One of the Emerald Archer's oldest foes, Billy Tockman was originally a costumed criminal with clock themed gadgetry. The ComicBook/New52 transformed him into a [[NotWearingTights non-costumed crime boss]] with a fondness for clock motifs.

Vengeance was a professional BountyHunter. He worked with a mask, costume and guns. Whilst tracking down a wanted criminal he interrupted a class reunion party that Oliver Queen (Green Arrow) was attending.

* BloodKnight: He seems to have some weird belief that as a bounty hunter he’s serving the cause of Justice and Vengeance. Hence the grandiloquent code name. The amount of self-righteousness and blindness toward the likely consequence of his actions he exhibits is quite remarkable.

* TheFaceless: Never seen without the mask, not even after his death.
* MysteriousPast: His real name or backstory were never revealed.
* VigilanteMan: Although officially a BountyHunter, Vengeance is more than willing to act as a vigilante, and prefers to bring his targets in dead rather than alive.

* DoesNotLikeShoes: More particularly, he does not like dress shoes. He will pair the most formal of suits with double-strapped sandals.

* BigBad: As a mercenary, he's almost never responsible for the circumstances that put him and Ollie into conflict, but he is almost always a more personal foe than the villain who hired him.

* BareYourMidriff: Her outfit leaves her stomach bare.

* BareYourMidriff: The twins CivvieSpandex outfits include strapless bustiers that leave their bellies bare.

* AsskickingEqualsAuthority: Managed to take control of five gangs by defeating their toughest warlords in initiation fights.

* RaceLift / ScaryBlackMan: The New 52/Rebirth version is an African-American crime boss/inventor who can build bombs disguised as clocks.

* DoubleStandardRapeFemaleOnMale: One of the most infamous examples in comics history. She confessed the crime to ComicBook/BlackCanary, who was oddly okay with Shado deciding that she could give Oliver the baby that Dinah couldn't. What's worse, Shado's raping Oliver Queen was treated as his cheating on ComicBook/BlackCanary thanks to the CriticalResearchFailure of several writers.

* EvilCounterpart: To Ollie. Both are spectacularly talented Archers, but Ollie uses his skill as a superhero, while Merlyn chose to use it for profit as an assassin.

* MeaningfulName: The alias Arthur King depicts both his fascination to Myth/ArthurianLegend and the fact that he's usually AlwaysSomeOneBetter for Oliver. [[note]] In card games and chess, Kings rank higher than Queens. [[/note]]

Isabel Rochev was from a small village in Siberia where she lived a life of servitude working in a diamond mine. When the head of Queen Industries, Robert Queen, (the father of the young Oliver Queen who would later become the hero Green Arrow) came to her village she was inspired by the man who she saw as a symbol of ones inner power. She fell in love with him and whilst he may or may not have loved her she found him a great source of inspiration and vowed to make something of herself and rise from her humble status as a slave girl. She achieved this goal when, many years later, and after the death of Robert Queen, she became the new CEO of Queen Industries having brought large numbers of shares in the company though many smaller organizations that she owned. Now "The Queen" of Queen Industries, she desires nothing more than to make the company's name great again and see the disgraced son, Oliver Queen killed, by whatever means necessary.
