The League of Villains

     All For One

All For One

Quirk: All For One

https://static.tvtropes.org/pmwiki/pub/images/nine_full_body_profile.png
Click here to see his original body.

The Symbol of Evil and All Might's archnemesis. What most people don't know is that he is also Izuku's maternal grandfather who will do anything to keep his grandson safe, even if he has to kill people to do so.

  • Affably Evil: While still unrepentantly evil, he has much more positive traits compared to canon.
  • Authority Equals Asskicking: THE most powerful villain alive and leader of the League of Villains.
  • Came Back Strong: After he takes Nine's body for himself.
  • Dark Lord on Life Support: Until he steals Nine's body, that is.
  • Even Evil Has Loved Ones: Adored his daughter Inko, loves his grandson Izuku and seems to genuinely care for Tomura, unlike in canon.
  • Evil Parents Want Good Kids: Raised Inko to be unaware of his villainous activities and wants to see his grandson become a hero... if mostly to spite the HPSC.
  • Grand Theft Me: He tricks Nine into stealing all of his Quirks, destroying his original body... but only so that he can hijack Nine's own body, destroying his consciousness and filling it with his own.
  • Horrifying the Horror: He is the most powerful, influential, and feared villain in Japan...but he is completely and utterly terrified of the Joker
  • Morality Pet: His late brother and daughter were these to him.
  • My Beloved Smother: It's mentioned he kept Inko away from the world until her adulthood.
  • My Greatest Failure: His inability to rescue and find Izuku right away, especially considering the facility that held the boy hostage was under HIS employment.
  • Notorious Parent: To Inko.
  • Papa Wolf: Launched a brutal and horrifying attack on the facility to save his grandson.
  • Teeth-Clenched Teamwork: Forms a tense truce with All Might to get rid of the Joker.
  • Villainous Respect: Admits to considering his late brother and son-in-law as the strongest people he knew.
  • You Are Better Than You Think You Are: He tells Izuku that Sanctuary needs him to fend off the REVOCS forces despite the HPSC demanding he not join due to his actions in the Sports Festival.
AFO: "What even is strength? Is it the power to level a mountain to dust with a single blow? The ability to buy and do whatever you want? To walk into a room and have all throw themselves at your feet? The world may tell you that, but I know, you know, and your classmates know what makes real strength: Perseverance and dedication to your goals. And no one has persevered more than you, my precious Izuku. And you are the glue that keeps Sanctuary together."

     Tomura Shigaraki

Tomura Shigaraki

Quirk: Decay

https://static.tvtropes.org/pmwiki/pub/images/tomura_shigaraki_ones_justice_2_artwork_6.png

Formerly known as Tenko Shimura, grandson of All Might's late mentor, Tomura has been taken in by All for One to be his successor and to carry on his evil legacy when he inevitably passes on.

  • Abhorrent Admirer: He develops an attraction to Melissa when he learns of her existence as All Might's successor.
  • Adaptational Intelligence: He hired a few more competent villains right off the bat and makes use of All for One's past associates to build up the League.
  • Berserk Button: Any harm that comes to Izuku, whether it is physical or emotional, will trigger Tomura to the point he will plan homicide on the one who threatened his beloved cousin.
  • Big Brother Instinct: When he sees Izuku about to fall to his death, he demands Kurogiri warp him to his cousin, regardless of the consequences.
  • Even Evil Has Standards: What the facility did to Izuku was so terrible, that it made his Character Development happen earlier.
  • Manchild: In spite of his more Noble Demon qualities, Tomura still acts out situations in video game lingo and finds himself attracted to Melissa.
  • Morality Pet: Izuku is the one person Tomura will NOT allow harm to come to; to the point he dusts the Nomu at the USJ when he realizes what it did to him.
  • Official Couple: He and Dusty Ash, after some Ship Tease, become this after the end of the REVOCS Arc.
  • We Can Rule Together: He forgives his sister Hana for what happened on the night of his Quirk awakening, as he admits he probably would have done the same if he was in her shoes, and offers for her to join him so they can make the ideal world for themselves and Izuku.

     Kurogiri

Kurogiri

Quirk: Warp Gate

https://static.tvtropes.org/pmwiki/pub/images/kurogiri.png

Tomura's right-hand man and guardian.

  • Affably Evil: During the attack on the USJ, he makes a sincere apology to the students of Class 1-A while explaining why the League is attacking.
  • Badass in a Nice Suit: He wears a snazzy suit one would find a bartender at a lounge wearing.
  • The Caretaker: Of Tomura, to the point he's basically become something of a Parental Substitute for him.
  • Even Evil Has Standards: He is absolutely disgusted by Scarecrow and the methods he used to bring Rei Todoroki to them.
    • He is NOT a yes-man; able to point out the flaws in Tomura's protectiveness towards Izuku and outright refuses to clean up any of his messes.

     Dr. Daruma Ujiko

Kyudai Garaki

Quirk: Life Force

https://static.tvtropes.org/pmwiki/pub/images/kyudai_garaki_anime.png

All for One's right-hand man, confidant, and best friend.

  • Affably Evil: While he's still an evil mad scientist who performs horrific experiments on people to turn them into abominations, he is noticeably more affable than he is in canon.
  • Even Evil Has Standards: He is angered and disgusted at what the facility did to Izuku, especially since he was their boss just as much as All for One was.
  • Oh, Crap!: When he realizes the Mid-End Nomu he gave to Tomura for the USJ Raid was the same one the facility used to rape Izuku.
  • Pay Evil unto Evil: The members of the facility that survive are left in the Doctor's hands and he plans on converting them into Nomu and making them aware of every second of it.

     Volcano

Maguma Iwata

Quirk: Eruption

https://static.tvtropes.org/pmwiki/pub/images/volcano_3.jpg

The leader of the Volcano Thieves and one of the few villains who attacked the USJ who managed to escape with Tomura, earning him and his team a permanent spot in the League.

  • Magma Man: He's able to create and manipulate lava and magma by burning his body's fat reserves.
  • Man of Kryptonite: He is the only one in the Landslide Zone who manages to avoid being frozen by Shoto due to his Quirk allowing him to easily melt through the ice without issue.
  • Team Dad: Of the Volcano Thieves specifically. He demands Dusty Ash use protection while having sex with Tomura.
  • Worthy Opponent: After Melissa knocks his block off to save Shoto, he views her as his new Arch-Nemesis and a worthy foe, awaiting their destined rematch.

     Dusty Ash

Konako Haizono

Quirk: Dust

https://static.tvtropes.org/pmwiki/pub/images/dusty_ash2.png

A member of the Volcano Thieves.

     Gust Boy

Tsumuji Kazetani

Quirk: Fan

https://static.tvtropes.org/pmwiki/pub/images/gust_9.png

A member of the Volcano Thieves.

  • Blow You Away: He can spin his propeller-like fingers to create powerful gusts of wind.
  • Gonk: His face looks like a duck, for crying out loud!

     Curator

Curator

Quirk: Whale

https://static.tvtropes.org/pmwiki/pub/images/curator_2.png

All for One's intelligence gatherer who, alongside his associates, is brought into the main League of Villains team.

  • Even Evil Has Standards: He is quite disturbed by Scarecrow and how the League had to ask for his help in order to bring Rei Todoroki over to their side.
  • Knowledge Broker: He has served as an intelligence gatherer for All for One, helping provide him with info on many people, making him a valued comrade to the Symbol of Evil.
  • Villainous Friendship: He and his partner Bearhead are close friends.

     Bearhead

Bearhead

Quirk: Brown Bear

https://static.tvtropes.org/pmwiki/pub/images/bearhead.png

Curator's right-hand man, muscle, and closest friend.

     Zookeeper

Zookeeper

Quirk: Cleaning

https://static.tvtropes.org/pmwiki/pub/images/zookeeper_2.png

Curator's brainwashed assistant.

  • Brainwashed and Crazy: She was just an innocent worker at a zoo before Curator put her under his control.

     Slice

Kiruka Hasaki

Quirk: Slice

https://static.tvtropes.org/pmwiki/pub/images/slice_full_design.png

One of Nine's allies who joins the League to honor his memory after All for One takes his body for himself.

  • Prehensile Hair: She's able to manipulate her hair for various functions.
  • Undying Loyalty: Though she joins the League of Villains, she only does so out of loyalty to the late Nine, whose body was taken over by All for One.

     Chimera

Chojuro Kon

Quirk: Chimera

https://static.tvtropes.org/pmwiki/pub/images/chimera_full_design.png

One of Nine's allies who joins the League out of necessity and to honor his memory.

  • Beast Man: Like his namesake, he mostly looks like a wolfman but also has bird-talon-like hands and a snake tail.
  • Undying Loyalty: He was loyal to Nine and only joins the League with the rest of his allies because they were connected to him.
  • Villainous Friendship: Seems to be forming one with Volcano and Gust Boy, as they celebrate Izuku brutalizing Shoto at the Sports Festival.

     Mummy

Hoyo Makihara

Quirk: Mummification

https://static.tvtropes.org/pmwiki/pub/images/mummy_full_design.png

One of Nine's allies who allies himself with the League to honor his fallen friend's memory.

  • Bandage Mummy: He is wrapped in red mummy-like wrap in order to get the most use out of his Quirk.
  • Mind over Matter: His Quirk lets him transform any inanimate objects he wraps in his bandages into mummy-like monsters to aid him in battle.
  • Undying Loyalty: He states himself that he, Slice, and Chimera are only joining the League to honor Nine's memory and they are pretty pissed that All for One basically killed him by hijacking his body.

     Miss Freeze

Rei Todoroki

Quirk: Frost

https://static.tvtropes.org/pmwiki/pub/images/mr_freeze_the_batman.png
Click here to see her normal appearance.

Endeavor's wife, who was put in a psychiatric ward after she snapped from the dysfunctional family life she was living in and scarred her youngest son, Shoto. She is brainwashed by the League of Villains to serve them.

  • Brainwashed and Crazy: What the League of Villains has done to her, taking her shattered mind and convincing her to hate her husband and want him dead.
  • Broken Bird: As if she already wasn't one in canon, this story has her broken down even further by being subjected to Scarecrow's fear toxin.
  • Even Evil Has Loved Ones: Despite being Brainwashed and Crazy, she still loves her children and silently pleads for their forgiveness.
  • An Ice Person: She is able to manipulate ice and snow. When she snapped due to Scarecrow's Fear Toxin, the blizzard she unleashes destroys the hospital she's staying at, leaving no survivors other than herself and Scarecrow.
  • Mind Rape: Scarecrow subjects her to this with his Fear Toxin, driving her to insanity and making her easy pickings for All for One and the League of Villains to turn over to their side.
  • Shout-Out: Her new attire after being turned into Miss Freeze is based on Mr. Freeze's portrayal in The Batman.

     Omega

Kotaro Shimura

Quirk: Fundamental Forces

https://static.tvtropes.org/pmwiki/pub/images/sigma_2.jpg
Click here to see what he used to look like.

Tenko Shimura's father, who he killed in a fit of rage when he awakened his Quirk. All for One and Dr. Ujiko managed to resurrect him to become a specially modified super-soldier under their command.

  • Abusive Parents: He harshly punished his children for wanting to be Heroes. This stems from his anger and heartbreak over his mother, Nana, giving him up for adoption to protect him from All for One.
  • Adaptational Badass: He was just an ordinary man whose son killed him with his newly manifested Quirk. Now, thanks to All for One, he's practically a monster who can manipulate the four fundamental forces.
  • All for Nothing: Everything Nana sacrificed to make sure he was safe was squandered as he became a hateful, bitter person who took his pain out on his children. This led to his death and resurrection, where the same man his mother tried to protect him from now has him under his thumb.
  • And I Must Scream: He's a prisoner in his own body, forced to see the man who killed his mother reveal the truth of why she gave him up for adoption and realize that his abuse towards his children was completely unjustified.
  • Combo Platter Powers: He was infused with four Quirks that represented the Four Fundamental Forces in order to make him a powerful asset to the League of Villains.
  • My God, What Have I Done?: He realizes how much of a shit parent he was upon his resurrection but it is too late for him to take anything back.
  • Shout-Out: His newfound appearance as Omega and his powers are based on Sigma, his armor being the concept art for Sigma's Talon skin. His breakdown as he is being converted is disturbingly similar to Sigma's Origin Trailer, complete with his mind fracturing and the events of his transformation happening in real time.

     Parasite

Monoma Neito

Quirk: Copy

https://static.tvtropes.org/pmwiki/pub/images/parasite_6.png
Click here to see what he used to look like.

A former student at UA High who is now a slave to the League.

  • Adaptational Jerkass: While he was an annoyance in canon, he was largely Played for Laughs before he got some Hidden Depths. Here, his negative traits are Played for Drama, and he's an asshole through and through.
  • Ain't Too Proud to Beg: As he's suffering his Power Incontinence, he begs for Hana to save him as his body tears itself apart.
  • Body Horror: Trying to copy Hana's Quirk causes his body to become overwhelmed by the massive number of powers and begins to destroy itself. He loses both his arms and his left eye before Hana knocks him out. This is taken even further when Dr. Ujiko painfully converts him into Parasite.
  • Bullying a Dragon: He has a real problem with this trope. Naturally, it bites him in the ass.
  • Didn't Think This Through: One of his many, MANY flaws. Highlighted especially in his fight with Hana during the Sports Festival when he tries to copy her powers and ends up going into a Super-Power Meltdown.
  • Fate Worse than Death: He's turned into a mutated monster dubbed 'Parasite' courtesy of Daruma Ujiko.
  • The Friend Nobody Likes: While he speaks for the rest of his class that they deserve the spotlight just as much as 1-A, none of his classmates respect him because of his Insane Troll Logic beliefs.
  • Insane Troll Logic: He honestly believes that Class 1-A wanted to get attacked by villains in order to hog the spotlight. Naturally, this doesn't do him any favors with anybody.
  • Lack of Empathy: He mocks Izuku as a 'Villain' and a 'Murderer' and calls everyone in Class Sanctuary 'Special Ed'.
  • Parental Issues: Based on how he reacted to Hana's taunts toward him about his father, he probably does not have the best home life.
  • Power Incontinence: When he tries to steal Hana's Quirk, he expects it to be like an all-you-can-eat buffet in terms of options. In reality, hundreds of Quirks suddenly race to him, overwhelming his body and nearly killing him in the process.
  • Superpower Meltdown: When he tries to use his Quirk to copy Hana's, the sheer number of Quirks in her body overwhelms him and nearly kills him.

Humarize

     General

     The Leader

Flect Turn

Quirk: Reflect

https://static.tvtropes.org/pmwiki/pub/images/flect_turn.png

The dreaded leader of Humarize.

  • Amazing Technicolor Population: His Quirk grants him neon blue glowing skin.
  • Even Evil Has Standards: He kills Machia because, while his actions CERTAINLY helped their cause, he was far too brutal and made too much of a scene. Plus, Flect just wants Quirks gone, not to destabilize the world any more than destroying Quirks will.
  • Xanatos Speed Chess / Thanatos Gambit: His main plans for his lieutenants. They speed up his plans so that Humarize can use the events they cause for proof of their beliefs; whether they succeed or not, his goals will come closer to fruition.

     Silkworm

Ragyo Kiryuin

Quirk: Quirkless

https://static.tvtropes.org/pmwiki/pub/images/ragyo_kiryuin_anime.png

The disgraced CEO of REVOCS, a Hero Costume designer company, Ragyo joins Humarize in order to regain her lost glory.

  • Abusive Parents: She was just as horrible to her children as she was in her home series.
  • Adaptational Wimp: Ends up being cowed by Flect Turn when he beats Machia to death to both voice his displeasure about him and to make an example of him to her.
  • Arc Villain: Of the Post Sports Festival Arc.
  • Arch-Enemy: To her daughters, ex-husband, and Best Jeanist.
  • Break the Haughty: She starts out the story considering herself untouchable. Her scheme initially goes well until she underestimates the Sanctuary students, and her public displays of villainy lead to REVOCS being shut down/investigated and Ragyo herself being outed from Humarize. To say nothing of the fact that she is ultimately defeated by her favored daughter, the son of a woman she despised, and the girl she kidnapped to help spark her entire plot.
  • Depraved Bisexual: The worst example of this trope; she was married to a man, but also considers her daughters attractive.
  • Dirty Old Woman: Flirts with Takeshi, only to receive a middle finger from him in response.
  • Empowered Badass Normal: As it turns out, she has no Quirk herself; she was infused with Life Fibers early in life, explaining how she became so powerful.
  • Fate Worse than Death: After being bested by the son of the woman she hated and the girl she kidnapped, along with having her empire dismantled and her followers arrested, Ragyo is kicked out of Humarize before being kidnapped, humiliated, and tortured by the Riddler.
  • Fiction 500: Even after losing her company (which is admittedly now under her right-hand woman's control) Ragyo still lives in the lap of luxury, with Ochako mentally noticing her shoes alone scream 'worth more than you'll ever make.'
  • Flaying Alive: What the Riddler does to her. She is later shown to still be alive but in intense agony.
  • The Friend Nobody Likes: She is LOATHED amongst the rest of Humarize for her arrogance, vanity, and how she treated her children. Naturally, after her failure, Flect Turn has her fired and at the mercy of Riddler.
  • Has a Type: Sharp features and angular faces.
  • It's All About Me: She believes she is the one destined to save the world and prevent Quirk Singularity from happening and that she is the chosen avatar of the Life Fibers.
  • Made of Iron: For an ultimately Quirkless woman, she can take a TON of damage; she survives a 100-foot fall and a Gravity enhanced punch from Izuku
  • People Puppets: She seems to be able to control Nui like this at least, and may have done the same with her other daughters.
  • Pragmatic Villainy: She doesn't 'discipline' Ochako because she needs her for her plans.
  • Relative Button: She tries to push this with Satsuki and Ryuko, asking them to put up more of a fight than their father did.
  • Shout-Out: Her current state after being tortured by Riddler is one for the infamous 'Sloth' scene from Se7en.
  • Small Name, Big Ego: Acts like the greatest villainess alive, but as her Animal Motif shows, while her wealth has been an appetizer, she is nowhere near as important as she thinks.
  • Stupid Evil: Her scheme in a nutshell. Yes, she has the presence of a Supervillain and the resources to back it up, but such public displays make her easy to track and her plot to be figured out. Plus. while she has her loyalists, few are as powerful as her or those she battles. In the end, her whole plot was just one massive ego trip.
  • Villainous Breakdown: Once the Life Fibers reject her in favor of Nui, who decides to remain a Hero, what little sanity Ragy had vanished out the window.

     Tiger

Jinko Wangei

Quirk: Unknown

https://static.tvtropes.org/pmwiki/pub/images/jinko.jpg

The HPSC President, secretly allied with Humarize for his own ends.

  • Aborted Arc: Riddler stops whatever plans he had before he even starts.
  • Adaptational Villainy: While he was corrupt in canon, it could be argued he was still a Well-Intentioned Extremist until his final moments. Here. He's fully on board with ruining millions of lives.
  • Dies Differently in Adaptation: Instead of being killed by Lady Nagant, it's The Riddler who does him in.
  • Named by the Adaptation: He was unnamed in canon. Here, his name is Jinko Wangei.
  • The Team Normal: He's the only leading member of Humarize with no combat skills or dangerous Quirk.
  • Undying Loyalty: He refuses to sell out Humarize when Riddler's final riddle for him requires him to expose the organization for his survival, preferring to die than betray his comrades.

     Baboon

Odalia Blight

Quirk: Oracle

https://static.tvtropes.org/pmwiki/pub/images/odalia_blight_6.png

Amity's mother and the former disgraced CEO of Blight Industries. Similar to Ragyo, Odalia joins Humarize in order to regain her lost glory.

     Dragon

Takeshi Kongoh

Quirk: Kongoh Genes

https://static.tvtropes.org/pmwiki/pub/images/takeshi_9.png

Akira's older brother.

  • Adaptational Nice Guy: A ruthless nihilist in his home series proper, here Takeshi has a better relationship with his family, in particular his sister and son, whom he barely interacted with in canon.
  • The Ace: Strong enough to rival All Might and smart enough to run mental laps around other members of Humarize.
  • Aloof Big Brother: To Akira.
  • Always Someone Better: To his younger brother, Akira; whatever he can do, Takeshi can do it too and even better.
  • Big Brother Instinct: He immediately becomes protective of Eri and the other children when he easily deduces that Overhaul is abusing them. He then proceeds to give the scumbag a truly agonizing Karmic Death.
  • Doting Parent: He is much more involved in his son's life and is very caring towards him as a result.
  • Double Agent: Is actually not as loyal to Humarize as Flect Turn thinks, and is actually working with his father for unknown goals.
  • The Dragon: Not only is it his ring animal, but Takeshi seems to be the most dependable member of Humarize.
    • Dragon with an Agenda: He's actually planning against Humarize alongside his father for their own goals and is willing to indirectly help Sanctuary to do so.
  • Even Bad Men Love Their Mamas: Takeshi loves his late mother, to the point he refuses to fight Akira when they meet up at her grave.
  • "The Reason You Suck" Speech: He gives a truly acute one to Overhaul just before ripping his arms off.
Takeshi: A real man doesn't use and abuse children for his own gain...a real man gets by on his own merits...and you ARE NOT A REAL MAN!
  • Shout-Out: The way he kills Overhaul is similar to how Omni-Man kills Homelander.
  • Single-Target Sexuality: His late lover was the only woman he ever loved. As such, he refuses Ragyo's advances toward him by Flipping the Bird.
  • Villain Killer: He murders Overhaul to stop him from getting to Eri and the other children.
  • Villain Team-Up: Forms an uncertain one with Riddler to bring down Humarize.

     Machina

Yuuta Murakami

Quirk: Unknown

https://static.tvtropes.org/pmwiki/pub/images/machina_3.png

Humarize's chief assassin... who is expendable, at best.

  • Offscreen Moment of Awesome: He apparently killed the US President and escaped the top American Heroes. Not that this saves him from Flect's wrath.
  • Sacrificial Lion: Was shown to be incredibly powerful, possibly even Humarize's ultimate weapon... and then killed to show Flect means business and will not tolerate failure.
  • We Hardly Knew Ye: He's murdered by Flect mere seconds after his debut.

The Meta Liberation Army

     Re-Destro

Rikiya Yotsubashi

Quirk: Stress

https://static.tvtropes.org/pmwiki/pub/images/rikiya_yotsubashi_anime.png

The Leader of the MLA and the son of the original Destro.

  • Affably Evil: He's the leader of an anarchistic organization designed to upend the government and allow Quirks to be a basic human right unrestricted by rules and regulations... but he is also polite, friendly, treats his workers with respect, and sympathizes with Izuku and the rest of Sanctuary and wishes to aid them, in his own way, of course.
  • Berserk Button: Belittling those related to villains just on their blood alone. Understandable, considering he's the son of a man seen by many as a 'Villain' himself.
  • Even Evil Has Standards: Despite the goals of the MLA, Re-Destro is aware of how dangerous untrained and uncontrolled Quirks can be, which is one of the reasons why he founded his company, Detnerat. These concerns are proven with the Firestarter Incident, which he points out to the rest of his allies.
  • Friendly Enemy: He and Nedzu have a history together, enough to the point he's confident the principal of UA will enable him to help the Sanctuary kids.
  • "It" Is Dehumanizing: He demands that Trumpet call Izuku by his real name and not 'The Firestarter'.
  • My Greatest Second Chance: Sees the opportunity to aid Class Sanctuary as a way to make up for past failures.
  • Pet the Dog: He had plans to take Izuku under his wing and help him learn to control his Quirk had the facility not taken and tortured him for revenge.
  • Sinister Schnoz: He has a very prominent beak-like nose.

     Curious

Chitose Kizuki

Quirk: Landmine

https://static.tvtropes.org/pmwiki/pub/images/chitose_kizuki_anime.png

The executive director of Shoowaysha Publishing and one of Re-Destro's four trusted lieutenants.

  • Amazing Technicolor Population: She has blue skin and grey-purple hair. That's not even counting her black eyes and teal pupils.
  • Even Evil Has Standards: While she is a self-admitted story hound, she is disgusted by the horrible torture and abuse Izuku went through and holds little care for Kishi Toyama, even being grateful The Riddler killed him.
  • Offscreen Moment of Awesome: She and her followers destroy a REVOCS tower that was stationed in Deika City.
  • The Smurfette Principle: She's the sole female member of Re-Destro's lieutenants.

     Skeptic

Tomoyasu Chikazoku

Quirk: Anthropomorph

https://static.tvtropes.org/pmwiki/pub/images/tomoyasu_chikazoku_anime.png

A high-ranking board member of Feel Good, Inc. He's the information gatherer of the Meta Liberation Army.

  • The Cracker: He's a master hacker and puts these skills in order to gather information for the MLA.
  • Even Evil Has Standards: Even he dares not trifle with the power and influence that Principal Nedzu has.

     Trumpet

Koku Hanabata

Quirk: Incite

https://static.tvtropes.org/pmwiki/pub/images/koku_hanabata_anime_6.png

The leader of the Hearts & Minds Political Party and the voice of the MLA.

  • Corrupt Politician: He's the leader of a political party who is secretly one of the acting lieutenants of an anarchistic organization.
  • Open Mouth, Insert Foot: He talks about how the Riddler has been benefitting the Firestarter as well as them... before Re-Destro calmly yet coldly reminds him that the Firestarter has a name, Izuku Midoriya.

     Iceman

Geten

Quirk: Ice Ply

https://static.tvtropes.org/pmwiki/pub/images/geten_anime.png

Re-Destro's protégé and the youngest of the MLA Lieutenants.

Other Villains

     The Riddler

The Riddler

Quirk: Unknown

https://static.tvtropes.org/pmwiki/pub/images/riddler_0.jpg

A mysterious anarchistic serial killer who seems to know what happened to Izuku... and is seeking revenge on not just those involved in his suffering but those he deems 'corrupt' in general.

  • Arch-Enemy: Is shaping up to be this for Class Sanctuary.
  • Evil Genius: He is extremely crafty and knows how to make things work out for him. He even manages to hack into Nedzu's account to send him riddles.
  • It Amused Me: Nedzu points out that his involvement with Class Sanctuary doesn't seem to be part of his grand scheme; something he added at the last minute, but still is connected to his main goal.
  • One-Man Army: Riddler is doing everything he does with NONE of the wealth or resources of the League of Villains and Humarize, but he seems to be doing much better.
  • Rape Is a Special Kind of Evil: His murder of Uwabami involves him stabbing her in the vagina with a bladed strap-on á la John Doe. Needless to say, everyone is disgusted by this horrific act.
  • Shout-Out: This version of the Riddler, minor changes aside, is heavily based on his rendition from The Batman (2022).
  • Villain Team-Up: Forms one with Takeshi in order to bring down Humarize.
  • Villainous Respect: He shows the Sanctuary gang nothing short of respect and the highest praises.

     Overhaul

Kai Chisaki

Quirk: Overhaul

https://static.tvtropes.org/pmwiki/pub/images/overhaul_action_pose_7.png

The leader of the Shie Hassaikai Yakuza Family who makes the mistake of running into Takeshi Kongoh while trying to reclaim Eri...

  • Ain't Too Proud to Beg: He's left terrified in his last moments as Takeshi proceeds to obliterate his skull with his bare hands.
  • Asshole Victim: Was his death horrific? Yes. Did he absolutely deserve it for what he did to Eri? Absolutely.
  • Cruel and Unusual Death: Takeshi pulls an Omni-Man on him and tears his jaw open, rips his heart out and shoves it down his throat, and then crushes his head.
  • Death by Adaptation: Not only does Takeshi rip his arms off, but he also rips his jaw off, shoves his heart down his throat, and then crushes his head into liquid shit.
  • Shout-Out: The way Takeshi kills him, all the way to how the scene plays out, is identical to Omni-Man killing Homelander.
  • Tears of Fear: He sheds these just before Takeshi crushes his skull into a pulp.

     Scarecrow

Jonathan Crane

Quirk: Unknown

https://static.tvtropes.org/pmwiki/pub/images/scarecrow.png

A twisted scientist with a disturbing fascination with fears and phobias that the League of Villains hires for assistance in a very delicate manner...

  • The Corrupter: Ends up driving Rei into insanity as a favor to the League of Villains.
  • The Friend Nobody Likes: He's not an official member of the League, just one-time hired help for bringing in Rei to them. When Kurogiri brings her in via Warp Gate, he wants to get away from Scarecrow as fast as possible.
  • Humanoid Abomination: He transforms into this in front of Rei as he inflicts her with Mind Rape. Whether it's part of his Quirk or his Fear Toxin is still unknown.
  • Mind Rape: He makes Rei relieve the moment she scarred Shoto when he was a child...only with the added twist of her killing him, being reviled by her entire family, and finally being thrown into prison.
  • Shout-Out: His Humanoid Abomination form is basically his appearance from Injustice 2.
  • Supernatural Fear Inducer: Arguably the Trope Codifier.

     Rei Hoomaru

Rei Hoomaru

Quirk: Quirkless

https://static.tvtropes.org/pmwiki/pub/images/rei_02.jpg

The current acting head of REVOCS and Ragyo's right-hand woman.

  • Ace Pilot: She pilots the Krazor X, a powerful mech that was meant for terraforming planets to fight Class Sanctuary.
  • And I Must Scream: She is fully aware that she is stuck in Masato's Izanami but can do nothing until she realizes how wrong she was to act how she did.
  • Badass Normal: No Quirk but able to follow Ragyo's orders to a T.
  • Dark and Troubled Past: The country she was born in did not have the same standards of Quirk control, so her village and family were massacred by Quirk users.
  • The Dragon: To Ragyo.
  • Fantastic Racism: To all Quirk users.
  • Freudian Excuse Is No Excuse: Her orphanage at the hands of bandits in a third-world country? Terrible. Her hate/fear of Quirks? Understandable. Her killing at least 500 people who never did her wrong, just because they had Quirks (which she's not even sure is the case), and aiding Ragyo in attacking Japan? Unacceptable.
  • The Other Darrin: Shares her name with Shoto's mother.
  • Sanity Slippage: Goes through this when sent to and during her fight with Sanctuary.
  • Undying Loyalty: To a worrisome degree to Ragyo.
  • Villainous Breakdown: As REVOCS tower begins to fall, she rants and raves about taking the students she's fighting with her, before regaling her past and how Ragyo saved her from the 'Quirked' monsters. When she is called out for her hypocrisy, she realizes all too late she is stuck in an endless loop until she 'realizes the error of her ways.'

     Kuroiro Shihai

Kuroiro Shihai

Quirk: Black

One of Ragyo's henchmen.

  • Abusive Parents: His parents were always arguing and when he failed the UA Entrance Exam, they disowned him and kicked him out of the house.
  • Adaptational Badass: He's given a special costume by Ragyo that allows him to not only blend into darkness and shadows but also teleport through and manipulate them at will.
  • Adaptational Villainy: A heroic member of Class 1-B in canon, now one of Ragyo's flunkies here before his defection and redemption.
  • All of the Other Reindeer: He was ostracized by others due to his shadowy skin and creepy appearance. Kinoko Komori was his Only Friend
  • Berserk Button: Seeing Inasa and Shoto argue during a crisis makes him forgo an escape and attack them.
  • Even Evil Has Loved Ones: 'Evil' may be stretching it in his case, but he does still care for his childhood friend, Kinoko. He even silently begs for her forgiveness.
  • Even Evil Has Standards: Rei's hatred of Quirks and blind devotion to Ragyo unnerves him.
  • Heel–Face Turn: Turns over a new leaf after his defeat as a member of Class Sanctuary.
  • I Let You Win: It's all but stated that he could've crushed Shoto and Inasa with the Vantablack Regalia boosting his power, but Alas Ramus' Armor-Piercing Question killed any desire to fight and he let them beat him.
  • My God, What Have I Done?: When he remembers how Kinoko went through everything he did and came out a future hero, he realizes he really has become what everyone thought he was.
  • Screw This, I'm Outta Here: He abandons Ragyo and Rei the minute the REVOCS War begins, having seen just how extreme they both are.
  • Skewed Priorities: Initially, he only went to UA to make sure Kinoko was safe. But when he saw Inasa (who took his spot) and Shoto fighting during a crisis, it irritated him enough to attack him.

     Stain

Chizome Akaguro

Quirk: Bloodcurdle

https://static.tvtropes.org/pmwiki/pub/images/stain_anime_profile_5.png

The notorious Hero Killer.

  • Black-and-White Insanity: He kills what he believes are heroes who do not hold up to the same standards as All-Might. However, it's pointed out to him that nobody can be held to the same standards as All-Might and he's basically going after every single hero he can find.
  • Break Them by Talking: The Sanctuary kids and Koichi take apart his ideology and motivations in under two minutes. Naturally, this sends him flying into a violent rage.
  • Broken Pedestal: He respected Koichi back in the vigilante days, considering him a true hero until he went to the states.
  • Demoted to Extra: He was a HUGE character in canon, inspiring most of the League of Villains and unintentionally reigniting villainy in society. It doesn't seem like this'll be the case here.
  • Psychological Projection: He calls most Heroes "Fakes" and Kocihi "An Avenger"....things that he himself ultimately is.
  • Then Let Me Be Evil: Why he ultimately became a vigilante; it was the only way to get results.
  • Villainous Breakdown: As Koichi and the Sanctuary kids manage to get the upper hand on him he's reduced to a raving wreck, and when Coco knocks him out he's ranting about how All Might is the only one who can defeat him.

     Stan Edgar

Stan Edgar

Quirk: Unknown

https://static.tvtropes.org/pmwiki/pub/images/stan_33.jpg

The head of Vought International, essentially the Heroic Public Safety Committee of America.

  • Adaptational Badass: Already pretty badass in his home series, this version of Stan is close friends with All For One.
  • Corrupt Corporate Executive: The CEO of Vought International, which all but controls Heroics in the states (and some places aboard). He can send Heroes to do his dirty work and has no fear of any of the powerful beings under his thumb.
  • Evil Plan: To Monopolize Heroism worldwide.

     Homelander

John

Quirk: Unknown

https://static.tvtropes.org/pmwiki/pub/images/homelander.jpg

Stan Edgar's right-hand man and chief enforcer, as well as the leader of his own Hero Team, the V-Elite.

  • Adaptational Nice Guy: Downplayed. He plays with Captain Celebrity's son to keep him from seeing his murdered father and then promises said man's family they'll find the killer while they're taken away to safety...even though HE was the one who murdered Celebrity in the first place under Stan Edgar's orders.
  • Beware the Superman: Arguably one of the Trope Codifiers. His Quirk gives him all the powers of the beloved Man of Steel but none of his virtues.
  • Foil: To All Might. Both embody the concept of 'Eagleland' and are beloved as the greatest heroes of their respective sides of the world. However, All Might really IS the paragon of virtue the world thinks he is while Homelander is a ruthless thug.
  • Friend to All Children: He genuinely wanted to keep Captain Celebrity's son from seeing his father murdered at his hands but was not above lying to him that someone else killed him when the real murderer was actually Homelander himself.

     The Joker

The Joker

Quirk: Quirkless

https://static.tvtropes.org/pmwiki/pub/images/joker_56.jpg

A Villain who was notorious and a prominent threat even before the Dawn of Quirks. He is seemingly back from the dead to wreak havoc once more.

  • Ambiguously Human: Whatever he is now, All For One is adamant he is not human anymore.
  • The Dreaded: With a body count nearing millions, creating the Joker Gas, being the ORIGINAL supervillain, and an unpredictable but always sadistic streak, is there any wonder his arrival in Japan fills All For One himself with fear?
  • It's Personal: For All For One and Ochako. In All For One's case, Joker struck close to Izuku and knows their connection, which could unravel all that Sanctuary has done if it becomes public knowledge. In Ochako's case, Joker attacked her parents and kidnapped her mother for some unknown reason.
  • Mysterious Past: He's implied to be older than All For One and seemingly vanished just before Quirks emerged, yet seems to know All For One on a personal level.
  • Red Baron: The Clown Prince of Crime.
