first victor make her the most popular District 9 victor for some readers.
  • Despite being a selfish Category Traitor who only talks in three or four chapters, Anchor attracts some Love to Hate feelings for the pragmatic tactics he uses to win the Games in just twenty-three hours and for having a couple of Pet the Dog moments (at least by his own standards) during his inner monologue.
  • Augustus Braun has little to do outside of his chapter but is well-liked for making a moving and believable transition from a cocky loyalist to a disenchanted mentor as he grows attached to his tributes but keeps failing to save them.

Others

  • Chev only has a few scenes in the eleventh chapter but makes an impression with his Heroic Suicide robbing the controversial Olga of her much-savoured final kill and for being the uncle of future victor Chassis.
  • The twelve girls who form a Sisterhood Eliminates Creep alliance to go after Neon in Chapter 49 have a good mixture of funny, touching, and awesome moments that endear them to many fans.
  • Action Girl Mare from Chapter 43 and the companion piece The Acidic Forest is considered an impressive and sympathetic character and worthy runner-up for those games.
    • The Acidic Forest character Pixello may die in the bloodbath, but has his fans for being the originator of the landmine strategy that his nephew uses in the 74th Hunger Games.
  • Capitol child Alvorn Wake is one of the best-remembered Capitol Games tributes despite his lack of dialogue, due to how he is one of the toughest and most ruthless fighters in the games despite only being thirteen and having a prosthetic arm, but also gets some good humanizing moments in the way his family talks about him and Cupid comforts him as he dies.
  • Captain Abe is a very well-regarded mentor despite only being a Capitol official assigned to the role until a Distirct 6 tribute wins. His Going Native arc is very well-liked.
  • Chuff Mitchell only gets a couple of quick cameos, but fans love the Black Comedy behind how he avoids being reaped as a tribute due to the escort reading the wrong name and his extremely tenuous connection with the Games getting him appointed a mentor for the Capitol Games.
  • From 24 Tributes: The Howling Island:
    • Acura has a very compelling A Death in the Limelight, and some fans wish she had been an actual Victor in the main story.
    • Audi from District 6, Cherri from District 11 (whose chapter establishes her as a Man of the City Genius Bruiser), Cotty from District 8, and Ratchet and Mouse from District 3 (especially Ratchet) have been getting a good bit of praise and attention even before getting their own POV chapters.
