Unemployment is high, the economy is struggling to recover, and the situation has only worsened due to President Andrew Mellon's refusal to intervene. Meanwhile, organised crime has boomed, and the government has had only moderate success in dealing with them.

In-Game Biography ^{Click to Show}Andrew William Mellon, the 32nd president and currently the most hated person in the United states. Having come to the presidency in 1934, after his predecessor Harry M Daugherty was assassinated following the economic crash. Mellon has prevented all government intervention into the US economy, believing that the best solution to the depression is for the economy to recover by itself and for corporations to the lead in helping the economy recover. This has not happened and two years later the economy has only worsened. While all of this is not his fault, his inaction has caused the situation to worsen. With the Republican party having abandoned him and Impeachment against him being discussed, it is not likely that Andrew Mellon will be president for much longer.

• 0% Approval Rating: Due to his mismanagement of the Great Depression, Mellon is the most hated person in the United States; his own party has abandoned him, and his impeachment is looming.
• Head-in-the-Sand Management: Mellon deals with the Great Depression by refusing to intervene in the economy, believing that it will recover by itself, but in practice only worsening the situation.

• Never My Fault: In order to justify the economic paralysis, Mellon cites how his time as Secretary of the Treasury did preside over a period of renewed prosperity, and he has no fault if people chose to live beyond their means and take out loans to invest in stocks.
• Short-Lived Leadership: He ends up being president only for two years and is replaced by a new president within the year at game start.

• Corrupt Politician: You'd be hard-pressed to find an official that hasn't been bought off by Scott, either by money or blackmail. Once he's in power, he also regularly gerrymanders electoral districts and redraws state boundaries to suit him and his party every time.
• Emperor Scientist: Scott is an engineer by profession and leader of the Technocrats. His policies as President include replacing currency exchange with energy accounting, the creation of a scientific board to oversee the exchange of goods, and the creation of a North American Technate. He also implements factory farming decades before its time, jumpstarts American public transportation, and makes higher education free for all citizens, which translates in terms of gameplay mechanics to Scott's America having an eye-popping seven research slots.
• Engineered Heroics: He deliberately causes America's economy to collapse by hyper-inflating the American dollar in order to "save" the economy with technocracy.
• MegaCorp: Downplayed. While they're called "megacorps", in reality they're just particularly large and influential technates that have a bigger role in decision-making alongside Scott than most.
• Pet the Dog: Despite most of his actions being outright corrupt and utterly ruthless in the pursuit of a new scientifically-driven America, Scott can keep essential services open 24/7 for the population, revolutionize education standards and make higher learning free for all Americans, and build waves of amusement parks to bolster the morale of the nation.
• Regime Change: The Technate engineers coups in Central America and the South Pacific, removing democratically-elected presidents to make way for those more pliant to technocratic interests.
• Well-Intentioned Extremist: Despite being corrupt up to the eyeballs and the borderline-authoritarian nature of his policies, Scott legitimately believes that America and its people need technocracy for their own benefit. Considering how rapidly his extreme, heavy-handed economic approach ends the Depression and revolutionizes American growth, he arguably has a point.

In-Game Biography ^{Click to Show}Aleksandr Aleksandrovich Kurenkov has not been the man he is for most of his life. His sudden rise to power in Jefferson occured via the weakness of the Jeffersonian government in dealing with minorities, and subsequently, riling the Russian emigrés in Jefferson (Northern California in general being a place of large Slavic immigration during the 1910s) behind his esoteric ideals regarding the Book of Veles, a mysterious and complicated book about an ancient, unspecified land which had long been the true cosmic homeland of the Slavs. Despite the lack of specification, one thing is said for certain: It is a land of seven rivers beyond the ocean. This, to Kurenkov, felt like proof that the ancient Slavs, originating from the Ancient Native Americans, emigrated through the Atlantic towards Eastern Europe. Knowing full well that the task ahead of him is nearly impossible, Kurenkov understands the importance of restoring the ancient homeland of the Slavs - and albeit his support base is not the largest, his concept that the ancient Slavic spirit can be "revived" among Anglos and other ethnicities of America, as the "cosmic Slavic sky" cannot be removed from it's ancient homeland. Therefore, his famous (at least in California and Jefferson) conversions and initiations have made him into a controversial but otherwise fascinating figure. It is unknown, however, if his grand conquest from a tiny starting point will succeed.
