Almost all of the victors (and many other tributes and non-HateSink Capitol characters) are designed to appeal to broad categories of fans, and most of them succeed admirably at that, whether despite or because of the tongue-in-cheek tone. Still, there are some who seem to stand just a little bit above the rest, based on the story's reviews.
