Y.V. can easily dispatch him. One thing going on for Y.V. is that he is used to being surrounded by projectiles from every direction. Besides, he should have zero problems projecting enough Killing Intent to make a dinky peashooter highly lethal to Mettaton, even in his Willfully Weak state.
