That's a myrmecoleon, a creature featured in medieval bestiaries. It's sort of a literal antlion, having the front half of a lion and the back half of an ant, and I believe it comes about through the two creatures breeding... somehow. Due to the clashing digestive systems of these two animals (lion half eats meat but ant half can only digest grain), the myrmecoleon often ends up starving. That particular depiction comes from Shin Megami Tensei, which has a lot of weird creatures like that among its cast of demons.

That's from an episode of Dexter's Laboratory ("Chubby Cheese"). He's one of the villain's henchmen◊ who are about to torture Dexter with various bizarre implements, including the inexplicable Hammer-Hat.
