The woman known as Bad Penny worked for a copper-working factory in Star City. When Star City began to rely on optical fibre rather than traditional copper cable for the city's World's Fair, the factory went out of business after failing to bid for a key contract and Bad Penny was among those were laid off. Furious at the loss of her job, Bad Penny acquired a pair of gloves with circuitry in them that enables her to give strong electrical shocks to anyone she touches, which she used to commit more daring criminal acts.

Big Bad Wolf
Dolph Marrock, also known as Big Bad Wolf, is The founder, creator and leader of The Berserkers a criminal gang based out of Seattle. Beside being a frequent criminal felon and president of his bike club he is also unmedicated warg with powers.
- All Bikers are Hells Angels: Marrock leads the Berserkers: a biker gang of werewolves.
- Our Werewolves Are Different: Marrock suffers from Lukos; a sexually transmitted form of lycanthropy. The disease causes deformation of the frontal lobe and swelling of the adrenal and pituitary glands, increasing anger, hunger, and impulsivity. When the infected is excited or enraged, they bled from their eyes, nose, fingernails, and gums, thereby spreading the disease to those they hurt. The longer the infection, the more extreme the change, to the point of appearing akin to werewolves.
- Plaguemaster: Marrock can infect others with Lukos, a form of lycanthropy.
- Super-Senses: Because of his infection, Marrock has senses akin to those of a wolf.
Big Game was a super-villain and enemy to Green Arrow. He models himself as a big game hunter. Eventually he was murdered by Cupid, who was eliminating all of Green Arrow's old enemies. His son Blake took over the legacy to take revenge on Green Arrow and Cupid.

- Affirmative-Action Legacy: The original Big Game was white. His son Blake is dark skinned, indicating that he is mixed race and that his mother was probably black.

A former lover of Oliver Queen, Blood Rose was at one point turned into a robot, and fell in love with Midas. Fighting against Green Arrow numerous times in revenge against Queen, she was eventually defeated, and caused her own self-destruct mechanism to activate. She was later rebuilt by Midas.

Brick
A stone-skinned crime lord who gained a major influence in Star City following a power vacuum created after a demonic power had cut the city from the outside world for a while. While he technically is a metahuman, he actually owes his success less to his power, and more to his intelligence and brilliant criminal mind.
- The Chessmaster: Undeniably one of Green Arrow's smartest opponents.
- The Don: Best-known as a major crime lord in Star City, and at one point was the leader of its entire criminal underground.
- From Nobody to Nightmare: Started out as a low-level enforcer and street gang leader. Following a demonic attack on the city, he used the ensuing power vacuum to expand his gang's influence, and ended up not only uniting most of the gangs in Star City under his leadership, but also killing the mayor.
- Genius Bruiser: He is a metahuman with stone-like skin, making him both super-strong and Nigh-Invulnerable. He also happens to be a criminal mastermind.
- Katanas Are Just Better: Uses a katana as a weapon during the Lemire/Sorrentino era.
- Large and in Charge: Guy is huge, and a major crime lord to boot.
- Nigh-Invulnerability: His stone skin makes him capable of shrugging off missiles.
- Scary Black Man: Well, at least he used to be black. His transformation into a metahuman caused his skin to turn reddish.
- Super-Strength: Strong enough to outmatch Green Arrow in a fist fight.
- Take a Third Option: When his influence started to grow, he was invited to a meeting of the various mafiosi and gang leaders who led Star City's criminal underground, and offered the choice of either continuing his activities on the condition of giving them a cut, or being killed. His answer was to have the entire house leveled by a missile, killing them all but leaving him unharmed because of his powers, and making him the lone gang leader in the entire city.
- Unexplained Recovery: Was at some point killed by Cupid, before being inexplicably brought back later.
- White Hair, Black Heart: His hair is white, and he definitely isn't a good guy.
Character who butted heads with Green Arrow. He used to be Green Arrow's arch-enemy before Merlyn. He's Green Arrow's version of the Joker as many of Green Arrow's early equipment and environment is similar to Batman's. Leapo is a crack shot and was able to deduce the science behind Green Arrow's weaponry.

- Conveniently Cellmates: Once shared a cell with Batman foe the Signalman, who he instructed in archery.

Camorouge
Camorouge is an international thief and assassin-for-hire who is able to turn invisible thanks to a stolen military stealth suit.

- Professional Killer: An international assassin who moves in the same circles as Deathstroke.
- Spy Catsuit: When not invisible, her stealth suit is a form-fitting bodysuit with removable hood.
Catman
A socialite who squandered his fortune in an unsuccessful bid to become a Great White Hunter, Thomas Blake instead used the skills he learned to become a thief, becoming a Spear Counterpart to Catwoman. Despite being a Scarily Competent Tracker with fairly decent fighting skills, his success was somewhat inconsistent until he reinvented himself as a morally ambiguous mercenary. After some time in the wilds of Africa, the now chiseled and badass Catman is one of the more (anti) heroic members of Secret Six... most of the time.

China White
China White is a leader of a drug crime group on Starfish Island, forcing its inhabitants to work on her heroin fields. She was indirectly responsible for kidnapping Oliver Queen in the boat, carried on by her mercenary to kill him, but Oliver survived. After he rescued the villagers and sabotaged China White's drug operation on Starfish island, she became a recurring foe to him.
- Bad Boss: She killed her henchman Hackett for failing to kill Oliver Queen.
- Color Character: China White. She dresses always in white and her hair seems to be dyed white.
- Dark Action Girl: She's very proficient at martial arts, acrobatics and guns.
- Light Isnot Good: She always dresses in white and her hair seems to be dyed white, but is the leader of a drug cartel that dominated the South Pacific.
- The Queenpin: She's the leader of a drug cartel that dominated the South Pacific.
- Rogues' Gallery Transplant: While originally an enemy of Green Arrow, in Rebirth she becomes an enemy of the Justice League of China.

- You Have Failed Me: She killed her henchman Hackett for failing to kill Oliver Queen.
Citizen
A rookie cop frustrated by wealthy criminals using their political connections to avoid criminal charges, Joseph Stranz became the masked vigilante calling himself the Citizen to impose a justice that the law could not. Feeling that heroes like Batman and Green Arrow do not go far enough, the Citizen kidnaps offenders and subjects them to a kangaroo court, allowing followers on the Internet to decide whether his victims live or die.
- Bald of Evil: Keeps his head shaved so he can alter his appearance more easily.

Clock King
Billy Tockman developed a fascination with time and clocks at an early age. When his sister was stricken with a terminal illness, he began robbing banks in the hopes that he could raise enough money to find a cure for her condition. These hopes were dashed when Green Arrow disrupted his operation. Obsessed with revenge, Tockman became the Clock King, using clock-related gadgetry to commit his crimes. A longtime foe of Green Arrow, Clock King would also develop an enmity with Batman and the Teen Titans. He has, at various points in his career, been a member of the Injustice League, the Time Foes, and the Suicide Squad. The New 52 transformed him into a non-costumed crime boss with a fondness for clock motifs.
- Clock King: He tries to be one, counting seconds and scheduling, but actually doesn't reach the level to qualify.
- Cynicism Catalyst: His invalid sister's death was what drove him to villainy.
- Depending on the Artist: The hands on his clock-shaped mask are sometimes drawn static, as if they were just eye-slits shaped like clock hands, but some artists draw them like actual clock hands, changing place depending on the hour of the day. As of Rebirth, however, the mask appears to have been dropped in favor of mirrored glasses and a tattoo of a clock and arrow on the side of his head.
- Ineffectual Sympathetic Villain: During his time with the Injustice League.
- Insufferable Genius
- Killed Off for Real: The pre-Flashpoint version died in a mission for the Suicide Squad.
- Came Back Wrong: This version of the Clock King later showed up alive in Deathstroke's solo comic as a vampire-esque temporal paradox that must feed off others to survive.
- Legacy Character: A second Clock King, based largely on the Batman: The Animated Series incarnation, was a foe of the Teen Titans.
- Tragic Villain: See below. He only turned to villainy out of despair so he could ensure his invalid sister would have a better future, and then so he could get revenge on Green Arrow for making his initial plan go horribly wrong.
- Your Days Are Numbered: A particularly cruel subversion in his backstory; he was told by his doctor he only had six month left to live, which led him to try and rob a bank in a last effort to secure his sister's future. It eventually turned out the doctor had made a mistake with his papers, and he wasn't terminally ill. Which he found out after being sent to jail and his sister dying in-between. Harsh.
Clock King II
Billy Tockman is a ruthless crimelord in Seattle. He controls the city's waterfront and operates out of the Midnight Lounge. In his spare time, he tinkers with clocks as a hobby. He uses weaponized clocks and watches to attack his victims.
- Affirmative-Action Legacy: A villainous version. The original Clock King was white. This version is African-American.
- Gadget Watches: Uses weaponized clocks and watches to attack his victims.
- Race Lift / Scary Black Man: The New 52/Rebirth version is an African-American crime boss/inventor who can build bombs disguised as clocks.
Constantine Drakon
Committing his first murder at the age of ten, Constantine Drakon discovered that he was a prodigy at killing and decided to become a professional assassin. Considered by many to be one of the greatest non-metahuman martial artists on the planet (not counting Batman and Lady Shiva), Drakon has become one of the Emerald Archer's more formidable foes.
- Arrogant Kung-Fu Guy: Though he can back it up most of the time.
- Arrow Catch: Does this on a regular basis.
- Badass Boast:"I have killed more people than cancer. I like my work. I am very good at it. It is not just a job, it is a vocation. While some men excelled in athletics or the sciences as children, I was most adept at doing harm to other living beings."
- Badass Normal: Not a metahuman, but can catch five arrows one handed.
- Beard of Evil: A Roger Delgado style goatee.
- Cool Shades: Rarely seen without a pair.
- Evil Wears Black: His color of choice.
- Lightning Bruiser: Nearly on Batman's level, the guy can dodge arrows like nobody's business, and many of his victims don't see him coming.
- Pint-Sized Powerhouse: Notable for his short stature, which often leads to jokes about his expense.
- Sharp-Dressed Man: When he is wearing a shirt, it's usually part of a nice suit.
- The Sociopath: He claimed that he had nothing strange or traumatic in his upbringing to turn him to murder, he was simply curious to see what he could do.
- Tattooed Crook: Has an elaborate dragon tattoo on his back (Drakon being Russian for dragon).
- Villainous Friendship: With Deathstroke after the two of them got sent to the same prison.
- Walking Shirtless Scene: His standard fighting attire is usually just a pair of black pants with double-strapped sandals.
Count Vertigo
The last descendant of the royal family who once ruled over a small eastern Europe country named Vlatava. After being exiled, he turned to crime with the ultimate goal of reconquering his homeland. A long time foe of Batman and Green Lantern, Vertigo also serves as a Scarecrow-style adversary for Green Arrow, as his powers effectively void Ollie's marksmanship skills.
- Aristocrats Are Evil: As mentioned above, he's descended from royalty. Having endured mental illness and brainwashing, he prioritized his health above his birthright, and eventually any chance of returning to his throne was ruined when The Spectre incinerated Vlatava.
- Badass Longcoat: More recently, he's been wearing one of these instead of his original cape.
- Berserk Button: Brainwashing and drugging. First a group of Vlatavan nationalists drugged him so he could serve as a Living Prop and a weapon to drive the Soviets from the country, and then Poison Ivy found him and kept feeding him drugs to keep him subservient.
- Death Seeker: Was this for a while in the Suicide Squad, and almost entered into a duel with Deadshot for the sake of dying. He grew out of it eventually. Ironically, despite welcoming death, he was one of the survivors of the Squad's disastrous mission to Apokolips.
- Going Cold Turkey: He was left at least partly dependent on the drugs Ivy fed him, just after a lengthy process where the same was done to him by Vlatavan right-wing politicians. Furious and desperate, he had Amanda Waller check him into a metahuman research institute where he was allowed this detox method under strict medical supervision.
- Handicapped Badass: Technically, he has a hereditary inner ear defect that affects his balance, and is forced to use a small electronic device implanted in his right temple to make up for it (the New 52 redesign moves it to his forehead, making it look like a Third Eye). However, the same device allows him to affect other people's sense of balance, so he can use it for fighting purposes.
- Heel–Face Revolving Door: A subtler example than most, and due almost entirely to his manic depression. Devoutly religious, Vertigo would go from believing himself the savior of humanity purging it of its sins, to a damned soul worthy only of death for his pride. This only got worse when his Vlatavan handlers drugged him to keep him in his manic state, and then again when Poison Ivy co-opted him for her own ends. His cold turkey withdrawals from these drugged states actually stabilized him, and while he was far from heroic, he's since been stable and uninterested in criminal behavior.
- Lodged-Blade Recycling: Backstabs Kanto, a New God, who had the arrogance to leave a dagger on Vertigo's back and presume he was dead.
- Nominal Hero: When he served under the Suicide Squad.
- Steven Ulysses Perhero: Until the New 52 changed his surname to Zytle.
- Tattooed Crook: The New 52 incarnation sports a hypnosis spiral tattoo on his torso.
- Who's Laughing Now?: During the War of the Gods crossover, Poison Ivy (his once-enslaver) fell in a Death Trap, and desperately started promising to become the slave of anyone who freed her. The only one who heard her was Vertigo, who walked away laughing.
Cupid
A special ops soldier working for the secret program known as Cobalt, Carrie Cutter came back from a mission very disturbed. As a result, she volunteered for a program intended to make her fearless. While the treatment was a success, and increased her strength in the process, it also caused her memory loss, and most importantly made her love-related emotions turned Up to Eleven. Believing her husband had abandoned her, she tracked him down to Star City and killed him. Green Arrow was involved in this, and she started developing an obsession for him.
- Abhorrent Admirer: Green Arrow isn't really interested in her, though this has less to do with her being ugly and more with her being a completely insane Yandere.
- Alliterative Name: Carrrie Cutter
- Bare Midriffs Are Feminine: Her outfit leaves her stomach bare and she's both feminine and insane.
- Chained to a Railway: Kidnapped Green Arrow and chained him to the railway so they die together.
- Fallen Cupid: She's a mentally and emotionally unbalanced archer who evokes Cupid imagery.
- Mad Love: Green Arrow clearly isn't interested in her, but try explaining that to her...
- Redhead In Green: She's a redhead and dresses in green to imitate Green Arrow.
- Shell-Shocked Veteran: The trauma from her time as a special ops soldier was what caused her to volunteer for a Super-Soldier program.
- Shoot the Builder: Upon getting a new haircut, she cut out the eyes of the hairdresser, for the hair was cut so perfectly that she did not want anyone else to ever have the same perfect hair.
- Super-Senses: The experimentation by COBALT gave her enhanced vision.
- Super-Soldier: Carrie Cutter was a special-ops soldier, working for a top secret program, but when her performance as a government agent began to wane and she began to lose her grip on reality, Carrie underwent experimentation with the military organization COBALT. The experiment was able to rejuvenate her physically and enhance her abilities but at a loss of her memory and sanity.
- Swallow the Key: After chaining Green Arrow to the railroad tracks, she swallows the key so they can die together.
- Villainesses Want Heroes: Her entire concept is based around the fact she wants to get in a relationship with Green Arrow.
- With Great Power Comes Great Insanity: The treatment she went through gave her enhanced strength, but seriously damaged her sanity.
- Yandere: She is absolutely obsessed with Green Arrow, and her approach of trying to win his affection involves hunting down and killing members of his Rogues Gallery.
Dante
The leader of the Ninth Circle, a supervillain banking firm. Green Arrow becomes their enemy when he learns that Queen Enterprises has been funding their operations.
- Badass in a Nice Suit: A red one, keeping with his Satanic motif.
- Brainwashed and Crazy: His followers, due to his purification ritual, but he describes going through the process himself, telling Black Canary that it made him what he is today.
- The Chessmaster: Has to be one in order to lead a Secret Society.
- Cool Boat: The Inferno, a floating fortress, described in-universe as a supervillain Fort Knox.
- Corrupt Corporate Executive: Pretty much an accountant/broker for supervillains. His client list includes the Yakuza, arms dealers, terrorists, and even a few presidential candidates.
- Deadpan Snarker: Once in a while.
- Expy: The Ninth Circle are one for the Court of Owls, putting him in the Lincoln March role.
- Facial Horror: His skin is sloughing off his skull.
- Gonk: He doesn't really have any skin, just charred flesh. And visible bone can be seen.
- Hoist by His Own Petard: Black Canary knocks him into the purifying lye that he uses to create his brainwashed followers. He gets better though.

- Our Zombies Are Different: They retain enough intelligence to speak and use weapons, and seem to have superpowers, like incinerating those they touch.
- Schmuck Bait: Ensures that he never runs out of followers; his loans have such high interest rates that borrowers usually need to work off their debts.
- War for Fun and Profit: The Ninth Circle will sabotage peace talks that are bad for business.
The premier Cold Sniper of the DCU and one it's top three assassins, Deadshot is a mercenary known for his Improbable Aiming Skills and (occasional) unique sense of fatalism. A frequent member of Suicide Squad, when he's not on the Squad he's not particular about who hires him, but follows a strict code of honor once he accepts a contract. As skilled with bullets as Ollie is with a bow, Green Arrow and Deadshot have no real animosity. However, a professional rivalry does exist, as each has the distinction of being one of the few people that made the other miss.
Death Dealer is a mercenary that uses playing cards as his motif and employs these cards as weapons and as trick cards. He along with Vengeance, the original Big Game, and Slingshot were apparently killed by Cupid, a new Green Arrow villain who was killing the lesser known Green Arrow rogues to profess her love to him.
- C-List Fodder: Seemingly murdered by Cupid.
- Death Dealer: Uses razor sharp playing cards and exploding cards as weapons.
- The Gambler: Uses playing cards as his motif and employs these cards as weapons and as trick cards.

Originally a soldier in the U.S. Army, Colonel Slade Wilson was part of an experimental super-soldier project where he gained enhanced strength, agility and intelligence. After being discharged from the army, he became a mercenary, eventually gaining a reputation as one of the world's greatest assassins. A longtime foe of the Teen Titans, Slade developed an enmity with Green Arrow when Ollie injured one of his eyes. Though Slade had been blind in that eye for years, it was implied that the eye itself was still there until that point. From that point forward, Slade became determined to avenge his defeat and teach Ollie a lesson in humility.
Eddie Fyers
A morally ambiguous mercenary who frequently performs wetwork assignments for the CIA, Fyers spent most of his career alternating between enemy and uneasy ally, before becoming a father figure for Connor during the time when Ollie was dead. In the New 52 reboot, Fyers became a villain again, a ruthless assassin who could competently spar with Team Arrow.
- Badass in a Nice Suit: Battles Green Arrow, Diggle, and Black Canary on a train while disguised as a waiter.
- Badass Normal: A normal human with fairly basic fighting skills. But he's as good with guns as Oliver is with the bow.
- Cold Sniper: He's no Deadshot, but he can take out ninjas and trained commandos.
- Combat Pragmatist: Without a weapon, he's not really particularly useful in a fight, and he knows this.
- Deadpan Snarker
- Dragon Ascendant: In Saga of the Longbow Hunters, he's working for a corrupt CIA agent named Greg Osbourne. When Osbourne is arrested by the FBI, Eddie replaces him as Oliver's primary contact with the CIA.
- Evil Counterpart: To John Diggle. Both men have received intensive military training, but Diggle uses his training to protect people, while Fyers uses his skills as an assassin.
- Final Boss: Is essentially this for Saga of the Longbow Hunters, since he only appears to cause trouble for the penultimate action sequence.
- Four Eyes, Zero Soul: Post New 52.

Executrix
The femme fatale using alias the Executrix was a well trained assassin who hired herself out as a bodyguard to the highest bidder. One of her employers were the elitist group of corporate leaders calling themselves the Wall Street Irregulars. This group of men were all at one time caught committing various financial crimes including such things as inside trading. As the Wall Street Irregulars sought to attempt to seize economic and political control of Star City, they saw the the Green Arrow as a deterrent to that success.
After failing to kill Green Arrow, she left the services of the Wall Street Irregulars as her employers and went on her own on individual paid hits.

Hatchet
Barny Hackett, also known as Hatchet, was a mercenary with an armor that allowed him to create energy weapons out of thin air.

- Non-Indicative Name: His codename is Hatchet but he uses guns, not axes or hatchets.
- One-Steve Limit: He's not related to China White's henchman whose last name was also Hackett.

High-Rise
High-Rise was hired by Brick to act as security for an arms shipment earmarked for him. Green Arrow and Speedy broke up the deal, and High-Rise attacked them, spouting off as though he was already a major player in the supervillain world. Speedy took him down with a glue-arrow.

Hyrax
Hyrax was an international eco-terrorist and the leader of The Eden Corps. Green Arrow was sent by the National Security Agency to infiltrate her organization, and he developed a romantic relationship with her. She planned on using a bomb called the Mutajek 9-9 to destroy Metropolis and rid nature of its blight upon the Earth. Flying over the city in a plane, she took a bullet in a shoot-out and died right after ensuring Arrow's demise. Her brother, Bengal, took over leadership of the group after her death.

- Animal Wrongs Group: Leads Eden Corps, a group dedicated to protecting endangered species to the extent that they willing to wipe out entire cities to do so.

The mercenary was secretly hired by Robert Queen to attack Oliver Queen so that he would survive or die and ultimately wash up on the island in order to teach him how to survive.

John King
A wealthy businessman, John King had a public reputation as a humanitarian who used his billions to travel from city to city, rejuvenating and improving their conditions with the goal of saving lives. In reality, much of his fortune has been acquired illegally, and his more philanthropic projects intended to indenture people to his will. When Green Arrow saved him from a mugger, King was angered that the Emerald Archer refused to kill the assailant, and embarked on a crusade to save the city from itself.
- Arc Villain: Of The Kingdom.
- Archnemesis Dad: To Mia post-Flashpoint.
- Corrupt Corporate Executive: Has ties to The Mafia, particularly the Falcone family, bought off several cops, and tends to make anyone who crosses him disappear.

- Expy: Created to provide Green Arrow with an adversary in the mold of post-Crisis Lex Luthor or Roland Daggett. Though he could also be considered a modern update of John DeLeon, the villain responsible for the loss of Ollie's fortune in the pre-Crisis era.
- Faux Affably Evil: Puts up a charming facade, but reveals his ruthless true colors with minimal provocation.

Leader of the Shield Clan, he is sent to stop Oliver and Shado when they return to the island in order to get the Arrow Totem during Green Arrow (Jeff Lemire).

- Authority Equals Asskicking: Leader of the Shield clan and the one who gives Oliver and Shado the most trouble.
- The Heavy: To Golgatha, the leader of the Spear clan and Big Bad of the Outsiders War arc, at least until Komodo kills Golgatha and assumes leadership of the Outsiders.
- Shield Bash: He uses his small shield to bash his foes.
Born into poverty with determination and intelligence as his only resources, Simon Lacroix was nevertheless able to secure an internship at Queen Enterprises. Impressed by the young man's perseverance, Robert Queen takes him under his wing. Simon resurfaces years as the masked assassin Komodo, and the adoptive father of Emiko Queen.
- Adventurer Archaeologist: An evil version, as he continues Robert Queen's search for the Arrow Totem.

- Arrogant Kung-Fu Guy: A master of kyudo, a Japanese mixture of archery and martial arts. He totally owns Green Arrow in their early fights, and does his fair share of trash talking while he does it.
- Big Bad Wannabe: He's Ollie's most personal foe throughout the Lemire/Sorrentino run, but Richard Dragon gradually usurps Komodo's Big Bad status and becomes the True Final Boss.
- Corrupt Corporate Executive: In his civilian identity, he's the CEO of Stellmoor International, a rival of Queen Enterprises.
- Eye Scream: Gets blinded in one eye during his second fight with Green Arrow.
- Heel–Face Door-Slam: When he finally acquires the Arrow Totem he has been seeking, it shows him that everything he has done to get there ultimately served no purpose, aside from turning Emiko against him. This happens about five seconds before he is killed by one of Emiko's arrows.
- Like a Son to Me: Robert Queen thought so for a while, as Ollie was still a Brilliant, but Lazy teenager at that point. Until Simon got too greedy and turned on him.
- Ungrateful Bastard: Robert Queen takes him under his wing. Simon returns the favor by betraying him.

Limelight
Limelight is a team of two sisters named Lime and Light. They worked with another villain of Green Arrow's called Rush. They first encountered Green Arrow when the team was rampaging across the west coast is cities like Los Angeles, San Francisco and eventually arriving in Seattle, where Green Arrow ended their rampaging by taking the team down. After being arrested, the team went to jail and were eventually recruited into the Suicide Squad. Light was later forced to watch as her sister's head explodes. Due to her sister dying, the team Limelight was disbanded, and Light is now on her own.
- Angsty Surviving Twin: It seems likely that Light will become this.
- Bare Midriffs Are Feminine: The twins Civvie Spandex outfits include strapless bustiers that leave their bellies bare.
- Boxed Crook: After being jailed, Limelight were recruited into the Suicide Squad.
- Civvie Spandex: The twins' 'costumes' consist of green bustiers and jeans.
- Coordinated Clothes: Lime and Light wear identical outfits.
- Flight: Limelight's energy powers allow them to fly.
- Killed Off for Real: Lime is killed when Amanda Waller detonates the nanobomb in her neck.
- Light 'em Up: Lime and Light have light powers, including the projection of energy blasts.
- Master of Illusion: The twins control of light allows them to cast illusions.
- Social Media Before Reason: Obsessed with fame, Limelight would would post their crimes on social media while they were performing them.
- Trickster Twins: A pair of fame (and social media) obsessed twin criminals, with flashy light-based powers, including the ability to create illusions.
- Your Head A-Splode: Lime is killed when Waller detonates the nanobomb in her neck and her head explodes.
Magus
An enigmatic character that claims to be an immortal. Not much is known about him. It is still uncertain whether Magus is his name or a title. At first he told Green Arrow that the 7th clan of the Outsiders was long lost forgotten, but he was later revealed to be the leader (or possibly only member) of the mask clan.
- Blind Weaponmaster: Capable of fighting numerous Outsiders at once with little issue, as well as fighting off Komodo despite his eyes seemingly being sealed shut.
- Complete Immortality: Claiming to be centuries old, Magus is capable of surviving an arrow straight through his head without much problem.
- Deadly Gas: Magus is capable of emitting a red gas from his body, whether from his hands or his mouth, that appears to either kill combatants, disorient them, or knock them unconscious.
- Poisonous Person: Magus is capable of emitting a red gas from his body, whether from his hands or his mouth, that appears to either kill combatants, disorient them, or knock them unconscious.
- Shapeshifting: Magus is capable of shapeshifting, including disguising himself as others in order to fake their deaths, at least to the degree of his head. Whether or not he can change his clothes this way is unknown.
- Teleportation: Appears and disappears on a whim (although this might just be an incredibly advanced form of Stealth Hi/Bye).
Merlyn
Also known as "the Magician" and "the Dark Archer", Malcolm Merlyn note is the third greatest assassin in the DC Universe (the top two being Deathstroke and Deadshot, respectively). Originally one of Ollie's former teachers who went rogue, the New 52 revamp gave him a more personal connection to the Queen family.
- Always Someone Better: In his backstory; he was one of the few people who could best Green Arrow with a bow. Ollie improved since then, however, and Merlyn eventually admitted he had been bested by him.
- Arch-Enemy: A potential candidate for the title toward Ollie. Notably, their relationship tends to be depicted as less aggressive than how Arch-Enemies usually are; they usually share a strong rivalry rather than any real hatred.
- Badass Normal: Let's put it that way; this is a guy who, with nothing but a bow and arrows, almost succeeded in killing Batman in his first appearance as a supervillain.
- Beard of Evil: A distinct goatee.
- Dark Is Evil/Evil Wears Black: Wears a black outfit.
- Evil Counterpart: To Ollie. Both are spectacularly talented archers, but Ollie uses his skill as a superhero, while Merlyn chose to use it for profit as an assassin.
- The Heavy: Being a hired assassin he is almost never the arc villain but is Ollie’s most personal rival.
- Legacy Character: Post New 52, there are two Merlyns running around, Malcolm and his son Thomas, the latter was hired by John King but has otherwise been less prominent than his father.
- Master Archer: He's a member of Ra's Al Ghul's League of Assassins and one of the few who can match or even best Green Arrow in an archery contest. In some continuities, he's Green Arrow's mentor-turned-rogue.
- Meaningful Name: The alias Arthur King depicts both his fascination with Arthurian Legend and the fact that he's usually Always Some One Better for Oliver. note
- Professional Killer: Initially worked for the League of Assassins, but became this after a failed attempt to kill Batman. While he would later rejoin the League, even being present to instruct Damian Wayne in archery, he still took whatever jobs he wanted.
- Punch-Clock Villain: He has no particularly dark ambition, no hatred toward Ollie or any other superhero and isn't insane; to him, supervillainy is a job and nothing else."Luthor and Grodd do it for power. Cheetah and Sivanna do it for kicks. And the Bat-villains... Well, they're just fried to begin with. Then there are those of us with a more professional interest."
- This extends to his place as the world's third-best assassin. Deathstroke has a warped sense of honor and vendetta. Deadshot's compelled to murder. Deathstroke and Deadshot both eagerly try to murder each other whenever they meet. Merlyn? Merlyn's just fine with not having to deal with that kind of Testosterone Poisoning.
- Ret-Canon: His real name was changed to Malcolm Merlyn post-DC Rebirth, as a nod to his TV counterpart. Who, weirdly enough, was born with the name Arthur King, which was revealed in a comic tie-in.
- We Can Rule Together: Makes this offer to Ollie in Emerald Outlaws:"My son was a failure. Your father was a failure. Maybe we can work to solve these vacancies and inadequacies in our respective lives? The Justice League won't have you — but the League of Assassins would — I would."

Midas
Midas was once a scientist working on a bacterial strain that would be able to revolutionize the treatment of toxic waste. While demonstrating his findings, he encountered a woman who seduced him, but eventually turned out to be an Eco-Terrorist hoping to steal the formula. The terrorists botched the job, causing an explosion which killed them, but sent Midas screaming in flames. Burning alive, he leapt into a river of toxic waste, and emerged a monster entirely composed of it. Skilled in mechanical engineering as well as toxic waste studies, Midas constructed the Blood Rose robot, who became the love of his life, aiding him in a life of crime that especially worked against Oliver Queen.
- Acid Attack: Midas' touch is extremely corrosive; capable of slowly melting away at structures and dissolving projectiles (such as arrows).
- Beast and Beauty: Is partnered with the gorgeous android Blood Rose.
- Berserk Button: Harming Blood Rose will send Midas into an unstoppable rage.
- Genius Bruiser: Retained his original intellect following his transformation, so is strong enough to lift a car over his head, but is also an expert in the fields of chemistry, bio-medicine and robotics.
- Immune to Drugs: Due to his physiology, Midas absorbs new toxins, rather than being adversely affected by them.
- Poisonous Person: Midas' entire body is composed of toxic waste, and he can absorb new toxins.
- Robosexual: Is in a romantic relationship with Blood Rose; and android he constructed.
- Super-Strength: His strength level is unclear, however, Midas was able to seemingly effortlessly lift a car over his head and throw it, as well as swing the base of a tree as a weapon. Naomi claimed Midas was "way" out of Green Arrow's league and could "give Superman a run for his money."

- Toxic Waste Can Do Anything: Burning alive, Midas leapt into a river of toxic waste, and emerged a monster entirely composed of it.
Moira Queen
Oliver Queen's mother who was assumed to have died in Ollie's youth. In the New 52 continuity, it is revealed that she is still alive, having faked her death to join the Ninth Circle, and reenters Ollie's life when Green Arrow becomes the Circle's enemy.
- Adaptational Villainy: While no saint, there was no doubt she loved her children in the CW show. In the comics, she's perfectly willing to sacrifice Oliver to save her skin.
- Battle Couple: With Malcolm Merlyn.

- Freudian Excuse: As the daughter of a waitress with a drug problem, Moira grew up not always knowing where her next meal was coming from so she learned to do anything she could to survive, or so she tells Ollie.
- Ret-Canon: Similar to Felicity Smoak, she did exist before the TV series, but her characterization was heavily altered to resemble her counterpart there.
- Silver Fox: She's aged fairly well, all things considered. And she actually has silver hair.
- The Social Darwinist: What sets her apart from her son:"If you want to succeed in this world, you need to focus on yourself. Somewhere along the way, you fell under the spell of some perverted version of the American Dream. Not everyone deserves everything. Not clothes, food, not medicine, not even life. The smartest deserve to rise. The strongest ought to survive. That's how a business, a country, a family advances."

Nix
Nix is an assassin and master of disguise hired by Isabel Rochev aka the Queen to kill Green Arrow.
- Malevolent Masked Men: Or women in this case.
- Master of Disguise: She is able to disguise herself to look like a man or a woman.
- Professional Killer
- Sadistic Choice: Nix kidnapped Mary, a woman Green Arrow thought responsible for the two murders. She was about to kill her when Green Arrow stopped her. To escape Nix fatally wounded an innocent bystander so that Green Arrow had to make a choice to save the man or chase Nix.
- Spy Catsuit: Wears a skintight black bodysuit when not in disguise.
- The Voiceless: Nix never speaks. It is not known if she is mute or if she just chooses to remain silent.
- White Mask of Doom: Wears an expressionless white mask which adds to her creepiness.

- The Blank: His helmet doesn't have a face, instead is a negation symbol.
- Child Soldiers: Adi was a child soldier, sold to one of the major drug dealing clans in Rhapastan by his parents to cover their debts.
Onomatopoeia
A Serial Killer who enjoys targeting badass normals, the enigmatic Onomatopoeia is an eccentric murderer who communicates only in sound effects; the last thing most of his victims hear is his impression of the weapon he is about to use on them. Introduced in the pages of Green Arrow, he hospitalized Connor Hawke, and has since tangled with both Oliver Queen and Batman.
- Badass Longcoat: Features a trenchcoat along with his mask.
- Batman Gambit: Used against the Trope Namer, even. Backed into a corner, outmatched in close-quarters and with a broken arm, he knifes Joker in the heart knowing Batman would let him escape to save the clown's life, no matter how logical letting him die would be.
- Beware the Silly Ones: On the face of it, a funny-looking supervillain with a really silly gimmick. Under the surface, a scarily competent Serial Killer with a knack for manipulation.
- Cold Sniper: Has made use of a sniper rifle and certainly has the personality.
- Cool Mask: With a bull's-eye on it.
- Guns Akimbo: Always carries a pair of semiautomatic desert eagle pistols.
- Happily Married: Has a wife and children who know nothing of his super-villainous activities. He's seen having a one-night stand in Batman Cacophony... and kills the fling once his "profession" calls.
- Hero Killer: His whole stint as a villain was based on his murder spree of costumed vigilantes that fought crime like Batman and collecting their masks as souvenirs of his victories. He nearly killed Connor Hawke via a bullet to the brain, injured Black Canary, and tried to kill Green Arrow and Batman for good measure but without success. So far he has killed 9 heroes according to the number of masks he has collected.
- Implacable Man: Nothing seems to keep him down permanently and he always ends up returning from his past hunt ready to kill as usual.
- Karma Houdini: His Post-Crisis incarnation definitely counts, having escaped from both Oliver and Batman. And he ended his tenure in that era by slitting Silver St. Cloud's throat in front of a horrified Batman. However, once he makes his reappearance in the Rebirth era of DC, he was stopped and turned over to the authorities by the Teen Titans.
- Made of Iron/Nigh-Invulnerability: It's one or the other. Whether he's a "normal" person with a ridiculously high tolerance for pain, or a metahuman with low-level invulnerability has not been revealed. Oliver turns him into a Human Pincushion by the end of their encounter, but it doesn't slow him down much. Neither does falling off a roof after dangling by an impaled foot.
- Mistaken for Gay: When he busts Joker out of prison to use against Batman and quietly gives Joker a large suitcase of money for his services, Joker assumes that Onomatopoeia has a clown fetish and partially strips down for him.
- Nerves of Steel: Stood with a drawn arrow between his teeth and another pierced through his shoulder for thirty minutes without flinching, Oliver being prepared to kill him if Connor died. He disarms Oliver and bolts for the door the instant Connor is stabilized.
- Painting the Medium: The explicit reason he's next to impossible to adapt anywhere outside the comics; his gimmick is so un-translatable from text-to-screen that any attempt to do so would require a complete overhaul of the character. The creator commentary for Batman: Cacophony admits as much.
- Rogues' Gallery Transplant: Introduced hunting down Connor Hawke, he later comes back to take on Batman twice. His game is hunting non-powered heroes, so it's to be expected.
- Saying Sound Effects Out Loud: The only way he communicates, most of the time. Played for scariness, too, as despite how silly this sounds it's generally handled dead seriously.
- Serial Killer: Of Non-Powered Costumed Heroes.
- Silent Antagonist: Only speaks in sound effects, the sole exception of which was to tell us his name. However, he spoke normally in his persona as "Baphomet" as part of his plan to ingratiate himself with Batman to eventually kill him, showing his inclination to speak in sound effects is clearly by preference.
Pinball Wizard
The Pinball Wizard was a manufacturer of pinball games. He was driven to bankruptcy when the large World’s Fair happening in Star City bought video game arcades instead of pinball machines. Along with two other persons whose livelihood had recently been ruined by technological progress — Bad Penny and the second Printer’s Devil — he attacked the World’s Fair. Their acts of amateur terrorism aiming to draw attention to their problems and those posed by technological progress in general.
- Ammunition Backpack: He apparently carries a large store of ball bearings in a container on his back.
- Ball Cannon: The Pinball Wizard carries mechanisms that shoot a stream of ball bearings. These are metallic spheres similar to those used in pinballs.
- Evil Luddite: Lashed out at all sorts of automated and robotized technologies to convey the message that they cost jobs and livelihoods.
- Fad Super: Likely inspired by the resurgence of interest in pinball following The Great Video Game Crash of 1983 (the character debuted in 1984).
- Only Known by Their Nickname: His real name is never revealed.
- Weaponized Ball: The Pinball Wizard carries mechanisms that shoot a stream of ball bearings. These are metallic spheres similar to those used in pinballs.
Printer's Devil
The Printer's Devil is an identity which has been assumed by two different foes of Green Arrow.
The first Printer's Devil was Tommy Doyle: a sports journalist at the ailing Daily Star newspaper. As the staff learned that a large Australian press corporation was planning to buy the Star, Doyle decided to foil the buyout due to the terrible reputation of the possible buyers. Through unknown means, Doyle procured the gear that allowed him to create the Printer’s Devil identity, including some weaponry. He started a fake campaign of harassment against the Daily Star’s building, complete with faux terrorism and attempted arson. Doyle’s hope was that the press conglomerate would drop buying the Star after seeing that a costumed terrorist was after it. He was soon stopped by Green Arrow, who as Oliver Queen was working as a columnist for the Star.
Some weeks later, Doyle was threatened and nearly killed by an unidentified man. This person knew that he had been the Printer’s Devil and stole his costume. The new man in the costume was apparently the owner of a printer’s shop. This shop had lost a key contract after his “hot type” press, an older model, were considered too slow. The contract was picked up by a more modern shop with “cold type” presses. Losing this contract apparently sunk the shop, and the printer decided to have his revenge.
- Bottomless Magazines: The Devil's pitchfork holds an impossible amount of ammunition. How it can hold so much fuel and so many bullets is unrevealed.
- Fire-Breathing Weapon: The central tine of the Devil's trident projects fire.
- Obfuscating Insanity: Doyle hammed it up when it came to projecting a diabolical image. Not because he hoped to trick people into thinking that he was a demon, but to convey the image of being a nutbar and a deluded fanatic.
- Only Known by Their Nickname: The real name of the second Devil is never revealed.
- Shoot the Bullet: The first Devil was capable of destroying Green Arrow's shafts in mid-flight with a blast of flame from his Fire-Breathing Weapon.
- Swiss-Army Gun: Wields a a stylized pitchfork loaded with weapon systems. The central tine can shoot flames (which could even destroy arrows in mid-flight). The lateral tines can shoot a stream of large, heavy, slow bullets.
Isabel Rochev was from a small village in Siberia where she lived a life of servitude working in a diamond mine. When the head of Queen Industries, Robert Queen, came to her village she was inspired by the man, who she saw as a symbol of one's inner power. She fell in love with him and whilst he may or may not have loved her she found him a great source of inspiration and vowed to make something of herself and rise from her humble status as a slave girl. She achieved this goal when, many years later, and after the death of Robert Queen, she became the new CEO of Queen Industries, having brought large numbers of shares in the company though many smaller organizations that she owned. Now "The Queen" of Queen Industries, she desires nothing more than to make the company's name great again and see the disgraced Oliver Queen killed, by whatever means necessary.

Rainbow Archer
Albrecht Raines was an unsuccessful artist, who turned to counterfeiting money. He was first tracked down by Oliver Queen aka Green Arrow and Speedy because of counterfeiting, he was later apprehended for his poor use of colour. As a result Raines crafted a set of coloured arrows, sans the green coloured arrow due to his adversary, and became an enemy of the Green Arrow, calling himself the Rainbow Archer.

She teamed with Brick and Killer Moth in an attempt to collect a three-million-dollar bounty on Green Arrow, which they intended to split three ways. Although the trio put up a considerable fight, they were defeated by Green Arrow and his half-sister, Emiko.

Richard Dragon II

Trained by the first Richard Dragon, Diaz eventually killed him and took the name for himself, returning to Seattle to set up a powerful criminal base.

A Yakuza kunoichi skilled in the art of Kyudo (Way of the Bow), Shado is notable for blurring the lines between antagonist and love interest.
- Age Lift: After the New 52 reboot, she was revised as a lover of Ollie's father and the mother of his half-sister.
- Comic-Book Time: Her father having been in an internment camp during World War II was plausible when she first appeared in 1987. However, it is not been mentioned in any of her more recent appearances.
- Dark Action Girl: She's a Yakuza assassin specialized in Kyudo, a Japanese form of archery.
- Double Standard Rape: Female on Male: One of the most infamous examples in comics history. She confessed the crime to Black Canary, who was oddly okay with Shado deciding that she could give Oliver the baby that Dinah couldn't. What's worse, Shado's raping Oliver Queen was treated as his cheating on Black Canary thanks to the several writers neglecting to research what actually happened.
- Dragon Lady: Literally, as she has a dragon tattoo on her left arm and shoulder blade.
- Dude, She's Like in a Coma: Quite infamously, she once had sex with Ollie while he was injured and delirious from pain and medication. She claimed not to be aware of his delirium until he called out Dinah's name and then went through with it because she wanted to have his baby and give him a legacy of sorts since Dinah didn't want to have children.
- Heel–Face Revolving Door: Though normally an ally of Team Arrow, Shado's true loyalty is to the Oyabun of her clan, and he occasionally orders her to side with groups such as the Ninth Circle.
- Honor Before Reason: Her loyalty to the Yakuza comes from an inherited family debt. She feels honor-bound to carry out whatever is asked of her, despite not always seeing eye-to-eye with her employers.

Slingshot
David Drayson was a poor young man fixated with slings, who grew up in the area known as Swamp in Star City. Over the years, Drayson grew to hate the police whom he saw as symbol of persecution. After he killed a police officer, he was sentenced to life imprisonment but he escaped and took the name of Slingshot. He has supposedly been killed by Cupid.

- Cop Killer: Hates the police with a passion, and has no compunctions about killing cops.

Star City Slayer
An Ax-Crazy amateur occultist, Stan Dover killed numerous youths, hoping that the blood spilled in the murders would summon a monster that would reward him with eternal youth. When Ollie returned after a long absence, Dover plotted to capture him and transfer his consciousness into the Emerald Archer's considerably younger, fitter body.
- Abusive Parents: He was a abusive grandfather towards his grandson, Stanley Jr. He also wanted sacrifice his daughter to a demon in exchange for immortality.
- Arc Villain: Was the main villain of the Quiver arc.
- Bald of Evil: Well, balding, but he is evil to the core.
- Bitch in Sheep's Clothing: Pretended to be a kindly old man to gain Oliver's trust.
- Evil Old Folks: Quite elderly (old enough to be a grandfather) and very evil.

Steelclaw
When crime and corruption threatened to engulf Star City, Mayor Thomas Bolt was determined to do something about it. He created a mechanical claw and adopted the identity of Steelclaw. While he allowed the city’s heroes Black Canary and Green Arrow to handle the more powerful criminals, he struck out at more common street criminals. He forced information from them about underworld activities that he hoped he could then act upon in an official capacity. What he didn’t expect was an encounter with Green Arrow and Black Canary, who were suspicious of his vigilante acts. He narrowly escaped them, but in doing so found himself tied in with a gang of criminals. Other criminal networks felt threatened by Steelclaw no matter what side of the law he was on, and gangland officials had him executed at the earliest opportunity.
- Gone Horribly Right: Bolt's plan to pose as criminal was too successful and wound up getting by real criminals who considered him a threat.

Tezcatlipoca the Cat God
Chama Sierra was a drug lord who made contact with the demon Neron and gave him his soul in exchange for power. Neron turned him into a humanoid jaguar where he takes the name of Tezcatlipoca.

Vengeance was a professional Bounty Hunter. He worked with a mask, costume and guns. Whilst tracking down a wanted criminal he interrupted a class reunion party that Oliver Queen (Green Arrow) was attending.
- Blood Knight: He seems to have some weird belief that as a bounty hunter he’s serving the cause of Justice and Vengeance. Hence the grandiloquent code name. The amount of self-righteousness and blindness toward the likely consequence of his actions he exhibits is quite remarkable.
