The Queen's Council

The villains whom all the others follow, each brings a valuable asset in their collective mission of revenge.

    The Evil Queen 

The Evil Queen

Snow White's evil stepmother, a monarch with beauty as acute and cold as ice, and a personality to match. The leader of the villains, their gathering takes place in one of her many castles.

Played by Michelle Knight.


  • Back from the Dead: As revealed in "That's All", when she fell off the lightning-struck cliff, she drowned in the sea below, only to be revived by Ursula, who demanded Triton's crown as payment for her life.
  • Black Widow: She's all but stated to have poisoned the king so she wouldn't have to share the throne.
  • Ice Queen: And. How. Imperialistic pride and vanity? Check. Cold beauty? Check. Stoic demeanor? Check. Ruthlessly cruel? Check. The only thing she's missing is ice magic—oh, wait, she has that too, as shown in the holiday special.
  • Master of Disguise: As in canon. She shows her abilities here by posing as Themis, the Titan of Law, to infiltrate the Princess Academy.

    Maleficent 

Maleficent

A dark fairy once proclaimed to be the Mistress of All Evil, she cursed Aurora to fall comatose forever to spite King Stefan. The de facto second-in-command, tensions are always high between her and the Evil Queen.

Played by Alejandra Martinez.


  • Behind Every Great Man: As revealed in, "It's Not Me, It's You", Maleficent was this to King Stefan before he dumped her for Queen Leah. And as revealed in "That's All", she retaliated by trading her wings to Ursula for the sleeping curse she cast on Aurora.
  • Canon Welding: While the character is primarily based on her Sleeping Beauty incarnation, some elements are borrowed from Maleficent, namely that she and Stefan were once lovers, that she helped him become king, and that due to him betraying her, she lost her wings and cursed Aurora to fall into an endless slumber. But while those key elements are present, their execution differs greatly.
  • Dragon with an Agenda: The Evil Queen is, perhaps justifiably, skeptical that Maleficent's intentions in joining the group to retrieve the Black Cauldron are limited to their collective goal. Maleficent denies it, of course...
  • Evil Sorcerer: She's stated to have brought almost all of the other villains back from the dead, says that warping reality to create a blood moon is a simple task, and demonstrates telekinetic and teleportation-based magic onscreen; by all accounts, it seems that she's no less powerful than she was in the original film.

    The Queen of Hearts 

The Queen of Hearts

The bombastic and tyrannical ruler of Wonderland, she beheads anyone who angers her, with Alice the only victim who ever escaped her. While her authority means little among these other villains, she interacts with them amicably enough.

  • Catchphrase: "Off with his/her/their head(s)", as in canon.
  • Hair-Trigger Temper: As in canon, she's prone to grow angry at the slightest annoyance, though in her present company, all she can do is sulk angrily.

    Mother Gothel 

Mother Gothel

A manipulative crone whose only wish is to remain young and beautiful forever, she kidnapped the infant Rapunzel when the magical source of her youth was passed into the girl's hair.

Played by Helaina Wize.


  • Manipulative Bastard: Ignoring her canonical gaslighting of Rapunzel, she was one of Facilier's conspirators and helped manipulate the council into freeing Ursula. Then, in Season 2, she's the one who presents the idea of using the Queen's magic mirror as bait to distract the protectors of the Black Cauldron.

    Jafar 

Jafar

A hypnotist and former street urchin who became the royal vizier of Agrabah, he refused to settle for second-best. Thanks to Aladdin and the Genie of the Lamp, he lost almost all of his power and magic.

Played by Navid Nowakhtar.


  • Laser-Guided Amnesia: Though he's lost most of his powers, he remains a skilled hypnotist, and surreptitiously 'suggests' to everyone that heads to Morva to forget the purpose of their journey whenever they're asked. Something that comes in handy almost immediately.

    Lady Tremaine 

Lady Tremaine

Cinderella's evil stepmother, an austere noblewoman with a bottomless thirst for wealth, fame, and power, both for herself and her two awkward daughters.

Played by Andrea Stack.


  • Black Widow: Heavily implied with Cinderella's father. With her first husband, it's a bit more ambiguous.
  • Deal with the Devil: Implied to be the case with Ursula; Lady Tremaine is rather blatantly the most anxious of anyone that the sea witch is free once more.
  • The Stoic: She's very good at keeping herself refined and well-composed under most circumstances.

    Cruella DeVil 

Cruella DeVil

A wealthy furrier with a passion for rare furs, she faced great misfortune when she attempted to make a coat out of 99 Dalmatian puppies.

Played by Tiffany Trilli.


    Captain Hook 

Captain James Bartholomew Hook

A pirate captain who once dwelled in Neverland as Peter Pan's archenemy. Though among the more bombastic and amicable villains, he's as ruthless as they come.

Played by T. Robert Piggott.


  • His Name Really Is "Barkeep": In the first "Donate-a-thon," he informs everyone that his surname really is Hook, so the appendage came from the name rather than the other way around.
  • Pun: In the first "Donate-a-thon," after the Queen sings a few bars of "Tough Love" for the audience, Hook does his own, original rendition of the song...which turns out to be a very short and silly number about how he's terrible at tennis, because "love" means a score of zero.

    Frollo 

Judge Claude Frollo

A misogynistic and cruel former Minister of Justice who served in the Notre Dame cathedral, a religious zealot who perceived corruption in everything but himself. Yet he seems to have no issue with his present company of sinners.

Played by Russell Warner.


    Gaston 

Gaston

A narcissistic bodybuilder and hunter who sought a bride as attractive as he himself, his relentless pursuit of Belle led to his demise. A tangential member of the council who seems largely to serve as a bouncer.

Played by E. Michael Evans.


  • Dumb Muscle: Subverted, as in canon. He's genuinely narcissistic to the point of stupidity, but he can be very cunning when it comes to getting what he wants. Evidenced here by being one of Facilier's co-conspirators.

Antagonist Villains

While all are united in their thirst for vengeance, some have ambitions that can interfere with others...

    Dr. Facilier 

Dr. Facilier, a.k.a. The Shadow Man

A smooth-talking witch doctor who conspires with his "friends on the other side" to concoct the darkest of plots. He presently attempts to manipulate all of the gathered villains, ostensibly for their collective revenge.

Played by Chris Ross.


  • Deal with the Devil: In the third "Donate-a-thon", he doesn't tell what caused him to become indebted to his friends on the other side; all that he'll say is that what debt he had has now been paid off.
  • Exact Words: When he first approached the villains and talked them into his ritual, he offered them a chance to rewrite the past. What he didn't mention was what they were rewriting: namely, Ursula's imprisonment.
  • Manipulative Bastard: As in canon, he's cunning and charismatic enough to charm even the darkest of hearts.

    Ursula 

Ursula the Sea Witch

Half woman, half octopus, Ursula is best known for her desire to take King Triton's crown and power and her penchant for making dangerous deals. Due to the latter, the Queen's Council combined their powers to create a sealing curse that locked her away.

Ursula is played by Emoni Wilkins while Vanessa, her human disguise, is played by Rachel Copeland Evans.


Other Villains

The other inhabitants of the castle who lack the proper resources to be part of the council.

    Yzma 

Yzma

A vain and mean-spirited old woman and expert potion-maker, she once served as advisor to Emperor Kuzco, but sought to usurp him after he fired her.

Played by Anna Ricks.


  • Narcissist: Like many other villains, of course. She considers herself to have a great deal of charm and beauty despite being an unseemly old woman.
  • Real Life Writes the Plot: Possibly. She may not be as iconic a villain as the likes of the Evil Queen, Jafar, Maleficent, and Lady Tremaine, but her cunning coupled with her transmogrification potions make it seem like she belongs on the council as much as, if not more than, the likes of Jafar, Frollo, and Gothel. Whether this is the reason is ambiguous, but in one of the "Donate-a-thon" streams, the creators mention that creating Yzma's outfit is extremely expensive.

    Scar 

Scar

Brother of Mufasa and uncle of Simba, this cunning lion was the usurper king of the Pride Lands until the rightful heir returned and deposed him. He now guards the Queen's castle along with his former henchmen, the hyenas.


  • Demoted to Extra: While he's one of Disney's most iconic villains, he's neither magical nor human. Hence, aside from joining Jafar, Frollo, Hook, and Maleficent in "All I Ever Wanted", he's been consigned to staying outside the castle.
  • Real Life Writes the Plot: Part of the reason he's only appeared once so far is that animating him comes with a massive price tag.

    Prince Hans 

Prince Hans Westergard of the Southern Isles

The thirteenth son of a royal family, his greatest ambition is to become king. After failing to take over Arendelle, he bargained with Lady Tremaine, who promised to ensure he became king if he married one of her daughters.

Played by Steven Moeslein.


  • Always a Bigger Fish: His manipulative tendencies in Frozen are nothing to scoff at...unless you're among the likes of Captain Hook and Lady Tremaine, in which case scoffing is all you can do at how outclassed he is.

    Oogie Boogie 

Oogie Boogie

King of bugs and master of shadows, Maleficent secretly revived this casino-loving boogeyman and kept him locked in the castle dungeon.


  • Kill and Replace: Seems to be his plan with Santa Claus, after or as part of his revenge.

    Madam Mim 

The Magnificent, Marvelous Madam Mim

An infamous witch of dark magic who claims to rival Merlin.

Played by Anna Ricks.


    Percival C. McLeach 

Percival C. McLeach

An infamous Australian poacher who previously met his demise seeking the great golden eagle Marahute.

Played by David Wize.


    Clayton 

Clayton

A British hunter who accompanied Jane Porter and her father to Africa as a bodyguard, his plot to poach Tarzan's gorilla family proved to be a fatal mistake.

Played by Andrew Trask.


    Madame Medusa 

Madame Medusa

A greedy and manipulative woman obsessed with collecting diamonds, she once kidnapped an orphan girl in an attempt to procure the Devil's Eye, the largest diamond in history.

Played by Olivia Adkins.


  • Mythology Gag: The fact that Olivia Adkins played Cruella in the same episode that Medusa appeared, considering that in the initial draft of The Rescuers, Cruella was supposed to be the main antagonist.

Henchmen

Though not fully fledged villains, these ne'er-do-wells play a key part in any successful plots their bosses come up with.

    Drizella and Anastasia Tremaine 

Drizella and Anastasia Tremaine

The awkward and mean-spirited daughters of Lady Tremaine, two girls with misplaced vanity who quarrel often. They follow their mother loyally, trusting her unquestioningly.

Played by Brianna Fogden and Victoria Brandon, respectively.


  • Gold Digger: In the second "Donate-a-thon," it becomes clear that the single most important thing in a potential suitor is how rich they are.

    Kronk 

Kronk

Yzma's right-hand man, he's far more brawn than brains and hardly has a mean bone in his body. Yet his loyalty makes him one of Yzma's biggest assets.

Played by Chaz Hine.


  • Token Good Teammate: With his ability to talk to animals, love of cooking, and earnest desire to make others happy, he's more like a Disney Princess than a villain.

    Jasper and Horace 

Jasper and Horace

A pair of brothers who are career criminals currently in the service of Cruella DeVil. Jasper is tall, lanky, and optimistic while Horace is short, stout, and pessimistic.

Played by Joshua Simscalco and Wayne Ruffley.


  • Dumbass Has a Point: To the point that you have to wonder if Horace actually is an idiot. Maybe he's just a worrywart, but he has every reason to be worried about getting away with their crimes, especially after so many failures.

    Mr. Smee 

Mr. Smee

Captain Hook's first mate, a short, stout, and stuttering fellow with an amicable personality.

Played by Glenn Gover.


    LeFou 

LeFou

A cheerful young man who idolizes Gaston, he's his right-hand crony in any plots he makes.

Played by Joey D'Angelo-Lajoie.


  • Not-So-Harmless Villain: Not in a malicious way, per se, but LeFou has surprisingly strong charisma; in canon, he roped an entire tavern into a musical number, and here he does the same to half a dozen henchmen.

    Iago 

Iago

Jafar's companion, a cunning and wisecracking parrot.

Voiced by Tony Wakim.


  • Deadpan Snarker: 90% of what comes out of his beak is sarcastic, cynical, insulting, or some combination thereof.

    Lock, Shock, and Barrel 

Lock, Shock, and Barrel

Three kid-sized ghouls, the foremost pranksters and trick-or-treaters of Halloween Town, and Oogie Boogie's loyal henchmen. Lock dresses as a devil, Shock as a witch, and Barrel as a skeleton.

Played by Justin Murdock, Kathy Castellucci, and Matthew Buckner, respectively.
