I was confused for a long time because I thought "Attack to dodge" was some mechanic I was unaware of, like roll to dodge in D&D. :P
Okay, seriously though... probably Papyrus' "absolutely normal" attack, especially when the projectiles get more unique.

It's a bit hard to choose, because I love everything about the game: the story, characters, soundtrack, the humor, plus one of the best battle systems I've seen in any RPG. :P
However, I would say that the soundtrack is the best part for me. All the Paper Mario games have excellent music, but I think this one really stands out, from the Rogueport theme to the battle themes of some bosses like Cortez and Smorg. The first PM game had a very charming soundtrack, but TTYD is where I think the series really started to find its own style.
I also love how it managed to have a truly dark story while still feeling like a Mario game. Super Paper Mario eventually topped it in that department, but TTYD did something that I'd never expected at the time, and that really left an impression on me.

By which I mean nerf everyone. Deku, Bakugo, All Might, Tokoyami, All For One, Iida, Muscular, Endeavour, and Kaminari (yes, I say this as a Denki main myself, his dmg rate is utterly absurd when he's in his charged form) all need lower damage in general. Ochako, Tsuyu, and Gran Torino all need higher damage because they were nerfed to shit and they're now just bricks. Can I just talk about Dabi too? He's easily the strongest character in the game, I'm not saying he's bad but why can't the other characters have as many options as him?
For specific ones, Todoroki's and Toga's projectiles are way too strong, sweet fuck ESPECIALLY Toga's, she needs a massive nerf in general because she's just such a spammy character. She can obliterate you from the other side of the map. Jiro's stun is way too powerful too. And Shigaraki oh my god Shigaraki's instakill shouldn't be that easy to abuse.
Also Inasa. Just Inasa. Call me salty but I can't count how many matches I've lost to his airbender ass because of the stupid tornado mechanics. He's a good assist but that's literally the only thing I've ever used his DLC for. It's honestly just lame how he and Endeavour are both such spam characters. The system really fucking needs to be fixed so people can't just mash one button and win instantly.
